Ordinances passed on first reading SAVANNA — The City Council approved several ordinances at its April 14 meeting. They included the 2015-16 budget ordinance, and two ordinances raising water rates by the standard 3 percent yearly increase. The rate increases are not related to sewer plant financing. Two resolutions and an ordinance also were approved regarding a joint agreement with the Illinois Department of Transportation for North Main Street improvements related to Savanna/Sebula bridge construction. Storm siren concerns Resident Kathleen Sanchez asking for a storm siren system to warn citizens of severe weather. Fire Chief Shawn Picolotti said three sirens would be needed, at a projected cost of $65,000. He said grants and reduced rates for sirens are being studied. He said new weather radios work quite well and are effective in tracking incoming severe weather. – Michael Miller

Obituaries Letters and Commentary George (Butch) M. Pedersen
LANARK – George (Butch) M. Pedersen, 69, of Lanark, died Friday, April 17, 2015 at Freeport Memorial Hospital. George was born Aug. 6, 1945, in Milwaukee, Wisconsin, to George Pedersen and Marie Lamoreux. He worked as a union mason until retiring riding his motorcycle, and doing puzzles. He especially loved going to Florida to see the ocean. George is survived by his wife, Wendy Pedersen; three daughters, Lisa Montgomery of Fort Plain, New York, Jody Sack of Chadwick, and Tina Witham of Indiana; two sisters, Kathryn Kitzman and Sandra Pedersen; seven grandchildren and three great-grandchildren. He was preceded in death by his parents and half brother. A Celebration of Life will be held from 5 to 8 p.m. Friday at the American Legion, 227 Calvert and Third streets in Chadwick.

IRS scammers on the prowl
We’ve had several reports of Carroll County citizens being contacted by scammers trying to work an IRS scam. With tax season upon us, criminals are swarming the country to scam you out of your personal information or cash. In a recent speech, IRS Commissioner John Koskinen said, “If you are surprised to get a call from the IRS, you should be. We don’t call, we communicate with you by letter,” or words to that effect. These scam calls often appear on your caller ID as coming from the IRS. The caller often sounds very professional. The problem is, the scammers now spoof the phone number and can make it appear to come from wherever they want. Don’t fall for it. In this

Work begins next week on downtown bank wall Front-door access will be limited during construction LANARK – The front wall of Exchange State Bank that faces Broad Street in the downtown needs to be replaced. Bank President John Nelson said Monday that work will begin Monday, April 27, and is scheduled to be completed in about 1 month. “Since the building was built around 1870, the masonry above the stonework rested on a large wooden beam,” Nelson
said. “After approximately 145 years, that beam is tired of holding up all of that weight.” Scaffolding will be built the week of April 27, with removal of the brick wall occurring during the week of May 4. A steel framework will be erected the week of May 11, followed by the reconstruction of the wall the week of May 18. Nelson said the completed wall will have the same Access to the front of

Committee member Jan Bristol said the commemorative recipe books are selling well and have been distributed in various businesses for sale. For the 150th anniversary and Prom of all Proms for alumni, the committee is working on decorations, and

These are things many of us wish for. Input overload from all of our gadgets, schedule strains from all the family and school activities, and general malaise are all causes of increased stress in our lives. Add environmental toxins, unhealthy relationships, and daily drinking in a Molotov cocktail of stress inducers. However, there is hope. Daily – even moment by moment – we have the power to help our bodies, help us manage stress and Simple actions have big impacts when repeated over time. So pick one or two of the following this week and put a stranglehold on stress. Breathe. Truth is we don’t breathe. Not well anyway. “Practicing regular, mindful breathing can be calming and energizing and can even help with stress-related health problems ranging from panic attacks to digestive disorders,” says Andrew Weil, M.D., a pioneer in the The 4-7-8 Breathing Technique is one of Dr. Weil’s favorites. We toss it aside.” Quite simply, we NEED to sleep. If you’re an adult, you should sleep for 7 or more hours a night; 9 to 10 hours for teens. You should sleep in a dark rooms, and at the same time every day. Your body heals when it sleeps. Eat. Cut back on processed foods and give the body real food to eat. Food that grows from the ground, or eats food from the ground, is easier for the body to digest and, therefore, is less taxing on the body. In addition, eating within 1 hour of waking helps the body’s metabolism to kick in and sets the body up for a much more successful day. Eating small, healthy snacks throughout the day also keeps that metabolism up. When our body is well-fed, it doesn’t up. This reduces stress and increases our self-esteem as we take care ourselves. Drink. Here we are talking water, good old-fashioned agua. Americans consume more than 9 billion gallons of water a year, and yet many are gravely underhydrated. Have headaches, joint pain, muscle tension or constipation? Try this experiment: Measure your discomfort on a scale of 1 to 10, with 10 being unbearable. For 1 week, try the standard advice: Drink 8 glasses of water a day. Then re-rate the aches and pains Not one to believe the 8-glass rule? Go for this, then: “You should be drinking enough so that you urinate every 2 to 4 hours, and that the urine is a light color,” says Nancy Clark,
author of “Nancy Clark’s Sports Nutrition Guidebook.” “If you go from 8 a.m. till 3 p.m., and your urine is very dark, that’s a sign that you haven’t had enough to drink.” Laugh. Laughter has huge physical and mental of exercise, expanding the lungs and working the abs. Laughing out loud reduces stress, lowers blood pressure, lifts the mood, eases muscle tension and boosts the immune system. It has the power to heal the mind and the body. Try one of the many joke-a-day apps, watch a sitcom, listen to a 4-year-old’s knock-knock jokes, watch cat videos. Laughing not only improves our health and reduces stress, it’s just plain fun. Saturday, July 25, will feature a parade, car show, and craft show. Parade entry forms are available at the library, the Village Hall and the Savanna-Thomson State Bank. Plans are underway to add softball games during the 3-day celebration. Saturday includes portrayals of General Ulysses S. Grant and Abraham Lincoln, a magician, a petting zoo, a 2-day euchre tournament, and women’s and men’s alumni softball tributes.
Local band Two-Mile Crew (The Talleys), will appear in the beer garden Saturday night. Events culminate Sunday with a community worship service on the festival grounds with a special guest speaker. There will be children’s games, and a bean bag competition. The beer garden and carnival continue, and a gospel sing is being planned for the afternoon. Cemetery walks will be conducted from 1 to 4 p.m. in Lower and Upper York cemeteries by the Rockford Colony of New England Women, with historical readings and refreshments. Eastland Fabrication announces partnership with Stutsman, Inc. Expanded product line and increased territory means new showroom in Lanark By TOM KOCAL Prairie Advocate

LANARK – E & S Equipment is a new joint venture between Eastland Fabrication of Lanark, and Stutsman Inc. from Hills, Iowa, near Iowa City. The partnership was announced Friday. “They get into a little bit of everything,” said Steve Coulthard, one of the co-owners of Eastland Fabrication, along with Mike Sweitzer and Kim Haan. “Everything they sell, we’ll be able to offer here. It’s a great opportunity to grow.” Coulthard said Stutsman’s was looking for another location to branch out its sales and service territory,
and it liked what it saw at the Lanark location. “They looked at our place, and saw that we can handle their service work, and had enough acreage to the east to move some dirt and get another building up,” he said. John Yoder, vice president of waste handling equipment with Stutsman Inc., said the companies have been in negotiation since November. “This venture is a great opportunity for us to be closer to our customers in the agricultural area that we currently serve,” Yoder said. “There is a need for our equipment in this area, and what we are accomplishing here is bringing our business closer to our customers, so
they don’t have to drive 2 to 3 hours or more to come to us,” Yoder said. Coulthard said the expanded product line also means a new showroom that will be constructed this summer, “up the hill” and directly east of the present building north of Lanark on state Route 73. And that means jobs. “We will be hiring a salesparts manager for the E & S Equipment showroom, and here at Eastland Fabrication, we will be rearranging a few things to allow for more repair opportunities when the time comes,” Coulthard said. The grape theme is a favorite of Gloria’s, and these canisters were wedding gifts reflecting that. and tip towels; the men who assisted them were given umbrellas. The guest girls and sundae servers received candles we had put on the tables. The table waiters got mottoes with Thomas Kinkade pictures. Daniel had made the picture frames several weeks before. The mottoes were hung on the walls in the reception area. This gave them to the opportunity to choose which one they wanted and gave the reception a cheery look in the meantime. After the singing, most guests sat on benches watching Daniel and I open our wedding presents. How interesting and enjoyable this was for us all. because of others’ thoughtfulness and kindness. Our witnesses helped open the gifts, while a few of my friends wrote down

I can almost hear you ask, “What were some of the gifts you received?” We certainly got a wonderful variety. I can still feel the surprise and delight that swept through me when I open a large gift bag they shoved over for me to open. It was from my Mom’s parents. My mouth dropped open – what could I say? It was a quilt that my dear grandma pieced and quilted for me! That will certainly be a lifelong treasure and keepsake from Grandma. Daniel was also blessed with a nice variety of tools.

These ticks are actually of the arachnid family, not insects as commonly thought. Although there are 15 tick species in encountered by humans. Why the big concern? Lyme disease is a bacterial disease which is transmitted by infected ticks to its human host. The deer tick, also known as the black-legged tick, is the known culprit. The tick acquires the bacteria as it feeds on small infected mammals, particularly the white footed mouse. Although it rarely occurs, Lyme disease can kill humans. Since it is impossible to tell by sight which ticks are infected, it is important
to avoid tick bites whenever possible. Not being bit is key! The easiest way is to avoid being in tick-infested areas. If you live in or near wooded areas with tall grass and weeds, precautions should be made. • Wear light colored clothing with boots and long sleeves. Tuck or tape openings in clothing so ticks cannot enter. • Apply insect repellant containing 10 to 30 percent DEET primarily to clothing. • Walk in areas so weeds don`t brush up against you. • Check yourself and others often, removing ticks promptly. • If you are bit and a tick is removed, wash the bite area with soap and water. Apply an antiseptic to the site. Signs and symptoms vary from one person to another. A red bullseye rash occurs in nearly 80 percent of cases which appear 3 to 32 days after the bite of an infected tick. The rash has no pain, but is accompanied by fatigue, chills and fever, headache, and joint and muscle pain. If you are concerned, contact your physician.

Movin’ houseplants out for the summer LANARK – Many people choose to move their houseplants outdoors in the summer. However, Rhonda Ferree, a University of Illinois horticulture educator, suggests taking that a step further. “Plants grown traditionally indoors as house plants have many possible uses in our summer landscapes,” Ferree said. “They work well in hanging baskets, container arrangements, and even planted in the ground.” Ferree said that because most houseplants are tropi-
cal plants, they can grow outdoors similar to other tiens and begonias. “Like all plants, be sure to put the right plant in the right place,” she said. “Houseplants are often produced to grow in a home’s lower light levels. Placing those plants directly outdoors in the full sun could cause sunburned leaves. The plant may produce new leaves, but that might take a few weeks to happen.” A better option, Ferree said, is to place low-light loving

Several of my friends who had been in my youth group knew that I liked grapethemed kitchen items, so they gave me with a grape canister set, salt and pepper shakers, dish towels, and more. After the gifts had been opened, Daniel addressed my parents and thanked them for giving the best gift of all. I couldn’t help but smile, or perhaps blush a bit? At 6 p.m. the evening cooks had supper ready. Out of the approximately 400 people who attended our wedding, about 250 stayed for supper. Leftover mashed potatoes were used to make underground ham casserole, corn, pasta salad, leftover tossed salad from lunch, ice cream dessert, and pie was also served. Everything was set out on our plates. Our big day was rapidly coming to a close. How could it possibly seem so short? I’d enjoy writing more about that evening and the following day, perhaps I’ll have to save that for later. Pasta salad is one of my Mom’s specialties. In our community, she is known for her delicious pasta salad. Not only does she do an outstanding job of making it tasty, but also at making it look attractive by adding multicolored vegetables like cucumbers, radishes, green, red, yellow peppers and so on (add 1 /3 cup each to follow recipe on Page B8). Some houseplants that work well in hanging basket combinations include wandering Jew (Zebrina pendula), Swedish ivy (Plectranthus), spider plant (Chlorophytum comosum), prayer plant (Maranta sp.), purple heart (Setcreasea purpurea), and string-of-beads (Senecio
rowleyanus). “Try planting some directly into the soil,” Ferree said. “I do this with my banana, elephant ear, and tropical hibiscus plants each year. The tropical plants that I plant in the ground each summer grow very large and beautiful. I cut them back each fall and move them indoors to overwinter in my basement.” Other houseplants to try planting in the ground include snake plant and African violet. “These are both easy to
propagate from leaf cuttings, so produce several in the winter for use outdoors in the summer,” she said. Fortunately, technology has come to the rescue, and manufacturers now offer some far better options in the form of waterbased, 100 percent acrylic deck

Throughout the month, USDA will celebrate the contributions of home, school and community gardens in providing healthy food for the table; pleasant surroundings and recrewildlife across the nation. “National Garden Month is an opportunity to learn more about USDA’s People’s Garden Initiative begun in 2009,” Vilsack said. “Today, 2,116 People’s Gardens thrive on public and private lands across the United States and its territories and in 12 foreign countries. These People’s Gardens serve as models for uniting individuals, groups and neighborhoods in a common ties, promote food security, utilize sustainable practices, help mitigate pollinator habitat loss, and address environmental issues.” In addition to being beautiful, gardens provide a positive setting for pollinators, such as bats, bees, other animals that contribute substantially to the economy and play a role in keeping fruits, nuts and vegetables in our diets. Debbie Zimmer is a paint and color expert at the Paint Quality Institute, which does extensive testing on deck coatings. “Unlike oil-based deck coatings, water-based, 100 percent acrylic resistant to UV rays. So, acrylics are really the perfect antidote for what ails oil-based deck products,” she said. “The proof is easy to see on the hundreds of wood test decks we have at our outdoor exposure locations,” Zimmer said. “Time after time, the acrylic coatings outperform oil-based coatings, and
that’s true on every type of wood, from redwood, cedar and pine, to pressure-treated wood and wood composite deck materials.” If you like the idea of stretching out the staining cycle on your outdoor deck, a water-based, 100 percent acrylic coating is the way to go. You can even choose from three popular options, each offer-
stains – have more pigment than semitransparent products, so their color tends to obscure the grain of the wood. At the same time, that added pigment provides extra UV protection and better durability, so solid color stains last longer, typically 3 to 5 years. • Wood restoration acrylic coatings are the product of choice for severely weathered and some habitually neglected decks. These are basically super-thick acrylic
• Semi-transparent acrylic stains are lightly pigmented coatings that permit you to maintain, or change, the color of your wood or composite without hiding its grain or texture. These coatings are water-repellant and contain special ingredients to keep mildew in check. Semi-transparent coatings typically last about 18 months. • Solid color acrylic stains – sometimes referred to as opaque

You’ll be doing your deck, and yourself, a big favor! SPRINGFIELD – The Illinois Department of Agriculture is encouraging farmers and agrichemical facilities to save their empty agrichemical containers. The department announced Friday that it has arranged to recycle them at four permanent sites and 30 Northwest Illinois. Beginning at the end of July and continuing in August, sites throughout the state will collect containers. The containers will be recycled to make shipping pallets, fence posts, drainage
agrichemical containers that are clean and dry. Participants are responsible for rinsing them and removing all caps, labels, booklets and foil seals. The program is a cooperative venture between the Illinois Department of Agriculture, Agriculture Container Recycling Council, GROWMARK, Inc., Illinois Fertilizer and Chemical Association, Container Services Network, Illinois Farm Bureau and University of Illinois Extension. Since activity level increases suddenly when the
weather improves, it might set you up for unexpected injury, like a sprained ankle. The most common sprain is on the outside of the ankle and occurs easily when you step rapidly on uneven ground and roll your foot over. Ligaments on the side of your ankle are forcibly up, and cause a lot of pain and stiffness.
