DIXON – The Illinois Department of Transportation began work Monday on state Route 40 between Chadwick and Milledgeville. The project will improve the 8 miles of Route 40 from First Street in Chadwick to Stover Avenue in Milledgeville. Martin & Co. Excavating of Oregon is the contractor for the $2.2 million project, which is scheduled to be completed by the end of July. John Wegmeyer is the project implementation engineer with IDOT for District 2 in Dixon, which covers the 10 northwest counties of Illinois, from Rockford to the Quad Cities. He oversees all construction, inspection and materials in this district. “The contractor is probably going to start on the east end, because west of Milledgeville, the bridge over Otter Creek is scheduled for replacement,” Wegmeyer said. “That project begins in May. At that point, the roadway will

County spared worst of deadly spring storm No tornadoes here from system that dropped twisters in Lee, Ogle and DeKalb counties By LYNNETTE FORTH Prairie Advocate LANARK – Spring storms brought high winds, hail, torrential rains, and lightning to Carroll County and surrounding areas on Thursday. Tornadoes were spotted in Fulton and Clinton, Iowa, but none were reported in Carroll County. In rural Thomson, heavy damage occurred along state Route 78 between Morrison and Mount Carroll, taking down sheds, and overturning a semitrailer. Deputy Ryan Kloepping of the Carroll County Sheriff’s Department said the call came in around 6:15 p.m., saying that the driver was still inside the semitrailer, and was bleeding. The Freightliner, owned by Borkgren Farms LLC in Woodhull, was driven by Richard Holm, who was taken by Chadwick Ambulance to Mercy Medical Center in Clinton. The farms of Randy and Jenny Appel and Ray and Jan Appel on state Route 78 suffered major damage to buildings, but only minor damage to their houses. No other injuries were reported.

Village board supports Rauner’s budget plan Proposed cuts could mean $50,000 less from state By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com

MILLEDGEVILLE — In spite of the budget hit the village might take, Gov. Bruce Rauner’s Turnaround Agenda Resolution was unanimously approved by trustees at the April 6 board meeting. “We estimate that the village would lose about $50,000 if Governor Rauner makes cuts,” village President Galen Wirth said. “We have not eliminated any projects due to Rauner’s anticipated cuts in our budget plans, but have made a few dollar reductions in line items.” The village’s FY 2015-16 budget will be presented at Monday’s board meeting. By urging local government statewide to approve the plan, Rauner hopes to persuade state lawmakers to seriously address Illinois’ budget problems within 4 months. According to Rauner’s plan, Illinois real estate taxes are the state’s No. 1 problem. The plan addresses tort reform, unfunded mandates on municipal and county governments forced by special interest groups, giving power back to local governments to empower them to compete more effectively in the business sector, and eliminating multiple layers of government administration – particularly in the school system. Rauner’s plan won’t enact a right-to-work state law

like Wisconsin, but the issue of labor unions and employees’ right to work without joining a union instead will be a decision left to local government. If the Turnaround Plan is adopted, Rauner hopes to invest several billion dollars into the state’s crumbling infrastructure. Go to mayorscaucus.org and search for Rauner’s legislative agenda to read the plan. Also at the meeting, water looping bids were reviewed. Wirth said the village has received an engineering bid from Willett, Hofmann & Associates to oversee the project, but no bids to do the water looping have been submitted. The bid was not to exceed $2,500 for two loopings. But the board decided that three loopings should be completed at the same time, since state permits expire in April. “Water looping is in the following three areas: Hagar to Thorpe, Freeman to Washington and 1st St. to Meyers,” Wirth said. The project will “loop,” or connect, the dead end water mains at these locations, and will increase water pressure and reduce sediment in residents’ tap water. The board also OK’d adding two layers of chips and tar and chip the alley behind Milledgeville State Bank, but the dip in the road

Board agrees ‘Time to Act’ against sexual assault Passes resolution in support of Sexual Assault Awareness Month By TONY CARTON For Prairie Advocate MOUNT CARROLL — The Carroll County Board passed a proclamation at its April 2 meeting recognizing April as Sexual Assault Awareness Month, focusing on the prevention of sexual violence on college campuses. The 2015 campaign is expected to be the most far-reaching since Sexual Assault Awareness observed in April 2001. Sexual Assault Awareness Month is facilitated annually by the National Sexual Violence Resource Center and observed nationwide. This year’s theme is “It’s Time to Act. Safer Campuses. Brighter Futures. Prevent Sexual Violence.” “There is a national spotlight on the topic of campus sexual violence, and people are eager to learn more about what they can do to prevent it,” resource center Director Karen Baker said. “This campaign aims to engage everyone on campus — from administrators and professors to parents and students — to help them see the roles they can play in ending sexual assault.” Liz Gerber, vice president of student development

and support services at Highland Community College, said that over the last year there has been a lot of guidance given to colleges across the country relating to how sexual assault and sexual harassment are investigated on campuses. “Related to that, this year colleges are required to do more awareness education for their students, and this fall, when we started to plan some educational opportunities for students, Riverview Center reached out to us and offered to be our partner in that,” she said. “We were very grateful.” The Riverview staff had participated in some student programming earlier in the year and offered to return during Sexual Assault Awareness month, she said. “They are doing a tabling event in the lobby of our Marvin-Burt Liberal Arts Center in April and there will also be a movie,” Gerber said. “That lobby is sure the students will stick around and get the information the center is making available.” Riverview Center Violence Prevention educator Lorie Kaatz said the main goal of the Highland event is to generate awareness of the issue so that more

On Denim Day we are inviting people to wear jeans in recognition of an incident where a girl was sexually assaulted and the perpetrator was convicted, but on appeal a judge overturned the conviction saying the assault had to have been consensual because the girl’s jeans were so tight

she clearly had to help him remove them.” Kaatz said Denim Day serves to reiterate the victim is never to blame. The center is also staging its annual 5K/10K Mississippi Riverview Run at 8 a.m. April 25 in Savanna. Area schools are the center’s biggest partners for the monthlong event. This year the center is also partnering with Bald Guys Bistro and Coffee in Mount Carroll and the Route 84 Bistro in Savanna. Those businesses will be putting sleeves on all their coffee cups to call attention to sexual abuse awareness.

THOMSON — Every year, hundreds of volunteers from around Illinois donate their time and energy into making their communities successful. These volunteers will be among the millions celebrated during National Volunteer Week, April 12-18. National Volunteer Week began in 1974. 4-H has participated in this event for several years, and the Carroll County 4-H Federation and Ambassadors would like to recognize all of the volunteers who make our organization a success. 4-H volunteers help in many different ways. 4-H club leaders organize meetings, enroll new members and keep the organization

running smoothly, while project leaders focus on speor the visual arts, providing expertise and helping materials to complete the projects. Other volunteers help with fair and various club events, and still donate time and money to the organization through judging events, serving on boards, driving members to events and more. The Federation will be having a volunteer banquet on April 24 to honor those who have helped with the various 4-H events over the past year. Carroll County 4-H Forecast By LEANNE RAHN Carroll County Program Coordinator, 4-H & Youth MOUNT CARROLL – Join us for the 2015 summer Camp Clover program in Carroll, Lee, or Whiteside counties. Families will have the opportunity to choose from themed programs that will interest their children. Camp Clover is an experience for all youth entering the third through sixth grades. Choose from many different locations for the camps throughout the summer. In Carroll County, the locations are Ingersoll Nature Center, Carroll County Fairgrounds, and the Naaman Diehl Auditorium; Lee County locations are Sauk Valley Community College, Dixon First United Metholidst Church, Lee County Fairgrounds, and the Lee County Extension office; Whiteside County sites are the Whiteside County Extension office, Andresen Nature Center, and St. Paul Lutheran Church in Sterling. Four different themed camps will be offered this

summer. During the Creative Clover camp, youth will spend their mornings making art from all types of mediums, including clay, wood, leather, nature, chalk, carbon, and pigment. Youth will be creative with paper mache, wire and duct tape. At the DIY at Home camp, cooking, sewing and crafting are combined into a do-it-yourself camp for everyone to enjoy. Youth will stir up some kitchen goodies while practicing some recipes. They will enjoy the meals they created while also creating some fun take-home crafts like lip balm, candles, lotions, stepping stones and a sewing project. Some fun kitchen science projects of bubble gum and slime will top off the fun. Boulders Bugs and Beyond camp will teach youth about different types of insects and wildlife. They will learn about earthquakes, volcanoes, rocks and fossils. Youth will investigate weather systems while making some homemade tornadoes and rainmakers. During the Clover Detective camp, youth will learn how to become the best

Students lend helping hand to Kids Around the World By LYNNETTE FORTH For Prairie Advocate FREEPORT – Many of us take for granted being able to sit down and enjoy a hot, healthy meal. Students from the West Carroll Middle and High schools joined forces Friday with Highland Community College’s Student Leadership Program and the Kids Around the World Organization to prepare packaged meals to be sent to Haiti and Liberia to feed hungry children. Along with teachers Bill Timm and Pat Foltz, 21 students participated in assembling simple meal bags, each one containing ground soy, dried vegetables, rice, and a vitamin packet with more than 20 essential vitamins and minerals. Foltz said that he and Timm provided applications to more than 400 out and return in order to be considered for the chance to give back. “You guys took the time tions and turn them in. Public Works avoids oil spill disaster Gov. Bruce Rauner’s Turnaround Agenda resolution was approved. Lanark will hold its annual Bulky Waste Spring Clean Up day on May 9. Lawn mowing for the city once again will de done by Ardena Grant. Mayor John Huggins said he will gather information to be given to council members concerning street repair needs, and encouraged them all to take notice of street signs that are broken or damaged. Huggins said he and two other city representatives will attend a meet and greet at Thomson Prison on April 20, to promote the city. The city will be getting fiber optic lines installed, which Huggins said will be a good selling point to entice new residents. LANARK – Public Works Director Tom DiFazzio reported April 7 that the department avoided a minor disaster when a spill of motor oil had been reported at Southside Service in early March. DiFazzio said owner James Hazelbower did a great job of organizing the cleanup efforts. “With the snow melting, and the oil was nearly getting in the creek, cleanup was quick,” DiFazzio said. Oil socks were used by the city crew to keep the oily water from entering Rock Creek, about 100 yards south of the building. The discussion was prompted by requests from the Eastland High School post prom committee, Carroll County Crime Stoppers, and the Girl Scouts. Following the approval of $100 to the post prom committee, Alderman Mark Macomber said, “Nothing against the Girl Scouts, but I think we are setting an example that everyone is going to start asking (for money).” Lindsay said, “At least they asked. I thought that’s why we put a line item in the budget?” “It’s a great cause, I just don’t think we should start it. I am not for or against it, I just think we are opening up a can of worms,” Macomber said.

“The Girl Scouts program are asking for money to send cookies to troops overseas,” Alderwoman Lara Tallman said. Council approved a $40 donation to the Girl Scouts, and tabled a donation to Crime Stoppers until more information is presented. City Attorney Ed Mitchell reported on the status of the franchise agreement with MediaCom, noting that Mayor John Huggins had received a packet of information requesting a state franchise, which is mandated by the state, offering consumer protection laws, and also for the city to receive 5 percent of MediaComs fees. “We could petition or intervene with the state, but that’s a waste of time and money,” Mitchell said. “MediaCom has a lot

of competition, with the number of people getting cable going down. We never gave Dish Network or Direct TV a franchise agreement, but they don’t give us 5 percent of their sales, either. It’s a competitive market out there. Cable television in general is struggling.” Huggins said, “They cannot charge extra to give us our 5 percent, but they can raise fees at any time.” No action was taken. Continuing, Mitchell reported that the case involving the dogs and noise complaints has had and a trial date has been set for 9 a.m. June 2 in the Carroll County Courthouse. Macomber stated that he was concerned about the Schrader building on the corner of East Locust and

South Broad streets. “If it goes another winter we are looking at another collapse.” Huggins said, “The owner has had plenty of time.” Tallman requested sending the owner a letter explaining the consequences of not acting on the matter, giving her plenty of direction so that she knows what to expect. Clerk Jackie Hawbecker reported that a sidewalk had been damaged by Morgans Tree Service last year when a tree stump was removed, and has not been repaired yet. “I spoke with (former Mayor) Ed Stern, who said the city should pay for the repair, but I don’t feel that’s right.
