Federal agencies investigating river oil spill Nearby lake not harmed, but source unknown

By TONY CARTON For Prairie Advocate SAVANNA — Federal agencies are looking for the source of an oil spill in the Mississippi River near the Big Slough Recreational Area that threatened, but did not harm, nearby Spring Lake, a migratory bird sanctuary.

The Coast Guard, the Environmental Protection Agency and the U.S. Fish and Wildlife Service are investigating the spill, which was contained and cleaned up within 2 days, Coast Guard Marine Science Technician James Transano said.

On March 31, residents reported seeing an oil sheen at the slough between Thomson and Savanna.

Unsinkable Molly Brown comes to life at museum

SAVANNA – The story of an American socialite, philanthropist and activist will come to life as re-enactor Barb Kay tells the story of the Unsinkable Molly Brown at the Savanna Museum and Cultural Center.

Margaret “Molly” Brown is famous for surviving the April 14, 1912, sinking of the Titanic.

Barb Kay, a retired history teacher from Glen Carbon, has been portraying famous women from history for more than 20 years. She also portrays Clara Barton, Martha Washington and Dolley Madison, to name a few.

“As a teacher, I always tried to bring in or wear costumes to class,” Kay said.

“I started out with my great uncle’s World War I uniform and my dad’s WWII uniform – it is nice I have relatives that are my size! ects in my history classes

The Titanic struck an iceberg around 11:40 p.m. and sank in only a few hours. Molly helped with the ship’s evacuation, taking an oar herself in her lifeboat and urging that the lifeboat to go back and save more people. She later was rescued by the Carpathia.

Aboard the Carpathia, she did whatever she could to help the other survivors.

Odell presents Ekphrasia, a poetry program

After the disaster, with her new-found fame for exhorting the crew of Lifeboat No. 6 to return to look for survivors, Brown spoke out for many causes, including women’s suffrage and workers’ rights. During WWI she worked with the Red Cross in France. She died Oct. 26, 1932, in New York City.

“I hope people will come away from my program with a new appreciation of Molly Brown – that she did so much more than survive the Titanic sinking,” Kay said. “I also want them to know that the movies coming out of Hollywood aren’t always true!”

MORRISON – Odell Public Library welcomes poet and former Morrison teacher Ann Edmonds, who will present a program on ekphrasia at 6:30 p.m. April 16.

Ekphrasia is a literary description or commentary on a visual work of art. Founded by the Greeks, it is the oldest type of writing about art in Western culture.

“An example of ekphrasia is a photo of an empty landscape that can convey loss or desolation,” Edmonds said. “Writing the phrase, ‘an empty doorway,’ or a ‘childless nursery,’ can use the same emotions or feelings. Both the photo and the words connect with the viewer or reader.”

Edmonds is a member of the Phidian Art Club in Dixon, a women’s organization that has been in existence for more than 100 years.

“The program is one that my writing group, all Phidians, put together a couple of years ago,” Edmonds said. “They, too, will participate in the program. They are Elizabeth Jahn, who is also an artist, husband, recently invested in a newspaper group in Maquoketa, Iowa, and Deborah Crowson, an accomplished writer and wildlife photographer.”

Britton said such localized spills are rare.

“We checked miles of Illinois and Iowa shore“But the sheen stretched for miles. Once the oil got out there, and the waves hit it, the sheen stretched up into Big Slough. In fact, it was one of the noticed the oil.”

Cleanup teams from the Quad Cities found about 150 yards of heavy oil on an island shoreline and some sheen coming off that oil, Transano said April 1.

“They threw down some containment booms to keep it stationary, and we came out and did a shoreline evaluation to see where the oil is moving and assess what we need to do for our response efforts,” Transano said.

They found some oil entering the slough, so they put about 350 feet of containment boom across the entrance to Spring Lake, a heavily used source of aquatic

vegetation for migratory waterfowl.

“Then we went and boomed off some more of the shoreline on an island that’s out there about a half mile in the middle of the river,” he said.

Once the lake entrance was secured, the teams turned their attention to cleaning the oil from the vegetation lining the island. Where oil was found, dirt, rocks and mud

were dug up and put in bags to be disposed of.

By Thursday evening, the work was done and the teams left.

A local response team will keep an eye out for any other problems in the Spring Lake area, said Britton.

Edmonds, born and raised in Galena, was an English teacher and later a counselor at Morrison Junior High School.

She couldn’t pin down exactly when she became a poet.

“It would hard for me to say when I ‘became’ a poet,” Edmonds said. “One ‘evolves,’ instead. I was a counselor longer than I was an English teacher. But my students were inspiring. A group of these poems were published by the local newspaper. I kept them, and I’m still amazed at how good they are.”

During that time we were very careful never to over-promise or mislead our local communities or leaders, My column this week is in response to recent media coverage about Amtrak and its alleged return to northwest Illinois. this fall and twice a day in 2016, we had to ask some obvious questions. Frankly, knowing Gov. Pat Quinn’s history, we were shocked by the fact that some local leaders and some in the media would blindly accept his word that this project was funded and in place for completion this year.

As supporters of rail service, it’s very disappointing that promises were made without the necessary owe it to the taxpayers of our region and the state to ask the tough questions and do our homework.

In this case, it has become very clear that there was no

funding in place for construction or operations, the timing of the project was unrealistic, and there were no state contracts in place.

The problem is that when political promises hit reality, reality always wins.

Now that the election is over and books are opened, we’ve found that Quinn also made hundreds of millions of dollars worth of other promises that also have no funding!

In this case, tax dollars were sold on a project that leaders knew was not practical, and someone needs to answer for that. We have been and are committed to rail, especially cargo, but in

condition, we need to be realistic and pragmatic. The funding will not be there in the near future and none of the extremely important preliminary work has been done.

The initial feasibility studies show there will be very little demand for a train ride that only goes to Chicago once a day, costs $25, and takes almost 2 hours. We can’t spend nearly $250 million hoping for future use. We need to actually prove passenger demand, interest from freight companies, and involvement from the railroads. None of this has been done. It was just

Right to Work might be next Overton Window topic

By SCOTT REEDER SPRINGFIELD – What the heck is the Overton Window?

It’s a political theory that there are a range of ideas the public will accept. An idea’s political sustainability depends mainly on whether it falls within that window rather than on politicians’ individual preferences.

In other words, what the politicians think isn’t nearly as important as what individual voters believe. And when voters start changing their minds, politicians follow.

I‘m reticent to write about social issues, but a good example is same-sex marriage. Please note I’m not endorsing or condemning.

I’m using it as an example of how the Overton Window works. ing politics, 30 years ago the concept was unthinkable for a mainstream politician to support.

About 15 years ago, when he was running for the Democratic nomination Scott Reeder for governor, Paul Vallas told me he supported gay marriage. Shortly after telling me that, an aide called me and said Vallas was backing off the statement.

The idea was too radical back then.

Later, Massachusetts legalize same-sex marriage and the idea became acceptable for the public to discuss.

It is now legal in 37 states, including Illinois.

And, last year, Democratic lieutenant governor candidate Vallas along with his running mate then-Gov. Pat Quinn ran a platform of touting gay marriage legislation as a major accomplishment of the Quinn administration.

It’s an example of how,

in the Overton Window model, an idea can move from unthinkable to radical to acceptable to policy. The concept can be applied to other issues, of course.

For example, Illinois allowing ordinary citizens to moved from unthinkable to a policy in a decade, with the most visible action coming in the last few years.

Right-to-work laws could be another good example.

Five years ago, it would have been unthinkable for an Illinois governor to support a law prohibiting workers from being forced to pay money to a union in order to keep a job.

A year ago, Dan Rutherford, then a candidate for the GOP nomination for governor, told Illinois News Network it wasn’t even an issue.

Now Gov. Bruce Rauner is calling for creating rightto-work zones in Illinois.

It is being treated by the

political establishment, in Illinois, as a radical idea.

The public has a fair amount of support for the concept, though. A We Ask America poll conducted in March found that 59 percent of Illinoisans support the idea of right-to-work zones.

Perhaps the idea is moving from radical to acceptable.

With Wisconsin’s recent passage of right-to-work legislation, half of the states in the union have right-towork laws.

Political observers in their heads and wondering why Bruce Rauner is beating the drum for right-to-work zones if it can’t pass the Legislature this year? changed the public discussion on forced unionism.

Is it too big a leap to think over time he will be able to change the state’s policies?

Obituaries Joanne Lanette Heckman

FREEPORT – Joanne Lanette Heckman, 52, of Freeport, formerly of Shannon, passed away on Friday, April 3, 2015, at her home.

Joanne was born June 11, 1962, in Dixon to Marvin and Carol (Unangst) Martz. She graduated from Lanark High School in 1980.

She had a lot of love in her heart and she was loved by many. She treasured her children and her grandchildren and always said, “Raising my children were the best years of my life.” She enjoyed working hand in hand with her children on house projects to personalize their homes, including painting, decorating, organizing, and putting up elaborate Christmas lights. Her hobbies included crocheting baby blankets, soaking in the sun rays, playing cards, and attending her grandson’s sporting events.

She was employed at WalMart for 24 years, owned Martz Insurance Agency, served on the Board of Directors for Forreston Mutual, and was a Realtor with Preferred Real Estate.

Joanne will be greatly missed by her three children, daughter, Cara (Joe) Olson of East Moline; son, Craig (Chelsey) Heckman of Shannon; daughter, Calli Jo (Michael) Berago of Streamwood; and her Cavin, and Cruz Heckman, Malakai Berago, and Tyler Olson. Other surviving family members include her mother, Carol (Unangst) Martz; two brothers, Jerry

(Linda) Martz of Byron and Jeff Martz of Lanark; two sisters, Judy (Ray) Baldwin of Freeport and Janice (Kirk) Nielsen of Virginia; and many nieces and nephews.

She was preceded in death by her father, Marvin Martz, and her grandparents.

Services will be at 10 a.m.

FREEPORT – James LeRoy Atherton, 84, of Freeport passed away on Thursday, Jan. 1, 2015.

He was born to Robert and Wavie (Sisler) Atherton on April 17, 1930, the youngest of 12 children. Jim grew up in Lanark and graduated from Lanark High School. He played many sports while in school (track, football and basketball). Jim met his high school sweetheart, Julia Weisz, while at Lanark High, and they married shortly after graduation in 1949. Jim and Judy went off to DeKalb for a short time and attended Northern Illinios University. In the early 1950s they moved to southern California, where he worked in the grocery

Mitchell Robert Ludewig

IDAHO FALLS — Mitchell Robert Ludewig, 51, of Idaho Falls, Idaho, passed away April 4, 2015, at his home.

Mitchell was born Sept. 18, 1963, in Sterling.

He grew up in Illinois and graduated from Milledgeville High School.

In Mitchell’s prior marriage he was blessed with four children, Barron, Sierra, Carter and Rebecca.

Mitchell worked in construction and later as a long-haul trucker.

He enjoyed playing pool, riding his Harley, and picking morel mushrooms and asparagus. Mitchell was a handyman and a jack of all trades.

Mitchell is survived by his mother, Jo Anne Ludewig of Coleta; sons, Barron Ludewig of Schenectady, New York, and Carter Ludewig of Central Bridge, New York; daughters Sierra Ludewig and Rebecca Ludewig, both of Central Bridge, New York; brother, Craig Ludewig of Oregon; and two nephews, Jeremiah and Jedediah Ludewig of Polo.

He was preceded in death by his grandparents, Leo and Florence Harrington and Fred and Ruth Ludewig.

Graveside services were held Monday, April 6, at Ririe-Shelton Cemetery, Ririe, Idaho. Arrangements were made by Wood

Virginia Finkle

CHADWICK – Virginia Finkle, 93, died Friday, March 27, 2015 at CGH Medical Center in Sterling.

Virginia was born Feb. 4, 1922 in Gilmore City, Iowa, the daughter of James and Clara (Beach) Wombwell. She married Elwood Finkle on Jan. 13, 1946 in Dixon. He died Dec. 31, 2003. Virginia was a homemaker and lifelong member of Coleta United Methodist Church in Coleta. Virginia was an avid pie baker, and she and Elwood farmed outside of Coleta all of their lives.

Survivors include three daughters, Barbara (Jerry) Leech of Chadwick, Terri (Rick) Lund of Sterling and Cheri (Dan) Mizaur of Sherrard; one son, Lamont Finkle of Wichita, Kansas; 13 grandchildren, Shelly (Roy) Kappes of Chadwick, Jeff Leech of Bettendorf, Iowa, Kyle (Betsy) Leech of Milledgeville, Michael (Jamie) Leech of Dixon, Hillary Plog of Rock Island, Jevon Plog of Chicago, Maggie Plog of Deer Grove, Derek Mizaur of Dubuque, Iowa, Madelyn Mizaur and Dylan Mizaur, both of Sherrard, and Wrylie Finkle, Tehya Finkle and Jamie Finkle, all of Wichita; two step-grandchildren, Jennifer (Tim) VanZant of Fort Wayne, Indiana and Kymberly (Kent) Lund of Fraser, Colorado; seven greatgrandchildren, Brooke, Blake, Blayne, Landyn,

Campus sexual assault has long been an issue, and now it is more visible than ever. Many people — from student activists to the White House administration — are taking action. It’s time for all of us to act.

completed assault (Krebs et al., 2007). The impact of sexual assault can be wide-ranging and can have long-term health impacts.

The goal of this year’s sexual assault awareness month is to get everyone involved in creating safer campuses. The campaign helps the entire community learn how to take action to prevent sexual assault.

Preventing sexual violence on campus takes more than club, team, administrator, professor, staff member, or student. It takes all of us working together in big and small ways. Everyone must play a role in creating

a culture of safety, equality, and respect on campus.

You can start by getting involved. Attend local sexual assault awareness month activities in your community. Riverview Center will be hosting events at Highland Community College as well as the local high schools.
