Obituaries Sandra Faye Sweitzer

LANARK — Sandra Faye Sweitzer, 69, of Lanark, died Saturday, April 2, 2016, at her home.

She was born Feb. 2, 1947 in Freeport, the daughter of Edmund and Irene (Reints) Suess.

Sandra attended Orangeville Schools and was a graduate of the Class of 1965. She married Franklin Sweitzer on June 30, 1973, and had three children, Terry, Connie and Kevin.

Sandra was a retired bus driver for Eastland Schools.

A devoted mother and grandmother, she enjoyed spending time with her family, gardening and baking. She was a member of Cherry Grove Church of the Brethren.

Sandra is survived by her children: Terry (Valerie) Sweitzer; Kevin (Lydia) Sweitzer; and Connie (John) Onley; grandchildren Hunter Onley, Benelli Onley, Kole Hauptman; Nicole Sweitzer, Caleb Sweitzer, Nyla Hauptman, Ian Sweitzer, and Luke Sweitzer, all of Lanark; two brothers, Thomas (Barb) Suess of Freeport, and Kenneth Suess of Cedarville; and sister Suzanne Suess of Sterling.

Sandra was preceded in death by her husband, Franklin, her parents, and brother Gerald Suess.

Funeral service will be at 10:30 a.m. on Thursday, April 7, at Cherry Grove Church of the Brethren.

Visitation is from 5 to 7 p.m. Wednesday, at Russell Frank Funeral Home in a memorial has been established.

Rachel Lucille Kingery (Bork)

MOUNT CARROLL — Rachel Lucille Kingery (Bork), 96, of Mount Carroll, died Friday, April 1, 2016, at Liberty Village Nursing Home, Freeport.

Rachel was born May 10, 1919 in rural Mount Carroll, the daughter of Amil and Hazel (Thompson) Bork. She married Merle Kingery, of Mount Carroll January 7, 1939, in Clinton Iowa.

Rachel loved spending time with her family, bird watching, playing chicken legs, and tending to her wonderful mother and wife.

Rachel will be dearly missed by her two sons, Kenneth (Ursula) Kingery of Mount Carroll, and Gerald (Sharon) Kingery of Florence, Colorado; four daughters, Phyllis (Robert) Vock of Shannon; Mary Ann (Ernie) Johnson of Shannon, Merleen Eckburg of Lanark; Jeff Gibbs) of Lanark; three brothers, Glen (Millie) Bork

of Mount Carroll; Orville (Eleanor) Bork of LeHigh Acres, Florida; and Gerald (Doris) Bork of Mount Carroll; one sister, Francis Knapp of Mount Carroll;

Rachel was preceded in death by her parents; her beloved husband, Merle; six brothers, Donald, Marshall, Richard, Harold, Clyde and Lloyd Bork; two sisters, Evelyn Schnitzler and Helen John Eckburg.

William Patrick ‘Bill’ Kehoe

LAKE CARROLL — William Patrick “Bill” Kehoe was a loving husband, father and grandpa. He enjoyed being a family man and was proud of his Irish heritage. At the age of 78,

Bill passed into the arms of God Tuesday, March 29, 2016, from the Manor Care Nursing Center of Liberty Village, Freeport, Illinois.

Bill was born Aug. 3, 1937 in Chicago, the son of William and Mary (Campbell) Kehoe. He is a 1955 graduate of De La Salle High School. Bill entered the U.S. Marines and served in the Philippines and Japan. He returned home in 1958.

Over the years, Bill helped build a large family, including six children. On Aug. 9, 1973, Bill married Phyllis (Lange) Stevenson at the Trinity Catholic Church in Tinley Park. Bill and Phyllis enjoyed building a good marriage and family, Carroll, their “place in the country.” During these years, Bill also built a very successful insurance practice with Prudential Insurance for more than 20 for the care he provided to his clients.

He was a member of the St. Wendelin Catholic Church in Shannon. Bill enjoyed spending time with family and friends. He made his home at Lake Carroll a destination for family to enjoy outdoor activities like snowmobiling, boating, and biking.

At the age of 60, Bill suffered a stroke, which presented a big challenge. He worked hard through the years to keep

his mobility, and kept living life with energy and positiveness. He enjoyed watching the Chicago Cubs, along with all sports. Bill could sing, and enjoyed being part of the Lake Carroll Choir and the Musichorale Choir.

He loved to socialize and treasured going to the Clubhouse with Phyllis on Friday nights. Bill could talk to anybody and enjoyed learning about friend’s family heritage. He and Phyllis took the opportunity to travel, connecting with their own heritage in Ireland, Scotland and England. They had also visited all of the United States.

others here who have worked so hard.

Through the years, FFA has won group, individual awards, and many degrees. from all of their efforts.

MOUNT CARROLL — Have you ever wondered what you can do in your community to make a difference?

Carol Geary, Carroll County Substance Education Coalition director, said the organization is looking for anyone interested in helping them prevent youth substance use, and that there are many ways to get involved.

“We meet at 12 noon on the second Thursday of the in downtown Mount Carroll, and we are currently seeking parents or anyone interested in working on a specialized committee for marijuana and underage drinking problems in our county,” Geary said.

Since 2004, the Carroll County Substance Education Coalition, CCSEC, has been working together as a group of concerned citizens to gain insight into local substance use problems impacting youth and adults in Carroll County.

“We know through local research that Carroll County teens have easy access to substances,” Geary said.

She said Carroll County teens report “easy access” to these substances at parties and from adults who readily supply drugs to teens.

“Most of our rates are higher than the state rates, and the

teens also report that there is a ‘minimal risk’ of getting caught by parents or law enforcement,” Geary said.

She said substance use by teens is always risky, but new research shows that the teen brain can be alcohol and drug use.

“We know that we have a big problem with high rates of substance use in our Carroll County, and we know what needs to be done to address this. We spend a lot of money of addiction and almost nothing on preventing it in “Our youth are our future, and their future depends on many things, including staying away from drugs and alcohol.

I have always believed if we know better, we do better.

Well, the evidence is out and we now know what the impact of youth substance use is.”

In 2014, the Coalition was awarded the Drug Free years, allowing CCSEC the opportunity to address local youth substance use problems.

“But we need your help to be successful and hopefully get Geary said.

The students were accompanied by Geary, Freddie Preston, CCSEC and assistant SADD sponsor at West Carroll High School, and two CCSEC board members.

The conference helps build the skills of youth leaders in coalitions to take on youth-led civic change using a teamteaching approach.

Board designates April as Alcohol Awareness Month Prairie Advocate staff

MOUNT CARROLL — Nationally, April is Alcohol Awareness month. Locally, West Carroll Students Against Destructive Decisions, SADD, attended the March 17 Carroll County Board meeting to ask Board Chairman Kevin Reibel to approve a proclamation to that effect.

“SADD’s proclamation states that alcohol harms and kills more youth than all illegal drugs combined.

The proclamation further

states parents dramatically underestimate youth binge drinking and private parties are the primary source by which underage youth obtain alcohol,” said Reibel.

SADD member Cheyanne Moreland said having the entire Carroll County Board support their efforts is important to the SADD chapter.

“It means that adults care about youth and their efforts to do the right thing.”

SADD is part of all Carroll County high schools with

the support of school administration and receives funding from the Carroll County Substance Education Coalition through the Drug Free Communities grant.

SADD members will be hosting a radio roundtable on WCCI between 1 and 3 p.m. on Saturday, April 9, discussing the challenges local youth face concerning alcohol and how its use affects teen decision making, grades, driving, sports performance, sexual assault and rape.

Farm Bureau Foundation scholarships awarded Prairie Advocate staff

MOUNT CARROLL — The Carroll County Farm Bureau Foundation announced the winners of the 2016 scholarships. The $1,000 general scholarships were available to CCFB members and their spouses and/or children who will be attending an accredited college this fall to study an agriculture related topic. $1,000 general scholarships were awarded to Anna Badtke, Rachel Badtke, Deven Heeren, and Bailey Durward.

his freshman year at Carroll University. While at Eastland, Deven was involved in student council, FFA, WYSE, and a member of National Honor Society. Deven played football all four years and is an Illinois State Scholar. He will be pursuing a degree in

FFA. She was also active in her youth group at church.

Bailey is an Illinois State Scholar and a member of National Honor Society. She will be pursuing a degree at the University of Illinois and studying agricultural accounting this fall.

The Harold Schmidt Memorial Forestry Scholarship in the amount of $1,000 was awarded to Emily Geison, the daughter of Sheldon and Rebecca Geison of Chadwick.

Emily graduated from Milledgeville High School in 2014. Since graduating, she has been attending Augustana College in Rock Island, and has been on the Dean’s List for 4 trimesters. Emily is involved in Women’s Club Volleyball where she is president, and is in the Sports Medicine Club.

Emily is pursuing a degree in biology and psychology at Augustana.

LAKE CARROLL — At approximately 1:25 a.m. Friday, March 25, the Lanark Fire Department responded Hidden Ranch Drive, Lake Carroll.

Lanark and Shannon fire units arrived on the scene to find the 9,000 square foot home fully engulfed in flames. Efforts were unsuccessful to save the house, but the fire departments were able to save the detached garage with vehicles and ATVs stored inside. No injuries were reported.

Lanark Fire Chief Randy Witt said a Mutual Aid Box Alarm System, MABAS call was

The Shooting Sports Archery SPIN Club will hold archery workshops at 5:30 p.m. on April 19, 26, at the Mike and Jodi York farm, 25269 E. Locust Road in Lanark.

You must be accompanied by a parent, or another responsible adult. Dress for the weather. You need to arrive at least 30 minutes before ending time if you are late and still want to shoot. Bring whatever equipment you have.

Mayor ready to name Single applicant applies for seat

MORRISON – As a former city alderman moves on, a new one could be moving in soon.

At its meeting March 28, the council bid farewell to former First Ward Alderman Michael Blean, whose last day on the council was March 25. He resigned after moving outside of the city limits.

Blean was serving his second term on the council. He ran unopposed in 2011, and was re-elected to a 4-year term in April 2015.

“I think the city is headed in a very good direction now,” Blean told the council, moments after receiving a plaque from Mayor Everett Pannier. “We have overcome some obstacles together. It’s only through working together that communities overcome obstacles they face.”

His departure leaves the door open for Kenneth Mahaffey to take over Blean’s seat, and in all likelihood, he’ll step in.

“He was the only one to send me a resume,” Pannier said. “If we would have had more applicants, the entire city council would have done interviews. We didn’t, so, the other Ward One Alderman [Dale Eizenga] and I interviewed him.”

Pannier will formally offer Mahaffey’s name at the council meeting Monday. If

MORRISON – The City Council was presented with a balanced budget March 30, but it wouldn't take much to tip it off balance.

In fact, the city could be one repair away from

"The budget will be balanced, but there are

some things that need to be repaired," City Administrator Barry Dykhuizen Barry Dykhuizen said. "The City administrator City of Morrison is meeting operating budget needs, but are falling behind on the ability to fund capital equipment."

That capital equipment could come at a cost of as much as $400,758, and includes: a 2-ton dump truck at $100,000, a skid loader at $60,000, and a Tymco street sweeper at $140,000. Other items on the list include stun guns, radios, snowblowers and police cars.

"If we had all new equipment, we could postpone buying something," Mayor Everett Pannier said. "Now, we have reached a point where if someone says something broke down, we have to spend $3,000 or $4,000 to

spend that kind of money on a 10-year-old piece of equipment."

It will be up to the city council to decide whether the city can come up with the funds, and if so, how.

Some of the options the council has, Dykhuizen of the city's debt to free up a debt payment, raise taxes, make cuts, or worse, a combination of the three.

If the council decides to raise taxes, they will have to go the voters to get a referendum approved.

"You have to be in the position to go to the public and tell them this is why we need to increase taxes," Pannier said. "They will want to know that we have done everything we can.

People usually say they don't want their taxes to increase, so cut back. We've been cutting back, but we are not able to fund the capital equipment."

The City Council will vote its meeting Monday.

Board OKs deal for shared transportation services Prairie Advocate staff

MILLEDGEVILLE — An intergovernmental agreement with Eastland CUSD 308 to share transportation services relating to Special Education shared services was approved at the ChadwickMilledgeville school board’s March meeting.

Superintendent Tim Schurman said that this is a new shared service and the agreement is for two years.

“We will transport our special needs pre-K students to Eastland starting next year,” said Schurman.

The board also approved another intergovernmental agreement with Eastland to continue to share transportation services relating to WACC, Special Education, and RAP. “This has been a very successful shared service for the past districts,” said Schurman.
