Eastland students bring history to life

Audit: More county kids in Early Childhood program Rates locally are higher than in other parts of region LANARK – At the March 18 board meeting, Superintendent Mark Hansen shared a report on recent audits of the Carroll County preschool programs.

A comparison of the Carroll County Early Childhood Consortium expenditures to those of the Northwest Consortium shows that the Carroll County program is serving more students as a percentage of its population, and receiving more grant funds, than the schools in the Northwest Consortium.

The Northwest Consortium is a regional cooperative that serves 10 counties and 13 school districts. The Carroll County Early Childhood Consortium is made up of representatives from the three Carroll County school districts, public libraries, Child Care Choices, Headstart, and Carroll County Daycare.

In particular, he noted that administrative costs were lower and transportation higher in the Carroll County program as compared to the Northwest program.

For example, the CCECC serves 2,377 students in grades K-12, while the NWC serves 10,804. That breaks down to an average of 1,080 students per county in the NWC, less than half the students per county compared to CCECC. Hansen said CCECC has 6.7 percent of preschoolers relative to K-12 enrollment numbers, compared to 4.9 percent in NWC. CCECC also receives $4,582 in grant funds per student, with

At 8:10 p.m. they exited closed session and took the following personnel actions: Approved and accepted the resignations of Erin Lower as an elementary self-contained teacher; Jessica Johnson as elementary special education teacher; and Stacy Lamoreux as a building and 1:1 aide at Eastland Elementary School, all effective at the conclusion of the 2014-15 school year.

Approved the re-employment of third year, parttime, non-tenured certified teacher, Kim Haverland; first year, full-time, non-tenured certified teachers, Keali Engelkens, Danielle Sodko, Mindy Hayden, Adam Head, and Ben Randecker; second year Keri Heeren, Lindsey Wood, Brandon Bull, and Bill McLain; third year Cynthia Feltmeyer, Stephanie Lamoreux, Bonnie Dertz; and fourth year Joshua Ehlers and Sarah Spears for the 2015-16 school year. This renewal will result in the board granting status of “continued contractual service,” otherwise known as “tenure.” The board also approved resolutions authorizing renewal of all other certified and non-certified teachers not previously listed for 2015-16.

Approved a two-year extension of the multi-year performance contract for Mark Hansen as Superintendent of Schools for the 2017-18 and 2018-19 school years at 3.5 percent annual salary increases.

Approved the hire of Roger Willey as assistant technology director for the 2015-16 school year.

Approved posting for the following certified vacancies for 2015-16: .5 elementary art / .5 elementary keyboarding teacher; .5 high school computers teacher / .5 high school social studies teacher; full-time fourth grade and fifth grade self-contained teachers; full-time elementary special education teacher; and non-certified vacancies for substitute bus drivers and three summer crew workers for 2015.

The meeting adjourned at 8:17 p.m.

Finally, the total administrative costs per student are nearly identical: $680 for CCECC and $682 for NWC. “In benchmarking the two programs, it was apparent that Carroll County is serving a higher percentage of our eligible students, at the same administrative costs, and relying less on local resources to fund the actual costs of the programs,” Hansen said.

Hansen also shared a sample of how measures of student growth are being

incorporated into the teacher evaluation process.

After 2 years of piloting the teacher evaluation plan, student growth measures from the current year will be used in calculating ratings for teachers evaluated in 2015-16.

Hansen described the process of designing an effective calculator as “ongoing and open to change as the district learns more about how to use growth measures in a way that improves outcomes for students.”

Hansen shared thank you letters from the radio stations and the Forreston administration for Eastland’s efforts in hosting the IHSA boys’ basketball Sectional in February.

He commended Principal Monica Burkholder and Athletic Director Doug Johnson, as well as the custodians, Boosters, and all event workers.

He also shared a letter that will be going out to coaches and employees encouraging their support and participation in the annual Booster Club golf outing scheduled for Aug. 1.

The board heard an update from Hansen on approved school Internet and computer security enhancements. Bluepoint Security installation cannot be completed until the company that services the sound system in the Eastland Elementary School completes installation of a new component that will allow for the integration of the sound system with the new security technology. That work is expected to be completed soon.

Chickens come home to roost Board to decide on amendment allowing residents to raise chickens

By TONY CARTON For Prairie Advocate SHANNON – An amendment to the livestock ordinance that will allow residents to raise up to six chickens – hens only – within village limits is headed to the board for its approval.

Police and Public Safety committee Chairman Trent Robinson and board candidate Tracy Siegner sealed the deal with a handshake after Robinson’s committee wording the amendment.

Some folks consider raising chickens an agricultural endeavor, but there are other perspectives to consider, Robinson said.

“I want to make things work out for the people that want to have chickens, but at the same time we’ve got to do something that is palatable for everybody,” he said.

Under the amendment, those who wish to raise hens must get a permit.

Requirements include approval; a secure metal container for feed storage; and a 10-foot setback from property lines. The coop and enclosures will be inspected for cleanliness, safety and humane treatment of the birds.

Importance of 1 percent sales tax vote stressed Bus discipline issue prompts change proposal

By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL — West Carroll Transportation Director Bob Nolan told the board that discipline issues on the Thomson shuttle bus may necessitate changes to the bus routes. The board agreed, with Board President Mike Highland authorizing Nolan to run the new program for two weeks and then report back with data about how it was going, whereupon they would decide whether to use it for next year.

The full board agreed to institute this program, but to the end of the year in order to give the new concept a chance. Nolan would still do his two-week report, however, whether the program was working well or not.

He presented several proposed solutions at the board’s March 18 meeting, including adding an extra shuttle bus, and making also add travel time for the students affected. “February was not a good month on the buses,” Nolan said. He noted that on the middle school buses, overcrowding is the problem, with students sitting three to a seat. He hoped that if this was alleviated, discipline would improve.

It would also allow Thomson high school students out earlier and not have to wait at the primary for the bus for 20 minutes.

The Thomson primary students would also be out 20 minutes sooner. He said his drivers told him this system worked well in the past.

Nolan said this plan was precipitated both by the discipline issue and the fact that his Thomson supervisor would be having surgery soon, and be gone for the remainder of the year. He’d hoped of the year and see how it worked, so that plans could be made for

next year. But with the supervisor gone, that meant moving up the 2-week trial run to Friday to allow a week and a half for the supervisor to train the substitute. All of his supervisors agreed this plan could work.

Another effect of this change, Nolan said, would be to allow 75 percent of the students to be picked up after 6:50 a.m., whereas now, 75 percent are being picked up before 6:45 am.

Evenings would see 75 percent of kids dropped after before 3:35 p.m., whereas now 75 percent are dropped off at 4 p.m. or later.

Nolan said 110 students were now being transported from Thomson on the three buses, although according to Mathers, the change would affect about 85 percent of the district students.

Several board members expressed concern about the effect of change on the parents. Mathers said, “The disadvantage is you are going to run extra miles . . . and continue to rotate buses and keeping track of that so we stay within the miles on our lease agreement with Central States.”

By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL — Urging everyone to support the proposal, West Carroll District Superintendent Craig Mathers highlighted the upcoming vote on the countywide 1 percent sales tax proposal in his report to the board at its March 18 meeting.

The April 7 election will mark the fourth attempt by the district to pass the measure, which was narrowly defeated in November. It garnered a majority vote in the West Carroll district, but failed countywide.

Mathers noted two factors to remember when voting.

“The prison is open. It’s not ‘coming,’ it’s open.

There are 145 people there.

They are planning training sessions for upwards of 600 people.”

He said these people would be passing through the county and buying goods and services. These funds could be accessed to fund local schools to help support facilities, and would be used by both West Carroll and Chadwick/ Milledgeville to lower the tax rates for the local districts, if the measure passes.

In 2 years, Mathers said, the district will be starting it’s 10-year Health/Life/ Safety assessments, wherein an architect will determine what needs to be done to district buildings in order for them to comply with state school codes. These requirements can be funded with proceeds from sales tax or by $2 million bonds that will have to be sold to local property owners.

“I prefer to do it through 1 percent sales tax on the people coming through our county rather than putting more tax rate on our local residents that own property.”

Student achievement tops the list of revised goals MILLEDGEVILLE – The Chadwick-Milledgeville school board approved revised district goals for the 2015-16 school year and mission, vision, and core values at its March 16 meeting.

The number one goal established by the board is student achievement, which is at the core of all of the district goals. “We believe that students succeed best in an exciting and challenging environment where they are actively engaged in the learning process,” said Superintendent Tim Schurman.

Rath wondered how to convince voters who, despite hearing several times how the money would be allocated by the board, still didn’t believe they would do what they say.

“The only way you can convince them that we’re going to do it is to do it when we start seeing the receipts,” Highland said.

“It’s a strange tax in that we’re asking for a tax that will lower taxes,” Mathers said. “It doesn’t make logical sense.” He said he’d been talking to a bond agent about getting a lower rate for their bonds which could hopefully save $1 to $1.5 million for West Carroll taxpayers. If that could be accomplished, and use the sales tax funds to pay for the same bonds, there was a potential to take the tax rate down from $5.75 to $5.25.

display. Schurman said amending the budget was needed to revise administrative expenditures due to insurance costs increasing by 6 percent, which is not allowed by law. The amended budget will be available for public review in the Chadwick and Milledgeville 4 p.m. Monday through Friday for the next 30 days.

Schurman recommended, and the board approved, the sale of a 2010 Blue Bird bus for $34,000, and adding a 5-year lease purchase of a 2016 Thomas SafeT-Liner C2 for $17,202 per year.

Spring Break is scheduled from March 30 to April 6.

The next school board meeting is at 7 p.m. Monday, April 20 in the Milledgeville High School Library.

West Carroll board synopsis: New superintendent survey available The board approved the use of a survey on the district website that will question parents, staff, board and administrators on what characteristics they most want from the new district superintendent. Superintendent Craig Mathers has announced his retirement at the end of the 20152016 school year. The survey will be available at the website from March 20 to April 3, with results anonymous and presented to the board only. The IASB will review all applicants and narrow the field down to their top six, then bring those names to the district board. The survey is available at www.surveymonkey.com/s/ C2CMGYZ.

The board approved: Raising the registration fees $5 across the board for the 2015-2016 school year, with Highland saying he no longer wanted to investigate the notion of dropping all fees once he discovered that the fees would pay for a teacher. Mathers said that registration fees accounted for a little over $49,000, cafeteria fees a bit over $17,000, milk fees just under $8,000, driver’s education fees, $9,300 (not counting state reimbursement), AVC fees at $800, and the season passes for events a little over $1,000.

MOUNT CARROLL – Jessie R. Baker, 58, of Mount Carroll, died Friday, March 20, 2015, at Morrison Community Hospital in Morrison.

Jessie was born N o v. 1 3 , 1956, the daughter of Melvin Lee and Beverly (Holloway) Ready in Reno, Nevada. She attended and graduated from Delaney School of Beauty in Fresno, California. On Dec. 14, 1985, Jessie married the love of her life, Stephen Baker, in Charleston, South Carolina.

Jessie worked as a cosmetologist for several years.

She later worked in business management for Accessory Time in New Jersey and Phoenix Cable Company in Guantanamo Bay, Cuba.

Jessie enjoyed doing crafts.

Her biggest joy in life was spending time with her animals and grandkids.

Jessie will be dearly missed by her husband, Stechildren, Jeanne (Randy) Tucker of Charlotte, North Carolina, Shawanda Bailey of Johnson City, Tennessee, Michael Hodges of Janesville, Wisconsin, James Hodges of Des Moines, Iowa, Nicole (Jay) Adland of Savanna; 18 grandchildren; two great grandchildren; her mother, Beverly Ready of Jonesboro, Louisiana; and a brother, Tommy Lee (Johnette) Ready of Summerville, South Carolina. She was preceded in death by her father and grandparents.

Constructive criticism

Mount Carroll Alderman Doug Bergren’s response to Alderman Bob Sisler was, “. . . budgets are a working document . . . and that balances will be different from time to time . . .” missed the point. Sisler was focused on the “rob Peter to pay Paul” maneuvering over the years that has the city’s books in a hopeless mess. The cause and the bottom line issue is that the city of Mount Carroll spends more than it takes in.

The annual treasurer’s report prepared by the city clerk and published each October makes that clear.

Financial problems do not have anything to do with the budget. Anyway, the city does not follow its ordinances, it does not follow its budgets.

Published treasurer’s reports from 2009-2014 show spending result$1,560,000.

As recently as 2009, the city’s account balances were over $900,000. Now they are down to $269,000.

Of that, $177,000 is in funds like pensions, debt repayment, employment taxes, that cannot be touched. The General Fund, used to pay for phones, heat and light and employee paychecks, is down to $5,336. Sometimes it is a negative balance. Monthly expenses generally run between $30,000 and $50,000, so you can see that some fancy accounting and excuses are needed to keep the city running. At the last council meeting the clerk stated that the city’s light and utilities bills are due but cannot be paid.

Bergren accused Sisler of criticizing without making helpful suggestions. In fact, Sisler is the only

member of the City Council who has grasped the nitty gritty of the situation.

Anyone concerned with the mess in Washington, understand that spending more than you take in The following are steps that the city should immethe situation: 1. Collect ALL the water bills every month. Other cities have no unpaid water bills. Mount Carroll has a multi-page list.

2. Stop paying for services not received. Adhere to the punched time clock cards.

3. Stop overpaying vendors. The clerk admitted that Moring Disposal was overpaid each month for about 10 years. Since Sisler and Bork brought this situation out to the public and wrote a new contract saving taxpayers over $10,000, the clerk has cut back the overpayments.

The Garbage Fund is now one of the few accounts that is regularly positive.

Stop overpaying the auditor. The city pays nearly $20,000 for its annual audit. Other area cities pay less than $10,000.

4. Property taxes earmarked for economic development, the Tax Increment Finance program, are being used inappropriately. The water tower project repayment plan included an annual TIF contribution of nearly $50,000, nearly the whole annual TIF amount.

Instead, nearly half the tax money is being given away for projects that do not follow the statute. away to the Mount Carroll Community Development Corp. Since 2006, the city has given the CDC $147,010, and an additional loan for $106,000, which is being “repaid to

the city by the taxpayer (TIF) money.” Total money going to the CDC does not include a further $137,000 in private donations, a $180,000 grant from the state, nor a gift of $99,000 from the USDA used for the renovation at the Kraft building. Does the CDC, a private corporation, have income besides taxpayer handouts?

Now the city wants to borrow $110,000 from the banks to repay money borrowed previously. They say that revenue from electronic gaming will be used to repay the loan over 3 years. Monthly gaming income averages about $670, an amount that seems unlikely to cover the required debt payment, and is already spent each month as it is.

Further, Gov. Bruce Rauner wants to cut the amount of income tax paid to the city by about $80,000. And the local auto dealer is slated to have its sales taxes reduced.

Revenue is going down, spending must too.

But for now, where is the money going to come from to pay the March light bill, the payroll, or an unexpected repair, much less a multi-million dollar project? Instead of criticizing Sisler, the mayor and City Council should be taking his comments as a wake-up call. Borrowing money may pay the electric bill but will You cannot spend the same money more than once.

itan Society and Good Samaritan Society-Mount Carroll for the special assistance and support they have provided for us in the last few months.

Anna Gray, resource development and marketing director for Good Samaritan Society-Mount Carroll, applied for and received a $2,000 grant for publicizing and program enhancement of the GORRC support group. In addition, Good Samaritan Society-Mount Carroll staff raised funds to provide Christmas baskets for the GORRC families and request of the group.

Relatives who accept the responsibility of raising children they did not plan for or birth must quickly adjust their lives and homes to accommodate the needs of the child(ren). Navigating the current educational, legal, can be very confusing times. For families in turmoil, it can be much more so, and having an experienced and strong support group can ease the burden and help map the way.

Some of the grant funds and funds raised by the staff also provided a special outing and enhanced programming for the group. Special programs and outings help these loving caretakers discover ways and learn better methods of dealing with as refresh themselves with relaxing breaks.

New teacher, updated program Highland prepares agriculture students for workforce

FREEPORT – Justin Ebert wants to do what he can to get agriculture students at Highland Community College a job once they leave the school.

Ebert, who spent the past eight years teaching agriculture at Oregon High School, was recently hired to bring his agriculture expertise to the college.

He also helped to create a student agriculture club, which allows students to come together and promote agriculture.

“I was looking for a different challenge,” Ebert said.

“This program at Highland has been around for years, and it was in need of some updating, changing and revitalizing.”

Highland offers an agriculture transfer program where students come to the college for two years before going

their degree.

“We also offer two-year programs where you can study agriculture management,” Ebert said, “and I’ve also added some new

“The industry is changing, and we need to look at the industry and research topics that are happening in the region,” Anderson said.

Ebert, 37, said he wants to help students make connec-

tions with people who are working in agriculture.

“If a student comes here and just wants a two-year degree, I feel we have to try job,” Ebert said. “I’ve been out trying to make internship opportunities for students.”

Ebert has been around agriculture his whole life.

He grew up on a farm in Ashton, which has cattle, corn and soybeans.

“I help on the farm when I can,” Ebert said. “I was born into it, and I really enjoy it.”

Highland’s offerings include agriculture management courses, such as farm management, record keeping, and marketing.

Say farewell to transit director MOUNT CARROLL – An open house to say farewell to Carroll County Transit Director Jim Mascal, will be held from 1 to 3 p.m. Thursday at the Senior Center, 306 N. Main St. The public is invited to drop by, enjoy some refreshments, and reminisce with Jim and the Senior Center staff and board members.

He has been transit director since July 2012. He and his wife Elizabeth are moving to DeKalb, where she has

accepted a pastoral call.

Carroll County Transit provides affordable transportation to Carroll County citizens of all ages. All buses are wheelchair accessible and are available to take people to meals, medical appointments, shopping and other errands in towns around the county or to Freeport, Sterling, or Clinton.

Most of this chit chat is honest, fair, and frank, but some of it is simply rumors.

So, in the interest of accuracy and promoting our new “Truth in Transportation” campaign, it’s time to dispel some of these rumors about Carroll County Transit.

I’ve heard folks say CCT

is only for seniors. That is poppycock! Our services are for all people in Carroll County. We may be housed in the Senior Center, but all ages are welcome on our vehicles. But kids younger than 12 must be with an adult and kids younger than 3 must be in car seats.

Another rumor I’ve heard is that CCT is an individualized taxi service. Sorry, but that is just not the case.

If it were, our prices would have to be much higher so forms, cool sunglasses, and snazzy Italian leather driving gloves for our drivers.

Naturally, we try to provide the most personalized service we can, but every day we must balance the needs and schedules of all the riders on each vehicle. That is why it is

Exercise equipment at Senior Center The Carroll County Senior Center has four pieces of professional-grade equipment – a treadmill, rowing machine, E-Force cross trainer and recumbent bicycle – available for use any Monday through Friday from 8 a.m. to 2:30 p.m., when the center is open.

The equipment has been donated to help seniors get needed movement

and cardio work that can improve their physical and mental states. As anyone can tell you, a few minutes walking or riding a bike can go a long way.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center.

Senior Center Gift Shop The Gift Shop at the Senior Center has unique gifts handmade by volunteers working throughout Carroll County. It is open from 8 a.m. to 2:30 p.m. Monday through Friday. Bingo Tuesday of each month. Card players The Senior Center hosts card players each month. Invite your friends and come join the fun. Bev Atherton facilitates the group. Participants decide which games to play. With enough participants, groups as bridge or cribbage, while others may decide to play multiple games or something different. If you need instruction on playing a chosen game, other participants will gladly teach you. Call 815-244-1800 if you have questions.

Pool players Pool players gather Thursday at 10 a.m. every week. Do you enjoy playing pool, but have no one to play with? Do you need to sharpen your skills? If so, the Senior Center has a pool table on the lower level.

There are also balls and cue sticks. All we need are players. No reservation is needed.

Quilters The quilters are here every Thursday from 9:30 to 11:30 a.m. They welcome anyone who wants to join them.

Grandparents and Other Relatives Raising Children The GORRC support group will meet March 24. Free lunch, an activity funded by the Illinois Department on Aging, will be provided at 12:30 p.m., and reservations are required. Call 815-244-1800 or 866-214-1959 for reservations.

SENIORS AROUND THE COUNTY Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. Penny Von Essen cooks for both locations and food is brought to Mount Carroll. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often!

blanket of snow. Early that morning my husband Daniel had gotten up to put several pieces of wood in the stove when I heard him exclaim, “What is going on?”

Startled, I asked, “What’s up?”

“Everything out there is covered with snow!” he said.

Relieved, I settled down once more in our warm, cozy bed. Nothing was wrong at all. Daniel just hadn’t realized that there was any snow in the forecast and was quite surprised.

At the crack of dawn, Daniel slipped outside and fed the birds. In no time, our feathered friends came

From living room window where I was holding Austin I watched as they merrily went down the hill and back again. After a bit, Julia was ready to come back inside and warm up.

On Saturday forenoon Daniel promised Julia that he’d help her make a snowman in the afternoon. Once more I had fun watching from the window.

I was both fascinated and impressed as I noticed them building not only one snowman but a snow family!

After the snowmen were made, Julia was thrilled to show them to me.

“It’s one for you, one for Daddy, one for Austin and one for me!” she excitedly explained.

“I like your snowmen,” I said, admiring them.

Winter gave us some great late-season fun. Overall, our winter was certainly much milder than a year ago. Daughter Julia had been waiting all winter for a bunch of snow to go sledding and build a snowman, but she had to wait until the end of February.

One night, just when we thought maybe winter was going to pass without a sig-

row beside the road, each representing one of us. The stick arms topped it off, the two smaller ones held hands and the two larger ones showing Daniel and I held hands as well.

GALENA — Spring cleaning your garage is one thing. Cleaning up the Mississippi River is spring cleaning on steroids.

The Jo Daviess Conservation Foundation is looking for help, and lots of it.

The annual Mississippi River Clean Up will take place from 8 a.m. to 3:30 p.m. April 18 at Gear’s Ferry Landing south of Galena.

Lindsay Andrews has been JDCF outreach and education coordinator since January.

“This is a great opportunity for groups looking for community service opportunities, who pride themselves on community service, like Boy Scouts, Girl Scouts, or 4-H groups,” Andrews said.

“Individuals and families with older children are welcome, too.”

Christie Trifone-Simon has been the director of development for 8 years.

“This annual event has been held since 2003, and with the help of dedicated

The event is sponsored by Chestnut Mountain Resort, the Galena Boat Club, Montgomery Trucking, U.S. Fish and Wildlife Service, Illinois EPA, and the foundation.

“We have a group of folks

from the boat club that actually go out on a barge and spend the entire day on the river,” Trifone-Simon said.

“Other volunteers take their garbage bags, gloves and boots and head out to the islands in the area, courtesy of the boat club.”

Some people walk the river banks at the landing.

Boats and shovels are needed. Anyone who provides a boat for the day will be reimbursed for gas.

“Participants will get wet and dirty, so come prepared

with warm, waterproof clothes, gloves, and boots,” Andrews said.

“It’s like treasure hunting.

Plus, you will be exploring the natural world at the same time. People have found mussel shells, animal bones — things that prompt excitement and interest in the outdoors,” TrifoneSimon said.

“We usually have between 60 to 80 folks help. It’s fun.

You don’t get too many opportunities to volunteer to help clean up your community, and this is one unique event that offers that opportunity.

“We have found many interesting things in the river. Refrigerators, stoves, propane tanks, old buoys, lawn mowers, tires, steel drums, and a kitchen sink.

One year we found a huge plastic palm tree! You never said.
