Why Mom quit her role in seeding oats YESTERDAYS

My dear mother use to help Dad put oats in many years before we kids were big enough to help. And Mom was so glad when the boys could help on the farm more. That meant she could get more of her work done a seeder wagon. I remember the last day Mom helped Dad seed oats, as us kids got home from school one spring afternoon. Mom and Dad had been seeding oats and Mom had as much trouble or more standing in the moving wagon. Well, that particular day was a bumpy ride, and with the scooping oats and alfalfa and the rocking wagon, Mom fell backward against the side of the wagon and got a wood splinter in her backside. Needless to say, I think most of the oats were seeded on Saturdays or after school after that incident. After the oats had been seeded, it was then up to Dad to either lightly disc them in or harrow them in. And if you were lucky and got an inch or they had been put in, they seemed to grow and produce so much better. Not sure why; some say the snow has some nitrogen in it. I know several years while we have lived here having it snow hard enough while you were harrowing the oats in, you had no problem seeing where to drive with the white snow on the ground on either side of the harrow. I still put in some oats almost every year, and sometimes I still get the old Clipper Cleaner out to clean oats, if I haven’t fed them all up by spring. And I still have Dad’s John Deere endgate seeder, even though I don’t use it anymore. I just can’t stand to part with it.

Telepharmacy coming to downtown Pair gets $20,000 in TIF funds for new venture in Lanark By LYNNETTE FORTH For Prairie Advocate LANARK – A telepharmacy is coming to the downtown. Andrea McElroy and Justin Rausch of Lanark have bought the The Shumway Building, 102 N. Broad St., from now-defunct Platinum Performance baseball/softball training facility owner Weston Burkholder. The city is giving the couple $20,000 in TIF funds to get their as-of-yet-nameless business off the ground. They are in the process of remodeling the building, and hope to open around April 1. They plan to use 1,400 square “we will try to keep the appearance somewhat original,” Rausch said. McElroy, a pharmacy technician, will be one of three employees to start with. A telepharmacy utilizes a telephone and a computer, McElroy said. “Prescriptions will be approved by a pharmacist at another location, accessible by computer. You can talk to the pharmacist, come in and drop off prescriptions and pick them up the same day. The facility will host a variety of items, but just not with a huge inventory to begin with.” A licensed pharmacist at a central site supervises the pharmacy technician via video conferencing; the technician prepares the prescriptions dispensing by the pharmacist. About 80,000 rural citizens have had their pharmacy services restored through this technology. The city had planned 9 years ago to demolish the Shumway, but instead sold it to Lanark Cornerstone Project, a group of citizens that lobbied to save the building that had sustained more than 20 years of neglect. With the help of

city funds, a new roof was installed and rubble removed. Burkholder bought the building; Platinum Performance was open about 4 years. The telepharmacy will be a welcome addition to the downtown and to the community in general, Mayor John Huggins said. “Good things are happening in Lanark, it’s just that some are still under wraps,” he added. “It’s not public yet, but anyone can see that there is something going on at state Route 64. Bustos will push for U.S. 30 project, others Morrison mayor questions effect of bypassing his city By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com WASHINGTON, D.C. – Cheri Bustos wants to turn recent subcommittee assignments into a means to pave the way to economic development in her congressional district. Bustos, a Moline Democrat who represents the 17th Congressional District, will sit on the Highways and Transit Subcommittee and the Aviation Subcommittee of the U.S. House Committee on Transportation and Infrastructure. In a news release, Bustos said she will will take the opportunity to help boost job creation and economic and community development in her home state. In Whiteside County, Bustos said, a four-lane U.S. 30 project is needed. Morrison Mayor Everett Pannier is concerned about the impact the proposed plan might have on his community. “I believe that by investing in our networks of roads, bridges, rail lines, airports and water transportation, we are creating jobs and making an investment in our region’s long-term economic well-being,” Bustos said in the news release. “Our region will not only have a seat at the table in Washington, but a key role in crafting national infrastructure strategy to helpAmerica maintain its competitive edge.”

“In its present condition, U.S. 30 is congested, unsafe, cannot provide the necessary transportation route to support planned and anticipated economic development in this region, and does not provide a safe route for the traveling public,”

Pannier said that a problem statement developed in 2007 by an Illinois Department of Transportation Citi- U.S. Rep. zens Advisory Group Cheri Bustos mirrors Bustos’ comments. “If a four-lane U.S. 30 is determined to be the course of action by IDOT, then Morrison would prefer a southern route,” Pannier said. That, he said, would provide access to the industrial park, is closer to Interstate 88, and would more easily route northbound “It also provides a railroad overpass east of town – although not the ideal location – that would allow emergency vehicles to get from the north side of town to the south side in the event that a train was tying up the crossings in town,” Pannier said. “The southern route has less negative impact on both current and future residential areas.” Because Morrison is the only community along this proposed route that would be impacted by four lanes bypassing it, Pannier is concerned about the effect on businesses on Route 30. “There are approximately 10 businesses that we estimate are a good portion of their income,” he said. “If the four lanes become reality, the city will have to work with those businesses to market their goods and services in such a way that travelers will still want come through town and patronize them, or help in relocating their business closer to the new fourlane highway.” Pannier said this concept might not be a good solution, but he takes into account the fact that building a new roadway will require many more years of planning, plus

construction, not to mention funding. “The likelihood of this happening within the next 10 to 20 years seems unlikely. This gives Mayor Everett Pannier businesses and the city time to develop marketing plans and strategies to make Morrison a destination point for travelers,” Pannier said. The mayor said building a new road won’t be popular, because it will replace farmland, disrupt existing homes and businesses, and bypass the city. “If we can set aside our immediate concerns and look 10 to 20 years down the road and come up with a plan to move goods and services from I-88 to the four lanes that are being developed in Iowa, the four-lane U.S. 30 across Whiteside County makes sense,” Pannier said. He also said that citizens must accept that fact that someday there will be a four-lane U.S. 30 around

Bustos said expanding U.S. 20 to four lanes between Freeport and Galena “could spur development by allowing easier transport of goods and services throughout the Midwest and increasing safety” for travelers. Most of the existing route between the two cities does not meet IDOT design standards for rural highways. In January, Bustos sent a letter to Gov. Bruce Rauner, outlining her transportation priorities and advocating for expanding passenger rail service from Chicago to northwest Illinois. Bustos said the proposed Chicago to Rockford-Galena-Dubuque passenger rail line will help connect her district to the transit hub of Chicago. “Amtrak has been assisting Illinois with the new ... route, including helping the Illinois Department of Transportation with ongoing

The bridge carries Interstate 74 across the Mississippi River and connects Moline and Bettendorf, Iowa. Last upgraded in the mid-1970s to handle daily crossings of 48,000 vehicles, the daily average today is 80,000. Like U.S. Routes 20 and 30, the 80-year-old bridge is functionally obsolete and was not built to interstate standards, as it has two narrow lanes, no shoulder, and a 50-mph speed limit. State funding for the construction of the new bridge has been earmarked for $22 million in 2017 and $50 million in 2018. IDOTalso budgeted more than $34 million for engineering, design and land acquisition for the new bridge. The portion of the bridge spanning the Mississippi River is estimated to cost more than $700 million, while the project as a whole, including all approach routes and connectors, is estimated at more than $1.3 billion.

Group that assists veterans considers suing County Board By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com MOUNT CARROLL – The Carroll County Veteran’s Assistance Commission is having a special meeting Feb. 19 to discuss suing the County Board. For several years, the VAC has lobbied the board for more funding, saying the amount allocated per veteran and employee salaries are inadequate. “When the VAC was formed, it was in response to a need for a system of providing a way for veterans to get information and assistance locally,” VAC President Ellis Boughton said. “It was due to a state mandate that the proposal was presented to the County Board. The County Board passed a resolution to approve the formation of the VAC with the allowed .03 percent tax rate. That resolution was never completely put into effect.” The VAC has had some growing pains, and always has sought to improve in operations, service and communication, Boughton said. “The County Board has given the appearance of wanting to control the operation of the VAC in its

attempts to set hours of operation, demands for complete meeting agendas and minutes – which are posted as required by law – and absolute oversight of each and every aspect of reporting. These items are always posted in due order and may contain items that may not be perfect, but we always seek to provide any and all information.” The board has reduced payroll at times and failed to allow adequate increases in budget for additional “Representatives from the County Board sit in on our open meetings, are allowed input and are included in discussion,” Boughton said. “Public comments made by several County Board members at County Board meetings have indicated that we are not needed and not wanted. Valentine sweethearts for 70 years Merle and Jean Sturtevant of Lanark share their secrets to success By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com LANARK – Everyone has heard the dire statistic: 50 percent of marriages in the U.S. end in divorce. While that disheartening fact continues to get tossed around, there is good news in Lanark: Merle and Jean Sturtevant celebrated their 70th wedding anniversary Tuesday. What’s the secret to their marital bliss? “I don’t know that it’s really a secret,” Jean said. “But I think when couples have problems, they’ve got to work at it themselves, and not expect somebody else to solve it for them. You’ve got to sit down together and work things out. “There are so many ‘things’ for people to have nowadays. But you’ve

got to remember that there is a need, and there is a want.” “That’s right,” Merle said. “Everybody has little problems once in awhile. The main thing is to get it over with and get back on track again.” They agree that today’s “wants” sometimes get in the way of a good relationship. “Especially in younger people,” Jean said. “Too many start out thinking that marriage will always be smooth and happy times. But it isn’t. I don’t think anybody gets married and doesn’t eventually have cial, or whatever, they’ve got to resolve the problems together, by themselves. Wade through your problems and iron them out. “It is tough for young couples nowadays to get married, because there are so many temptations and luxuries that they

think they want, or need,” she said. “But having a lot of things doesn’t always make you happy. It’s not worth keeping up with the Joneses. Too easy to get into to be responsible for your actions. When you work hard, and earn it, you appreciate things a lot more. “And you’ve got to have faith in God. I believe it makes you much stronger, helps you wade through your problems. Merle and Jean met while attending Lanark High School. “She sat in front of me in study hall,” Merle said. “I don’t know for certain whether or not we liked each other from high school, and I graduated a year ahead of her.” SWEETHEARTS CONTINUED ON A22

Obituaries Eve R. Engles

Eve R. Engles, 85, of Freeport, formerly of Lanark, passed away peacefully after an extended illness on Feb. 5, 2015, at Presence St. Joseph Center in Freeport, with her loving children at her side. Eve was born at home in Savanna on April 29, 1929, the daughter of Attilio (Tony) and Uliana (Julia Mori) Vannini. She married Francis (Chick) Engles in Savanna on June 14, 1952; he died June 17, 1985. Eve was a 1947 graduate of Savanna High School, and worked for several years as a telephone operator. She and her husband, along with Jim and Doris Lindsay, purchased the Clover Farm Store in Lanark, and beginning in 1962 they opened and operated the E & L Super Value grocery in Lanark for 19 years. She sold insurance for American Family Life for several years, and then managed Standish House Bed and Breakfast in Lanark for 5 years. Eve was a longtime member of St. Wendelin Catholic Church in Shannon, where she was an active member of the women’s Altar and Rosary Society and served on the parish council, acting as chairperson of the Liturgical Committee for many years. She served for several years on the Lanark Library Board and Lanark Heritage Center Board. In earlier years, she and Chick enjoyed travel and camping with their family and square dancing, belonging to several area square dance clubs. In 1972, they opened their home to Peter de Borst, a foreign exchange student from the Netherlands for one year. In 2000, she traveled to Italy with her son, two sisters, niece and nephew to celebrate her Aunt Pia’s 100th birthday. They visited the two Tuscan villages and childhood homes of her parents, meeting cousins and relatives for lived with her daughter Kelly and her family for 13 years, with the loving support of her caregiver, Carol Barry. She is survived by one son, Steven (Richard Johnson) of Chicago, one daughter, Kelly (Barry) Ellinor of Freeport, two grandchildren, Blake Ellinor of Dubuque, Iowa, and Lindsay Ellinor of DeKalb; two sisters, Del (Donald) Bowden of Savanna, and Sue (Bernard) Haffey of Chillicothe, Missouri, and numerous nieces and nephews. She was preceded in death by her parents, her husband in 1985, one daughter, Cheryl J. Bushey on Feb. 9, 1996, two brothers, Felix (Phil) and John, an infant brother and sister, and one half sister. Funeral Mass was celebrated Feb. 10, at St. Thomas Aquinas Catholic Church, with the Rev. Michael Bolger of St. Wendelin Tubbs Funeral Home with the Rosary recited. Burial service was Tuesday at St. Thomas. Interment will be in Chapel Hill Cemetery. A memorial fund has been established.

John “Jack” Gerald Lockrey

John “Jack” Gerald Lockrey lived life to the fullest and never missed out on the opportunity for adventure with his beautiful wife, Patricia.At the age of 86, Jack passed into heaven Friday, Feb. 6, 2015, surrounded by family. Jack was born April 2, 1928, in Chicago, the son of Gerald and Josephine (Fortaw) Lockrey. He attended Fenger High School, in Chicago, graduating with the Class of 1946. Jack proudly served his country in the United States Army during World War II with the 38th Mountaineers from 1946 to 1948. On May 8, 1948, Jack married his childhood sweetheart, Patricia Hirschman, in Hammond, Indiana. They celebrated 62 years of marriage. He lost his Irish angel on April 2, 2010. Jack worked for UnarcoLeavitt Tubing in Chicago for many years as a superintendent. When he was younger, he also worked as a butcher, and as a window washer for the city of Chicago. He was a member of the Fraternal Order of Eagles in Freeport. Jack enjoyed with Pat. He also enjoyed playing at Lake Carroll. Jack will be dearly missed by two sons, John (Donna) Lockrey of Coral Springs, Florida, and daughters, Patricia (John) Giaimo of Belvidere, Jeanne Lockrey of Tinley Park, Kathryn Consorti of Cincinnati, Ohio, Eileen (Thomas) Ramstrom of Lowell, Indiana, and Peggy Lockrey of Lake Carroll; nine grandchildren, John (Rachel) Krass, Patricia (Kevin) Cairo, Erin (Jesse) Bartuzik, James (Emily) Consorti, Robert Consorti, Thomas (Jennifer) Ramstrom, Jr., Justin (Natalie) Ramstrom, Russell (Shaun Martz) Ramstrom, and Mollie (Sean) Hall; 13 great-

grandchildren, Julia and Kailey Krass, Spencer Daub, Wednesday and Jack Bartuzik, Olivia Consorti, Isabelle Hitzeman, Nora and Dean Ramstrom, Taylor and Kaitlyn Ramstrom, Samuel and Adam Hall; and many beloved nieces and nephews. Phyllis Ruter, 86, of Shannon, passed away at home Monday, Feb. 2, 2015. Phyllis was born in Polo on May 20, 1928, to Lester and Celia (Rae) Rothermel. She was a 1945 graduate of Polo High School. She married Hesper Ruter on Jan. 11, 1947, in Polo; he died April 26, 1997. They were engaged in farming, and Phyllis was a wonderful

farm wife and devoted mother to Teresa, Tim and Julie. Phyllis had many hobbies that made her famous. She raised rare-breed chickens and made hats, shoes, and stationery with their feathers. Many couples loved the wedding cakes Phyllis created for them as well as cakes for any occasion. Phyllis was a member of the Freeport Garden Club, where she gave many programs, including how to recycle farm items for interior decoration, like gears to make a candle holder. Phyllis played the violin, piano, organ and loved to collect cookbooks and read. She taught classes on cake decorating, ments, and candles. She loved to entertain, and people loved visiting Ruter’s Roost. In her day, she could wallpaper, paint, and make curtains with ease. She loved going to auctions and “picking up a deal.” Phyllis was an exhibitor at the Carroll County Fair, where she won many prizes and later was a judge for county fairs. Phyllis visited Teresa and Julie in San Francisco more than 80 times, toured the sights and enjoyed the restaurant scene. Phyllis traveled with her daughters to Arizona, Hawaii, Florida, Napa Valley, the Rose Bowl Parade and all over California. Phyllis loved her grandchildren, and how wonderful it was that she saw Chad Ruter win big on the Wheel of Fortune just a few days before her passing, and that she danced at Chad and Ali’s wedding in May. Her son, Tim, was with Phyllis every day, taking her to the Shannon Café for lunch. Mom loved the farm and enjoyed every day watching grandson Kyle work on the “home place.” She was so proud that Tim and Kyle carried on the tradition of farming. Her great-granddaughter, Kylee, was the apple of her eye. Surviving are her three children,Teresa (Tom) Wentworth, Tim (Barb) Ruter, and Julie (Matt) Selby; four grandchildren, Kyle (Nicole), Chad (Ali), Lauren and Andrea Selby; great-grandchild Kylee Ruter; brothers Rae, Harlan, Delmar, Darrell Rothermel; sister, Calista Hartman; plus many nieces and nephews. She also was preceded in death

Robert “Bob” Williams, 67, of Lanark passed away Wednesday, Feb. 4, 2015, at his home. He was born April 4, 1946, in Shenandoah, Iowa, the son of John and Ella (Ward) Williams, both of southwestern Iowa. Bob married Wanda Sue Davis on July 16, 1963, in Fort Worth, Texas, and served in the United States Air Force from 1964 to 1968. The Illinois Agriculture in the Classroom program, the IAA Foundation and the Illinois Farm Bureau named Timm one of the 2014-15 teacher grant winners. “I plan to use the book “What The World Eats” by Faith D’Alusisio, this spring in my sixth-grade social studies classes. Jean misses life on farm, but ‘we’re better off here’ SWEETHEARTS

Merle went into farming with his dad, and after Jean graduated in 1945, they married in Clinton, Iowa. “We liked the minister, Morris Lescher, who had been at a Lanark church for 20-some years. “Jean’s mother spent months saving sugar to make an angel food wedding cake for us,” he said. “It was during war rationing. You didn’t have big weddings then. Just family.” They honeymooned in Chicago for a few days, then started their own farm. “My dad gave me a team of horses to start up with. I still helped on my dad’s farm. We were tied down then.” “We enjoyed the farm,” Jean said. “I hated to move to town. I miss some aspects of farm life now, but at this stage of the game, we’re better off here.”

They started Sturtevant Elevator in the 1970s. “We worked together all the time. But there were a few times that we didn’t work together,” Jean said. “Like when I’d have to pull a tractor for you. That I hated! ‘Don’t jerk the chain!’” They had a big garden, did a lot of canning, grew a lot of potatoes and stored them in the cellar. “That’s how we lived, to feed the family,” Jean said. “I think some young people don’t want to work that hard these days. And the food tastes so much better!” They still share daily chores around the house, like yard work and cooking. “It takes teamwork,” Merle said. The Sturtevants have two grandchildren and three greatgrandchildren, for whom they give thanks every day. “But we don’t give anybody any advice!” Jean said.

Board Chairman Kevin Reibel defended the board’s budget. “When you compare the number of veterans in each county . . . to the dollars allocated by the county for their operations, Carroll County is third-highest ahead of Ogle, Whiteside and JoDaviess counties in spending per veteran,” Reibel said. The act says the county “may levy a tax not to exceed .03 percent of the assessed value,” he noted. “This means a special veterans levy can be from 0.00 percent

to .03 percent. The county has chosen to use the general fund levy to provided for the ‘just and necessary’ expenses of the VAC,” Doty said. When the board approved this year’s budget in November, it allocated $32,500 for the VAC. The county budgeted $29,720 last year, but the agency spent only about $23,000. At the Jan. 15 board meeting, Reibel and several board members said they will attend the VAC board meeting with the hope of resolving the issue.
