Don’t forget your neighbors

By Marc Gravert As I was talking to a gentleman the other day, he was telling me about someone he knew who was in a land dispute. It was an elderly farmer and a tenant, and the tenant was trying to take advantage of the ailing land owner.

It blew my mind to see what was going on between the two. No written agreement; neighbor pitted against neighbor as to who was in the right.

I remember the day when a handshake was all that was needed to seal a deal. And it didn’t matter what kind of deal it was: buying a team of horses, maybe a prized dairy bull, or possibly buying a farm. It didn’t matter who you were. Your handshake was as good as it got.

Lawyers were used only to lawsuits were almost unheard of, at least for silly logical things like, “I spilled your coffee in my lap, so now I’m suing you because you should have warned me.” People seemed to have more common sense in the old days, or maybe it was common courtesy.

Being a good neighbor in the old days was essential to being able

to run your farm. Many a neighbor was needed in the early years as work was hard and machinery was hard to come by. Some of the larger chores on the farm required many hands, such as cutting oats and threshing.

The old saying that said it all was, “Many hands make light work.”

Not all the neighbors could afford to own their own grain separator, so several neighbors may go together and buy one, or the neighborhood just may hire a fellow who already owned one to separate all the oats or other small grain for everyone.

Cutting and shocking grain took a lot of hands, but you also could spread it out over a few days to get it done. But when the threshing crew came, you had a day or two to get all that grain run through the thresher. And everything had to run like clockwork.

Shelling corn in the spring of the year was always fun. We still did a lot of that when I was growing up.

Going to a neighbor’s farm to help with corn shelling was as much fun as it got on the farm.

One of our neighbors was Kenny Glazier, who was getting up in years and needed help from

time to time. Sorting hogs was one of those chores that I remember helping with. But corn shelling time at Kenny’s was the best as a young boy. Kenny would ask Dad to help shell, and he would ask me and my brothers to help, too.

But mostly what he wanted from the boys was rat control. Kenny always had a few rats in the corn crib and, between the boys from our family and several neighbor boys, we kept the rat population in check, at least for a while, at shelling time.

Another job that took many hands was haying time, and in the old days, that meant loose hay. Now if you have never helped load or mow loose hay, you have missed out on some of the hardest work you to be very grateful for my hay baler.

In the old days, that extra set of hands oftentimes would make all the difference in the world. One of the other large tasks was barn-raising.

Once again, many hands made light work, and the more hands you had,

the better it was.

The Amish are a prime example of this even today as their lives have not changed nearly as much as ours. They work as a community to achieve their goals, mostly as a church community, but barn-raising’s bring them in from miles away.

The other time that neighbors are oh, so needed and so very helpful, is when you had a tragedy, like when a neighbor died from a sudden illness or maybe by accident. Those are the times when nothing else matters other than helping the widow with whatever needs to be done.

I remember back in the ‘80s when a neighbor passed away unexpectedly, with many of the neighbors coming together and harvesting his crop for the family. In less than a day, the neighbors harvested 200 acres of corn with 10 combines, tractors and wagons and the corn was hauled to town by trucks from local haulers.

A noon time meal was served by the ladies at our local church. No one had anything to gain other than

knowing they had done right and made the burdens on that family a little less traumatic.

Then several years later, another distant neighbor got his hand caught in the ear corn picker and, once again, neighbors came together to harvest a crop for a person in need.

Or when a tornado came through our area, helpful neighbors picked up and cleaned up their devastated farmsteads and helped build some temporary shade for the livestock from the summer’s sun.

The human spirit to help his fellow man is alive and well.

Although it does seem to be waning in this day and age, people are good hearted and willing to help, especially when they really need to.

Farming today is, for the most part, a one-man operation. Most farmers don’t need help doing much of anything. They own all of the equipment to farm and harvest several thousand YESTERDAYS CONTINUED ON A3

Uncertainty among medical marijuana applicants They’re puzzled, but remain patient, about the process

LANARK — Three northwest Illinois companies were part of the highly competitive application process that would have given them the green light to operate a medical marijuana farm or dispensary. But the waiting game continues, with both license applicants and medical users awaiting the results. released documents Jan. 25 that showed the list of companies recommended by the Department of Agriculture to operate 21 medical marijuana farms and those recommended by the Illinois Department of Financial and Professional Regulation to operate 56 medical marijuana dispensaries in the state.

The documents from former Gov. Pat Quinn’s administration were released as a response to a Freedom of Information Act request.

Rauner hasn’t said much about the process conducted last year. His press secretary, Catherine Kelly, will conduct a thorough legal review

A Fulton-based applicant for a dispensary received the highest ranking in Illinois State Police highest score out of 214 applicants statewide.

With two competitors now has the third highest score, and also the highest score of any applicant Dispensary is represented by Canna Consultants, a medical marijuana group’s cultivation center applicant, nu-medfarmacia LLC. Canna Consultants’ Luke DeBree said the state did the best it could, given circumstances and change in the governorship.

“Unless one was directly involved in the preparation, compilation, and review, one cannot possibly imagine how much data and the number of man-hours this process actually contained and required,” he said.

DeBree said the delays might

create a better program.

“Due to the delays, and the release of patient participation data, certain groups may indeed start to question their commitment, which will only assist the program.

“The groups with their eightwell reconsider their positions when discovering current patient participation levels. The concern should be breaking even at this point, not the exorbitant returns they anticipate.

This may very well lead to retaining only the most committed, which can only serve the patients, the program, and the surrounding communities into the future,” DeBree said.

Canna Consultants also represented clients for cultivation in District 1, and DeBree said “we’re ing in the process. He emphasized development, focus on community and local hiring, and charitable patient programs. results to mirror that of dispensary,” he said. ”We are pleased that all involved with The Dispensary, nu-medfarmacia and Canna Consultants share that same sentiment. ... The industry in the United States began based around the patients, and that should remain the focus and primary objective.”

Others not so pleased Scott Lombardo of Galena, one of the principles with Green Value Care LLC in Burbank, was dismayed by the lack of cultivation scoring data available. Green Value Care applied for both a dispensary and cultivation license in District 1 at the former Savanna Army Depot, now Savanna Depot Park.

“Unless something unfolds soon, Gov. Rauner has not accepted Quinn’s evaluation process. Green Value Care was not selected in Quinn’s round of permit awards,” Lombardo said. “We don’t really know what Rauner will do, whether the results or not. We can’t even tell from the information that was released what our ranking was.

We can see how Green Value Care ranked in the dispensary applications, but we can’t tell in the grower applications. We’re puzzled by it.”

Lombardo said there has been very little communication among the other applicants, because the principles involved with the applicants are not known.

“We haven’t discussed the process at all. I’m not sure that I understand the dynamics of this whole process or not,” he said.

“We’re disappointed, and hopeful, at the same time. There was too much competition, I’m afraid.”

Jonathan Loiterman, cofounder of Green Star Growing LLC in Hinsdale, said his company idenPark along the border between Jo Daviess and Carroll counties, as well as the border between ISP Districts 1 and 16.

“Although we applied for two cultivation permits, we will only operate one,” Loiterman said. “But nobody knows how anyone else ranked. In District 1, there were 13 cultivation applicants, but the scores released only showed one applicant’s score.”

About the governor’s silence, Loiterman said, “Everybody wants this process to move along. But everyone also wants the license awards to be fair and appropriate, made on the merit of the applicant, and not as a result of any kind of political arrangements.”

He said the consensus is that it makes sense to delay decisions since Rauner will be administering a program established by Quinn.

“They want to make sure they understand what they are getting into ... before they sign off on anything,” he said. “We are optimistic that it’s going to be handled properly. I personally applaud the caution that Gov. Rauner is exercising, making sure that he understands the program before it gets off the ground.”

his back. He could use some help with chores.

Returning power to the abused in relationships February is Teen Dating Violence Awareness month

By TONY CARTON For Prairie Advocate SAVANNA – They seem a cute couple, but with time her friends notice she is withdrawn and he has become alarmingly possessive.

He texts her 10 times a day to ask what she’s thinking and who she’s talking to, what are they talking about, and does she miss him. He always closes with a sweet, “Love you – talk soon.”

It wasn’t that long ago she had a life; her own life with friends and activities, and now it seems he’s systematically closing those doors. Sure, they have something special, but for all his attention, she feels alone.

Recognizing that there are many forms of violence, that abuse and violence profoundly affect individual health and well-being, and that violence and other forms of abuse are most commonly understood as a pattern of behavior intended to establish and maintain control, the Carroll County Board unanimously passed a resolution in support of Teen Dating Violence Awareness month at its January meeting.

“No one is immune to this, and while we do know females have a higher instance of dating violence, boys are victimized as well,” said Lorie Kaatz, violence prevention educator at the Riverview Center.

She said young people learn from adults, making it vital for adults to talk openly about the issue of teen dating violence.

“It is not just individuals in heterosexual relationships, but also individuals in homosexual relationships or transgender relationships who are experiencing teen dating violence,” Kaatz said.

“Statistically, they say one in three teens will experience some form of dating violence, and we know that some preteens are already dating. So as adults, we have to be open to talking about healthy relationships and what healthy relationships look like.”

Signs of an unhealthy relationship might include increased isolation from a young person’s family and friends once they’ve started dating a certain partner. Their clothing style may change, or maybe their behavior.

They may receive constant phone calls or text messages to or from a partner needing to check up on them regularly.

And although there is no singular personality disposition unique to victims, there are warning signs that point to a perpetrator.

“If they have a need for power and control or were more of a bully when they were younger, there is a greater likelihood that they will be an abuser in a dating violence situation,” Kaatz said, adding, if someone feels they are experiencing any form of teen dating violence,

the best thing they can do is reach out to a supportive adult.

“Whether a parent or a school counselor, older friend or teacher, Lorie Kaatz someone that they feel safe talking to. Then, from the adult standpoint, take it seriously,” she said. “A lot of times an adult will think it’s just puppy love or it’s not a big deal, but take it seriously, listen and start safety planning. Individuals experiencing dating violence are at the highest likelihood to be hurt when they are trying to leave that relationship. There is help out there.

There are people who can assist, and no one has to do this alone.”

West Carroll High School guidance counselor Dave Baisden has 21 years of counseling experience. He said teen dating violence is often covered up because kids think they’ve done something wrong.

“Normally, they are not going to come in and talk about it right off the bat,” Baisden said. “You’ve got

They may have other issues going on in their lives, but I will tell you this: When I’m counseling kids in general, Dave Baisden especially with relationship issues, they do talk about power struggles. He said the biggest part, for both young people and adults

alike, is establishing the parameters of a healthy relationship.

“Those kinds of things are taught even at the elementary school level with Stephanie ‘good touch, bad Cocagne touch’ and talking about what is acceptable and what is not acceptable,” Baisden said. “I also think reinforcement at home is very important in making a child a strong individual and making them believe in themselves. Teen dating violence is a

power struggle, not a sexual situation, so if a child is trained to be strong and powerful within themselves they can better avoid the teen dating violence situation.”

Stephanie Cocagne, a licensed professional counselor with New Horizons Counseling Center in Freeport, said in her experience, which is based on observation and conversations with law enforcement, there is no cause-and-effect relationship to drug and alcohol use and dating violence.

“If there were, every person who used drugs or alcohol would abuse, and that is certainly not the case,” Cocagne said. “There is research indicating that the presence of drugs or alcohol is likely to escalate an abusive situation more quickly. that escalate more quickly are likely to result in more severe injury, which often end up involving the police and/or medical personnel. This is why we often hear of the presence of drugs/ alcohol in abuse situations — they are the ones most frequently reported.”

She said victims can create safety plans to protect themselves, but the true responsibility for ending abuse lies with the perpetrator alone.

“As rebuttal to the question, how can a victim protect him or herself, I would offer the question, How can perpetrators of abuse stop abusing?” she said. “Sadly, our society is responsible for a great deal of victim blaming and the ‘asking for it’ claim is a form of victim blaming. Until perpetrators are held accountable for their actions, until the consequences of being abusive are stronger than

the rewards, until society stops accepting this excuse, dating abuse will continue.”

Cocagne, Baisden and Kaatz stand together with teen dating violence victims in asserting there are options in abusive situations.

“First of all, let the people involved know that physical abuse, harassment and stalking are crimes,” Cocagne said. “It is not OK, and the victim has the right to report the abuse. Secondly, victims can get assistance with an order of protection or counseling at the Riverview Center. School personnel can also be tremendous allies. I have worked with many schools over the years that have helped create a plan with the nonabusive student to enhance his/her safety while at school and school functions.

“Finally, the therapists at New Horizons can provide therapy to victims of abuse and to perpetrators, although not at the same time or in a couples situation. In my experience, parents also need some support when their child is in an unhealthy relationship.”

“Teens are asking for love,” Kaatz said. “They are asking for in and to have companionship, but they are never asking for abuse.”

Costs rise for Savanna’s water treatment plant That leads council to double fee paid by residents to $10

By MICHAEL MILLER For Prairie Advocate SAVANNA – The waste water treatment plant is costing more than anticipated, so the City Council doubled the fee residents pay from $5 to $10.

This is “in no way” the only increase the public will see for the project, Mayor Tony McCombie said at the Jan. 27 meeting.

Among the cost increases: The fee for installing the main lift station for the new waste water sewer plant went from $12,000 to $211,000, because the proposed location was moved from behind the Savanna Train Car Museum because of cosmetic concerns, said Bill Robinson, Water/Sewer/ Alley/Streets and Refuse Committee chairman.

The Illinois Environmental Protection Agency has requested new plant’s location, since IEPA mandates at least 300 feet between the plant and residential property

lines as well as at least 1,000 feet between the plant and residential structures, Robinson said.

McCombie said that the IEPA already has approved the facility agreement, and that the issue is with a new person at the agency who isn’t completely familiar with the facility.

Alderman Ray Skiles reminded the mayor that the promise of the new plant was that there was to be no smell, and the mayor noted that she had been in the presence of raw sewage at one of the facilities similar to the design the city would be getting, and experienced no attendant smell at all. She said the stipulation in question was to ensure that remedial measures could be taken in case there was a problem or break in the plant.

Alderman Christine Lee asked if there was anything in the city’s contract with MSA Professional Services that would grant the city potential recourse in case the plant did, indeed, emit a foul odor. Attorney Phil Jensen said there was not.

McCombie said her understanding was that this particular type of plant was chosen due to its potential proximity to residential areas. Skiles lamented the fact that

“I can tell you I physically stood in a plant a couple of weeks ago, and there was not a smell,” McCombie said.

Skiles said he was looking out for the interests of his ward, and had many questions put to him about these matters, without satisfactory answers forthcoming.

Robinson also reported that Sharon Pepin of Community Funding and Planning Services had discovered another grant from the Department of Commerce and Economic Opportunity, which could provide up to $600,000 for the new plant. The fee for the grant preparations would be $10,000, with $5,000 for the grant preparation process and the other $5,000 payable upon receipt of the grant.

The committee’s recommendation to spend up to $285,000 on the 2015 street project designated for the areas of the Fourth Street ramp, Quincy to Fourth Street, North Fifth Street, dead end to Diagonal Street, Spring Street (Diagonal to Hill) and Cook Street to Hill Street east to the dead end was referred to the Finance Committee.

Citing the increased number of incident calls last year, Savanna Police Chief Michael Moon asked agreed, hiring Joseph Walker for about $17 an hour.

After the meeting, Moon noted the ambulance when extra hands were needed, and had other duties.

Savanna is a safe town, he added.

West Carroll Primary students up to Challenge

By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com SAVANNA — Acts of kindness were plentiful at West Carroll Primary School last week, where students participated in the Souper Bowl and the Great Kindness Challenge.

Foster Grandparents at WCPS hosted the Souper Bowl, a food drive to collect soup, chili, crackers or cornbread to replenish the food banks’ shelves in Carroll County.

“We are doing this as our participation in Martin Luther King Day of Service,” Foster Grandparent Program Director Barb Wolcott said. “They will be collecting at the school from Martin Luther King Day through the Super Bowl.

The Foster Grandparents of Western Illinois program is operated by Tri County Opportunities Council of Rock Falls.

“Our foster grandparent volunteers are assigned to a school and then teacher,” Wolcott said. “The teachers select children to pair with the volunteers based on a child’s needs.

Usually, they are children that are disadvantaged or from low-income homes; maybe some have some special needs and are behind their peers in reading and math.”

Pat Atkins has volunteered as a West Carroll preschool foster grandmother for 4 years.

“I like to be with the kids, see how I can help,” Atkins said. “Some of them need special grandparenting. I like to help in class that way, to make them feel loved and special.”

It was also Dream of Kindness Pajama Day at the primary school on Thursday, part of the Great Kindness Challenge. Nationwide, during the week of Jan. 26, participating students performed as many acts of kindness as possible, helping to create a culture of kindness at school.

Students were observed holding the door open for their teachers, smiling at each other more, and picking up trash outside. This reporter even got a hug from a preschooler.

The kindness challenge began with a student assembly, where Savanna Mayor Toni McCombie and Thomson Village President lamation naming Jan. 26-30 as the Great Kindness Challenge Week.

“All students were involved in making ‘kindness chains’ to decorate the foyer, and decorated cut-out hands to send to Kids for Peace as part of a world-record attempt at the Largest Collage of Cut-Out Handprints,” Baisden said.

MORRISON – The City Council renewed its agreement with the Morrison Area Development Corp. at its meeting Jan. 26.

The city will pay the agency $25,000 a year for 3 years.

Snow removal by property owners was discussed at the 45-minute meeting. The police department issued 15 citations, with about a dozen sidewalks shoveled in the 2 weeks before the meeting.

“If we get complaints, we will address them,” Chief Brian Melton said, noting that his priority is the areas around the school.

At the Jan. 12 meeting, city Administrator Barry Dykhuizen noted that the city pays $380 every time it snows to have the downtown sidewalks cleared.

Dykhuizen also discussed the updated personnel manual, which the council approved.

The manual last was updated in 2013, when risk management and safety training was added.

It now includes a requirement that employees submit their time cards for review in a timely fashion before payroll is completed.

“It’s a good document to have,” Mayor Everret Pannier said.

The council next meets at 7 pm. Monday.

Obituaries William G. Moyer William G. Moyer, 74, of Shannon, died Friday, Jan. 23, 2015 at the Veterans Administration Hospital in Madison, Wisconsin.

William was born Sept.

14, 1940, in Freeport, the son of William and Anna Mae (Klontz) Moyer.

William drove for Schneider Trucking and also worked at Metal Specialties. He was a member of Local 75. William was a veteran, serving in the U.S. Army. He was a member of the Eagles Club 679, Moose Lodge and the Veterans of Foreign Wars. William enjoyed going to sporting events and following all of his grandchildren’s activities.

Surviving are his sons, William (Stacey) Moyer of Monona, Wisconsin, Paul (Regina) Moyer of Monroe, Wisconsin, Richard (Sherry) Moyer of Mazomanie, Wisconsin, Gary Moyer of Pearl City and Roger (Tina) Moyer of Janesville, Wisconsin; daughters Ruth Rockwell of Elko, Nevada, Kim (Steve) Martin of Pearl City and Deb (Joe) Myers of Mount Carroll; 16 grandchildren and 15 great-grandchildren.

William was preceded in death by his parents, sister, two daughters, Ann Marie Moyer and Paulette Schubert; granddaughter, Amber Moyer and grandson, Derrick Moyer.

This adolescent is not alone; 1 in 3 teens will experience dating violence. Unfortunately, 2 out of 3 never will tell a caring adult about that abuse.

Dating violence is a pattern of behavior involving the use or attempted use of physical, sexual, verbal, emotional, economic, technological or other abusive behavior by a person to harm, threaten, intimidate, harass, coerce, control, isolate, restrain or monitor another person with whom they have or have had a social relationship that involves a physical, sexual, or emotional component.

Unfortunately, most community leaders, parents, teachers, school personnel, health care providers, and other important youth service providers are unaware of the scope of the problem, and therefore, many young people are unaware that dating abuse is wrong and should not be tolerated. However, if we provide young people with education about healthy relationship skills and attitudes, we can prevent dating violence.

February is Teen Dating Violence Awareness Month and the following are some important facts about this quiet epidemic.

fault. It may be tempting to focus on what the victim could have done to avoid abuse, but it is important to remember that nothing a victim does invites or excuses abuse.

There are many reasons a person stays in an abusive relationship.

Liking the abuse is not one of them.

Telling someone to “just leave” the relationship is not the answer. There are many reasons why teens and 20-somethings stay in unhealthy relationships. For one, breaking up can be the most violent time in an abusive relationship. Without understanding the obstacles a young person may face and helping him or her through a safe separation, the situation usually gets worse, not better.

Take relationships among youth seriously. Even if a person is young, his or her relationship still matters. Abuse among youth can be just as destructive as among adults, if not more so. Dating abuse can lead to unwanted pregnancy, eating disorders and even suicide.

Dating violence happens in every type of relationship, in every community. It doesn’t matter if you are rich or poor, male or female, Anyone can become part of an unhealthy relationship and no one has a predisposition to becoming a victim of abuse.

Dating violence isn’t just physical. Emotional and sexual

violence can be just as, if not more, devastating to a young person’s health than physical violence. back. When a victim violently lashes out against his or her abuser, the violence often escalates. The abuser may even take that moment to “prove” the violence is mutual and, sometimes, to press charges. end the violence. It is much more effective to seek legal help or make a safety plan.

There’s never a point where you should “cut off” a friend who is being abused. Part of an abuser’s tactics is to isolate his or her victim.

Without a supportive community, the unhealthy relationship. Being a good friend, listening and supporting the victim’s decisions are the best ways to show him or her that there are alternatives to the abusive relationship.

Ten U.S. presidents will be dining with guests at Savanna First annual Presidents Week chicken and biscuit dinner from 4 to 7 p.m.

Feb. 22 in the church’s Fellowship Hall, 2100 Chicago Ave. The presidential mannequins, usually on display at the Savanna Historical Society Museum, 406 Main St., will be available courtesy of their creator, Gene Wright of Savanna. The presidents, and more than 100 Civil War mannequins, make up this unique gallery, the only such exhibit in the country.

Joys of Gardening offers acres of ideas sions that will include six classes FREEPORT — The 18th annual Joys of Gardening program, offered by the University of Illinois Extension and the U of I Extension Master Gardeners, starts at 8 a.m. Feb. 21 at the Highland Community College Student Conference Center.

The keynote presentation, The Joys of Rock Gardens, will be presented by Martha Smith, Extension educator, horticulture.

“Rock gardens are a unique way to garden that expands the gardener’s palette,” Smith said. “They are designed to mimic a scene in nature utilizing a range of plants that otherwise would not grow at that site.”

Smith will present an introduction to rock gardens, sharing her experiences in building these unique gardens and give the audience tips on location, proper design and information on how to build a small rock garden.
