Billion-gallon LRA water agreement questioned

BY TONY CARTON For the Prairie Advocate MOUNT CARROLL – An agreement to sell billions of gallons of water, approved by the Local Redevelopment Authority board at its January meeting, was questioned at Thursday’s Carroll County Board meeting.

Board member Joe Payette, R, District 3, raised a number of questions about a 10-year agreement between the LRA and one of its property holders, JeanBlanc International, permitting the removal of billions of gallons of water from the aquifer underlying the former army depot.

“It appears an awful lot of water will be shipped out from an aquifer that many communities in this area share,” said Payette.

“I would like to be kept up with what goes on there.

Maybe 43 million gallons a month is not a lot.

I have no knowledge, but when I look at communities such as Shannon that pumps approximately two

and a half million gallons a month, and I think Savanna is around 13 million gallons a month; I wonder how 43 million gallons will affect those communities, not just in Illinois, but in Iowa also.”

He asked for a follow up by the board and suggested asking the company and/or the LRA for a presentation explaining the project.

“It seems like a lot of water and a lot of business, which may be very well and good,” Payette said. “I did the math and it seems like 40 rail cars a day going out of there to make that 43 million. Also, when I look at Savanna charging a little more than two dollars for a thousand gallons of water it appears to be a nominal fee for the water that the company is receiving.”

He voiced concerns about a survey that will be completed before any pumping will begin.

“There will be a survey and I don’t know what that survey will entail other than a measurement maybe showing the current level

of the aquifer and then an estimate of where it will drop. But what is being proposed there seems to be different than local businesses, such as a farmer where it goes right back into the ground and is then reused,” said Payette.

“I’m not a scientist, so I have no idea, but I would like to know a little bit more about what is being proposed here. Water seems to be the new oil, a commodity for now and in the future.”

County Board Chair Kevin Reibel also serves on the LRA Board and participated in the meeting when the agreement was discussed and ultimately passed.

“I don’t know what is down there or how it is affected by the Mississippi River,” said Reibel.

“I am assuming from an old study there is maybe trillions of gallons under this region, so maybe that out. I do like the fact that it is going through the LRA right now rather than when

it is all privatized.”

Reibel said he does not know what laws, if any, would affect a private business in Illinois as far as selling and shipping water if they have the ability to pump it off their own property.

“I assume if it was a puriin and they were selling millions of gallons of bottled water, how that would be be something that would be more desirable than just pumping water out of the ground into a railroad car,” Reibel said.

“The company that is doing it has conceded that it is too expensive to ship and cents a gallon from out of the ground to an end user, mostly involving transportation costs with the railroad and that was way out of line, so I don’t know if it is something that will ever come up. I know they don’t have a buyer right now and I don’t know what it will take

Reibel said the discussion last year was shipping water to the Dakotas for use in the fracking process, but now the discussion has shifted to shipping water out west to the dryer regions for agricultural projects.

Reibel said the company has one year to begin pumping water or the agreement ends.

“If the study isn’t done and they don’t have a buyer lined up and if they are not pumping any water in a year’s time the agreement ends,” Reibel said.

County Board LRA liaison Paul Hartman said the company faces a lot of hurdles. issues and they’ve got to upgrade the system; those are big things and I don’t see it ever happening

County Engineer Kevin Vandendooren, P.E. said the Mahomet Aquifer in southern Illinois is becoming a big issue in relation to bridge building.

“I’m afraid of what they and it will just be more hurdles for us to get permits to do any work, even ditch work, because of the effects that is going to have on the aquifer,” said Vandendooren.

“When you talk about water becoming a scarce commodity, it is going to get there.”

Obituaries Nancy Carol Kolk

FULTON – Nancy Carol (Kamphuis) Kolk, 79, of Fulton, died Tuesday, Jan. 19, 2016, at her home in Fulton.

Nancy was born on June 26, 1936, in Clinton, Iowa, to Arthur Louis Kamphuis and Ruth Brands Brondyke.

She attended Fulton public schools and was a graduate of the class of 1954. She attended Hope College as a freshman and received a BS and MS in education from Northern Illinois University.

She was employed as an educator at the River Bend School District for 13 years and at Clinton Community College for 17 years.

She and her husband have owned River Huis Traders Antiques in Fulton since

1993 through the present.

She lived in Fulton most of her life, but moved to Stuttgart, Germany, with her husband while he served in the United States Army in 1958. She and her family traveled extensively throughout the United States and in Europe. Following the completion of Fulton’s de Immigrant windmill, she made several trips to the Netherlands and visited with her Dutch friends, most of whom had become like family.

Nancy married Edwin George Kolk in Second Reformed Church in Fulton on May 31, 1957. They had two daughters, Gina Ann Kolk (Thomas Walsh) of Oak Park, and Heidi Lynn Kolk of Oak Park/Fulton, and 1 AFS daughter from Natal, Brazil, Ana Maria da Camara Silva. Her grandchildren are Jon Thomas Walsh, Liliana Jennie Walsh,

and Duke Harrison Walsh, all of Oak Park.

Nancy believed in social justice, equal rights, global citizenship, and community involvement, and relationships to her family and friends, both near and far.

Her community involvements include a member of Second Reformed Church for 65 years, Fulton Junior Woman’s Club, Clinton Art Association, AFS, Dutch Days Committee, Fulton Chamber of Commerce, Fulton Library Board, local historian, Fulton Community Fund, monthly book discussion group, Partnership Way, Women in Theology, Fulton Retail Development, Schmaling Memorial Library River Bend Readers, and the Education Committee of the Windmill Area at Fulton’s Windmill Area.

Survivors include her husband Ed Kolk, daughters

Gina Kolk and Heidi Kolk, sister Judy Zuidema, Morrison, sister-in-law Carol Kolk, Fulton, and three grandchildren, Jon, Liliana, and Duke Walsh.

She was preceded in death by her parents Arthur “Chet” and Ruth Kamphuis, a brother Richard Duane Kamphuis and a sister Diane Ruth Kamphuis.

Per Nancy’s wishes, there will be no service or visitation. Cremation rites will be accorded. The Fulton Chapel of the BosmaRenkes Funeral Home is in charge of arrangements.

LANARK — Brenda Lee Raab, 54, of Lanark, passed way on Thursday, Jan. 21, 2016 in her home.

She was born on Nov. 2,

1961 in Freeport, the daughter of Miles C. and Sandra L. (Hartman) Raab. She was a 1979 graduate of Shannon High School and received an associate degree from Highland Community College.

Brenda worked for over 30 years at Micro Switch/ Honeywell in Freeport.

She also was employed at Elkay Manufacturing Co. in Lanark and at Wahl Clipper Corp. in Sterling.

She was a member of Bethel United Methodist Church in Shannon. She enjoyed reading, watching movies, gardening, biking, traveling, and genealogy.

Survivors include her brother, Brian (Pamela) Raab of Lanark; two sisters, Connie Kelly of Loves Park, and Ann (Ronald) Strohecker of Lanark; six nieces and one nephew, three great nephews and one great niece, many aunts, uncles and cousins. Also surviving

Swiss Colony in Savanna to close its doors

BY MICHAEL MILLER For Prairie Advocate SAVANNA – Colony Brands, Inc. has announced its intent to permanently close the Savanna Production Facility at 199 Viaduct Road on or about March 31.

In a letter dated Jan. 7 to Savanna Mayor Tony McCombie, Joe Hunter, vice president of logistics chain management and human resources, outlined the rationale and logistics of the move.

He said that all four full-time

employees have been offered positions at the company’s Monroe, Wisconsin, facility. In addition, the company has been in contact with the state’s Dislocated Worker Unit, Rapid Response Team. Besides the four full-time employees, 160 other temporary positions will be eliminated. one,” Hunter writes, lauding the history of the plant, established in 1987, and the “outstanding additions” that the employees have been to the family of employees.

“We are saddened to hear that

Feltmeyer was also credited for preparing pre-school students for kindergarten by serving as director of the districts Pre-School Consortium. Hansen said that students outcome in math have improved dramatically, and similar results in reading are being seen as well.

Hansen said that Feltmeyer’s strength is in her curriculum and instruction, holding herself and the teachers accountable, yet doing so by supporting and mentoring them constantly.

Fellow teacher Bonnie Foust expressed her joy in Feltmeyer’s award.

“I am very excited that Darcie has received this award. She has been our principal since 2000. She is knowledgeable, compassionate, and an organized leader.

BY LYNNETTE FORTH For Prairie Advocate LANARK — At Wednesday’s school board meeting, Angela Mahoney was announced as Feltmeyer’s successor.

Mahoney has worked in the Rochelle Elementary District for the past 11 years, where she’s taught kindergarten, fourth and sixth grade. While there, she implemented character education, the school-wide student leadership team The Leader in Me, and a transition program for incoming sixth-graders.

Twenty-six applications were screened, and six candidates were interviewed for the position. Mahoney was the consensus recommendation of the committee composed of three teachers, a parent, a Board member, and three administrators.

“Angela quickly emerged as having the skills, qualities and experiences that everyone agreed were important as we move ahead,” Eastland Superintendent Mark Hansen said.

Hansen said that the District is working with Mahoney on a transition plan to introduce her to her new position, school and community.

LANARK – Longtime Eastland teacher Darcie Feltmeyer is graduating from her career with honors.

In her 35th and last year with the district, the retiring elementary principal was named the Illinois Principals’ Association’s Elementary Principal of the Year in its Northwest Division.

Feltmeyer said it takes a village to earn such an honor.

“For the past 35 years, the Eastland School District has supported my efforts to lead and create an environment where staff, students, parents, and community are part of the educational process,” she said.

Feltmeyer taught multiple elementary grade levels and served as the principal for 16 years. Among her achievements are: implementing Response to Intervention, which was adopted in kindergarten through eighth-grade; helping implement the new Illinois Learning Standards; improving assessments of learning; and streamlining assessments for students in kindergarten through sixth grade. And, while 33 percent of students statewide met or exceeded expectations for the Partnership for Assessment of Readiness for College and Careers test, 48 percent of Eastland Elementary students met or exceeded the mark.

Feltmeyer has earned the respect of faculty members as well as students and teachers.

Bustos explains WOTUS vote at Farm Bureau luncheon

BY TONY CARTON For the Prairie Advocate MOUNT CARROLL — Members of the Carroll County Farm Bureau took Congresswoman Cheri Bustos to task over a recent vote she cast on the Waters of the United States rule. Bustos delivered the keynote address at the Farm Bureau’s agribusiness luncheon Thursday and met with a number of area farmers, managers and employees of the agricultural industry across Carroll County.

“We were just discussing at the board meeting there are some regulatory issues that our organization is against,” said Farm Bureau board member Brad Smith of Milledgeville.

been on our side on the majority of them. Then, at a recent vote last week in Congress, U.S. Rep. Cheri Bustos she voted opposite of our Farm Bureau position on that particular legislation.”

He said the issue in question regards the controversial EPA regulation of the Waters of the United States.

“The WOTUS rule is basiwaters of the United States and how they regulate open waters,” said Smith. “It essentially expanded the EPA’s reach on what they can regulate.”

But Smith said Bustos had a good explanation for why she voted that way, “and she displayed a good under-

standing of the issue we are concerned about, so we’re gets down to it she will support us and our cause.”

Smith said the Federal Clean Water Act is meant to protect rivers like the Mississippi, the Rock River, the Plum River, and larger bodies of water, but WOTUS would expand that to even regulate a dry ditch.

“Wherever there is standing water, then they would have jurisdiction over that, which we think doesn’t make common sense, and so that’s why we are against it,” Smith said. “There is a place for the Clean Water Act for sure, but just not in every dry ditch you ever see accumulate water occasionally.”

He said reversing the direction Congress is taking is a complicated and

She pointed out that Congress recently tried kill WOTUS, but in a way that would prevent this Administration – and all future administrations – from ever being able to reevaluate regulations related to the Clean Water Act. “It would have prevented farmers and clean water advocates from collaborating to protect our waterways,” Bustos said.

Largely due to the hard work and advocacy efforts of farmers, in October 2015, the Sixth Circuit Court of Appeals issued a nationwide stay on the rule’s implementation.

“Rest assured that, as this process unfolds, I will continue to monitor it closely and will remain a dedicated advocate of Illinois farmers and the entire agricultural community,” she said. “I look forward to continuing my work on behalf of our farmers in the years ahead.”

Regional honor for Brumbaugh

Aude becomes Eagle Scout

Named Northwest Region High School Principal of the Year MOUNT CARROLL — West Carroll High School Principal – and soon to be District Superintendent – Adam Brumbaugh, received the Illinois Principal’s Association Northwest Region High School Principal of the Year award, presented by Steve Herkel of the Freeport at the West Carroll School Board meeting on Jan. 20.

Brumbaugh will be recognized at the annual IPA conference in October and will be eligible for the Principal of the Year award in Illinois.

Superintendent Craig Mathers said, “It is a great honor for Adam and recognizes, from his peers, the outstanding work he has done at WCHS for the past two years.”

Mathers reviewed the second quarter expenditure and revenue reports, and said that with half of the year complete, the district is 3.5 percent under budget with expenditures in educadown 6 percent, with only the transportation fund up, due to the huge expense up front of the bus lease in July.

He said that the State of Illinois is currently behind in payments to the district in the amount of $477,000.

“We’re holding the line on expenses, and keeping the lights on,” he said.

The board also approved a resolution abating $400,000 from the working cash fund

to the education fund, as this fund is the most in need. The working cash funds were not budgeted, and have been used as a savings account, Mathers said. “The interest from this fund helps to balance the other funds out,” he said.

The board also approved a resolution to issue $1.25 million in working cash bonds to the district. Only one national company has bid to be the vendor for the bonds, Mathers said.

The board approved continuing the summer driver’s education program, with Brumbaugh saying that there

were currently 90 in the freshman class who would be able to take advantage of this program.

‘Keeping the program active allows the parents to keep their kids in the district for the service rather than having to drive to Freeport or Dixon,” Mathers said.

Brumbaugh said the district was close to being caught up on the waiting list.

The scheduling of two meetings each for February and March, with one meeting in each month being strictly devoted to personnel issues, was approved.

The history of Valentine’s Day – and the story of its patron saint – is shrouded in mystery. We do know that February has long been celebrated as a month of romance, and that St. Valentine’s Day, as we know it today, contains vestiges of both Christian and ancient Roman tradition. But who was St. Valentine, and how did he become associated with this ancient rite?

Valentine’s Day, the popular festival of love and romances, traces its origin to ancient Roman festivals and has not been created by card companies as some people believe it to be. There are various legends associated with the festival along with the belief that birds began to mate from this day. Popularity of the Valentine’s Day festival stems from the combined effects of all these legends, beliefs and of course, the wish to glorify the unparalleled feeling of love.

During the Middle Ages, it was commonly believed in France and England that Feb. 14 was the beginning of birds’ mating season, which added to the idea that the middle of Valentine’s Day should be a day for romance.

Valentine greetings were popular as far back as the Middle Ages, though written Valentine’s didn’t begin to appear until after 1400.

The oldest known Valentine still in existence today was a poem written in 1415 by Charles, Duke of Orleans, to his wife while he was imprisoned in the Tower of London following his capture at the Battle of Agincourt.

In addition to the United

States, Valentine’s Day is celebrated in Canada, Mexico, the United Kingdom, France and Australia.

In Great Britain, Valentine’s Day began to be popularly celebrated around the 17th century.

Today, according to the Greeting Card Association, an estimated 1 billion Valentine’s Day cards are sent each year, making Valentine’s Day the second largest card-sending holiday of the year. (An estimated 2.6 billion cards are sent for Christmas.) Women purchase approximately 85 percent of all Valentines.

And for those of you who enjoy other whimsical holidays, February is also the month of “Thank a Mailman Day” (4th), “Random Act of Kindness Day” (17th), “Love your Pet Day” (20th), and “Be Humble Day” (22nd).

There may not be an official day for it (so it could be all days) is “Be nice to your Dispatcher Day.” We here at Carroll County Transit say the best way to celebrate this idea is to be sure to make your ride reservations and cancellations as early as possible or by 11:30 a.m. the day before. After 11:30 a fee will be charged for pickup and cancelling for rides scheduled for the next day. This gives our dispatcher more time to adjust the schedules without disrupting our service.

This, month (like every other month) is a good time to take stock and be thankful for the good things in our lives and to give thanks to those who’s kindness make our lives better.

Carroll County Transit would like to thank the family of Stephen Gray. He was a regular user of CCT. On his passing, his family sent memorial funds to show their appreciation and help support CCT. The contributions of their families and friends have become a significant resource we hope to use in a significant way.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center.

What to do with old cellphones?

Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons.

There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county.

If you know of anyone looking to get rid of old cell phones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m. to 2:30 p.m., Monday thru Friday. As always, you can help yourself to free coffee and cookies while helping us collect the cellphones.

Here are some tips for simplifying your tax preparation from Mary Ann Hutchison, District 5 director for the Tax-Aide program.

• Find a large envelop or small box and mark it 2015 taxes. Collect all W-2 forms, unemployment compensation forms, SSA-1099 or 1099-R forms and any other statement of income. In addition will be bank interest, often shown on ber bank statement.

When the junior guard cooled off just a bit, however, it was the Fillies who were able to seize control. They did, in the third quarter, on their way to a 54-45 victory against the Comets in a Three Rivers Conference matchup on Monday night.

Simpson connected on 10 of 16 shots from the field in scoring a season-high 28 points, one less than her career-high of 29, set a year ago against St. Bede.

Fransen to play at HCC Pearl City senior Kylie Fransen has signed a letter of intent to play softball at Highland Community College for the 2016/17 softball season. She had been a two year starter for the Lady Wolves and has been named 1st team all-conference both years.

She played a key role for Pearl City as their leadoff hitter offensively and 3rd base, shortstop and catcher defensively. The Lady Wolves won two NUIC West conference championships and two regional championships in her two years as a varsity player.
