The trials, and occasional treasures, of the outhouse what they had, newspapers or what have you, and some of the more

By Marc Gravert Whether you call it a privy, or a latrine, or possibly an outbuilding, we’re still talking about the good old outhouse.

Everyone had one. Everyone used one. And whether you liked them or not, they were the necessary room. There was no getting away from using one. You had to. There was no other choice. And if you remember when shoes, a coat, and a lantern were involved when you went to the restroom, you remember the outhouse.

Most were not far away from the main house, and some may have been hidden behind some shrubs or other plants. In the stagecoach traveling days, hollyhocks were planted around the outhouses along the coach routes so travelers knew where to head. That way they wouldn’t have to ask. And for most people, it wasn’t a big deal with the outhouses as they were just part of life in most areas.

Some outhouses had a sidewalk to them. Some had stepping stones. And some had nothing more than a dirt path that would become muddy in the worst weather. Most were not big or elaborate, maybe 4 square feet.

Some were bigger. Some were smaller. But most of the time they were just right.

Most were just what they

called a “one holer,” which meant they had capacity for only one person at a time. But for some of the larger families, they could make an exception and have a “two holer.” Most were not fancy, just made from some scrap lumber or unused lumber from some other place. Most of the time, they were just neat, tidy little buildings to get the job at hand done.

Sometimes the weather wasn’t the best situation to use the outsnow! Rain meant mud, and that could be a mess to and from the house.

Snow and cold weather was a whole other problem for outhouse usage. For one thing, if it was nasty cold, you went to the outhouse only when you really had to, and not any sooner than necessary. Winter meant very cold seats, snow drifts and heavy coats, just to name a few problems.

Some folks would use a chamber pot in the house in the winter months and during the night, but some were die-hards and just went out to use the outhouse anyway.

Then comes the time-honored question: What was used as a cleaning material? Yes, the old Sears or Montgomery Ward catalogs were prized for their abilities to clean up in the end (pun intended). Some people used

their servants would then launder for them.

Some of the old-timers would use corn cobs, which seems a bit harsh to me. But the old-timers’ joke was that you used a red corn cob, then a white corn cob to see if you needed to use the other red cob. Any way you look at it, it wasn’t the most perfect of any situation.

The next conundrum with some outhouses was the wildlife involved with the trips to the backhouse. Most of the time it wasn’t serious, just annoying, such as mice chewing at your catalogs, snakes looking for a cool spot in the summer, or wasps looking for a dry, high place for their nesting site.

Sometimes it might be an opossum or raccoon falling down the hole, or perhaps baby sparrows looking for a new home. Whatever it might have been, the critters always made it exciting to use the

facility.

Now, wherever or whenever you had an outhouse, you always had to keep an eye on the hole that it sat on. If it got full, you had to dig a new hole and move the outhouse! This in itself was not a huge problem, but nonetheless, it had to be done. Most of the time, the hole was dug not far from where it the outhouse had previously sat, but sometimes it had to be moved a ways farther.

Do you know that the holes from an outhouse are nowadays a treasure trove into our history? A lot of times things fell into the hole or were thrown into the hole only to be discovered hundreds of years later, to give us a peek into a certain region’s history. Whether you may think it’s gross or not, these have proven to be small time capsules into the past.

Bottles seem to be one of the items most often found when outhouse holes are excavated many years later. Some husbands hid bottles for a little afternoon refreshment and threw them down

the holes when the bottles were empty.

Money would also be one of the treasures found, mainly because as pants were pulled down, money dropped out. Sometimes, jewelry and pottery, and even broken dishes, and other items were found.

In Sterling, not long ago, tomato seeds were found and germinated, and tomatoes were grown from 100-year-old seed. These were found in an outhouse!

When indoor plumbing came into its own, outhouses went out like nobody’s business. People had no love loss for the poor old outhouse.

They couldn’t tear them down fast enough.

My own father, when he bought our farm in 1963, tore the outhouse down about as fast as he moved in.

He loathed them that much.

Now, they are a relished piece of Americana; everyone thinks they are quaint and cute, but they never had to use one on a cold winter’s day.

Letters and Commentary Carroll County cares about vets, can prove it

The Carroll County Board has proven year in and year out to be the biggest supporter of our local veterans.

Although Carroll County is small in population, low in property value we have proven to give appropriate funding to the Veterans Assistance Commission. The county board unanimously approved this year’s budget in November with $32,500 appropriated for the VAC. That means all members voted for the VAC to receive their share as adopted.

State statute requires only that the county board provided a “just and necessary” amount to fund the VAC. There is no magic number, but a clear picture can be found by looking at Carroll County compared to our neighboring counties of Jo Daviess, Stephenson, Whiteside, Ogle and Lee. When you compare the number of veterans in each county (provided

by U.S. Department of Veterans

Affairs) to the dollars allocated by the county for their operations, Carroll County is third-highest ahead of Ogle, Whiteside and Jo Daviess counties in spending per veteran.

For a county with fewer resources than our neighbors, we are proud to give as much as we can.

Much has been made about the salary line item in the budget for the VAC. The VAC display 13 hours a assume they may work 3 additional (total of 16 hours a week). With a quick calculation you can see that for a year, one part-time person can be employed by the VAC at an hourly rate of $12.02 per hour. Although it is not technically part of the county, if you were to compare the VAC parttime hourly rate to that of a full-time clerks who are employed in several county departments, you will see the VAC pays more than a dollar more per hour for starting wages.

The county has made it clear to the VAC that it can distribute this up to more than one person, and it currently pays two individuals. We

could all argue that both VAC and county employees are overworked and underpaid, but there are only so many dollars that can be taxed out of a community to pay for the services we receive.

The county budgeted last year for the VAC to be able to spend $29,720, but it spent only approximately $23,000. That can funds and should be applauded by the community. This is less than was spent in the previous year, and the county board was insightful enough not to drop the VAC budget for 2015 even though the U.S. Department of Veterans Affairs projects more than an 18 percent decline of Carroll County veterans in the next 10 years.

In fact, the board increased the VAC budget by 9 percent, with salaries receiving a 17 percent increase. Carroll County departments received a 3 percent increase in comparison.

Congress slashes conservation funding

When thinking about the $1.1 trillion spending bill passed by Congress last month, one might ask, what does Congress have against conservation?

It made huge cuts to conservation programs, such as the Conservation Stewardship Program that supports conservation practices on cropland, pastureland and rangeland, totaling $402 million over 10 years. This cut means 2.3 million fewer acres enrolled in the program.

This anti-conservation spending bill also cut the Environmental Quality Incentives Program by $136 While the CSP is designed to reward farmers and ranchers who have a history of integrating conservation, EQIP will help them develop a conservation practice for port practices such as cover crops, diverse cropping systems, as well as rotational grazing practices on

pasture, rangeland, and cropland restored to a grass-based system.

These are the conservationbased farming practices for which we need more support, not less. This is especially true in the face of climate change impacts on agriculture, and the increased need to protect and restore water quality.

So while Congress cut the conservation programs that help farmers and ranchers integrate risk management through conservationbased farming practices, it left intact the unlimited federal crop insurance premium subsidies and farm program payments that encourage risk taking and agriculture consolidation by the nation’s largest and wealthiest farms.

This is an anti-farmer, anti-conservation bill that is representative of crisis-driven legislation stemming from a dysfunctional Congress. Join that are forward-looking, and create opportunity.

But Natalie’s mission with Girl Scout cookies has personal meaning.

“This year in Girl Scouts is a year about giving back,” Natalie said. “My troop has designated this year as a Girl Scout Year of Service.

I want to make sure that our soldiers know they are not forgotten and are missed, and what they are doing away from their families and loved ones is worth it.

Shannon has new public comment policies Comments will be limited to 3 minutes

By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com SHANNON â&#x20AC;&#x201C; President Harry S Truman said it 70 years ago: â&#x20AC;&#x153;Secrecy and a free, democratic government, donâ&#x20AC;&#x2122;t mix.â&#x20AC;? His admonition points out that government works best when its citizens fully participate in its open processes.

At their Dec. 2 meeting, Shannon trustees approved a new public comment policy, 4-1, with the only

nay vote coming from Trustee Wayne Gaul. â&#x20AC;&#x153;The board and I felt we needed something a little more substantial than just our suggestions on paper,â&#x20AC;? Village President Bonnie Heckman Foust said. â&#x20AC;&#x153;After researching [the Illinois Open Meetings Act] more, we then adopted the procedure in December. I had some concerns because we do have people from the public that feel they can speak whenever they wanted and have side conversations while the board was conducting business.â&#x20AC;?

Shannonâ&#x20AC;&#x2122;s policy now states that each person will be allowed to speak for a maximum of 3 minutes.

This time limit applies for both committee meetings and monthly board meetings. The villageâ&#x20AC;&#x2122;s rules say that public comments must be limited to agenda items for committee and any special board meetings.

However, at general, regularly scheduled board meetings, the public â&#x20AC;&#x153;may use their 3 minutes to speak on any subject,â&#x20AC;? and when the public comment portion of the meeting is over, â&#x20AC;&#x153;there will be no further comments or questions from the public.â&#x20AC;? The new rules direct the citizen to speak to either the mayor or a trustee after the meeting with further questions or comments, but not during the meeting.

The Illinois Open Meetings Act requires that meetings of public bodies be open to the public except in certain specific, limited situations where the law authorizes the public body to close a meeting.

It also â&#x20AC;&#x153;requires that public bodies give members of the public an opportunity to speak at a public meeting. Public bodies are authorized to adopt rules regarding the public comment portion of a meeting. Such rules may limit the time allotted for the public to speak.â&#x20AC;?

In other board action: â&#x20AC;˘ It was announced that the Police and Public Safety committees will meet in January to continue

the discussion and prepare recommendations on a proposed ordinance regarding raising chickens in town. â&#x20AC;˘ The annual tax levy was unanimously approved in the amount of $97,300. â&#x20AC;˘ The renewal of municipal liability insurance and workmanâ&#x20AC;&#x2122;s compensation from Illinois Counties Risk Management was approved.

The total cost increased by $1,449 over last year, with the liability premium costing $11,307, and workmanâ&#x20AC;&#x2122;s comp at $9,950. â&#x20AC;˘ The board accepted the resignation of Trustee Mark Curtis, who has served on the board for nearly 16 years but is moving out of Shannon.

Katie said. â&#x20AC;&#x153;Dan has been deployed one time to Iraq for just shy of 15 months. â&#x20AC;&#x153;Serving in different countries and states from days, weeks, to months away from home and family. â&#x20AC;&#x153;Times have not always been easy for him or our family, but we grow stronger. We are so proud for all he does for us and our country.â&#x20AC;?

Katie, too, joined the military in 1997 and served 6 years in the National Guard and 2 years as an Inactive Ready Reserve. She served overseas in Belize and Germany for annual training, and also did stateside duty during the â&#x20AC;&#x153;Natalie is not the only Girl Scout collecting for our troops,â&#x20AC;?

Katie said. â&#x20AC;&#x153;Any and all Girl Scouts can take donations for the troops overseas. For Natalie, the reason for her mission just hits a little closer to home.â&#x20AC;? â&#x20AC;&#x153;I set goals to collect donations to our soldiers overseas,â&#x20AC;?

Natalie explained. â&#x20AC;&#x153;I have done this every year, and without asking my mom to look up exact numbers, I think I have sent over 1,300 boxes of cookies to our soldiers. That is about $5,000 in 5 years. I have actually met some of the soldiers, too, which is so cool. All because people

\SPRINGFIELD – On the eve of a new biennial General Assembly, lawmakers were called back to the Capitol on Thursday for a special session, only to see politics win over good governance.

Senate President John Cullerton and House Speaker Michael Madigan muscled through House Bill 4576 to force a special electhe Dec. 10 passing of Judy Baar Topinka, despite objections of Senate Republicans.

Although the Illinois Constitution designates Governor-elect Rauner as responsible for appointing a replacement to serve the entire controlled Senate and House moved special-election legislation in time for outgoing Gov. Pat Quinn to sign the measure into law before he left HB 4576 is an unfortunate power grab by Democrats seeking an opportunity to snag the office in 2016. Not only does the legislation contradict the Illinois Constitution, the proposal is contrary to the intent of the 1970 Constitutional Convention, which sought to ensure that the election of statewide executive branch officers is to be held in nonpresidential years in order to

secretary of state, comptroller and treasurer. The legislation deals with unexpired terms that have more than 28 months left in them. If an unexpired term is less than 28 months in duration, then the vacancy would be subject to the traditional gubernatorial appointment process laid out in the Constitution.

However, because the Constitution is clear that executive officers hold their office for 4-year terms, a special election cannot be established by simply passing a bill. Instead, it should be done the right way – by changing the state Constitution. Senate Joint Resolution Constitutional Amendment 22 had been introduced that would allow the voters to decide whether to implement a special election for unexpired terms by modifying the Constitution; however, Democrat leaders did not allow it to advance.

Troubled DCFS agency limps along

On Jan. 7, a joint panel of the Senate and House of Representatives met to hear nearly 5 hours of testimony based on a series of troubling stories called “Harsh Treatment” by the Chicago Tribune.

The hearing focused on the Illinois Department of Children and Family Services, which likely will be subject to intense scrutiny when in the state’s foster care program and revealed massive under-reporting of mentally troubled youth who were subject to state care.

The Tribune’s investigative series found hundreds of cases of neglect, and physical and sexual abuse at some of the state’s more than 50 residential facilities. Additionally, thousands of runaways went unaccounted for during the investigative period of 2011-13.

DCFS saw seven different leadership changes during the past 3 years.

Obituaries Donald LeRoy Schriner

Donald LeRoy Schriner, 93, of Lanark, passed away at Liberty Village in Freeport on Tuesday, Jan. 6, 2015.

He was born July 5, 1921, in Brookville, the son of Dennis and Christine (Hammond) Schriner.

He attended Donald LeRoy Cowen CounSchriner try School and graduated from Milledgeville High School, Class of 1939.

On Feb. 5, 1943, Donald and Mildred Ruth Hawbecker were married in Lanark. Donald was a farmer and a member of Lanark Church of the Brethren, Carroll County Livestock Feeders, Lanark Masonic Lodge, Lima Township Board, Car-

roll County Board, Carroll County Farm Bureau, and the Northwest Illinois Two Cylinder Club. He also was a 4-H leader.

He is survived by his daughter, Sharon Schoonhoven of Keytesville, Missouri; sons Keith D. (Joan) Schriner and Dennis (Karen) Schriner; brother Robert (Donna) Schriner; grandchildren Alecia Schoonhoven, Correen (Mark) Wooldridge, Shelley (Ryan) Stoner, Jamie (Justin) Martz, Callie (Ryne) Plager, and Austin Schriner; step-grandchildren Nick (Shay) Papoccia, and Matt (Jen) Papoccia, 10 great-grandchildren and six step-great-grandchildren.

Donald is preceded in death by his wife, Mildred, son-in-law Wayne Schoonhoven, and special friend Darlene Polhill.

Services were held Saturday at Church of the Brethren in Lanark; Burial was in Lanark Cemetery.

MOUNT CARROLL – West Carroll CUSD 314 and 17 other Illinois districts are piloting statedeveloped model math units to help students master concepts at each grade level as schools implement internationally-benchmarked learning standards that emphasize depth of knowledge, critical thinking and problem-solving skills.

The Illinois State Board of Education (ISBE) established the Mathematics Model Curriculum Project following the passage in 2012 of legislation requiring the agency to work with math experts and statewide education organizations to develop middle and high school mathematics curriculum models. The state-designed math models help educators as they develop lesson plans that meet the new internationally benchmarked Illinois Learning Standards in English language arts and math.

With a strong, deep foundation in math, students are more likely to master this subject early on and continue to `get it’ as the concepts grow tougher in high school and college.”

Tim Hood to become 8th HCC president FREEPORT – Highland Community College Board of Trustees Executive Vice President Tim Hood will become the eighth president of Highland Community College when President and CEO Joe M. Kanosky retires June 30.

Trustees will Tim Hood formalize the appointment at their Jan. 20 board meeting, Board of Trustees Chairman Douglas Block said.

As part of the board’s transitional plan, Hood has overseen day-to-day operations at the college since being named executive vice president in August.

“As board members, our most important responsibility is to secure the right leadership to help the college successfully navigate the challenges and opportunities ahead,” Block said at Thursday’s spring semester opening days event. “The board has spent determined that Tim Hood has the right skills and vision for the future of the institution. His ideas about where the college should be headed are a good match with the board’s intentions.”

Hood was Highland’s vice president of academic services from January 2011 until August, and has been instrumental in leading the development of new programs and dual credit opportunities with high schools throughout the district.

Before coming to HCC, he was dean of corporate training and community education at Kaskaskia College in Centralia until becoming its vice president of instructional services in March 2007.

Hood was a faculty member at Southern Illinois University from 2001 to 2005, and before that was an associate professor at Madisonville Community College in Kentucky from 1993 to 2001.

Before graduate school, he was general manager of an automobile dealership in southern Illinois and marketing company that helped bring minor league baseball operations to Marion.

Hi. My name is Julia Rose. I’m 3 years old. My birthday is on Sept.

11. I have medium brown hair and blue eyes with long dark lashes. I’m a bit short for my age, kinda like Mom always was. Everyone says I look like both Mom and Dad. And guess what? To my delight people keep telling me my new baby brother, Austin, looks just like me!

It’s very special to be a big sister and not only that, Mom also tells me I’m her big helper. Sometimes when Austin cries I get quite concerned and tell Mom to come quickly, and at other times I can quiet him by showing him his toys or talking to him. Mom says Austin knows who I am and that he loves me!

This winter, Mom has been helping me memorize Bible verses. My favorite one is in Pslam 23, Verse 1.

It says, “The Lord is my Shepherd, I shall not want.” Mom says that means Jesus takes care of me just like a shepherd cares for his sheep. When I’m scared of something it helps me to pray to Jesus. He loves little children.

Spending time with Daddy is always a treat for me. Earlier this winter he promised to help me make candy.

The week before Christmas the two of us went to work in the kitchen. We made Daddy’s favorite kind: buckeyes, of course! I love eating candy but Mom tells me I’m sweet enough without having to eat too many sweets!

Now today I’m going to help Mom bake pies. We want to make several different kinds, probably blueberry, apricot and apple. Mom always makes a little pie for me. This time I’m going to have apple because

helping Mom roll out the dough with my little rolling pin, which is just my size. I also have an apron like Mom’s that I’m going to wear to help her. Mom says it makes me look like a little lady.

Another one of my highlights is going Grandma and Grandpa’s house. Occasionally I help Grandma bake cupcakes, which is always a treat. She even lets me help her decorate them with pretty sprinkles.

Recently she made a batch of playdough for my little cousins and me to play with. I’ve had lots of fun making all kinds of things including little pies and cookies for Mom and Grandma.

Would you also like to make a batch of play-dough for someone little, like me? I’m sure you could bring a smile to their face. My favorite color is pink, but of course you can make any color you please.

Grandma’s Play-Dough

1 cup flour 1/2 cup salt 2 tablespoons salad oil 2 teaspoons cream of tartar 1 cup water Food coloring Put all ingredients in a saucepan. Cook on low heat for 3 minutes stirring constantly. It will pull away from pan when cooked to dough consistency.

Remove from pan. Knead.

When cooled place in a tight container. Makes 1 pound of play-dough.

Brumbaugh said when he initially signed up for the pilot, West Carroll had the option to enroll as a building or as a district.

“I chose to be the ‘guinea pig,’ so to speak, and concentrate at the high school level only. I have passed along any pertinent information pertaining to the junior high or elementary levels respectfully so but they are not a part of the data collection by the state.

“The resources that have been shared with us through the pilot include worksheets, quizzes, and -

“I think another huge advantage is for our students to see the types of graphs, questions, and language they will encounter down the road,” Brumbaugh added. “Vocabulary, even in math, is huge. If our textbook uses a different phrase or word in a question than the PARCC, our students may get the question wrong just because they didn’t know what was being asked rather than not knowing how to work the problem.

“Our staff has appreciated the advance opportunity to make changes in the ways they teach their lessons, ask questions, and gather responses. Overall, the experience has been productive and worthwhile.”

West Carroll Superintendent Craig Mathers said implementing the pilot has been free, except for classroom instructional time lost.

“As an administrative team and all the new changes coming from common core and state assessments, West Carroll has volunteered to be part of this pilot to help us prepare our curriculum, classroom instruction, and local assessments so we align with the State of Illinois directives,” Mathers said.

“Mathematics is one of the most vital skills we can teach our children to help prepare them for an ever-changing global job market,” said state Rep. Linda Chapa LaVia, D-Aurora, who was among the bill’s primary sponsors. “I am hopeful that the models developed by the

stakeholders and experts in this working group will assist teachers in classroom instructions, leading to greater success for students in college and in their careers.”

Two conferences for fruit, vegetable growers Do you have an orchard, or a good-size garden, and want to sell some of its bounty at a farmer’s market? Do you farm, and want to diversify a bit?

University of Illinois Extension is hosting two programs to help you decide which crops to grow and where, how much land you will need, how to order seeds and seedlings, how to do soil tests, among other things.

The 19th annual Stateline Fruit and Vegetable Growers Conference will run from 8:30 a.m. to 3:15 p.m. Feb. 5 at Midway Village in Rockford.

“Each season, large scale fruit and vegetable growers need updates on production, diseases, and insects that they will be dealing with before the season starts. This conference addresses all of these topics with information from University of Illinois Extension specialists and other speakers,” said Grant McCarty, Local Foods and Small Farms Extension Educator.

“Our two general topics of packinghouses will build upon the production updates. We’re looking forward to a great conference.”
