LRA allows company to pump, ship 43 million gallons of water monthly By TONY CARTON For the Prairie Advocate SAVANNA – At the Jo Carroll Depot LRA Board of Directors regular monthly meeting Jan. 6, in its new conference room at 18901 B St. at the former Army depot, the board accepted an addendum revising the now expired contract with Jeanblanc International Inc. The new 10-year contract permits Jeanblanc to pump 43 million gallons of water monthly from the CambrianOrdovician aquifer which underlies most of the upper Midwest including the LRA properties owned by JBI. Permission to pump the water is contingent on an aquifer study to be performed by the Illinois State Water Survey and will determine the date, if any, for the pumping to begin and will also be used to monitor for impact on the surrounding communities. JBI holds patents and has developed new oil technologies including a desulfurization process and an improved steam-oil ratio ciency of oil recovery based on steam injection. The company currently owns nine 11,000 sq. ft. buildings on 50 acres with rail frontage at the former depot and is considering purchase of another 104 acres with
an additional 88,000 sq. ft. of warehouse space to meet expansion needs. “Jeanblanc will be looking at using our existing [water] system for the project and 43 million gallons is the minimum they want a month,” said LRA Executive Director Mara Roche. Board member Ron Smith questioned the contract and was the sole nay vote when the contract was granted. “With everything that’s been going on with water levels not just in our area, but nationwide, I think we need further discussion with the Illinois State Water Survey,” “said Smith. “We need to know the depth of the study. We want to know what they will study, not just go down and measure some wells. We need to know if what we are trying to do here is actually feasible. The study is very important because the amount of water you are talking about drawing out of
the board about the future of the facility. LRA Executive Director and the OEA reps had spent the majority of the day touring and discussing the future of the facility. “We’ve been discussing clean up issues with the Army and we spoke with people at USDA World Development,” said Roche. “We spoke with the Port Authority folks on their interests; all in the interest of learning what potential we have for future funding here at the LRA.”

Obituaries Paul Martin Diffenderfer
LANARK – Paul Martin Diffenderfer, 100, of Lanark, passed away in his home on Jan. 3, 2016. He was born on Sept. 13, 1915, in Antrim Township, Franklin County, Williamson, Pennsylvania. He was the ninth child of Howard Martin and Susan Florence (Parker) Diffenderfer. Paul attended 2nd Street School and Franklin Street School, where he graduated from eighth grade. He attended Chambersburg High School for 1
year. In 1931, at 15 years of age, he took the bus to Lanark, where he worked on the farm of his brother, Charles, and Joe Lower and his brother, Tom, until he married Blanche Guenzler on Aug. 11, 1936. They celebrated 73 years of marriage until her death in 2009. He farmed south of Lanark until he retired at 92 years of age. Paul was a member of First Brethren Church in Lanark, where he served as deacon and head usher for many years. He was a director for Lanark National Bank. He is survived by four daughters: Pauline Erbsen of Lanark and her chil-
dren, Paula (Rick) Boure, Kathleen (Bob) Opperman, Kevin (Wendy) Erbsen, John Erbsen, Carl (Becky) Erbsen and Carla (Jon) Mickey; Mary Anne (William) Dailey of Raton, New Mexico and her children, Will (Kathy) Dailey, David (Jenna) Dailey, Andrew (Shelia) Dailey; Janet Gruhn of Lanark and her children, Kristine (Bryan) Hardacre, Kirt (Cathy) Gruhn, Francine (Bob) Smith, Rod (Bev) Gruhn, Elaine (Jeffrey) Gallentine; Alice (David) Nix of Bismark, North Dakota, and her daughter Sarah (Collin) Nix-Murphy; 32 great grandchildren, and 10

Scam targets Jo-Carroll Energy members ELIZABETH – Jo-Carroll Energy is warning its members and the general public about an apparent scammer who claims a payment is needed or electrical service will be shut off. Jo-Carroll Energy representative Peggy Francomb has received reports of a scam in which the caller claims payment is needed or that power would be shut off that afternoon. “In at least one incithemselves as being with ComEd. When questioned, they claimed they handle disconnects for Jo-Carroll Energy,” Francomb said. If an account goes unpaid, the cooperative’s own billing or member service department sends a delin-
quent notice in the mail. A courtesy call may also be made by a member service representative. She said the cooperative was alerted to the scam by members who had received calls and were concerned because they had recently paid their bills. Jo-Carroll Energy member service represenmember that their account was in good standing, that the cooperative was not disconnecting and stressed that the caller should not be provided with any information. MOUNT CARROLL – Six more drop boxes to collect unwanted or outdated prescription and over-the-counter drugs will soon be available throughout Carroll County, thanks to the efforts of the Carroll County Substance Education Coalition. Carol Geary, Drug Free
Communities Grant project director with CCSEC, said the organization was awarded fundingto initiate its “Count It, Lock It, Drop It” campaign. “We want to work with our communities to make it easier for people to dispose of these unused drugs in an environmentally safe way, rather than flushing them down the toilet. Our public water supplies will be free from contamina-
tion,” Geary said. “The drop boxes will also help to ensure a healthy, safe, and substance-free community, keeping these drugs off the street and out of the hands of youth and adults who may abuse them, as well as protecting elderly adults who may be vulnerable by holding on to these substances.” PROGRAM CONTINUED ON A7

District, Thomson discuss building offer details Public feedback sought during meeting tonight By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL – The West Carroll School Board’s Facility Committee met with members of the Village of Thomson Board on Jan. 5, discussing the district’s offer to sell the Intermediate School Building and adjacent properties to the village for a price of $100,000, via an intergovernmental agreement set up in 2012. District Superintendent Craig Mathers reviewed the existing agreement, saying that an addendum had been placed on the agreement regarding the Melon Days property and two adjacent baseball diamonds, both of which were given to the village. A right purchasing the building from the district, was also part of the 2012 correspondence. Thomson Mayor Vicki Trager said one main concern was if the residents of Thomson and York Township wanted to pursue a separate agreement to take over the third baseball
diamond area, regardless of whether they decide to purchase the building or not. She asked if the board had a separate price for that ball diamond. Some board representatives seemed to indicate that while they didn’t have set price, it would be a nominal price. She also wondered if a survey would be necessary if part of the area were purchased rather than all of them together. She said she’d been approached by the Thomson Youth baseball who were very interested in the third ball diamond. Mathers noted that there are three parcels of land related to this property. The ball diamonds and playground, which were Parcel 1, the bus barn and fuel tanks, which were Parcel 2, and the building itself plus parking lots, Parcel 3. He said he didn’t feel it was in either the village or the district’s interest to move the fuel tanks. Kilpatrick said she felt that the board would be amenable to the village acquiring Parcel 1, regardless if they made a purchase offer for the other parcels. In such an arrangement, the district would retain Parcel 2 and would then need an easement to access water and sewer lines. Questions also arose about

WAVERLY, Iowa — Former Eastland standout Chase Wilhelms, Shannon, was named an NCAA Division III All-American by D3Football.com as an offensive lineman for Wartburg College. He becomes the 41st All-American in program 2010.
“Chase possessed a combination of size, power, athleticism and intelligence which Chase Wilhelms allowed him to be a complete offensive lineman,” said head coach Rick Willis. “I don’t think you will in a student athlete then Chase,” said Patrick Toohey, assistant football coach. “He is not only a 3-year starter, 2-time 1st All-IIAC, 1st All West Region, and 1st All-American Offensive Lineman, he is also a 3-time
All-IIAC Academic Selection, 2-time All-District Academic Team Member and also has cumulative GPA of 3.81.” Wilhelms said he was shocked to earn the recognition. “I never anticipate receiving any honors. It’s great to get them, but I never count on them. I judge my success by how our skill players are doing.” Wilhelms’ contribution to the success of the Knights was evident. He started every game for a team that was 9-1 overall, 6-1 in the IIAC, and received the

Brown said he thinks the vision of the LRA is focused in a positive direction. “The plan for a world class transportation hub is a very good vision,” said Brown. “Unfortunately, the LRA has been put into a position, through no fault of their own, of agencies butting heads on issues that would have allowed the transfer of properties to them. to consolidate environmental funding from previous years and actually look back to 1995, which was when the depot was closed, and apply those other years of funding to that,” Musil said. “So, what used to be a little pot of money for the work here has become larger allowing the Army to do the cleanup themselves.” The prospect of the Army taking over the depot cleanup project opens the door for the facility to proceed with its plan for barge access and other redevelopment that had been formerly placed on hold pending completion of an LRA led cleanup. “Our plan now is to look into the feasibility of barge access and in addition to that move ahead with a redevelopment plan,” Musil said. “The current LRA redevelopment plan is 10 to 15 years old and it is possible if there is enough money to also do a marketing analysis. The idea is could be the redevelopment of the depot.” After hearing a presentation from TECDA Executive Director Lisa McCarthy outlining her organization’s accomplishment over the past year and requesting renewal of a contract for continued services, the board voted to renew its membership with TECDA. The LRA Board of Directors will next meet at 3 p.m. on Feb. 2.

LANARK – A school employee reported a gaslike odor in the hallway area just outside the boiler room at Eastland Junior/ Senior High School around 9:30 a.m. Friday. Superintendent Mark Hansen said when he and Principal Monica Burkholder were called to the area, the smell of gas was noticeable enough that they followed school emergency procedures for evacuation in the event of a gas leak. “We contacted 911 and Nicor Gas. We alerted parents and staff via our Skylert system that we

Sexual Assault Therapist Mt Carroll Office 40-hour/week position
In this position, you will provide counseling and therapy, advocacy, ongoing support and 24-hour response to survivors of sexual violence (children and adults); Therapists will provide client-centered, trauma focused therapy and counseling services for survivors of sexual violence and their significant others. Applicants much have or be working toward a master’s degree in a related field.
Domestic Violence Advocate Galena Office 40-hour/week positions
Legal Advocate is responsible for providing
advocacy to survivors of domestic violence through the criminal justice system and building professional relationships with law enforcement & court personnel. Candidates must: be flexible, have a passion for ending gender based violence, possess a strong work ethic, value confidentiality, be willing to travel, and have the ability and appreciation for working with a cross section of our community.
Preventionist
Mt. Carroll Office 40-hour/week position The full time position is responsible for providing presentations to schoolchildren, teachers, and civic and professional groups on the topics of violence prevention. Presentations will be based on Riverview Center’s philosophy of service that is dedicated to changing attitudes in our society which foster violence against others. Riverview Center recognizes that we can not end violence alone, and by educating and engaging the community, we can end domestic and sexual violence in Carroll County!
Crisis Support Coordinator FULL TIME: New Position in our Galena IL office to support administration and direct service staff. As the Coordinator, you will be answering 24-hour sexual assault hotline and the 24-hour domestic violence hotline, performing intake and assessment of new clients, creating and managing on-call schedule for domestic violence hotline, assisting the Fiscal Director with financial and grant requirement tasks, and other office managerial duties.
