Remembering Officer Bobby Barrickman’s impact 40 years later Christopher Braunschweig cbraunschweig@newtondailynews.com

Bobby Barrickman was born to be a police officer. As the oldest of seven siblings raised on a farm in Centerville, and then later Oskaloosa, he was often left in charge of the household when parents were not present; his sister, Karen Parker, a 67-year-old teacher now living Fairfield, said her brother did a good job of keeping everything and everyone in order and following the rules. The seven kids were taught by their parents to obey, work hard and get a job done right the first time without anybody to cheer them on to do the right thing.

If Barrickman had not died 40 years ago from an automobile accident, Parker supposed her brother, who would be about 73 today, would be long retired from the Newton Police Department. Looking back to how she and her siblings were raised, coupled with Barrickman’s two tours to Vietnam serving the United States Marine Corps, Parker was not at all surprised to see Barrickman become a police officer.

Curiously enough, Barrickman rarely, if ever, spoke about his experiences during the Vietnam War. But it

didn’t stop folks from asking questions. As a highly decorated frontline combat marine, Barrickman chose not to talk about the war with most of his fellow police officers and his relatives. Every so often a small detail slipped, but it only prompted more questions and even less answers.

“He never did open up to any of us about what went on,” Parker said. “We would have loved to have known.

His letters were just real general. I don’t know if it was just too hard to speak it, to relive it. He did say, one time, when I was trying to get him to tell me some things, that he was not supposed to tell these things. So if he wasn’t supposed to, he wasn’t going to do that even though he had finished with the military.

He had kept the code, I guess you could say.”

Leland Groves, a retired officer from the Newton Police Department who had worked with Barrickman for some time, remembered an instance where the departed officer became strict with some teenagers who had been leaning on and climbing atop a memorial monument on the south

side of the Newton town square honoring veterans. Barrickman pulled up in his patrol car and told Groves to stay in the vehicle.

Groves could hear his fellow officer through the open window. Barrickman pointed to Groves and told the youth, “You see that guy there? He’s a Vietnam veteran. He lost a lot friends in Vietnam fighting for this country. And you guys are sitting on this veterans monument disrespecting them, and he doesn’t like.”

However, Groves was not a Vietnam War vet, but he understood the point Barrickman was trying to make. Sure enough the teens got up from the monument and moved elsewhere. Even though Barrickman was tight lipped about his war experience, Groves said he know his fellow officer was very proud of his service but also humble.

“He was proud of his history and he was proud of what he had done, but he wanted to say it without saying ‘I’m a veteran’ or ‘Look at me’ or do anything like that,” Groves said.

Groves remembered how he and Barrickman would sometimes respond to calls involving a person who was a war veteran. When ques-

tioned if he had been a conscientious objector, Groves recalled Barrickman nodding his head and saying, “Yup, I didn’t do anything.”

Groves added, “He did not flaunt it, but his bearings showed it … He was a decorated combat veteran, but he didn’t tell many people on the department about that. But he told me after we became friends and got closer. He showed me some pictures and told me a few stories.

But I think it was the nature of that era that you didn’t talk about that.”

As a police officer, Barrickman was, as Groves pointed out, a “culture changer” in Newton Police Department. He held an “aggressive” stance on enforcing drunk driving laws back when Newton had substantially more bars with questionable

reputations than it does today. Officers were regularly responding to bar calls and fights and dealing with them in their own way, depending on the generation.

“A lot of times the old school guys were taking people home or following them home or just shake their finger at them,” Groves said. “Bob took a different stance toward it.

He was a guy that was aggressive toward drunk driving before it became more popular to do so.

A lot of people brought publicity to how dangerous it was but it wasn’t aggressively enforced.”

Barrickman did not shake his fingers. He did not issue warnings to drunk drivers.

Groves, too, followed suit. Groves was hired in 1977 and scheduled the shifts as Barrickman, who took the new re-

cruit under his wing and served as an impromptu training officer. Barrickman had a tactical mindset, which Groves said was not very prevalent in those days.

“He showed me how to carry myself and to try and exude some command presence,” Groves said.

The day Barrickman was killed, Sept.

30, 1979, Groves was the first police officer to respond to the scene.

It was 9:09 p.m. on a Sunday when Groves arrived.

Barrickman was told by a dispatcher water was leaking at the house he had been working on. He left the station to address the leak. He would not return. Traveling east on North 19th Avenue East, Barrickman and his patrol car were struck by one of two vehicles that had been drag racing.

Upon arriving to the scene, Groves checked the status of his fellow officer and confirmed what he had feared: Officer Barrickman was dead. He was 33 years old at the time. Groves said Barrickman was the only fatality in the crash.

Once the site had been cleared, Groves went back to work patrolling the streets of Newton and responding to calls.

“I guess that’s one of the things I learned from him,” Groves said. “He talked about some of his experiences with me of

Memories of Barrickman and his work ethic remain intact after four decades. Groves would serve the Newton Police Department for 33 years, retiring for good in 2010. He remembered how naive he used to be when he first started, and how sobering it was to think something like that could happen to another officer for seemingly no reason and without warning. Police officers, he and others realized, were vulnerable to freak occurrences just like anyone else.

Suddenly, officers began to take the job a little more seriously.

There were a number of other officers who were Groves’ age or a few years older, he said, that carried on the strict drunk driving enforcement stance as Barrickman. As the culture of the department changed over the years, Groves credited his fallen officer for being one of the first to contribute to that shift.

“Bob took a shine to me for some reason,” Groves said. “It made a huge impact on my career. I was promoted to sergeant and to lieutenant and I was a training officer and got to do lots and lots of things that he didn’t have the opportunity to do that he would have if he had survived this somehow … He impacted me and hopefully I impacted some people along the way.

As the MPD K-9: “He likes to poke his head through the window (between the back seat and front seat) but he knows when I turn on the lights, he can sense if I am picking up speed, talking on the radio, it’s work ...

He’s always alert, always watching,” Wright said.

“He’s going through a stage where he is very protective of me. Nobody goes around the car, and if he is with me, nobody comes around me. My

family is a good with, but outside of that, nobody can get around me. We have to work through that, get some more maturity.”

Personality: “He likes to play, run, fetch, do his dog stuff but when it is time to work, he’s learning, but ... he knows what he has to do and does a pretty good job,” Wright said. “He has an outdoor living area and indoor living area. He always eats inside but he won’t eat unless I am in the room. I gave up buying dog beds.

I bought every kind I could find from supposedly indestructible beds to soft beds, by morning it is a shred of whatever is in it in his kennel. He has a nice, soft, big blanket and he doesn’t bother that. He eats every water bowl that he gets, every one. He has a metal one now, and he still chews on that. He has that play side to him.”

Dislikes: “He does not like the color red. I don’t know if that is from some of his training, but he doesn’t like anything that is red,” Wright said.

“He also dislikes cats, but he doesn’t bother the chickens.”

Moving for ward: “This first year we are going to stay focused on all of his training ... but he is doing great.”

As a young boy, Newton Police Sgt. Chris Wing became interested in law enforcement thanks to his uncle who was a SWAT operator in Evansville, Ind. While Wing loved to hear about his uncle’s work and get a chance to

see the tools used in the line of duty, going into police work was not immediately in the cards.

Although life took Wing towards a different career path, his interest in law enforcement never waned. In 1997 with the help of his wife Clarissa and the Newton Police Department’s Citizens Police Academy, Wing real-

ized his true calling.

“My wonderful wife Clarissa read about the Newton Police Department Citizens Police Academy class, and I signed up,” he said. “After the first night of class, I came home more excited than ever and told her that I knew what I wanted to do for my career, and I never looked back.

I became a reserve in 1998 before being hired as a full time officer in 2002.

There has never been a day that I’ve wished I had done something different, and I really owe it to Clarissa for getting me into this career.”

More than two decades after taking the Citizens Police Academy, Wing’s passion and commitment to

his career, his fellow officers and his community have been recognized with the 2019 Law Enforcement Employee of the Year Award from the Newton Daily News, Jasper County Sheriff’s Office and Newton Police Department.

“Chris is a law enforcement officer who has never let up and has had a consistently high level of service for the past 17 years,” Newton Police Chief Rob Burdess said. “Sgt. Wing is an indispensable part of the department and his legacy has been marked by his strong work ethic, dedication to teaching and mentoring others and truly caring about his community as well as his fellow officers and staff.”

During Wing’s tenure on the NPD he has continued to learn and take on new roles within the department.

Wing has served as SWAT team commander, Field Training Officer, firearms instructor, sniper, community liaison with Jasper County Crime Stoppers, certified internet crimes investigator, and is one of the organizers for Jasper County Law Enforcement Memorial and the annual Safety Fest activities. Wing said it is

hard to pick a favorite role from his career.

“They all serve an important role and hold a special place to me,” he said. “For example, being an FTO (Field Training Officer) and being able to train new officers is an incredible honor and very fulfilling. I’ve always said that as an FTO you are training and molding your back up and the department of the future.

Then there is being a firearms/rifle instructor, a true passion of mine.

I’ve trained every officer in this department at one time or another over the past 13 years and had the opportunity to be a guest firearms instructor at the Iowa Law Enforcement Academy on several occasions. Then there is the skill of being a sniper. It’s not well known, but having the ability to hit targets over half a mile away is an incredible skill and talent.”

As if investigating crimes, training officers and working to create meaningful interactions with the public were not enough, Wing also helped complete three major projects at the NPD during the past 24 months.

“His work at implementing the body camera, radio and handgun pro-

grams have been a huge success and have drastically improved the department’s operations,” Burdess said.

“The programs likely would not have been as successful without Chris’ involvement and oversight.”

While Wing’s ability to take on so many tasks and excel at them is invaluable to the department, it is the sergeant’s work with victims that sets him apart from many in the profession.

“Through his work on many investigations involving children and elderly, he has shown his passion for protecting vulnerable people within our community,” said Burdess in Wing’s nomination. “These cases often involve physical, sexual and financial abuse and are not easy cases to investigate due to the mental toll these incidents have on the investigator. Chris does a great job building relationships with the victims and making them feel comfortable in an environment that most would feel uncomfortable in. This level of caring and empathy is rarely seen in our profession, and Chris’ actions are a model for other officers to emulate.”

While the Newton native appreci-

ates the honor he is receiving, Wing recognizes the contributions of others and gives credit to his mentors and coworkers for helping him be successful.

“God has blessed me by allowing me to work under and beside several great supervisors who have helped guide and mentor me in my career.

They have been key to my success,” Wing said. “I’m also incredibly proud of every person who works for the Newton Police Department. They really make the department great.”

After 17 years with the NPD there is no slowing down for Wing. He said he thankful for God’s blessing that has allowed him to work at a job he loves.

“I know there are other occupations that I could have made a lot more money at, but I’ve always said ‘If you love what you do you will never work a day in your life.’ I remember after working for the department for a few months and saying to a co-worker, ‘I can’t believe they pay me to do this,’” Wing said. “God has truly blessed me. I owe everything I have and am to him. And Lord-willing, I look forward to serving this great city for many years to come.”

Newton Daily News Since it launched in December of 2017, the Jasper County Crime Stoppers has continued its goal of assisting in solving crime through the use of anonymous tips.

According the board chair, Nicole Lindstrom one of the main shifts has been a more proactive approach, by offering rewards for general information for criminal activity. The main reason for this shift is the lack of a Jasper County Most Wanted.

“If you have noticed, we have not published a new Most Wanted poster in a while and that is contributed to tips solving and aiding in solving some of those cases, apprehensions, etc.

Now Crime Stoppers is assisting in gathering information about general crimes since many of high profile cases have been closed down,” Lindstrom said.

A new goal for this year has been to increase

the size of the volunteer board. Lindstrom said Jasper County Crime Stoppers are seeking volunteers from cities throughout the county to help expand its assistance in those neighborhoods.

“We are looking for new energy and new advocates to help spread the word about Jasper County Crime Stoppers. Those interested can stop by our Facebook page to message us or see when our next Board meeting is, which is always open to the public and new volunteers,” Lindstrom said.

The main focus remains to assist Jasper County’s police and sheriff’s departments through information, advocacy and collaboration.

“We want to be a presence in the community and outlet for anonymous information,” Lindsrom said.

With the ISU Army ROTC, I competed on a Female Ranger Challenge Team in 2016 and 2017, ran the Bataan Death March Marathon in 2016 and 2017 and rucked the Mountain Man Memorial March Marathon in 2017.
