Reserve deputy provides unique skill set to county

By Kate Malott Newton Daily News Marsha Patterson has a love for dogs and a desire to serve the community.

Patterson is a professional dog trainer and has been training for 23 years. She’s also an emergency medical technician and volunteers at a local fire department.

In 2010, Patterson became a Jasper County Sheriff ’s reserve deputy to help the sheriff ’s office more often. She currently has two certified North America Police Work Dog Association dogs working for the county and one who is on his way to be certified.

Bullet is a 3.5-year-old blood hound, trained and certified trailing dog. Libby is an 11-year-old golden retriever, trained and certified human remains detection dog. A third

dog, Tazer, is a 3.5 year old black German Shepard and is training for his first human remains detection certification this year.

Dogs are certified each year in South Dakota. Patterson also attends various national trainings as well.

As a reserve, Patterson receives a call out when her dogs are in need and will assist at a scene or location. A call can be at any time or day and could be for a criminal subject or a victim. A scent article such as a piece of clothing is needed to start a trail.

“A trailing dog follows odor where it is most available to them,” she said.

“Take scent. Track.” is the instruction she gives to the dog.

Libby has had several finds both on her own and injunction with other dogs or dog teams.

can be a great asset to the community whether it be the sheriff ’s office or looking for missing children, older people with Alzheimer’s or dementia that may walk away,” Patterson said.

Hunting breeds or working breads are the best dog for trailing and human remains detection, she said.

“The blood hound is suppose to be one of the best scent

trailing dogs, but any dog can do it, as long as the dog has the drive to please the handler, to find what you ask them to work for,” she said.

Scent training requires at least weekly conditioning and includes a reward of high value to the dog. Bullet and Libby work for hot dogs whereas Tazer works for a ball.

“You have to have the right tone because it’s the tone that means more to the dog than the words,” Patterson said.

Patterson also is an instructor and helps others in central Iowa.

“I think she’s a great instructor. I’ve learned a ton from her,” three year independent trainer from Harden County Tammy Hansen said.

Serving with law enforcement, helping local residents and working with her dogs is why she is passionate about her work.

“I love working with my dogs. I love doing this job with my dogs. When they make a find, it is the most amazing high you can ever imagine. Whether it’s a trailing dog find or a cadaver find, it’s amazing. It’s unreal.”

Peace officer ceremony moves to courthouse square

By Jason W. Brooks Newton Daily News A change of venue and a new award are among important changes to the Peace Officers Memorial ceremony that is set for Thursday.

Though the ceremony will be held at the Jasper County Courthouse this year, it will have the

same somber reverence and respect for fallen officers that was always a part of the event.

“For years the memorial service focused on the Newton Police officers that were killed in the line of duty and buried at Union Cemetery,” Newton Police Chief Rob Burdess said. “With the addition of officers from

The ceremony, which will last about 30 minutes, is part of National Police Week and Peace Officers Memorial Day. It will fea-

ture brief speeches from Newton police and other local law enforcement to honor fallen police officers nationwide and especially in Jasper County.

For the first time, the Newton Daily News will present a Law Enforcement Employee of the Year award during the ceremony.

Last year, law enforcement, their families and bagpipe players endured rainy conditions at Union Cemetery. Honored were NPD officers Bobby Barrickman and Daniel

McPherren and Lt. Patrick Richardson, Jasper County reserve sheriff ’s deputy Howard Holdefer and Prairie City officer Donald (Rusty) Hewitt.

Patty Vermillion of Cincinnati, Barrickman’s sister, was one of about 25 people at the ceremony.

Barrickman was killed in a traffic accident on Sept.

30, 1979. McPherren was killed while responding to an armed robbery on Sept.

13, 1985.

Richardson suffered a heart attack on Sept. 1,

2013, while training for an upcoming physical agility test.

The memorial service was started in 2003 by thenNPD Chief Tom Wardlow.

Burdess said the ceremony has grown into a countywide opportunity for law enforcement agencies to show the public their unity.

“Nearly every Jasper County agency has a representative,” he said.

Newton School Resource Officer Foster named 2016 Law Enforcement Employee of the Year

By Jessica Lowe Special to Newton Daily News Taking a pie to the face isn’t in the job description for any police officer, but for Newton Police Department’s Brian Foster it’s all in the line of duty. As the Newton Com-

munity School District School Resource Officer for the past three years, Foster has gone to great lengths to build relationships with staff, parents and students, and occasionally that means taking a pie to the face.

“I enjoyed doing the pies

for sure, except for the fact that I smelled like peppermint whipped cream the rest of the night,” said Foster of taking part in Newton High School’s prom and after-prom activities. “I am a big fan of after-prom as the event is aimed at preventing teen drug and

alcohol use before/during/after the dance. It worked out great, as I was the last to go, and believe me there were what appeared to be several hundred students waiting anxiously to throw pies at me.”

Foster was recently named the Law Enforcement Em-

ployee of the Year, an award created to recognize an employee at the Newton Police Department or Jasper County Sheriff ’s Office who demonstrates a high ethical standard, exceptional work ethic and is dedicated to public service.

Foster, who was nominated by someone within the Jasper County law enforcement community, is the first recipient of the award presented by the Newton Daily News.

“Brian has always been a go-getter no matter what the situation is,” said Newton Police Chief Rob Burdess. “He is always willing to get involved, and is one of the first to raise a hand to help within the department or in the community.”

In 2007, Foster moved to Newton to take a position with the NPD. He completed his training with a number of honors and awards, in the spring of 2008. Foster said watching his dad serve in law enforcement helped him pick his future career path.

“My father was chief deputy of the Story County Sheriff ’s Office, and I learned a lot about law enforcement just growing up around him,” Foster said. “While in high school, there were three occupations that I wanted to pursue: law enforcement, fighter pilot or race car driver.

I’m not smart enough to fly fighter jets, I’m not wealthy enough to race cars for a living, so law enforcement was the natural fit.”

Although being a pilot or a NASCAR star didn’t work out for the eight-year veteran of the NPD, Foster’s commitment to law enforcement, his sense of humor and outgoing personality have helped make him a perfect fit as an SRO.

“(He is) funny, gregarious, high energy,” said NHS Principal Bill Peters. “He brightens the hallways and provides an extra authority figure.

He is simply a high energy interactive guy, (who is) quick with a smile and is always working.”

From reading books to elementary students to serving as assistant coach for the freshman football team, helping staff diffuse behavioral issues in the classroom to yes, taking dozens of pies to the face, Foster is credited with having a profound impact on Newton’s students. Peters said having Foster in the halls of NHS has truly made a difference to the students.

“He says hello to all students and gets to know them on a personal level. He attends their

events and applauds their accomplishments.

Brian also volunteers in activities and interacts with the kids consistently,” Peters said. “He has taken my own son under his wing. They routinely lift weights together and Brian assists him with workouts and advice on life interjected in between sets.”

When Foster’s time as SRO ends in October he will return to patrol.

And while he is excited to get back to community police work he said he has enjoyed the SRO job immensely and will miss the interaction with the students.

“I would have to say that the most enjoyable part about being the SRO has been seeing positive results working with the students and staff of the district,” he

said. “Many students go through tough times at school or at home, and I try to help them through whatever the issue or issues may be. Whether it be a law-related issue, or a personal/relationship issue, I try to be there for the students and always offer advice. Occasionally, I even get a thank

you note or phone call talking about how I may have helped.”

When individuals and the community positively recognize the efforts of the local law enforcement it is very much appreciated by the men and women wearing the uniform, Burdess said, adding that Foster

is very deserving of Law Enforcement Employee of the Year award.

“I think it is great anytime we are able to recognize an officer,” Burdess said. “Brian is great and he is an officer who clearly performs at a high level and has consistently proven that. I’m excited for this award program because we will be able to highlight our great people like Brian in our department and throughout Jasper County law enforcement.”

Foster, who returned to his work at the schools at the end of April after a few weeks off spending

time with his wife, son and newborn daughter, said he was moved when he learned he would be receiving the award.

“Winning this award is extremely humbling, and I am very honored,” Foster said. “I work with some great people, many deserving an award such as this, and we all have our own way of doing the job. Some may like my style, some may like another officer/deputy/trooper’s style, but we all try to do the job to the best of our ability. Typically our job is considered ‘thankless,’ so an award such as this makes me proud.”

Light up blue for Police Week

By Jamee A. Pierson Newton Daily News Newton is going to Let Blue Lights Shine for National Police Week beginning Monday.

More than 50 blue lightbulbs have been sold for the Project Blue Light fundraiser, with lights still available for purchase at the Newton Police Department.

The first annual Project Blue Light fundraiser is sponsored by the Citizen Police Academy Alumni Association which is selling the blue lights as a way to support and honor local police officers. Citizens are asked to turn on their blue lights in conjunction with National Police Week which begins Monday and runs through May 15.

“I think it is easy to forget police officers are people who voluntarily put their lives at risk on a daily basis to protect our community, and those passing through it, and it is important for that community to show respect and support for what these officers do on a daily basis,”

CPAAA president Nicole Lindstrom said. “It would be amazing if we could light up the town blue during National Police Week in a way of remembrance for officers lost and as a thank you for the protection our officers provide to the community. It’s a small way for us to give back in symbolism and monetarily.”

The light bulbs are $10 each and available from 7:30 a.m. to 5

p.m., Monday through Friday at the Newton Police Department, 101 W. Fourth St. S. Along with the blue lightbulb, supporters will also receive a free LED light bulb, provided by the Newton Hometown Rewards Program.

Funds raised through the sale of the bulbs will go toward updating the NPD’s Police Memorial and the Shop with a Cop program.

“It’s kind of a neat thing for a community to show community-wide support for their law enforcement officers,” Newton Police Chief Rob Burdess said.

He also said it will be great to start gathering funds to grow the Police Memorial and make it have a more substantial presence at the department.

“This is our effort to improve that a little bit and make it more significant, given that we have had two officers killed in the line of duty in our community,” Burdess said.

Peace Officer Memorial Ceremony The Newton Police Department will host its annual Peace Officer Memorial Ceremony from 5:30 to 6 p.m. Thursday.

The location has been changed this year, with the memorial planned on the Jasper County Courthouse lawn. The Newton Daily News will also present its Law Enforcement Employee of the Year to Officer Brian Foster.

Richardson Run Memorial 5K The Richardson Run Memorial 5K is named after Newton Police Officer, Lt. Patrick Richardson, who died Sept.1, 2013, after suffering a heart attack while on his morning run. Funds raised will support expansion of the Newton Law Enforcement museum/memorial. The race

begins at 9 a.m. Saturday with packet pick-up at 8 a.m. It starts and ends at Berg this year. Registration forms are available at the police department and online.

Jasper County Sheriff’s Office Open House Following the Richardson Run, stop by the Jasper County Sheriff ’s Office, 2300 Law Center Drive, for an open house.
