Historic courthouse to get new windows

By TONY SCOTT tscott@kendallcountynow.com Three windows will be replaced at the Kendall County Historic Courthouse at a cost of $39,500, after the County Board unanimously approved the project.

The board has hired Patrick McCann, Inc., of Geneva to complete the project by May 1 of next year.

The building served as the county’s main judicial building until the current courthouse was built in 1998.

The original building was constructed in 1864, but was destroyed by fire. A new, replica version was built in 1887.

After falling into disrepair in the 1990s, county officials considered demolishing the building, but former Speaker Shaw Media file photo of the House Dennis Hastert secured funding for the building’s restoration. Stay interested through next April’s election The nation has yet to get through the fall election, but our readers may have noticed in our pages over the past few weeks notices about another election on our collective horizon: the April 4, 2017 local election.

Effective Sept. 20, candidates interested in seeking election to local municipal, school, township and elective park and library district boards can now circulate petitions to have their names placed as candidates on local ballots next spring. The filing period for candidate petitions will be Dec. 12-16 at the appropriate local governmental office.

While the November election is certainly critical to the future of our nation, our national security and the State of Illinois, next April’s balloting will be critical to Kendall County, its communities and residents. The candidates who file petitions in December and gain election in April will join those who will set policies that will shape local communities in the coming years while approving budgets that affect your annual property tax bill.

Based on historic voter turnout data here in the county, however, far, far

fewer ballots will be cast next spring as compared to this November. For example, in the November 2012 presidential election just over 69 percent of all of the county’s registered voters cast ballots, but in the local election the following April just 11.5 percent participated.

The Nov. 8 election is important to our nation and the state, but given the concerns we hear over and over from residents about taxes, schools, highways and other local issues we would hope more people will choose to maintain their interest in electoral politics beyond this fall’s voting. Better yet, we would encourage those with the time and the desire to serve their communities to consider running for one of the many local elective offices next spring.

There is no financial reward for serving on your local school, park or library board. And most of those who serve on a city council or village board receive a comparatively modest compensation for their efforts. But the rewards for holding a local office come in the form of having a direct say over policy, budget decisions and ultimately a real impact on the community served.

Returning upriver, La Salle and his faithful Italian companion Henri de Tonti paddled up the Illinois River and established the first permanent French fort in Illinois atop Starved Rock. Thus, the flag of France became the first banner to float over Illinois and the Fox Valley.

Although the French claimed Illinois, it wasn’t for long, managing to hold on to it for only 80 years.

Illinois was a rich country, and both the French and their enemies in North America, the British, wanted control of it. After several colonial wars between the French and their Indian allies on one side and the British on the other, the British finally prevailed during the Seven Years War. In 1763, Illinois was ceded to the British.

Though the French gave Illinois to the British, the area’s Indian inhabitants decided they didn’t want to be given away, and proceeded to slaughter every Brit they could find. The war, called Pontiac’s Rebellion, was quashed by a Swiss colonel fighting for the Brits. Finally, in 1765, soldiers of the famed 42nd (Black Watch) Regiment were finally able to march into Fort de Chartres in southern Illinois and raise the Union Jack. Thus flag number two.

Kids of all ages have been having exciting times at Six Flags Great America ever since the place opened up in Gurnee back in the Bicentennial year of 1976.

Amusement parks and I don’t get along, so I’ve never been there, but both my kids made it there several times during their teenage years. But I imagine neither they, nor the hordes of other visitors, ever thought about that “Six Flags” in the park’s name.

Turns out, while the name originated with the park’s current corporate owners down in Texas, it’s not just a marketing ploy. Six flags really have flown over northern Illinois during the past 300-plus years.

Drive or walk around anywhere in the Fox Valley, and you’ll see many a flagpole with the U.S. Flag proudly waving in the breeze on crisp autumn days in front of homes and public building in the area. But the Stars and Stripes is only the last in a long line of banners to fly over the region between Lake Michigan and the Mississippi River.

If the Native People living here had had a flag, they would have had it proudly flying in front of their public buildings when Marquette and Jolliet arrived in the area in 1673. Alas, the members of the Illiniwek Tribe had no flags and no comprehension of what was about to befall them as the first Europeans pushed into Illinois with imperialism on their minds.

The 12th annual Plano Oktoberfest was held Sept. 23-25 on Main Street in downtown Plano. The event, presented by Wurst Kitchen Sausage Company, featured German bands, dance contests, a beer wagon with German beers and wine, and authentic German food including schnitzel, roast pork, kassler rippchen, bratwurst, potato salad, sauerkraut, strudel and more. The Waters Dental Group of Sandwich is hosting the eighth annual Halloween candy buy back program, Save a Tooth, Treat a Troop!

Once again, Dr. John Waters and staff are putting their money where their mouths are, because they know the damaging effects of too much candy on anyone’s teeth. Kids can still have all of the fun of trick-or-treating, but also have the opportunity to share with the troops, and grow their piggy banks.

In addition to the cash, each child will receive a glowing tooth brush kit.

candy up to $5 maximum. All candy, including chocolate, will be shipped to the troops with the help of Operation Care Package in Joliet. Oral Hygiene Care Items will also be donated to help our troops take care of their mouths while they enjoy their treats. Healthy mouths lead to healthy bodies, but it’s OK to have a treat once in awhile.

Participants are invited to stay and color a picture or write a note to include inside the care packages that are sent to the men and women serving our country. Anyone unavailable on the day of the event can drop off donations during regular business hours any time after Halloween up until Nov. 7.

Bench dedicated in memory of American Legion member PLANO RECORD The Sons of the American Legion dedicated a bench in memory of Wally Herreid on Sunday, Sept. 18. Herreid passed away on May 3, 2015 from brain cancer.

A beautiful granite bench now sits in front of the American Legion Post #395 in Plano. The bench is inscribed with the words “Sons of the American Legion Dedicated in Memory of Wally Herreid”.

On the left side of the bench is the

Sons of American Legion emblem and on the right is the MIA/POW emblem with the words “You are not Forgotten”.

Herreid’s brother, Robert Herreid, is still missing from the Vietnam War. Many family members and friends came out to honor this great man, husband, father and grandfather. Herreid was a member of Plano American Legion Post #395 Sons of the American Legion and American Legion Riders of Sandwich Post #181. His memory will always be etched in stone.

Referendum asks voters for higher tax rate District missing out on state funds, officials say SHAW MEDIA

The Newark Grade School District 66 Board of Education will have a referendum on the Nov. 8 ballot asking voters for permission to increase the limiting rate on the district’s property taxes.

Since 1997, Newark Grade School has operated under the Property Tax Extension Law Limit (PTELL) sometimes called the tax cap. This means that property taxes can increase by 5 percent or the Consumer Price Index (CPI) each year – whichever is the lesser.

Since 1997, the highest property tax increase using CPI was 4.1 percent in 2007. (The following year it was .1 percent). This year the CPI will be 0.7 percent.

Over the last 18 years, the allowable property tax increase has averaged a 2.24 percent increase per year in PTELL districts such as Newark Grade

Filing period announced for Newark school board candidates Nominating petition forms for the April 4, 2017, school board election in Newark Community Consolidated Grade School District 66 are now available. Forms may be picked up at either the Kendall or LaSalle County Clerk’s Office.

Four seats on the seven-member School District 66 while non-PTELL districts levy for almost 5 percent annually. Thus, the district’s allowable increase has been less than half that of neighboring districts for the last 18 years.

Currently Newark Grade School District 66 spends in total operational costs $8,889 per student with the state average being $12,521, according to a statement released by the district.

The statement continues: “Our Operating Tax Rate for last year was 2.26 per $100,000. The state average Operating Tax Rate is 3.52. The Operating Tax Rate for Newark Grade School District

66 pays for 78 percent of everything in our district – from maintenance and teachers to curriculum, buses, etc.

While that sounds like a good amount of money generated through local dollars consider this – we rank 333 out of 375 grade school districts in Operating Tax Rate. This puts us in the bottom 11 percent of districts in the state for amount in tax levies and that makes the state believe that we are a wealthy district. Wealthy districts receive less state and federal funding.”

The statement adds: “Newark Grade School District 66’s last property tax referendum was 1972. We are proposing a .7 percent increase in the

Officials with the nonprofit Chapel on the Green have announced that their historic 1855 church building in Yorkville has been placed on the National Register of Historic Places. The National Register of Historic Places is the official list of the nation’s historic places worthy of preservation.

The agency is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect America’s historic and archaeological resources. The Register’s properties have significance to the history of their community state or the nation.

Listing in the National Register of Historic Places provides formal recognition of a property’s historical, architectural, or archaeological significance based on national standards used by every state.

The Register is administered by the National Park Service (an agency within the United States Department of the Interior). The Chapel on the Green is a not for profit organization whose primary goal is the preservation of the building which was built at 107 W. Main Street in 1855. Originally named the Bristol

Congregational Church, the New England style building features stained glass windows and an 1899 pipe organ that is still in use today.

The Chapel hosts weddings and other ceremonies and programs and is the home of Boy Scout Troop 40 and the Treasure Breads, Inc. Board members of the Chapel play a role in overseeing the care and maintenance of the building, and participate in projects and events throughout the year. Membership is open to anyone who has in interest in history and preservation, and may have skills beneficial to the organization’s mission.

There are now 10 Kendall County entries on the National Register which include three in Yorkville: the first court house, the Parkview Christian Academy (originally the Yorkville High School), and the Chapel on the Green.

Family fun on tap this autumn at Little White School Museum SHAW MEDIA Looking for some family fun close to home this fall? Then the Little White School Museum, 72 Polk Street, Oswego, has just what you’re looking for.

On Saturday and Sunday, Oct. 1-2, from 12:30 to 3:30 p.m. each day, enjoy “Apple Head Carving.”

Have free, family fun with the yummy and versatile apple during this free family make and take craft activity hosted by Stephanie Just. Since the Oswego area was settled apples have been baked, canned, dried, and pressed. Now visitors age 5 and up can carve their own apple head complete with eyes, nose, and a mouth. You can match wits with other Oswegoland residents on Saturday, Oct. 8, from 5 to 6 p.m., when the museum hosts “Hometown Trivia BINGO.” Museum Assistant Sarah Kimes will help participants age 16 and up test their Oswegoland historical trivia skills against your friends and neighbors during this entertaining and popular Oswegoland Park District program. The museum’s annual observance of Veterans

Day, “Remembering our Veterans,” will be held this year from Saturday, Nov. 5 through Sunday, Nov. 13. This year, the museum’s annual veterans’ salute extends over nine days, and will be open daily from 9 a.m. to 4 p.m. during the entire run of the exhibit. In addition, an extended 9 a.m. to 8 p.m. will be held on Veterans Day, Nov. 11. The exhibit will again feature photos of hundreds of veterans on the Wall of Honor and special exhibits of Oswegoans killed in action from the Civil War through Vietnam, as well as dozens of uniforms, documents, and military equipment used by male and female Oswego area soldiers, sailors, and Marines. Admission is free.

Family craft fun wraps up the museum’s fall season on Saturday and Sunday, Dec. 10-11, both afternoons. “Christmas Decorations – Victorian Style” will offer a chance for Oswegoland residents to stop by the Little museum between 12:30 and 3:30 p.m. either day and make holiday decorations to take home and share during this free family craft activity. These Victorian themed crafts will add a special touch to any celebration. This free family activity is recommended for holiday enthusiasts age 3 and up. Children must attend with an adult. Pre-registration is recommended, but walk-ins are welcome.

When you’re driving on a highway in a rural area, you’re at greater risk for a fatal crash than when you’re driving in the city. You need to protect yourself when driving in the country, says Bob Aherin, agricultural safety and health specialist with the University of Illinois Extension.

In Illinois each year there are typically more than 275 motor vehicle collisions with farm equipment on public roads.

One of the most important things you can do to be safe on rural roads is to slow down. Keep your speed at or below the posted limits. If you’re driving in the country and don’t see a posted speed limit sign, remember that the maximum legal speed on most open non-freeway and non-interstate highways is 55 miles per hour. Speed limits are often posted lower because of road conditions, construction, curves or hills.

Watch out for farm machinery when driving in the country. Remember that combines, tractors, and the implements they’re pulling are usually traveling less than 25 miles per hour.

“Keep an eye out for the red and orange fluorescent slow-moving vehicle

emblem and adjust your speed accordingly,” Aherin said. “If you need to pass a farmer pulling his equipment on the highway, try to make visual contact if possible. Wait until the machinery operator knows you’re there. Many farm equipment operators will pull their machine over where there is a safe area.

However, that’s not always possible, especially if the edge of the roadway is steep or without a shoulder.”

If you’re a farmer, make your implements as visible as possible, says Aherin. State laws regarding machinery lighting and marking require, at minimum, a slow-moving vehicle emblem at all times. If moving at night, equipment must have two red taillights mounted as far right and left as practical, two white headlights visible for at least 1,000 feet to the front and at least one flashing amber light. It also is recommended for enhanced visibility to have an amber flashing light mounted on the far right and left of tractors and implements that is visible to both the front and rear.

Woman said to run illegal boarding house

By TONY SCOTT tscott@kendallcountynow.com A Montgomery woman is accused of running an illegal boarding house out of her single-family home in the Blackberry Crossing West subdivision, according to a lawsuit the village of Montgomery filed against her in Kendall County court.

The lawsuit accuses Catherine L. Boyd of running her home at 2328 Thunder Gulch Road as a “boarding house facility from said property in violation of the village’s zoning code, as well as the village’s code of ordinances.”

“Boyd consistently rents out rooms in the home and receives rental payments as compensation for the same, and advertises rooms within the property for rent on websites such as Facebook and Craigslist and upon unpermitted signs within the village’s right-of-way,” the village’s complaint states.

The lawsuit seeks a court order that directs Boyd to “cease and desist renting out rooms at the property.”

The lawsuit states that each of the rooms rented to tenants has a lock keyed from the outside, using different keys. It states that Boyd cooks and serves food to tenants residing in the home.

The complaint states that the rental of those rooms violates the village’s R-2 residential zoning, which is meant for single-family use only.

“Boyd maintains separate kitchen facilities in the home’s basement area, including several refrigerators, a stove, a microwave, and numbered cabinets to correspond to the rented rooms,” the lawsuit states. “Separate bathroom facilities are also located in the basement area.”

The lawsuit states that Boyd continues to rent out rooms in the house despite having been cited by the village’s code enforcement officer.

The lawsuit goes on to say that in April of 2014, Montgomery police were called to the house in response to a verbal argument between Boyd and “an individual identified as a tenant of the property.”

“The tenant asserted that in addition to himself, there were three other individuals renting rooms at the subject property,” the lawsuit states.

According to the lawsuit, Boyd was placed on court supervision and directed “among other things, that the ‘property shall be used exclusively as a single-family residence in compliance with applicable zoning and permits.’”

The lawsuit said Boyd signed the court order and pleaded guilty.

In April of 2015, Boyd’s court supervision was suspended and a finding of guilty was entered in part because she continued to advertise rooms for rent in violation of the court order, according to the lawsuit.

Boyd continues to rent rooms and the village’s police department and Department of Community Development “continue to receive complaints from neighbors and former tenants of the property regarding this practice,” the lawsuit states.

The village’s lawsuit states that without the protection of a court injunction, the village will “suffer irreparable harm” and that village officials will “either be required to allow such continuing violations to occur or expend an extraordinary number of personnel hours issuing citations.” Over the last three years, the lawsuit states that there have been approximately 60 visits by code enforcement officials to the property.

Boyd has “demonstrated her flagrant disregard for the village’s ordinances, as was demonstrated by her failure to comply with her court-ordered supervision, as well as the numerous verbal and written citations that she has received,” the lawsuit states.

A meeting on the case has been set with Judge Robert Pilmer for Nov. 7.

In response to the allegations contained in the lawsuit, Boyd said she is planning on countersuing the village.

She said village officials “have been blatantly harassing” her over the past three years.

“They keep thinking that I’m doing

things that I’m not,” Boyd said. “I have a large family that lives with me.”

Boyd said village officials have contacted her subdivision’s homeowner’s association “trying to get any violation they possibly can.” She said she has successfully fought tickets that have been written against her by the village.

“I have gone and won in open court against a number tickets that they’ve given me,” she said. “The chief of police, the police officers, and the village of Montgomery, the board of the association have told me they feel that I’m a menace to society so they’re gonna do whatever they can to charge me money to get me to move out of Montgomery.”

According to Kendall County court records, Boyd’s homeowner’s association, Blackberry Crossing West HOA, also filed a lawsuit against her last Friday.

Boyd was also ordered to pay $873.41 to her subdivision’s homeowner’s association after the organization filed suit against her in 2015.

This past February, Boyd was arrested and charged with felony unlawful restraint. That case is still pending, according to court records.

In 2014, Boyd was found not guilty of unlawful operation of a child care center, according to court records. However, Boyd said the village “shut my day care down.”

“Well, I can’t afford my mortgage on my own; I’m a single mom,” she said.

“So I’ve had friends or family stay with me to help me pay my mortgage.”

Boyd said her boyfriend and his family have moved into the home, along with her ex-father-in-law.

“Yes, I have a couple people who live with me here; they’re not my blood relatives, I understand that,” she said.

“But they’re still my family. And they don’t like it because my fiancé is a little bit of a hillbilly, his brother is even more redneck than him. They like to drink on the front porch and hang out and get a little loud sometimes.”

She continued, “We do have parties in the backyard. We have big huge parties, because I’m a party planner.

So I have my friends’ parties here. My girlfriend’s baby shower was here, I’ve had a wedding here before, my son’s birthday party was here a couple weeks ago. So, yes, I have company, I have friends, I live in my home.

They don’t like this. My neighbors next door hate me because I have dogs. They don’t like the dogs. They’ve literally come over and asked me, ‘Can you get rid of your dogs please because we’re afraid of them.’ I’m sorry, my dogs are like my children. I’m not going to just get rid of them because the neighbors next door decide that they don’t like dogs. That’s really unfair.”

Boyd said her neighbors frequently call the police for noise issues at her house.

“The neighbors all around here hate me because the cops are constantly at my house, for this stupid crap,” she said.

Plano volleyball can’t shake seven-game skid PLANO RECORD The Plano volleyball team (5-17) faced a challenging slate of games in the Harvest Christian Invite last Saturday and went 0-5 on the day.

Plano fell to Fenton 20-25, 24-26 and lost to Harvest Christian 14-25, 23-25 before dropping an 11-25, 17-25 match to DeKalb. Plano lost to Burlington Central 15-25, 17-25 and Schaumburg Christian 22-25, 20-25. Kaylee Read had 37 assists and 18 service points, Emily Schopp made 21 kills and had 11 service points, Eveline Chaidez had 37 digs and Alyssa Dolan had 15 kills and 18 digs in addition to 10 service points.

Plano: The Plano girls team competed in the Blue Division at the annual Aurora Central Catholic Charger Classic last Saturday and placed 13th overall.

Linnea Collins placed 72nd overall with a time of 21:37 while Rachelle Gomez clocked in at 22:44 and Demetra Phylactos finished in 22:50 while Yali Chavez finished in 24:26, Sarah Roberts in 25:17 and Brooke Morgan in 26:44.

The comeback was aided by two Manteno fumbles, which were recovered by Jorge Martinez and Levi Campbell, and an interception by Danny Nunez to give the Reaper offense another opportunity on the field.

“The defense got us the ball back and our offense went out and capitalized,” Kunz said.

Ward finished 12 for 16 passing for 268 yards, one interception and four touchdowns. Adeoti caught eight passes for 182 yards and two touchdowns.

Plano had 197 yards rushing, led by Winter’s 128 yards on 16 carries.

“Jay Winter had an incredible night.

He really ran the ball well and there were a couple times where we didn’t necessarily block the play well, but he still made cuts and got us yards,” Kunz said. “It was a good night for Tyler, and him making plays when things were falling apart – he really has a nack of doing well under pressure. He can roll out of the pocket and scramble around to find someone open. That is a lot of what happened [Friday] night.”

Plano will now host Coal City for the Reapers’ Homecoming celebration on Friday at 7 p.m. The Coalers opened the season with a 3-0 start, but have struggled in their last two – most recently dropping a 14-7 game to Herscher to fall to 3-2 overall.

“Coal City is coming off a tough loss to Herscher. The week before they had a tough loss to Manteno, so they’re going to be hungry and ready to go,” Kunz said. “They’re also going to have in mind last year when we beat them pretty bad at their place. They’re going to have revenge on their mind. They’re a good ball club that is well-coached.

It’s going to be a battle just like every Coal City/Plano game is.”

Reaper Family, There’s no place like Homecoming. Our theme this year for PHS’s Homecoming could not be more fitting to how our team feels about our home town. Homecoming week is usually a week that coaches dread because of “distractions” and opportunities for players to forget about the task at hand – winning a game Friday night.

As a team, we realize that our job in all of this is to win on Friday night in order to make the parade enjoyable for all. In the meantime, I hope our community and school embrace the Homecoming experience, as I believe that this is a chance for our entire Plano family to unite.

Whenever we have a pep rally at school, I tell my players there are three types of people at a pep rally: People that are too cool, people who will act a fool, and people who are for their school. There are a lot of opportunities for the community to join in on the fun of Homecoming. From our volleyball game Tuesday night, the powder puff game and our pep rally on Main Street Thursday night at 8 p.m., the soccer game Saturday at noon, and of course the football game Friday night and the parade Saturday.

Our community needs this Homecoming as a rallying point to find common ground and unite. What better cause is there these days than uniting to support our youth that will someday become the leaders of our society?

With our “comeback” victory at Manteno last Friday, we are still in the hunt for a conference title with some help. Either way, our team is focused on eliminating mental mistakes and taking one day at a time. Friday night will be special as we honor the 2006 state title team on their 10 year anniversary of winning state. Mark Heller will be our honorary captain in honor of his role in the team as an alumnus who came back and has contributed to our community.

Reapers, let’s unite to make the idea of Homecoming something important to this community again. Be the person that is for our school, because being “too cool” or “acting a fool” will only make our kids feel like our town is cruel. (Sorry I had to rhyme.)

Manteno took a 21-0 lead on visiting Plano in Friday night’s Interstate Eight Conference Large Division clash, but the game was far from over.

With 7:58 to play in the first half, the Reapers found the end zone and went on to score 46 unanswered points to clinch a 46-21 win – its first victory in Manteno since 2007.

“This was our Super Bowl,” Plano coach Brad Kunz said. “We have to treat every week that way. In the I-8, it’s just tough sometimes because we have a lot of good teams. It’s just a matter of being hot at the right time in the season.”

Plano’s first points came with a 37-yard touchdown pass from Tyler Ward to Levi Campbell, and the extra point from Emmanuel Valles was good.

Ward then found Elijah Maisonet for an 8-yard touchdown to create a 21-13 halftime score.

The Reapers put together an early scoring drive in the third quarter when Israel Adeoti caught a 49-yard touchdown pass from Ward with 9:51 on the clock. Three minutes later Plano was back in the end zone when Adeoti caught an 80-yard pass from Ward to give the Reapers a 26-21 lead with 6:31 to go in the third quarter.

“We were at the 20-yard line and it was a broken play, but Tyler scrambled around and hit Izzy,” Kunz said.

“We feel that play is a season-changing play. Everybody out there was making a block that helped him score. We feel that’s a big improvement from a few weeks ago. Our effort picked up and our belief in each other picked up as well.”

Jay Winter scored on a 25-yard run, Levi Campbell scored from the 9-yard line and Mauricio Perez secured a 15yard touchdown run for the Reapers to cap Plano’s 33-point explosion in the third quarter.

“We talked about how we scored 43 points in a quarter against Sandwich, and we may not be able to do that any time we want, but that can happen any time. We just have to believe we’re in every game,” Kunz said. “We knew we were getting the ball after halftime and
