Monarch property ready for resale

By LYLE R. ROLFE news@kendallcountynow.com The city of Plano has received a clean bill of health on eight acres of the Monarch Foundry property, meaning it can be sold for redevelopment, Mayor Bob Hausler told Plano City Council members at a recent council meeting.

He said the city received a letter of remediation from the Illinois Environmental Protection Agency stating that the land has been sufficiently cleaned and can be redeveloped.

Hausler said they received an OK to sell eight acres of the 11-acre site for redevelopment. The remaining three acres are on a slope and cannot be used at this time.

The parcel is east of Plano Molding.

It is between the Big Rock Creek and the present Plano Molding buildings north of Route 34 and south of the Burlington Northern Santa Fe railroad tracks.

Sometime after the Monarch Foundry closed several years ago, the city purchased the property so the buildings could be razed and the land sold for redevelopment as industrial.

The city hired a demolition and salvage firm to remove the building, part of which was three stories tall. It was noted at an earlier council meeting that removing asbestos and transite, a form of asbestos sealed in concrete slabs, had become far more expensive than anticipated.

John McGinnis, Plano public works director and city engineer, said the city told the demolition firm they would have to remove the asbestos panels from the roof and walls, with the asbestos intact. But on the three-story portion of the building the firm’s equipment

The Monarch Foundry property on Route 34 in Plano had required significant cleanup. would not reach high enough, so the contractor knocked it down, causing the panels to break apart and releasing the asbestos, McGinnis said. The firm then took a bulldozer and spread the asbestos across three acres, McGinnis added.

The council then hired another contractor to do the cleanup work, which consisted of removing all the asbestos, concrete and dirt on the site and covering the contaminated soil with at least 3 feet of clean fill.

Hausler said the property is zoned for manufacturing, the same as adjacent property. He said the eight acres has been appraised at $700,000. This is not enough to repay all costs the city has incurred on the project, but this means it can now be sold and placed back on the tax rolls.

“There already has been some interest in developing the property,” he

said, but did not say who the interested parties were.

Development of the site would not only add to the city’s tax base, but could provide employment, he noted.

Last November, city council members, in a closed session, discussed whether they should take legal action against the demolition and salvage firm for contaminating the site. After the closed session, City Attorney Tom Grant said there would be litigation and council members unanimously accepted Grant’s recommendation to hire a firm to file suit against the firm.

Grant recommended Julie Cibulskis, from the law firm of Speers, Reuland and Cibulskis of Aurora, be hired to represent the city by prosecuting the demolition firm for its handling and removal of asbestos material from the foundry site in 2010 and 2011. The suit is still pending.

Fireworks citations increase from last year

By LYLE R. ROLFE news@kendallcountynow.com Plano residents and city council members asked for more enforcement of fireworks law violators during the July 4 weekend and they got what they wanted.

Interim Police Chief Jonathan Whowell told council members on July 11 that his officers investigated every complaint they received.

“It was a relatively safe fourth,” he said, noting that they put forth an effort to have a safe city. He said they were fair and consistent with their enforcement actions against fireworks violators.

Whowell said they issued 21 citations this year compared to three last year. He noted that Kendall County had 110 calls for fireworks violations,

88 of which were in Plano. He said his department responded to 86 complaints and issued 21 city code violations.

His officers were either unable to locate the remaining 65 offenders or cite anyone else for violations.

“We’ll do better next year,” he said, adding that the news media was helpful in notifying people that violators would be ticketed if caught.

A Plano resident who spoke at the last council meeting and asked for more enforcement of fireworks violators said he was pleased with what the department did and thanked them. He said the 21 who received citations will think twice about shooting fireworks next year.

Alderman Bob Jones, said he thought the city’s $50 fine was not large enough, adding that Plainfield was fining violators a minimum of $500.

At the previous council meeting, it was recommended that Plano police issue state tickets for violations which carried a $105 fine. But it was noted that the city would receive a very small amount as its share of the fine.

And the officers would have to spend time appearing in court for each such arrest.

The city ordinance fine was $50, and most of every fine goes to the city, Whowell said. This helped pay the cost of having officers on overtime to work July 4, he added.

Jones said residents of Lakewood Springs where he lives are still setting off illegal fireworks, not just sparklers.

“They were doing it a week before the Fourth and are still doing it. We need to do something about these people who think they are above the law,” he said.

“It’s been going on for several weeks, ever since the original legal challenges started,” he said.

“It’s a combination of the existing board feeling like something needed to drastically change in order to allay the public’s fear, the donors’ fear, the volunteers’ fear. And the most important thing for both boards – the old board and this new board – since the very first time we talked about it, was making sure that the operations of the food pantry, the several hundred families that go through there every day, are unaffected. They should see no change in their operation – the food and the supplies that they count on will be at the pantry every Thursday.”

By TONY SCOTT tscott@kendallcountynow.com DeKalb County Coroner Dennis Miller announced Friday that Maria Spaeth, the former director of the Kendall County Food Pantry, died of a drug overdose.

Spaeth, 52, was found unresponsive at her Lake Holiday home on the afternoon of June 21, and was brought by paramedics to Valley West Hospital in Sandwich where she was pronounced dead.

She and her husband, Kenneth, the food pantry’s former treasurer, resigned from the organization June 7. Six days earlier, Yorkville police executed a search warrant on the food pantry building at 208 Beaver St. in Yorkville and at a Kendall County residence.

The search warrants were executed as part of an investigation by police regarding “suspicious transactions and possible theft of funds from the Kendall County Food Pantry accounts,” according to the Yorkville police.

Miller said Spaeth had lethal amounts of acetaminophen, Xanax and hydrocodone in her system. He said, however, that he could not determine if the death was intentional or accidental.

“There’s nothing there that says it’s a suicide,” Miller said. “These medications are prescribed to her from her physician.”

Miller said Kenneth Spaeth declined to answer questions about his wife’s death.

“I wanted to ask her husband some questions, but his attorney said not to talk to me,” he said. “That’s why I say it’s undetermined. I would push more toward accidental than anything else, but I’m making it undetermined.”

A group of community leaders is poised to take over the operations of the Kendall County Food Pantry, pending legal review, according to food pantry officials.

According to Food Pantry Board President Jeff Young, the pantry is “in the process of accepting a proposal from a group of prominent local community leaders to immediately assume the administration of what will be called the Kendall County Community Food Pantry.”

“This new leadership is committed to ensuring the pantry’s mission of service to the community continues,” Young said.

“They will be actively implementing new legal, accounting, and accountability systems.”

Greg Witek, Little Rock-Fox fire chief and KenCom Executive Board chairman, is the acting board chair for the new Kendall County Community Food Pantry, according to Young.

The other members of the new Kendall County Community Food Pantry Board will be Kendall County Sheriff Dwight Baird; Rick Bill, food pantry operations management; Stan Free, executive vice president of First National Bank; Oswego Village President Gail Johnson; Millbrook Village President

The changes come after a month of turmoil for the food pantry.

No reason for optimism on funding reform

Eliminate Hastert’s pension

Given Kendall County’s status as having among the highest property taxes in Illinois and the nation, we believe it’s fitting that the county have two representatives appointed to Gov. Bruce Rauner’s newly formed School Funding Reform Commission.

This past week Senate Republican Leader Christine Radogno, R-Lemont, named State Sen. Sue Rezin, R-Peru, to the commission, while Democratic House Speaker Michael Madigan has appointed State Sen. Jennifer Bertino-Tarrant, D-Joliet, to the panel. Both Rezin’s and Bertino-Tarrant’s legislative districts encompass large areas of Kendall County.

Rauner’s commission has been given the daunting task of reviewing and coming up with a plan to reform Illinois’ out-of-whack school funding formula over the next several months.

The commission’s final report is due to the governor’s office and General Assembly by next Feb. 1, well after the November election.

Serious reform of the school funding formula is long, long overdue in Il-

linois. We can recall attending forums on the need for funding reform hosted

by School District 308 in Oswego in the mid-1980s. Like today’s officials, everyone back then agreed that a major change was needed in the method we pay for schools to prevent property taxes in Kendall County and elsewhere from spiraling out of control. But anyone who examined the property tax bill they received in the mail this spring knows all too well that nothing happened.

Over the years there have been periodic attempts to shift the education funding burden from the property tax to the income tax. Those efforts, however, were quickly shot down amid concerns from opponents – both Republican and Democrat – that such a shift would require an income tax hike with no guarantee of a property tax reduction.

At election time in the 1990s, opponents of such measures attacked candidates who supported a property tax cut for income tax hike as supporting a tax hike.

At least Sen. Rezin indicated she has a commendable grasp of what she is getting into in accepting a commission appointment. As she told our reporter, Tony Scott, last week, “Any time you change the school funding formula, you need to identify new revenue to come into the equation to make this work, as opposed to just changing the funding formula with no new money.”

In other words, Rezin and the commission will likely have to recommend a tax hike as part of any workable funding reform plan. We would hope that any tax hike would be tied to a corresponding decrease in property taxes.

We wish Rezin and the rest of the commission well in this latest effort to change the way we all pay for public education in this state.

Unfortunately, until a majority of state lawmakers are willing to set aside their own political interests and act in the interest of the state’s taxpayers and schools, we’re not expecting the school funding problem will ever be fixed.

To the Editor: When former U.S. Speaker of the House Dennis Hastert of Plano reported to federal prison to begin serving a 15-month sentence for illegally withdrawing money to keep an alleged sex abuse victim quiet, he passed through razor-wire fences with an annual $28,025 taxpayer-funded pension from his six years as a member of the Illinois House of Representatives.

While the Illinois Retired Teachers’ Retirement System moved to immediately revoke Hastert’s pension following his “guilty” sentence, Illinois law states that a General Assembly member who commits a crime is still eligible for a pension if the crime occurred before or after election to public office. It doesn’t matter that Federal Judge Thomas Durkin described Hastert as a “serial child molester,” he’ll continue to receive his pension.

So while Hastert sits in jail, he’ll cashin more than $35,000.

That’s just not right. Hard-working and law-abiding taxpayers shouldn’t be left to pick up the pension bill for this child predator or any other General Assembly member who abuses the public’s trust and commits a felony against a minor.

Something must be done. That’s why I recently filed SB442 so we can remove the pension of General Assembly members who commit a felony against a student or another victim.

I urge the General Assembly to renew discussion and move forward with eliminating Hastert’s pension. It’s time for us to update the law. He confessed to molesting children. He abused the public’s trust. His taxpayer-funded pension needs to be eliminated. Period.

To the Editor: After the aired recorded presentation of overwhelming evidence to establish probable cause by our local radio station, I’ve waited for over four months for someone else in our county government to speak out, but no one in our county government has chosen to do so, which is very telling.

I filed the four ethics complaints to prove no citizen in Kendall County must live in fear of retribution from any local government official. I am here to stand up and declare we citizens will not take it anymore. So here we are, well into the Dog Days of Summer, which, the Old Farmers Almanac tells us, are the 40 days between July 3 and Aug. 11 when Sirius the Dog Star and the sun are in conjunction.

More specifically, the Dog Days refer to the 20 days before and the 20 days after the sun and the Dog Star rise together on July 23. The ancients believed Sirius added its heat to the sun, thus making that period of time the warmest of the year.

Whether Sirius rises with the sun or not, you have to admit that we’ve got serious weather here in Illinois.

We visited San Diego over Christmas break one year and were surprised to find there was no weather to speak of out there.

The weather buffoons on television spent all their time talking about something called the marine layer, which turned out to be a giant fog bank that flows ashore and then back out to sea every morning, which, from what I saw, causes great consternation among the populace.

The people were concerned, as near as we could tell, because their monotonous sunshine was temporarily obscured – I suspect an actual change in weather would have been more than they could have endured.

Out here on what one of the Chicago Tribune’s wordsmiths once described as the rural plains of northern Illinois, of course, weather sometimes changes on a minute-by-minute basis.

Just because it’s sunshiny one minute, we all know the skies could, on a moment’s notice with no warning, open up and pummel us with anything from rain to hail the size of Volkswagens. Or not. Which is one thing that makes living here so interesting, in a Chinese curse sort of way if you get our drift.

Anyway, we’ve now survived Independence Day without blowing ourselves up, and are loping along through the Dog Days, with an eye firmly fixed on August.

As we get closer to the last month of summer, I decided to clear out some of the junk mail that’s been building up like some sort of ominous marine layer here at Local History Central.

LETTERS TO THE EDITOR only about eavesdropping. Mr. Toftoy personally requested this eavesdropping investigation six months ago. Kenny wants to find the leak in his office. It appears the ISP is assisting in plugging Mr. Toftoy’s leak. This ISP “eavesdropping” investigation is being conducted from ISP (Joliet) District 5. Mr. Toftoy has many deputies and family that are ISP, so one must ask, “How thorough and intensive an investigation is currently being conducted?” or is this ISP investigation being used for something else, like procedural stalling, till December, when Mr. Toftoy’s term is up?

It’s my opinion the recordings made are public records; these recordings obtained and aired to date indicate a need for further investigation.

No mention of gun safety

To the Editor: Since Dec. 14, 2012, the day 20 children and six adults were gunned down at Sandy Hook Elementary School in Newtown, Connecticut, there has been at least one school shooting every

hours involving dozens of agents to track down leads. The conclusion again is that the hearings were a waste of time.

Today, we allow known terrorists, whose names are nicely printed on Do Not Fly lists and read daily by the TSA, to purchase as many guns as they can afford. Guns to do whatever terrorists feel they need to further terrorize people. We allow people to amass huge arsenals of weapons, ammo and body armor without even a cursory look by any government agency. But if the terrorist should begin building a garage to store his arsenal without applying for a building permit, the government would be all over him before the concrete cures.

So we await the first political convention, hosted by the Republican Party, who will present a 1,000-page party platform outlining what we can expect from their presidential hopeful. There will not be any mention of gun safety or the mass shootings, but they did say they intend to look into the Benghazi incident further.

In at least 30 instances a person was killed. Several weeks ago a man gunned down 49 people in a night club. Then Obama gave a speech for the 14th time about a mass shooting under his presidency, the sixth in the last year.

In the past three years we have had zero Congressional hearings on gun safety. In that same time we have had 33 hearings on Benghazi, one which included a marathon 11-hour grilling of Hillary Clinton, who was asked the same question over 3,194 times. According to the Benghazi Research Center there were over 252 witnesses called, 100,000 documents read and over $7.5 million spent with the conclusion by the panel that it was a big waste of time.

Additionally, there were three hearings on emails that Hillary Clinton had in her possession with the final hearing concluding with the FBI director, James Comey, being interrogated by the Benghazi committee over why his agency found no criminal activity. The director testified that he used thousands of man

Plano girls leading push for new park

By LYLE R. ROLFE news@kendallcountynow.com There’s a saying that if you want something done, ask a woman. In Plano, this also applies to 11-year-old girls.

Plano City Council members learned at the July 11 council meeting that three 11-year-old sixth-graders at EG Johns School have taken on the task of getting a park built at West and Dearborn streets.

One of the three, Maya Holland, daughter of Amy and Paul Holland, told council members about the plan. Maya said she and two other girls, Shayal Casas and Jocelyn Fran, came up with the idea recently while riding home from summer school in the bus driven by 4th Ward Alderman Jeff Johnson.

She said most parks are at schools or the other side of town. She said people should not have to drive that far to get to a park to have some fun.

Johnson said he asked the students how many of them would like to have a park in their area of town and every hand shot up.

That was enough to give Maya the idea of having petitions signed.

She said they started in their neighborhood and then across the railroad tracks to the other side of town. They also took the petitions to a junior high baseball game,

where they picked up more signatures.

Maya said only one or two people preferred not to sign the petition, but they did not say why.

When Mayor Bob Hausler asked for citizen comments at the meeting, Maya approached the microphone like a seasoned adult speaker, armed with a folder that held copies of the girls’ signed petitions and a plan of a park that was prepared more than two years ago.

She was not sure who prepared the plan or how it came to them, but she said it shows much of what they would like to see at this corner. The plan shows a basketball court and a splash pad. The court would most likely stay, but Johnson noted that the splash pad would be eliminated because a large splash pad is being located in the park on Lathrup Street.

Other things in the plan include monkey bars, a 12-by-20-foot shelter large enough for picnic tables, swings, a fun slider and play equipment for younger children. The park and all equipment would be handicapped accessible, according to the plan.

The 16 existing trees on the site most likely would be saved, she said.

And she said the park should have benches for the parents who want to sit and

PLANO RECORD Due to Illinois State Board of Education guidelines and regulations, Plano School District 88 must review a waiver request that does not change its current classes or time in PE. Therefore, on July 25, the Plano School District Board of Education will hold a public hearing to discuss physical education at the elementary schools (kindergarten-sixth grade) in accordance with state guidelines. The district will review the waiver application, which will not change any PE curriculum or programming at the elementary buildings.

Children will continue to receive physical education classes at the exact same schedule as in previous years, which is two to three days per week.

On the alternate days of the week, children receive art and music education, which is how their schedule currently works.

The site is an average-sized city corner lot – about 80 by 120 feet. The land is vacant on the other two sides, Johnson said. The site has been owned by the city since it was donated by a resident some time ago. It had been used as a baseball field at one time.

“We’ll find a name for the park later down the road,” he said.

Johnson said he will show the girls a book of numerous other things that could be added to the park. “It’s going to be a small park, but a good one,” he said.

It’s doubtful it could be completed this year because after officials decide what should be included in the park, the city will have to seek bids for the

equipment and construction.

“We’ll get the ball rolling soon,” Johnson said, adding that the funds would come from the city’s Park Department budget.

“This just warms my heart to see these kids doing this. I wish more kids would become involved in things like this. It’s nice to see some positive ideas coming from them. These are future taxpayers right here,” Johnson said.

“And maybe future council members,” another person added.

Maya’s mother said she was not surprised that her daughter became involved in this. ”She’s the kind of person who wants to be involved in everything.”

Maya said she has been a member of her school’s student council for three years, and is hoping to be named to the council again this fall.

Johnson said he hopes to see more of Maya and the other two girls at city council meetings.

Local senators join funding reform panel Commission tasked with exploring new formula for state to pay for education

By TONY SCOTT tscott@kendallcountynow.com The issue of how to fund schools in Illinois, and changing from a formula that’s heavily reliant on property tax revenues, has been an ongoing battle in Springfield for decades.

State Sen. Sue Rezin, R-Peru, and Sen. Jennifer Bertino-Tarrant, D-Joliet, who both represent Kendall County in the General Assembly, have been appointed to the bipartisan state School Funding Reform Commission.

The pair join a group of fellow Democratic and Republican state legislators and other state officials, including Education Secretary Beth Purvis; Lt. Gov. Evelyn Sanguinetti; James Dimas, secretary of the Department of Human Services; Jennifer Hammer, deputy chief of staff for policy; and Jodi Scott, regional superintendent of schools for Henderson, Knox, Mercer, and Warren counties.

man of the commission.

Rezin said the issue of school funding reform in Illinois is “a complicated topic, no question.”

“This is a topic that’s been in the forefront for numerous years,” she said. “Our hope is to present a bipartisan report and hopefully vote on our recommendation that will allow more fair and equitable funding. And any time you change the school fund- State Sen. ing formula, you need to Sue Rezin identify new revenue to come into the equation to make this work, as opposed to just changing the funding formula with no new money; then you have winners and losers.”

Rezin acknowledged that the state has “an over-reliance on property taxes to fund education.” She said she has heard concerns from taxpayers, but also from school district officials.

gest issue that people bring up to me when I’m knocking on doors in Kendall County and Will County,” she said.

“Property taxes are high and they continue to go up; however, 70 percent of your property tax bill goes to the school districts. Property taxes are a very real issue, but when I speak with the local superintendents or local [school board] officials, anytime we say we want to freeze property taxes or address them, it does give them heartburn. From their perspective, they get the majority of their funding from property taxes, so our hope is, by looking at it, to relieve some of the pressure on the property owner to Sen. Jennifer have to fund education.”

Rezin said she was Bertinooptimistic about getting Tarrant something done.

“I’m always optimistic,” she said.

“I did sit on the [Education Funding Advisory Committee], which was a commission two years ago where we did this same exact thing and it started off very bipartisan, nonpolitical. Unfortunately, when it came to writing the bill, it became political, because we were not included in the crafting of the

legislation. So, we’re here again, but this time this commission is under the governor and Secretary Beth Purvis, who both parties have tremendous respect for. And it’s our hope that we can keep everybody focused and present a bill that was written with the full cooperation of both parties and call it for a vote.”

Bertino-Tarrant said a fellow senator, Sen. Andy Manar, D-Bunker Hill, has been championing school funding reform for several years.

“I am happy to asked to be a part of the commission,” she said. “As you know, with commissions and task forces, they always have the best intentions, however the end result sometimes doesn’t resolve anything. However, I will say this, Senator Manar has been working on this for several years.

I think there is a strong appetite to get something done, because the legislators know that something really needs to be done.

“What our basemark is or what our starting point is, I personally hope begins with the work Senator Manar has done and then we can branch out with other things. But I am optimistic we will have some type of successful formula we can be happy with.”

County OKs zoning for wedding venue Residents of Ashley Road area voice objections about potential noise, traffic

By TONY SCOTT tscott@kendallcountynow.com The Kendall County Board approved a special use zoning Tuesday for a new banquet venue planned for a 17-acre historic farm in Kendall Township south of Yorkville.

The venue, at 9111 Ashley Road, will be owned and operated by Ron and Dave Walker, the owners of Whitetail Ridge Golf Club on Route 126.

John Sterrett, the county’s senior planner, said the venue was planning to offer weddings as well as other events like bridal or baby showers.

Sterrett said the county allows such activities in agriculturally-zoned areas as a special use if they meet a series of conditions.

The board voted 5-3 in favor of the special use zoning, which includes 19 special restrictions on the usage of the property. Board members Bob Davidson, John Purcell, Matthew Prochaska, Lynn Cullick and Jeff Wehrli

voted in favor of the special use, while board Chairman John Shaw and board members Judy Gilmour and Dan Koukol voted against the measure. Board members Scott Gryder and Elizabeth Flowers were absent for the vote.

The county’s Regional Planning Commission voted against the plan, as did a special zoning hearing officer.

However, the County Board’s Planning, Building, and Zoning Committee voted 4-1 in favor of it with the 19 conditions.

Ron Walker said he expects the venue to hold anywhere from 30 to 50 weddings “in a tremendous year.” The operators are restricted from holding events of 25 or more people on more than 60 days per year, due to Health Department codes, according to Sterrett.

Walker said he and his brother saw a need for farm wedding venues going back three or four years, and he said that Whitetail frequently gets calls about that type of venue.

The Kendall County Board approved a special use permit for this farm at 9111 Ashley Road in unincorporated Kendall Township, just south of Yorkville, to become a wedding venue.

The venue will be run by the owners of Whitetail Ridge Golf Club. who live across the road from the farm, voiced objections to the proposal, citing concerns about excess noise, traffic, and potential drunk drivers leaving the venue. Gregg Ingemunson, a Yorkville attorney representing the Schnables, said there is a negative impact to his clients.

“There’s no gain at all to the public for having a banquet hall facility across from a residence,” he said.

pair of country wedding venues in Kendall County on a recent weekend night, and that he could clearly hear music near both venues. He said he spoke to a neighbor of a wedding venue on Johnson Road in NaAuSay Township and that the neighbor had complained frequently about the noise from music at the venue and that he wanted it closed down.

Continued from page 12 Ron Walker said Whitetail Ridge has not had noise complaints in its 10 years of operation, and has never had the police called to the venue.

One of the neighbors said he was told that the sheriff’s office was called about noise complaints with one venue and that deputies said they could not ticket the venue. Wehrli said the county should enforce its noise ordinance better, noting that the process now is that the venue loses its special use if there are enough complaints to the county about noise. The county does not ticket the venue, he said.

“I don’t know that it’s being enforced well, and maybe it needs to be enforced a lot better,” Wehrli said.

Koukol said he was concerned about not only noise but the impact of traffic on the township road. He said having

a venue on Route 126, a state highway with already heavy traffic, was different.

Gilmour said she respects the Walkers’ work with Whitetail but that she couldn’t support the proposal.

“I do think it will be a complete change in this area,” she said. “I’m familiar with this area and to bring this commercial business in there is gonna change that forever, and I just don’t think that’s right.”

Dave Walker after the vote said the company has a purchase agreement to buy the property.

“It’s a beautiful piece of property and we would look forward to the challenge of renovating that property and hopefully turn it into a blessing for all of Kendall County,” he said.

After the vote, Tom Schnable paused before answering what he thought about the board’s decision.

“They’ve just pretty much taken my house away from me,” he said.

Fundraisers to benefit Plano 1-year-old, family

By BEN DRAPER bdraper@shawmedia.com PLANO – A pair of fundraisers are planned for a 1-year-old from Plano diagnosed with Opsoclonus Myoclonus Syndrome, or OMS. Kycen Schimandle began having difficulties at just four months old, and spent weeks at a time in the hospital while medical professionals tried to solve the problem, according to his dad, Justin Schimandle.

At one point, Kycen was diagnosed with a different disorder, but when new symptoms arose – including the discovery of a mass – he was diagnosed with OMS. This past May, Kycen underwent surgery to remove the mass, which ended up being ganglioneuroblastoma – a tumor that has both malignant and benign parts, according to the American Cancer Society website, cancer.org.

Justin Schimandle and Kycen’s mom, Stephanie Kaspar, have exhausted their savings, vacation and sick

days, as bills for Kycen’s frequent visits to the ER and a necessary hospital stay every three weeks have began to mount. Schimandle and Kaspar both work as teachers, and have two more sons, Kolton and Kaiden.

“He currently has three to four appointments per week, including infusions, therapy and doctor appointments, that has made life difficult causing my wife and I to miss quite a bit of work in the last year,” Justin Schimandle said. “We have gotten by with lots of help from family and close friends; between helping with our two older boys as well as many other heartfelt gestures.”

Justin – a 2000 Plano graduate – and Stephanie also spend a lot of time coaching youth sports in the village, including PYAA baseball, the Lil Reaper Wrestling Club, Plano Youth Tackle Football and basketball at the Plano YMCA. “We try to stay involved with the

Step toward completion for Route 47 interchange Public officials detail timeline for project to link highway with I-88

By SUZANNE FLYNN news@kendallcountynow.com SUGAR GROVE – A study aimed at eventually creating a full-access interchange at Route 47 and Interstate 88 is progressing, with officials gearing up to pitch their plans to the Federal Highway Authority in September.

The village of Sugar Grove initiated the Sugar Grove Parkway (Route 47) at the Reagan Memorial Tollway (Interstate 88) Interchange Improvement Study to create a full-access tollway interchange at Route 47; the interchange now offers access points to and from the west only.

At an earlier meeting in May, about 100 people that attended were able to hear about the work completed to date, view route alternatives, and provide input and suggestions on interchange variations based on the purpose and needs of the project, said Peter Johnston, head engineer on the project from GREAF–Chicago, an engineering,

A week later on Saturday, July 30, a no-limit Texas Hold ‘em tournament called Kards 4 Kycen will take place at the St. George Citizen Club, 667 Sheridan Ave., Aurora. Registration is from 4 until 4:45 p.m., and first deal is at 5 p.m. The Hold ‘em tournament has a $25 buy-in, and an extra 1,000 in chips is $5. During the first two hours, there are $25 re-buys. “The input and suggestions from the first public meeting and the CAG [community advisory group] meetings we’ve had over the last year have all been incorporated into a range of alternative interchanges,” Johnston said.

There is much work to be done before any work can begin, however. A projected traffic study out to year 2040 will have to be completed; a environmental study finalized, and those elements will have to be combined together to refine the interchange options in order to present a plan to the Federal Highway Authority at their meeting in September.

“We hope to go to them in September with a presentation telling them why the interchange should be at Route 47; what kind of interchange should be here; and why other roads should not be selected over Route 47,” Sugar Grove Village President Sean Michels said.

This stage is called the alternative development stage. At the meeting, attendees were able to make suggestions on highway tools such as entrance relocations, raised medians, traffic signal controls and roundabout controls.

This particular section of I-88 is under the jurisdiction of the Illinois Tollway and is designated the Reagan Memorial Tollway.

The exact section being studied includes Route 47 from Waubonsee Community College to Green Road.

The study limits on I-88 extend approximately one-half mile east and west of Route 47.

Police said the theft was reported to them July 18 and they are investigating.

14-year-old driver arrested Plano police arrested a 14-year-old after stopping the vehicle he was driving July 16 at 11:02 p.m. in the 6200 block of Lakeside Drive.

Police said the juvenile has been charged with speeding and driving without a valid license. The juvenile’s father, who was in the passenger seat of the vehicle, was ticketed for permitting an unauthorized person to drive.

DUI, resisting among charges Plano police arrested Daniel G. Calderon, 35, of the 100 block of East Dearborn Street, Plano, after they stopped his vehicle on Route 34 at Turner Avenue at 12:17 a.m. July 17.

Upon further investigation, police said they determined that Calderon’s vehicle had been involved in an accident in the area of Eldamain and Faxon roads. A traffic sign was damaged in the median on Eldamain Road and parts from Calderon’s vehicle were found nearby, according to police.

Police said Calderon refused to get out of his vehicle after being asked to do so by officers multiple times. Police said Calderon was eventually taken into custody and has been charged with driving under the influence, leaving the scene of a property damage accident, obstructing and resisting a peace officer, possession of cannabis and driving with one headlamp.

Longtime deputy retiring at end of July Koster has worked more than 26 years at county sheriff’s office

By TONY SCOTT tscott@kendallcountynow.com In January 1990, the movie “Born on the Fourth of July” was tops at the box office, Janet Jackson’s “Rhythm Nation” was burning up the music charts, and Kendall County Chief Sheriff’s Deputy Scott Koster began his career in law enforcement as a deputy at the Kendall County Sheriff’s Office.

Koster is retiring at the end of this month after 26 and a half years at the agency, and six years as its deputy chief.

Koster is moving to Texas after the first of the year, as his wife has job opportunities there, he said.

Starting as a deputy, Koster moved up the ranks in the department and expanded his role there, becoming one of the agency’s first community policing officers in the mid-1990s. He was named patrol sergeant in 1999, detective sergeant in charge of investigations in 2003, criminal division commander in 2005, and support services division commander in 2007. He was appointed as deputy chief in 2010 by former Sheriff Richard Randall.

Koster said public service runs in his family, as his father and an uncle were Aurora police officers, and another uncle was a Geneva firefighter who retired as deputy chief at that department. He said he “always kind of had in the back of my head that [law enforcement] might be something I was going to do.”

“I had the public service thing in the family, but I didn’t really think that I was going to go into police work probably until I got into college,” he said.

Koster was taking sociology and psychology classes in college and thought those would tie in nicely with a law enforcement career.

“I thought, what better way to engage with people and learn about and deal with sociological and psychological issues than police work?”

Koster said it was a challenge keeping up with the growth in Kendall County at the beginning of the 2000s, but that despite its population growth the county remains a community with great character.

“Kendall County still has a great character, in that it feels like a small community, even though it’s grown so much,” he said. “One of the things I’ve always loved about Kendall County is the welcomingness of the people and

The sheriff’s office has grown greatly as an agency since Koster began his tenure. When he started, the sheriff’s office was headquartered in the old jail at the corner of West Madison and South Main streets in downtown Yorkville. The agency moved from the old jail when the current Public Safety Center was completed in 1992.

“Boy, that was a totally different world,” Koster said. “There were 12 bunks in the jail. We didn’t have corrections deputies, we had part-time jailers at that time that ran the jail.

There was no air conditioning in the place, so in the summer it was hot – it was hot for the deputies, it was hot for the inmates, it was hot for everybody.”

“It was like living in the 1920s in the 1990s,” he added.

Koster said the amount of information the deputies need to know has expanded as well.

“When I started in 1990, the combined statutes and vehicle code was probably three-quarters of an inch thick; now that same book, which is what we use for everything that we do, is almost five inches thick,” he said.

“The number and the complexity of the laws – and more and more come out every year – it never stops.”

Some positive memories of his time in the sheriff’s office include serving as a liaison for the U.S. Secret Service in August of 2005 during President George W. Bush’s visit to the Caterpillar plant in Oswego Township.

“At the last minute, as a surprise, the Secret Service team actually got me a private meeting with the president – I got to meet him in a private setting, which was really cool,” Koster said.

Koster also recalled making an appearance on the TV show “Without A Trace” for an episode involving a missing Plano woman.

Sheriff Dwight Baird said Koster is a “great guy to work with.”

“I am extremely proud of Chief Koster’s nearly 27 years of service to the sheriff’s office with an impeccable service record,” Baird said. “I am equally as proud to have served with him as a patrol deputy and then moving through the command ranks to once again work together this last 19 months. out has served as an example to me and the sheriff’s office and that is one of the many things that I admire about Scott.”

Asked about his future plans, Koster said he wasn’t sure if they will involve staying in law enforcement.

“I’m going to take a little bit of time,” he said. “I certainly am going to be looking at a second stage in my life, a second career. And I’m not 100 percent sure if that will be in law enforcement.”

Koster said there is a high caliber and quality of people who serve in law enforcement.

“I love law enforcement, and I love the people in law enforcement,” he said. “I was at a conference one day and the speaker said, ‘This is a place where I would leave my kid if there was an emergency with any one of you – what other place where you go into a conference room full of a thousand people can you say that?’ And that’s the caliber and quality of people you have in law enforcement, and the brotherhood and sisterhood that you have in law enforcement.

“Watching the compassion that the people I work with have for the public that they serve is really one of the greatest parts of my career, and it’s really left an indelible mark on me,” he said.

SPORTS BRIEFS The National Junior College Athletic Association recently announced the student-athletes that earned All-Academic honors for 2015-2016. A total of 23 Waubonsee Community College student-athletes were among the honorees from across the country that were recognized for their excellence in the classroom this past school year. In addition, five of Waubonsee’s 12 teams achieved NJCAA Academic Team of the Year nominations.

Seven Waubonsee student-athletes were honored with the Superior Academic Achievement Award by attaining an overall grade-point-average of 3.80 up to 3.99. The group includes Vanessa Melendez from Plano.

The medal play format will be a 35hole stroke play and tee times begin at 7:30 a.m. both days. This event is open to all amateur golfers age 18 and older with a current USGA handicap.

Flights will be determined by the number of entries and handicaps.

Registration will close on July 30.

Possession charges County sheriff’s deputies arrested Brian Albert Taylor, 28, of the 500 block of Boulder Drive, Morris, in the 8000 block of Van Emmon Road in Oswego Township at 8 a.m. July 17. Police said another individual had accused Taylor of stealing her prescription medications. Police said they later found Taylor in possession of the prescriptions and he was arrested on two count charges of possession of a controlled substance.

Warrant arrest County sheriff’s deputies arrested Mika Andrew Hopkins, 25, of the 800 block of Victoria Drive, Montgomery, at 4:25 a.m. July 17 in the 1500 block of Light Road in Oswego Township on a LaSalle County warrant for failure to appear in court on a prior charge of possession of cannabis.

Motorist arrested County sheriff’s deputies arrested Griselda Arroyo-Torres, 27, of the 30 block of North Ohio Street, Aurora, after stopping her vehicle on Route 31 and Caterpillar Drive near Montgomery at 11 p.m. July 17. Trespass incident Newark School District 66 officials told county sheriff’s police that someone entered an unlocked school bus that was parked in a parking lot in the 8000 block of Fox River Drive in Fox Township sometime between July 1 and July 17.

Motorist arrested County sheriff’s deputies arrested William Omar Davila, 23, of the 1200 block of Gates Street, Aurora, after stopping his vehicle on Route 30 and Douglas Road in Oswego at 12:11 a.m. July 18 for having a registration sticker that did not match his vehicle. Police said Davila’s driver’s license was found to be suspended and he was arrested.

Millington DUI arrest County sheriff’s deputies arrested Robert Allen Hook, 25, of the 200 block of Vine Street, Millington, after they observed him driving without headlights July 13 at 12:21 a.m. on Church Street and Sycamore Street in Fox Township. Police said Hook first fled from the area of the traffic stop on foot but later parked his vehicle in the driveway of his residence. Police said Hook has been charged with driving under the influence of alcohol, and ticketed for fleeing or attempting to elude a police officer and driving without lights when required.

Police said Brown was arrested for driving on a suspended license and was also wanted on two in-state warrants. He was also ticketed for speeding, according to police.

Phone scam An Oswego Township resident told county sheriff’s deputies that he was contacted by an individual claiming to work for ComEd concerning his electrical service. Police said the resident provided payment to the individual but it was later determined the call was a scam. Deputies said they are investigating.

Annual Reaper Up camp provides bridge between present, future

By KRISTIN SHARP ksharp@kendallcountynow.com For a few days out of the year, Brad Kunz can turn his coaching duties over to some of his emerging leaders on the Plano football field.

The Plano football program hosted its fourth annual Reaper Up camp with over 100 youth in attendance last week. Despite a rainout on July 13, the four-day camp was a success.

“The biggest thing that I like seeing is our high school kids getting a chance to go out there and teach the things that we’re teaching them on a daily basis,” Kunz said. “Seeing our high school kids be miniature versions of ourselves as coaches and build that bridge between them and the next generation of Reapers – this is a great place to start when you want to continue to build a program. We can help the kids understand what it means to be a Reaper and part of the Reaper family.”

That bridge between high school players and the young campers goes both ways, as the young campers look up to the high school players for guidance.

“They’ve worked with these guys for a week and now they can come out on Friday nights and root for them and see them play. I think that’s a big deal for those younger guys,” Kunz said. “We have a couple of the seniors take pictures with the kids by our victory bell and I think it’s a great way to get a connection with those guys. The seniors used to be the kids at youth camp and in PYTF and now they’re playing varsity football and some of them go on to college and play.”

The camp is structured into four stations with campers rotating through offensive and defensive stations as well as the Reaper Red Zone and a competition area. Each day of camp also closed with a guest speaker.

“The kids are split into four levels from PYTF – Superlights, Lightweights, JV and Varsity,” Kunz said. “Every day there’s a different football-related activity and they’re competing for trophies and ribbons.

It’s been a lot of fun. On the last day, we have an awards banquet and the PYTF holds a barbecue for the families of the kids at camp.”
