Kendall County Board votes to outsource meals at the jail Move expected to save about $35K this year

The Kendall County Board voted unanimously May 17 to approve a food service contract with the Des Moines, Iowa-based Consolidated Correctional Food Service.

The cost of the contract will vary, based on the number of inmates, Baird said. Based on the jail’s current prison population, he estimated the contract will cost Kendall County about $160,000 per year.

Currently the county’s cost to provide meals to inmates is about $1.95.

Under the new contract with Consolidated, the cost per meal is anticipated to be about $1.30.

Inmates are provided one cold meal and two hot meals per day that adhere to a 2,400 calorie per day diet, Baird said.

Corrections department employees are currently preparing and cooking meals for inmates at the jail in Yorkville.

The sheriff’s office requested proposals for the service and received four responses, Baird said. They narrowed it down to the two lowest bidders and decided to go with Consolidated Correctional Food Service, according to Baird.

He estimated the county will see a savings of about $35,000 to $40,000 for the rest of 2016 and anticipates a savings of about $100,000 in fiscal 2017.

The rail agency said they were prompted to continue studying the extension after local Kendall County officials said they strongly supported the planning work despite the challenges of securing funding to build and operate the extension.

After local elected officials secured $7.5 million in federal funding in the mid-2000s, Metra initiated prelimi-

nary engineering and environmental assessment studies on the proposed BNSF extension from Aurora into Montgomery, Oswego, Yorkville and possibly Plano and Sandwich.

The goal of the studies is to determine the costs and potential environmental impacts of the project so that local stakeholders in Kendall County can determine if and how they will secure the necessary capital and operating funding needed to move the project forward.

Metra suspended the studies in June 2015 to determine if there was consensus among local officials to spend the remaining $6.6 million in planning and design funds on the unfunded railroad extension rather than other infrastructure needs in the area.

To date, Metra has been unable to fund construction of the project because it is facing expenditures estimated at $11.7 billion to upgrade and improve its existing infrastructure.

An estimate indicates the BNSF extension into Kendall County could cost more than $200 million, according to Metra.

Local leaders recently indicated there was consensus to continue the engineering and environmental studies for the project that would require the creation of an additional dedicated funding stream provided by Kendall County entities to cover the remaining costs of the extension.

By RHONDA GILLESPIE rgillespie@shawmedia.com DeKALB – Now, it’s as if Northern Illinois University never honored former U.S. Rep. Dennis Hastert after trustees voted unanimously May 19 to rescind his NIU honorary degree.

Hastert, a now-infamous alumnus of the university, was given an honorary Doctor of Laws in 1999.

Decades before, he had earned his master’s degree at NIU. “While Hastert has been a longtime supporter and advocate for NIU, his recent admission of criminal activity and sexual abuse of children does not reflect the values of the university or the spirit in which the degree was awarded,” NIU’s eight trustees said in a collective statement.

Further, a federal judge May 19 said the former Speaker of the House must report to federal prison

by June 22 to start serving his 15-month sentence.

Hastert, 74, an Illinois Republican, was sentenced April 27 after pleading guilty to charges he evaded

bank laws when he paid about $3.5 million to cover up decades-old sexual abuse.

He molested athletes he coached as head of the wrestling program at Yorkville High School – where he also taught.

The move to rescind his honor is an unprecedented one for the university, as Hastert is the first to have his NIU honorary degree revoked.

But it follows suit with his undergraduate alma mater Wheaton College.

The school removed “J. Dennis Hastert” from its Center for Economics, Government and Public Policy, and Hastert resigned from its advisory Dennis board.

Hastert Lewis University had given the former congressman an honorary degree in 2002, and planned to take it away.

Last month, the NIU Graduate Council’s Honorary Degree Committee officially asked for the honor to be stripped from the Illinois leader who, at one point, was second in line to the U.S. presidency.

Committee members said in a statement this month that what Hastert did, “constitutes incontrovertible evidence that he has acted in ways that do not reflect the values of the institution.”

Judge orders former Speaker to report to prison by June 22 SHAW MEDIA Former U.S. House Speaker Dennis Hastert has been ordered to report to prison by June 22 to begin serving a 15-month sentence in his hush-money case, the Associated Press reported last week.

U.S. District Court Judge Thomas Durkin entered an order May 19 that says Hastert must surrender “to the designated institution” by 2 p.m. that day. The order doesn’t identify the prison. A Bureau of Prisons spokesman said that information won’t be released until Hastert reports, according to the AP. Hastert pleaded guilty to violating banking laws while seeking to pay $3.5 million to someone he sexually molested. Durkin described the 74-year-old Kendall County Republican as “a serial child molester” during his sentencing last month. He said Hastert abused at least four boys when he coached wrestling at Yorkville High School between 1965 and 1981. Hastert also paid a $250,000 fine.

County board should heed treasurer’s request The Kendall County Board will hold a special meeting on Thursday, June 2, to discuss changing the manner in which board members are paid.

The board is also expected to discuss potential changes to their existing health insurance and mileage reimbursement benefits.

Currently, board members receive a small base salary and per diems totaling $85 for each county meeting they attend. Since the board has multiple committees which meet frequently, the per diem payments can add up quickly. In addition, board members can claim mileage reimbursements to drive to county meetings, both in and out of county. And though serving on the board is considered a part-time position, board members can enroll at taxpayer expense in the health insurance program the county offers to its full-time employees and participate in the Illinois Municipal Retirement Fund (IMRF).

A few years ago, a forensic audit of the board’s compensation revealed

that 11 board members mistakenly accepted about $47,000 in per diem and mileage expenses that they were not eligible to receive. Board members later ended up repaying a small portion of those funds to the county.

In May 2014, the board deadlocked in a 5-5 tie vote on a motion to replace the board’s current per diem compensation system with set salaries while prohibiting board members from claiming mileage reimbursements for attending in-county meetings.

Also under the failed proposal, board members would have been allowed to continue to participate in the county’s employee health and dental insurance programs, but at their own expense – not the taxpayers’.

The board has now agreed to revisit the compensation issue June 2 at the request of County Treasurer Jill Ferko.

Sadly – but not surprisingly – the same problem that resulted in county board members receiving more than $47,000 in taxpayer funds they should

To the Editor: I’m writing to the readers to solicit a little help placing flags on veterans’ graves.

Every May, Jim and Joyce Frankino buy U.S. flags and a few days before Memorial Day, volunteers put them on the veterans’ graves to honor our men and women for their service to our country.

The Oswego Township Cemetery on Main Street can be flagged in an hour or so with six people.

There is only one grave to be flagged in the Wormley Cemetery on Route 31 between Oswego and Montgomery, one in Doud Cemetery on the southwest corner of Route 71 and Minkler, two in Evergreen Cemetery on Roth Road, and seven in Cowdrey Cemetery on Route 71 between Oswego and Yorkville. Four volunteers are needed for the Pearce Cemetery on Pfund Drive.

If you would like to adopt one of the

Currently, the county board is the only locally elected governmental agency to be paid through a combination of a salary and per diems. It’s true, changing to set salaries would mean all board members – even those who are lax in their meeting attendance – would receive the same pay.

But it’s also true the voters always retain the right to cast out those board members for non-performance the next time they’re up for election.

While they’re changing their compensation method, we continue to believe the board should act to save taxpayers even more money by voting to do away with health insurance benefits, in-county mileage reimbursements and IMRF participation. We know of no employers in the county that offer such benefits to their parttime employees and can’t fathom why taxpayers should have to provide them to part-time elected county board members.

We strongly support Ferko in her efforts to have the board change its compensation method. Change is clearly needed to protect taxpayers from further abuse of the per diem system.

So we’ve made it almost all the way through another May. And those April showers really did bring May flowers.

And now we’re looking at the start of another summer season, which officially kicks off, not with the official start of summer (which officially, officially doesn’t start this year until June 20, but who’s counting?) but with Memorial Day next Monday.

Here in Oswego, we’ll all head down to watch the parade, and then follow along to the cemetery for the American Legion’s services honoring the nation’s war dead.

It’s always a somber observance, but it’s also a triumphal one, too, because the freedom all those pilots, infantrymen, Marines, sailors, nurses and others who served is still preserved – no matter what you might hear on talk radio. We really do live in the greatest nation on earth.

And since we are a (if not the) world-class nation, we also have a world-class postal system that, six days a week, manages to inject a huge serving of junk mail into the mailbox out in front of the Matile Manse here in downtown Troy. And so, with no further ado, except for a hat tip to the late Hal Boyle, here are a bunch of things I probably wouldn’t have thought about had I not opened all my junk mail each and every day the mail carrier showed up: In 1930, the first private phone was installed in the Oval Office at the White House for President Herbert Hoover. Before that, the Prez had to use a phone booth out in the hall.

Some folks used to say that a fern root in the room would cause any sorcerers present to turn pale and leave. I would imagine it would depend on just how the fern root in question looked

The name was officially changed to Memorial Day in 1967 (although some continue to call it Decoration Day even now) and also changed to a day to memorialize those who died for their country in all wars.

“I don’t know why Mr. Davidson has the right to call anybody in this county a problem and tell them their property is worth nothing,” Roskopf said before breaking into tears.

She added that she recently paid $8,000 in property taxes and disagreed with Davidson’s statement that her property wasn’t worth anything. Roskopf added that she has since contacted the railway.

“I have gotten help from the railway and they agreed to have the problem resolved by September,” she said. “If you saw the property you would understand because the water from [Route] 71 comes down our road [Countryview Drive] and then it flows be-

Stephanie Roskopf of Oswego Township said she has had issues with flooding on her property so she called Kendall County Board member Bob Davidson for help.

Davidson, who owned a backhoe business in Yorkville for many years before recently retiring, tried to sell her drain tiles when he came out to her property at the end of April, according to Roskopf, but offered little in the way of help. Roskopf said she contacted Davidson as an elected official, not because of his past business experience. She had hoped for some help and was disappointed, she told the board May 17.

“He proceeded to walk out to the area that we have issues with and he started to sell us on installing tiles and drainage-ways through our property,” she said.

Roskopf lives just north of Van Emmon Road, on the west side of Route 71 just east of Hide-a-Way Lakes Campground. She confronted Davidson during the citizen’s comment portion of last week’s board meeting. Roskopf said part of the drainage problem is due to the location of railroad tracks just west of her property. She told the board that water runs down into the tracks, and if the tracks aren’t cleared, rainwater gets dammed up and floods her property.

She recalled that she asked Davidson if he could help her contact the railway and she said Davidson replied, “‘No, good luck and it looks like you’re going to be my problem child.’”

“Well, here I am,” Roskopf said.

She added that Davidson proceeded to tell her that

After the meeting Davidson was questioned about his statements. He said the Roskopf property has had flooding issues for many years and he has previously inspected it.

“They’ve got major problems and the condition that property is in right now, you wouldn’t buy it,” Davidson said. “When I made the statement that the value of the property is all but zero – the only thing that makes property valuable is somebody wanting to buy it. The way it sits today, it isn’t worth a lot of dollars and that’s where the kick is – is it worth anything? Not to me. I’d walk.”

He said he stood by his statements but believed they may have also been misinterpreted.

“People hear what they hear and sometimes I may say something without a lot of clarification – in my head I understand what I’m saying but construction language is different,” he said.

Davidson added that he wasn’t sure how much help he could be with contacting the railroad on Roskopf’s behalf. “I have no authority. If I went to the railroad and said we got to do something – only the land owners can get their attention,” he said. “They’re in a bad scenario.”

Davidson said if the railroad comes in and fixes Roskopf’s issue then somebody could help her but until then she would be out of luck. “If the railroad said they’re going to come in and fix it – God bless her, she’s gotten the first step,” he said.

Resident confronts official over flooding

Ground broken for Kendall officers’ memorial Granite wall will feature names of officers who have died while on duty

By MATT SCHURY mschury@kendallcountynow.com Kendall County officials and county law enforcement personnel held a groundbreaking Thursday, May 19, for a memorial that will be dedicated to fallen officers in Kendall County.

The Kendall County Law Enforcement Memorial will include a wall of black, polished granite upon which the names of county and municipal police officers who have died while on duty will be inscribed.

The wall will also include an inspirational quote panel and agency recognition panel. Brick columns will flank each end of the memorial wall.

The memorial is scheduled to be built in the next month on a small grassy area just west of the main entrance to the county courthouse in Yorkville.

County Chief Judge Timothy McCann said after he was first approached about the memorial, he joined the effort to find a proper location.

“We actually talked about doing something inside the [courthouse] building for a while, but decided that a better spot would be outside where the public could enjoy it,” McCann said.

“This is something that’s long overdue for Kendall County, we have fortunately not lost many officers but even the one that we have lost [Burgholzer] deserves his recognition.”

He noted that Kendall County has had one officer die in the line of duty.

Oswego Police Officer William Burgholzer Jr. died in 1972 after suffering a fatal heart attack while investigating an armed robbery case. Burgner confirmed that Burgholzer’s name will ap-

pear on the memorial.

Though he had the inspiration, Burgner explained that he needed help when it came to building the memorial.

“This is way out of my wheelhouse – to build something – being the police chief. I don’t know how to build things,” Burgner said, adding that he enlisted the help of Jim Smiley, Kendall County’s facilities management director, as well as county board member Jeff Wehrli.

Wehrli said he was honored to make the memorial a reality.

“You ladies and gentlemen that protect us in the county – both municipalities and the county [sheriff] – deserve a lot more than a memorial and this is a

Plano’s Spring Fling Carnival was held May 19-22 in downtown Plano. Rides included the Zipper, Tilt-a-Whirl, Ferris wheel, kids’ motorcycles, and more. Carnivalgoers also had many food options including cotton candy, pizza, turkey legs, burgers and hot dogs, as well as others. Games were also available for those up for a challenge. Proceeds from the carnival will be used to boost the number of activities and events held during the Smallville Superfest, according to Niki Diaz, co-chair of the Smallville Superfest. Additions this year will include pony rides, a petting zoo and others, depending on the amount of money raised from the carnival.

Police stake out roofs to benefit Special Olympics Police officers in Oswego, Montgomery, Yorkville and Plano joined with officers throughout the state on May 20 in staking out the rooftops of Dunkin’ Donut shops to heighten awareness and raise donations for the Law Enforcement Torch Run to benefit Special Olympics Illinois. In return for the officers doing time at their stores, Dunkin Donuts will donate $15,000 to the Torch Run fund.

Those who were unable to visit a Dunkin’ Donuts shop can still make a donation to the Torch Run fund. Donations can be mailed to Sgt. Liz Palko, Montgomery Police Department, 10 Civic Center Ave., Montgomery, IL 60538. Make check payable to Special Olympics Illinois.

The Plano boys’ track and field team qualified seven athletes in three relays and two individual events to the Class 2A state finals this weekend in Charleston.

Plano sends 3 relays, 7 athletes to state meet

By KRISTIN SHARP ksharp@kendallcountynow.com The Geneseo boys track and field team was untouchable at the Class 2A Mendota Sectional last Friday, but Plano still had a strong showing to send three relays and two individual events to the state finals this weekend in Charleston.

Geneseo scored 179 points to win the team title, but Plano took a runner-up finish behind a 74-point output.

The 4x200 and 4x400 relays both set school records, with the 4x200-meter relay team of Israel Adeoti, Davion Cole, Jeremiah Murff and Mauricio Perez racing to a first-place finish in 1:29.37 seconds.

The 4x400 capped off the night with a second-place finish behind the efforts of Adeoti, Michael Marshall, Sebastian Esparza and Ryan Jernigan, clocking in at 3:25.50 in a competitive event that saw three teams advance to state.

“We knew really early on that we were going to have fast relays because we just have so many fast people here and they just really wanted to work hard to achieve goals as a team,” Wegley said. “The guys put a team-first attitude into it. We were really happy.”

shall, Murff and Perez took a runner-up finish behind Princeton, clocking in at 43.86 seconds.

Marshall qualified in a third event, racing to a second-place finish in the 400-meter dash with a time of 51.31 seconds. Adeoti will also race in three events after winning the 100-meter dash at sectionals with a time of 11.05 seconds.

Wegley and his coaching staff spent much of the season developing the group of athletes into three statebound teams and now will send seven athletes downstate on Friday.

“It was definitely something that involved a lot of experimenting and tinkering throughout the year,” Wegley said. “Sectionals was Izzy [Adeoti]’s first time running the 4x4 because we knew that he could turn out a really fast split and he ran about a 49.9. It did take a lot of experimenting to get the right relay combinations.”

Plano’s 4x200 has the fourth-fastest sectional time among all state qualifiers in Illinois and the 4x400 is ranked seventh.

“They’re pumped and they’re ready to get to work,” Wegley said. “I think we’re poised to have a pretty good day on Friday, hoping to carry some success into Saturday.”

Joliet Catholic 6, Plano 1: The Reapers’ season came to an end with a loss to the Angels in Monday’s Class 3A Joliet Catholic Regional game.

Joliet Catholic took a 2-0 lead in the bottom of the first, but Plano scored a run in the second to get onto the scoreboard. The Angels added four in the third and one in the sixth for the win.

Plano 5, Mendota 0: Tierney earned her first no-hitter of the season in a 5-0 shutout win over Mendota on May 19.

After three scoreless innings, Plano scored single runs in the fourth and fifth before a three-run sixth helped seal the victory. Tierney struck out nine and walked one in her impressive outing.

The Reapers knocked out seven hits led by Gonzalez (2-for-2, two runs), Tierney (2-for-3, RBI) and Aubrey Flodstrom (2-for-2, RBI). Alsvig also had an RBI for Plano.

The game may not have been pretty at times, but in the end, the Oswego East softball team got the job done against Plano in the regular season finale on Friday.

Visiting Plano jumped on the scoreboard with a pair of runs in the first inning, but Oswego East responded with five runs in the bottom half and maintained an aggressive offensive through the next four to defeat the Reapers 15-5 in five innings.

“Early on, we ran the bases really well and took advantage of some overthrows to score some runs and took advantage of some of their mistakes,” said assistant coach Mark Green, who was filling in for Laura Nussle.

grounder to second base by Shannon Tierney put the Reapers ahead 2-0.

Oswego East (20-10) answered in the bottom half, tying the game on an RBI single from Sydni Mitchell with Juvia Davis called safe under the tag at home plate to tie the game at 2-2. The Wolves scored two more on a passed ball to take the 5-2 lead.

Oswego East added five more runs in the second to lead 10-2. Plano (10-23), however, refused to go quietly. With one out in the third, Gonzalez (2-for-2) hit an RBI single to drive in Salas and Alsvig earned her second RBI with a single before scoring on a passed ball to create a 10-5 game.

“If you look at our record, you probably think this team isn’t going to come out and do that and I was happy for my girls to come out like that,” Plano coach Dwayne Love said. “We played [Thursday] and we were kind of stagnant in that game. We pulled it out, but it was stagnant for quite a few innings. For them to come out and play like this, it was impressive.”

Reapers knock out 3 home runs in shutout, move on to regional semifinal

By KRISTIN SHARP ksharp@kendallcountynow.com The Plano baseball team made a dramatic entrance into the Class 3A postseason, belting out three home runs en route to a convincing win over IMSA on Monday.

Plano knocked out 13 hits from eight different players, including solo home runs from Tyler Ward and Elijah Maisonet. The Reapers went on to seal the 11-0 shutout in five innings over IMSA with the two-run home run off the bat of Levi Campbell that ended the game by mercy rule.

“That’s something we’ve been waiting for all year. The top of the order has always been so dominant for us, but it was nice to see all nine swinging the bat really well,” Plano coach John Parpet said. “In my three years here, we’ve never hit three home runs in a game so that was awfully exciting. I thought we had quality at bats.”

The No. 9-seeded Reapers (11-21) and advance to the Kaneland Regional semifinal game and take on top-seeded Kaneland on the Knights’ home field Wednesday. Kaneland is the co-champion of the Northern Illinois Big 12 Conference, spoiled by a pair of losses to Yorkville in the three-game series earlier this month, and has lost six of its last seven games heading into its meeting with Plano.

“We’re young, so every experience is a new experience and we’re learning from that,” Parpet said. “We’ll have our hands full on Wednesday, but we’ll come ready to compete.”

Carlos Martinez took the mound for Plano and struck out five of the first nine batters and got help from a 6-4-3 double play in the second. He gave up just two hits and finished with a total of seven strikeouts over five innings, retiring his final two batters of the game.

Offensively, Plano was equally impressive. Ward was the first to step to the plate against IMSA and didn’t waste time reading Titan starter Ben Maher as he sent the ball deep over the left field fence. The second inning was a carbon copy of the first, with Maisonet hitting nearly the same spot for his solo shot to open the frame and put Plano ahead, 2-0.
