Parks meeting said to go well Plano resident says questions remain

By LYLE R. ROLFE news@kendallcountynow.com A few weeks ago Steve Kapas, a frequent Plano City Council meeting attendee and speaker about “Making Plano Great Again,” was somewhat critical of the city for the way it has been taking care of its parks.

But during the council’s April 25 meeting, Kapas and a group of residents had a good meeting with members of the council’s Parks Committee.

He said more than 20 residents attended and had some productive discussion with the aldermen who serve on the committee.

Kapas said he felt the residents,

some of whom have not attended such a meeting in the past, bonded with the aldermen, adding that some good has come from the meeting.

He complimented Alderman Melody Herreid, committee chairman, for explaining the parks budget and where and why the money is being spent.

He said the residents came up with more questions after the meeting, which will be presented to Herreid at the next parks meeting.

Kapas said his group also has had questions on the recent city employee wage report that was approved by the council, noting that it’s natural for residents to want to be involved in this subject.

He said the wages are up by about $90,000 for the coming year, adding that it appeared a large amount of this is because of merit and longevity raises.

He said the residents want to know what percentage of the merit raises are given on the basis of good work.

“Or are they given on the basis that everyone gets the same percentage raise whether they showed up for work or not?” he asked.

He said the residents also want to know how the raises are broken down by race, gender and whether the employee is in a union, so they can see how Plano is doing with being in compliance with regulations that would show whether minorities are getting a fair shake.

He presented the council with a FOIA (Freedom of Information Act) request for these items, saying the residents hope the city will provide what they are requesting so the information can be published.

Kapas thanked council members for their past help.

District 88 to honor teachers, others

By LYLE R. ROLFE news@kendallcountynow.com More than two dozen teachers, administrators and other employees in Plano School District 88 will be honored and receive Salute to Service Awards at 6 p.m. May 16 in the auditorium of Plano High School.

This is the fourth year for the ceremony which will honor Plano Premier Award recipients, retirees and service award achievements, according to Kathy Benoit, administrative assistant to the superintendent and board of education.

She said the event will be open to all district staff, families and community members.

More than 125 staff members were nominated for the awards, she said.

Receiving premier awards will be Faith Skinner, sixth-grade teacher at Emily G. Johns School; early career educator Stacy O’Keefe, third-grade bilingual teacher at Centennial School; and fourth-grade team members Amy Bertellotti, Kelly Clayton, Stephanie Eller, Joy Haddock, Mary King, Kara Lay, Carolyn Olson, Shelley Schmidt and Susan Schutt, all at Emily G. Johns School.

Also receiving awards will be Courtney Andrade, instructional aide at P.H. Miller School; Shannon Lykowski, instructional coach at P.H. Miller School; and, in a tie, Michelle Burcenski, reading teacher, and Dan Solecki, seventh-grade social studies teacher, at Plano Middle School.

“First of all, the abuser does not think about their victims and their well-being, it’s all about themselves and maintaining the secret,” she said.

For the victims, Burks said the healing process begins when they are ready to talk about what happened and to know the community is there to help them and believe them.

“I would encourage them to talk with people about their experiences and let people provide support for them,” she said. “They didn’t do anything wrong.”

In this case decades had passed since the abuse took place at Yorkville High School, but she adds it is not uncommon for victims to hold onto their secret for many years.

“They suffer in silence for years and years and years, and sometimes the abuser is a family member and no one in the family knows that that child has been abused,” Burks said.

She had children and grandchildren who went to Yorkville schools.

She holds a master’s degree in education psychology and counseling from Northern Illinois University and a bachelor’s degree from NIU in family social service.

She is a retired therapist who practiced for 25 years and she was the associate director at Mutual Ground in Aurora. She was a clinical supervisor there for the therapists in the sexual program and the domestic violence program.

“It can be very difficult because the system doesn’t always support the victims,” she said.

on the abuse charges leveled against Hastert from the 1960s to the 1980s has run out. Burks said she feels that there shouldn’t be a statue of limitations applied to these types of crimes because sometimes it takes a long time for the incidents to be revealed.

“There is a high level of secrecy and it is in the perpetrator’s best interest to keep that secrecy,” she said.

“Sometimes kids block out what has happened to them and they don’t realize that the behaviors they are experiencing and the difficulties they are going through in life are related to that until they wind up in therapy years later and it starts to unravel for them and they make that discovery.”

For the many people who knew and supported Hastert during his lengthy political career, it can be tough to come to the realization that he did such things. But Burks said healing needs to happen in the community as well and a conversation has to take place.

“There’s people that are shocked about what has happened and there are people who still have disbelief because they find it so difficult to be able

Learning the truth about Dennis Hastert may take some time for some people to accept, Judith Burks, a longtime Yorkville resident and retired sexual abuse/sexual assault therapist, said this week, but for his victims the healing should finally be able to begin.

Burks commented after Hastert, the former U.S. Speaker of the House, was sentenced to 15 months in prison in a hush-money case that centered on accusations that he sexually abused at least four students when he was a Yorkville High School teacher and wrestling coach from 1965 to 1981.

She credits one of Hastert’s victims, Scott Cross, with being courageous enough to publicly testify at Hastert’s April 27 sentencing hearing in federal court in Chicago.

“In my personal opinion, when it is kept secret the victim stays tied to the abuse and it just goes on and on and on,” she said. “It’s a very lonely place to be, it’s a secret, it’s maintained for a long time and it affects your self esteem and your self worth. A lot of times victims are not believed when they disclose and then they are victimized again.”

Burks also praised Judge Thomas M. Durkin for his handling of the sentencing given the restraints of the decades-old abuse allegations.

“He was right on the money,” Burks said of Durkin. “He worked within the framework that he had available to him and I think he did a very thorough and fine job. He was in a really tough situation.”

Kendall County Judge Robert Pilmer says a man who alleges Dennis Hastert sexually abused him doesn’t have to disclose his name in his lawsuit against the former U.S. House speaker, according to the Associated Press.

A day after Hastert was sentenced to 15 months in prison in a hush-money case April 27, Pilmer ruled that a man known in court documents as Individual A can proceed with his lawsuit anonymously, the report by the AP says.

Prosecutors in the hush-money cash say Hastert paid Individual A to stay quiet about sexual abuse that occurred when the man was 14 and Hastert was a high school wrestling coach. The man’s lawsuit alleges Hastert still owes him $1.8 million of the promised $3.5 million.

Pilmer did not rule out requiring the man to reveal his name in the future.

Judge was right to press Hastert on extent of crimes Federal Judge Thomas M. Durkin did not mince words April 27 in sentencing former U.S. Speaker of the House Dennis Hastert to a 15-month jail term in a sexual abuse-hush money case. Durkin called Hastert a “serial child molester” and described his attempt to accuse one of his victims of extortion as “unconscionable.”

In addition to jail time, Durkin ordered Hastert to undergo sex offender treatment, serve two years of supervised release after his release from prison and pay $250,000 to a crime victims’ fund.

Hastert admitted in a statement he “mistreated” some of his Yorkville High School athletes when he was a teacher and wrestling coach at the school between 1965 and 1981 when he left YHS to begin his political career.

He told the judge and courtroom, “I wanted to apologize for the boys I mistreated when I was their coach. What

I did was wrong, and I regret it. They looked to me, and I took advantage of them.”

Fortunately, Durkin did not let Hastert off with a blanket apology. The judge asked Hastert, point-blank, if he had sexually abused three wrestlers – including Scott Cross, the brother of one of his political proteges, former Illinois House Republican Leader Tom Cross and the late Stephen Reinboldt.

Hastert – after conferring with his lawyers – agreed to accept their statements accusing him of sexually abusing them.

We’re pleased Durkin refused to accept Hastert’s initial apology and instead pressed him to admit publicly to sexually abusing multiple victims.

REFLECTIONS Roger Matile From what I’ve heard in the past, the right wing really, really likes Alexander Hamilton, the pride of the Federalists. Unlike, in their view, the squishy liberal musings of a dilettante like Thomas Jefferson, we would be better off hearing about the hard-headed fiscal conservatism espoused by Hamilton in those Advanced Placement history classes everyone was so exercised about last year.

Hamilton, after all, was a war hero, having served ably in the Continental Army, unlike Jefferson who spent the war as a politician. And Hamilton, as the nation’s first Secretary of the Treasury, had put in place the important underpinnings of the nation’s financial system. Hamilton was considered so important to the nation’s financial history that his portrait was added to the $10 bill.

Which is perhaps an opening for me to comment on the recent suggestion by the feds, instigated by well-meaning folks across the country, to remove Hamilton from the $10 bill and replace him with a woman of note. I think getting a female on the nation’s official tender is a great idea, but the current plan to put her (whoever she turns out to be) in Hamilton’s place is being extremely unfair to Hamilton.

Rather, it would be a lot more fitting to remove the face of crotchety old Andrew Jackson from the $20 bill. To his credit, Jackson threatened to invade South Carolina and hang anyone who subscribed to the nullification movement during the crisis of 1832 – the precursor of the secessionists of the 1860s.

Since he’d hanged and shot a number of folks during his life, his threat was so credible the nullificationists folded like an old map. But Jackson also hated

paper money so hotly that he threw the entire nation into depression in 1837 because of it. So having his face on any denomination of paper money is an insult to the old guy.

But I digress. The problem the right wing has is trying to pigeonhole the Founding Fathers into definitions they think fit today’s political scene.

The “liberal” Jefferson was in favor of much less government – in fact, hardly any government at all, which sounds more like the rants of Ted Cruz.

Meanwhile, the “conservative” Hamilton and the Federalists were in favor of a strong central government and government regulation of large areas of national life. In fact, Hamilton precipitated the nation’s first tax rebellion, a situation that might have led to the breakup of the country before it got a good start.

Even before the Revolutionary War ended, groups of pioneers were crossing the Appalachian Mountains and settling in Kentucky and other western areas. As more of these pioneer farmers arrived, crop yields produced more grain than individual farm families could consume. Which, of course, was the idea.

But producing grain was one thing; getting it to market was something else again. Roads of the era varied in quality from bad to appalling and even the most advanced areas of the country enjoyed only limited overland transportation. Grain could be turned into meat by feeding it to animals, but the animals then had to be herded to

market, a dangerous proposition in the 1790s.

But there was another option.

Grain could be fermented and distilled into whiskey. Whiskey was portable and was a good seller. So the farmers of the West of that period – western Pennsylvania and Virginia – made lots of whiskey which was then sold to generate cash.

Enter Alexander Hamilton.

As Secretary of the Treasury, Hamilton was interested in raising money so the Federalists could increase the size of the government and enhance government power. Looking for an easy way to raise cash fast, Hamilton decided in 1791 to tax whiskey.

As I noted, whiskey was overwhelmingly a product of the West. The pioneers moving ever farther west felt the government wasn’t giving them anything for their money. They were getting little protection from marauding Indians, the government was not building any roads or canals to help get their produce to market, and federal land sales favored speculators at the expense of farmers. To make matters worse, Hamilton demanded the whiskey tax be paid in hard cash. There was already a shortage of gold and silver in the West, which was one reason why whiskey was produced in the first place.

Not surprisingly, the farmers revolted. Tax collectors were tarred and feathered, run out of town, and their houses burned.

President George Washington called out the army. Unfortunately, the army was already busy fighting Indians so it didn’t show up, but about 13,000 militia from Virginia, New Jersey, Pennsylvania, and Maryland did march west in August of 1794 to put down the Whiskey Rebellion.

The militia did a lot of marching but virtually no fighting. The farmers pretty much caved in and decided they didn’t want to fight after all. In the meantime, Gen. Anthony Wayne defeated the combined Indian tribes in Ohio at the Battle of Fallen Timbers and so settled one of the pioneers’ main gripes. The leaders of the rebellion fled.

Two were captured, tried for treason and imprisoned, but were pardoned by President Washington. And the whiskey tax was never actually collected.

Undismayed, Hamilton came up with a dizzying variety of other taxes, from poll taxes to property taxes, which finally pumped money into the young government’s coffers.

It is true that the political party Jefferson formed was the ancestor of today’s Democrats, but Jefferson’s views cannot necessarily be equated with today’s party. Jefferson, as noted above, was for small, almost non-existent, government, contending money spent on most governmental functions was a waste of resources. Instead, he favored relying on individual citizens.

That sounds a lot like the mantra chanted by today’s right wingers while Hamilton and the Federalists and their insistence on a strong central government – and the ability to tax to finance one – sound closer to what most think of as “tax and spend Democrats.”

The moral of this story is that idealizing the past is chancy business.

Far too often, it just doesn’t fit today’s preconceptions.

Alderman Joel Frieders said he understands the need for this information but is concerned about the massive amount of information it will generate.

“I support the use and acquisition of these cameras, but remain concerned about how the information will be stored,” he said.

Police Chief Rich Hart said, “I think it is a very good tool and is a resource that we need to tap into, but there are a lot of logistical things behind it.”

He explained that when recordings are requested by subpoenas or Freedom of Information Act requests, police personnel would have to go through all of the film for the particular incident and redact frames containing informa-

tion such as the faces of other people or license plates in the footage.

He gave the example of perhaps three officers responding to a domestic dispute – there would be three separate video files that would each have to be reviewed and redacted for confidentiality purposes.

Hart acknowledged that the department would likely have to add to their staff to do this and this has nothing to do with the upfront cost of the program.

He said body cameras would add to the credibility of the officers and hold both the officers and the public accountable for their behavior.

“We need to look at the manpower needed to launch such a program,” he said.

The funds for body cameras are already included in the Yorkville city budget for this year, but Hart said, “We will do our research over the next few months. It has been referred back to the public safety committee for more work.”

The Minooka Police Department spent six months testing the body cameras supplied by the Minooka vendor and ultimately decided to discontinue the use of the equipment.

Minooka Police Chief Justin Meyer said they had no problem with the cameras themselves.

“The problem was the video footage and the tremendous amount of time required to review and redact it. It was very time-consuming for our staff.”

Sadly, the judge was limited to imposing a sentence on Hastert only related to the hush money case. The statute of limitations on his admitted sexual abuse of his students at Yorkville High School has long since expired. Within hours of Durkin handing down his sentence, Illinois Attorney General Lisa Madigan called on state lawmakers to enact legislation eliminating the statute of limitations for child sex crimes. Passage of such

legislation is long overdue and may provide some measure of consolation to Hastert’s victims and their families.

As for Hastert, his political legacy seemed assured when he left Congress in 2007. He had served as House Speaker longer than any other man and had secured millions of dollars in state and federal funding for numerous and much-needed public works projects throughout Kendall County during his nearly three-decade long political

career. He had also retired from public office still enjoying the goodwill of many of his friends and long-time supporters – a rare achievement for a politician.

That goodwill has vanished over the past 11 months, and Hastert will most certainly be remembered first and foremost for committing and then covering up sexual abuse of students at Yorkville High School. That is how it should be.

Area children enjoyed many activities during the Fox Valley Family YMCA’s Healthy Kids Day event held last Saturday, April 30. Although the rain foiled outside plans, participants were still able to have fun playing in the gym, gymnastics area and pool along with meeting local fire fighters.

YMCA’s Healthy Kids Day, celebrated at over 1,300 Ys across the country by more than 1.2 million participants, works to get more kids moving and learning, creating habits that they continue all summer long, which is a critical time for kids’ health.

Every year, restaurants choose to partner with the American Cancer Society to help raise funds for Relay for Life events around the country.

The next restaurant to support the Plano-Sandwich-Somonauk Relay is South Moon Barbeque at its new location at 102 E. Railroad St. in Sandwich.

From 11 a.m. to 8 p.m. Wednesday, May 18, the restaurant will donate 10 percent of sales revenue.

“Please come out for some delicious BBQ ribs, pulled pork or something else of your choosing for lunch or supper that day and support this very worthy cause,” said a news release from Plano-Sandwich-Somonauk Relay.

In addition to the restaurants that support the Relay effort, Redbud Creek Farm Garden Center has been a sponsor of the local event for several years.

From 9 a.m. to 6 p.m. Saturday, May 14, Redbud Creek will host its eighth annual Relay for Life Day, when 10 per-

cent of all revenue will go toward the fight against cancer.

“Spring has definitely arrived – finally – so plan to visit Redbud Creek Farm for all your flowers, veggies, shrubs and other gardening needs,” said the news release.

The farm is about five miles south of Sandwich. If you haven’t been there before, head out of town on South Main Street, turn left on North 4351 Road and look for the Redbud Creek Farm sign about two blocks ahead.

May 14 will be an opportunity to get the plants you need, plus some good gardening advice from owners Nancy and Larry Christian, while supporting the Relay for Life cause at the same time.

KENDALL COUNTY SHERIFF’S REPORTS Newark burglary reported County sheriff’s deputies are investigating a residential burglary that occurred in the 0-100 block of Main Street, Newark. Police said the victim told them May 2 that items were stolen from a locked storage unit inside the residence.

Cited after crash County sheriff’s deputies arrested Andrew R. Mitchell, 25, of the 1400 block of East 27th Street, Kansas City, Missouri, for failure to notify police after damaging unattended property April 30 at 8:24 a.m.

Police said they located Mitchell’s abandoned vehicle on Tyler Road at Miller Road.

Police said they learned that Mitchell had been driving his vehicle southbound on Tyler Road at Miller Road when he dropped his lit cigarette and drove off the road, striking a traffic sign. A nearby resident then took Mitchell home, according to police.

Police said in addition to the failure to notify charge, Mitchell was cited for driving on a revoked Illinois driver’s license.

Plano stalled with 6 wins

The Plano softball team dropped its last three Interstate Eight Conference games by three runs or less and is now 6-13 overall, 1-9 in the league entering games this week against Seneca, Rochelle and Reed-Custer.

“The girls are still playing hard, and giving it everything they’ve got,” Plano coach Dwayne Love said. “It seems like we are only one or two hits away from winning. We just have to learn how to string hits together. Every time we get on the field, the girls are ready to play.”

The most recent loss was the 3-0 decision to Seneca on Monday. The Fighting Irish scored twice in the top of the first and once in the second and finished with four hits. Plano, however, had six hits – two each from Belle Salas and Ashley Martinez. Shannon Tierney was the tough-luck losing pitcher after she struck out seven and walked none.

Last Thursday, Manteno won, 2-1, after it scored twice in the bottom of the sixth. Plano scored in the top of the seventh and out-hit the Panthers

9-6. Martinez had the lone RBI for the Reapers. She also had two hits, as did Hannah Hupe and Salas. Tierney ended up with six strikeouts.

On April 26, Lisle won, 14-13. Both teams scored three runs in the first inning before the Reapers took the lead with three runs in the top of the second.

The Lions added another two in the bottom of the third before Plano added two more in the top of the fourth.

Lisle tallied another three in the bottom of the fourth before the Reapers responded with three more in the fifth. The Lions added four more in the sixth until Plano took the 13-12 advantage going into the bottom of the seventh.

The Lions, however, scored twice in the bottom of the inning.

Plano ended up out-hitting Lisle 16-14 and saw most of the lineup from top to bottom produce, including Salas (three hits, RBI, four runs scored), Josi Gonzalez (five runs, four hits, RBI), Jenna Alsvig (two runs, two hits, three RBIs), Tierney (three hits, four RBIs), Hupe (two RBIs) and both Anna Love and Grayce Gatza ended up with a hit and an RBI.

PLANO RECORD The Plano baseball team dropped its last five games in Interstate Eight Conference action and is now 9-14 overall and 1-10 in the conference.

Last Thursday, Manteno defeated Plano, 2-0. The Panthers scored once in the first and again in the fifth. The Reapers ended up with five hits. Elijah Maisonet and Will Benson each had two hits.

On Monday, Seneca topped the Reapers, 6-5. The Fighting Irish scored three runs in the first and once in the second and fourth innings while Plano scored one run in the second, third

and fourth innings and twice in the sixth. Maisonet had two hits and two RBIs. Ward was the losing pitcher after he struck out three and allowed two walks.

On Tuesday, Seneca won again, 3-1.

Plano scored its run in the top of the second before the Fighting Irish responded with three runs in the bottom of the fourth. The Reapers were led by Ward (two hits). Carlos Martinez was the tough-luck losing pitcher after he gave up four hits, three walks and six strikeouts.

Plano’s next scheduled game is Thursday against Herscher. The Reapers are at Reed-Custer on Friday.

PREPARING FOR PLAYOFFS Reapers are 3-12-1 entering final week of the regular season

By CHRISTINE BOLIN DASCHER cbolin@kendallcountynow.com The Plano girls soccer team has reached the final week of the regular season.

The Reapers opened the week with a 4-1 loss to Reed-Custer in Tuesday’s Senior Night game to move to 3-13-1 overall and 1-7 in the Interstate Eight Conference.

On Tuesday, the Reapers will start the Class 1A Hinckley-Big Rock Regional as the No. 6 seed taking on No. 2 Stillman Valley. The winner will play the winner of No. 3 Indian Creek/No. 5 Hinckley-Big Rock in the title game on May 13. The winner will advance to the Genoa-Kingston Sectional.

“We go into this week with some games we hope to be good battles,” Plano coach Valerie Pelizza said.

“Hopefully we can have a good hard week and get our focus ready for playoffs next week.”

The Reapers dropped a pair of conference games last week to Coal City (3-1 on April 26) and Herscher (8-0 last Thursday). Plano’s goal against the Coalers was scored by Taylor Jones in the second half.

“We had a flat first half, and unfortunately Coal City capitalized on their few opportunities,” Pelizza said.

“We were creating offensive opportunities more than ever, and it was nice to see the girls putting together some passes and getting some shots on goal. Going into halftime down 3-0 was tough, but the girls came out fired up after our halftime talk. If we had played like we played the second half the whole game, we would have had even more opportunities.”

Against Herscher, keeper Camryn Rydzewski finished with nine saves.

“This was a tough game, but once again the girls never gave up. No matter how many goals we were down, they kept fighting and playing as if the score was 0-0,” Pelizza said. “With goalkeeper Giselle Melendez out, our JV keeper, Camryn Rydzewski, had to step up and play her first varsity match. It was hard to have this be her first game playing up, but she kept her head up and was very confident back there.”

Against Ottawa, Plano’s two goals were scored by junior Raven Russell and senior Anna Jiminez.
