The sheriff’s office announced in February the assignment of 20-year veteran Deputy Wayne Dial to the role of senior services deputy within the office’s community policing unit. Dial began working in this capacity Jan. 1.

While there has been no statistical rise in the victimization of seniors of late, the sheriff’s office said, several different types of crimes affecting seniors are investigated. Dial will work to decrease these crimes.

“The most common crimes we investigate are telephone scams, home repair/work fraud and residential burglaries,” Dial said. “The majority of the cases involve financial themes.

The suspects in these crimes use the trusting nature of seniors for financial gain.”

“Dedicating a deputy full-time to partner with senior citizen organizations is the first step in helping senior citizens avoid becoming victims of a crime,” County Sheriff Dwight Baird said in a press release.

All citizens – seniors included – need to be aware of dealing with complete strangers, especially those strangers offering to perform unsolicited home repairs or work, Dial said.

“Everyone should trust their instincts and if something does not seem right, it probably is not right,” Dial said. “We encourage all citizens to contact your local law enforcement agency immediately if they suspect suspicious activity occurring.”

Dial is no stranger to taking on different roles throughout his career with the sheriff’s office. He has served as motorcycle officer, dignitary protection officer, D.A.R.E. officer, child restraint technician, defensive tactics instructor, school resource officer, public information officer, juvenile officer and more.

The City of Plano recently approved purchasing its employee health, dental and life insurance through an agent who saved them about eight percent over last year’s cost.

Robert M. Bryce, employee benefits consultant from Infinity Benefits of Rolling Meadows, said Blue Cross worked with him by offering different products and multi-year contracts.

Mayor Bob Hausler said the city spends about $400,000 a year for insurance to cover its 41 full-time employees in all departments.

Employees pay only about 4.5 percent of the insurance cost, he said, adding that the city provides insurance for only full-time employees from all departments.

Bryce was able to get dental insurance through Blue Cross Blue Shield for $23,936 for the year, a savings of $13,754 or 36.5 percent lower than last year. The company added orthodontics coverage this year, Bryce said.

The regular medical insurance through Blue Cross Blue Shield will cost $856,196 this year, 3.74 percent less than last year’s cost, he said.

Hausler said they attributed the lower rates to having a good agent and employees that are healthy.

The new rates are guaranteed for two years, Bryce said.

To the Editor: Do you know that Sen. Mark Kirk has a challenger in the primary election in March? His opponent is James Marter from Oswego.

I don’t know how much many voters follow voting records, but I know I have been disappointed in how Sen. Kirk votes and what he supports. He does support our military and veterans. However, his record when it comes to what many would call social issues is very poor. Sen. Kirk is a supporter of gun control. He voted against the effort to stop Planned Parenthood funding. He has opposed school choice and has opposed most efforts to cut spending or balance the budget. He also is the only Republican senator to vote for cap and trade energy taxes.

James Marter has stated he will do all in his power if elected to repeal Obamacare, defund Planned Parenthood, vote for prolife legislation, and work to enforce our immigration laws. He will work to balance the budget. He will support the Second Amendment. Just a little information about James Marter. He is a small business owner in Oswego, he has an impressive education record. He is a member of St.

Anne Church in Oswego, is married to Jill for 30 years and has four children. His volunteer record is also quite impressive.

Illinois needs a senator who will work for us – not special interests. Please consider voting for James Marter for U.S. Senate on March 15.

As is usual about this time of year, Mother Nature is toying with residents of northern Illinois.

A day of summer-like temperatures is often followed by a day of mid-winter temperatures followed by rain followed by flurries followed by a blizzard. Sometimes in fact, all on the same day.

The poor snowdrops, who already peeked through the not-quite-frozen ground and seemed to be standing around with bowed heads hoping things would get better, tend to get buried or iced over, and any crocus unwise enough to pop up in an area warmed by the sun often look like they’d like to send out a bloom or two, but the weather usually makes them think twice about it. And, of course, the Star of Bethlehem are biding their time, covertly spreading into places they shouldn’t in preparation for their short, although aromatic, flowering not too many weeks away.

We have contemplated putting the snow shovel back in storage, although we knew that to do so just now would certainly invite a heavy snowfall down upon our heads. On the other hand, not doing so probably won’t have much impact on the weather, either. So we remain ready to spring into action.

This week, at least, let’s put our spring impulses aside and tend to more serious business until the false springs are all out of Mother Nature’s system and the true spring of April and its showers gets here.

While we’re waiting, we can enjoy the seed and bulb catalogs we find like specks of gold among the gravel of junk mail delivered to our mailbox each day. And while dealing with this impatience, we ought to take a few moments to enjoy the junk mail itself for the unexpected nuggets we find from time to time. Here, for instance, are a few gems we never would have found out if we hadn’t opened all of our junk mail each and every day that little U.S. Postal Service truck showed up out in front of the Matile Manse: Henry Ford invented the automobile, didn’t he? Nope. The Duryea brothers built the first successful gasoline-powered auto in the U.S. in 1893. Ford refined the manufacture of autos, but he didn’t invent them.

Okay, so Columbus discovered the West Indies (not a good thing because he was actually looking for the East Indies).

Where, exactly and officially, are the West Indies? The West Indies are the island chain separating the Atlantic from the Caribbean Sea. The major groups include the Bahamas on the north, the Greater Antilles in the center and the Lesser Antilles to the south.

Books... old and new As a teacher of young children for many years and as the daughter of a voracious reader, books are high on my list of things that should be in, and treasured by, every home. One of my earliest memories was watching mom (Lydea Lincoln Lawrie) read.

She brought home many books from the library every week...12 or more at a time. She had a particular skill that I never mastered – she read several of them at a time.

There would be a book on the table at the end of the couch... one tucked on the floor under her bed... one in the bathroom... one on the dining room table... and one on the kitchen table.

If she was going somewhere that might provide the slightest chance of time for reading, she took a book with her in the car. That wicker basket of books would go back to the library at the end of the week, each one read, and exchanged for new books that she hadn’t read yet.

There were times when her schedule was busy, or she wasn’t well, and she sent me into the library to return the heavy basket from last week, and to choose a new collection for the coming week. In those days there was a card in the pocket glued into the book. When you checked out a book, Auntie Maude stamped in the due date and wrote the “library number” of the person taking the book on that card. Mom’s number was 228. So I put books without 228 in her basket till it was full.

Did you have books in your home?

Were they books that your family owned? Or were they books from the library? Did you grow up loving to read? Do you remember your favorites to this day? I hope you can say yes to those questions!

In the times before there were so many good books available, nearly every home had one important “good book” for the family.

The family Bible took a prominent and “safe” place in nearly every home. In fact some children learned to read by reading the Bible.

That always seems to me to be a difficult job – the Bible is filled with $10 words that adults stumble through often. But if it was the only book the family had, then there was no other choice.

The Bible had the task of conveying religious information, of course, but it also had an additional task. As the most treasured, and often only, book in the home it was used to record the important names and dates for family members.

The owner’s name was often on one of the front pages. It might tell who gave the Bible to the young per-

VIEWS Kristy Lawrie Gravlin son who was felt to be ready to own their own copy. Or it might tell of how a child came to own the Bible.

My favorite “sighting” was one that said “Betsy bought this Bible with money earned by picking flats of strawberries for 8¢ a flat.” And the handwriting was obviously that of a young child.

Other times parents or grandparents presented the Bible for a special occasion. Or the church might give a Bible for the completion of a religious study.

There are other things you can discover from “reading” a family Bible. What language was it printed in? Almost certainly that was the family’s native language.

Does the handwriting appear to be smooth and easy, indicating education in writing, or does it appear to be labored and difficult? Can you tell if it was more likely to have been written by the father or the mother? Can you tell when the first writer passed away and the task was taken on by another?

The most common dates are those for marriage, birth, and death.

Some families are very precise about their information. Some are more likely to add information as it comes to them or as the writer finds time to record it.

Occasionally there are other bits of information: “Maude’s first tooth came in today.” – with date attached.

This was in a “housekeeping” book rather than a Bible. The possibilities are next to unlimited.

SHAW MEDIA Veteran journalist Dan Waitt, who had served as the Record Newspapers’ news editor since last July, died Friday afternoon at an Aurora hospital.

A non-smoker, Waitt, 55, had been diagnosed in October with lung cancer.

“All of us here at the Record Newspapers and Shaw Media are extremely saddened by Dan’s passing,” said Record Editor John Etheredge.

“Besides being an experienced and gifted editor and reporter, Dan was first and foremost our good friend,” Etheredge said.

Prior to coming to the Record Newspapers, Waitt worked for more than three decades as a reporter and editor at the Aurora Beacon-News.

During his years at the Beacon-News, Waitt served stints as a reporter, special sections, business and entertainment editor.

During his years as Dan Waitt beat reporter in the 1980s and 1990s, Waitt covered at various times the Oswego School District, Yorkville City Council and the Kendall County Board. Waitt returned to covering the

Yorkville City Council this past July when he was named the Record’s news editor.

A 1983 graduate of Indiana University, Waitt attended the National Journalism Center and completed several graduate level courses in journalism, education and law.

Waitt is survived by his wife, Carolyn, and a daughter, Lauren, a senior at West Aurora High School.

A public memorial for Waitt will be held from 2 p.m. to 4 p.m. this Sunday, March 6, at Westminster Presbyterian Church at 10 N. Edgelawn Ave. in Aurora. Burial was private.

for March 10 in Plano District 88 PLANO RECORD Kindergarten registration for Plano School District 88 for the 2016-17 school year will be held Thursday, March 10, at P.H. Miller Elementary School, 904 N. Lew St. in Plano. Times for registration will be 9 a.m. to 1 p.m. and 3 to 7 p.m.

A child must be 5 years old on or before Sept. 1 to be eligible for kindergarten for the 2016-17 school year. Kindergarten is an all-day program.

It is important that eligible children attend registration. This will provide kindergarten staff the opportunity to briefly meet and assess the child.

If possible, limit the number of other children who attend.

The school nurse will be present to explain the medical requirements for

kindergarten. Parents should bring any current physical and immunization records. Kindergarten students must have a current physical and complete shot record on file by the first day of school in order to attend.

8 Kindergarten registration is set

BRIEFS Tom Cross appointed to Illinois Board of Higher Education

Illinois Gov. Bruce Rauner has appointed former State Rep. Tom Cross, R-Oswego, as the chairman of the Illinois Board of Higher Education.

Cross’s experience as a state legislator and fiscal reformer will be an asset to the board, according to a statement issued by Rauner’s office.

Tom Cross Cross served in the Illinois General Assembly for 22 years and was the House Republican Leader from 2002-2013. He is currently a distinguished fellow at Aurora University, where he promotes innovation in STEM education programs and a senior consultant at Culloton Strategies.

Cross is also an attorney and a former

prosecutor in the Kendall County State’s Attorney’s Office.

Due to safety concerns associated with battery-operated hoverboards that have been raised by the U.S. Consumer Product Safety Commission, Oswego-based School District 308 has instituted a district-wide ban on the devices.

Effective Monday, Feb. 29, and until further notice, hoverboards, also known as self-balancing scooters and hands-free segways, will not be permitted in any School District 308-owned building or campus, the district announced in a statement issued Friday morning.

In an email, Brian Graves, school

district communications director, said only a few students have brought hoverboards to school.

In the statement, Superintendent Dr. Matthew Wendt said, “With the documented dangers and safety concerns and the reports of the damage and injuries these devices present, this decision was made with the well-being of our students in mind.”

There have been documented reports of hoverboards spontaneously igniting during use or while charging. On Dec. 15, the Consumer Product Safety Commission announced it was investigating 28 fires in 19 states involving hoverboards.

School District 308 sets bus driver job fair SHAW MEDIA The Oswego-based School District 308 Transportation Center is looking to hire bus drivers.

Whether you are a seasoned bus driver or are new to the pupil transportation industry, the staff will assist you every step of the way.

Local officials urge Metra to finish county service studies SHAW MEDIA Oswego Village President Gail Johnson and Village Administrator Dan Di Santo spoke at a Metra Board meeting in support of completing the preliminary engineering and environmental studies to extend Metra commuter rail service to Oswego and Kendall County last Wednesday.

Planning for this extension began in the late 1990s and had been progressing until Metra suddenly halted the two planning studies in August 2015.

“As community leaders, we have an obligation to plan for the future. Extending Metra service to Oswego is essential to providing access to jobs, education and health care for our growing population,” Johnson said.

In a rare move, the Metra Board engaged in a discussion following the public comment testimony. Several board members asked questions about

the project and confirmed the $7.5 million is reserved for the Kendall County Metra extension project.

Administrator Di Santo said, “We wanted to let the current Metra Board know what we have known for decades – this extension is necessary and Oswego is committed to making it happen, no matter what it takes.”

The two studies are completely funded by acts of Congress from the mid-2000s. Early this year, Sen. Mark Kirk, U.S. Rep. Bill Foster, every state legislator representing Oswego, Kendall County Board Chairman John Shaw and the mayors of Oswego, Montgomery, Yorkville, Plano and Sandwich sent letters to Metra and the Regional Transportation Authority asking them to complete the studies.

A group of stakeholders is expected to meet with Metra leadership and U.S. Rep. Randy Hultgren on March 5 to further discuss the project.

SHAW MEDIA Kendall County has been issued a final property assessment equalization factor of 1.0000, according to Constance Beard, director of the Illinois Department of Revenue.

The property assessment equalization factor, often called the “multiplier,” is the method used to achieve uniform property assessments among counties, as required by law. This equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts, fire protection districts). If there were no equalization among counties, substantial inequities among taxpayers

with comparable properties would result.

Under a law passed in 1975, property in Illinois should be assessed at one-third of its market value. Farm property is assessed differently, with farm homesites and dwellings subject to regular assessing and equalization procedures, but with farmland assessed at one-third of its agriculture economic value. Farmland is not subject to the state equalization factor.

Assessments in Kendall County are at 33.33 percent of market value, based on sales of properties in 2012, 2013 and 2014. The equalization factor currently being assigned is for 2015 taxes, payable in 2016. Last year’s equalization factor for the county also was 1.0000.

The final assessment equalization factor was issued after a public hearing on the tentative factor. The tentative factor issued in August 2015 was 1.0000.

The equalization factor is determined annually for each county by comparing the price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments/county assessor.

If this three-year average level of assessment is one-third of the market value, the equalization factor will be one. If the average level of assessment is greater than one-third of market value, the equalization factor will be less than one. And if the average level of assessment is less than one-third of market

value, the equalization factor will be greater than one.

A change in the equalization factor does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens. If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments increase.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual’s portion of tax responsibility is not changed by the multiplier.

According to Bell, bees are the only insects to produce food for humans, account for 80 percent of all insect pollination, and are directly responsible for pollination a third of all food crops eaten every day in the United States.

During the program, Bell will explain the ins and outs of starting a backyard bee hive, the current state of local zoning laws concerning beekeeping, and the hobby’s positive environmental impact.

He will also touch on the ongoing problem of honeybee hive collapse, its potential effect on the world’s food supply, and what’s being done to fight it.

Preregistration is not required. Admission at the door is $5. Proceeds will benefit the museum’s operations.

NIU’s high cost for head-hunting School has spent almost $1 million on recruitment

By RHONDA GILLESPIE rgillespie@shawmedia.com DeKALB – Northern Illinois University has spent almost $1 million in the past five years to hire search firms to help fill a handful of executive-level positions, records show, at a time when other workers complain of not receiving raises and student tuition and fees increased.

It cost NIU almost $127,000 to eventually find Doug Baker, who became the state university’s 12th president in July 2013. The tab included a $90,000 “professional fee” paid to Atlanta-based Parker Executive Search firm in the recruitment effort. Baker came to NIU from the University of Idaho and is paid a base salary of $450,000, according to NIU financial documents obtained by the Daily Chronicle, which is owned by Shaw Media, the Plano Record’s parent company.

“A lot depends on the positions [to be filled]. We typically don’t do national searches, except for the more-senior positions,” said Al Phillips, NIU vice pres-

ident for administration and finance.

“But when you’re looking for someone with a somewhat technical skill, or a dean that brings certain things to the university, it’s very difficult to conduct a local search and find the person that you really want for the job.”

Although some question whether the search expenses are necessary during times of remarkable budget uncertainty, university officials say the school has no choice but to hire contractors to do its recruiting because it lacks the resources to do the job itself.

However, turnover at the top can be an expensive issue, records show.

Phillips himself started at NIU in March 2015 after the university paid Parker more than $97,000 to find candidates to fill the position he currently holds. He is one of 12 members of Baker’s cabinet.

NIU also used Parker to search for several of the other cabinet members.

The university cut checks totaling almost $270,000 to the search firm to bring aboard such employees as Jerry Blakemore, vice president and general counsel, and athletic director Sean Frazier.

The firm still is on the hunt for a director of admissions for the university, and it already has been paid $62,204 for that search.

NIU previously hired two admissions directors who were found by The Spelman and Johnson Group (SJG), based in Easthampton, Massachusetts.

But Brandon Laguna, hired November 2009 at a $98,000 base salary, left the post in September 2011. Then Kimberley Williams got the job, and was paid $106,000, according to NIU records, but left two weeks shy of being in the position for a year.

Those searches cost the university nearly $50,000, records show.

Spelman and Johnson made about $140,000 helping NIU to find Rebecca Babel, the current director of financial aid, and another cabinet member, Eric Weldy. He serves as vice president for student affairs and enrollment management. Combined, their base salary tops $300,000.

When SJG was recruiting for the job Weldy landed, the search firm billed the university $11,937 to hold interviews at an airport – plus airfare for four candidates flown in for the meeting.

“We moved the event back a few weeks to avoid the cold,” Schubitzke said. “We’ll hopefully get a good crowd.”

Schubitzke said the hosting organization of the event hopes to open up snocross to an untapped market by attracting those who love motor sports at the Chicagoland Speedway and those living close to Chicago and looking for an exciting winter sporting event.

“We think it’s a good market,” Schubitzke said. “It definitely has its difficulties, making the snow and everything like that, but in the end, it’s a good opportunity.”

Star racer Tucker Hibbert, who Paddock described as “the Michael

Jordan of snocross,” won the event last year and leads the field in total points this season.

“It’s just a really cool opportunity,” Hibbert said Monday of racing at the Route 66 Raceway. “It’s a little different venue setup with the track being built right on the drag strip.”

Hibbert said the track is tight and the close proximity to the fans makes it a unique venue.

“I’m a fan of a big, wide-open track,” Hibbert said. “But we have a good mix all season. This is definitely a good racetrack.”

The event will feature a collection of family-oriented attractions.

Paddock expects this weekend’s event to attract more people through word of mouth and a favorable forecast.

“Anytime you do outdoor events, the weather is a big unknown,” Paddock said. “It was incredibly challenging Friday evening [last year], and almost perfect Saturday. The weather seems to be looking good this year.”

Holding the event during the automobile racing offseason allows the administration to seize on an opportunity to stay relevant during winter, Paddock said.

Probably the only drawback to the event was that the snow didn’t melt fast enough in time for the drag racing season, Paddock said, adding that this year, AMSOIL Championship Snocross will help pick up the snow after the event.

Plano tops Morris to reach regional championship

The Plano boys basketball team is on a five-game winning streak entering the Class 3A Plano Regional title game on Friday.

The Reapers entered the postseason on Tuesday as the No. 2 seed and defeated No. 7 Morris, 50-44, in the regional semifinal for their fifth straight victory. With the win, Plano improved to 18-9 overall and will play the winner of Wednesday’s semifinal game between No. 6 Streator and No. 3 Sandwich.

“We’ve been playing really great.

The kids just relax and play,” Plano coach Kyle Kee said. “This is what happens with good teams. The seniors step up and make the plays. That’s been the difference.”

Plano is 2-0 against Streator this year and defeated Sandwich in the Feb. 26 regular-season finale. The winner of the Plano Regional will advance to the Streator Sectional next Tuesday. “[Getting to the regional title game] is something we’ve dreamed of all year,” Plano senior Dahveed McKinney said. “We’ve worked hard to get here. We just have to close it out on Friday.”

Notes: In Plano’s final two regular season games in Interstate Eight Conference action, the Reapers (9-2 in the league) defeated both Manteno (61-45 on Feb. 23) and rival Sandwich (59-43 last Friday). Against the Panthers, Elijah Maisonet led the way with 14 points.

Against the Indians, Dahveed McKinney and Ramirez each posted 10 points.
