School board agrees to forgo back taxes owed, so city OKs next steps

Hausler said he talked to the county, the second largest taxpayer on the list and they said they were waiting to see what the school district would do.

Karpas told school officials the city is asking that the taxing bodies rebate their share of the $40,000 owed in back taxes and penalties back to the city, so that in the end the money they would have received in taxes would be rebated.

He said he went to school district officials first because the second largest amount of taxes owed on this property would be to the school district. The largest amount owed would be to the county.

Karpas said the vacant building has been in a state of deterioration and disrepair for several years. He recalled that at one time a dentist office had been in the building.

The mayor said it’s not likely anyone could afford to pay the taxes and

then invest money in making the building usable for a new business.

Karpas said he also presented the proposal to Plano Library Board members about a month ago and they supported it.

“The renovation and rehabilitation work could be done by the museum officials. They do have a bit of money, but the majority of the work will be in the form of in-kind donations of either labor, materials or both,” Karpas said.

He said the building needs interior work such as painting, repairing of drywall and similar cosmetic repairs of damage done by vandals. A new heating system also will be needed, he added.

The city would hold title to the building because it is buying back the taxes. It would then lease the property to the Historical Society for $1 a year.

The city would be responsible for some maintenance such as any future repairs to the roof, siding and similar items, Karpas said.

Regular prices are $1 for hardcovers and 50 cents for paperbacks.

On Nov. 26, books will be sold for $4 a bag and the sale will end at 2 p.m.

All VHS tapes and cassettes will be free on the last day of the sale.

A vacant building at 9 N. Hugh St., became one step closer Monday night to being turned over to the Plano Historical Society for its use.

City council members voted Monday night to proceed with the building purchase on a recommendation two weeks ago by the council at a Committee of the Whole meeting.

The issue first came up several weeks ago when Tom Karpas, Plano Building, Planning and Zoning director, met with Plano School Board members to see if they would be willing to forfeit taxes owed the school district back several years on the property.

School board members voted unanimously to participate.

Mayor Bob Hausler told council members at the earlier meeting that he would like them to consider approving a proposed intergovernmental agreement that he is presenting to all taxing bodies who have not received their tax payments or penalties over the past several years from this property.

Now that the council approved the agreement, it will be presented to the other taxing bodies who also are owed taxes from the property.

Hausler said he is hoping they will adopt the agreement to forfeit their taxes and penalties so the building could be made available to the historical society.

“If they do not participate, this could not be done,” Hausler said.

He noted that the city’s only cost would be about $4,000, the portion of the total tax bill that would come to the city.

REFLECTIONS Roger Matile became a town with two names.

A vote taken by the hamlet’s landowners resulted in the name change to Oswego – another New York community familiar to the pioneers. The promoters of Hudson, however, were dismayed and carried the name with them as they, a footloose group, moved north and a little west to settle in what eventually became Hudson, Wisconsin.

In fact, if you look at a map of New York’s Finger Lakes region and the path of the Erie Canal, you can see how attached pioneers from that region were to their hometown names, because they’re mirrored up and down the Fox River, from Batavia and Geneva to Oswego, Yorkville and Newark.

Those settlers also brought their respect for New York’s activist governor, DeWitt Clinton, with them as well, naming two counties – DeWitt and Clinton – in Illinois in his honor, not to mention the villages of DeWitt and Clinton (the largest town in DeWitt County).

So this hardy band of New Yorkers and Vermonters and other New Englanders came west and discovered the deep, rich topsoil of the Fox Valley,

and here most of them stayed. And in fact, many of their descendants still live in the Fox Valley communities their ancestors settled.

The original settlers were soon leavened by the arrival of German, English and Scots immigrants who were seeking their own land where they could raise their families and prosper. They were soon joined by Norwegians and a few Swedes and Danes.

The Norwegians settled in and around Norway just across the Kendall County line in LaSalle County, but quickly spread north to Newark, Helmar and Lisbon in Kendall County.

Like the earlier German arrivals, the Scandinavians brought their Lutheran faith and their churches rose near the earlier settlers’ Methodist, Congregational and Presbyterian churches.

Besides their faith, most of those early pioneer groups brought an appreciation of the importance of education with them. The earliest schools were held wherever room could be found, with teachers hired by collecting subscriptions from interested parents. By the 1850s, the Illinois General Assembly approved funding public schools through property tax levies, and oneroom rural schools began popping up all over the county.

At one time or another, about 125 schools served country and town students in Kendall County. Many

of these schools were closely tied to neighborhood churches. The Union School, which now sits at the Kendall County Historical Society’s Lyon Farm and Village, was used as a school during the week and for religious services on Sunday. In Oswego Township, the German Methodists on Oswego Prairie east of the village built a church with a basement classroom, which served as a public school on weekdays and Sunday School on the weekends, with church services held on the building’s main floor.

Farming wasn’t the only economic engine driving Kendall County, of course. When the railroad pushed west of Aurora in the early 1850s through northern Kendall County, Marcus Steward agreed to build a town if the railroad passed through his land.

Which he did, creating the city of Plano, Kendall’s only industrial town where reapers and harvesters were manufactured and where foundries created the iron and steel needed for them. Plano was even Kendall’s “Motor City” for a few years when Holsman automobiles were turned out there in the early 1900s.

And we shouldn’t forget the inventions, either. From improved grain reapers to Messenger Gopher cultivators to the Plano Potato Planter to

There were several Republican leaders meeting at that same time, agreeing that even if it was something they had wanted, still wanted and it was good for the country, but if President Obama wanted it, they would obstruct it, all the time, every time.

Even when it came to appointing a replacement for Supreme Court Justice Scalia, who died Feb. 13 of this year, President Obama appointed someone who the Republicans were previously happy with, but staying true to their obstructionism, they still refused to do their Constitutional duty. (I wish I could put an exclamation point here, but consider that I just did.) They wanted to wait until the next election when Trump could do the picking.

Well, they have their guy now, elected in great part by the shenanigans of the Russian government. I wonder who Putin wants on our Supreme Court?

Kendall County’s modern history got its start as farmers moved to the grove-dotted prairies bordering the Fox River to make new lives for their families. Some of the earliest settlers came up from the south, but they found the expansive prairies oppressive and not at all like the forests out of which they were used to hacking a hardscrabble living, and most soon moved on.

The settlers with staying power came, for the most part, from the old Middle Colonies, particularly New York, and from the rocky hills of New England. Some moved in easy, gradual stages, pausing sometimes for a few years in Ohio and Indiana before finally arriving in what was then the western frontier state of Illinois.

They often traveled in family and neighborhood groups. Genealogists soon find when tracing their ancestors’ path from east to west that the same names keep popping up in communities where those restless pioneers stopped.

And not only that, but they tended to bring the familiar names of towns where they lived along with them, too.

Thus, Hudson’s name was brought west from New York and originally given to what is now the village of Oswego. But in 1837, when a post office was granted to the thriving village, the government named it Lodi, and it

Legislative forum for seniors set for Friday Offers attendees chance to speak to lawmakers PLANO RECORD Kendall County residents will discuss federal and state issues concerning aging and disability at a legislative forum on Friday, Nov. 18, at the Oswego Senior Center, 156 E. Washington St., Oswego. Registration and a continental breakfast will begin at 9 a.m. and the forum itself will start at 9:30 a.m.

The forum’s purpose is for seniors, people with disabilities, caregivers and their advocates to discuss issues affecting those groups with federal and state

legislators. The program will include presentations on topics of concern, presentations by state legislators representing Kendall County, and questions from the audience.

U.S. Sens. Richard Durbin and Mark Kirk, U.S. Rep. Bill Foster of the 11th District and U.S. Rep. Randy Hultgren of the 14th District have been invited to the forum, but they are likely to be in Washington, and may be represented by aides.

Illinois Sens. Jim Oberweis (25th Senate District), Sue Rezin (38th), Linda Holmes (42nd) and Jennifer Bertino-Tarrant (49th) have been invited, along with Illinois Reps. Keith Wheeler (50th Representative District), David Welter (75th), Stephanie Kifowit (84th) and Mark Batinick (97th).

Informational session on PADS program is tonight SHAW MEDIA Kendall County PADS (Public Action to Deliver Shelter) is hosting the second of two informational sessions for the public to learn more about the program. This informal presentation will be on Thursday, Nov. 17, at Yorkville Public Library, from 6:30 to 7:30 p.m.

A panel of experienced volunteers will present a brief overview of PADS and then welcome audience questions.

Attendees will hear about PADS – what it is, where and when the shelter sites are open, and what it does for the homeless men, women and children who come for aid.

The audience will see how PADS goes beyond its basic mission of giving temporary, overnight shelter and food; the organization provides links to many other social services for its guests. To make this all possible, volunteers are still needed to serve just four and a half hours each month for the six-month-long program.

Anyone who simply wants to learn more about how PADS cares for the homeless is welcome to attend. No pre-registration is required; no commitments are expected. Plano police investigating woman’s death at Rt. 34 motel PLANO RECORD Plano police are investigating the death of an Earlville woman whose body was found in a local motel room.

Police were called Nov. 6 at approximately 11:18 a.m. to the Harvester Motel in the 800 block of U.S. Route 34 regarding a room being occupied past the checkout time, according to Plano Sgt. Norm Allison.

“Upon arrival, Plano police met

with management and attempted to make contact with the occupant(s) of the room,” according to Allison.

Police said they discovered a dead adult female, identified as Deborah Hake, 58, in the room with no other occupants. The Kendall County Coroner’s Office was called to the scene.

Allison said police are waiting on an autopsy of Hake’s body to determine her cause of death, and the investigation is still ongoing.

PLANO POLICE REPORTS Running in underwear A Plano man was transported to a local hospital for evaluation Nov. 10 after Plano police were called in response to reports of a man running westbound on Route 34 in his underwear near Pence Avenue.

When police approached Kevin Morales, of the 900 block of Jones Street, he was incoherent and unresponsive to officers, police said. Morales had multiple abrasions and cuts to his body, and paramedics were called to the scene, police said. While awaiting paramedics, police said, Morales attempted to pull away from officers and appeared to be under the influence of some type of narcotic.

Officers subdued him for his safety until he could be transported to the hospital. No charges were filed.

Battery arrest Plano police arrested James R. Gardine, 51, of the 400 block of East Park Street, for battery after it was determined he battered his neighbor during an argument, police said.

They arrested Jackson T. Rogers, 21, of the 200 block of West Center Street, Sandwich, for DUI after failing sobriety tests and providing a breath sample over the 0.08 limit. Jackson was transported to the Kendall County Jail.

Oswegoland Park District on Winrock Road in Oswego Township Nov. 14 for a report of five aluminum soffits damaged over the weekend.

Arrested on warrant Sheriff’s deputies stopped Juan Alejandro Herrera Hernandez, 34, of the 600 block of East Galena Blvd., Aurora, for speeding on Nov. 10 near the intersection of Route 34 and Orchard Road. Deputies found that Herrera Hernandez had a valid DeKalb County warrant for failure to appear. Deputies arrested Herrera Hernandez and took him to the Kendall County Jail in Yorkville for processing.

Fraudulent charges investigated • Sheriff’s deputies investigated a report by a Boulder Hill resident of credit card fraud that occurred on Oct. 27. Police said an investigation determined that a fraudulent anti-virus company received the resident’s bank account and credit card numbers and was continuously charging the accounts. The incident is still under investigation by the sheriff’s office.

• An Oswego Township woman reported to sheriff’s deputies that on Oct. 18 someone used her identity and credit card information to make purchases in Europe.

DuPage DUI warrant Sheriff’s deputies arrested Charles Linberg Obrien, 46, of the 70 block of Springdale Road in Boulder Hill after police, conducting a well-being check, discovered that Obrien had a warrant out of DuPage County for failure to appear on a DUI charge.

Homeless man arrested lying on roadway Sheriff’s deputies arrested Steven Matthew Belinski, 38, homeless, after he was observed lying on the roadway in the 5000 block of Schlapp Road in Oswego Township at around 7 a.m. Sunday morning.

Belinski was wrapped in a blanket and police said he was creating a traffic hazard. According to police, Belinski refused to provide his personal information on request and also failed to follow orders issued by deputies.

Belinski was arrested for obstructing a peace officer and was issued a citation for pedestrian in the roadway, and was taken to the Kendall County Jail in Yorkville for processing.

By Denise Freese Pre-diabetes is the stage before type 2 diabetes, where your blood sugar level is higher than normal, but not high enough to be considered diabetes. If you test positive, Dr. Chalisa sees it as an opportunity to improve your health. “Progression from pre-diabetes to diabetes isn’t inevitable,” she explained. “Healthy lifestyle choices can help prevent both pre-diabetes and the progression to diabetes.”

Healthy lifestyle changes include performing daily physical activity and maintaining a healthy weight, both of which can bring your blood glucose level back to normal. “Eat balanced meals with small portions, and cut back on added sugars and soda,” said Dr. Chalisa. “Exercise for 30-60 minutes every day, and try to get to, and maintain, a healthy weight. Losing just 10% of your body weight significantly decreases your risk of developing pre-diabetes and diabetes.”

Looking back, the Reapers were simply warming up.

Plano won five of its next six games and hit the 10-win mark with a Homecoming win over Genoa-Kingston. In the end, the Reapers celebrated an 119-1 overall record, which ties a school record with 11 wins.

“This has been a record-breaking year. We saw records break throughout the season,” Plano coach Tom Dean said. “The guys are awesome. They play with intensity whether they are winning or losing. The depth of character is shown in how they conducted themselves in winning against Genoa-Kingston in the rain, and also in losing with class to the eventual state third-place team, Benet Academy.

Their hard work paid off, and their chemistry grew stronger as the season wore on. It has been a great year.”

ning shots – with 12 assists and set a school record for goals scored in a single season. His closes his high school career as the all-time leading scorer with 52 career goals and set a career record with 22 assists.

Alanis was selected to the Interstate Eight All-Conference team for the third time and was an IHSCCA All-Sectional selection. Senior center defender Will Benson and junior center midfielder Alban Hoti joined Alanis on the All-Conference list.

Benson had two goals and three assists and Hoti had nine goals and 10 assists. Both were Academic All-Conference athletes, and IHSCCA All-Sectional Honorable Mentions. Benson was also named to the 2016 Chicago Fire Boys All-State All-Academic Second Team.

Junior goalie Trevor Scott had 188 saves with 44 goals allowed in 19 games played and finishes with 476 career saves. He was also an IHSCCA All-Sectional Honorable Mention.

In addition to Hoti and Scott, top returners next season include junior left defender Omar Alanis and junior midfielder Brian Morales.

Plano fitting pieces together for strong team with depth

A big junior class gained invaluable varsity experience last year, and now as seniors are ready to step up and lead the Plano girls basketball team this winter.

Bradi Gann, one of eight seniors, is among the top returning players for the Reapers after earning an Honorable Mention award in the Interstate Eight Conference. Seniors Raven Russell, Hannah Hupe, Brittany Strause, Demetra Phylactos, Ashley Martinez and Sarah Roberts are all expected to play big roles on the 14-player squad.

“We have a lot of depth with our seniors,” said Plano coach John Chernick. “Both Bradi and Demetra saw significant minutes last year and we’re counting on them for some scoring and their leadership abilities as well.

Raven also played quite a bit and she gives us experience on the floor. Brittany Strause was injured early last year, but she’s back and healthy and will contribute.”

Plano (0-1) has also gained three transfer students, with senior Jazreil Hill coming from Florida and sisters MaKayli Vann, a junior, and MaKenzie Vann, a sophomore, transferring from Indian Creek. MaKayli Vann was among Indian Creek’s top leading scorers last season on the team’s run to a Class 1A third-place finish.

Junior Anna Love and sophomores Alyssa Dolan and Lexi Tisberger along with freshman Lily Fernandez are newcomers to the varsity mix.

“I think we’re fairly athletic in terms of being able to get up after people and it’s just going to come down to whether we can consistently put the ball in the basket,” Chernick said. “That’s really going to tell the tale for us.

“We are looking forward to the start of the season. We have high expectations this year, and because we have a lot of younger players, we feel that the potential for season-long growth and improvement is there.”

Chernick, who returns his staff of varsity assistant coach Al Gruidl and JV/freshman coaches Colleen Aguilar and Dave Lay, will get his first look at the squad this week as Plano plays four games in Somonauk’s annual Tim Humes Breakout Tournament.

“Two weeks just doesn’t seem like enough time to get ready, but we’ll do the best we can,” Chernick said.

“We’ve been battling some illness and we’ve had a little bit lower numbers than we have had in the past so we’re working like a puzzle to get the pieces to fit. I think we’re ready to go.”

Play began Monday against Newark. The Reapers will face Serena, Hinckley-Big Rock and Somonauk before the tournament ends Friday.

“We’re just hoping to play the style of basketball that we’ve been coaching,” Chernick said. “I’m not going to predict wins or losses. You’d like to go in and win three or four games, and I think we should have those goals. We should have high expectations, but you never know when you’re going to run out of legs or when you’re going to have an off night shooting. I just want us to go in and play well and do what we’re capable of. If we do that and shoot the ball reasonably well, we’ll give ourselves a chance.”
