Hultgren pulls ahead in race

By BRITTANY KEEPERMAN bkeeperman@shawmedia.com CRYSTAL LAKE – Unofficial vote totals indicate that incumbent Randy Hultgren, R-Plano, will likely maintain his seat as congressional representative in Illinois’ 14th district.

Hultgren had about 141,929 unofficial votes compared with Democratic challenger Jim Walz’s 98,143.

Votes were counted from different counties the district covers including McHenry, Lake, Will, Kane, DeKalb

and Kendall.

Hultgren has held the seat as representative for Illinois’ 14th Congressional District since 2011 and said he puts small families and businesses first. He also wants to prioritize infrastructure and transportation.

If elected he said he would continue to fight for jobs, families and limited government.

“I have consistently said ‘no’ to policies that grow government and burden our children with more debt,” he said in a previous statement to Shaw

The 14th Congressional District covers most of Kendall County, including Yorkville, Plano and large sections of Oswego and Montgomery.

Walz ran on a platform of representation for middle and working class people with a focus on wage raises and preserving social services such as Social Security and Medicare.

The Kendall County Board will see some new faces when they are sworn in Dec. 5, although two incumbents kept their seats on the board following Tuesday’s election.

There were a total of five seats up on the board, including two spots in District 1 and three spots in District 2.

County Board Chairman John Shaw, a Republican from Yorkville representing District 1, did not run for another term.

In District 2, board member Jeff Wehrli, a Republican, did not run for another term, and board member Dan Koukol was defeated in the Republican

Board members John Purcell of Yorkville, a Republican representing District 1, and Elizabeth Flowers of Montgomery, a Democrat representing District 2, both kept their seats on the board.

Purcell was the highest vote-getter in District 1 with 13,078 votes cast,

while Democrat Audra Hendrix of Yorkville received 11,019 votes.

The pair defeated Republican Jerry Bannister of Oswego, who received 10,625 votes.

The trio defeated Republican Diane Selmer of Oswego, who received 9,712 votes, and Democrat Kristine Heiman of Oswego, who received 8,361 votes.

REFERENDUM

Voters approve Newark school tax increase SHAW MEDIA Voters in the Newark Grade School District 66 said “Yes” Tuesday to a request from the school district board to a 0.7 percent increase in the district’s limiting rate on property taxes.

Voters approved the referendum by a margin of 212 votes: 736 “Yes” votes to 524 “No” votes in the dis-

trict’s five Kendall County precincts.

The district sought passage of the referendum to maintain district programs.

According to the ballot question, passage of the referendum would mean that the owner of a residence in the district with a fair market value of $100,000 will see an increase of $233 on the school district portion of their property tax bill.

An informational flier prepared by supporters of the referendum prior to Tuesday’s vote warned of potential program cuts if the referendum did not pass.

According to the flier, sports, co-curricular clubs, band, music, art/ technology, physical education, the school lunch program and full-day kindergarten could all have been cut in the district.

Incumbent State Rep. Keith Wheeler, R-Oswego, won re-election to a second term from the 50th District in the General Assembly Tuesday by a wide margin.

For the second time in two years, voters chose Wheeler over former Yorkville Mayor Valeria Burd, a Democrat. Wheeler first won election to the General Assembly in 2014 by defeating Burd.

For the second time, incumbent state Sen. Sue Rezin, R-Morris, defeated Democrat Christine Benson of Ottawa Tuesday in a race for the 38th Senate District, with most of the precincts reporting.

Rezin defeated Benson in 2012, gaining 54 percent of the vote.

Tuesday evening, Rezin defeated Benson again, this time with 58 percent of the vote.

Sue Rezin Rezin had 44,891 votes to Benson’s 32,679 votes with 17 precincts outstanding in LaSalle County late Tuesday evening. There were 201 out of 218 total precincts reporting in the district.

The 38th Senate District includes portions of Kendall, Grundy, Putnam, LaSalle, Livingston, Bureau and Will counties.

Following the results Tuesday evening, Rezin thanked the voters of the district for giving her another term.

“It is my honor to serve the 38th District in the Illinois Senate and I want to thank the voters for giving me the opportunity to keep fighting for them in Springfield,” she said.

“My opponent very graciously called me earlier this evening, and I want to thank her for a race well run. Finally, I want to thank my family for their unconditional love and support.”

Let’s not do this kind of political season again There is a great scene at the end of the 2008 Coen Brothers black comedy “Burn After Reading” where a CIA analyst named Palmer sums up an extremely twisted story that serves as the film’s plot to his boss and the boss asks, “Well, what do we learn?”

Palmer responds, “I don’t know, sir.”

The boss then slumps back in his desk, breaths a heavy sign, and says, “I don’t know ... either. I guess we learned not to do it again.”

Those words sum up our view of campaign 2016 and Tuesday’s election.

We hope that we, as a nation, don’t let another divisive campaign/election season happen like this again.

More than a year of negative campaigning on both sides – fueled by millions and millions of dollars in special-interest money – has served to further fracture our nation’s political fault lines and will now make it even more difficult for our new president,

Congress and the Illinois General Assembly to find the compromises that are necessary to move our state and nation forward. It’s an extremely distressing situation.

History, however, shows that we have endured several highly contentious national political seasons before and managed, in good time, to move collectively forward to something better.

As Winston Churchill once said,

“A pessimist sees difficulty in every opportunity; an optimist sees the opportunity in every difficulty.” We will continue to see the opportunities ahead if we as citizens and our elected officials are willing to end the political divisiveness and work towards compromise. In the meantime, we hope our newly elected officials and their respective parties have learned not to do this kind of political season again.

Capt. Haynes survived Civil War, but not its aftermath Down at the Cowdrey Cemetery, just off Ill. Route 71 between Oswego and Yorkville, you’ll discover the once-towering marker for Andrew Jackson Haynes, and wonder at the mystery of the monument’s inscription.

The Haynes monument is a twopart obelisk (the top of which has since fallen from its base) memorializing Haynes, who was murdered in 1869 in Arkansas.

According to the epitaph on the monument: “Capt. A. J. Haynes, Assassinated by Collyer while in defence of his country at Marion, Ark, July 15 1869, Aged 31 yrs 1 m 5 dys, O Mother do not weep though You never see again thy noblemanly Son who in a Capt. A. J. distant land was slain.” Haynes That epitaph has fascinated me ever since I first saw it more than 40 years ago. As we recognize the service of our veterans this month, it might be a good time to look into how a young Kendall County man came to be shot dead in Arkansas.

When the Civil War broke out, Haynes decided to enlist in Company C, 4th Illinois Volunteer Cavalry Regiment.

The 4th Illinois Cavalry was recruited by Democratic political heavyweight T. Lyle Dickey. Dickey, an Ottawa lawyer and judge, was a Mexican War veteran, where he had served as a captain of cavalry, meaning he had military experience – along with his considerable political pull.

As a result, he was authorized by the U.S. Army to recruit a federal cavalry regiment. Republican Illinois Gov. Richard Yates, however, com-

Company C was recruited mostly in Kendall County, with the pitch to enlist made by Capt. Charles Townsend and Lt. Asher B. Hall. Both men were well-known Oswego-area residents, Townsend a wealthy farmer and Hall a merchant, and both came from substantial Kendall County families.

In his enlistment papers, Haynes, an Oswego tinsmith by trade, was described as black-haired and blue-eyed, standing almost two inches over six feet. Enlisting as a private, Haynes served with the 4th though some pretty heavy campaigning in the western theater of the war with the Army of the Tennessee at Pea Ridge, Shiloh, Forts Henry and Donelson, and Vicksburg.

Late in the war, Haynes heard there was a chance at promotion with one of the new black regiments being formed.

On Feb. 18, 1864, he was discharged from the 4th Illinois Cavalry as a sergeant and then mustered in the same day as a captain in the brand new 1st Mississippi Cavalry (African Descent). A month later, the 1st Mississippi was converted to the 3rd U.S. Colored Cavalry Regiment.

During the Civil War, the Union was willing to recruit regiments among escaped slaves and free blacks, but there was a strong cultural pro-

hibition against black officers. Thus, officers in black regiments were almost uniformly white. When the 1st Mississippi was formed, the call went out for experienced horse soldiers, of which by then, Haynes was certainly one.

If Andrew Haynes expected his new post to be less rigorous than serving with the 4th Illinois, he was mistaken. By all accounts, he was an effective combat leader, receiving a commendation for his actions during the battle at Black River Bridge.

The 3rd USCC saw lots more hard campaigning, including the hunt for Jefferson Davis as he and his wife attempted, unsuccessfully, to flee the country at the end of the war.

The 3rd USCC was mustered out of U.S. service on Jan. 26, 1866, but Haynes decided to stay in the South to assist in reconstruction and was subsequently appointed as an officer in a black Arkansas militia unit. His reconstruction activities did not make friends among defeated rebel military officers and troops.

One of those with whom he had a dispute was a former rebel soldier and Ku Klux Klansman named Clarence Collier. On July 15, 1869, Collier, who already had a $500 price on his head for the murder of George J. Bethel, took his revenge by ambushing Haynes in downtown Marion, Arkansas, shooting him dead.

An article in the Aug. 5, 1869 Kendall County Record reported the incident: “…Clarence Collier, who had apparently been lying in wait for him [Haynes], came out of a grocery on the opposite corner of the street Haynes was leaving, and without a word of warning, drew a bead upon him with a double-barreled shotgun and fired. The charge took effect in

Captain Haynes’ left side. The assassin instantly discharged the contents of the second barrel into his back. The Captain fell upon his face a corpse.

But the vengeance of the brutal fiend was not satisfied. He advanced toward his prostrate victim and emptied his revolver into his body, riddling it with balls. Two lodged in his head.

The assassin coolly returned to the grocery whence he had issued to do his bloody work, received his coat, mounted a horse, evidently prepared for the occasion, and rode out of town undisturbed.”

Collier was just 23 when he pulled the triggers on his shotgun and emptied his revolver into Haynes.

Haynes’ body was brought back to Kendall County for burial, John Redmond Marshall wrote in the Aug. 5, 1869 Record: “The corpse of Andrew J. Haynes, who was murderously shot dead by one Collier, at Marion, Arkansas, arrived last Thursday and was buried next day in the Cemetery near Morgan’s.”

Collier was never arrested despite the public nature of Haynes’ murder, the authorities protesting they were unsure what had happened. According to at least one source, the case is still considered unsolved by Arkansas law enforcement officials.

You might think 1869 is an awful long time ago, but the poison of those divisive years of war and more war are still with us as yet another Veterans Day rolls around. As William Faulkner (who knew a thing or two about the South) so famously and so accurately phrased it: “The past is never dead. It’s not even past.”

Public Works director wraps up 35 years of service

By LYLE R. ROLFE news@kendallcountynow.com John McGinnis will end a 35-year career with the city of Plano on Nov. 10.

He will clean out his City Hall desk and turn in the keys to the bright red pickup truck that had been his portable office for years while he served as city engineer and director of Public Works.

McGinnis will actually stay on the city payroll through Dec. 30 because of vacation time, but he does not expect to receive any 2 or 3 a.m. calls to repair broken water mains or other city business, he said.

McGinnis will leave many longtime friends and co-workers. But, he’s not leaving Plano, his home for the past 35 years. His wife, Tammy, has another year and a half to go before she will retire from the Plano Middle School where she is a physical education teacher.

McGinnis grew up in a small Indiana town near Purdue University but had plans to become a home builder, so he chose to attend Bradley University, which was No. 5 in the nation for construction management.

“My dad who was in real estate and insurance, suggested I get a degree in civil engineering so he called the dean and made plans for me to enroll the next semester in civil engineering.

Since he was writing the check, I made the change.”

He graduated in 1976 from Bradley with his bachelor’s degree in civil engineering, but no one was hiring engineers at the time so worked for a general contractor for about a year.

“I decided that if I was going to get my engineer’s license I needed to work for a professional engineer, and the village of Schaumburg was looking for a field inspector.

“After two years there, one of Schaumburg’s engineers became village engineer in Carol Stream. He needed

residents and it’s now 10,700, he said.

His most difficult job during his 35 years was overseeing all the home construction that took place between 2004 and 2008, he said.

“During that time we doubled the size of Plano. We built two new water towers, built an iron system filter, drilled two new wells, expanded the waste water treatment plant, and put in a new lift station, all because of the growth,” he said.

At that time the Lakewood Creek subdivision developers had plans to build out to Miller Road. They were talking about building 300 homes a year. “I said ‘no way’, but they proved me wrong,” he said.

Many of the new residents were living in Lakewood Creek homes in other towns, and learned they could get upgraded to a larger home here for less money, so they moved, he said.

One day he saw an ad that Plano was looking for a professional engineer-water operator, so he applied and in September 1981 he was hired.

When he was hired in Plano it was as city engineer/water superintendent.

His duties were to operate the water system and oversee public works projects. He was the first person to be hired as full-time city engineer, he noted.

“Mayor Verlin Akers was worried that I’d be spending more time behind a desk than being in a ditch repairing water main leaks. But anyone who knows me knows that I’d rather be in the ditch than behind a desk,” he said.

“If someone sends a nasty email, I’ll go to their home and talk directly to them. I prefer the old fashioned way of dealing with people – one-on-one or at least on the telephone. This is immediate,” he said, adding that he usually is able to resolve problems for people by talking directly to them.

Equipment also has changed tremendously since he started in the business.

The big trucks 35 years ago had manual transmissions and the controls on other machines were much more difficult to operate. He doubts people entering the field today could drive the vehicles he started with.

His staff also has increased. He went from three to six people in the Street Department, and from three

to five in the Water Department. The Wastewater Department now has its own director for a total of three people he said.

McGinnis noted that the city now hires outside firms to do most of the snow removal. There were fewer miles of streets when he started – 15 miles compared to 35 miles, today. And the city spread cinders and sand on the ice – there was no salt then, he said.

He said he has always been friends with city employees, but he does not get too close with his own employees.

He also spent 25 years as a volunteer firefighter in Plano.

When asked to look back 35 years, McGinnis said he could not think of anything he’d change.

His advice for his replacement is to be ready to deal with the public because when they call it’s usually

“A lot of them think things such as installing stop signs can be done with just a request, so I always had to tell them that traffic counts and studies must be made first.”

His duties and projects have been numerous over the years, all of which have improved the city and its public areas.

So, what does he like about this job that often got him out of bed on the coldest, snowiest or rainiest night to take care of problems?

“Every day is something different.

You plan on doing one thing and suddenly there’s an emergency or something else with a higher priority comes up,” he said. “It has never been a 9 to 5 Monday-through-Friday job.”

“I’m a hands-on guy. I’d rather design and build a project than just design it and let someone else build it,” he said.

McGinnis is not a fan of some modern technology such as emails.

People can get nasty in emails, and they expect answers immediately, he said.

McGinnis said the city is planning to hire someone to continue as Director of Public Works/City Engineer.

He thinks one person can still do both jobs.

His thoughts about Plano’s future?

“I think it will continue to grow and someday we may have Metra train service here. The Prairie Parkway – will it ever be built? I doubt I’ll see it in my lifetime and if it does, it will probably be the Tollway Authority building it,” he said.

During retirement he plans to do more bike riding, and fixing things in the house that need attention. But once his wife retires, they’ll be doing more traveling, he said. One destination is San Francisco, and others are to take a cruise through the new Panama Canal and hike through the Grand Canyon, Yellowstone and other national parks.

The guest speaker will be retired Petty Officer 1st Class Art Killey, a lifelong Plano native. After graduating from PHS he joined the Navy and served a total of 25 years, active and Naval Air Reserve. After attending Northern Il-

linois University he graduated from Moody Bible Institute. He is an ordained Christian minister and served with the Christian Leadership Training Foundation of Michigan.

He has been active in the American Legion serving in various officer positions. He serves as the Honor Guard Chaplin at military honors for deceased veterans. He will speak on “How the Veteran Has Impacted My Life.”

Patton graduated from Plano High School, has served with the USMC for the last four years mainly in Japan, and is now a civilian. Even though he had no combat deployment, he served his country well.

The procession began at Sandwich High School, made its way to downtown Sandwich where Patton was surprised with the “Welcome Home,” and

ended at the Party Lodge in Sandwich.

ALR members who participated in the Welcome Home Escort were Bob and Shari Patton, Henry Herbst, Sheila and Gil Gonzalez, Bob and Sandy Lawrence, Ralph and Karla Torres, Mike and Lori Skinner, and Cliff and Linda Oleson.

The escort was coordinated by Troy Walker, ride captain with the Illinois Patriot Guard, and included members from the Patriot Guard Warrior Watch, American Legion Riders Post 181 from Sandwich, and Sandwich Police and Fire Departments, who led the escort.

KENDALL COUNTY SHERIFF’S REPORTS Battery reported County sheriff’s deputies responded to a report of a battery that occurred in the hallway of an apartment building in the 0-100 block of Rocky Way in Boulder Hill Nov. 5 at 11:50 a.m. No arrests were made, according to police.

Rocky Way damage A resident of the 0-100 block of Rock Way in Boulder Hill told county sheriff’s deputies Nov. 5 that someone scratched his vehicle while it was parked outside his residence.

Warrant arrest County sheriff’s deputies arrested Catherine A. Myers, 27, of the 20th block of Pembrooke Road, Boulder Hill, on an outstanding warrant in the 1300 block of Douglas Road in Oswego Township Nov. 4 at 2:28 p.m.

Two injured, one cited Teresa M. Francouer, 55, and Steven M. Francouer, 60, both of the 3800 block of Plymouth Drive, Edwardsville, were injured in a two-vehicle crash on Route 71 at Millbrook Road in Fox Township Nov. 6 at 1:59 p.m., according to the county sheriff’s office. The Francouers were transported to an area hospital, police said. The accident occurred when a vehicle driven by Misty Woods, 31, of the 1400 block of North Sedgwick Street, Chicago, lost a tire and it struck the Francouers’ vehicle. Woods was cited for driving on a sus-

pended license and operating an uninsured motor vehicle, police said.

Warrant arrest County sheriff’s deputies arrested Cynthia Elizabeth Fernandez, 26, of the 300 block of South Louis Street, Plano, at her residence Nov. 6 on a warrant for failure to appear in court on a charge of disorderly conduct.

Drive through yard County sheriff’s deputies responded to a hit-and-run crash at a residence in the 1500 block of Plainfield Road in Oswego Township Oct. 31 at 8:25 a.m. Police said a vehicle drove through the yard of the residence, struck the fire number, and then left the scene.

Minor injuries in crash A Yorkville resident, Harold Eugene Yates, 62, of the 1000 block of North Bridge Street, received minor injuries when the vehicle he was driving was involved in a crash on Route 52 and Grove Road in Seward Township Nov. 1 at 6:06 p.m., according to the county sheriff’s office. Police said Yates was transported to an area hospital for treatment.

Aggravated battery at jail County sheriff’s deputies arrested Taylor James Cano, 26, of the 300 block of South Fordham Avenue, Aurora, on a charge of aggravated battery to a peace officer at the

county jail in Yorkville Nov. 2 at 6:34 p.m. Police said Cano, an inmate at the jail, battered and tossed feces on a deputy.

Battery, trespass incident County sheriff’s deputies investigated a domestic battery and a criminal trespass to land report at a home in the 0-100 block of Hubbard Way in Boulder Hill Oct. 29 at 12:35 a.m. Police said a female committed a domestic battery against a family member, while a male was given a trespass warning for being on the property.

Warrant arrest While investigating a domestic violence incident at a home in the 1100 block of Route 34 in Oswego Township Nov. 3 at 8:17 p.m., county sheriff’s deputies arrested Crystal L. Valdez, 35, a resident of the home, on a warrant issued in Aurora.

Speeding citation County sheriff’s deputies cited Rich Sharpenter, 71, of the 400 block of South Avenue, Aurora, with speeding in excess of 35 mph over the posted speed limited on Ashley Road at Ament Road in Kendall Township Oct. 28 at 4:51 p.m. Police said they stopped Sharpenter’s vehicle for speeding 91 mph in a 55 mph zone.

Waubonsee Athletics

Women’s Basketball: After trailing 37-35 at halftime, the Chiefs raced past visiting Ancilla (Indiana) College in the second half for a 78-61 victory. Sophomore Libby Love (Plano) contributed 15 points, including a pair of 3-pointers. On Nov. 3, visiting South Suburban College pulled away in the second half to down Waubonsee Community College 72-61 in the season opener for both teams. Waubonsee was led by Love, who booked 22 points, including five 3-point baskets.

Women’s Volleyball : On Nov. 2, Waubonsee Community College’s volleyball team advanced to the Region IV Division II Tournament semifinals with a convincing win over visiting Morton College. Rachel Duffy (Plano) and Haley Koziol (Yorkville) each scored a dozen kills to lead the way for Waubonsee.

Central College Athletics

Wrestling : Plano alum and Central College freshman Zach Tomac is a member of the wrestling team.

Head coach Eric Van Kley returns 16 letterwinners and six starters from last year’s 9-3 squad. A national run-

ner-up at 125 pounds a year ago, C.J. Pestano (Torrance, California) is one of four returning national qualifiers.

Central has sent wrestlers to the national meet six straight years. As a team, the Dutch finished the season fourth in the Iowa Conference, their second consecutive finish in the top half of the league.

Central opens the dual season at home against Coe on Nov. 17. The schedule also includes tournaments in Illinois, Wisconsin and Minnesota.

Highlighting the schedule is the Central College Under Armour Invitational, which will take place on Jan. 7 in H.S. Kuyper Fieldhouse.

The Plano girls golf team recognized its Interstate Eight All-Conference and All-Academic Honors at its banquet on Nov. 9. The Reapers ended the 2016 season with a 20-3 record and an Interstate Eight Conference championship, and graduates Ashley Martinez as the lone senior on the roster. Martinez was the team captain and was named the Most Valuable Golfer. Martinez and juniors Shannen Paxton, May Long and Lexi Clark were named All-Conference. Martinez, Paxton, Clark and Aubrey Flodstrom also received I-8 All-Academic honors. Flodstrom received the Most Improved Golfer award. The Plano girls volleyball team may not have accumulated the number of wins it would have liked this season, but the effort and attitude of the players highlighted the year for coach Lisa Esmond.

The Reapers closed the season with an 8-27 record after a loss to Princeton last month in the opening round of the Class 3A LaSalle-Peru Regional.

“This is probably the group that has gotten along the best. They never had a lot of drama,” said Esmond, who com-

Chaidez led the team with 233 digs and was named to the Plano All-Tournament team in mid-October. Schopp, a co-captain, led the team in kills (128) and blocks (41).

Freshman Kaylee Read led the team in assists (242) and junior Ali Cross led the team in points (129) and aces (32).

Senior Bradi Gann and junior Alyssa Dolan were also captains. Senior Carina Herrera, Janiece Mosley and Brittany Straus received Senior Awards.

“They were just a nice group of girls. They were seven really kind players,” Esmond said.
