Public works director retiring Plano City Council members thank him for years of service

By LYLE R. ROLFE news@kendallcountynow.com John McGinnis acted the same as he always has as he talked to people prior to the Plano City Council’s Oct. 24 meeting. But something was different, maybe it was the smile on his face or his relaxed attitude because he was attending his final council meeting.

After the meeting he would no longer be City Engineer and Public Works Director, ending a career of 35 years.

Partway through the meeting, Mayor Bob Hausler announced that McGinnis was retiring, a comment that brought accolades for McGinnis from every alderman and even one person who had no connection to the city.

Hausler said McGinnis had put his heart into his work, and commented on his dedication to his work for the city of Plano. “His work is exemplary,” Hausler said.

He said he met McGinnis before he was elected as an alderman and then mayor.

“I could not believe that he was out at the hours he was, doing his job.

When I was elected I was amazed by his dedication and the work he was

doing for the city. I also want to thank his wife Tammy and his family for the support they have given him in his job,” the mayor said.

One recognition McGinnis did not expect was from Nicholas Beltran, a junior at Plano High School who has appeared at meetings in the past to talk about NHI (National Hispanic Institute). Beltran said he plans to enter the engineering field. He said he looked up to McGinnis for going through all the many years the council members talked about even though he did not know McGinnis or ever met him.

“However I would like to see myself in his position some day, and have a nice job in a city like this,” he said.

Alderman Bob Hyde thanked McGinnis for all he has done for the city.

He noted that because the word “retirement” probably is not in McGinnis’ vocabulary, he wished him well in his next endeavors.

Alderman Scott Mulliner also thanked McGinnis for his dedication to the city. “He’s an incredible person and we’re definitely going to miss him.

And John if you ever need anything, I’ll be happy to help. You know where to call,” Mulliner said.

Alderman Stephen DeBolt thanked McGinnis for his years of service and dedication. “The city would be in a lot worse condition without you, John,” he said.

Alderman Ben Eaton said he had “the unique pleasure of having John as my neighbor, so I think I know

more than most people about what time he leaves in the morning and when he gets home at night – usually after dark. I’ve been a resident of Plano for 16 years and for the longest time I thought John was the only person working in the street department because I would see him driving a back hoe, a half hour later driving a dump truck and later driving another piece of equipment. I thought this guy was the busiest person in show business.”

Alderman Bob Jones said he echoed the comments of the others who spoke before him. He noted that he had been working with McGinnis for only eight years, but added that anytime he asked McGinnis for help he received it immediately.

Alderman Jeff Johnson said McGinnis is a legend in Plano and will probably have a park, streets, a parade and all kinds of things named after him.

“We’re lucky we had you and it’s going to take quite a few people to replace you. That’s for sure. Thanks for everything,” Johnson said.

“There’s not much I can says that hasn’t already been said, but you’ve touched each of us personally and brought a sense of service to the city and you’re an amazing person,” Alderman Mike Rennels said.

After hearing their accolades, McGinnis said, “I’d like to request they don’t call (my number) any more when the alarm goes off here at city hall, the city garage, or the mill house.”

Banquet hall neighbors plan to move

By TONY SCOTT tscott@kendallcountynow.com Tom Schnable Jr. and Vicky Schnable told the Kendall County Board recently that they are planning on selling their home after a new banquet facility recently opened across the street on Ashley Road.

The board approved a special use zoning in July for the 17-acre historic farm at 9111 Ashley Road in rural Yorkville. The venue, Ashley Farm, is owned and operated by Ron and Dave Walker, who own Whitetail Ridge Golf Club on Route 126.

The venue hosted its first wedding event Oct. 15. The Schnables, who said they had concerns about noise and other issues at the zoning hearing in July, told the board at its Oct. 18 meeting that berms and trees have yet to be installed on the Ashley Farm property and that the first wedding resulted in loud music.

“These two conditions were dis-

cussed and agreed upon repeatedly, and two events have taken place on this property, yet conditions number 16 and 17 (trees and berm) have not been started, let alone completed,” Vicky Schnable said. “I believe this is a blatant disregard for the members of the County Board and the (Kendall) Township Board to your recommendations and quite frankly to your authority.”

Tom Schnable said the night of the wedding he held up his phone and asked Siri what song was being played; the phone answered correctly that it was “Love Shack” by the B-52’s.

“It’s pretty bad when your phone picks up what’s being played 600, 800 feet away from your house,” he said.

“That’s how loud the music was.”

He said the barn doors were closed, but that it was a cool evening, and that it would be even louder in the summer when it is warm and the doors would be open.

“No one should have to live through this,” he said. “You, the board, need to

make changes in this kind of zoning.”

Schnable said he and his wife just had a child, invested $65,000 into a new kitchen and installed new hardwood floors in their house, but now they are selling their home.

“This whole thing came through, and our house is unlivable; it’s awful,” he said. “I moved out to the country to get away from the traffic and the noise; I’m right back in it now. After 27 years, I’m heartbroken to say we are selling our home due to the decisions you made on July 19.”

Scott Gryder, chairman of the board’s Planning, Building, and Zoning Committee, said the Sheriff’s Office now has information on the special use properties, so it’s noted if there is a noise violation.

County Administrator Jeff Wilkins said with documentation of a violation, the county can hold a new hearing with the property owner “and either put additional conditions or even up to revoking the special use.”

Candidates running for Kendall County Board got a chance to state their case to the voters during a candidate forum held Oct. 25 at the Kendall County Historic Courthouse in downtown Yorkville.

The Kendall County Farm Bureau hosted the forum, and it was moderated and broadcast live by WSPY-FM. The general election is set for Nov. 8, although registered voters can currently early vote, and those not registered can participate in grace period registration and voting by visiting the county Voter Registration Office in Yorkville during regular business hours.

According to the County Clerk’s Office, a resident must be at least 18 years old, have lived in their voting precinct for at least 30 days prior to the election day, and bring two forms of identification when they participate in grace period registration and voting.

Voters in County Board District One will need to choose two candidates out of the three running: Republican John Purcell of Yorkville, Republican Jerry Bannister of Oswego, and Democrat Audra Hendrix of Yorkville. Purcell is an incumbent and running for re-election to his seat. Current Board Chairman John Shaw, a Republican

who won a contested Republican primary in March, are all unopposed for their respective offices. All three are Republicans.

All County Board candidates and Jacquie Purcell appeared at the Oct. 25 forum. Weis sent a prepared written statement. Ingemunson was absent.

The District One candidates and District Two candidates were questioned separately during the forum.

During the District One portion of the forum, board candidates answered questions on forest preserve purchases of agricultural land, health department funding, and other issues. Candidates also stated how they would work as a team as a member of a 10-person board.

Hendrix said working with the other board members should involve some debate.

“A healthy team should involve debate, there should be some disagreement, because that’s what fosters the best results,” she said.

Purcell said being the chairman of the budget and finance committee, putting a budget together every year, means working with other people to get a budget passed.

“Every year, it doesn’t go exactly how you want it to,” he said. “I always say, if I were king, I’d change this, this, this, this, this, and about 10 other

Here in Kendall County voters will find a relatively short ballot. At the top of the ballot is, of course, the race for President, followed by federal, state and county races.

Very unfortunately for Kendall County voters, the political powers that be in Springfield carved up the county into a very confusing maze of federal and state legislative districts back in 2010. The county now sits in two Congressional districts (the 11th and 14th), four State Senate districts (the 25th, 38th, 42nd, and 49th), and four State House districts (the 50th, 75th, 84th and 97th). To further complicate matters, the county is also divvied up into two county board districts.

If you are one of the many voters who may not be sure exactly which races you’ll be casting a ballot in, that information can be found on your voter registration card or by visiting the Illinois State Board of Elections voter registration look-up page at ova.elections.il.gov/RegistrationLookup.aspx.

The site also provides voters with the location of their polling place.

LETTERS TO THE EDITOR Plano PADS site needs volunteers

To the Editor: I am writing on behalf of the Plano site for Kendall County PADS (Public Action to Deliver Shelter). I need the Plano and surrounding community to know of the need for volunteers we have at the Plano PADS site.

For the first two weeks that we have been open, it is only because of the support of a couple volunteers who have stepped up and filled in beyond their usual shifts, that we could even open. If our site was fully staffed, we would need 60 people. Those people would only work one 4 to 4.5 hour shift, and only 6 times a year.

As of this writing, I only have 29 of the 60 people I need to be fully staffed.

I would ask those who feel the tug in their hearts, to go to the PADS website, kendallcountypads.org, to see the list of where each site for the county is in need of your help.

So, did you make it through Halloween trick-free?

We had our usual sparse costumed munchkins visit the Matile Manse front porch, which is to say hardly any at all.

Granted, there are no sidewalks and not many street lights down here in God’s Country, but when we were kids, we tried to visit the areas of Oswego where most kids didn’t go, on the theory (usually successful) that people who hadn’t had many trick-ortreaters would perhaps put two candy bars in our bags instead of closely rationing them to last all evening.

Apparently, that strategy is no long operable.

On the other hand, we count ourselves lucky that we don’t have any outhouses for pranksters to tip over these days. Not sure why it caused so much hilarity, but tipping outhouses was a real laff riot back in the day.

With Halloween wrapped up, we’re now looking forward to Thanksgiving, the all-time best holiday since there’s no gifts to find or give, but rather just a day of being thankful, which is something more of us could profitably spend more time doing.

This year, we can also be extremely thankful that campaign season will have been over for almost a month and that the airwaves will have been free of campaign commercials that spend most of their time tearing down opponents rather than explaining how they plan to make things better.

Also on the theme of thankfulness, I am extremely thankful the right wing caucus in Congress has thus far been unable to entirely destroy the U.S. Postal Service, meaning our faithful mail carrier shows up out in

Giles suggested that Ellis be converted to a public-private partnership, where the county carries none of the liability but “still can make a profit.”

Selmer said “government should not be in a business like that,” and that there are other businesses in the area for horseback riding and wedding venues.

Flowers said she has been a supporter of Ellis, and that she is glad people from other counties come to use the facility.

“It’s a boon for us,” she said.

Flowers also countered the suggestion that Ellis competes with other businesses, stating that, for example, the center only offers basic riding lessons.

“We allow children to explore the sport,” she said.

Kellogg said if Ellis were located in Oswego Township, closer to a more populated area, the county would “brag about it” and consider it a gem.

He said the county needs to pick, should they “invest in it and make it successful” or “continue to just drag our feet and not put money into it.”

“We can’t sell it - that’s off the table, you can’t sell forest preserve property,” he said. “So if we decide not to go forward with improvements and we’re not going to make it something viable, can we rent it out to somebody? We need to look at those options, and what we can do with the property.”

Bannister said he had managed McDonald’s and Wendy’s restaurants when he was younger, and currently sits on the Kendall County CASA board, so he was familiar with being a leader and being part of a “pack.”

“If we disagree, it’s going to be left in that room,” he said. “We’re going to voice our opinions, we’re going to get mad at each other, and we’re going to walk out of there friends. Because regardless of the configuration of the board, we still have to work for the people of Kendall County.”

On the issue of the county using funds from the Health Department to reduce its budget deficit, which occurred last year, Bannister said the numbers are still in flux but that “a lot of people are going to be asked to contribute a lot of money back toward the budget.”

Hendrix said the department is called upon at times to handle emergencies, as well as other topics such as heroin and tuberculosis.

“It would be unwise to hastily hob-

ble the public health department, particularly because it’s you that they’re going to save should there be a problem,” she said.

Purcell said the county is looking at a $2.1 million deficit, and that a few years ago the county agreed to a fund balance policy where the county maintains enough funds for six to seven months of expenses. He said the health department’s fund balance grew this year, and they also get grants. He said the board asked them to contribute the $350,000 last year because of that.

“As long as I’m on the board, I’ll continue to suggest that’s the way we should get it,” he said. “We get contributions from other [departments], why should we not get contributions from the health department?”

One particular issue that was brought up was that of the Ellis House and Equestrian Center. Candidates offered up a variety of opinions on the facility, which is owned and operated by the county forest preserve district.

Bannister strongly suggested that he wants to shut the facility down.

“All those types of places are competing against their own government,” he said. “I can’t wait to try to close Ellis. I really can’t. And maybe we can take some of that money and open up some of these other lands so that people can enjoy them instead of subsidizing people’s weddings and hobbies.”

Cook Scout Park under development A rededication event and ribbon-cutting for Sherman R. Cook Memorial Scout Park took place Oct. 18. In future months, plans for the park include additional fencing, development of a trail system, and establishing primitive campsites and other desirable features.

PLANO RECORD A historic property in rural Plano, Sherman R. Cook Memorial Scout Park, is under redevelopment through a partnership between Plano Rotary, the Plano American Legion and Boy Scout Troop 71.

In 1965, Plano resident Carrie P. Cook, widow of Sherman R. Cook, deeded the property located at 1701 Little Rock Road in Plano to “be used by the youth of Plano, including, but not limited to, the Boy Scouts and Girl Scouts of Plano Illinois.”

Mrs. Cook deeded the property in Little Rock Township to the Plano Rotary Club with the express stipulation that the real estate be used for scouting purposes and be known as Sherman R. Cook Memorial Scout Park. The perpetual trust was written to allow the property to be managed by three members appointed by the Plano Rotary, the American Legion Post and the Plano Boy Scout Troop Council.

For many years the property was relatively under-utilized. Eagle Scout Michael McGinnis of Plano developed a trail encompassing the property and created two primitive campsites as part of his Eagle Scout candidate service project, and members of Boy Scout Troop 71 have held primitive camping weekends on the property.

Two years ago, the trustees of Cook Scout Park began redevelopment of the property and on Oct. 18, a rededication event and ribbon-cutting was held. The property is natural undisturbed woodland. In recent months, the lane into the property has been renovated. A turnaround lane for vehicle access has been created, and new trails and educational augmentation of the property are planned.

Jim Hill, Commander of Plano American Legion Commander Post 395, commented, “The three trustees of this property are dedicated to preserve the pristine and primitive nature of the property.” Thousands of volunteer service hours have already been done.

“We continue to identify aspects of the property worthy of note, including the foliage and natural features,” Hill said, adding, “This is an outdoor learning space that we want to share with the community.”

Plans continue for educational opportunities at Cook Scout Park, including allowing for local colleges such as Waubonsee Community College and Aurora University to use the property for classes and field trips, as well as opening the property for scout groups and other local youth organizations.

Newark Grade School District 66 Board of Education has placed a referendum on the Nov. 8 ballot asking voters for permission to increase the limiting rate on the district’s property taxes.

Since 1997, Newark Grade School has operated under the Property Tax Extension Law Limit (PTELL), sometimes called the tax cap. This means that property taxes can increase by 5 percent or the Consumer Price Index (CPI) each year – whichever is the lesser. Since 1997, the highest property tax increase using CPI was 4.1 percent in 2007. (The following year it was 0.1 percent.) This year the CPI will be 0.7 percent.

Over the last 18 years, the allowable property tax increase has averaged a 2.24 percent increase per year in PTELL districts such as Newark while nonPTELL districts levy for almost 5 percent annually. Thus, the district’s allowable increase has been less than half that of neighboring districts for the last 18 years.

Currently Newark spends in total operational costs $8,889 per student

with the state average being $12,521, according to a statement released by the district.

The statement continues: “Our Operating Tax Rate for last year was 2.26 per $100,000. The state average Operating Tax Rate is 3.52. The Operating Tax Rate for Newark Grade School District 66 pays for 78 percent of everything in our district – from maintenance and teachers to curriculum, buses, etc.

While that sounds like a good amount of money generated through local dollars consider this – we rank 333 out of 375 grade school districts in Operating Tax Rate.

This puts us in the bottom 11 percent of districts in the state for amount in tax levies and that makes the state believe that we are a wealthy district. Wealthy districts receive less state and federal funding.”

The statement adds: “Newark Grade School District 66’s last property tax referendum was 1972. We are proposing a 0.7 percent increase in the Limiting

A 31-year-old Plano man was killed and his 8-year-old son was injured in a crash that occurred about 5:10 a.m.

Oct. 29 near Sugar Grove, according to a news release from the Kane County Sheriff’s Office.

Esteban Velazquez, of the 3000 block of Hoffman Street, Plano, was driving a 2007 Mercury Montego, traveling west on Jericho Road, west of Route 47, when a witness advised that the Mercury passed another vehicle, the release stated. The Mercury began to enter a curve in the road when it then went off the road and into the westbound shoulder. It spun and struck a large tree on the south side of Jericho Road, the release stated.

Velazquez and his son had to be ex-

tricated by fire personnel. Velazquez was airlifted to Advocate Good Samaritan Hospital in Downers Grove where he was pronounced dead, the release stated. His son, who had been sitting in the back seat, was transported to Rush-Copley Medical Center in Aurora where he was treated for non-life-threatening injuries. Both were wearing seat belts at the time of the crash, the release stated.

Preliminary investigation showed speed played a role in the crash, but Kane County Sheriff’s Office detectives had not immediately determined whether texting, alcohol or drug use led to the crash, the release stated.

Jericho Road was closed between Route 47 and Mighell Road for about five hours while the crash was under investigation, according to the release.

An informational flier prepared by supporters of the referendum and obtained by the Record warns of potential program cuts if the referendum does not pass Tuesday.

According to the flier, sports, co-curricular clubs, band, music, art/technology, physical education, the school lunch program and full-day kindergarten could all be cut.

In addition, the flier warns that if the cuts, once implemented, are not enough to maintain the district, the school district board can vote to dissolve the district and all of its students would be dispersed to neighboring districts “who all pay higher tax rates than the proposed increase tax rate. Not only would Newark CCSD 66 residents be losing schools and property value, [but] they would be paying even more to these other district where [their] children will attend.”

PLANO RECORD Plano police arrested a female juvenile on charges of giving false information and failure to report an accident stemming from a hit-and-run crash that occurred at Route 34 and Lew Street at 3:53 p.m. Oct. 26.

Police said they were initially summoned to the intersection Oct. 27 at 7:24 a.m. on a report of a hit-and-run crash.

While at the scene, the suspect told officers she was westbound on Route 34 when her vehicle was struck by a red SUV, which then left the scene.

Police, however, said upon further investigation they determined that the accident actually happened on Oct. 26

and the juvenile’s vehicle had struck the other vehicle and they had both left the scene.

Police said the juvenile was later released to a parent and is scheduled to appear in court on the charges later this month.

Police said they are also still looking for the other vehicle involved in the crash.

They described the vehicle as possibly a maroon Honda CR-V with front driver’s side damage. The driver of the vehicle was described as a Hispanic woman in her late 30s or early 40s.

Plano’s season ends at sectional finish line

By KRISTIN SHARP ksharp@kendallcountynow.com The Plano cross country team overcame some early season obstacles to end the year at the Class 1A sectional finish line.

The Reapers welcomed a new head coach in August, and Alanna Harju worked to quickly build the runners’ mileage and endurance after missing the entire summer training season.

The team gained momentum through the fall before the girls’ team qualified out of the Peru St. Bede Regional on Oct. 22.

Last Saturday, the girls’ team and two individuals from the boys’ team traveled to the Oregon Sectional, but fell short of a state bid.

“I don’t think the weather could have been better, but it was a tough course. I’m happy that we made it to sectionals,” Harju said. “I don’t think it was our best meet of the year, but we already can’t wait for next year.”

For the Plano girls, sophomore Rachelle Gomez clocked in at 23:35 and freshman Linnea Collins finished in 24:38 while senior Demetra Phylactos crossed the line in 25:11.

Freshman Yali Chavez (27:10), freshman Marina Mercado (27:50) and senior Sarah Roberts (32:11) also finished the race.

Plano (7-3) stole a bit of momentum with a 63-yard pass play from Ward to Elijah Maisonet to put the Reapers at the Manteno 4, and Ward connected with Adeoti in the end zone for a 10-7 lead with 1:53 to play in the opening quarter.

From there, Ward was held to just 30 yards passing for the remainder of the game. He finished 7-for-26 passing for 108 yards, one touchdown and two interceptions.

“They’re a great football team. If you give them space, they’re going to make plays,” Manteno coach RJ Haines said. “What we concentrated on was taking one element away from them and hoping they couldn’t do some other things. Bringing pressure and trying to take away Ward’s ability to run around back there was the game plan.”

Manteno regained the lead with 35 seconds to play in the first half with a 26-yard touchdown pass by Zimbelman for a 14-10 score.

Although the Plano tried to create opportunities in the second half with an interception by Mauricio Perez, a fumbled punt recovered by Ivan Gar-

cia and solid pass coverage from Carlos Martinez and Danny Nunez in the second half, the Reapers could not convert offensively.

“Defensively, they were doing a phenomenal job adjusting to everything we did. It seemed like every time we’d come up with something, they’d counter it,” Kunz said. “It was a chess match out there for a while and all of a sudden they started making big plays and we weren’t.”

Zimbelman added a 35-yard touchdown strike with 57 seconds to play in the third quarter and ran in the next score from the 10-yard line with 3:03 to play in the fourth quarter.

“We were young at the beginning of the year, and our kids got better,” Haines said. “We kept working. We’ve always been a physical team. I feel like we panicked the first time we played them. We didn’t panic, we stayed with our game plan and the kids did a good job.”

In the second half, Plano’s only drive into the red zone stalled at the 21-yard line after a 5-yard penalty, and the 37-yard field goal attempt missed to the right.

Despite holding a 10-7 lead over Manteno, Plano football coach Brad Kunz just felt like something was off with his squad in Friday’s Class 4A first round playoff game.

Kunz’s intuition turned out to be right, as Manteno went on to score 21 unanswered points to clinch a 28-10 win and end Plano’s season. Manteno (7-3) advances to the second round against No. 2 Johnsburg (10-0).

“Some nights it just feels weird and you feel flat or a little off and I think there were times that all of us felt that way whether it was me or someone on the field,” Kunz said. “We all had our moments, and it ends up snowballing.”

The first strange element came early in the game when Plano quarterback Tyler Ward was intercepted

by Manteno’s Ryan Crockett, but Plano’s Israel Adeoti forced Crockett to fumble, and the ball was recovered by Levi Campbell. The Reaper offense remained on the field with a first down on the Manteno 11.

After three unsuccessful attempts to move the chains, Plano sent its field goal unit onto the field and Emmanuel Valles kicked a 25-yarder into the wind with 5:00 to play to give the Reapers a 3-0 lead.

Manteno answered on a strong series by quarterback Gavin Zimbelman, who finished the drive with a 16-yard touchdown pass to Caleb Boudreau with 3:28 on the clock for a 7-3 score.

Zimbelman, who orchestrated all four Manteno touchdowns, finished 10-for-25 passing for 169 passing yards and had an additional 193 yards rushing on 31 carries.

He was the only ball carrier for Manteno, making him responsible for all 362 yards of offense.

“Gavin Zimbelman might as well be 6-5 and 250 pounds for how hard he plays the game. It’s a credit to him and how hard he works,” Haines said of his 5-10, 170-pound quarterback.
