Sheriff’s office advises Halloween safety SHAW MEDIA The Kendall County Sheriff’s Office has announced that it will have deputies visible throughout the county from patrol, the bicycle unit, community policing and auxiliary for Halloween on Monday, Oct. 31.

As part of providing a safe environment, the sheriff’s office said in a statement they want the public to be educated about the communities they will be in for trick-or-treating.

The sheriff’s office currently has 38 sex offenders registered.

Clerk: Early voting consistent with 2012

By TONY SCOTT tscott@kendallcountynow.com Kendall County election officials say early voting numbers are, so far, similar to those in 2012.

County Clerk and Recorder Debbie Gillette told the County Board at its Oct. 18 meeting that there were 300 voters on the first day early voting was available at Oswego Village Hall.

“So that’s a lot,” she said.

County Board Chairman John Shaw said he’s noticed quite a bit of traffic going in and out of the Voter Registration Office.

“For those of us who frequent this building quite often, there’s been quite

a crowd going in there,” Shaw said.

As of Monday, the early voting figures were as follows at the various locations: County Office Building, 1,550; Oswego Village Hall, 1,891, and Plano City Hall, 98.

Gillette said the numbers appear to be consistent with those seen in the last presidential election in 2012.

That year, there were 4,037 early votes cast at Oswego Village Hall and 3,434 cast at the County Office Building.

Record staffers earn NINA awards SHAW MEDIA Record Newspaper staff members won awards in the Northern Illinois Newspaper Association’s 2016 Newspaper Contest.

Competing in the non-daily newspaper contest category, John Etheredge, Record editor, won a first place award for Best Editorial for an editorial he wrote last April under the headline, “Judge correct to press Hastert on extent of crimes.”

The editorial was published after a federal judge sentenced former U.S. Speaker of the House J. Dennis Hastert to 15 months in prison for illegally structuring bank transactions in an attempt to cover up his sexual abuse of members of the Yorkville High School wres-

tling team when he was a teacher and coach at the school from 1965 to 1980.

The contest judges described Etheredge’s editorial as “A clearly written stand on the heinous criminal behavior by a once-leading public servant finally come to judgment.”

The awards were presented during NINA’s annual awards banquet held last Thursday on the campus of Northern Illinois University in DeKalb.

“Having a building used for this kind of purpose seems much better than having it go on and on like it has been,” Karpas said.

At the school board meeting, Board President Tim Campbell said it would be exciting to see the Historical Society renovate and use the building.

The city would hold title to the building because it is buying back the taxes. It would then lease the property to the Historical Society for $1 a year. The city would be responsible for some maintenance such as any future repairs to the roof, siding and similar items, Karpas said.

When Alderman Bob Jones asked if there was any asbestos in the building, Karpas said it had not been checked for this, but would be before any action is taken.

Council members, as Committee of the Whole members, placed the proposal on the agenda for a vote at the Monday, Nov. 14, city council meeting.

If approved there, it will be presented to the other taxing bodies who also are owed taxes from the property.

These classes cover how to perform CPR, how to use an automated external defibrillator, and what to do with the choking victim for adults, children, and infants. Students will receive completion cards after successfully completing class. Upcoming classes include: • Nov. 5 at 8 a.m. – Basic Life Support for Health Care Providers class. This course is for the health care professional needing to meet job regulation requirements.

Plano City Council members in a Committee of the Whole meeting Monday night took another step in a move to take ownership of an abandoned downtown building at 9 N. Hugh St., and make it available to the Plano Historical Society for their office.

The issue first came up last week when Tom Karpas, Plano Building, Planning and Zoning director, met with Plano School Board members to see if they would be willing to forfeit taxes owed the school district back several years on the property. School board members voted unanimously to participate.

The council members’ Monday discussion was a follow-up to Karpas’ meeting with the school district. Mayor Bob Hausler told council members that he would like them to consider approving a proposed intergovernmental agreement that he plans to submit to all taxing bodies who have not received their tax payments or penalties

over the past several years from this property.

He asked the council to forward the agreement to their Monday, Nov. 14, council meeting for a vote. If it’s approved at that time, he is hoping all other taxing bodies will adopt the agreement to forfeit their taxes and penalties so the building could be made available to the society.

Hausler said the city’s only cost would be about $4,000, the portion of the total tax bill that would come to the city.

He said the city would remain owner of the building, which sits on a 31-by-32-foot lot.

Hausler said he talked to the county, the second largest taxpayer on the list, and they said they wanted to see if the school board would agree to cooperate before they would do so.

“I would like to see us agree to participate so we could go to all the other taxing bodies to get their participation.

If they do not participate, this could not be done,” Hausler said.

Karpas told school officials the city

is asking that the taxing bodies rebate their share of the $40,000 owed in back taxes and penalties back to the city so that in the end the money that they would have received in taxes would be rebated.

He said he came to school officials first because the second largest amount of taxes owed on this property would be to the school district. The largest amount owed would be to the county.

Karpas said the vacant building has been in a state of deterioration and disrepair for several years. He recalled that at one time a dentist’s office had been in the building.

The mayor said it’s not likely anyone could afford to pay the taxes and then invest money in making the building usable for a new business.

Karpas said he also presented the proposal to Plano Library Board members about a month ago and they supported it.

The renovation and rehabilitation work could be done by the museum officials. They do have not money, but the majority of the work will be in the form of in-kind donations of either labor, materials or both, Karpas said.

He said the building needs interior work such as painting, repairing of drywall and similar cosmetic repairs

REFLECTIONS Roger Matile abandoned Starved Rock, relocating the entire fur trading and security operation south to first Lake Peoria and then to Kaskaskia and Cahokia along the Mississippi in southern Illinois.

That created a strategic vacuum in the Fox Valley.

The culturally related Fox, Mascouten and Kickapoo tribes unsuccessfully attempted to occupy the region following the French war of extermination waged against the Fox in the 1720s and 1730s, and the Fox Valley was again said to be part of the Illiniweks’ domain. However, in 1746, interrelated bands of the Potawatomi, Ottawa and Chippewa tribes calling themselves the Three Fires Confederacy moved into northern Illinois from their homes in Michigan, Indiana and Wisconsin.

Since the last Illiniwek bands had been eliminated from the Fox Valley years previously, the Three Fires claimed the area as their own.

During the French and Indian War of the early 1760s, the Three Fires supported the French. After the British won the war, the Potawatomi remained loyal to their French friends.

By the time of the Revolutionary War, however, the Three Fires had transferred their loyalty to the British, and fought against the Americans.

Three Fires villages located up and down the Fox River also supported the British during the War of 1812, with many of them taking part in the destruction of Fort Dearborn at Chicago in 1812. That year, according to U.S. Indian Agent Thomas Forsythe, the Three Fires could muster some 600 warriors. Forsythe reported that war parties from the Fox River villages of Chiefs Waubonsie and Main Poche participated in raids and battles against the Americans.

Although the Three Fires Confederacy, at the urging of Chiefs Waubonsie and Shabbona, helped U.S. forces during the Black Hawk War of 1832, they were nevertheless forced west of the Mississippi River in the late 1830s. Chief Waubonsie died in Iowa about 1848 and is buried on his former land along the Missouri River west of Tabor, Iowa. the United States’ hold on the Illinois Country, the Three Fires tried to protect through diplomacy what they had failed to protect through military action. They were, however, unsuccessful, and were forced into several key land cessions during the next two decades.

President Thomas Jefferson had established a policy in 1803 for the removal of Indians west of the Mississippi River to open land for settlement, and in 1830 the policy became law with passage of the Indian Removal Act. In the aftermath of the brief Winnebago War of 1829 and the much more serious Black Hawk War of 1832, Illinois’ white residents demanded all Indians’ removal from the state. In spite of the Three Fires’ general support for

the U.S. during both upheavals, the government officials readily agreed.

Most remaining Three Fires claims to northern Illinois land were relinquished in the Treaty of Chicago in 1833. Also that year, the first group of Illinois Potawatomi moved west to what was known as the Platte Purchase in the extreme northwestern corner of modern Missouri. In the fall of 1835, another large group of the Three Fires from near Chicago removed to Platte Purchase land. But that land, too, was coveted by white settlers, so the Potawatomi were forced to pack up and move to Council Bluffs, Iowa.

The rest of the Fox Valley’s Three Fires bands were sent west in October 1837. Traveling through near continual rain and mud, and suffering from lack of food due to poor government organization, they crossed the Mississippi at Quincy. The sick, hungry remnants arrived in the Platte Country in mid-November, when they were immediately forced farther west to the Council Bluffs reservation, a place hated by the tribe due to its lack of timber and the accelerating arrival of white settlers.

In 1838, the tribe split politically between full-blooded Indians and their mixed-blood American relations on the one hand, and full-blooded Indians and those of French (Metis) extraction on the other. The Metis faction was forced out and moved west to Kansas. Yet another treaty in 1847 forced the Council Bluffs Potawatomi west to Kansas as well, their land separated from the Metis Potawatomi by the Kansas River.

Some Three Fires families had refused to move and others, after one look at their Iowa lands, drifted back to Illinois, so the last of the Fox Valley’s Indian residents weren’t forced west until 1838. That finally brought the Native American presence in the area to a close after 120 centuries of continuous habitation along the banks of the Fox River.

It’s Indian Summer, but where are all the Indians?

Years ago, the Chicago Tribune used to run John T. McCutcheon’s classic illustrated feature, “Injun Summer” every autumn.

A lot of us looked forward to each year’s rerun of the piece, which was first published in the Trib on Sept. 30, 1907. But then, some Native Americans explained they felt McCutcheon’s piece was racist, and to accommodate their feelings, the Trib quit running it, although you can still download a copy of it or even order framed copies from the Trib website.

Like the late film critic Roger Ebert, I have never really felt the piece was racist, but rather was a sort of folkway to explain what happened to all the Native Americans who once lived here in Northern Illinois.

Not to say that there aren’t plenty Native Americans still living around the region, of course. But what really did happen to the thousands of Native People who were living here when the first American pioneers arrived here in northern Illinois in the 1820s and 1830s?

In historic times, the Fox and Illinois River valleys were the home of the member tribes of the Illinois Confederacy. Calling themselves the Illiniwek (which meant “the men”) and called “Illinois” by the French, the related Kaskaskia, Cahokia, Michigamea, Peoria, Moingwena and Tamaroa primarily made their summer homes along the Illinois River, using Kendall County and other areas along the Illinois’ tributaries as hunting grounds and winter quarters.

By 1683, constant warfare waged by the Iroquois, who were attempting to control the trade in furs, led French adventurer, entrepreneur and explorer Robert Cavelier de La Salle to fortify Starved Rock and gather several thousand Indians to the area – including the Fox Valley – for mutual protection.

After the region’s resources were exhausted some years later, La Salle’s principal lieutenant, Henri de Tonti,

Plano school board reviewing policies District looking at changes to lease of nearby cell tower, facility rental fees

By LYLE R. ROLFE news@kendallcountynow.com Plano School District 88 receives $28,515 in rent each year for renting space on a cell tower located near the high school. But the district’s electric costs for the facility are $13,475, leaving the district with $15,104 profit.

The subject came to school board members’ attention as a result of a news story and study done by a metropolitan newspaper pointing out the possible health issues caused by the cell tower signals.

In a report to the school board members at their Monday meeting, Superintendent Dr. Hector Garcia said, “It appears the health concerns are relatively unfounded. But the district should take into consideration the location and height of the cell tower.”

Garcia said the lease agreement, which was first approved in 2004, expires in December 2019. He said the

district would have to notify the cell operator at least six months before the expiration date if they want to cancel the lease. Otherwise, it is automatically renewed, he added.

“If the board desires, we could send a certified letter at any time telling the provider that we plan to terminate the lease, giving us an opportunity to renegotiate the lease and check with other providers,” he said. He noted that other lease amounts range from $660 to $46,875 for a single antenna and up to $117,750 for multiple antennas.

“Our fee appears to be competitive based on those fees,” he said.

“I think it would be wise to notify them six months in advance that we’d like to look at the contract,” Board President Tim Campbell said.

Garcia said he would prepare a letter to be sent to the provider stating that the board will be reviewing the contract.

of Plano School District facilities and sports playing fields, gymnasiums and other facilities are being reviewed by school board members.

In a memo to board members, Garcia said the district has allowed community groups to use these facilities for practices, games and other events and activities, resulting in a successful partnership with these groups.

He said there are three groups that use the facilities – those that are totally Plano School District related, ones that are part school district and non-district members, and those that are not connected to the district in any way.

Garcia said they want to continue sharing the facilities, but want to give priority to their students and other district members. Community members that might include school district represents would have second priority and groups with no ties to the district would have last choice.

He asked board members to review the proposed suggestions of three groups and send their recommendation to the district’s Policy Committee for final comments before it comes back to the board for second reading.

“We hope that this new language establishes a more consistent and clear structure as to how the facilities will be utilized. We will then review the policy at the end of the school year and see if further changes are needed,” Garcia said in the memo. He noted that the district wants to be fiscally responsible in covering their maintenance costs for the facilities.

Jim Schmidt, athletic director, said there have been different fees charged for the use of the Centennial Elementary School gym compared to using the high school gym.

The fees charged should be different for each group and should be consistent, Schmidt said.

Schmidt said Plano’s fees should be comparable to Oswego, Yorkville, Sandwich and other districts who also rent their facilities to outside organizations.

He said they need more consistency in the fees for the various facilities and suggested the possibility of a season pass for groups that would use the facilities more often.

It was not known when the Policy Committee may have a recommendation for the board.

Students, staff of month for October announced at Plano High School PLANO RECORD Plano High School recently announced its students and staff of the month for October.

PHS staff nominated students for Student of the Month for the month of October. Students are nominated for PRIDE behavior (Personal Responsibility, Respect, Involved Academically, Demonstrates safe behavior, and Excellence in what they do).

Some reasons for nomination include exemplifying determination and perseverance by striving for excellence in classes, helping other students, great work ethic, displaying positive attitude through actions, participating in class, working hard and taking education seriously.

Students of the Month of October are Jacqueline Escareno, Cassi Miles, Cody Nebel, Curtis Brey, Jordan Wade, Grayce Gatza, Aubrey Flodstrom, Kayvon Crenshaw, Alexis Alamos and

James Frederick.

Reasons for nomination can include balancing different responsibilities along with extracurricular activities, continued support and dedication to our students, excellent work with the band for Homecoming and parade, and handling unexpected challenges.

Two eighth-grade students at Plano Middle School – Sarai Dominguez (left) and Jacob Gugala (right) – were selected to participate in this year’s Illinois Music Educators Association Honor Festival, which will take place on Nov. 5 at Oswego East High School. The two were recognized at an assembly held at the middle school on Friday. Both Dominguez and Gugala prepared vigorous auditions all summer. The chorus had 424 students audition on Oct. 1. Dominguez was one of 120 students selected to participate in the chorus. Gugala was one of 408 students who auditioned for band, more specifically one of 34 French horn players. Only 12 players are accepted into the horn section. Approximately 55 middle schools participate in ILMEA every year.

Nomination materials are evaluated by a selection committee comprised of individuals who represent a variety of educational organizations.

Sandwich VFW Auxiliary offering baked potato fundraiser

Members from the American Legion Riders Post 181 from Sandwich assisted at the “Rockin’ Benefit” for Michael Colle on Sept.

ALR members helped park cars, collected donations, served dinner, helped with the raffles, moved tables, etc. Colle was diagnosed with stage 4 brain tumor cancer and has a long road ahead of him having to endure both chemo and radiation. ALR members helping at the benefit included Bob and Sandy Lawrence, Bob and Cherie Mauer, Kevin Rife, Cliff and Linda Oleson, Mike Rennels, Ralph Torres, Bill Kolb, and Mel Herreid. The Auxiliary to Veterans of Foreign Wars Post 1486 of Sandwich is having a “Spud-Licious” Baked Potato Lunch this Saturday, Oct. 29, from 11 a.m. to 2 p.m. at the VFW Post. Tickets are $8 for a lunch consisting of a huge baked potato with choice of a variety of toppings and dessert. Carry-outs available. Open to the public. What steps must be followed when there is a death in the family? Exact procedures vary from state to state. In general, however,deaths at home fall into two categories - expected and sudden. In either case, the cause of death must be determined before a funeral director can remove the body.

If the person has been ill and under the care of a doctor, call the attending physician to certify the cause of death. In these cases, it may be possible for the doctor to notify the funeral director.

If the death was not anticipated, your first call would normally go to your local emergency number or to the police. Paramedic teams and police usually work together in these cases.

I remember being asked by people, “Where are you going to find 5 wins?” or, “Do you think we will have enough playoff points to get in with 5 wins?”

When I was asked this after Week 3, part of me chuckled. While this was the thought process of many outsiders, inside our family we were putting in the work just as always, and knowing that while we were disappointed by our performance in our two losses, we knew who we were and we knew our plan. It takes a very special group of individuals to stay the course in adversity, and our seniors have provided that.

Week 4 we came out and scored 43 points in the first quarter. Week 5 we erased a 21 point deficit to win 46-21. We feel we have gotten back on track, and our goal of not “peaking too early” we feel has come to fruition.

We are very excited about hosting Manteno this Friday night at 7:30 for the first round playoff game. Games between Plano and Manteno are always back and forth, and down to the wire. We know that Manteno is going to have revenge on their minds, and all we have on our minds is continuing to believe we are on the right path. The environment Friday night should be electric and hopefully a lot of fun. We will need the energy of our fans to make the push to win this game.

Plano girls squad advances to sectional; boys send 2 runners PLANO RECORD

The Plano girls cross country team placed seventh at the Class 1A Peru St. Bede Regional last Saturday to claim the final team advancement to sectionals.

Rachelle Gomez finished 23rd to pace the Reapers with a time of 22:35, while Linnea Collins finished 33rd in 23:27 and Demetra Phylactos was 36th in 23:35. Yali Chavez (24:42) and Brooke Morgan (25:41) rounded out the top five

while Marina Mercado (27:03) and Sarah Roberts (28:15) also raced.

Plano will have two more runners at the sectional starting line after Jorge Aguilar and Brandon Littlefair earned individual tickets to the Class 1A Oregon Sectional on Saturday.

Aguilar placed 17th overall in 17:55, and Littlefair clocked in at 18:30 to place 23rd to take two of the five individual spots.

As a team, Plano finished eighth overall at the Peru St. Bede Regional.

Opening the night with an error, Plano volleyball coach Lisa Esmond could sense the Class 3A LaSalle-Peru Regional play-in game would be a tough one for the Reapers to overcome.

“It happened on both sides of the net. We started the game with a serve receive error and we got the ball back, had a service error, and then they had a service error,” Esmond said. “I thought, ‘Is that how tonight’s going to go?’ Princeton just put it together for longer stretches than we did.”

Plano (8-27) closed the season with a loss in the opening round of the Class 3A LaSalle-Peru Regional on Monday.

Plano, seeded No. 10, fell to No. 8 Princeton 25-20, 25-15.

“They just did not play well at all.

They all played as hard as they could and it just wasn’t happening,” Esmond said. “The kids weren’t giving up, but they saw reality. You can’t win games when you play like that.”

Alyssa Dolan had two aces and three kills, Emily Schopp had three kills and Kenzie Waldrop made nine assists and had three digs and five points. Allie Cross added eight digs and three kills, and Eveline Chaidez had 11 digs.

Division rival Manteno set to travel to Plano for postseason opener

Plano earned a No. 7 seed and home game in the Class 4A bracket when the IHSA released the pairings on Saturday night. The Reapers will face a familiar opponent in Interstate Eight Conference Large Division rival Manteno (6-3), which is seeded 10th.

Manteno will visit Plano to kick off the first round on Friday at 7:30 p.m. at Reaper Stadium.

“It should be a good one getting a chance to play Manteno again,” Plano coach Brad Kunz said. “We’re not real happy that we’ve got to play a conference team. You don’t want to see a conference team knock the other one out of the playoffs right away, but it’s the situation we have so we’re rolling with it.”

The I-8 teams met in Week 5 in Manteno, with Plano taking the 46-21 win. Manteno went on to win three of its final four games to make its seventh straight postseason appearance.

“They continue to improve their passing game and they’re running their quarterback a lot more now than they were when we played them,” Kunz said. “They’ve changed and evolved just as we have. I think the big thing going in is that they’re going to have revenge on their minds and we have to come prepared for that.”

The winner of the first round game will face the winner between No. 2 Johnsburg (9-0) and No. 15 Marengo (6-3) in the second round Nov. 4-5.

“We’re focusing on the first round a lot because we could easily look ahead and see Johnsburg, who we feel like we owe from Week 1,” Kunz said. “There’s a pathway there that’s favorable with the motivation factor, but a big part of it is keeping our guys focused on Week 1 and not looking ahead.”

Plano capped the regular season with a 48-6 win over Westmont (1-8) on Friday to improve to 7-2 overall.

The Reapers wasted no time getting onto the scoreboard as Levi Campbell ran Westmont’s punt into the opposite end zone for a 60-yard score with 11:27 still on the first quarter clock. Ward found Winter for a 9-yard touchdown pass and then looked to Israel Adeoti for a 12-yard score with 3:52 left in the opening period.

Plano built a 26-0 lead when Ward’s 1-yard quarterback sneak crossed the goal line to open the second quarter.

With 6:25 to play in the first half, Elijah Maisonet ran back a 45-yard punt for a touchdown to extend the Reapers’ lead, 34-0. At the request of Westmont coach Otto Zeman, a running clock was put in place at that point in the game.

“The coach asked if they could run the clock in the first half if we got up big, so the game was shortened con-

siderably,” Kunz said. “I thought they still had to get to 40 [points] but I knew they were allowed to request that.

He’s a Hall of Fame coach, and he’s had a lot of success in the past. He’s honest with where he’s at.”

Ryan Jernigan ran back Westmont’s next punt – this time from the 44-yard line – for a 41-0 lead with 3:55 to play in the half.

With a running clock, Plano put up one more score in the third quarter when Marshall scored on an 11-yard run with 3:55 to play. Westmont added a 2-yard touchdown pass in the final minute of the game.

“We had three big punt returns for touchdowns, which was pretty cool and gives our special teams more confidence going forward,” Kunz said. “It was a fun night and a good experience for our seniors, and a fun way to send them off.”
