Spring Valley’s Summer Fest planning is underway

jeustice@shawmedia.com Plans for Spring Valley’s Summer Fest celebration are underway as Councilman Dave Pellegrini presented the proposed schedule for the event during the April 4 City Council meeting.

These plans are subject to change as the city plans to present flyers to the community following finalization.

Summer Fest is scheduled to take place Saturday, June 11, and is not planned to feature a carnival in 2022, but rather the city is looking to bring in a laser ops system, similar to one that has been featured at Spring Valley JFK’s graduation.

This system includes multiple inflatables, a 90-foot-long competition course and multiple screens and monitors where participants can play video games.

“Supposedly it has kind of taken over,” Pellegrini said. “It looks pretty neat from the information.”

The cost for this system is about $7,500.

The Park Board has begun working with local businesses in attempts to cover some of the cost.

The event also is planned to feature a beer garden, multiple food vendors and a live musical performance in the evening.

The city is looking to have a petting zoo, train rides and face painting.

The Park Board is planning to offer free swimming at the pool on the day of

the event.

Although the city had discussed moving the event to Main Street because of the need for open areas and grass, the event is scheduled to take place in Kirby Park. The city will look to rent out a tent along with tables and chairs. Pellegrini said the budget for the event is just less than $14,000.

“The Park Board is trying to find that hit,” Pellegrini said. “Something that’s going to attract people and something that we can build upon year after year. So we have been bouncing around quite a bit for the last three or four years.”

Plans for this year’s event are still being finalized and will be announced by the park district in the coming weeks.

Spring Valley eyes $250 gaming license increase

jeustice@shawmedia.com While no official action was taken during the April 4 Spring Valley City Council meeting, officials openly discussed increasing the city’s licensing fee on video gaming machines from $25 a terminal to $250 annually.

A $250 annual fee per machine would be the maximum amount the city would be able to impose under the current legislation. Home-rule municipalities, under the legislation, are able to increase their fees to more than $250.

This fee would be split with half of the cost to be paid by the business owner and half to be paid by the distributor of the machine.

become a common topic among city councils as Peru and Utica have discussed an increase but haven’t yet taken action, La Salle has increased its fee from $60 to $120, Streator from $25 to $250 and Princeton from $25 to $250.

Spring Valley estimated this change would bring in an additional $16,250 a year to the city.

The discussion was brought up at the council’s committee level by Finance Committee Chairman Mike Herrmann.

The consensus of the council was to move forward with the topic during future meetings.

Mayor Melanie Malooley-Thompson requested the item be added to the agenda for the Monday, April 18, meeting.

IVCC accelerates study abroad opportunities Shaw Local News Network A new partnership between Illinois Valley Community College’s World Language program and Study Abroad program gives students the opportunity to complete two years of German or Spanish in one year and then study abroad in the summer in Salzburg, Austria; Seville, Spain; or San Jose, Costa Rica.

Study abroad is available to students through IVCC’s membership in the Illinois Consortium of International Studies and Programs. While studying abroad, students can take more classes in German or Spanish and improve their fluency. History and culture courses are also available.

Study abroad is fully accredited and its courses transfer to four-year colleges and universities. Partner colleges are English speaking so students do not need to be completely fluent to participate.

Students also take cultural excursions, including visits to museums and historical sites, volcanos and hot

springs, a working coffee plantation, or even a trip to Morocco.

“Studying abroad is a great way to safely travel in summer while earning college credit, making new friends, and improving language skills,” IVCC Study Abroad coordinator Amanda Cook Fesperman said. “Our language courses prepare students for the experience.”

IVCC also has study abroad to England, Ireland, France, China and Ghana, West Africa is expected to be added in 2023. In most cases, students can study abroad for a three-to-fourweek summer program or for an entire semester.

To qualify, students need to be at least 18, have a minimum 2.75 grade point average, have completed at least 12 college credits and have passed English Composition I or II with a C. A graduating high school senior who meets the requirements could study abroad this fall. For information, contact amanda_cookfesperman@ivcc. edu or call 815-224-0203. More than 40 online summer classes will be offered at Illinois Valley Community College beginning May 16. Most courses are transfer-eligible.

Putnam County issued final property assessment Shaw Local News Network David Harris, director of the Illinois Department of Revenue, said Putnam County has been issued a final property assessment equalization factor of 1.0000.

The property assessment equalization factor is the method used to achieve uniform property assessments among counties as required by law. The current equalization factor being assigned is for 2021 taxes, which are payable by 2022.

This equalization is deemed particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties, including school districts, junior college districts, fire protection districts and more.

If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result.

The equalization factor is determined annually for each county by comparing the price of individual properties sold over the past three years to the assessed value placed on

the properties by the county supervisor of assessments/county assessor.

Assessments on Putnam County are at 33.15% of market value based off sales of properties in 2018, 2019 and 2020.

The previous year’s equalization factor for Putnam County was also 1.0000. The final assessment equalization factor was issued in August 2021 after a public hearing on the tentative factor, which was 1.0000.

Under a law passed in 1975, property in Illinois should be assessed at one-third of its market value.

Farm property is assessed differently, with farm homesites and dwellings being subjected to regular assessing and equalization procedures, but farmland is assessed at one-third its agriculture economic value. Farmland is not subject to the state equalization factor.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will pay. The individual’s portion of tax responsibility is not changed by the multiplier.

IVCC to perform first live show since 2019 Shaw Local News Network When “Broadway Backwards” debuts on the Illinois Valley Community College stage April 22, the show will mark the return of live theater to the college for the first time since 2019.

The revue features Broadway showtunes with a twist – men sing songs traditionally sung by female characters in musicals, and women perform showtunes written for men, hence the name, “Broadway Backwards.”

“Everyone is having fun with the show,” director and choreographer Don Grant Zellmer said. “It’s a small cast, so there’s lots of opportunities for the performers to be very busy and they’re getting a kick out of the reversal of roles.

“Everyone is embracing the humor this presents, and it also gives a voice to singers who may not have the opportunity to sing particular music.”

Showtunes include “Freddy My Love” from “Grease,” “Ladies Who Lunch” from “Company,” “Hard Knock Life” from “Annie,” “There Is Nothing Like A Dame” from “South Pacific,” “Greased Lightning” from “Grease” and “The Sadder But Wiser Girl” from “The Music Man” among many others.

The cast includes IVCC students Macy Anderson and David Zuniga, of Oglesby; Lauren Frawley, of Henry; Ben Gensler, Reid Rynke and Sydnee Wright, of Peru; Ethan Shaver, of Lostant, and community member Bob Philip, of Peru.

“Broadway Backwards” plays at 7:30 p.m. Friday and Saturday, April 22 and 23, and at 2 p.m. Sunday, April 24.

IVCC faculty participates in 5-week seminar on Russia, Eastern Europe Illinois Valley Community College faculty across numerous disciplines are participating in a five-week seminar on Russia and Eastern Europe.

The seminar, which meets for three hours a week for five weeks, offers faculty the opportunity to learn about the region from scholars provided by the Robert F. Byrnes Russian and East European Institute at Indiana University, a partner on the grant.

Amanda Cook Fesperman, coordinator of International and Multicultural Education at IVCC and the grant writer, said participating faculty have committed to working over the summer to develop two-week modules on the region for their classes.

The goal is to improve student global competencies by infusing global materials across campus. Participants teach math, biology, geography, political science, history, psy-

The $10,000 grant was awarded in 2019 to The IVCC Office of Interna-

tional/Multicultural Education but programming was delayed because of the COVID-19 pandemic. Interest in the region has increased because

of the ongoing war in Ukraine, which broke out as the final plans for the institute were developed.

IVCC welcomed other member schools in the Midwest Institute for International/Intercultural Studies and faculty representing more than 20 Midwestern colleges are participating via Zoom.

The initiative is overseen by the MIIIE, a consortium of community colleges dedicated to faculty development on global topics.

IVCC will use the grant to support global awareness in coursework and will host the 2023 MIIIE Spring Conference for faculty to share their work.

IVCC remains a great place for academic research and scholarship and the grant allows faculty to stay current on global affairs, Cook Fesperman said.

“Our students are the ultimate beneficiaries of this work as our classes prepare them for the global marketplace.”

tcollins@shawmedia.com One girl wailed in fright at the sight of a 6-foot tall Easter Bunny, but 4-year-old Crew Fordham of Spring Valley had no such misgivings. Into the bunny’s arms he ran.

“I gave him a big hug,” Crew reported, smiling, after he posed for pictures with the big rabbit at Spring Valley’s Kirby Park.

Crew was one of dozens of children who scoured the park for eggs, availed themselves of free treats and got to pose with the Bunny who next week will bring eggs and treats to little boys and girls across Starved Rock Country. (Unless, of course, they’ve been naughty.)

“That was his first time seeing the bunny,” said Crew’s mom, Chelsea Sweezey. “We couldn’t do it last year and he was too scared to meet the bunny before that.”

It was a theme across the region as

cities hosted Easter egg hunts and other outdoor holiday events. Nippy though it was – Saturday’s temperature hovered around 45 degrees – families couldn’t resist a sunny day.

Easter egg games have a long tradition in the U.S., with the White House first holding an Easter egg roll in 1878 under Rutherford B. Hayes, the 19th president. The egg itself is a Christian symbol, its shape resembling the stone that covered Christ’s tomb and which the Disciples found had been rolled away.

A less profound revival took place Saturday as area cities, freed from infection controls, opened their parks for children’s events.

Kathy Gonzalez of La Salle surprised her sons and nephew Josiah Pagan with a trip to Hegeler Park, La Salle, where the Easter Bunny squeezed in a visit amid his packed schedule and oversaw an Easter egg hunt.

The park was littered with plastic eggs in assorted colors but they didn’t stay there long. It was all Gonzalez could do to keep the boys from jumping the 11 a.m. start time and harvesting eggs ahead of the rest of the crowd.

In Peru, event organizers offered a noon “reserved sensory time” for special needs students at Centennial Park, a suggestion passed along to parks and recreation director Adam Thorson.

Once the special needs kids got their allotted time in, a mad scramble ensued for eggs from the rest of the crowd – much to the delight of Mayor Ken Kolowski.

“I’m absolutely thrilled with the event,” Kolowski said. “Anytime you can make that many kids happy and smiling, it’s priceless.”

Spring Valley has eyes on Kirby Park camera upgrades City looking to fill part-time positions for the summer

jeustice@shawmedia.com Spring Valley officials outlined a number of upcoming projects from the city’s Park District during the City Council meeting April 4.

Fourth Ward Alderman Dave Pellegrini presented the findings and actions from the district’s recent meeting.

Pellegrini said the city’s new dog park is progressing toward completion. He mentioned the fence has been installed and picnic tables and benches have been ordered for the location.

The city is awaiting the arrival of trash cans and dog bag dispensers that have been ordered. The city expects finalizing a sign with the park’s rules once those have been finalized.

“Anybody that wants to go down there and let their dog run around is welcome,” Pellegrini said. “It’s gated.

We are going to do some landscaping and then we will do a designation.”

Pellegrini said the Park District has received a bid to install pickleball courts in place of one of the existing

No final action has been taken on the courts at this time, but the city has continued to work on this project.

The Park District also has a plan to relocate two basketball hoops located adjacent to the tennis courts that were installed at a 45 degree angle.

“It was suggested by a lot of people that they wanted to make a court out of that,” Pellegrini said. “So we have to lift them and move them. We are going to put them in line so that people can actually have a game.”

The city also received a handicap-accessible swing that allows for an adult and young child to use it simultaneously from a local donor.

“The problem is our existing swing set is not able to handle that,” Pellegrini said.

The city has reached out to the manufacturer of the swing and has received a quote for a new frame set that can support two of these swings and will be installed at Baltikuski Park.

Park that would enable the city’s police department to view the feeds remotely from the station.

The total estimated cost of these cameras is about $6,000.

“There was some significant damage done to Kirby Park,” Pellegrini said. “Somebody felt compelled to drive their pickup through the park and do doughnuts. They tore it up pretty significantly. Don’t come to Spring Valley and think you are going to get away with it because our police force got this guy.”

Pellegrini estimated there was several thousands of dollars of damage done to the park.

The final note of the presentation said the city is looking to fill a couple of part-time positions for the summer.

Spring Valley is in need of a parttime worker to assist in the preparation of ball diamonds along with emptying trash, cleaning restrooms and a bit of mowing.

The city also is looking for someone to oversee the operations at the pool for the summer. This individual would be in charge of the pool’s funds and general inventory.

Chief Senachwine Chapter NSDAR receives visit from District II director District II director Dawn Wexell of Sycamore visited the Chief Senachwine Chapter NSDAR at its April 1 meeting at the Henry Public Library.

Wexell presented the day’s program, Ripple Effects: The Impact of Small Actions, explaining how DAR membership had expanded her knowledge and interests and encouraged her to “reach out” when she might not previously have done so.

Wexell also visited a representation of the Vietnam War’s “The Wall” in a

nearby town. At the site she said she observed an older man and asked if he had served in Vietnam.

She thanked him for his service and said, “Welcome home.” The veter- Dawn Wexell an’s eyes welled with tears as he told Wexell her welcome was the first he had heard in 50 years. The contact encouraged Wexell to continue to reach

out in many more areas of DAR. The meeting also taught about Clara Barton, her focus of Women’s History Month and her importance as the “Angel of the Battlefield” during the Civil War and as the first president of the American Red Cross.

The chapter received notice that it had achieved the NSDAR Bronze Level “American Spirit” magazine award.

New member applications are progressing, and members were reminded the state conference will be April 22-24 in Bloomington.

recipients for a Community Service Award for unpaid voluntary community service by individuals and organizations. Member suggestions for programs for the 2022-23 chapter year were encouraged.

The national observance showcases how community colleges serve local needs, provide workforce training and seamless transfer to universities.

Fire on Fifth Pizzeria and Beer Hall, located inside the Westclox Building, is accessible through the main entrance facing Fifth Street (U.S. 6) in Peru, hence its name. The sprawling interior holds a restaurant with wood-fired ovens that specialize in pizza, as well as a beer hall with a unique self-service station.

Pizzas range from $10 to $16, with a choice of crust: hand-tossed, gluten-free and cauliflower. Being woodfired, the crust has the customary telltale char. The menu showcases 12 specialty pies, plus make-your-own options with a choice of eight sauces (including Buffalo and garlic butter) and 30 toppings.

The menu warns there are no substitutions, which means you can remove toppings – hold the onions, for example – but you cannot add ingredients to the specialty pizzas.

We sampled an appetizer of ovenbaked meatballs, served with toasted Italian bread to sop up the tomato sauce, the serving platter lined in wax paper made to resemble a faux newspaper. Fire on Fifth takes pride in their presentation.

The Mystery Diner ordered pizza Margherita, while my companion opted for a make-your-own that included a cauliflower crust and garlic-butter sauce topped with tomatoes and black olives.

The menu also highlights appetizers, salads, toasted sub sandwiches

and desserts.

Wood-fired certainly is a fast way to cook a pizza, so our pies were on the table in a flash. We were seated and fed, and had paid up in a whirlwind 45 minutes.

The restaurant features a self-serve “pour wall” offering 30 selections. It is an innovative design: The pour wall has 10 card readers each mounted over three taps. You insert your card, pour, and then remove the card – no need to hail a server to fetch your beer for you. An interactive menu provides detailed descriptions of each beer.

Classic rock tunes added to the sound level in the former industrial setting that is not without charm. The restaurant and bar are tucked into what appeared to be a former machine room or assembly station that still bears girders and brick and giant ceiling fans. Off to one side is a game area and pool table with multiple TVs for sports aficionados to catch the score.

The space is large enough to currently display an eye-catching vintage Chevrolet without cutting into the seating or ample standing room.

Putnam County struggles in first loss of season

kchlum@shawmedia.com GRANVILLE – After a week off from playing games, the Putnam County softball team struggled in its return to the field.

The Panthers managed only two hits and committed six errors in a 15-0, five-inning loss to Dwight in a TriCounty Conference game Tuesday, April 5.

“We definitely did not play our best today,” PC coach Angie Heiser said.

“We needed this experience to really show the things we need to work on the rest of the season. This team needed to face a challenging opponent to learn how to bounce back and make adjustments to do better the next day.

“We definitely need to work on playing together, picking each other up when someone doesn’t perform their best in the field and making adjustments in our at-bats so we are producing more runs.”

The Panthers (3-1, 1-1 Tri-County) had a tough time producing offensively against Dwight pitcher Samantha Harsh.

Gabby Doyle led off the bottom of the first inning with a single, moved to second on a groundout and advanced to third on a wild pitch.

No other PC runner advanced past first base.

Sadie Bailey was hit by a pitch in the fourth but was caught stealing.

Pinch hitter Valeria Villagomez had PC’s only other hit with a two-out single in the fifth before the game ended on a strikeout.

“This was a good challenge for us because even though we started off the season on a very high note with three wins, the one thing we have not faced is some challenging pitching with faster speed and some movement,” Heiser said. “Our offense just wasn’t used to what was being dealt. That’s something we’re going to practice so we can improve next time we see a pitcher like that.”

The Trojans had little trouble offensively.

Dwight leadoff hitter Megan Livingston and No. 2 hitter Jordan Schultz – who combined to go 9 for 10 with seven runs and three RBIs – got the Trojans started in the first inning.

Livingston started the game with a single and Schultz followed with a single. Both scored on a two-out single by Averi Jury.

Livingston, Schultz and Alexis Thetard hit back-to-back-to-back RBI triples in the third while Erin Anderson and Avery Scheuer each scored twice and drove in a run in the inning.

The Trojans scored two more runs in the fourth and tacked on another in

the fifth.

The game was Putnam County’s first in a week and only the Panthers’ second game since March 17.

“Spring is always kind of rough, but this spring just seems rougher than last year,” Heiser said. “Last year we had better weather starting later. It’s been tough trying to keep the team moti-

vated in that competition mode and in game mode, but I’m hopeful the weather is going to break, and when it finally does we will have a little more experience under our belt and be able to learn from these longer gaps of time where we’re not really actively competing.”

Heiser said more game experience will be beneficial for a PC squad that returns many starters but is still young with only one senior.

Shaw Media correspondent GRANVILLE – On a blustery day, the pitching of Reagan Stoudt and clutch hitting of Addie Bontz led the St. Bede softball team to a 13-2 six-inning victory over Putnam County in a nonconference game that was much closer than the score indicated.

“We played very strong defense, especially when you consider the only time we get in the diamond with the way the weather has been is in games, which makes it tough to prepare the girls,” St. Bede coach Shawn Sons said. “They did a great job reacting to the plays and rotating in position.

“They played us tough and their pitcher was finding the corners and moving the ball around well, so we made an adjustment and moved up in the box and were able to get to the ball before it broke. That’s when we got the line moving and were able to have that big sixth inning.”

In the first inning, the Bruins got a two-out double from Elle Hermes to begin her perfect day – she would go 3 for 3 with a walk – but the Bruins were unable to advance her.

The Panthers jumped out to an early lead when Maggie Richetta singled with two outs, advanced to second on a walk by Kylee Moore and came home on a Zofie Uzella RBI single.

The Panthers’ two-out rally was not done as Reise Zellmer stepped up and delivered an RBI single of her own to make it 2-0 in favor of the hosts after one inning.

The two pitchers dominated the second inning with PC’s Kara Staley (five strikeouts, three walks in the game) and Reagan Stoudt (eight strikeouts, two walks in the game) keeping the score at 2-0.
