Unregistered sex offender might be in Granville area STAFF REPORT news@putnamcountyrecord.com The Putnam County Sheriff ’s Office would like to alert residents to the possible presence of an unregistered sex offender in the Granville area.

According to Putnam County Sheriff ’s Office Chief Deputy Chad Haage, Michael Q. Ruby was allowed to leave the state of Wisconsin without providing a verifiable address for his next residence.

Listed as “homeless,” Ruby was supposed to be going to live with his grandmother in Granville and only listed a ZIP code.

Ruby is in violation of his requirement to re gister with

“This individual was allowed by Wisconsin to slip away completely, and we’re working with them and Springfield to locate him. We don’t even know if he’s ever been here, but he’s out there and could offend again. We want residents to be aware of the possibility of his presence and to help us find him if he’s here,” Haage said.

Committee learns financial audit is ‘clean’ OGLESBY — The Illinois Valley Community College Board’s audit-finance committee learned Dec. 6 that the college had received another “clean” audit of its financial statements.

After reviewing IVCC’s Comprehensive Annual Financial Report for the year ending June 30, Wipfli LLP auditors Sara McKenna and Matthew Schueler noted IVCC earned an unmodified report with no weaknesses or deficiencies.

“The auditors confirmed IVCC is debt-free, a statement few community colleges can make,” IVCC President Jerry Corcoran said.

“Our board and staff should be commended for reducing operating expenses $469,000, especially by reducing our utility costs, much of which can be attributed to the replacement of chiller and air-handler units in three buildings.

Through prudent fiscal management, revenues exceeded expenses,” he said.

With the college on sound financial footing, only a slight tuition increase is expected for the 2019-20 academic year beginning this summer, said Cheryl Roelfsema, vice president for Business Services and Finance.

“Once the political landscape for higher education becomes clear, we

will likely be recommending a low tuition increase next year to ensure our tradition of affordability without compromising quality,” Roelfsema said.

With retiree costs shifting from the state to local districts, Roelfsema said for the first time, community colleges are required to show their College Insurance Plan (CIP) liability on their financial statements. CIP is the state insurance plan for retirees.

IVCC’s liability is nearly $12 million, but Corcoran said, “Comparatively speaking, we are well prepared to handle that amount.”

In other business, audit-finance learned tuition waivers may be granted to district high school students enrolled in dual-credit automotive and agriculture courses next fall.

To qualify for a waiver, students must enroll in the agriculture or automotive technology Associate in Applied Science degree programs within one year of high school graduation, said Bonnie Campbell, associate vice president for Academic Affairs.

IVCC is partnering with Starved Rock Associates for Vocational and Technical Education (SRAVTE) on the initiative.

The committee also reviewed the

2017-18 annual report for dual credit courses. Head count was 1,004, down slightly from 2016-17 (1,056). However, credit hours were at 6,090, up from 6,070 in 2016-17. A total of 122 students received tuition waivers in 2018 compared to 112 in 2017.

Audit-finance also looked at the IT Security Audit prepared by Rehmann Robson early last summer that included a vulnerability assessment and penetration testing on the college’s external connections, hosts and network devices, as well as an internal assessment.

Rehmann recommended replacement of network servers and work stations that contained dated software, a finding “not unusual in an environment such as ours,” said IVCC IT Director Chris Dunlap.

“IT has already addressed several of the issues identified in the audit and will continue to do so until all identified risks have been mitigated.

Several of the servers have already been replaced, upgraded or retired from service,” Dunlap said.

“The effort to secure IVCC’s data and computing resources is never ending, and we plan to include external penetration testing in the budget each year and internal testing every three years to continue to protect our computing environment.”

Santa’s helpers busy here in Putnam County Gift baskets help to ensure a merry Christmas for all

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The annual distribution of Christmas baskets in Putnam County is most closely related to the Putnam County Food Pantry, but providing them to roughly 130 families a year is a joyful task that involves several groups and dozens of volunteers.

Food Pantry President Gayle Reno said this was the project’s 31st year, and each year she’s been touched by the generosity shown throughout the county. Reno said the first year of the Christmas project delivered 50 baskets, and the project has grown substantially since then.

“We’ve got so many wonderful people involved with helping to make all of this possible. The people of this county are so generous, you just have to ask and you’ve got it,” she said.

Each year the volunteers collect the applications for baskets that identify how many are in a family and a wish list of what types of gifts they’d like to receive. After donations are received and the gifts are collected, they’re sorted, wrapped and then placed with the Christmas

Every gift basket contains food for a breakfast and a Christmas dinner, along with a toy and a piece of clothing for each child and a gift for each senior in the family and other items.

This year, each family member also received a new pillow as part of the Putnam County Rotary’s grant-funded Pillow Project.

During a conversation Rotary President Brandy Sandberg had with the coordinator of the Toys in the Pantry project, it was mentioned many

of the children had said they’d be willing to trade their toys for a good pillow.

“This is one of those moments that made me realize how fortunate I am, yet so sad that the basic need, such as a pillow, sometimes is unattainable for some,” Sandberg previously said.

She added pillows are a basic need because sleep is a basic need, and that doctors believe a lack of sleep impairs cognitive function and leads to adverse physical conditions.

Pillows, while important for all, are especially important for children and seniors.

During the Dec. 12 gift-wrapping night at Granville’s United Church of Christ, the Sandberg family unloaded a trailer containing 385 new Serta pillows.

“Basically, there’s enough here that every family member should be getting a new pillow for Christmas,” she said.

Reno added the goal for next year will be providing smoke detectors to each family.

When asked about the challenges and surprises involved with such a complex project, Reno said that after 30 years she didn’t think she could be surprised anymore.

“Everyone involved is so helpful with this, and even though we always put a deadline on the applications to receive a basket, there’s always some that come in afterwards and we’re not going to deny them. We just go to the store and get what we need. If you have kids, you’ll get gifts,” she said.

Reno said what makes it all worthwhile is seeing the reactions of the families, seniors and shut-ins as they receive their baskets.

“Last year we had some bicycles, and seeing the tears in a mother’s eyes when she told us she didn’t think she’d have anything for her children on Christmas was so moving. And for some of the shut-ins in the county, we’ll be their only contact, so it’s very special when they come to the door,” she explained.

Because of the small size of the county and the sensational nature of the case, court officials are concerned about the ability to sit a local jury in the upcoming trial of Clifford Andersen in connection to the killing of Deborah Dewey.

July 11 Despite concerns, eight local jurors are seated on the first day of Clifford Andersen’s murder trial.

After heated disagreements, the Granville Village Board approves a contract for the Putnam County Sheriff ’s Office to provide their police department with dispatching services in a revised agreement charging the village $5,558.64 for a prorated, 10-month period and $7,633.85 the next year. Following that, the village can negotiate for four-year renewal terms.

HENNEPIN — Lawrence “Larry” Eden, 78, of Hennepin passed away Saturday, Dec. 15, 2018, at Perry Memorial Hospital in Princeton.

He was born July 25, 1940, in Athens, Ill., to Emory and Meredith (Hurt) Eden.

He married Beverly Buckle July 3, 1970, in Hennepin.

He graduated from Hennepin High School in the class of 1958. He served in the U.S. Air Force from 1963 to 1967 during the Vietnam War. He was a supervisor at the Steel Plant in Hennepin.

Larry loved animals and was a member of Friends for Strays.

Survivors include his wife, Beverly Eden of Hennepin; and one sister, Diane (Ron) Chiado of Granville.

He was preceded in death by his parents and stepmom, Nell Eden; one brother; one stepsister, Judy; and one infant daughter.

Cremation rites have been accorded.

There will be no service or visitation.

Contributions may be made to Friends for Strays.

Health department releases scores for food establishment inspections ing food inspection score is 65 or above.

At 65, the Bureau-Putnam County ordinance allows the health de par tment to close an establishment, but a score doesn’t have to be that low for the department to close it.

It depends on the number of critical and non-critical violations and the type of violations.

C e r t a i n c o m b i n at i o n s c a n create a domino effect for foodborne outbreaks.

All inspection reports are a matter of public record and can be seen at the Bureau County Health Department in Princeton.

The Bureau-Putnam County Health Department makes routine and unannounced visits each month to various food service establishments in Bureau and Putnam counties to inspect the operations.

Health inspectors use an identical scorecard at each facility, where they check for health code compliance in 45 areas. Each area carries a rating from one to five, with five being the most critical.

Inspectors check the entire operations of the facility in 14 dif ferent cate gories, such as food protection, personnel, and garbage and refuse disposal.

Beginning with a score of 100 points, the health inspector deducts one to five points for every violation.

Estimated tax rate same as last year OGLESBY — Illinois Valley Community College trustees on Dec. 13 approved a $12.2 million tax levy request for 2018, up less than 5 percent over the actual 2017 levy extension of $11.7 million.

Lovgren shared a persuasive speech he gave at LaMoille this fall advocating for College Start being adopted there.

Putnam County fifth graders solve escape box codes HENNEPIN — Fifth-grade students at Putnam County Elementary saved the day for “Likable Louie” who was locked out of his tool shed.

Louie was supposed to get new grass seed planted but it was locked in the tool shed and he forgot the combinations.

As part of a study on soil, the students worked in teams to decipher the codes for four different locks on the Escape Box. At the same time, they were learning about soil properties, using math skills and solving riddles. Students were provided with a variety of additional resources and drew upon creative thinking skills to come up with their answers.

This activity is provided by University of Illinois Extension Marshall Putnam Ag in the Classroom program.

Jean and Joe Panier, formerly of Granville, celebrated their 75th wedding anniversary with their daughters, Jan (Ted) Querciagrossa and Joyce (Ron) Zellmer of Peoria, Ariz. Also in attendance were their four grandchildren and seven great-grandchildren. Their son, Jim (Jennifer) Panier of Plainfield, was unable to attend.

The couple celebrated this festive occasion by renewing their vows at Peace Lutheran Church on the day after Thanksgiving, followed by a reception and dinner in the home of Jan Querciagrossa for 50-plus

friends and family.

Jean and Joe relocated to Sun City West, Ariz., in May of 2017.

They were married Dec. 20, 1943, in Granville, and left the same day for Fort Lewis, Wash. They were longtime members of the First Lutheran Church in Granville, where Joe was the choir director for many years.

Joe was the Putnam County clerk and Jean was the deputy county clerk.

St. Bede’s #GivingTuesday sets a record of more than $120,000

PERU — St. Bede Academy raised an average of $5,000 an hour for this year’s Giving Tuesday.

With an increase of 10 percent over the year before, St. Bede Academy has totaled nearly $360,000 in its four years of participation on this 24-hour day of global giving. #GivingTuesday is a day that harnesses the collective power of individuals, communities and organizations to encourage philanthropy and to celebrate generosity worldwide.

Nov. 27 marked the sixth annual international #GivingTuesday, a primarily social-media-powered day of philanthropy following Black Friday and Cyber Monday.

With a goal for St. Bede of $78,000, the day was set in motion with matches of $39,000 received from several generous donors. An anonymous donor of $12,500, Daubert Chemical Co., $10,000, David Porter, ’61, and Angelo Perino, ’80, each with matching gifts of $5,000, Catherine and Christopher Campbell ’96 and The Class of ’88 with $2,500 and LaSalle State Bank with a match of $1,500. To keep the momentum going, St. Bede received later in the day two $5,000 challenge matches from Mike Rossiter ’61 and Stephen Stevens ’69. With the help of those matches, St. Bede was able to well exceed its new goal of $98,000 and set a new record total of more than $120,000. Over 80 percent of the 280 donations were completed online and also included faculty/staff and St. Bede students.

showed their Bruin pride and participated in the challenge with their own personal donations and helped spread the word with sharing posts through social media.

“Our students understand the importance of giving back and we are proud of the many ways they do that every day,” said Superintendent Ted Struck. “Not only have our students taken part in Giving Tuesday but in other service related projects as well,” continued Struck. Some of those included a blood fair held earlier this month, a mitten drive for the needy and the ongoing support for the food pantry to name a few.

For the fourth year, the St. Bede family poured out its tremendous support on Giving Tuesday.

“Since our first year of participation in 2015, we have nearly doubled our total, which is just amazing,” said Development Director Julia Yaklich. “The generosity and overwhelming kindness from our St. Bede family for this day has made a significant impact to the St. Bede Fund. We were excited to well exceed our goal and doubly grateful to our donors that provided the generous matches of $59,000 which were instrumental to our success.”

Yaklich continued, “The power of social media was evident though friends and family’s shared posts on Facebook, tweets and sharing of emails, and our alumni who rallied their classes together to participate.”

Adm. Code 225.233, Multi-Pollutant Standards (MPS), R18-20. If adopted by the Board, the Illinois Environmental Protection Agency (Illinois EPA) intends to submit any rules adopted by the Board in this rulemaking to the United States Environmental Protection Agency (USEPA) for review and approval as a revision to the Illinois Regional Haze State Implementation Plan (SIP) to address the visibility protection requirements for federal Class I under the federal Clean Air Act.
