County expects it will need to borrow money by March Cofoid resigns as emergency coordinator; Biagi-Bruer moves up

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Through a restructuring of the county’s Office of Emergency Management (OEM), Coordinator Bob Cofoid submitted his formal resignation during the Dec. 10 Putnam County Board meeting, and his assistant, Chauntelle Biagi-Bruer, was appointed his successor.

In recognition of his more than 20 years of service to the OEM, Putnam County Board Chairman Steve Malavolti, newly reappointed to his position following the recent election, presented Cofoid with a certificate of appreciation.

“This resignation came with a lot of heavy hearts on the board. On behalf of Putnam County, the county board thanks you for a job well done and your devotion to service to the county. I mean that,” Malavolti told Cofoid.

Malavolti said that going forward, the county will benefit by having the office open a full day each week, which will better serve the public.

Treasurer’s report Putnam County Treasurer Kevin Kunkel reported a total General Fund income for the year of approximately $3.4 million. As of Nov. 30,

there was a balance of $35,101.10 in the General Fund, $415,091.31 in the General Savings Fund, and an overall General Fund balance of more than $543,000.

However, he added that by March, the county would once again need to borrow up to $200,000 to meet its obligations before receiving the funds from the next tax distribution.

Kunkel also told new board member Charlie Lenkaitis the county’s monthly financial obligations total approximately $300,000.

Zoning County Zoning Officer Jim Burger reported the steel mill demolition that started up again in November

was expected to take about seven months to complete.

He said all of the asbestos had been properly removed and that the site’s open pits had been filled with gravel according to EPA standards.

County highway department The board approved two resolutions regarding the county highway department’s recently completed salt storage building, one to pay for the $90,000 foundation and the second to pay for the $30,000 building.

The board also approved the yearly resolution to transfer $40,000 of Motor Fuel Tax funds to Marshall County, which will then be combined with their contribution toward the shared salary and services of engineer Pat Sloan.

In other board news • The board approved the ambulance service contract with the McNabb Fire Protection District for $286,600, a $20,000 increase from last year.

The additional funds will be used to help the district purchase a new ambulance.

• Representatives from the University of Illinois Extension Office presented their yearly reports to the board and requested $57,950 for their budget to continue to provide the wide variety of educational programs that serve a range of residents from school children to seniors.

ILLINOIS VALLEY

New effort announced to support the arts OTTAWA — An change is coming to Starved Rock Country to give the local arts scene a significant boost.

OmniArts, originally named Illinois Valley Fine Arts Trust, has supported regional arts organizations, schools and other arts-related initiatives with more than a quarter of a million dollars since 1994.

In recent years, OmniArts has become known for popular events such as the OmniHonors, which celebrates lifetime achievements of

local artists. This past year, OmniPrize, a three-day festival showcasing visual arts, theatre, film and music, was held in Ottawa.

Effective Dec. 1, the funds from the OmniArts organization will be transferred to the Starved Rock Country Community Foundation to create The Arts of Starved Rock Country Fund.

“We believe a thriving arts community is a key to economic development, attracting visitors, and

providing a better quality of life in our communities,” said Inga Carus, OmniArts spokesperson and trustee.

“Our trustees, and trustees of the Starved Rock Community Foundation agree that the greatest positive impact on our region will be made by transferring the funds from the OmniArts organization to the Community Foundation.”

Since its inception, more than $1.5 million has been contributed to the Foundation to be distributed to charitable organizations and initiatives throughout the Starved Rock region.

“The transfer of the funds from OmniArts to the SRCCF will enable the entire arts community to benefit from a strong regional support system, including a comprehensive arts-centric website,” said Pamela Beckett, SRCCF president.

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Giving a poinsettia seems like a simple endeavor, but when there are 700 and the deliveries span a county, the challenge increases.

However, the smiles they bring to the faces of both givers and receivers makes the effort worthwhile.

Each year members of the Putnam County Rotary and the Rotary sponsored Putnam County Junior High Interact Club meet on an early morning in December to load and distribute the brightly colored plants that are symbolic of Christmas.

Members loaded their vehicles with approximately 35 plants each and then headed out into the countryside and villages to deliver a poinsettia to each senior and shut-in in Putnam County.

The plants are donated through the generosity of the owners of the Color Point commercial greenhouse located just outside of Granville.

“This began with the help of Bruno Bucholz and the 25 poinsettias that were delivered to local shut-ins in Granville,” Rotarian Scott Shore said.

PCR photo/ Dave Cook “It then expanded to the all seniors in Granville and then to all seniors in the county once the Rotary expanded into the Putnam County Rotary. It’s all due to the original generosity of the Van Wingerden family, who founded the greenhouse, and the new owners of Color Point have continued their traditional generosity,” Shore said.

Interact President Nicholas Currie shared what he enjoys about being a member, as well as returning for his second year of poinsettia deliveries.

“It offers a lot of opportunities to help others, and it feels good to see how happy the poinsettias make people when we deliver them,” Currie said.

Rotarian Duane Calbow said he enjoys being able to give to others and share in the Christmas spirit.

“It brightens their day a little bit,” he said.

Rotarian Randy Borio said he enjoys several things about the yearly project, including the time spent with the students during the deliveries.

“They’re a lot of fun, and this always brings a smile to everyone’s face. It’s a great way to get into the Christmas spirit and share it with others,” he said.

Rotarian Bonnie Petrenko was on hand for her second year of deliveries, and her vehicle was loaded with 34 plants destined for Granville. She was teamed with Interact member

Neveah Goulding of Granville.

“Seeing people’s faces when we’re delivering is exciting because of how happy it makes them, and it’s great seeing the kids involved with the community,” Petrenko said.

Goulding’s first two attempts at delivering some holiday cheer in Granville were unsuccessful. The resident of the first home they stopped at answered the door, but waved off the delivery by telling her to give it to someone else. There was no answer at the second home.

Undeterred and thinking the third time’s the charm, Goulding continued on and the woman behind door No. 3 provided the happiness and smiles for which the day is known.

“This is so wonderful and such a nice thing for you to do, I love it,” Joyce Pechtold told Goulding as she took her large plant.

Wayne Salke was another happy recipient whom Goulding met that morning.

“Thank you, I really enjoy this.

Last year we were given a Christmas cactus and we still have it and it’s even blooming,” Salke said.

Petrenko said any leftover poinsettias are distributed at area hospitals and nursing homes.

“This is a lot of fun, and we get to do a lot of good things for the people of Putnam County throughout the year. It’s great to be able to make people smile during the holidays and to let them know we’re thinking of them,” Rotary President Brandy Sandberg said.

The Society of Friends (Quakers) scheduled a memorial service at 10 a.m. Tuesday, Dec. 18. Burial will be at a later date in Friends Cemetery in McNabb. Visitation was one hour prior to the memorial service at meeting house in McNabb.

GRANVILLE — Carl Sauter, 77, of Granville passed away Thursday, Dec. 13, 2018, at Manor Court in Peru.

He was born May 4, 1941, in Prophetstown to Leo and Mabel (Engelhaupt) Sauter. He married Carol Walgenbach June 15, 1963. She preceded him in death on Feb. 6, 2017.

He graduated from Tonica High School. He loved farming. He started farming at a young age and later farmed with his two sons, Dave and Jim. He had a passion for Oliver tractors, and enjoyed collecting and restoring antique Olivers.

He started tractor pulling in the early 1960s and was later joined by Dave and Jim. Later his grandson, Michael, joined the pulling team and still pulls today. He was a member of the Illini State Pullers and Sacred Heart Church.

The obituary deadline for the Dec. 26 edition will be 9 a.m. Friday, Dec. 21.

PERU — Betty Ann (Mueller) Wolf, 92, of Peru, formerly of Magnolia, passed away Wednesday, Dec. 12, 2018, in the Mendota Lutheran Home.

Betty was born in Peru, on July 7, 1926, to Fred and Mildred (Hassler) Mueller.

She married Andrew W. “Bud” Wolf on Sept. 22, 1946. He preceded her in death in 2003.

Betty was an elder member of the McNabb Society of Friends (Quakers) and the woman’s group Friendly Circle. She and her husband were active members of the Edgewood Golf Club, bringing home many trophies for singles and couples tournaments. Betty was also a member of Marshall-Putnam Farm Bureau, the Putnam County Historical Society and the Putnam Educational Foundation.

Betty was a true “city gal turned country.” She helped Bud with cattle, hogs and drove tractors for harvest.

After Bud retired from farming, they both enjoyed winters golfing in Florida at Winterhaven. Bud and Betty also enjoyed many cruises to Alaska,

PUTNAM COUNTY SHERIFF Driving suspended At 1:50 p.m. on Dec. 7, deputies arrested and charged Jarod C. Williams, 19, of Hennepin with driving suspended following a traffic stop in Granville. Williams was also arrested on a failure to appear warrant out of Bureau County.

Williams posted bond on the Bureau County warrant and was released on a notice to appear on the Putnam County charge and given a Putnam County court date.

Home repair fraud On Nov. 29 the Putnam County Sheriff’s Office obtained an original arrest warrant for Steven G. Miller, 39, of Sidney, Iowa, for the offense of aggravated home repair fraud. Miller was located in Sidney, Iowa and arrested on the Putnam County charge on Nov. 29. On Dec. 8, Miller arrived at the Putnam County Sheriff’s Office after waiving extradition in Iowa.

Miller posted bond on the charge and was given a Putnam County court date.

PUTNAM — Three new members were announced at the Dec. 7 meeting of the Chief Senachwine Chapter NSDAR. Lois Leslie of Wyoming, Ill., Patricia Henkins of Henry and Angela Henkins Earles of Henry submitted applications proving their direct lineage to Revolutionary War patriots. Those applications were approved by the National Society of the Daughters of the American Revolution on Dec. 5.

Leslie’s patriot was William Thomas of Maryland, who was master of a ship serving the colonial forces, and the Henkins’ patriot was Elihu Onion, who served with the colonials at Boston.

Conducting the meeting, held at Lake Thunderbird clubhouse near Putnam, was Regent Nancy Gillfillan. A Christmas potluck luncheon preceded the meeting. Officers and chairmen reported. Notice was made of the anniversary of the attack on Pearl Harbor on Dec. 7, 1941. DAR Good Citizens have been selected by Henry-Senachwine, Putnam County and Midland high schools, with one student’s essay and activities advanced for judging at the district level. Since Illinois statehood occurred on Dec. 3, 1818, a closing report on chapter activities for the Illinois Bicentennial was given.

Updates were given on the chapter’s Facebook page, the planned rededication of the grave of Real Daughter, Clarissa McManners, and locating the grave of World War I veteran Vergne Greiner in the Hennepin Cemetery.

Delegates were elected for the NSDAR’s Continental Congress and the Illinois State Conference.

Members of a chapter nominating committee were also elected. Officer candidates for 2019-2021 will be sought.

The program, presented by Wendy Welch, began with “Cooking with Martha,” with Martha Washington’s Great Cake recipe distributed. It then evolved into an excerpt on George Washington’s successful attack at Trenton, N.J., against Hessian mercenaries on a sleet and snow-driven Christmas Eve, 1776. The program closed with a reading of a letter home written

by an unknown colonial soldier.

He described his joyful memories of Christmas dinner amid family gatherings but admitted that on “this cold night, when 2,000 men are sleeping around me” he was present because he had answered the call of “pure love of my country and [its] principles.” Presenter Welch asked us to remember that this season can be celebrated because our ancestors made it possible for us to enjoy it.

The next meeting will be at the Meeting Place in Henry on Friday,

Feb. 2, 2019, with refreshments at 1:30 p.m. and gavel at 2 p.m. There will be no January meeting. Members are asked to prepare brief reports about their particular patriots to share with each other. A short program will be given by Wendy Welch on Lake Thunderbird’s Chair Tree and its Indian history.

Education, historical preservation and patriotism remain the major hallmarks of DAR chapters.

‘Growing Together’ educational spring seminar will be offered at IVCC OGLESBY — The University of Illinois Extension Master Gardener and Master Naturalist Programs, along with Illinois Valley Community College, will host an all-day spring seminar on Saturday, Feb. 23, 2019, at the IVCC Peter Miller Community Technology Center.

This seminar, which is open to the public, will focus on a variety of horticultural and natural resources topics. The seminar will begin at 8:30 a.m. with a keynote address by Brook McDonald of the Conservation Foundation, and will be fol-

lowed by four educational sessions. Sixteen classes will be offered that day, covering such topics as restoration of natural landscapes, sustainable landscaping, Illinois geology, new cultivars for perennials, wildlife photography, native plants and many others.

Attendees will be able to choose one of four available classes per session. The seminar will conclude at 3:30 p.m. A registration fee of $40 includes the keynote address, four educational sessions, a continental breakfast and lunch.

Vendors, offering goods of interest to gardeners and outdoor enthusiasts, will have items for sale during the duration of the day. Attendees will also have the chance to win a variety of door prizes.

They were married in the Eureka Christian Church. Their attendants were Carol (Hinshaw) Holland, deceased, and Norris Mitts.

They have two children, Matthew (Meaghan) Dean and Alissa Dean.

Leitner graduates from basic military training SAN ANTONIO, Texas — U.S. Air Force National Guard Airman 1st Class Kyle Leitner graduated from basic military training at Joint Base San Antonio-Lackland, San Antonio, Texas.

Leitner completed an intensive, eightweek program that included training in military discipline and studies, Air Force core values, physical fitness, and basic

Airmen who complete basic training also earn four credits toward an associate in applied science degree through the Community College of the Air Force.

Leitner is the son of Carrie and stepson of Glenn Burr of Hennepin. He is a 2017 graduate of Putnam County High School in Granville.

PRINCETON — The Prairie Arts Council has announced longtime Princeton resident John Iocca has joined the PAC Board. He will be responsible for managing the PAC gallery.

As gallery director, Iocca will build on the strong foundation put in place by Jack Olson, who will continue to maintain the PAC’s website and newsletter.

Iocca’s background began as a young Marine who was able to travel the Pacific and Asia. As regional director with the USS Arizona Memorial Museum Association, his work included fundraising for the War in the Pacific National Historic Park on Guam. That knowledge and experience will enhance the PAC’s overall fund raising efforts.

Iocca has visited many museums and galleries around the world, and will bring those experiences to the gallery. In addition, he is an avid pickleball player so most days you can find him on the Bureau County Metro Center courts.

Iocca’s main goals include bringing in both established and younger artists, and giving them a place to showcase their work. Member-

Note to readers – The following editorial, perhaps the most famous ever written, appeared in The New York Sun in 1897 and remains appropriate for this holiday season 121 years later.

IS THERE A SANTA CLAUS? We take pleasure in answering at once and thus prominently the communication below, expressing at the same time our great gratification that its faithful author is numbered among the friends of The Sun: Dear Editor!

I am 8 years old.

Some of my little friends say there is no Santa Claus.

Papa says, ”If you see it in The Sun it’s so.” Please tell me the truth: Is there a Santa Claus?

irginia, your little friends are wrong. They have been affected by the skepticism of a skeptical age. They do not believe except they see. They think that nothing can be which is not comprehensible by their little minds.

All minds, Virginia, whether they be men’s or children’s, are little. In this great universe of ours, man is a mere insect, an ant, in his intellect, as compared with the boundless world about him, as measured by the intelligence capable of grasping the whole of truth and knowledge.

Yes, Virginia, there is a Santa Claus. He exists as certainly as love and generosity and devotion exist, and you know that they abound and give your life its highest beauty and joy. Alas! how dreary would be the world if there were no Santa Claus. It would be as dreary as if

there were no Virginias.

There would be no childlike faith then, no poetry, no romance to make tolerable this existence. We should have no enjoyment, except in sense and sight. The eternal life with which childhood fills the world would be extinguished.

Not believe in Santa Claus! You might as well not believe in fairies!

You might get your papa to hire men to watch in all the chimneys on Christmas Eve to catch Santa Claus, but even if they did not see Santa Claus coming down, what would that prove? Nobody sees Santa Claus, but that is no sign that there is no Santa Claus.

The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn? Of course not, but that’s no proof that they are not

there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world.

You may tear apart the baby’s rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived, could tear apart.

Only faith, fancy, poetry, love, romance, can push aside that curtain and view and picture the supernatural beauty and glory beyond.

Is it all real? Ah, Virginia, in all this world there is nothing else real and abiding.

No Santa Claus! Thank God! he lives, and he lives forever. A thousand years from now, Virginia, nay, ten times ten thousand years from now, he will continue to make glad the heart of childhood.

Even conscientious bishops, whose own conduct and leadership were beyond reproach, contributed to the overall problem by failing to denounce those who were flagrantly corrupt and dishonest.

It is easy to become depressed when one looks upon the magnitude of this problem and when one considers the damage that these sins are doing to our church. But our church has many parts, even though we are all one body, and only a portion of our parts are sick.

The Catholic Church remains important and necessary even in the midst of the current turmoil and shame and is more than the individuals who have perpetuated such evil while claiming to serve her.

As Christian people, we need to remember that the church shows believers a path wherein we hope to reach our redemption. It has been entrusted with the teachings and traditions of Jesus Christ and shows us how to apply these teachings in our daily lives. All of us have physical and spiritual needs that must be met. The church helps us fulfill our spiritual needs, which allows us to achieve happiness and joy here on earth and look forward to life even after our time here is done. In addi-

tion to this, the church also helps fulfill the physical needs of those who cannot fend for themselves and are most in need.

The Catholic Church is also the largest private provider of health care, education, and many social services in the U.S. These ministries, were originally the lifelong mission for thousands of religious sisters and brothers and their congregations. They emphasize service to the poor and vulnerable and in many locations they are the only game in town. Currently, one in every six patients are treated at a Catholic health care facility. The church sponsors more than 7,400 schools and universities in the U.S. alone and serves the poor in diverse social programs.

The Catholic Church has also been an important voice in confronting injustice and providing a moral compass for society to follow. The goal (in spite of current circumstances) is to achieve the eternal salvation of people by spreading the gospel, taking care of each other, securing the common good, and testifying to the truth. Easier said than done, to be sure, but our world is losing its way; we need rules and guidelines for society to work.

I ask you to consider the good that still exists in the church. To remember the committed priests, deacons,

religious and lay people who have devoted their lives to spreading the Good News and who are suffering so much in this time of trial as they mourn the plight of the victims and the actions of those we thought we knew.

More specifically, if you are a member of the Catholic Church, I ask you to consider working within the church so that together we can eliminate the evils that exist there.

Please do not leave us now when you are needed the most.

If you are of another faith, please pray for us and try to understand that we are more than what appears in the news each day and that we remain your brothers in Christ.

Finally, if you feel that something is missing inside you spiritually and are searching for a faith tradition, please consider joining us. For all of the reasons I outline above and more, the Catholic faith is a rich and fulfilling faith tradition. Know that you are always welcome.

To conclude, I recall some of the final words of the risen Lord when he told us that he would be with us always and that he would never abandon us. May these words give us the hope and courage we will need to bring about healing, forgiveness, and reform in our church.

LETTERS TO THE EDITOR Another perspective on the crisis in the Catholic Church To the editor: As a lifelong Catholic and as a person who has served in Catholic health care for more than 20 years, I am writing to give another perspective on the current sexual abuse crisis that is afflicting the Catholic Church.

Our faith is a rich one, something that I could not live without. Our church is more than the evil that it is now being subjected to, and there are many faithful bishops, priests, deacons, religious and lay members who work daily to fulfill the mission entrusted to them by Jesus.

Everyone is aware of the numerous news reports depicting acts of sexual abuse on the part of some in the Catholic clergy. We also read that this problem has existed for a long, long time and has not been addressed or remedied by church leaders. This inaction and in many cases this outright concealment has caused many of the faithful to loose confidence in our bishops. How easy this is to understand, given that as a group, our bishops have been shown to be dishonest.

There is no doubt that many bishops have covered up evidence of sexual abuse and at least since 2002
