Village trustees say no to community solar garden Village nixes $4 million project on 3-2 vote, even after approval by village planning committee

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Despite a national trend toward clean energy, a state mandate for more clean energy production, county support, unanimous support from the village’s planning committee, support from surrounding land owners, increased tax revenues, lower utility costs for subscribers, and no complaints from residents, the Granville Village Board voted against a special use permit to allow the potential construction of a community solar garden.

Board member Shelby Osborne passed on making a vote, which made it 3-2 against the project.

Verda said the village wasn’t getting enough out of the possible $4 million project that posed little risk or cost to the village.

“It’s too close to the village, period,” he added.

The 26-acre site would have been just south of Route 71 near the villages of Mark and Granville. Access to the secured and fenced-in site would have been off of County Road 1175th South East.

Garrett Peterson, of the Microgrid solar company, asked Osborne why she passed on the vote, and she told him she was worried the project that would have been set back off of Route 71 on current farmland would be “an eyesore” and that she would like to have community input.

Peterson told her that he wished she had voiced those concerns prior to the vote because he would have told her that letters had been sent to all surrounding property owners and there had been zero complaints.

Prior to the vote, Baker said he had heard no complaints and also asked the other board members if they had heard any, and none had.

As far as being an eyesore, Peterson had said the four-megawatt solar garden wouldn’t be visible past the seven-foot fence that would surround it; that the garden would be quiet; that there would be no glare, there would be a land buffer between the fence and the road, and that the buffer would be landscaped with shrubs in front of the fence and the remaining area filled with native, pollinator friendly plants.

The project would have helped the state meet its mandate that 25 percent of the state’s energy be produced by clean energy by 2025. State permits for community projects are scheduled to be issued through a mid-Jan-

Peterson said Microgrid has constructed approximately 250 other community and small commercial solar projects, and that they have dozens of other potential projects lined up for construction in Illinois. Microgrid builds the solar arrays and benefits from the available tax credits, and the communities receive additional tax revenue.

The community solar garden would have produced enough power for approximately 450 Granville homes and businesses. Subscribing residents would have benefited from reduced electrical rates through clean energy credits, and the village was projected to receive approximately $125,000 in revenue over the expected 25-year lifespan of the project. Funds would have directly benefited the village’s TIF district, as well.

Voices frustration after vote Steve Michelini, whose father owns the land the solar garden could have been built on, was present, and he voiced his frustration after the vote.

“They (the village) asked to annex this land a few years ago and we did it as a favor to the village. Now there’s this, and they’ve also talked about de-annexing it. I don’t know what they want,” Michelini said.

“After Saturday’s meeting with the planning committee, I thought this was a lock,” Peterson said.

The project was in compliance with the village’s own recently approved solar ordinance, and Peterson had said Microgrid would also post a bond in the village’s name so that at the end of the project, the village would be in control of the funding, which would allow for the return of the site to its original condition.

Peterson also said studies of other community solar gardens showed there was no negative impact on the existing or resale values of surrounding properties.

The Putnam County School District is pursuing its own solar projects to power its four schools, two of which are in Granville. Village board members let it be known that any solar project in Granville would be subject to their approval.

Baker said he didn’t think the vote against the community solar garden would mean the school district’s Granville solar projects were now in jeopardy.

The next Granville Village Board meeting is scheduled for 6:30 p.m. on Dec. 18.

Or perhaps an insurance benefit that remains unknown to the family.

Maybe it’s a forgotten rebate, safe deposit box, savings account, or any number of other situations.

Whatever the circumstance, thousands of residents are being reunited with what is rightfully theirs because of a new program from the Illinois State Treasurer’s Office.

“Money Match” is designed to automatically reunite lost assets with their owners without the need to hunt for documents or file complicated claims. It’s an updated and streamlined addition to the state’s popular I-Cash program.

“One of the charges of the treasurer’s office is to return unclaimed property and we have more than $2 billion in lost money and unclaimed property,” state Treasurer Michael Frerichs said on a visit to the Illinois Valley last week.

“This new matching process makes it even easier for us to return money to people here in Illinois so they can use it as they see fit,” Frerichs said.

GRANVILLE — The Putnam County Food Pantry reminds those families who have requested Christmas baskets that the baskets will be ready for pickup between 8 and 9:30 a.m. on Saturday, Dec. 15.

The baskets will be distributed from Bonucchi Hall on the main floor of the new addition to the Granville United Church of Christ. The hall is in the upstairs of the same building as the Food Pantry.

For those who specifically requested that their basket be delivered, the basket will arrive at your home sometime that same morning. Please try to be home that morning.

Continued from Page 4 During the past fiscal year, Frerichs’ office successfully returned a record-setting $180 million to individuals, employers, municipalities and non-profit organizations through the I-Cash program.

More than 116,000 claims were settled, 49,000 of which were paperless, and the average value of each was $1,552.

Frerichs said each of those required the individual to initiate the claim, and that “Money Match” is different in that his office is now doing that for residents.

Frerichs said the program is based off of similarly successful programs in Wisconsin and Rhode Island. Under the “Money Match” program, more than 830,000 unclaimed property files were reviewed to identify 63,000 recipients. A person will receive a separate letter for each claim.

Previously, the treasurer’s office and the Illinois Department of Revenue didn’t share information, but Frerichs said the General Assembly passed legislation in 2017 allowing them to work together to identify properties meeting the one-owner, $2,000 cash criteria.

“It’s common sense. You’re already sending in all of your information that can be used to identify unclaimed property,” he said.

Once a mailing address is identified and confirmed, the owner is notified by mail announcing the amount and source and to encourage them to be looking for an upcoming check in the mail.

“I like this part of the job. We’re returning lots of money. If we get this money into our citizens’ hands, they spend it at local businesses, and

it does more good for the community than it does sitting in a bank account in Springfield,” Frerichs said.

He cited the cynicism and skepticism residents hold toward anything involved with the state of Illinois as a challenge of the program, saying people might believe it’s a scam when they receive a letter telling them they’ll be receiving money.

He also said there ares others, who even though they know they’re owed money, didn’t want to go through the procedure of claiming it.

“They say it’s not worth the effort, but it’s my job to return it,” Frerichs said.

In addition, through his office’s efforts, Frerichs said more than 22 insurance companies have fulfilled their obligations to issue $550 million in unpaid death benefits. There’s also been $3 million in unclaimed rebates returned. “We’re helping to make sure these companies keep their promises,” he said.

During the first round of “Money Match” claims this year, the program resolved 12 properties in Putnam County worth a total of $1,471.

Frerichs said the second round in Putnam County will consist of another 22 properties valued at $611.

“This is the best job in state government. It’s an opportunity to help a lot of people and it’s like playing Santa 365 days a year,” Frerichs said in response to being asked what he enjoys about holding the office of treasurer.

He was also asked about his thoughts on Illinois during its bicentennial year.

“I’m optimistic. Illinois is not as great as it once was, but I believe it’s also not as great as it will be,” Frerichs said.

Imprisoned Bureau County killer loses appeal over lawsuit against former wife, funeral home Taliani was not allowed to visit son’s remains in 2008

BY DAN CHURNEY Shaw Media OTTAWA — Last week, an imprisoned Bureau County murderer lost his appeal in a lawsuit against a Putnam County funeral home and his former wife.

Stephen A. Taliani, 55, shot to death his former girlfriend Francee Wolf in Spring Valley and wounded her mother in 1994 in Bureau County. He went to prison that year and is set to parole in 2044.

Taliani had been married to a woman from 1986 to 1991, during which time they had a son.

Taliani never saw his son again

after going to prison, but said he sent letters about every week until the son died in 2008, only one of which was answered. The son also never visited Stephen A. Taliani in prison.

Taliani After his son died, Taliani obtained permission from prison officials to be taken to Dysart-Cofoid Funeral Home in Granville for a private visitation with the remains. The arrangements were made.

However, Taliani’s former wife told the funeral home to tell prison officials Taliani was not welcome, which was done.

Consequently, Taliani never made the visit.

In 2010 in Putnam County Circuit Court, Taliani sued his ex-wife and Dysart-Cofoid on several grounds, but mainly that they inflicted emo-

tional distress on him. The lawsuit was tossed in January 2016, with the judge finding the ex-wife and funeral home’s actions were not “extreme or outrageous.”

Taliani then appealed to Third District Appellate Court in Ottawa, where he lost 2-1.

Presiding Appellate Justice Robert Carter, with concurrence from Justice Mary K. O’Brien, agreed that although the action to bar Taliani from the funeral home was “arguably insensitive and inconsiderate,” it did not go beyond “all possible bounds of decency.”

Carter also said Taliani’s distress was not “so severe that no reasonable person could be expected to endure it,” adding Taliani never sought treatment for his anguish.

Justice William Holdridge disagreed with Carter and O’Brien.

“It seems rather clear to me, that denying a parent access to visit with their recently deceased

Holdridge was also not persuaded that because Taliani didn’t seek treatment, he didn’t suffer.

“Emotional distress does not come with an instruction manual to guide individuals on how they should process and seek attention for their condition,” Holdridge said.

Taliani has been represented by lawyer Robert L. Caplan, of Clarendon Hills.

Dysart-Cofoid has been represented by Chicago lawyer Daniel P. Costello, and Taliani’s ex-wife by Standard lawyer John Grivetti Jr.

She was born in St. Paul, Minn., on Jan. 16, 1925, to Henry and Rose (Dovich) Bauer. She married Frank E. Holsinger on Nov. 2, 1946.

She was a clerk for the Department of the U.S. Army and Air Force in Washington, D.C. She then worked at Westclox, Electric Utilities, Ronkin and Walmart.

She was all about her family, which she adored. She enjoyed knitting, crocheting, sewing, recipe hunting, cooking, camping and her flower garden. She also enjoyed skating, where she became a Roller Derby Girl.

She was a member of the Zion United Church of Christ in Peru, and National Camper and Hiker’s Association.

She is survived by one daughter, Patricia (Jim) Till of Peru; two sons, Frank (Debbie) Holsinger of Granville and Robert Holsinger of Peru; eight grandchildren; five great-grandchildren; a sister-in-law, Dorothy Holsinger of Peru; and several nieces and nephews.

She was preceded in death by her husband, Frank, on Oct. 30, 1994; a grandson, Justin Till; and one sister, Florence Klos.

Private services were held Saturday, Dec. 8, at the Peru City Cemetery in Peru with the Rev. Alex Garncarz officiating.

GRANVILLE — Karl Erb, 68, of Granville passed away unexpectedly at his home on Wednesday, Dec. 5, 2018.

Karl was born July 11, 1950, in Spring Valley to Paul and Delphina (Veronda) Erb. He graduated from Illinois State University and received his master’s degree from the University of Illinois. Karl served in the U.S. Army in the Central Highlands of Vietnam and received the Bronze Star Medal.

He was a fertilizer salesman at Grandview Service Company. He was also a flight instructor for H.E.L. Aviation and was an avid pilot.

Karl enjoyed walking and visiting with people and spending time with family.

He was a member of Granville Masonic Lodge 1093.

Survivors include three sisters, Diana (Gary) Grasser of Peru, Nancy (Mike) Hoffert of Manlius and Penny (Tod) Ryan of Granville; and nieces and nephews.

He was preceded in death by his parents.

There will be a private service held at the Dysart-Cofoid Funeral Chapel in Granville.

HENRY — Relay For Life had a holly jolly kick-off event on Dec. 2 as they began another fundraising year in Marshall and Putnam counties.

Relay teams were joined by survivors and community members at a pancake and sausage breakfast and raised about $2,900 to help kick off fundraising as they work toward their goal of $90,000.

Just under 225 people enjoyed a breakfast provided by Shandy’s Pub and Grub in Henry. There were also silent auction items donated by teams, and Christmas spoons and ornaments for sale. All proceeds benefit the American Cancer Society Relay For Life. Kids were excited to see the Grinch, who also made an appearance at this event.

Last year, the Marshall and Putnam counties raised almost $80,000 to finish the fight and teams are keeping

up that momentum going into this year’s Relay season. With fall fundraising, teams have already raised about $15,000 toward the $90,000 goal.

Although Relay For Life of Marshall and Putnam counties is not until spring, now is the time to get involved.

One in every 100 Americans participates in this fundraising event that has become a global phenomenon.

Relay For Life of Marshall and Putnam counties will be held on April 26 in Henry. This event will once again be held at the Henry American Legion, with the luminaria ceremony taking place in the park. Donations can be made to this local Relay For Life event by visiting RelayForLife. org. Community members can also start or join a team by following the links to their local Relay event. For the latest information about M-P Relay events like their Facebook page.

Quilter’s guild will meet Dec. 12 HENRY — The December meeting of the Marshall-Putnam Quilter’s Guild will be held Wednesday, Dec. 12, at the Henry United Presbyterian Church in Henry. They will start their Christmas celebration with a potluck at noon. Participants are asked to bring a dish to share. Silverware, paper products and drinks will be provided.

The meeting will begin at 1 p.m.

The Community Service Quilts will be collected for the December distribution. Also, any Quilts of Valor blocks/tops will be collected at this time.

There will be a make it/take it for the Christmas activity. Members should bring a needle, thread and scissors.

Augustana Colleges releases dean’s list ROCK ISLAND — Augustana College announced more than 1,000 students were named to the dean’s list for the 2018 fall term. Students who have earned this academic honor have maintained a grade point average of 3.5 or higher on a 4.0 scale for courses taken during the term. Lady Panthers beat Peoria Christian; lose to Mendota and Serena

GRANVILLE — The Putnam County Lady Panthers (7-4) beat Peoria Christian on Dec. 6, 55-22; lost to Mendota on Dec. 7, 76-36; and to Serena on Dec. 8, 26-22.

In the Peoria Christian game, Madelyn Dzierzynski scored 13 points. Other scorers were Avery Lamis (10), Molly Boyd (8), Emily Bruch (7), Sophia Harris (5), Lindsey DiazDeLeon (4), Megan Wiesbrock (4), Caitlyn Cioni (2) and McKenna Solomon (2).

In the Mendota game, Madelyn Dzierzynski was Putnam County’s leading scorer with 12 points.

Other scorers were Savanna Tucker (10), Avery Lamis (6), Megan Wiesbrock (6) and Lindsey DiazDeLeon (2).

In the Serena game, Avery Lamis led the Lady Panthers with 10 points. Putnam County’s varsity boys team beat DePue 61-42 on Dec. 7 for the team’s first win of the year. Caleb Wright had 21 points while Jacob Williams added 12. The freshmen boys team lost to Streator 43-22. Drake Smith and Peyton Williams both scored six points each. LIFELINE is a program established to help pay the monthly charge for local telephone service. This federally funded program is available to qualified low-income consumers. If the qualifying low-income consumer voluntarily elects toll blocking while initiating LIFELINE service deposit is not required.
