Two board vacancies, no takers

County clerk ‘shocked’ that no candidates step forward to run for Putnam County Board

BY ALI BRABOY Shaw Media HENNEPIN — No one has filed to run for two open Putnam County Board seats.

Monday, Dec. 2, was the final day for county office and board candidates

to file for the March 17 primary.

“I was kind of shocked,” said Putnam County Clerk Dan Kuhn that nobody filed.

He mentioned that in his 17 years working elections, he’s never seen a situation where someone didn’t file for a county board seat.

Kuhn said he’ll need to talk with the State Board of Elections as to what happens now.

The two seats up for election are those currently held by Democratic seat holders Sheila Haage of Granville and Brad Popurella of McNabb.

Popurella had run for a seat in the November 2018 election but lost. He

was later appointed to the board after former board member Willie Holmes, D-Hennepin, had resigned due to health issues.

April was when the county board approved Popurella to replace Holmes.

Those who did file: Christina (Judd) Mennie of Hennepin filed as a Republican for the state’s attorney position.

Carly Neubaum of Granville filed on the Democratic ticket for to be circuit clerk.

No Democrat filed papers to run for state’s attorney, and there’s no Republican for circuit clerk.

Village’s tax levy for 2020 totals $195,650 Board hears update on snow plow search

BY STEVE LUNGER For Shaw Media GRANVILLE — The Granville Village Board unanimously passed an ordinance on Dec. 3 for the levy and assessment of taxes for fiscal year 2020, in the amount of $195,650.

Kevin Moore, acting director of public works, updated the board on various matters: • A water leak has been reported at Division and South streets, for which the village had scheduled repairs.

• Operations at the sewage treatment plant are running smoothly.

• No action has been taken yet on securing a lighter-weight plow.

Having reviewed the specifications of the plow previously considered from Bonnell Industries of Dixon, Moore noted that the unit is merely 200 pounds lighter than the one the village owns.

Seeking to prevent undue damage to the suspension of the truck to which the plow would be attached, Moore said he will continue to pursue prospects with Bonnell as well as Koenig Body and Equipment Inc. of Peoria.

Poinsettias will not be delivered this year

BY SCOTT SHORE Putnam County Rotary As the era of poinsettia deliveries ended with closure of Color Point, Putnam County Rotarians still wish to share the holiday spirit with area senior citizens.

The Rotary Club will send personal greetings to every area senior

plants to area seniors, expanding from a small number of home-bound seniors in the 1970s, to include all area seniors throughout Putnam County in more recent years.

Appreciation is still owed to the VanWingerden family for their amazing generosity throughout past decades, a tradition continued

by Mid-American Growers and by Color Point until its recent closure.

Over the years, Rotarians had help from Putnam County High School varsity basketball players, and in

over the age of 80 this year, with best wishes for a happy, healthy holiday season. Putnam County High School Interact members have pledged their help in the project as well.

In past years, more than 40 in fact, Rotarians delivered poinsettia

recent years from Putnam County Junior High and Putnam County High School Interact members, as they delivered more than 600 plants each Christmas season.

Though the gift of plants is no longer feasible, the gift of sharing Christmas greetings with our community’s senior-most members remains an important part of the holiday season.

Merry Christmas to all, and happy New Year from Putnam County Rotary.

DONALD BOUXSEIN those that knew him. For his children, he provided an example of endless patience, wisdom and quality time and unconditional love.

Survivors include his wife, Marcella Bouxsein of Granville; three children, Jill (Phil Pistorius) Ketter of Peoria, Jon (Barb) Bouxsein of Hennepin and Jennifer (John) Pembleton of Princeton; nine grandchildren, Gina (Louie) Parnell, Elyse Ketter, Tyler (Katie) Ketter, Jessie (the late Jacob) Bouxsein, Nicholas Bouxsein, Nicole Bouxsein, Katy Bouxsein , Victoria Pembleton and Hailee Pembleton; and four great-grandchildren, Ethan Parnell, Wyatt Parnell, Bodi Ketter and Ila Mae Bouxsein. Don also leaves behind his beloved and loyal dog “Jennie” who never left his side.

He was preceded in death by his parents, Ira and Clallia; his son, Jeffrey Lee Bouxsein; and a grandson, Jacob Ira Bouxsein.

Services were held Monday, Dec. 9, at the Dysart-Cofoid Funeral Chapel in Granville with Deacon John Murphy officiating. Burial was in the Granville Cemetery, with full military honors.

Visitation was held Sunday, Dec. 8, at the funeral home.

Contributions may be made to the donor’s choice.

Pallbearers were Jon Bouxsein, John Pembleton, Phil Pistorius, Tyler Ketter, Bob Passini, Adam Passini and Jerimey Bouxsein. Honorary pallbearers were Nicholas Bouxsein, who is currently serving in Japan with the USMC, and Jimmy Bouxsein.

OTTAWA — Charles A. Bishop, 29, of Ottawa was charged with unlawful delivery of heroin, over 1 gram, a Class 1 felony, according to the Tri-County Drug Enforcement Narcotics Team.

Around 3:01 p.m. Dec. 5, Tri-DENT, assisted by the Ottawa Police Department, conducted a buy/bust operation in the 1200 block of LaSalle Street in Ottawa.

During the operation, Tri-DENT agents conducted a controlled purchase of more than 1 gram of purported heroin from Bishop.

Following the delivery, Bishop was taken into custody by Ottawa Police and was transported to the Ottawa police department for further investigation.

Following the investigation, Bishop was charged and later transported to the LaSalle County Jail where he is being held on $500,000 bond.

All subjects are innocent until proved guilty by a court of law.

Tri-DENT consists of LaSalle, Streator, Princeton, Oglesby, Ottawa and Mendota police departments along with LaSalle, Bureau and Putnam county sheriff’s offices.

GRANVILLE — Donald I. Bouxsein, 83, of rural Granville passed away on Wednesday, Dec. 4, 2019, surrounded by family at his residence.

Don was born Dec. 31, 1935, in Spring Valley to Ira and Clallia (Passini) Bouxsein. He married Marcella Mills on June 27, 1959, at St. Mary’s Catholic Church in DePue. He and Marcella recently celebrated 60 beautiful years together.

He graduated from Hopkins High School, then served in the U.S. Army, where he was stationed in Esslingen, Germany. Upon his return from the Army, he worked with his father hauling bulk milk with Ira Bouxsein and Son Trucking. Don served the residents of Putnam County for 20 years with the sheriff’s department and retired as chief deputy in 1998.

He was a licensed pilot, and enjoyed venturing with his family in single-engine aircrafts out of the Princeton airport.

Don was a longtime supporter of organizations such as the ASPCA and the Republican Party. He was a lifetime member of Immanuel Lutheran County Line Church in Peru.

He was an avid reader. His love of reading was shared with his family, and he acquired quite an elaborate library of books that he would happily share. For many years, Don enjoyed morning coffee with his children before their work day began. Each night before morning coffee, he even packed a lunch or two to send on their way. Good conversations took place at that table!

Known for his insatiable desire for jokes, fun and family, he leaves behind an undeniable imprint on the lives of

LORI REBHOLZ HENRY — Lori A. Rebholz, 54, of Henry passed away at 10:03 p.m.

Wednesday, Dec. 4, 2019, at OSF St. Francis Medical Center in Peoria, surrounded by her family and friends after a very courageous battle with cancer.

Lori was born March 15, 1965, in Peoria to Wayne and Faye (Haun) Rebholz.

Lori was honored to be recognized and inducted into the Putnam County Schools’ “Hall of Fame” for her great athletic abilities. She was an avid sports fan, supporting the Chicago Cubs, Bears, Bulls and Blackhawks as well as all U of I teams. Lori loved to taunt and prank Cardinal and Packer fans. She was very talented in doing home projects, whether indoor or out, as well as farming, cooking and cleaning, last working as the Marshall County Courthouse custodian as well as the Marshall County dog catcher, but most of all Lori loved to help anyone who asked.

Surviving are her siblings, Robert (Debbie) Rebholz of L’Anse, Mich., Vicki

(Paul) Diaz and Wanda (the late Dennis) Fusinato, both of Spring Valley, Pam (the late Randi) Kneebone of Granville, Jeff (Pinky) Rebholz of Peoria, and Tim (Barb) Rebholz and her twin sister, Dori (Terry) Hatton, both of Henry; and her fur babies, Santo and Zoey. Aunt LuLu also leaves behind 19 nieces and nephews, many great-nieces and great-nephews, and one great-great niece.

She was preceded in death by her parents and one infant brother, David Rebholz.

A celebration of her life will be from 4 to 7 p.m. Sunday, Dec. 15, at The Meeting Place, 415 Edward St. in Henry.

Inurnment will be at a later date in the Magnolia Cemetery.

Memorials may be directed to Relay for Life, and can be mailed to Team LuLu, 309 Adams St., Henry.

The Calvert & Johnson Memorial Home in Henry is assisting the family.

Putnam Food Pantry prepares for Christmas

Donations of cash and food sought for 32nd annual Christmas Basket Project Again this holiday season, the Putnam County Food Pantry, in collaboration with Toys in the Pantry, organizations, businesses, churches and schools from across the county, will be distributing Christmas baskets to local families in need.

This is the 32nd year the pantry has sponsored the basket project.

The baskets contain food and gifts for the children and senior citizens. Included are items for a full Christmas dinner, breakfast and pizza for Christmas Eve. This year so far, there have been basket requests from 100 families.

The baskets will be distributed on Saturday morning, Dec. 21.

Planning commission OKs proposed ordinance

BY KIM SHUTE Shaw Media SPRING VALLEY — Spring Valley’s mayor hosted a public forum Dec. 4 to gauge residents’ interest on the municipal marijuana debate, but based on attendance, it doesn’t appear to be a contentious issue for the city.

A baker’s dozen people showed up in council chambers for the forum, and four of those were planning commission members. When asked by Mayor Walt Marini who would like to speak, a lone woman raised her hand.

Mary Ballerin said she’s a fourth-year medical marijuana card holder. Her thought is that people are going to be buying marijuana come Jan. 1, so why not bring that revenue to Spring Valley.

“I know people who travel over an hour to get it,” she said. “An email was sent that the Ottawa facility (which currently caters to medical patients, but is in line for recreational sales in the

new year) will have unprecedented lines the first day.”

Ballerin said the Ottawa location, frequented by current Illinois Valley medical card users, is recommending patients in the new year travel to Arlington Heights, which is medical-use only, for their prescriptions to avoid long wait times.

“You can’t judge a book by its cover,” Ballerin said. “A lot of people smoke marijuana and you don’t even know it.”

“You can draw people from Ladd and Cherry and other areas that will come here because it’s less of a drive,” she continued. “Would you rather make the tax money here or bring it to other counties? If you put it in the industrial park, people will come off the interstate to buy it and take it home with them. They won’t bring it downtown; they can’t stand there and smoke it, so it won’t hurt downtown. I don’t see a negative on it.”

Local business owner Andrew Martinez stepped up to show his support for bringing cannabis-related businesses to the Valley.

“It’s going to be legal, so they’re going to buy it elsewhere and bring it here anyway,” he said.

Martinez, who owns Drewskies and Outer Lim-

itz, said he has plans to open a dispensary and has been studying the new state laws to stay abreast of regulations.

“People are asking me about it already,” he said.

The city’s attorney, Jim Andreoni, said the proposed ordinance follows the Illinois Municipal League’s language almost verbatim, limiting dispensaries and infusers to commercial areas of the city and grow operations to industrial areas. It would prohibit a dispensary or infuser from operating within 250 feet of any residence and 1,500 feet from schools. Any cannabis-related businesses would be subject to special permit from the council.

General discussion from the audience focused more on whether the city would allow smoke lounges, places where marijuana could be consumed, whether it was sold there or brought there by patrons, but Andreoni said the ordinance doesn’t deal with that type of operation yet.

The planning commission — Rick Fusinatto, Lynda Hansen, Jack McNally and Luke Carls — in a vote after the public forum, agreed to advance their recommendation that the council adopt the ordinance as presented by Andreoni. It will come up for an official vote before the full council at a future meeting.

Law enforcement will educate youths on the dangers on substance abuse

MCNABB — The Putnam County Sheriff’s Office has partnered with Community Partners Against Substance Abuse (CPASA) through a grant being managed by CPASA. The grant monies are to be used by law enforcement for projects that are aimed to reduce substance use among youths.

The Putnam County Sheriff’s Office

has appointed Deputy Brian Gonet to implement projects designed to inform the youths of the dangers of illegal substance use.

Deputy Gonet will be working with Putnam County Junior High in providing programs to educate the youths on the dangers of substance abuse and the dangers of using other types of illegal substances.

Stage 212 will present its kid-friendly ‘Annual New Year’s Eve Bash’

LASALLE — Stage 212 is helping young people ring in the New Year in style with the “Annual New Year’s Eve Bash,” a kid-friendly celebration presented at 11 a.m. and 1:30 p.m. on Tuesday, Dec. 31, at the theater, 700 First St. in LaSalle.

‘The Bread Monk’ will present program in Hennepin HENNEPIN — Father Dominic of St. Bede Abbey, aka “The Bread Monk,” will present a program for bakers and readers of all ages at 6:30 p.m. Wednesday, Dec. 11, in Hennepin. The former PBS cooking show host will demonstrate recipes found in classics of children’s literature like “Winnie the Pooh” and “Little House on the Prairie,” as well as bread inspired by adult books like murder mysteries and Victorian historical novels. North Central Bank announces statewide essay writing contest

HENNEPIN/LADD — North Central Bank has announced a competition that enables Illinois high school seniors to enter a statewide essay writing contest. It is all part of a program sponsored by Illinois community banks and the CBAI Foundation for Community Banking to increase the public awareness of locally owned banks and their contributions to the community.

North Central Bank is a member of the Community Bankers Association (CBAI), which formed the foundation in 1996. A monetary award in the amount of $1,000 a year for up to four years of a higher education will be given to the author of the best entry submitted to the CBAI Foundation by a participating Illinois high school senior.

Up to 11 additional first-place $1,000 awards and 12 second-place $500 awards are available throughout the state. An additional $500 will be awarded to the high school of the overall winner.

North Central Bank is also offering monetary awards to local students. The same entries sent to the state competition will be judged locally.

North Central Bank is working with local high schools to inviting seniors to write one-paragraph on

each of the three topics: • The impact/importance of community banking to me or someone I know.

• The impact/importance of community banking to a business or agricultural concern in my area.

• The impact/importance of community banking to my community in general.

Length of the entry must be one paragraph on each of the three topics (not to exceed two pages in length and no more than three paragraphs); double spaced, using Times New Roman font and 10-12point size.

IVCC welcomes Rotaract Club OGLESBY — Illinois Valley Community College’s new Rotaract Club was chartered Nov. 19 in front of 45 guests, and the club’s president announced they were already working on a project to help the homeless.

The 17-member club introduced its first slate of officers: President Grace McCormick of Peru, Vice President Nik Muzzarelli of LaSalle, Treasurer Adira Lunken of Putnam, Secretary Lindsey Maggio of Lostant and PR officer Justice Petersen of Hennepin.

McCormick announced the club’s first project would be raising money and supplies for Peru’s PADS (Public Action to Deliver Shelter). The club will conduct a campus coat drive and work with children at the shelter. “PADS has seen an increase in the number of children they serve, so we hope to visit the shelter, read with them and help with homework,� McCormick said. “If you are looking for a way to assist us, we encourage donations of gently used winter clothing to our bins near the college entrances,� she added.

BY BRAD MARTIN SR. Shaw Media GRANVILLE — The Roanoke-Benson boys basketball team was impressive at the defensive end, which led to a lot of easy fast-break points as the Rockets blasted off against Putnam County to come away with an easy 53-17 Tri-County Conference victory on Dec. 6.

The Rockets were relentless from the start, causing turnovers that led to a 3-pointer from Jacob Nix and an early 5-0 lead.

But the Rockets were just getting started as James Early picked up a bucket and then a 3-pointer moments later as the lead grew to 10-0.

Things didn’t get any better after a Putnam County timeout as Nix drove into the lane and hit a floater and Jack Weber hit a reverse layup before big man Luke Braman hit a turnaround jumper for a 16-0 advantage.

“Through the first four games we’ve done a pretty good job on the defensive end of the court,” Roanoke-Benson coach Abe Zeller said. “Putnam County has some great guards and to be able to get the pressure on them that we did is impressive for us.”

With 1:20 left in the opening quarter, Stephen Mecagni hit a shot in the lane for the Panthers’ first points.

The momentum, however, stopped there as both teams struggled to score early in the second quarter, but Roanoke-Benson got things going with a bucket in the paint from Braman and a foul for a three-point play.

Nix followed that with a short jumper and, after another Putnam County timeout, Jamey Early

hit a shot behind the arc that made it a 28-8 contest and caused another Panthers timeout.

It wasn’t until 44 seconds were left in the half when Mecagni hit a pair of free throws that Putnam County cracked the scoreboard in the quarter.

Williams and Mecagni led Putnam County with four points each, while Early led Roanoke-Benson with 15 to go along with 10 from Braman.

Mendota takes control in third, tops Putnam County

GRANVILLE — Mendota girls basketball coach John Hansen was not “super satisfied” with how his team played Dec. 3, but he’ll take the result.

The Lady Trojans struggled offensively in the first half and trailed after one quarter.

But Mendota turned up the defensive pressure in the third quarter and MHS star Amellia Bromenschenkel took over offensively to help the Lady Trojans pull away for a 43-33 non-conference victory over Putnam County.

The Lady Trojans missed their first four shots and turned the ball over five times in the first 4:43 as Putnam County built an 8-0 lead.

Bromenschenkel managed to score two buckets to trim Mendota’s deficit to 8-4 after one quarter.

“The first half I thought we did a really nice job,” PC coach Jared Sale said. “We limited Bromenschenkel to six points (in the first half). That was the game plan. I’m not a big junk defense guy. We sit in this zone every night. We feel comfortable with

it. Our game plan was to make sure we were handing her off through the zone. We did that the whole first half. I have to give credit to our girls because they took what we talked about and put it on the floor.

“The second half I thought we did a good job too. She made some tough shots. You have to give her credit.

She got out in the open a little bit in transition and that’s where I think she’s the toughest because she does so well in space.”

The Lady Panthers extended their lead back out to 14-6 with five minutes left in the first half, but Sale had to sit starters Sophie Harris and Molly Boyd due to foul trouble and the Lady Trojans closed on a 12-3 run — highlighted by a pair of 3-pointers by Anna Bokus — to take an 18-17 lead at the break.

“We had an eight-point lead at that point and they were able to climb back in,” Sale said. “We had Sophie and Molly off the floor for about six minutes. They’re key pieces in our zone. I think the subs gave us good minutes, but that kind of killed us.

We had a chance to maybe push that lead to 10-12, but with those two off

the floor, we didn’t.”

The Lady Trojans turned up the defensive pressure to start the second half and forced nine turnovers in the third quarter, which led to nine points.

Mendota (6-3) opened the second half on a 10-2 run to build a 28-19 lead before extending it to 34-21 when Bromenschenkel drained a long 3-pointer and scored off a steal

Bromenschenkel got rolling offensively as well as she exploded for 13 points in the third quarter and finished with a game-high 23 to go along with 12 rebounds and four steals.

Harris led the Lady Panthers (5-3) with 14 points and eight rebounds.

BY KEVIN HIERONYMUS Shaw Media GRANVILLE — The Putnam County-Hall wrestlers got their season started with a pair of wins over Newman and Amboy last week in Granville.

The Panthers defeated Sterling Newman 36-10 and Amboy 41-30.

Sophomore John Davis recorded two pins at 220.

Freshman Jesse Lucas also went 2-0 at 106, including a pin over Amboy and a forfeit win over Newman.

He is the first 106-pounder in the 10-year history of the PC program.

Sophomore Connor Brooker won

by tech fall over Amboy while wresting a competitive match against No. 1 ranked Kyle Tunink of Newman, falling 8-0.

Brooker, a sectional qualifier as a freshman, was 20-6 a year ago and was one win from advancing to sectionals.

Other top returners are junior Ben Sylvester (160) and sopho-

mores Caleb Savitch (132) and Davis.

Toby Harper (138) is the lone senior for PC-H. He’s joined on the roster by juniors Dylan Strait (126), Keagan Feller (138) and Sofia Gonzalez (145), sophomores Denzel Sobin (152) and Endika Vanuenos (170), and freshmen Reid Sartain (126) and Noah Martin (152).

They gave responses to the following questions:

1) What were some of your

highlights/favorite memories/ moments at PC? Ian Roach: “Most memorable

experience during high school golf is winning sectionals as a freshman with the team.”

Ben Cyr: “Winning our sectional my sophomore year was the greatest highlight of my four years and going to state three out of the four years.”

2) Who inspired you to begin

your golf career?

Ian: “My inspiration to being in

golf was watching golf as a little kid with my dad giving me my starter set.”

Ben: “Caleb Dzierzynksi was the one who inspired me to start golf my freshman year and made me go to practice with him. Caleb would call me five days a week during the summer going into my freshman

year forcing me to go golf with him.”

3) What goals are you setting for yourself as you transition into your collegiate career?

Ian: “The goals I’ve set for my

college career are to get to nationals and have an average of 69 for 18 holes.”

Ben: “Going into college, I want to keep it rolling and keep my handicap low.”

LINK UP is a program that helps pay the installation charge for telephone service.

This Illinois program will assist qualified low-income consumers by paying up to $35.00 of the cost of installing local service in their principal residence.

LIFELINE is a program established to help pay the monthly charge for local telephone service. This federally funded program is available to qualified low-income consumers.

Regarding Hennepin Power Plant Groundwater Quality Under a 2015 U.S. EPA rule, Dynegy Midwest Generation, LLC has been monitoring groundwater quality near the Hennepin Power Plant ash storage areas.
