“Overall, everyone in the Putnam County School District (PCSD) should be proud of the hard work and dedication put forth over the years. The majority of the results showed progress in areas targeted for improvement,” PC Superintendent Carl Carlson said of the recently released information.

Carlson said 2016 was the first year the district/state utilized the SAT test at the high school level to determine the level of college readiness in the subjects of math and English/language arts.

“For the past several years, the focus was about preparing students for the ACT test. The SAT is a much different test and the district will spend time helping students prepare for this assessment much like in the past for the ACT,” he said.

PARCC testing “Overall, these are very competitive in comparison and serve as a benchmark for future years.

The PARCC test (Partnership for Assessment of Readiness for College and Career) is taken in grades 3-8. Over the past three years, the district has demonstrated an increase in the overall composite scores and is closing in on the state benchmarks,” Carlson said.

After the PARCC tests, 2 percent of PC students exceeded standards with the state average being 5 percent. Thirty-four percent of students approached them while the statewide average was 28 percent. A quarter of students partially met standards with the state average being 22 percent. Twelve percent of PC students didn’t meet PARCC standards which is lower than the state average of 16 percent.

“The biggest question that

looms is the state contract for the PARCC test is coming up for a possible renewal. Regardless of what a person feels about the PARCC tests, changing the assessment eliminates any historical data used to demonstrate growth.

If a new assessment is introduced, the data collection process starts all over just like it did with the SAT taking the place of the ACT,” Carlson said.

He added that many of the juniors took the ACT last year on their own as another college assessment for admission. The positive results were 65 percent of graduating seniors scored at least a combined composite score of 21 or more, significantly higher than the state average of 51 percent.

Graduation rate Carlson said some of the other areas deserving of notice is the vast improvement in a fairly new piece of data showing how freshmen are on track to graduate.

In 2015, 74 percent were on track compared to the state average of 83 percent. In 2016, the percentage dropped to 71 percent and the state average lowered to 82 percent.

However, in 2017 the PC average outperformed the state by reaching 89 percent while the state only climbed to 87 percent.

“One of the keys for this improvement is helping students

transition from junior high to high school. The other key piece is providing necessary supports for students so they don’t fail courses required for graduation.

This helps reduce the number of students who need to take summer school or other credit recovery options,” Carlson said.

The one area Carlson said he’d like to see an improvement in is the four-year graduation rate. In 2017, the PC rate was 82 percent as compared to the state’s 87 percent.

“One of the trends we noticed is students get off track early in their freshmen year, leading to difficulty in recovering successfully to get back on track. Getting behind promotes frustration that can lead to an increase in the dropout rate. With the focus of getting freshmen on track, we can increase our graduation rate and lower the drop-out rate. We do show in 2016, our 5th- and 6th-year graduation rates were at or above the state averages for completion,” he said.

College coursework Carlson also shared the increase of students taking early college coursework and dual credit classes with IVCC. In 2016, nine seniors took an early college class counting for dual credit.

IVCC Board approves $11.8 million tax levy

OGLESBY — On Nov. 9, Illinois Valley Community College trustees approved a tentative $11.8 million tax levy for 2017, up less than 5 percent over the actual 2016 levy of $11.3 million.

As a result of the levy, the owner of a $120,000 home can expect taxes equal to or slightly less than 2016, said Cheryl Roelfsema, IVCC vice president for Business Services and Finance.

At an October audit-finance committee meeting, Roelfsema said the levy “would assure us of being at the full tax rate for education and operations and maintenance, two funds that are crucial for our daily operations.”

She added it is likely there will be a slight increase in the district’s equalized assessed valuation due to Marquis

Energy’s Hennepin plant adding $18 million in EAV and preliminary numbers from LaSalle County, the district’s largest county, showing a 2 percent increase in EAV. Exelon’s LaSalle Station nuclear power plant assessment remained at $430 million but will rise to $435 million in 2018 and $460 million in 2019.

The board will move for final approval at its Dec. 14 meeting. IVCC draws taxes from all or parts of eight counties: LaSalle, Bureau, Putnam, Marshall, Lee, Livingston, Grundy and DeKalb.

In other business, the board learned of an academic division reorganization led by Deborah Anderson that includes disbanding the English, Math and Education division. Effective in January, math will be become part of the new

Demographics from the Illinois Report Card How the school environment compares to the rest of the state

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The yearly information released through the Illinois State Board of Education on the Illinois Report Card website shows how individual schools and their districts compare to the averages across the state. This information is helpful for schools and their communities as they continuously work to improve the education they’re providing to their students.

“As superintendent, one of the biggest comparisons I look at is how our district measures up with other districts across the state. Of course, being the smallest county in the state, being rural, and some other unique obstacles can pose some challenges when comparing the numbers,” Putnam County (PC) Superintendent Carl Carlson said.

Finances According to report card, the PC school district receives 80.7 percent of its funding from local sources, 15.4 percent from the state, and 4 percent of the funding is federal.

By comparison, the state averages for funding are 68 percent local, 24.2 percent state and 7.8 percent federal.

Since 2009, the percentage of state funding for the PC school district has dropped 9 percent while the locally funded percentage has increased 10 percent. Federal funding for the county has decreased by 1 percent.

The state averages have changed less, with local funding increasing by only 3 percent, state funding by 1 percent and federal funding decreasing by 4 percent.

Classroom environment

Student mobility

The local average for classroom size is 16 students compared to the state average of 20.

The average number of school days per year in PC, which is 174, is only one day less than the state average.

The percentage of students who were removed from the local enrollment roster before the end of a school term was three, one higher than the state. Dropouts include students in grades 9-12 whose names have been removed for any reason, including those who moved or are not known to be continuing, transfers to a GED program and those who’ve aged out. The percentages do not include death; extended illnesses; graduation or completion of a program of studies; transfers to another public, private, or home schooling; or expulsions.

Local students benefit from physical education five days a week which is higher than the state average of four days per week.

The district has 858 students enrolled – 85.1 percent are white and 12.5 percent are Hispanic. Other ethnicities each account for less than 1 percentage point.

Thirty-three percent of the district’s students are in families receiving public aid, living in substitute care, or are eligible to receive free or reduced price lunches. Since 2013, this statistic has largely remained steady, with variances of only a few percent from year to year. The average for the state is much higher with half of the state’s students being in low income families.

Fifteen percent of local students receive special education and related services through Individualized Educational Programs.

Only 2.8 percent of local students are learning English. The state average is 11 percent.

The student mobility rate is the percentage of students who made at least one transfer in or out of the school between the first school day and the last school day of the year, not including graduates.

In 2013, the PC average was 19 percent.

This has since dropped to 7 percent. The state’s average has dropped from 13 percent to 7 percent.

Teachers/administrators The PC district has 69 full-time educators.

73.9 percent are female and 87 percent are white.

Fifty-nine percent of local teachers have their bachelor’s degree, a 3-percent drop from 2013. However, 41 percent have their master’s degree, a 3 percent increase from 2013.

The local percentage of full-time teachers returning to the same school year to year has dropped from the 2014 level of 88 percent to the current rate of 81 percent.

The state average is mostly steady at 86 percent.

The average salary for PC teachers is $44,222, significantly lower than the state’s average salary of $64,516. The average salary for administrators follows the same trend with a local average of $79,473 as compared to the state’s average of $106,273.

In PC, 68.8 percent of local teachers were absent 10 days or less for the year and the state average is 75.3 percent.

In PC, 93 percent of the district’s educators are ranked as proficient or excellent, while the state’s average is 97 percent.

PCHS is also offering two Advanced Placement (AP) classes for the first time with one in English and the other in math.

The hope is the increase in students taking early college coursework will better prepare them for their transition to college.

Student earns highest FFA award

Food Pantry prepares for Christmas GRANVILLE — Again this holiday season, the Putnam County Food Pantry, in collaboration with Toys in the Pantry, organizations, businesses, churches and schools from across the county, will be distributing Christmas baskets to local families in need.

This is the 30th year the pantry has sponsored the basket project.

The baskets contain food and gifts for the children and senior citizens.

Included are items for a full Christmas dinner, breakfast and pizza for Christmas Eve. This year so far there have been basket requests from 100 families. The baskets will be distributed on Saturday morning, Dec. 16.

ket Project, cash and food donations continue to be needed. Products such as coffee, hot chocolate, drinks, gelatin, canned fruit, easy-toprepare meals and personal care items will be especially appreciated.

Nicholas Bruch, of Granville was recently presented his American Degree at the 90th annual FFA Convention. This is the highest award given and it’s awarded to less than 1 percent of FFA students. Requirements include 50 hours of community service, a GPA of 2.5 and 2,250 hours of work in a supervised agricultural experience. Nicholas completed his supervised requirements at Boggio’s Orchard and Patten Cat. Bruch is currently enrolled in the Caterpillar Diesel Technician program at Illinois Central College.

GRANVILLE — Howard A. Schrowang, 88, of Granville passed away Friday, Dec. 3, 2017.

Howard was born March 18, 1929, in rural Granville to August and Christine (Wege) Schrowang. He married Lois Carlson Nov. 9, 1952, in the County Line Lutheran Church.

Howard retired from the Illinois Department of Transportation (LaSalle) after 27 years. He also drove truck for Ossola Construction and also for Hans Sandberg Trucking, and was a U.S. Army veteran, serving during the Korean Conflict.

Howard was a life-long farmer who worked hard and enjoyed his International tractors. He enjoyed making his daily trips through Granville talking to many people everyday.

He also enjoyed his trips to Ossola Construction everyday to check up on the guys and see what was new since the day before.

Howard is survived by three sons, Kenton (Vera) Schrowang of Granville, Brian (Debbie) Schrowang of Petersburg, Ill., and Todd (Barbara) Schrowang of Granville; seven grandchildren, Linnea Herbert, Kyle Schrowang, Tyler Schrowang, Shayna Worts, Reiley Worts, Christopher Higginbotham and Matthew Higginbotham; eight great-grandchildren; two brothers, Lloyd (Loretta) Schrowang of Granville and Edward (Nancy) Schrowang of Washington state; and two sisters, Ilene Shaw of Dalzell and Eleanor Vaughn of Peru.

Howard was preceded in death by his parents; his wife, Lois, in 1990; and his brother, Elmer Schrowang.

Funeral services will be at 10 a.m. Wednesday, Dec. 6, in the First Lutheran Church in Granville. Burial will be in the Granville Cemetery with mull military honors.

Visitation and a prayer service were held Tuesday, Dec. 5, in the Helmer-Shields Funeral Home in Granville.

Memorials may be directed to the Granville American Legion Post.

GRANVILLE — Rose M. Hoff, 88, of Granville passed away at 1:38 p.m. Monday, Nov. 13, 2017, at OSF St. Francis Medical Center in Peoria.

Rose was born July 29, 1929, in Granville to John and Anna (Petrovich) Lapuh. She married Gerald E. Hoff May 9, 1953, in Chicago.

Rose and Jerry moved back to Granville from Chicago after Jerry retired. Rose played golf, bowled and was involved in the Sunday school program at Sacred Heart Church. While living in Chicago she was involved with St. Edward CYO, where she greatly influenced many children throughout many years through this program. Rose loved to play scratch off lottery tickets and slot machines in the local Granville establishments with a big smile on her face and a laugh from her heart.

Rose is survived by two daughters, Susan (Alan) Motley of Chicago and MaryAnn (Tim) Kistler of Chicago; four sons, Frank Hoff of Chicago, Dennis Hoff of Naperville, Donald (Cathy) Hoff of Des Plaines and Robert Hoff of Chicago; one sister, Elizabeth Wertz of Georgia; 13 grandchildren; and 10 great-grandchildren.

Rose was preceded in death by her husband in 2006, three sisters and four brothers.

A memorial Mass was held Saturday, Dec. 2, in Sacred Heart Catholic Church in Granville with Father Patrick DeMeulemeester officiating. Burial will be in Sacred Heart Cemetery in Granville at a later date. As per Rose’s request, her body was donated to science.

Memorials may be made to any local youth organization of your choice. The Helmer-Shields Funeral Home in Granville is assisting the family with arrangements.

Bogus state fee exposes sneaky lawmakers Illinois lawmakers weren’t satisfied when they passed an income tax increase over the governor’s veto. They also snuck in a new fee for collecting local sales taxes. It doesn’t get any sneakier than that.

H

ow sneaky can the Illinois General Assembly get?

Very sneaky, it seems.

The 2 percent collection fee imposed on local units of government that have imposed sales taxes above 6.25 percent is a case in point.

This 2 percent collection fee was never around before the state budget package the Legislature approved over Gov. Bruce Rauner’s veto this past summer.

But some legislators snuck it in to the budget deal to generate even more money for the state.

A cool $60 million a year that local governments across Illinois would have ordinarily collected is being siphoned off by those sneaks in Springfield.

The justification is that the state must collect the extra sales taxes above and beyond the 6.25 percent that is charged everywhere, so it should be able to grab a chunk for itself.

The only trouble is, local governments, like cities and schools, really need the extra sales tax revenue that they went out and persuaded local taxpayers to impose upon themselves through referendums.

And now, the state has the gall to sneakily swipe some of that money for itself?!

Money that was raised from local taxpayers to make up for money the state held back?!

No wonder people from localities have raised a ruckus.

No wonder some state politician is trying to portray himself as riding to the rescue.

In this case, it is state Rep. Anthony DeLuca, a Chicago Heights Democrat, who is proposing a solution.

Rep. DeLuca said the 2 percent collection should be cut in half.

Under his proposal, the state would charge only a 1 percent collection fee, and municipalities and schools would get to keep the other 1 percent.

Before anyone starts to think this is a good idea, consider the thief who steals $60 from you, but then after you complain loudly, gives $30 of it back.

Are you supposed to be thankful and happy to get half your money back? Or are you rightfully upset that the thief still has $30 of your money?

DeLuca thinks it’s OK for the state to give back $30 million in sales tax collection fees, and it’s also OK for the state to keep the other $30 million.

Folks, this is not a magnanimous gesture.

It’s the sneak thief giving back part of the money he swiped and keeping the rest.

Here’s a better idea, Rep. DeLuca.

Eliminate the collection fee altogether.

This is the same government, mind you, that just increased the state income tax on individuals from 3.75 percent to 4.95 percent, and on corporations from 5.25 percent to 7 percent.

So a lot more money is rolling into state coffers.

Those who lead the Legislature should have been satisfied with that massive infusion of cash, but instead, they had to swipe an additional $60 million a year from local governments with a sneaky new fee.

Illinois legislative leaders don’t deserve any awards for honesty, accountability or responsiveness to the will of the people.

But when it comes to sneakiness, they win, hands down.

Look beyond headlines to discover the finest in people

W

hen I scroll through the newsfeed on my Facebook page, I see so much negativity. I see politics and people throwing accusations and allegations. I see people hating and swearing and pointing fingers. Some days, it seems to be all I see.

But then I look further. I look beyond the headlines to reality.

I come from a small town. I love small town living, and I’ll tell you why. In my 48 years here, I have seen people rise up and band together when there is trouble or distress.

I have seen neighbors helping neighbors. I have seen strangers helping strangers. When there is a need, it gets filled. When there is a disaster, it gets handled. When there are tears, there is someone there to dry them.

I have seen humanity at its finest here in my little river town. Don’t get me wrong, I have seen some petty junk too. There is always someone who wants to tear people down. There is always some grumpy Gus who can’t stand to be happy, and so they try to drag others down with them. In my family, we used to say about a misspoken word, “You put the em-PHA-sis on the wrong sy-LLA-ble”.

When we don’t say a word right, it changes the entire meaning of the word ... of the sentence. In doing so, we can change the meaning of the entire paragraph, or chapter, or even the book. When we don’t look at what is important, and don’t handle it properly, we can turn the tide of everything after that.

On Facebook one day (yes, I’m kind of a junkie, but it’s where I draw a lot of inspiration), one of my

In all the little towns I’ve been to lately, I have found that all people, no matter what nationality, are getting along just fine. Actually seeming to go out of their way to just be nice. Why in the past few years or so has the news media promoted racism and discontent? I’m just not seeing it anywhere else but the news. Peace and love still reign across the USA!” It got me thinking about my personal experiences and how humanity is not lost.

There is a local town that had a businessman who was not Caucasian. In fact, he was Muslim.

Now, judging by the media and the current climate of our nation, I would have to say this man should be afraid to walk the streets of his small town, and he would surely fail in his business due to his beliefs.

That was not the reality, however. He had owned his business for decades and was a beloved member of the community. When a member of his family fell ill, the town rallied behind him and delivered meals and prayers and support.

When he was forced to close his business because of circumstances, dozens of people aided him in packing and clearing his store. He was loved. He was supported. His family was nurtured in a loving environment.

When my nephew who has Down syndrome was diagnosed with leukemia at the age of 13, people did not turn away. I saw quite the opposite. People ran to his side. There

was a benefit planned that raised more than $35,000 to aid in financing his travels to and from St. Jude for his 3-year chemo protocol. The kid was spoiled rotten with gifts. It was completely overwhelming. Our family couldn’t go anywhere without inquiries about his health, his status.

There was genuine concern and compassion around every corner.

There were over two dozen people at each of the planning meetings for the benefit, and generous donations of time, money and items to be auctioned on his behalf. There was love and support, not condemnation and discrimination because of his disability or disease.

Every day in my local news, I read stories of benefits being planned. I see schools supporting a sick student. I see pleas for clothing and supplies for fire victims. On a bigger scale, when I watch national news and see disasters being reported, I can look beyond the tragedy and see countless stories, told and untold, of humanity at its finest. People step up and take action to make someone’s life better or easier.

Aren’t we called to do just that?

Aren’t we called to empower and enable and lift up those around us?

Aren’t we called to be a shoulder, a supporter, a lover of our fellow man? Aren’t we called to see these things? Aren’t we called to put the em-PHA-sis on the right sy-LLA-ble and make sure the word, sentence, paragraph, chapter and book has a happy ending?

McKee-Strong was fluid in his positioning around the court while Wright was swarmed like bees by DePue defenders under the goal. “They pack the zone and we’re developing shooters still, so it’s hard for him (Wright) to get looks,� Fay said. “He was trying too hard and kind of frustrated with himself, and I told him you just have to battle right through that and just keep fighting the fight.�

PRINCETON — Sometimes the best Christmas gift ideas can get you into the worst trouble.

Festival 56 will present the comedy “Sorry! Wrong Chimney!” in special holiday performances Thursday, Dec. 7, through Sunday, Dec. 10, at the Grace Performing Arts Center, 316 S. Main St. in Princeton.

In this romantic farce, newlywed husband David Tuttle moonlights as a department store Santa Claus so he can afford to buy his bride an expensive Christmas present.

When his wife, Samantha, discovers he’s not really working late at his office but is coming home exhausted anyway, she’s sure he’s cheating on her.

A psychiatrist neighbor and his snobbish wife try to straighten things out but wind up creating mayhem. Bungled attempts at hypnotism, a burglar masquerading as Santa Claus, the burglar’s gun moll, and a befuddled policeman add to David’s problems.

The result? The classic O. Henry tale “Gift of the Magi” meets “I Love Lucy.” Audiences will welcome this comic break in the pressure of preparing for the holidays.

Frequent collaborators Leo W. Sears and the late Jack Sharkey wrote “Sorry! Wrong Chimney!” in 1989. Both writers have created more than 40 plays each. Sharkey

wrote hundreds of short stories and seven novels while Sears has directed 65 plays and produced 90.

“Sorry! Wrong Chimney!” is sponsored by Hal Kuehl and Sharon Mercer with additional funding from the Illinois Arts Council. The play is included in all 2017 season ticket packages. Performances are at 7:30 p.m. Dec. 7-9 and 2 p.m. Dec. 10. Babysitting services are available for Saturday night’s performance. The Grace Performing Arts Center is completely accessible with ample parking nearby. Beer,

wine and soft drinks are available for sale at the lobby bar.

Marshall-Putnam 4-H Achievement Night held HENRY — On Nov. 5, University of Illinois Extension Marshall-Putnam honored 4-H’ers from throughout Marshall and Putnam counties to celebrate a year of hard work, leadership and dedication to personal growth. The event was held at the Henry Presbyterian Church.

There are three areas of recognition — Engage, Experience and Excel.

Engage is the basic recognition a member receives just by being part of the program. There isn’t any application process to win, you simply get it for being you. This recognition happens at the club and county program. Experience offers recognition for members who participate in activities and events. There is always a lot one can do as a 4-H member ranging from club activities to national events. There is no limit to the number of members who can achieve each level.

If you do the work, you get the award. Excel is where competition kicks in. At this level, one will be competing against other 4-H members for a very limited number of top awards.

Bronze, silver and gold Clover Award winners receive county recognition.

Diamond and Emerald Clo-

ver Award winners will be honored at a state awards ceremony each fall. The award level is determined by how many experiences one does in each area: Bronze Clover Award: complete at least one experience in each of the four dimensions.

Silver Clover Award: Complete at least two experiences in each of the four dimensions; at least two of those experiences must be at the county level or beyond.

Gold Clover Award: Complete four experiences in each of the four dimensions; at least two of those experiences must be beyond the county level.

The four dimensions are participation, community service, leadership and project learning.

FFA national convention: A trip for a good time

BY CASSIE JOHNSON Special to the PCR GRANVILLE — On Oct. 24, Putnam County High School FFA members traveled to Indianapolis, Ind., to attend the National FFA Convention. We toured a dairy farm, a Subaru manufacturer, Apache sprayer, candy shop, NCAA Hall of Fame and a shrimp farm. We also went to the career show and two workshops at the convention center. We ended the

convention with the last session on Saturday.

“This year’s convention was a fun experience for me since it was my last chance to go and experience the tours and career show. My favorite part was the Rascal Flatts concert.

I really like the tour of the dairy farm, even though it was freezing outside. Last time I went to convention, it was in Louisville and I spent a lot of time preparing for ag Issues, so it was fun to be able to see Indy

and more of what convention has to offer. As always, it’s fun to meet people from all different parts of the country, as well as spend quality time with our chapter,” Anna Mattern said.

“I had an amazing time at national convention. My favorite part was going to the sessions and listening to the speakers. My favorite tour was the NCAA tour. All around it was a great time and I hope to experience it again,” Clayton Newsome said.

Starved Rock Lodge presents donation to fight cancer UTICA — A check for $3,000 was recently presented to the American Cancer Society and Relay for Life by Starved Rock Lodge & Conference Center as a result of several fundraising efforts during the month of October.

The first fundraiser was “Hike for a Cure,” where participants made a donation and walked to the top of Starved Rock. The event also included raffle prizes. Throughout the

month, pink buckets were sold with cocktails or ice cream and a portion of the proceeds was donated. Also, a portion of the proceeds from an overnight stay package called “Think Pink for the Cure” was added to the total. Lodge employees donated to the cause every Friday in October when they were allowed to wear pink T-shirts with the “Hike for a Cure” logo and jeans.

“We were so pleased with what

we were able to do for this worthy cause,” said Lodge CEO Amy Trimble, “We’ve already set Oct. 14, 2018, for the next year’s Hike for a Cure!”

“The purpose of both events is to celebrate breast cancer survivors, help those in the fight and remember those we’ve lost,” said Aimee Holland of the Relay for Life team that works with the Utica Business Association. Donations will go directly to the American Cancer Society.

GRANVILLE — The Altar and Rosary Society of Sacred Heart Parish in Granville will host its 15th annual Christmas cookie sale on

Saturday, Dec. 9. The sale will begin at 8 a.m. at the parish hall, 206 N. School St. in Granville. Assorted cookies and candies will be sold on a

first- come, first-serve basis at a cost of $6 per pound. Italian succarines will also be available for $10 per pound.

HENRY — The Marshall-Putnam Quilter’s Guild will meet Wednesday, Dec. 13, at the Henry Presbyterian Church.

The meeting will start at noon with a potluck; members are asked to bring a dish to share. Silverware and paper products will be provided.

After lunch, the group will meet at 1 p.m. with Karen Bailey, Judy Murphy and Sharon Read sharing ideas for quick Christmas gifts.

Those who participated in the Mason Jar Block Exchange should bring their blocks to the meet-

ing, as this is the day to exchange them.

The group’s gift exchange will be after the meeting. To participate, members need to bring a coffee mug with a quilted cozy on it, and have it wrapped in a gift bag. The game will be Quilter’s Bingo. If you haven’t yet made your “bingo card,” there’s still time. Directions are in the newsletter. Bring it along with 25 buttons for markers and two fat quarters for prizes. Members should also turn in their quilts for the Community Service collection.
