Agency getting ready for Christmas Donations sought to support annual basket project GRANVILLE — Again this holiday season, the Putnam County Food Pantry, in collaboration with Toys in the Pantry, organizations, businesses, churches and schools from across the county, will be distributing Christmas baskets to local families in need.

This is the 31st year the pantry has sponsored the basket project.

The baskets contain food and gifts for the children and senior citizens. Included are items for a full Christmas dinner, breakfast and pizza for Christmas Eve. This year so far, there have been basket requests from 102 families.

The baskets will be distributed on Saturday, Dec. 15.

To support the basket project, cash and food donations continue to be needed.

Products such as coffee, hot chocolate, drinks, jello, canned fruit, easy to prepare meals and personal care items will be especially appreciated.

A cash donation of $75 will sup-

port the cost of food for one average-size family.

Donations may be sent to the Putnam County Food Pantry, P.O. Box 96, Granville, IL 61326, or deposited directly at the Granville National Bank. Food may be left at any of the county banks or at the food pantry.

Over the years, the Putnam County community has been tremendously supportive of the ongoing work of the food pantry and the Christmas Basket Project.

The food pantry board sends its thanks and wishes for a happy holiday and a new year of peace to the people of Putnam County.

Five terms down, now starting a sixth Doyle has helped build Putnam County Sheriff ’s Office into a modern law enforcement and emergency agency

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — When Putnam County Sheriff Kevin Doyle began his law enforcement career, the Putnam County Sheriff ’s Office was a one-cell operation in an outdated 19th-century building.

In an interview as his sixth term as sheriff was about to begin, Doyle reflected on his law enforcement career and the department he has led for 20 years.

Born and raised in Standard and a graduate of Putnam County High School, Doyle earned an associate’s degree at Kishwaukee College in Malta and a bachelor’s degree in criminal justice at the University of Illinois in Springfield.

After serving as a local deputy for more than five years, he was elected to his first term as Putnam County sheriff in 1998 with 69 percent of the vote.

In the 20 years since, his guidance and leadership have transformed the sheriff ’s office into a fully modernized law enforcement agency that’s not only successfully investigated major crimes and handled natural disaster emergencies, but also retained the personability so often associated with small, rural communities.

“I think the one thing this office has been built on is customer service. It’s all about the people,” Doyle said.

After the 911 Act was established in late 1999, Doyle soon found himself serving as the chairman of the

local 911 board, as well as sheriff.

His efforts resulted in the county receiving $900,000 in grant money that was used to fund the majority of the $1.3 million construction costs of the current Putnam County Sheriff ’s Office building and 911 center.

Doyle said the county’s 911 center is not only up to date with current equipment standards, but is also well prepared for the next generation of technology.

He said he resisted initial suggestions to consolidate with other counties and instead took the prudent approach of focusing the county’s 911 resources on maximizing local capabilities.

The sheriff ’s office also helped successfully manage and coordinate the immediate recovery efforts of the widespread destruction caused by the tornadoes that struck Magnolia and Granville.

“It’s been a tremendous change since I began,” Doyle said.

“We’ve went from a run-down 1800s building with one cell to a modern

jail with three cells and a state-ofthe-art 911 center,” he said of his 20 years as sheriff.

He was asked how Putnam County has changed over those two decades.

“The people. I know a lot less of the people now. because there’s not as much of the sense of community as there once was,” he said.

“I think it’s because a lot of our kids are no longer coming back to their hometowns, and we also have a lot more renters now who have no former connection to the county.”

The biggest news from the sheriff ’s most recent term was two separate investigations that resulted in the murder convictions of Clifford Andersen and Richard Henderson.

The sheriff was asked what impact, if any, those two cases had on his office.

“Though those were very unfortunate incidents, I think we stepped up, and together with the many other law enforcement agencies in the area, helped solve these crimes,” Doyle said.

Special training course will take place in February PRINCETON — Freedom House has announced it is in urgent need of direct-service volunteers to help victims and families impacted by domestic and sexual violence.

Trisha Schafer, manager of Community Relations and Volunteer Services, announced an upcoming Freedom House Volunteer Training Course to be held in February.

“Are you passionate, helpful, kind, and dedicated? Do you want to have a positive impact, be fulfilled and learn new skills while providing an important service to your community? If yes, then this is your call to action,” Schafer said.

cerely want to help domestic violence and sexual assault victims and their children by sharing some of their time with Freedom House,” Schafer said.

“The important work Freedom House does for our communities would not be possible without the time and commitment of volunteers. If you have room in your heart to help, please apply,” she said.

Freedom House will hold the course from Feb. 5 to 26. Classes will be conducted at the Princeton campus on the four Tuesday evenings (6 to 9 p.m.) and three Saturdays (9 a.m. to 3 p.m.).

Participants must commit to attending every class. The course will comprise 30 hours in the classroom and 30 hours of online independent study, which must be completed before the first classroom day.

There is no cost to attend, and Freedom House will supply the syllabus and training materials.

Applications must be turned in by Friday, Jan. 4, 2019.

“We are especially seeking volunteers in Henry County to respond to victims at St. Luke Medical Center,” Schafer said.

Freedom House provides services to victims and their children in Bureau, Henry, Marshall, Putnam and Stark counties. In the past year, Freedom House served more than 800 victims of domestic and sexual violence – women, men, teens and children.

The 60-hour volunteer training class is required by the Illinois Domestic Violence Act and the Illinois Criminal Sexual Assault Act. Those completing the course will be able to serve as medical on-call advocates, answer the crisis hotline, and work with group or individual adult and child clients.

“We have a great group of people working here, and I don’t want to lose anyone.”

How the U of I landed in Champaign-Urbana Smooth operator greased the skids before 1867 vote

C

hampaign-Urbana owes its prominence to the University of Illinois, and the University of Illinois at Urbana-Champaign owes its existence to Clark Robinson Griggs.

If it hadn’t been for Griggs — probably the greatest political operator in Champaign County’s history — the U of I or, as it was then known, the Illinois Industrial University, would have been located in Jacksonville, Lincoln, Bloomington or perhaps Chicago.

Yet, there is no Griggs Hall at the university, no statues of Griggs on campus. Even in Urbana, where he served a year as mayor, there is only a four-block-long street that bears his name.

One can only guess why Griggs’ name has been forgotten by all but the history books. Perhaps the university is just a little ashamed of the man who could be called its father.

You see, Griggs was a bit of a scoundrel.

A scoundrel’s story Much of the story of Griggs’ delightfully sly effort comes from an interview he gave to Allan Nevins (who later became known as the father of oral histories) shortly before his death.

Historians have disputed some details of Griggs’ story, but there seems little doubt that he was an operator who would fit well in today’s Statehouse.

Griggs was a Massachusetts native who came to Champaign County in 1859. He purchased land north of Philo on Yankee Ridge, a place so named because of all the New Englanders who settled there.

At the start of the Civil War, he enlisted in the Union Army and served as a sutler, a man who sold food and drink to soldiers.

After the war, Griggs was elected to the Illinois House. He had already served two terms in the Massachusetts Legislature and apparently had learned a lot there about political maneuvering. Griggs went to Springfield a freshman lawmaker who didn’t act like one.

The Old Dormitory, a former seminary, was the first building used by Illinois Industrial University, now the University of Illinois, when it opened in 1867. The five-story building, located where the Beckman Institute now stands, was the largest building in Champaign or Urbana and was dubbed the “Elephant.” It was torn down in 1881.

In a 1915 interview shortly before his death, Griggs told Nevins how he helped bring the university to a swampy, sparsely settled community.

It started with Clark $40,000 appropriated Robinson by the supervisors Griggs of Champaign and 1824-1915 Urbana townships and Griggs’ decision to travel most of the state (everywhere but Jacksonville, Lincoln and Bloomington), meet with other state representatives, and build support for Champaign-Urbana.

In five weeks, he said, he interviewed 40 House members and gained pledges from 15 of them.

Next, he met with the governor and lieutenant governor and with the chairmen of the state Republican and Democratic parties. In those conversations, he learned that the postwar Legislature would be occupied with a number of special interests.

Southern Illinois wanted a prison; Peoria and Springfield were fighting over which would be the state capital; and Chicago wanted to deepen the Chicago River and develop a system of parks and boulevards. Such knowledge would be important in future vote-trading.

When the Legislature went into

session in January 1867, the Champaign County Committee moved into Springfield’s Leland Hotel, where for the next three months it held the principal reception room and a suite of parlors and bedrooms.

The rooms were used to entertain legislators and their constituents with either drinks, light refreshments or sumptuous dinners of oysters or quail. Lawmakers were supplied with cigars and theater tickets. Late in the session, Griggs arranged for a special train to take legislators to Champaign-Urbana.

None of the other communities seeking the university had a similar arrangement.

For two days, the House was tied up in endless voting. On the night after the second day, an intermediary visited Griggs and asked what it would take to get him to drop out of the race. Griggs wanted the chairmanship of the Committee on Agriculture and Mechanic Arts — the committee that would hear all the bills about locating the university — and the right to choose its members.

He got it, dropped out of the race for speaker, and thus was able to

control the legislation.

As the session progressed, advocates for the other communities, particularly Jacksonville, wondered why the university location legislation wasn’t being heard in the committee.

Griggs would explain that he had called the committee together but that he couldn’t get a quorum.

Then he’d publicly announce another committee meeting but privately tell its members not to show up.

This went on until late in the session when Griggs was convinced he had the votes.

Finally, on Feb. 20, the legislation — which named Champaign as the site of the university — reached the floor.

An amendment was made to substitute Jacksonville for Champaign. It failed 61-20.

Another motion was made to substitute Normal. It failed 58-26.

A third motion was made to insert Lincoln for Champaign. It failed 60-21.

Then the legislation naming Champaign was put to a vote and was approved 67-10. The Senate followed suit Feb. 25.

Three days later, Gov. Richard Oglesby signed the legislation.

Opponents charged that Griggs had bought legislators with a “slush fund.” Jonathan Turner, who had sought the university for Jacksonville, said the Legislature had exhibited “a degree of corruption, hypocrisy, drunkenness and debauchery unparalleled in the history of Illinois.”

The state wasn’t even 50 years old. A much greater history of corruption lay ahead.

Spending plan projects a deficit of more than $400,000

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — With only a few days to go before the Dec. 1 deadline, the Putnam County Board passed its 2019 budget and appropriations ordinance on Nov. 28.

With declining revenues, depleted funds, limited levy increases and a defeated referendum, the board was unable to overcome a $428,427 deficit, but Putnam County Board Chairman Steve Malavolti said they were “on the right track.”

The 2018 budget revenues totaled $2.74 million compared to the 2019 total of $2.65 million. The 2018 deficit of more than $975,000 is substantially higher than 2019’s projected deficit.

The beginning General Fund balance will be $200,000, compared to 2018 when there was $650,000, and

in 2017 when there was more than $780,000.

There is a loss of expected revenue in several areas, including the replacement tax; sales tax; the Social Security fund; Steve the use tax; the gam- Malavolti ing tax; public defend- Chairman, er fees; criminal and Putnam juvenile fees; county County Board court fees; 911 salary reimbursement; liquor license and miscellaneous permits; grant income; interest earned; and other reimbursements.

Revenue funded by property tax increases will build up the following funds: corporate, insurance, audit, IMRF, workman’s compensation, and unemployment. Additional increases include the state income tax; the state’s attorney, public defender, and probation of ficer reimbursements; dr ug enforcement fines; state’s attorney and public defender fees; county clerk fees; and property tax late penalties.

Cuts include a reduction in the

hours of operation for the courthouse that resulted in a loss of approximately $4,000 of yearly income for hourly employees.

Other cuts included reductions to the appropriations for the board, economic incentive rebates; youth program funding; senior center funding; operating materials and expenses; equipment purchases and maintenance; several jail line items; juror expenses; purchases of revenue stamps; education and travel expenses; part-time help; postage expenses; publishing costs; state mandated increases; a pay freeze; supporting services; legal fees; law library expenses; and capital projects.

‘Excellent job cutting out fluff’ “We all knew we weren’t going to balance the budget in one year, but I think the finance committee did an excellent job in cutting out the fluff,” Malavolti said.

the department. The bridge fund revenue is also expected to drop, from 2018’s $241,000 to roughly $134,000.

The revenue for the Motor Fuel Tax fund is projected to stay the same at $216,000, but expenditures are dropping from more than $193,000 to a little more than $128,000.

Prior to the budget’s approval, there was an executive session held with Bob Cofoid, the Emergency Management Office coordinator, and Chauntelle Biagi-Bruer, the assistant coordinator. No official announcement will be made until the board’s Dec. 10 meeting, but a restructuring of the office is likely.

Malavolti said the approved levy ordinance increase will be the 4.99 percent allowed by statute and should generate more than $1.88 million total and provide more than $1.1 million to the county’s General Fund.

“The General Fund will be paid what is due,” he said.

The next Putnam County Board meeting is scheduled for Dec. 10 at 5:30 p.m. at the Putnam County Courthouse in Hennepin.

Speeding, driving revoked At 7:55 a.m. on Nov. 28, the Putnam County Sheriff’s Office arrested and charged Joseph Perez, 42, of Ohio, Ill. with speeding in a construction zone and driving revoked following a traffic stop on Interstate 180 in Hennepin Township. Perez was released on a notice to appear and given a Putnam County court date.

County Sheriff’s Office arrested and charged Adam R. Lucas-Bailey, 26, of Ottawa with failure to reduce speed to avoid an accident and driving under the influence of alcohol following a two-vehicle accident on Route 89.

Lucas-Bailey struck a vehicle attempting to turn left off of Route 89 into a private drive. He was released on a notice to appear and given a Putnam County court date. There were no injuries involved in the accident.

GRANVILLE — Luella M. Capitani, 92, of Granville passed away on Saturday, Dec. 1, 2018, at her residence with her loving family by her side.

Luella was born on March 5, 1926, in Spring Valley to William and Ethel (Bush) Glass.

She married Franklin Hiden in 1949. He passed away in 1963. In 1974, she married Edward “Eddie” Capitani.

She graduated from Hall High School and continued her education, graduating from LPO Junior college and Browns Business School. In 1946, Luella was employed as a clerk processor for the United States Department of the Navy in Washington, D.C. Later, she worked at the Ben Franklin department store and Thompson Drug store in Spring Valley, and Copy All Service in Peru, and was a homemaker.

Luella was a member of the United Church of Christ of Spring Valley, serving as a church organist and choir member, and she was a lifetime member of Order of the Eastern Star. She served as an assistant den leader for the Cub Scouts. She also enjoyed sewing,

Illinois Prisoner Review Board decision ends in a tie; Weger stays behind bars for 1960 killings SHAW MEDIA SPRINGFIELD — Chester Weger was denied parole as the Illinois Prisoner Review Board’s vote to review his release resulted in a 7-7 tie on Nov. 29.

It takes a majority vote from the board for a prisoner to be released, meaning the man who has been behind bars more than 57 years for his connection to three murders in Starved Rock State Park was one vote

shy of a parole release.

A member of the prisoner review board wasn’t present for the vote, which caused Weger’s attor ney to protest the vote. Weger also had family memChester bers at the hearing in Weger Springfield.

The Illinois Prisoner Review Board typically releases its rationale days after the hearing.

Diane Oetting, a granddaughter of one of the victims of the 1960 murder, said she is grateful Weger didn’t gain parole and for the work the board puts into these matters.

“We’re pleased parole was not granted (Nov. 29),” Oetting said.

“Keep the families of (the two other

victims) Mildred Lindquist and Frances Murphy in your thoughts, as well as the family of Chester Weger.”

LaSalle County State’s Attorney Karen Donnelly said on Nov. 29 she supports Oetting and the victims’ families, and she is relieved at the vote.

“I maintain the argument that he continues to pose a threat,” Donnelly said.

Last year, Weger nearly gained his freedom; the board’s vote was again 7-7 against parole.

This was Weger’s 23rd attempt to gain release from custody. His first parole hearing was in 1972. Weger, who is held at Pinckneyville Correctional Center, remains the longest imprisoned person in Illinois prisons.

On March 14, 1960, Lillian Oetting, 50, Mildred Lindquist, 50, and Frances Murphy, 50, traveled from their homes in Riverside to Starved Rock State Park for a short vacation. Staying at the park’s lodge, they hiked a few miles across trails into St. Louis Canyon.

Two days later, the three women were found beaten to death.

Following an investigation that lasted months, a young dishwasher at the lodge — Weger, a married father of two from LaSalle — was eventually charged.

He was sentenced to life in prison after a jury found him guilty of Oetting’s murder on March 4, 1961, Weger’s 22nd birthday. Weger was never tried for the other two murders.

Block is in his 28th year as the director of orchestras and professor of conducting at Illinois State University. From 1983 to 2007, he led the Kansas City Youth Symphony program to being one of the largest and most recognized youth symphony programs in the country.

Prior to coming to Illinois in the fall of 1990, Block served for 15 years as director of orchestras and professor of conducting at the Conservatory of Music of the University of Missouri, Kansas City and music director of the Kansas City Civic Orchestra.

Born in Brooklyn, Block was educated at the Eastman School of Music. He received his doctorate

Inclement weather may have forced Hennepin to cancel its Christmas celebrations and tree lighting at Walter Durley Boyle Park on Saturday evening, but Hennepin Fire Chief Daryel Petersen was happy to provide Santa and Mrs. Claus with a ride back to the fire station before they headed back to the North Pole.

IVCH adds new MRI unit PERU — The modular structure that will be the home of the new MRI unit at Illinois Valley Community Hospital was lifted into place Nov. 15.

The 40-ton addition to the hospital’s diagnostic imaging department was brought to Peru on an 80-foot tractor-trailer truck and then hoisted by crane onto a concrete pad adjoining the outside wall to the department.

The new addition to the main IVCH building will house a new magnetic resonance imaging unit that is expected to be in use by mid-December.

Manufactured by Canon Medical Systems and obtained with the help of a major grant from the IVCH Foundation, the new MRI at the Peru hospital will have the widest opening currently available, making it less claustrophobic than older systems.
