Food pantries hurting for cash as they prepare for Christmas

Christmas is coming, and the Putnam County Food Pantry has an unusual need: clients.

COVID-19 hasn’t been kind to the poor and hungry, but COVID-19 has been tough on the PC Food Pantry, too. Infection controls have required Putnam County to offer restricted access and limited selection. As a result, clients haven’t come in typical volumes.

“We need people,” lamented manager John Shimkus, who’ll help anybody who comes in. “We are down 30% on our clients.”

Other food pantries across Starved Rock Country are gearing up for Christmas and don’t anticipate fewer clients – quite the contrary.

The pandemic figures to increase holiday demand, and that means the food pantries need financial support.

“We’re asking for cash,” said Beth Vercolio-Osmund, director of development for the Community Food Basket in Ottawa, “both because of COVID concerns and also because cash is just more efficient.”

She said food donations aren’t as helpful in 2020 as in years past because they worry about surface transmission of COVID-19. Cash, on the other hand, enables them to buy bulk food at a steep discount with fewer worries over handling.

Illinois Food Pantry in LaSalle also is seeking monetary donations, though executive director Mary Jo Credi said she won’t necessarily turn away food donations.

Credi cautioned donors that infection controls demand that food donations come directly from the store.

“We cannot take food that has been in people’s cabinets,” she said, “and we cannot take expired food.”

But, again, cash is king. At Western Bureau County Food Pantry in Sheffield, manager Jackie Pilcher said surplus cash can be used for children’s treats or to meet unforeseen needs.

“We can use anything,” said Bertie Beckman, president of Streatorland Community Food Pantry, “but the best thing is money.”

COVID-19 has had one unexpected benefit for the Hall Township Food Pantry: Clients no longer shiver out-

side while waiting for food.

Jan Martin, executive director of the pantry in Spring Valley, said the pantry had to switch from client’s choice to curbside pickup, which means she and her staff have to bundle up while clients wait outside with the engine running and the heat blowing.

“Actually, people love it,” Martin said. “They don’t have to stand in line. They can sit in their warm cars while they wait for food.”

Cash is welcome in Spring Valley because everything has been ordered. Martin anticipates having to feed 350 families this Yuletide, up from about 300 last Christmas, which means roughly one in 10 individuals in the pantry’s service area will seek food assistance this year.

Special education records to be destroyed GRANVILLE — The Special Education Office for Putnam County School District 535 has announced that it plans to destroy all temporary special education records of students who have transferred, graduated, or have otherwise permanently withdrawn from school by the end of the 2014-15 school year.

Information to be destroyed includes: intelligence test scores, evaluations, IEP’s psychological reports, social/developmental histories and other data classified as “temporary records” in the Illinois Records Act. The files will not include academic transcripts, attendance

records or other records contained in the student permanent record.

Access to the special education records by parents/guardians or students aged 18 and over may be obtained by contacting the Special Education office at 815-882-2800, Option 8, no later than March 31, 2021.

Statewide numbers down, but local deer harvest in line with last year

Hunters in Illinois harvested a preliminary total of 47,147 deer during the first weekend of the Illinois Firearm Deer Season, Nov. 20 to 22, compared with 50,173 deer taken during the first firearm weekend in 2019, the Illinois Department of Natural Resources reported.

While that statewide total is down just over 6%, numbers in most area counties are in line with this time a year ago.

In LaSalle County, 465 deer were successfully hunted opening weekend compared to 469 a year ago.

In Bureau County, 635 deer were harvested, compared to 622 a year ago.

In Livingston County, 279 deer were successfully hunted, compared to 275 a year ago.

In DeKalb County, 77 deer were successfully hunted, compared to 80 on 2019’s opening weekend.

In Kendall County, 57 deer were successfully hunted, compared to 53 a year ago.

Both Grundy and Putnam counties did see sizable drops more in line with the state totals. Grundy

had 148 deer harvested, compared to 194 a year ago. Putnam County had 207 deer successfully hunted, compared to 250 on 2019’s opening weekend.

Illinois’ seven-day Firearm Deer Season will conclude the weekend of Dec. 3 to 6.

Be alert for deer on the roadway Deer-vehicle crashes are more frequent this time of year. The Illinois Insurance Association and its member companies encourage motorists to be alert, focused and ready to react to deer on roadways.

Tips to avoid deer-related incidents: • Slow down around timber, field edges, watering holes and other areas where deer gather.

• Drive with high beam headlights at night when possible to better catch the reflection of a deer’s eyes.

• Deer travel in groups. If you see one, more are likely nearby.

• Honk the horn; flash headlights; tap brakes if you see a deer.

Deer are unpredictable. Follow these steps if one appears in your path: • Stay calm; firmly grip the steering wheel; brake steadily; hit the animal head-on; come to a controlled stop.

• Never swerve to avoid a deer-hit.

Swerving makes serious injury and vehicle damage more likely.

• Call 911 to report the crash.

• Check for injuries and request medical help if necessary.

• Illinois law requires an accident report if property damage exceeds

Donation drive begins to help residents at LaSalle Veterans Home

The LaSalle County Veterans Assistance Commission is hosting a donation drive for residents of the Illinois Veterans Home in LaSalle.

The drive will be active until Dec. 31.

Needed items are shampoo/conditioner, body wash, shaving cream, lotion, denture glue/denture cleaner, toothpaste/toothbrushes and electric razors. All items must be new or unopened.

Items may be dropped off at the LaSalle courthouses at 119 W. Madison St. or 707 E. Etna Road in Ottawa, as well as HyVee on Midtown Road in Peru. Call the LaSalle County Veterans Assistance for special arrangements at 815-433-1761.

“As an office, we choose to show our support for our veterans at the LaSalle Veterans Home by organizing a toiletry drive,” said Steven Kreitzer, superintendent of the Veterans Assistance Commission. “This is to get much needed supplies to our veterans during a time they may not have access to shopping. As holidays approach, Illinois Valley PADS wants volunteers

BY TOM COLLINS tcollins@shawmedia.com Looking for a way to give back this holiday season? Illinois Valley Public Action to Deliver Shelter needs a few helping hands.

PADS always welcomes financial support, and anybody willing to help out at Christmas will find a long needs list on the website, ivpads.com, which includes cleaning supplies to combat COVID-19 as well as stocking stuffers for the clients.

But what the Ottawa and Peru shelters really need right now are people to help on-site.

“We’re down on volunteers; that’s probably No. 1, and that kind of hurts us,” said Chris Drewel, president of the PADS board.

About COVID-19 safety concerns, Drewel said PADS worked with LaSalle County on infection

controls and have implemented a detailed plan to ensure the safety of clients, staff and all volunteers.

Carol Alcorn, executive director, said PADS could use a little help at the dinner table, although the holiday meals already are taken care of.

“Both shelters have all the meals for Thanksgiving, Christmas Eve and Christmas covered already by donors and volunteers at this time,” she said. “We would be grateful if other donors or groups would like to sponsor meals for other nights during the year.”

Visit the website for need items and gift ideas for clients. Beyond the stated needs, PADS always welcomes pajama pants, underwear, socks, T-shirts, hoodies, sweat pants, and slippers. Gift cards to discount retailers such as Target, certificates for fast food restaurants and gas cards also make good gifts for clients.

And, as always, financial assistance will never be turned down.

“With the continued pandemic in our region, we are staying open 24 hours a day until further notice,” Alcorn said. “Three new employees

OBITUARIES Born: January 27, 1952; Spring Valley Died: November 14, 2020; Freeport Mr. Willard “Dugan” Austin Spratt, age 68, passed away at his home on Saturday, November 14, 2020.

He was born January 27, 1952, in Spring Valley, Illinois.

Mr. Spratt was a resident of Freeport, Florida, moving from Jupiter, Florida. He was Methodist by faith. He worked as a Superintendent Building Custom Homes. He loved playing golf and did not hesitate to use a foot wedge. He was known for his kindness and good humor.

“A man among men.” He acquired his family and grandchildren later in life and he was loved dearly by them all. He was affectionately known as Grandpa Dugan. He was very proud of the accomplishments of all his family.

Mr. Spratt was preceded in death by his parents, Virginia Radcliff Spratt and Willard (Buck) Austin Spratt; sister, Karen Gilman; niece, Brenda; and beloved sister-in-law, Kathy Spratt.

Mr. Spratt is survived by his spouse, Lynne E. Edwards of Freeport; stepchildren, Alan Holmes and wife Kelly and Marissa Holmes-Read; stepgrandchildren, Grace Holmes, Ella Holmes, Catalina Reed and Nolan Blue Read; brothers, William Spratt and wife Deborah of Houston, Texas, and Ronald J. Spratt of Hennepin, Illinois; niece; Amy Nelson of Peoria, Illinois; nephew, Ron Spratt Jr. and wife Terry of Minneapolis, Minnesota, and their children, and Robin Spratt and his wife Jennifer of Hennepin, Illinois, and their children, A private graveside service will be at 11:00 a.m. on Saturday, November 28, 2020, at Riverside Cemetery,

at Revere Ware in Clinton and J & L Steel Mill in Hennepin. He also farmed.

Tom contributed to a number of charities through the years.

Survivors include one brother, Stephen (Barbara) Roesch of McNabb, and nieces and nephews.

He was preceded in death by his parents and three brothers, Norbert, Arnold and John.

State veterans agency launches investigation of LaSalle Veterans Home COVID-19 outbreak

Report notes replacing hand sanitizer and points to slow test results as factors in outbreak

BY DEREK BARICHELLO dbarichello@shawmedia.com LASALLE — State agencies released two reports Nov. 24 that address the recent outbreak of COVID-19 at the Illinois Veterans Home in La Salle.

The Illinois Department of Veterans Affairs is adopting all recommendations in the reports in all four of its Illinois veterans homes and released the reports in their entirety to the public.

The administration also has ordered the Acting Inspector General from the Illinois Department of Human Services, to conduct an independent investigation of the circumstances surrounding the outbreak at the La Salle home and will address any findings from that investigation.

This investigation is aimed at uncovering any lapses in protocol and employee compliance with rules, which will enable IDVA to ensure best practices moving forward. Pending this investigation, all issues uncovered will be addressed expeditiously, officials said.

Upon receiving the reports, IDVA adopted all recommendations at the La Salle Veterans Home, including retraining staff on mask requirements, replacing one brand of hand sanitizer with a product more effective at fighting the virus, and strengthening the screening process for employees as they arrive for work and during periodic checks during the workday.

Using an alcohol-free foam hand sanitizer in mounted dispensers, including in resident rooms, was highlighted as potentially having an impact on the transmission of COVID-19 within the facility. An alcohol-based hand sanitizer is being immediately put into place and the old sanitizer removed.

The report noted a “big challenge with testing-related decisions” in an outbreak is the ability to get those results back in a timely manner.

This seems to be a challenge with tests sent out to Chicago IDPH lab, which was necessary at the beginning of the outbreak, because the Springfield lab being temporarily closed.

“Recognition of an outbreak is difficult when test results trickle in, as the correlation between time and location is hard to demonstrate without all the information available. IDPH representative suggested that the Springfield lab should place a priority on the La Salle samples during the outbreak,” the report

The state will test with PCR test at IDPH lab for all staff to be performed every three days (all tests collected and at lab in 24 hours).

IVCC sends letter warning of data breach President: There’s nothing good that comes out of this

BY MICHAEL URBANEC murbanec@shawmedia.com OGLESBY — Illinois Valley Community College has sent out more than 160,000 letters to current and former students, faculty and applicants warning them that their data may have been compromised in connection with a data breach back in April.

Cheryl Roelfsema, IVCC’s vice president for business services and finance, said that, as of now, the

school is unaware of any incidents related to the data obtained from the breach.

“The bottom line is, when in doubt, that group was added to the list,” IVCC President Jerry Corcoran said.

“We wanted to err on the side of having an abundance of caution to give everyone a heads up to be aware of the situation.”

According to the letter, IVCC does not know the exact data taken, only that some data was taken.

IVCC has hired Kroll, a risk prevention firm, to provide free identity monitoring that includes credit monitoring, fraud consultation and identity theft restoration. Anyone who received a letter will be able to obtain

a free credit report and the ability to place a fraud alert or security freeze on their credit files.

Roelfsema said about 750 people have signed up so far to take advantage of these services.

Corcoran said the school now has more precautions and stronger security in place, with redundancies at a remote location.

“All the while, the bad people are still out there,” Corcoran said. “When you talk about safeguards openly, you’re laying your cards on the table.

We’ve done everything we can to protect the investigation and keep our new measures close to our vest while also being transparent and upfront.

That’s a challenge.”

Information on how to take advantage of the free identity monitoring is available in the letter.

“There’s nothing good that comes out of this but we’re seeing more cases of it,” Corcoran said. “There are two other community colleges that got hit, and even I’ve been the recipient of a similar letter from another college I made a donation to. Michigan State sent me a notice, and hospitals have sent me a notice. Everybody needs to be vigilant, but I can’t be more proud of the decision the board of trustees has made to take an abundance of caution.”

Additionally, La Salle County’s government offices had a ransomware attack in February.

Donation provided through the Zero 4 Heroes fund to provide service dogs

Chuck Wood founded the Zero 4 Heroes Fund held by the Starved Rock Country Community Foundation with the dream of providing a free dog or cat from a local shelter to U.S. military veterans living with post-traumatic stress disorder.

The fund provides free food and free veterinary care for two years to help create the positive impact of veterans’ lives.

Wood pursued his dream by receiving donations from individuals, veterans groups and various businesses in Starved Rock Country.

Wood then decided to grow and

expand his mission and recommended a grant to 1Pet1Vet, an organization that shared his vision and operates at no cost to the veterans.

Wood along with SRCCF Administration were able to witness a training session with animal training expert Peggy Moran, who leads a two-year program to train and pair emotional support and certified service dogs to veterans coping with PTSD. Following the session they met with 1Pet1Vet program Director Eric Carlson. Carlson said the program’s mission is to help veterans by using positive effects of emotional and service dogs.

The program intentionally is kept small to focus on the quality of the training and to get to personally know each veterans needs in dealing with transitional issues following their times in service.

On behalf of the Starved Rock Country Community Foundation, Wood presented a check in the amount of $1,325 to the organization from the Zero 4 Heroes Fund.

Six individuals were recognized for their dedicated four years of service on the area’s University of Illinois Extension Multi-County Unit Council.

Gregg, an actual person, was the matron at Camp Butler Hospital near Springfield. She shared memories from her diary, especially those toward the end of the Civil War, including his death in Washington, D.C., and later the Springfield funeral of President Abraham Lincoln.

She was in Springfield during the Lincoln funeral.

Cyber security was the topic of the National Defense report with mental health and the importance of humor and optimism covered under Women’s Issues. Also reported was the historical death and burial of

Native American Chief Senachwine.

A Literacy Promotion Minute was read with Family Literacy Promotion Day noted on Nov. 1 with a Literacy Proclamation signed by Lacon Mayor John Wabel.

The National Society Daughters of the American Revolution notified the chapter it had accepted the completed report form concerning the re-dedication of the Henry Cemetery marker placed to honor Elizabeth Bainbridge Wikoff, daughter of Revolutionary War soldier John Bainbridge.

Members reported delivering items to the food pantries of their choice for the NSDAR Day of Service and ringing bells on Constitution Day, Sept. 17.

A donation will be made to the Illinois DAR to honor deceased member Dorothy Ary.

Reports of unemployment scams rise across state

Residents across Illinois are receiving notices in the mail concerning unemployment benefits they did not apply for, many of them containing a concerning amount of personal information.

Marengo resident Kevin Sprague said he was alarmed when he got a letter in the mail from the Illinois Department of Employment Security followed by a debit card equipped with unemployment benefits money he did not apply for, he said.

“I have never filed for unemployment. How would this even start?” Sprague questioned.

Since the start of the coronavirus pandemic, unemployment has risen to a peak of 15.3% in Illinois and 13.3% nationally, according to the U.S. Bureau of Labor Statistics. Unemployment fraud has seemingly risen along with it across the state.

The state has identified more than 212,000 counts of unemployement fraud since the start of the pandemic, Illinois Department of Revenue spokesperson Sam Salustro said.

Yorkville Area Chamber of Commerce Executive Director Sherri Farley learned she was a victim of unemployment fraud in August.

“I’m at work opening mail, and I got a notice from [IDES] and I was surprised because I hadn’t laid anybody off,” she said. “So when I opened it, I was even more surprised to see it was for me.”

Farley said she sent the notice back to IDES that day with a note alerting agency staff that the claim was fraudulent.

“I received notice a few weeks ago that the claim was denied because the claimant was still employed — not denied based on or even an acknowledgement made that it was a false identity claim,” she said. “It irks me to think that my record now contains history of me filing a claim to which I wasn’t entitled.”

Farley said she is concerned about IDES’ slow response after she reported the fradulent claim.

She noted that she also immediately called the agency to be placed on a call-back list.

“Nearly three months later, that call never came, though I did occasionally receive texts thanking me for my patience,” she said.

State Rep. Keith Wheeler, R-Oswego, who owns a small business with offices in Oswego and Chicago, said he received a letter from IDES earlier this fall informing him that an unemployment claim had been filed in his name with his company in March.

Wheeler said he too has been trying to understand why IDES has been so slow to respond to victims of the fraudulent claims.

“What has to happen internally inside the Department of Employment Security? Do they need more resources? If I can’t get a call back from the department, how is the average person going to?” he said. “I’m supposed to be working on their behalf, and I can’t even get a call for myself or anybody else I’m trying to help.”

Wheeler said he also received a letter confirming that his claim would be denied but never received a call back from IDES to discuss the fraudulent claim.

The IDES hotline used to report fraud is the same line that is used to file an unemployment claim, meaning the line receives an extremely large number of calls, a number that has only

grown since the start of the pandemic, Salustro said in the statement.

“During most weeks in April, May and June, we received well over a million calls per week,” Salustro said. “In May alone, we received over 6.2 million calls.”

The department has since instituted a call-back model, where callers are placed in a queue and their calls are returned in the order received, he said in the statement.

On the letter that Sprague received, all of his personal and financial information was accurate with the exception of his first initial, he said. The form seemed to be an official document sent to him by the state and did not appear to be forged.

Farley said her biggest concern remains how the perpetrators gained access to her wage information.

“It was a shock to see they had that considering it’s not something widely out there,” she said.

“Other info they had such as name, address and Social Security number are more common and one would say more easily stolen. But, if I’m correct, just a few agencies have this large a number of people’s accurate wage data.”

McHenry Police Department public affairs officer Patrick Polidori said the department has received many reports of this nature over the past two months.

“This is kind of the second wave of this. It started out a little bit earlier in the year,” he said.

The McHenry Police Department saw a similar surge in fraud reports in August and put a notice on its Facebook page warning residents to be aware of this heightened threat, Polidori said.

“Between mid-July and mid-August we saw about 20 reports,” he said in an emailed statement. “After that, it started to slow down. Come October and November, we have seen an uptick in these reports. At least 30 reports in that timeframe, with three in the last two days.”

The city of McHenry does not typically report many instances of fraud so this represents a considerable uptick, Polidori said.

In Woodstock, Police Chief John Lieb said his department is receiving upwards of three to four reports of unemployment scam each day. He said even he has not heard much from IDES. “In other realms when we get some type of victim and there’s some sort of agency involved, there’s usually some level of cooperation with the local law enforcement agency to help investigate and resolve the matter,” Lieb said. “We’re not clear on why that’s not happening right now.”

In an emailed statement, Salustro said that law enforcement does not need to contact IDES and, instead, should work with victims of unemployment fraud as they would victims of any other kind of identity theft.

About 80% of unemployment scams reported this year occurred within the Pandemic Unemployment Assistance system, which was passed as part of the Coronavirus Aid, Relief, and Economic Security Act and launched in May, Salustro said in an emailed statement. And this problem extends well beyond Illinois.

“In creating that new system and working to implement it across the country rather quickly, they left the system vulnerable to fraud,” he said.

“What we’re seeing around the country is that personal information that lives on the dark web

due to various data breaches is being used in mass to file for unemployment claims under this system.”

Sprague said as he began taking the recommended steps to rectify this issue, he started to realize the full scope of this increase in fraud in McHenry County.

“The bankers know about it. Our local police chief knew about it,” he said. “I mean, this is a big problem.”

Sprague said his wife also was affected by an unemployment scam shortly after he was.

“My fear is that it could affect my credit and someone could start spamming this credit card and that the IRS is going to think that I made this money next year,” Sprague said. “I don’t want this to come back and haunt me.”

Unemployment fraud, if gone unremedied, can result in victims having to pay taxes on income that they never actually received, Polidori said.

Wheeler said he virtually met with state legislators Nov. 19 to discuss legislation that “would do everything we possibly can” to protect victims of unemployment.

When asked what advice he would offer victims, Wheeler encouraged victims to continuously monitor their credit, set up an identity pin through the IRS and, despite the problems, to file a report with IDES. This can be done on the IDES website at www2. illinois.gov/ides/Pages/Reporting_Unemployment_Insurance_Fraud.aspx.

Because of long wait times associated with the department’s fraud hotline, Polidori recommended filling out the online contact form as an alternative.

If a debit card for unemployment benefits is received in the mail, it should not be activated and should be cut up and disposed of so that it cannot be used by someone else, Salustro said in the statement.

Victims of unemployment fraud also might consider filing a police report with their local law enforcement agency and monitoring their credit cards for fraudulent activity or freezing their credit temporarily, Polidori said.

Farley encouraged victims and employers to remain vigilant.

“Be vigilant, watch those forms as they come in, because there’s just a narrow window you have to send them back,” Farley said.

• VETERANS HOME Continued from Page 8 Since the onset of the pandemic, staff have been provided with full PPE. This has included N95 and surgical masks, shoe coverings, gowns, face shields, gloves, goggles and glasses. They have been educated on how to use this equipment and on steps they can take in their personal lives to limit their exposure to COVID-19. When observed, administrators and supervisors have immediately corrected improper use of PPE. Residents and employees have been tested on a rolling basis, with testing significantly ramped up in

recent months as the state testing infrastructure expanded. Before the positivity rate skyrocketed in La Salle County, employees were tested weekly per IDPH, CMS and CDC guidelines and employees received daily temperature screenings before entering the building.

Residents were tested periodically and upon discovery of any changes with employees testing results.

“Long-term care facilities, like our Veterans’ homes, are at greater risk for COVID-19 spread,” said IDPH Director Dr. Ngozi Ezike.

“Increased spread of the virus in the community can also threaten residents in long-term care facilities as health care workers can be exposed to COVID-19 while away

from work and then inadvertently introduce the virus into the facility. We can all help protect our honored heroes in our Veterans’ homes by decreasing the amount of virus circulating in our communities by staying home as much as possible, wearing our masks, and watching our distance.”

Since the current outbreak at the home, employees are tested with rapid-result antigen tests prior to every shift and residents are tested every day. Daily screening processes have been intensified by including a rigorous interview by an RN, VNAC, or supervisor.

If residents or employees show symptoms, they are immediately isolated and tested. Employees

found positive and/or experiencing symptoms are sent home to self-isolate while residents remain isolated and under strict observation.

Staff who care for veterans in the homes live within the communities they serve. When community spread of the virus is high, staff can fall prey to infection no matter how conscientious they are about following protocols, which is why rigorous testing and health procedures were put in place.

As of Tuesday, LaSalle County’s positivity rate currently sits at 20.8%.
