and South streets in Granville.

Having previously approved the design engineering agreement with Chamlin & Associates Inc. of Peru, and determining to seek an EPA loan to cover costs, the board moved at its Nov. 19 meeting to establish its intention to pay for this project solely with agency funds, grants or loans.

Fire truck rides to school are a rare incentive to help promote fire safety Winning students drew the best fire escape exit plans from their homes

Putnam County Elementary students Veronika Mack, Kennedy Holocker and Callan Wiesbrock got to do so last week.

The students were picked by the

Hennepin Fire Department through the fire safety program during Fire Prevention Week in October.

To be eligible to win the ride, the students had to complete and return a drawing of their home that included two ways of exit from each room and indicate the location of smoke alarms.

The students also had to write down an emergency phone number and a meeting place outside the home in case of an emergency.

After seeing all those pieces of information, the firefighters narrowed the completed entries down to the best plans.

In addition to the fire truck ride, students also received free ice cream from Grandma Rosie’s, a $50 PC school gift card and water park passes at Grand Bear Lodge.

On the morning of Nov. 21, Hennepin Fire Department Chief Daryel Petersen and Assistant Chief Quentin Buffington drove the fire truck to the homes of the three children, who climbed aboard and received the rare distinction of riding to school in a fire truck.

“As far as we know, no one else does something like this in the country,” said Buffington.

Continued from Page 2 According to Richetta, this qualifies Granville for as much as 60 percent principal loan forgiveness and would qualify the village to extend the term of the loan from 20 years to 30 years, if desired.

Richetta said if the village chooses a 20-year term, it would face a 1.5 percent interest rate on the principal of the loan, and that though extending the term of the loan to 30 years may be attractive, with a 60 percent loan forgiveness, this would likely not be necessary.

The village’s funding plan must be submitted to the state by Jan. 31.

In terms of paying for the loan, Richetta recommended that the village express its intention to pay for it on the loan application through

Gonet’s added recommendations will be considered further by the board.

In other action: • The board authorized the purchase of a snowplow from Bonnell Industries Inc. of Dixon at a cost of $7,821. This price includes a trade-in of the village’s plow, valued at $3,000. Acting Superintendent of Public Works Kevin Moore has been authorized to make the final decision on this purchase, based on his review of the specifications of the plow.

• Also, the board approved a change in full-time village employee health insurance coverage. In view of an anticipated 14 percent rise in premiums for coverage offered by United Healthcare, village leaders opted to secure health care coverage with Blue Cross and Blue Shield, utilizing a Blue Choice plan, at a cost of $85,797.

Starved Rock murderer Weger will be paroled Weger headed to Chicago mission

BY TOM COLLINS Shaw Media The Starved Rock murderer is headed to a mission in Chicago with a mission of giving paroled prisoners a fresh start.

But how long will the 80-year-old Chester Weger stay at St. Leonard’s Ministries? And what restrictions will the paroled killer have? Prison officials have yet to answer these questions, but they also have time to sort things out, as Weger won’t be released from custody until Feb. 19.

Weger was granted parole Nov. 21 on a 9-4 vote by the Illinois Prison-

er Review Board — Weger needed eight votes to go free — but immediately after the vote, an attorney with the Illinois Attorney General’s Office asked for a 90-day stay, Chester meaning Weger must Weger remain in custody three months while the agency conducts a risk assessment and chimes in on the terms of his release.

Weger’s reaction was not immediately known. He was not present for the hearing and family members retreated behind closed doors to telephone him of the board’s decision.

The vote followed emotional testimony by Weger’s sister and by the granddaughter of one of the three

women found bludgeoned to death in 1960 at Starved Rock State Park.

Weger was sentenced to life in prison for the 1960 bludgeoning death of Lillian Oetting in a canyon at Starved Rock State Park. He also confessed to killing Oetting’s two companions.

Diane Oetting said her family endured a great loss when Lillian, a beloved wife, mother and grandmother, was found with 100 wounds to her head, alongside two companions with whom she went bird watching. Compounding their grief, she said, the Oetting family endured cruel and malicious rumors about how Lillian’s widowed husband had hired a contract killer.

“I ask you,” Oetting told the board, “if you let him go, does that mean the crime wasn’t brutal? That my

grandmother is still here?”

In response, Weger’s sister said her brother was the victim of a miscarriage of justice. Mary Pruett said evidence surfaced after Weger’s trial that either could have shown he was innocent or shown the abuses used to coerce a confession out of Weger.

“He (Weger) has lost his life in prison,” Pruett said, adding later. “I just hope my brother doesn’t die in prison.”

He won’t. Barring a medical setback, Weger will leave for Chicago a free man just two weeks before his 81st birthday. It was disclosed during the packed-house hearing that St. Leonard’s agreed to accept Weger after release; but chairman Craig Findley warned the throng that where and how Weger is discharged is up the Department of Corrections.

board that Weger directed police to the bodies and had enough direct knowledge of the crime scene to discount any notion that he was coached or told what to say.

The prevailing sentiment, however, seemed to be whether Weger had reached a stage of life where he could do no further harm.

Board member D. Wayne Dunn said he interviewed Weger and found him cooperative and with a disciplinary record showing him to be a good inmate.

“I believe it is time for Mr. Weger to be paroled,” Dunn said.

The vote was greeted with dismay by a prosecutor who lobbied the board against release.

“I am deeply disappointed in the

board’s decision this date to release Weger,” said LaSalle County state’s attorney Karen Donnelly, who was present Thursday in Springfield.

“There are fewer voices out there opposing his release, as many of those who played any role in the investigation and prosecution are now gone.

“He now gets to enjoy the remainder of his life as he chooses, having once stated to a reporter that he would like to spend the remainder of his life with his grandchildren.

Tell that to Diane Oetting, the granddaughter of one of Weger’s victims, who did not get that same opportunity.”

The vote appeared more likely to break in Weger’s favor after a series of recent events.

Findley was among the nine who voted to release Weger. Most of the board listened patiently to the supporters and opponents while giving no hints as to how they would rule. Those who did speak seemed most interested in whether Weger’s confession, which he recanted, was reliable by today’s exacting standards.

Board member Vonetta Harris, who voted in favor of release, said she was troubled that Weger’s confession was obtained after police developed Weger as a suspect and then interrogated him intermittent-

ly over an eight-month span — a timetable that simply wouldn’t fly today.

Board member Donald Shelton voted against release, flatly rejecting any talk that police tortured Weger or physically coerced him.

The Illinois Supreme Court ruled as much in a 1962 appeal by Weger.

Shelton acknowledged he was troubled by primitive handling of evidence but said the evidence incriminating Weger overcame any doubts of his guilt.

Putnam County Food Pantry prepares for Christmas Donations of cash and food being sought for 32nd annual Christmas Basket Project Again this holiday season, the Putnam County Food Pantry, in collaboration with Toys in the Pantry, organizations, businesses, churches and schools from across the county, will be distributing Christmas baskets to local families in need.

This is the 32nd year the pantry has sponsored the basket project.

MainStreet director promotes community engagement, growth

B

ATAVIA — In a community where women are having notable success as business owners, community leaders and public officials, Batavia’s Jamie Saam has excelled in all of those roles.

Saam operates not one, but two enterprises. She is now in her second stint directing one of the community’s key business promotion and special event organizations, and she has served as an elected official to boot.

Best known for her role with Batavia MainStreet, the downtown business group, Saam has used her organizational skills to promote Batavia’s economic development and a culture community of engagement.

Saam is the executive director of MainStreet, a quasi-public organization that is designed to boost the fortunes of the downtown business district. This year, she also accepted an invitation to join Shaw Media Illinois’ Community Advisory Board, joining a group of leaders from around northern Illinois helping the company plan for how to continue its mission to serve its communities.

It was her leadership and communications skills that caught the eye of company leaders, she said.

“We talk about what we see in the market and the changing environment for news,” Saam said.

Saam and her husband, Douglas, operate Bulldog Plumbing, an enterprise they started nine years ago and have grown into a successful operation.

More recently, Saam established LocalConnect, a public relations firm designed to help area small businesses with communications and image strategies.

Saam moved to Batavia from West Chicago with her family at age 10.

She graduated from Batavia High School in 2001. After attending Waubonsee Community College, Saam attended the University of Illinois-Chicago through 2006, with a major in sociology and a minor in communications.

She married Douglas in 2007, and the couple founded Bulldog Plumbing in 2010, with Jamie as owner and bookkeeper and Douglas as the chief plumber.

They learned plenty of lessons along the way.

“You go into a small business and you think you can do it all,” Saam said. “But in reality, you need to hire out some of the work right away. You can’t do it all yourself.”

Today, Bulldog Plumbing has three full-time plumbers including Douglas, two apprentices and bookkeeping service. The business is located at 336 McKee St. in the former Batavia Dairy building.

Meanwhile, Saam became more immersed in the Batavia community as a volunteer for efforts such as the Art in Your Eye event.

In 2013, she sensed that the Batavia City Council needed greater diversity and so the young woman ran for city council.

“I didn’t see a representative of me sitting on that council,” Saam said.

Saam won election, and during

her tenure on the council became the city’s representative on the MainStreet board.

Saam was hired as MainStreet’s executive director in 2015 and so she stepped down from the council to focus on the downtown organization full-time.

The experience as an alderman was invaluable, Saam said.

“I’ve been part of the inner workings and planning, and was able to see what the city staff is looking at and how decisions are made,” Saam said.

Diving into an established MainStreet program, Saam championed the Artisan Collective, Second Fridays and Oktoberfest, while growing popular events including BatFest, the downtown Block Party and the Batavia Farmers Market.

By 2018, downtown Batavia was seeing a resurgence in business openings and a noticeable increase pedestrian traffic.

That same year, the Batavia Chamber of Commerce honored Saam as the recipient of the Donna Dallesasse Award, named for the chamber’s first director. It was also the year that Saam decided, for two reasons, that it was time to step down as director.

“I wanted to take Bulldog Plumbing to the next level,” Saam said.

“And I also feel that in any public position, there should be rotation,” she said.

“An organization like MainStreet needs to be changing and adapting,” Saam added.

Saam turned her attentions to Bulldog Plumbing and LocalConnect, growing both businesses.

She is not one of those businesspeople who gets up at 4:30 a.m. to get a jump on the workday. In fact, she places a lot of importance on getting eight hours of sleep every night.

So, what’s the secret to Saam’s success?

“I make a list at night for the next day,” Saam said. “Lists are the best.

I like the sense of accomplishment when I check them off.”

Earlier this year, MainStreet found itself with a vacancy in the director’s post, and the board asked Saam to return on an interim basis.

She led the organization through its slate of fall special events.

Now, MainStreet is looking to find a new, permanent director, with Saam serving on the committee conducting applicant interviews.

As for the news business, despite reader migration to digital platforms, Saam says she sees value in newsprint.

“I think that there is something to be said for tangible papers,” Saam said.

Saam views social media as an information minefield, with potential harm for small businesses that find themselves on the receiving end of someone’s rant on a comment thread.

“When you make those negative comments, you’re hurting a family and their investment, whether it’s true or not,” Saam said. “These are local people who have invested in your community.”

In addition, small businesses are now facing challenges in the changing media market when it comes to deciding where to spend their advertising dollars, Saam said.

“I want to see more people in downtown Batavia patronizing businesses,” Saam said, “so that even more businesses will come.”

Officials hope holding the line aids enrollment OGLESBY — Illinois Valley Community College’s administration will recommend no increase in tuition next year for the second straight year.

The board’s audit finance committee met Nov. 14 prior to the board’s regular monthly meeting and reviewed a plan to keep the combined tuition and universal fee at $133 per credit hour for 2020-21.

“This action is part of a plan to increase enrollments,” IVCC President Jerry Corcoran said.

Audit finance also reviewed recommended changes to the dual-credit tuition fee structure including charging a flat $30 per course fee for classes taught at high schools by high school teachers.

In addition, dual-credit courses at IVCC, including online, would

be charged the 75 percent tuition rate. Students eligible for the free and reduced lunch program would continue paying only a flat $5 registration fee.

In a letter to Corcoran, Vice President for Academic Affairs Deborah Anderson suggested the college allow dual credit students to enroll in any course they choose.

“This will create opportunities for our students that currently do not exist,” she said. About 10 percent of IVCC’s enrollment is via dual credit.

In other business, Sara McKenna and Heather Wrobleski of Wipfli LLP of Sterling delivered the audit report for the year ending June 30, 2019. The report was unmodified, or “clean,” with no material deficiencies or weaknesses. IVCC is

one of the few community colleges in Illinois that is debt-free.

“Because of Cheryl Roelfsema’s prudent fiscal management, we are on solid financial footing,” Corcoran said.

In other business, the committee reviewed recommendations: • To seek proposals for banking services, an action the college takes every four years.

• To increase student worker wages in January to $9.25 per hour to comply with a state mandate for incremental minimum wage increases.

• To increase the threshold for purchases requiring board approval from $10,000 to $25,000. Under the change, purchases between $2,500 and $24,999 will require twoto-three written quotes.

SPRINGFIELD — Legislation providing heightened protections for those with pre-existing conditions has failed to garner the three-fifths majority needed to override Gov. J.B. Pritzker’s veto. State Sen. Sue Rezin (R-Morris) called for the motion during the fall veto session.

Senate Bill 2026 would require the state of Illinois to receive approval from the General Assembly prior to applying for any federal waivers that would reduce or eliminate any protections under the Affordable Care Act that took effect in January 2017.

“To say I am disappointed in the outcome of today’s vote would be an understatement,” Rezin said. “For far too long, those with pre-existing conditions have been on defense in a health care battle that has been playing out politically. Today, we had the chance to give those individuals the peace of mind they deserve, but instead, they will continue to worry about their health care coverage.”

SB 2026 was the first piece of legislation vetoed by Gov. J.B. Pritzker this summer, even though it passed the Senate unanimously during the spring legislative session. In Pritz-

ker’s veto message, he indicated the need for him to have flexibility when it comes to applying for these federal waivers.

“Why would we leave this decision up to the Second Floor, when we have the ability, today, to ensure that those with pre-existing conditions get the coverage they deserve and desperately need,” Rezin stated

during her floor remarks. “Applying for these waivers could have a detrimental effect on people with pre-existing conditions, causing them to be denied coverage, be charged higher premiums, or worst-case scenario, lose access to health care services.

The motion to override the governor’s veto of SB 2026 failed with a vote of 27-23.

The Spirit Stick is a favorite of the members. Each club presents a skit or sings songs to show their 4-H spirit. Creativity and group involvement is the key to winning the Spirit Stick. It was a tough competition with original songs, costumes and a game show. This year’s winner was the Lostant Leaders with their re-enactment of a club meeting.

The evening ended with refreshments from the host clubs, Henry Guys and Gals and Saratoga Leadaways.

In addition to the Experience awards, there were also special awards and honors that were presented. Each club is supposed to turn in their secretary books for judging. One secretary receives the honor of Outstanding Secretary for the Year. This year’s outstanding secretary is Michaela Wier of the Steuben Rangers.

Her name is on a plaque in the Marshall-Putnam Extension office.

Record books are a very important part of 4-H. It gives the members an opportunity to reflect on their yearly work and helps develop written skills for all the records they will need to keep in their life. The junior Best Kept Record Book

PRINCETON — The Bureau County Genealogical Society will hold its combined November/December meeting on Thursday, Dec. 5.

To celebrate the holidays, the board members are inviting the public to a social hour beginning at 6 p.m. at the Society library, 629 S. Main St. in Princeton. Finger foods and beverages will be served before the regular meeting that will begin at 7 p.m.

The featured speaker for the evening will be Bureau County’s own citizen, Betty Jean Fox, who gained prominence playing in the All American Girls Professional Baseball League in her younger years. She grew up on a farm near Wyanet and played softball with her father and sisters. That early enjoyment of the game led to an unique experience as an early female athlete playing for the Rockford Peaches, the Kalamazoo Lassies and the Muskegon Belles.

Sarah Gregg portrayer visits Chief Senachwine DAR chapter Next group meeting on Dec. 6 HENRY — Nancy Gillfillan, honorary regent of the Chief Senachwine chapter, presented the program to chapter members at the Nov. 2 meeting held at the Meeting Place in Henry.

Attired as Civil War nurse Sarah Gregg and eventual matron of the Camp Butler hospital facilities in Springfield, Gillfillan read entries from Gregg’s diary covering her two-year service for the Northern forces.

Among interesting facts was that Gregg often had to forage for supplies for the wounded.

One donation of sanitary supplies that she noted came from the Ladies Aid Society of Henry. Gregg also traveled to Vicksburg to return wounded Northern soldiers to hospitals in Illinois. She was also friends with the woman who had rented the Lincoln home in Springfield and “took tea” there often. Gregg’s diary also covered the murder of President Lincoln, whose funeral she attended in Springfield.

Sarah Gregg is buried in Ottawa, Ill., her home prior to the war.

Gillfillan served as a substitute presenter when the original November speaker, Bryn Callahan with his Orphan Train program, had to cancel due to a conflict.

Regent Dolores Dace reported on the chapter’s Day of Service activities on Oct. 11 when members visited the Henry Cemetery for a cleanup day of various sites, including that of Elizabeth Wikoff, daughter of a Revolutionary War sol-

dier, and graves of veterans from several wars.

Flowers were presented and brief services and prayers were offered.

Members also donated to area food pantries.

Indian Affairs Chairwoman Lura Hamilton shared an article from “Remants of Bureau County History” covering a chiefs’ meeting involving the tribes’ decisions whether to participate in the Black Hawk War. The Henry library hosted a Family Reading Night on Nov. 20.

Women’s Issues Chairwoman Carol Byrd is collecting supplies for the Oops! project (Operation Old Purses) collecting personal items for women who have fled abruptly to a women’s shelter.

The chapter cookbook, “Cooking Through the Seasons with the Daughters,” has already sold half of its first printing. Cookbooks are available at Gina’s Cut and Curl, the Meeting Place and Rio Vista.

On Veterans Day, Nov. 11, members held a service near the submarine memorial erected for Medal of Honor winner and Henry resident John P. Cromwell.

The group’s next meeting will be at 11:30 a.m.

Friday, Dec. 6, at the Lake Thunderbird clubhouse. Members are asked to bring a dish to pass. Everything else, including the meat, will be supplied. The program will feature the members honoring their own Revolutionary War ancestors by sharing information about those patriots, their duty and their homes. A brief ceremony will pay homage to those Americans

PC takes second in Princeton tourney Lady Panthers go 3-1 in holiday tournament, fall to Stark County in title game

BY BRAD MARTIN SR. Shaw Media and Shaw Media reports PRINCETON — The Putnam County Lady Panthers advanced to the championship game of the Princeton Holiday Tournament on Nov. 23, but fell to the Lady Rebels of Stark County, 43-25.

With the win, Stark County avenged last year’s loss to Putnam County in the tournament’s title game.

Stark County jumped out to a 35-18 lead after three quarters and coasted to the win.

Putnam County went 3-1 in the tourney, with wins over Bureau Valley, Henry and Streator.

Putnam County junior Sophia Harris was named to the all-tournament team, comprised of the top six players in the tournament.

jumped out early and then held off a furious Bureau Valley comeback for a 28-27 victory during the final day of pool play of the Princeton Holiday Tournament on Nov. 22.

With the win, the Lady Panthers returned to the championship game in a rematch of the 2018 final against Stark County.

Putnam County came out strong and used its size advantage with Sophia Harris and Molly Boyd in the post.

Harris in particular dominated for the Lady Panthers with 10 points in the opening quarter, but the Storm were able to close the quarter strong and close the gap to 13-12.

“We thought we had an advantage there in the post,” Putnam County coach Jared Sale said.

“Sophia really came out strong and got us ahead there in the opening quarter and first half really.”

Harris continued her strong play in the second quarter as her layup pushed the lead to 18-13.

Boyd’s five-foot jumper made it 20-13.

Just moments later, Boyd again used her size with a strong post move for a 22-13 lead, but Sam Bohm got a rebound and a stick back for the Storm, who trailed 24-17 at halftime.

Both teams struggled offensively in the second half. Caitlyn Cioni had a strong drive to the hoop for a 26-18 PC edge and then Kyra Stoller followed with a drive and bank shot at the other end for the Storm.

Bureau Valley started to double down in the post and Harris picked up her third and fourth fouls, sending her to the bench for a good portion of the second half.

The Storm had their chances to cut into the lead but could only manage three points themselves in the third quarter after missing several bunny shots and close range jumpers.

Stoller hit a shot with her foot on the 3-point line and Madison Dye hit a 15-foot jump shot that cut BV’s deficit to 26-25.

JUNIOR HIGH BASKETBALL

The Putnam County Pumas eighthgrade girls basketball team won third place in the Little Tri-County Conference tournament, defeating Lowpoint-Washburn 31-28 in overtime, after trailing most of the game.

The Pumas previously lost to Ronoake-Benson in semifinal tournament action, 31-15, with Gabby Doyle the leading scorer on the night.

Before that, the Pumas won against El Paso in the LTC in overtime, 17-16. Doyle had 10 points, Megan Wasilewski had five and Es Avila had two.

In previous action, the girls celebrated Eighth Grade Night with a win over Holy Family by a score of 35-11. Ava Hatton had 14 points, Doyle had 13, Emma Henderson had four, and Wasilewski and Avila had two each.

The Pumas also won against Henry, 29-18. Doyle had 11 points, Hatton 10, and Wasilewski and Henderson had four each.

The girls won against Marseilles, 24-5. Avila led the team with 10 points, Hatton had six, Wasilewski five and Doyle three.

The Pumas lost against Ottawa Shepherd, 18-14. Wasilewski had eight points, Hatton five and Trinity Wrobleski one.

eighth-grade team lost to Spring Valley JFK, 33-28, with Orlando Harris leading the team with 11 points.

Every shot was contested and it resulted in several turnovers for both teams. Bureau Valley had three turnovers in the final minute of the contest.

Putnam County had a chance to ice the game, but missed the front end of a one-and-one on two occasions. PC’s Harris led all scorers with 15 points, which all came in the first half.

Henry was led by Keally Braman with 10 points and Tandyn VanEtten with 10 rebounds.
