news@putnamcountyrecord.com HENNEPIN — Where surrounding counties have chosen wind farms to generate clean energy, Putnam County will be following the sun.

During their Nov. 13 meeting, Putnam County Board members approved a special use zoning permit that would allow Microgrid Energy to construct two solar arrays on a 26-acre site just south of Route 71 near the villages of Mark and Granville. Access to the secured and fenced-in site would be off of County Road 1175th South East.

“However, just so everyone is aware, this approval just gets us into the lottery for a permit,” Putnam County Board Chairman Steve Malavolti said before the vote.

Before construction could begin, the project will have to be Steve approved through a Malavolti state lottery for permits. Because of the Chairman, Putnam overwhelming amount of potential solar proj- County Board ects throughout the state, there will be a limited amount of permits issued each year. If the project isn’t selected this year, the permit will remain valid for the lotteries of following years.

The statewide drive toward solar projects is a result of the Future Energy Jobs Act. which requires Illinois to generate at least 25 percent of its power through renewable sources by 2025.

According to Microgrid representative Eric Phillips, the company has 55 projects slated for the state and is hoping to receive approval for 10 to 20 percent of them this year.

Permit winners are scheduled to be announced on Jan. 15, 2019.

If the proposed project is constructed, residents would be able to subscribe to receive their power from the 4-mega-watt community

Phillips said drainage studies have been completed and that there would be minimal environmental impact. No concrete pads would be used, and the surrounding vegetation would be pollinator friendly.

The panels would rotate to follow the sun and be mounted 4 to 5 feet off the ground.

Phillips also addressed concerns about glare.

“Any reflected light is a loss of energy, so there would be little to no glare,” he said.

The project would take roughly four months to construct, and local contractors would be used. Monitoring of the site will be done remotely from the Microgrid headquarters in Denver.

The majority of the wiring would be above ground, so there will be minimal soil disruption. The lease for the site runs for 20 years and includes an option to renew. The lifespan of the panels is expected to be 25 to 30 years.

Calbow’s final meeting Longtime board member and former chairman Duane Calbow attended his final Putnam County Board meeting after 22 years of service.

“I want to thank the voters for allowing me to serve. My hopes

are for the best of the county and that we never lose sight of what we’ve built here despite our ups and downs. I hope the officeholders recommit themselves to the people of Putnam County, as they should after every election, if not throughout the year,” Calbow said.

The board presented Calbow with a book of Putnam County history and shared their appreciation of the time spent working with him.

“Thank you for the services you’ve provided to the county over these many years. I’ve learned a lot from you,” Malavolti told Calbow.

Sheriff Kevin Doyle said it had been an honor to work with Calbow, and several others in attendance shared similar sentiments.

In other news • County highway engineer Pat Sloan reported the county’s new salt storage shed was complete and storing approximately $30,000 worth of salt. “We’re ready for winter,” he told the board.

• County zoning officer Jim Burger reported the demolition work at the steel mill was continuing. He said the materials were being properly sorted and that they were being hauled off the site by trucks. “I’ll be getting reports every two weeks, and I’ve been invited to come out and inspect whenever I’d like. It’s much different than it was before,” he reported.

• The next Putnam County Board meeting is scheduled for 5:30 p.m. on Dec. 10.

Hennepin Christmas celebration will be Dec. 1 Cookies, a movie, Santa, caroling on the agenda HENNEPIN — The village of Hennepin will begin celebrating the Christmas season on Saturday, Dec. 1.

The Hennepin United Methodist Church will hold a cookie walk

beginning at 8 a.m., and it will last until all of the cookies are gone.

At 1:30 p.m., the Hennepin Park District will host a movie, and there will also be crafts and letter-writing to Santa. At 3 p.m., Santa and Mrs.

Claus will visit, and there will be an opportunity to have a free photo taken with the jolly old elf.

At 4 p.m., the holiday celebrations move to Walter Durley Boyle Park. There the Hennepin United Methodist Church Choir will be caroling, and the village Christ-

Santa and Mrs. Claus will also be in attendance, and rumor has it that they’ll be arriving in something other than a fire truck and possibly related to Santa’s warm weather vacation home.

Leftovers? Make it turkey ‘planned-overs’ U of I Extension offers suggestions for postThanksgiving excess

Refrigerator storage guidelines for Thanksgiving leftovers

BY DAVE COOK news@putnamcountyrecord.com PRINCETON — The food has been cooked and the table cleared, but what to do with the abundance of leftovers is an annual Thanksgiving challenge.

Susan Glassman, a nutrition and wellness educator with the U of I Extension, has several options to help families make the most of their holiday leftovers.

“Leftovers are the best part of the meal. Thanksgiving is about food and family, but before you enjoy the delicious aromas coming from your kitchen, remember, planning for leftovers starts before the meal, so make room in the refrigerator and freezer, and invest in proper containers,” she said.

While there’s certainly nothing wrong with repeating the Thanksgiving dinner on Friday, family members may tire of it if the leftovers stretch through the weekend.

With this in mind, Glassman provided several ways to creatively turn them into something new.

The makings of a traditional dinner can easily be adapted into a variety of soups, stews, wraps, chili, pasta dishes, broths, sandwiches, casseroles, pot pies, salads and more.

“I look forward to leftovers and enjoy making traditional soups and casseroles with turkey, and more recently, turkey paninis with cranberry relish and stuffing are a favorite,” Glassman said.

“Be sure to label with date and food item and for freezing, use freezer-approved storage methods and have enough containers to store food separately and in the small shallow containers needed for proper cooling,” she said.

Finance Committee will also increase fees, fines, levies in challenging budget process

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Putnam County voters may have overwhelmingly rejected the recent election referendum to increase the corporate tax rate, but the county’s financial challenges can’t be avoided entirely.

During the Nov. 14 meeting of the county board’s Finance Committee, which was comprised of all board members except Duane Calbow, who steps down at the end of the month, it was apparent there would not only need to be spending cuts, but increases in revenue, as well.

As the committee reviewed the previous budgets line item by line item, the decision was made to end the county’s funding of the school district’s “Character Counts” youth program and the “Operation PROMise” safety presentation. Also ending will be the funding provided to the Putnam County Community Center (PCCC) in Standard.

Each of the schools in the county received $300 for the youth programs, and the annual funding to the PCCC was $8,000.

“This is the sad part of this process, and it’s a good time for citizens to make donations if they’d like to,” Putnam County Board member Luke Holly said.

The committee is also seeking to reduce the amount spent on operating materials for the county, ending economic rebate incentives, lower-

ing the appropriated amounts for the board’s expenses, and likely more.

To generate additional revenue, Board Chairman Steve Malavolti said he’d be speakLuke ing with Putnam CounHolly ty Court Clerk Cathy Oliveri about how much additional revenue could be generated through increases to fees and fines.

He said the county was anticipating about $2.4 million in revenue next year and that several funds were starting out in debt to the county’s General Fund, including the Tort, Workman’s Compensation, and Illinois Municipal Retirement Funds (IMRF).

“These problems didn’t happen overnight, and they won’t be recouped overnight,” Malavolti said.

The Tort Fund needs approximately $500,000 more to be where it needs to be. The lawsuit filed by Illinois Valley Community College against the county and Marquis Energy in 2011 was dropped in 2015, but it cost the county $260,000 and drained the fund.

“There’s no rate limit on the Tort Fund like the other funds, it’s exempt from the 5 percent increase limit, and you also don’t need to hold a truth in taxation hearing; you levy for what you need,” Malavolti said.

“We never collected for that law-

suit and we should have, but there also needs to be a surplus in the Tort Fund, a buffer, in case a lawsuit is filed against the county,” he explained.

He also thought the IMRF levy was similarly exempt from levy increase limits. That fund is currently $125,000 in debt to the county’s General Fund.

“The IMRF levy hasn’t kept pace with wages like it should have. That fund also owes the General Fund, but I’ll be checking with the state’s attorney on these statutes and also working with the treasurer and the auditor to get the exact numbers,” he said.

Malavolti also said he’d asked Treasurer Kevin Kunkel to separate the tort levy from the General Fund in the budget, so there’s an increased transparency and understanding of the levies and funds.

Minimizing the impact The committee wants to spread these levy increases over a two-year to three-year period so the financial impact on taxpayers is minimized.

“I don’t want to overtax the taxpayers; I get that, because I’m one of them. We have the option to do it all at once, but it’d freak everyone out, but we could do it. We have to get these funds solvent, and once they’re solvent, we can reduce the levies to just what we need,” Malavolti said.

He added that the General Fund receives roughly $550,000 a year and that payroll expenses consume that amount entirely. In 2021, the county revenue will receive a boost from the projects coming off of the Enter-

Malavolti said the county has enough to meet the payroll expenses for December and January, but added that the following months would be a challenge. The committee will be looking for additional spending cuts, as well as determining how much they’ll need to borrow in tax anticipation loans.

“If the vote (to raise the corporate tax rate) had passed, we wouldn’t need to be so aggressive. How much do we want to borrow and what’s it going to cost us? Are we just going to kick the can down the road? Either way, we need this money. This should have been done years ago, and now we’re playing catch up. It sucks, but it’s got to be done,” Malavolti told committee members.

The board has until Dec. 1 to approve a budget, and the next Finance Committee meeting was scheduled for 5:30 p.m. Nov. 19. Once the budget is approved, the board will then determine the levy rates for that year.

“We need to set this up for future generations so they don’t have to deal with what we’re having to do,” Malavolti said.

Transportation plan draft available to inspect

OTTAWA — The Human Services Transportation Plan Transportation Committee for Region 3 (Bureau, DeKalb, Grundy, Kendall, LaSalle, Lee, Ogle, and Putnam counties) will meet at 10 a.m. Friday, Nov. 30, at the Lee-Ogle Transit Systems facility, 210 E. Progress Drive in Dixon.

Individuals with an interest in public transportation are strongly encouraged to attend, especially human service organizations serving individuals who use public transportation.

The Regional Transportation Committee is responsible for the development and implementation of the Human Services Transportation Plan, which identifies transportation needs and develops solutions to improve transportation services for the general public.

The Illinois Department of Transportation has formed an agreement with North Central Illinois Council of Governments (NCICG) for the purposes of preparing, implementing and updating the plan for Region 3.

Granville man sentenced to prison in Bureau County Court for forgery PRINCETON — Carl Tevis, 34, of Granville was sentenced to 2 1/2 years in the Illinois Department of Corrections on Nov. 13 in Bureau County Circuit Court after pleading guilty to the Class 3 felony of forgery.

The victim in this case discovered in November 2017 that a $500 check from her Heartland Bank account had been cashed and she didn’t write the check.

A copy of the check was obtained and it was made out to Carl Tevis, who was seen on surveillance video cashing the $500 check on Nov. 6, 2017, at the Heartland Bank in Spring Valley.

PUTNAM COUNTY SHERIFF Arrested for DUI At 5:50 p.m. on Nov. 14 in Hennepin Township, the Putnam County Sheriff’s Office arrested and charged Gene Gensini, 65, of McNabb, with DUI of alcohol, DUI .08 or more, improper lane usage, and failure to reduce speed to avoid an accident. Gensini posted bond and was released with a Putnam County court date.

HENNEPIN — Gail H. Carr, 71, of Hennepin passed away Tuesday, Nov. 13, 2018, at Heartland Health Care Center in Henry.

He was born Nov. 30, 1946, in Streator to Herbert and Hertha (Ritterbush) Carr. He was baptized and confirmed of the Lutheran faith and was a member of Emmaus Lutheran Church in McNabb.

He married Cynthia L. Carr on Sept. 23, 1967, at the Magnolia Methodist Church in Magnolia.

He graduated from Magnolia-Swaney High School, class of ‘64.

He was a member of the U.S. Army Reserves from 1965 to 1971. He was a 44-year member and former commander of McNabb American Legion Post 1242 and at present, the Magnolia Post 254.

He was a grain and livestock farmer with his father and later with his brother, raising purebred Hampshire hogs and feeder cattle. The family had 109 production sales held at the farm.

Hogs were sold throughout the U.S. and Japan.

They were shown at type conferences, Austin Minnesota Barrow Shows, state fairs and locally.

He served 26 years on the Board of Directors of the McNabb Telephone Company.

Gail and his wife loved spending their winter months in Mesa, Ariz., for 16 years. He enjoyed tractor and truck pulls, along with car shows,

Trustees give OK to tentative $12.2M tax levy It’s an increase of 4.85 percent vs. last year’s levy OGLESBY — Illinois Valley Community College trustees have approved a tentative $12.2 million tax levy request for 2018, up less than 5 percent over the actual 2017 levy extension of $11.7 million.

“The estimated tax rate is .3647, the same as the 2017 rate,” Cheryl Roelfsema, IVCC vice president for Business Services and Finance, said at the Nov. 8 board of trustees meeting.

The estimated equalized assessed valuation (EAV) of $3.3 billion is 4.99 percent over 2017. IVCC’s 4.85 percent levy increase will not require a public notice or public hearing when trustees move for final approval on Dec. 13.

HENRY — The Nov. 2 meeting of the Chief Senachwine Chapter was called to order by Vice Regent Dolores Dace at the Meeting Place in Henry following refreshments. The Ritual, Pledge to the Flag of the United States of America and the Preamble to the U.S. Constitution followed.

The President General’s Report was presented by Florence Finfgeld with the National Defense report presented by prospective member Lois Leslie.

Reports on member attendance at the District II charitable activity of playing bingo on Oct. 13 with the veterans at the veterans home in LaSalle and the District II meeting in Rockford on Oct. 27 were presented

by Sharon Bittner and Dolores Dace, respectively.

Reports of chairmen of DAR departments were given by Lura Hamilton, Diana Williamson, Diane Zimmerman, Sharon Bittner and Judy Schwiderski, and in her absence a report was read for Regent Nancy Gillfillan on her Illinois bus trip to Bacone Indian College and the Illinois donations to that institution.

A Bicentennial Ancestor Certificate was presented to Diana Williamson, whose ancestor was living in Illinois prior to statehood in 1818. Absent were John and Elizabeth Williamson,

who also qualified as descending from a Bicentennial Pioneer.

The application to rededicate the grave of Clarissa McManners, Henry Cemetery, is in process at National Headquarters.

Sharon Bittner was endorsed by the Chief Senachwine Chapter as a candidate for the office of state recording secretary, with the election to be held at state conference in April 2019.

Bittner presented a handout on how to record Service to America hours on the national website. Since the DAR is one of the few organizations to be registered by the national government, a report is expected each three-year term to be delivered to the U.S. Library of Congress regarding the volunteer hours devoted by DAR members to their communities. It is hoped that Chief Senachwine members will record their community volunteer hours on the national website.

The program, presented by Sharon Bittner, was a PowerPoint presentation on “Continental Congress and More,” with information on the Illinois bus trip to Continental Congress in Washington, D.C., June 20-24, and visits to the new American Revolution Museum in Philadelphia and Valley Forge, plus the new DAR project of planting 250 trees recalling patriots along

PRINCETON — The Bureau County Genealogy Society has announced the speaker for the final meeting of the year will be Brian “Fox” Ellis, an author, historian, storyteller, actor and naturalist.

This event is sponsored by the Illinois Humanities, which is supported in part by the National Endowment for the Humanities and the Illinois General Assembly. BCGS is grateful for their support in providing this speaker.

As he performs for the audience in costume, Ellis will take on the roles of two early Illinois figures and bring to life Illinois history leading up to its statehood.

The title, “Exploring Two Faces of Illinois’s History: A Conversation with Territorial Governor Ninian Edwards and Pottawatomie Chief Goma,” promises to bring to life key events based on actual speeches by these two early leaders.

This free program, which is open to the public, will take place at 7 p.m. Thursday, Nov. 29, at the Society library at 629 S. Main St. in Princeton. This will be a combined meeting for the months of November and December. The election of officers for 2019 will occur also at this meeting.

The research library will be closed for the holidays from the close of day on Friday, Dec. 14, until reopening on Thursday, Jan. 3, to permit the volunteers a holiday break. Clearing off the gardens for the winter is the beginning of the courthouse garden beautification. Next spring work will begin to enhance the gardens.

The Marshall-Putnam University of Illinois Extension Master Gardeners will help divide different types of hostas with gardeners from around the county willing to help with the gardens. OGLESBY — Auditions for the Illinois Valley Community College theatre department’s spring 2019 production of “Mamma Mia!” will be at 2 p.m. Sunday, Dec. 9, and 6 p.m. Monday, Dec. 10, in the Dr. Mary Margaret Weeg Cultural Centre. Callbacks will be Tuesday, Dec. 11.

Auditions are open to all community members, as well as students and alumni.

To audition, prepare an up-tempo audition song. Songs from the show are accepted. Bring backing tracks on phone or CD; speakers are provided. A dance audition will be taught and there will be readings from the script. Check-in begins at 1:30 p.m. Sunday and 5:30 p.m.

Illinois AITC program announces grants to counties BLOOMINGTON — The Illinois Agriculture in the Classroom (AITC) program is proud to announce University of Illinois Extension Marshall-Putnam Ag in the Classroom is funded $8,543 for the 2018-19 school year. Illinois Agriculture in the Classroom based these grants to counties off the 2017-18 year-end reports.

In 2017-18, the Illinois AITC program reached 694,449 students with a message about agriculture. Additionally, 41,369 teachers and 1,166 pre-service teachers learned how to incorporate agriculture into their existing curriculum while meeting state learning standards.

Kevin Daugherty, education director for the Illinois Agriculture in the Classroom program, said, “County level programs are the biggest strength of our IAITC efforts. Illinois has the benefit of local contacts that provide content knowledge and easy strategies for teachers to utilize. The county programs work to integrate agriculture into existing classroom curriculum.”

“I work with teachers to schedule lessons relating to what they are teaching,” explained Julie Read, Marshall-Putnam Ag in the Classroom coordinator. “Often I can provide teachers the standards that the lessons meet. This is helpful for their documentation.”

County Coalition Grants are made possible through funding from the IAA Foundation, the charitable arm of the Illinois Farm Bureau. The IAA Foundation seeks funding partners and coordinates fundraising events to support Illinois Agriculture in the Classroom. In addition to County Coalition Grants, fund raised support

teacher grants, Summer Ag Institutes and keep resources like Ag Mags available to teachers and students at no cost.

“Thanks to the work of local ag literacy coordinators, backed by the steadfast generosity of our individual and industry contributors, the IAA Foundation is able to award an all-time high of $640,500 in grants to 79 coalitions across the state,” said Susan Moore, director of the IAA Foundation. “These funds will allow local ag literacy efforts to continue to thrive in both rural and urban communities throughout Illinois,” she continued.

Partner organizations of the Illinois Agriculture in the Classroom program include Illinois Farm Bureau, Facilitating Coordination in Agricultural Education (FCAE), University of Illinois Extension, Illinois Beef Association, Illinois Corn growers, Illinois Pork Producers, Illinois Soybean Association, Midwest Dairy Association, Illinois Department of Agriculture and the Association of Soil and Water Conservation Districts.

To make a big impact, shop local, shop small Support your local businesses on Small Business Saturday

lack Friday will be here in a few days. It will be crazy.

The Friday after Thanksgiving is the beginning of the holiday shopping season. It’s when people get up early, sit in traffic, hunt for a place to park, fight the crowds, and stand in line to buy “doorbusters” that no one in the family may want or use.

That’s why I like Small Business Saturday.

Small Business Saturday, the next day, is when people go out to support the independent shops and restaurants that support their communities throughout the year.

Small business accounts for 99.6 percent of Illinois’ employers, and they employ 45.5 percent of the state’s private sector workforce.

While the chain stores are owned

by Wall Street investors, the independent shops and restaurants taking part in Small Business Saturday are owned by and employ our

COMMENTARY Mark Grant friends and neighbors. They’re the same businesses that support our schools and sports teams and charities throughout the year.

NFIB, the nation’s leading small business advocacy organization, points out that shopping small is a lot different than shopping big.

Instead of dealing with harried part-timers hired to help out at the big-box stories over the holidays, you stand a good chance of dealing directly with the owner of the business on Small Business Saturday.

You’ll be served by someone who actually cares whether you find the thing you’re looking for and wants you to come back all year long.

Small Business Saturday began in 2010 as a marketing campaign launched by American Express to promote small businesses, but as state director of NFIB in Illinois, I know Small Business Saturday isn’t a gimmick.

Speaker Madigan off-base in his analysis of election results Rauner and GOP losses don’t mean speaker is a success

M

ike Madigan is a man in love. The usually stoic Illinois speaker of the House is smitten. And last week, he didn’t even try to hide who he holds dear.

The object of his affections?

Why, it is himself, of course.

I’ve never encountered a news release quite so full of self-adulation and gloating as the one Madigan issued through the Democratic Party of Illinois, which he leads: “Last night’s election results definitively proved that the [Bruce] Rauner Republican playbook of attempting to make the entire 2018 election a referendum on Speaker Madigan, to distract from Republicans’ record, is a failure. Rauner and the Republican

COMMENTARY Scott Reeder Party spent several years and hundreds of millions of dollars focused on tearing down one man, and last night that strategy definitively failed for Republicans up and down the ballot who joined in the effort.”

OK, it’s a little weird that he talks about himself in the third person.

But all the same, we get the message: He’s sticking it in the eye of his arch nemesis, Gov. Bruce Rauner, who was defeated last week.

And, yes, Bruce Rauner is a failure.

But just because your foe fails, doesn’t mean you’re a success.

Mike Madigan’s news release was the equivalent of him running on the street and hollering: “People really like me.”

Look, Illinois Republicans had a rough election.

The reasons are many, but here are a few: a GOP president unpopular in the Chicago suburbs, a Republican Party unable to unite after a bruising gubernatorial primary, an unpopular governor at the top of the ballot and getting outspent 3 to 1 by J.B. “Big Bucks” Pritzker.

None of these things equates to Mike Madigan being popular.

In fact, last year, a poll conducted

by Southern Illinois University’s Paul Simon Public Policy Institute found that 61 percent of Illinoisans disapprove of Mike Madigan and 58 percent disapproved of Bruce Rauner.

Voters rendered a judgment Nov. 6 that had “damned if you do” edging out “damned if you don’t.”

But Madigan said this of Rauner’s efforts: “It failed because Speaker Madigan and the Democratic Party of Illinois are champions of smart

economic and social policies that better the lives of Illinoisans and create a state that works for all of us.”

Huh? Illinois has the worst credit rating in the nation, and has an unfunded pension liability of $250 billion, according to Moody’s. The state is on the brink of insolvency.

Over the past 40 years, both Republicans and Democrats have contributed to this fiscal mess. But the common denominator during those four decades is Mike Madigan.

His fingerprints are on nearly every vote that has contributed to Illinois’ fiscal death spiral.

To say Mike Madigan has exhibited “smart economic policies” is silly.

For Madigan to claim such is an exercise in self-delusion.

It will take positive thinking, hard work

I

n an old cartoon, Pogo surveyed the world around him and declared: We have met the enemy and he is us. So it may be in Illinois. We are so glum about our fiscal, tax, political and corruption problems that many of my friends have given up on Illinois. And their dour attitude is infectious.

We all need a strong dose of Norman Vincent Peale’s power of positive thinking, which can also be infectious.

First, we are not alone in our travails. Many states face big problems.

Coastal states are being hammered by more frequent and more ferocious storms. Texas and the Southwest are ever more beastly hot and desperately parched, wondering where their next drop will come from. California not only has punishing taxes but housing prices that are pushing many out of that state.

Yet some states with big problems thrive. Minnesota has an individual income tax top marginal rate that is twice that of our tax: 9.85 percent versus our 4.95 rate. And winters that can be brutal. Yet Minnesota has a healthy, growing economy and increasing population.

For most of our state’s history, our great strengths — location in the middle of the country, dense networks of interstate highways and railroads, the nation’s leading airport for domestic and international connections, an incredibly vibrant central-city in Chicago, copious surface and underground water supplies, and much higher than typical percentages of population with bachelor’s and advanced degrees — have made Illinois a leader among the states in innovation and wealth.

We can regain our leadership status, but it won’t be easy.

First, we have to stabilize and

UNDERSTANDING ILLINOIS Jim Nowlan make our state fiscal system predictable for business. The state has for years been running a deficit of between $2 billion and $3 billion a year. State Rep. Steve Reick, R-Woodstock, has proposed a major Illinois budget efficiency and savings commission.

Incredibly, there hasn’t been a serious attempt at this in decades, if ever. Our appropriations process is in shambles — each year (when indeed we have a budget) a small group of legislative leaders gather in secret at the end of a legislative session and hammer out a budget based on last year’s spending.

I doubt Steve’s efforts would result in enough savings to close our deficit gap but, hey, we have to try, and we have to show taxpayers we are serious about our desire to spend their money responsibly.

Second, we have to address the oppressive burden placed on taxpayers by efforts to shore up our underfunded state employees pension system. At present, we are spending each year the equivalent of 30 percent of our individual income tax revenue solely on building up pension assets — beyond the normal cost of each year’s additional pension obligations incurred for employees.

We have already severely reduced future pensions for new employees, and we have tried repeatedly – but been rebuffed by the state’s highest court — to eliminate overly generous benefits, such as the minimum 3 percent annual compounded increases.

I have concluded that the best, most practicable option from an array of terrible ones is to stretch out our efforts to rebuild pension

assets. Instead of 90 percent of full funding by 2045, maybe 70 percent by 2055. All benefits would continue to be paid. Our budget crisis is now, not in 2045, when taxpayers would see their pension burden cut dramatically under the current law.

Third, we need to start a process of long-term thinking about where we want to be in 10 to 20 years, and of how to get there. This will require collaboration among lots of experts as well as of elected officials. This has never been done in Illinois.

To make such a process work, we must reject our toxic, hideously negative, politics-by-billionaires process. Conflict will always be central to politics; resolving conflict is the raison d’etre — reason for being — of representative government. And we have had stretches in our state’s history of feisty yet ultimately collaborative, bipartisan conflict resolution.

To accomplish the above, the graduates of the Edgar Fellows Program must step up, and soon. What is that, who are they, readers ask?

For the past 7 years, former Gov. Jim Edgar has gathered a bipartisan, statewide group of younger, destined-for-success leaders for an

intensive week of seminars and across-the-aisle bonding. The Fellows hear from the likes of former Indiana U.S. Sen. Dick Lugar and congressman-cabinet member Ray LaHood of Peoria about how to get constructive things done in a civil way.

More than two-thirds of the Fellows have become state legislators, congressmen, mayors and civic leaders. And they have proved they can work together to get things done, as with the recent, complex school funding reform, hammered out by Edgar Fellows in the Legislature of both parties.

The Fellows need to step up their game in a couple of ways. First, convene an annual, big gathering for long-term thinking. Second, start running for the top offices; don’t wait to be anointed by the moneybags and political powers that be.

Third, remember that it is all about Illinois and your fellow citizens, not about you.

Illinois has all of the pieces to be a leader again; we just have to put them together.
