BY KIM SHUTE Shaw Media HENNEPIN — The Putnam County Board, meeting on Nov. 12, passed a 2020 budget that cuts nearly $1 million out its typical $3 million budget.

The board, until the last minute, tangled over a $4,000 increase in the county clerk’s office budget meant to cover expenses for a presidential election year, but it’s that kind of diligence that cut almost one-third of the expenses from the budget, which covers the fiscal year from Dec. 1, 2019, through Nov. 30, 2020.

Board member Sheila Haage questioned why the county clerk’s budget request increased from $10,000 to $14,000 when the board as a whole has worked so diligently to reduce costs.

“We’re in a pinch, we have no money,” Haage said. “Yet we keep adding to this, adding to that. How does this keep happening?”

County Clerk Dan Kuhn pointed to the 2020 elections, both general and presidential, as the reason for the increased expense item. Initially, Kuhn said he budgeted $14,000, later reducing the cost projection, but in the end he expects the added expenses to be more in line with his original projection.

“I don’t want to go over budget,” Kuhn said. “But I will if that’s what has to happen. I have to run the election.”

“We’re running on bare bones,” he said. “We cut a third of our budget, and still have a functioning courthouse and departments. We’ve spent hours working on this, and we’re getting it under control and headed in the right direction.”

Board Chair man Steve Malavolti suggested the budget could be accepted as presented, and later in the fiscal year, funds could be appropriated for the clerk’s office based on needs.

Kuhn said funds to run his office often come from grants, and said last year he contributed $9,500 in reimbursements to the county’s general fund.

Malavolti reminded the board more expenses always are in the

pipeline, pointing to a mandated minimum-wage increase, which will in turn raise the rates of other skilled workers, a move that will be necessary to keep qualified help in county offices.

“A minimum wage increase will drive up all wages,” he said. “We have to know that increasing minimum wage to $15 will drive up other costs. We aren’t going to attract skilled workers if you can work at Costco for $20 an hour. We also have to take into account the rising cost of health insurance.”

In the end, the board approved the budget as presented with the understanding that additional funds may need to be moved to cover election costs.

Primary petition filing dates are Nov. 25-Dec. 2 HENNEPIN — Putnam County Clerk Dan Kuhn reminds candidates seeking to be on the March primary ballot that Monday, Nov. 25, is the first day to file nominating petitions for county offices and precinct committee positions.

“This is to ensure that your name will appear on the ballot at the upcoming March 17, 2020, general primary election,” Kuhn stated.

Kuhn said the original nomination papers (petitions) must contain original sheets signed by voters and

the individuals circulating the petitions.

“The petitions must then be filed with the Office of the County Clerk and Election Authority,” Kuhn said.

The last day for filing nominating petitions is Monday, Dec. 2.

BPART growing ‘painfully fast,’ needs more drivers Expansion of service hours boosts demand for rural transit service

BY GOLDIE RAPP news@putnamcountyrecord.com Bureau Putnam Area Rural Transit (BPART) is growing “painfully fast” and is in need of more drivers and a mechanic to keep up with its passenger demand.

During the Nov. 12 Bureau County Board meeting in Princeton, BPART Director Mick Johnson shared statistics for October and said the numbers had drastically increased from September.

Total number of passengers were 6,311, and total passenger miles were 55,276.

With so many passengers, Johnson said BPART has had to deny rides, because there is not enough staff to keep up with the demand.

“There just isn’t enough help out there, and I need more,” he said.

Johnson thanked board members for their support of BPART since its inception.

“I feel we have proven that it is a valuable asset and we are at a point where all we can do is go up. We’re growing fast. We need more vehicles.

We need more drivers. We need more riders. … Spread the word because we’re doing good things, and I want to keep it up,” Johnson said.

In July, BPART expanded its service hours to include evenings and Saturdays. With this change, BPART now operates from 6 a.m. to 9 p.m.

BY KIM SHUTE Shaw Media PRINCETON — A Spring Valley man accused of murder motioned the judge for a bench trial during a hearing Nov. 14 in Bureau County Circuit Court.

Eddie L. Mentgen Jr., 38, will not face a jury of his peers when he stands trial on a charge of killing then-girlfriend Marissa Roberts this past spring. Instead, he opted to have his case presented before Judge C.J. Hollerich.

Mentgen has been held in the Illinois Department of Corrections since his April arrest, having been taken into custody in Wisconsin days after authorities say he bludgeoned 27-year-old Roberts to death in her Spring Valley apartment.

In a move that State’s Attorney Geno Caffarini said wasn’t necessarily expected, Public Defender Brad Popurella presented a written motion to opt out of a jury trial.

Popurella also presented a motion to delay the trial from Dec. 9 of this year to Feb. 18 of 2020, which the judge accepted.

Mentgen asked to remain in custody of the Department of Corrections where Popurella said he’s being treated for an unspecified medical condition. He’s previously argued through his attorney to remain in DOC custody for a variety of reasons, including access to a law library and 24/7 telephone access.

During the hearing, the parties intended to argue a motion on whether Mentgen’s previous criminal history could be introduced at trial. He was on parole at the time of the murder.

However, First Assistant State’s A t t o r n e y T h o m a s B r i d d i ck dropped that motion at the hearing. Caffarini later said the introduction of a prior history may have less bearing on a bench trial.

Mentgen, if convicted, faces up to 20 to 60 years in prison.

GRANVILLE — Robert Lee Standard, 78, of Granville died Saturday, Nov. 9, 2019, at his residence.

Robert was born Feb. 25, 1941, in Mendota to Ralph and Agatha Standard.

He married Drusilla McDaniels on Dec. 31, 1979, in Peoria. She passed away on Aug. 20, 2017.

Robert attended Barber College and served in the U.S. Navy. He worked at the Hennepin Steel Plant, where he was a millwright for 37 years.

Robert was a former member of the United Steel Workers Union in Hennepin.

He enjoyed watching high school and college sports, and enjoyed his animals.

Fishing in Minnesota was a big part of his life.

Meanwhile, Deshcha, a bald eagle, came to SOAR when she was 6 months old and has been unable to fly ever since. Berni Richter said Deshcha’s flightlessness is not because she can’t fly, but because an accident made her afraid to fly, and she prefers to walk.

Deshcha is also the Starved Rock mascot for the Plum Island Eagle Sanctuary project.

Chief Senachwine Chapter DAR members seek Orphan Train riders HENRY — Members of the Chief Senachwine Chapter NSDAR learned about the Orphan Trains at their District II meeting from Bryn Callahan, 17-year-old president of the Illinois Society Children of the American Revolution (C.A.R.). Chapter members are now interested in learning the history of any area residents aware of youthful ancestors who rode the trains between 1854-1929.

At least 10,000 children are estimated to have been placed with families in Illinois through hundreds of Orphan Train stops at train depots.

A few orphans who settled with area families follow: at Chillicothe, Amelia Werner, 1897, family of J.M. Uhden; at Henry, William Eckhardt, age 17, family of Jonas Maust; at Sparland, Phillip Houston, age 15, family of H.D. Bonham; at Edelstein, Joseph Troiano, 1891, family of John H. Keifer; at Bradford, William Lemme, 1891, and Lena Burke; at Castleton, William Rust; at Putnam, Gertrude Weisbecker, 16, 1897, family of Irven Williams.

abandoned, orphaned and neglected children from Eastern cities, overcrowded with immigrants with many lacking work, to various Midwestern states and eventually across the nation and into Canada.

By 1850, an estimate of 30,000 such children existed in New York City alone. Groups such as the Children’s Aid Society, Children’s Village and the New York Foundling Hospital sought to alleviate the suffering of these children with their relocation plans.

Flyers and ads were used to announce the arrival of an Orphan Train. Children would be lined up at train stations to be inspected by potential parents. Often siblings were separated. Many families taking in the children planned to feed, clothe and educate them until age 18. Some children were adopted.

Some were overworked or abused, or used as servants. Certainly, such major movement affected the lives of these riders, their foster families, and American culture.

Hennepin American Legion Auxiliary presents program to PCHS students GRANVILLE — The American Legion Auxiliary’s 100th anniversary was deemed an appropriate time to provide a presentation to the Putnam County High School student body. Approximately 285 high school students were in attendance for the Hennepin American Legion Auxiliary (ALA), Unit 1044 presentation.

Hennepin ALA members included Linda Pinn, Shirley Boggio, Pauline Marchiori, Patricia Henning and Nancy Errio-O’Connor. Pinn discussed focus areas of the American Legion Auxiliary, which are advocacy for veterans, veterans/ military support, military families and youth development. Examples of Service, Not Self specific to the Hennepin ALA included the engagement of the Hennepin Elementary students in the paper placemat coloring project. Completed art projects

are then taken to the Bob Michel VA Clinic in Peoria for distribution to the veterans. ALA members purchase personal items, including clothing items, twice a year that are taken to the Bob Michel VA Clinic for distribution to the homeless veterans. Annually, personal care items are purchased by the Hennepin ALA members for the patients at the LaSalle Veterans Home, in addition to 200 Christmas/holiday greeting cards. The Hennepin American Legion Auxiliary members join the American Legion in providing a Memorial Day service at Hennepin and two other smaller rural cemeteries. Putnam County High School student Molly Boyd was selected by the Hennepin ALA to attend this year’s Girls State, which she provided highlights of her experience to the student body.

Family Reading Night in Henry HENRY — Nancy Gillfillan, literacy promotion chairwoman of the Chief Senachwine Chapter NSDAR and also literacy promotion chairwoman of the Illinois State Organization, has worked with the Henry Library and librarian Elizabeth Wild to present a Family Reading Night at 6 p.m. Wednesday, Nov. 20.

Among the readers will be Katie Grumbine and military veteran Ken Williamson.

The DAR joins the Illinois Reading Council with Jesse White, Illinois Secretary of State and State Librarian and honorary chair, in

sponsoring programs encouraging parents to instill a love of reading in their children.

The declared National Family Literacy Day is Nov. 1 with Family Reading Night declared an annual statewide event set during the third week in November to encourage families to spend quality time reading together.

Dads, moms, kids and others who support reading and literacy are encouraged to attend the first co-sponsored Family Reading Night at the Henry Public Library at 702 Front St. in Henry.

Hennepin Park District will sponsor ‘Movie Mania’ event on Nov. 29 HENNEPIN — The Hennepin Park District will sponsor a “Movie Mania” on Friday, Nov. 29, in the Community Room on their 82-inch HD big-screen TV. They will show three movies — “Toy Story 4” at 9 a.m., “Angry Birds II” at 11 a.m. and “Elliot the Littlest Reindeer” at 1 p.m. Participants may come for one or all of them. Popcorn and a beverage will be served during the films.

After the first movie, hot dogs and chips will be served. After the second movie, participants will make their own ice cream sundaes. Participants may also bring a sleeping bag and a pillow to lie on.

All movie goers are invited to stay after the movies for open swim at no additional cost. Open swim on this day will be from 1 to 5 p.m.

The cost of this program is free to Hennepin and Hennepin Township, and $10 for all other areas.

If you only attend one movie, the cost will be $4 for all other areas.

Preregistration is requested. Due

The pool will also be open on Wednesday, Nov. 27, for open swim from 2 to 5 p.m. and 5:30 to 8 p.m.

IVCC theater department will present ‘Elf — The Broadway Musical’

OGLESBY — Illinois Valley Community College’s theatre department is literally kicking off the holidays with high kicks, singing and dancing when “Elf — The Broadway Musical” opens Thursday, Nov. 21, on the IVCC stage.

Based on the wildly successful Will Farrell movie, “Elf,” the story has been adapted for the stage featuring a large cast and multiple production numbers that even include tap dancing. The endearing “fish out of water” musical comedy places a North Pole elf amidst a grumpy New York City.

Starring as Buddy is Reid Tomasson of Oglesby. Buddy, after realizing he is human after all, leaves Santa (Mark Nowakowski of Peru) and his home at the North Pole in search of his father in New York.

Once in the city, he finds his workaholic father, Walter Hobbs (Don Grant Zellmer of LaSalle), a stepmother, Emily (Natalie Verucchi of Oglesby) and even a little brother, Michael (Tyler Kofoid of Oglesby).

He also finds love in the form of a department store elf, Jovie (Ashley Hurst of Peru), a friend in his father’s assistant, Deb (Megan Cullinan of Peru), and turns the

store manager (Melanie Maskel of La­ Salle) from a Scrooge to a true holiday fanatic.

“Elf — The Broadway Musical” will play evenings at 7:30 p.m. Thursday, Nov. 21, Fridays, Nov. 22 and 29, and Saturday, Nov. 23 and 30, with matinees at 2 p.m. Sundays, Nov. 24 and Dec. 1, and Saturday, Nov. 30, in the Dr. Mary Margaret Weeg Cultural Centre.

He’s been rising through the ranks

Auto group owner Gary Lang talks past, present and future

CHENRY — If you ask Gary Lang about his life, he’ll tell you this: “I’m the luckiest guy in the world.”

Lang owns McHenry-based Gary Lang Auto Group, though he didn’t always expect to make a career in the automotive industry. He fell into the car business in 1975 out of necessity and since has moved up the ranks.

Gary Lang Auto Group now conducts about $170 million in sales annually and employs about 160 people on the 22-acre dealership located off Route 31.

Long a McHenry County business leader, Lang this year joined the Corporate Advisory Board of Shaw Media Illinois, a group of professional leaders from around northern Illinois who are helping advise the company as it charts a path to the future.

Lang began his career in sales at a Waukegan dealership in 1975. He had been working in the construction industry, installing underground plumbing for the Six Flags Great America project in Gurnee.

A workers strike led to layoffs, and Lang was forced to find another job, he said.

“I took a job selling cars that summer, in my canary yellow leisure suit,” Lang said. “I wasn’t good [at sales] then, but I got better.”

The Waukegan dealership promoted from within, and Lang quickly moved up the ranks until an opportunity to buy into a Chevrolet dealership in downtown McHenry popped up in 1983.

The dealership started with one lift and two bays in the service department. The current Gary Lang Auto Group service department now includes at least 55 lifts with 68 bays, Lang said.

Growth hasn’t come easy. When Lang first bought the dealership, he worked long hours seven days a week.

“My family would pick me up go to dinner and then drop me back off,” Lang said. “But you have to enjoy it.

If you enjoy it and have a passion for it, it’s not a job.”

The auto group expanded to its current Route 31 location in 1995.

The dealership at any given time has between 1,500 to 2,000 cars of various makes and models on the lots. The auto group carries vehicles from Kia, Subaru, Mitsubishi Motors, Chevrolet, Buick, Cadillac and GMC. But growth and success should be measured by one aspect of the business above all else: the people, Lang said.

“Our growth has been in our organization,” he said. “Not the brick and mortar. Not the highway frontage. Not the amount of cars.

As people develop and we get better at what we do and as we have more

people that are trained in the business, then we can expand.”

Lang said that he also thought it was important to give back to the community. The auto group donates cars and sponsors and participates in many community events such as McHenry’s Fiesta Days, the McHenry Rotary event Brews, Blues and BBQs and the city’s St. Patrick’s Day celebration.

The McHenry Area Chamber of Commerce presented Lang with the Frank E. Low Award last year. The annual award goes to outstanding business members of the community.

“The community has been very good to us,” Lang said. “We have been very fortunate. It’s a dream come true.”

Festival 56 will present comedy night on Thursday PRINCETON — The public is invited to join Festival 56 in some laughs with the last in a series of comedy nights at the Grace Performing Arts Center at 7:30 p.m. Thursday, Nov. 23.

For one night only, Marty DeRosa and Derek Graff will be performing stand-up comedy on the stage in Princeton in a truly unforgettable evening.

DeRosa is the next in the line of many hilarious comedians from Chicago. With his high-energy performances and his improvised comedic style, he has been turning

heads all over the comedy world. His shows have the feel of a house party where the class clown is holding court.

Graff is a Chicago-based stand-up comedian whose dry, self-effacing style has made him a Midwest favorite. His small-town upbringing and big city experiences have given him plenty to laugh at himself about. He performs at clubs and festivals all over the country, including Zanies and The Laugh Factory.

Festival 56 productions and special events are made possible in part by the Illinois Arts Council Agency

and National Endowments for the Arts. The Grace Performing Arts Center is located at 316 S. Main St. in Princeton, and is completely accessible with ample parking nearby.
