Voters shut down Putnam County tax referendum

HENNEPIN — Despite a push by board members to educate voters on the need for a tax increase, the referendum to do so was soundly defeated by Putnam County voters.

per year, was defeated in a vote of 2,220 to 1,053.

Board member Charlie Lenkaitis, who hosted a series of informational meetings about the referendum, said he was disappointed that the referendum didn’t pass, but already is looking to the future.

“It’s really upsetting, but I’m excited about Tony Rue and BJ Holocker being elected to the

board,” he said.

“I know they’ll bring a hard work ethic to the board and I’m looking forward to that.”

Lenkaitis was philosophical, saying the defeated referendum was a setback, but ‘these things happen’ he said.

“We’ll keep moving forward,” he said, “And we’ll go to work for Putnam County.”

COVID TESTING

Free COVID testing will be available this week The Illinois Department of Public Health (IDPH) has several mobile testing teams that are dispatched to various locations around the state each week to provide COVID-19 testing.

Area testing will be available • Princeton on Wednesday, Nov. 11, at the Bureau County Health Department, located at 526 Bureau

Valley Parkway, from 9 a.m. to 5 p.m.

• Hennepin on Thursday, Nov. 12, at the Putnam County Emergency Management Agency, located at 1120 Old Highway 26, from 9 a.m. to 5 p.m.

• Lacon on Friday, Nov. 13, at the Lacon Community Center, located at 405 N. Washington St., from 9 a.m. to 5 p.m.

Anyone can be tested, regardless of symptoms or immigration status. There is no cost to the individual for testing, but they should bring their insurance card if they have one. However, insurance is not required.

Specimens will be collected using a simple nasal swab. Drive-through and walk-up testing are both available at most locations.

From Nov. 1 to Nov. 8, there were 24 new cases of COVID-19 reported in Putnam County. This brings the total number of Putnam County COVID cases to 131 since the start of the pandemic. There have been no COVID-19-related deaths in Putnam County to date.

On Nov. 6, Illinois Department of Public Health announced that Bureau and Putnam counties were two of 76 counties on the state’s warning level for COVID-19.

A county is considered at the warning level when at least two of the

following metrics triggers a warning.

• New cases per 100,000 people. If there are more than 50 new cases per 100,000 people in the county.

• Number of deaths. This metric indicates a warning when the weekly number of deaths increases more than 20% for two consecutive weeks.

• Weekly test positivity. This metric indicates a warning when the seven-day test positivity rate rises above 8%.

• ICU availability. If there are fewer than 20% of intensive care units available in the region, this

triggers a warning.

• Weekly emergency department visits. This metric indicates a warning when the weekly percent of COVID-19-like-illness emergency department visits increase by more than 20% for two consecutive weeks.

• Weekly hospital admissions. A warning is triggered when the weekly number of hospital admissions for COVID-19-like-illness increases by more than 20% for two consecutive weeks.

• Tests performed. This metric is used to provide context and indicate if

more testing is needed in the county.

• Clusters. This metric looks at the percent of COVID-19 cases associated with clusters or outbreaks and is used to understand large increase in cases.

The total cases reported for each community since March in Putnam County as of Nov. 6 are: Granville, 57; Hennepin, 22; McNabb, 14; Magnolia, 10; Mark, 6; Putnam, 8; Standard, 8.

New cases in communities with more than six new cases during the week of Oct. 25-31 are Granville with eight case and Hennepin with nine cases.

Starved Rock cracks 2 million visitors for 7th straight year

BY TOM COLLINS TCollins@shawmedia.com Starved Rock State Park has passed 2 million visitors and counting this year, while mostly-reopened Matthiessen is headed for a down year.

On Friday, the park office released final attendance figures for the month of October. Starved Rock welcomed 285,478 visitors. That’s not a record but is 10% above the October average, and it pushed the yearly total to 2,031,807 and counting.

Despite being shut down much of spring and the entire month of April, Starved Rock has now cracked 2 million visitors for the seventh consecutive year. The park will not set an attendance record this year – the 2.8 million recorded in 2017 is out of reach – but the park’s popularity seems pandemic proof.

Meanwhile, Site Superintendent Alvin Harper reported 37,538 visitors to Matthiessen State Park, which was closed completely in September following the derecho storm and gradually reopened since. The October total is nearly 15% below its same-month average, but access was limited while workers repaired extensive storm damage.

“Matthiessen is about 90% open,” Harper said Friday, noting he extended horseback dates to accommodate riders hoping to capitalize on bad weather.

The storm damage and COVID-19 took a toll on Matthiessen, which is on pace for just 387,000 visitors – the lowest yearly total in six years.

The closures have been a mixed bag for park staff and for Utica, Starved Rock’s host community. On the down side, Utica’s retail sales plunged during the April closure, underscoring the village’s dependence on tourist receipts.

On the other hand, the closures also provided park staff with a rare opportunity to make infrastructure improvements without interruption or distraction. The extended shutdowns

Collectively, these improvements kept visitors on marked trails, reduced accidents and eased the strain on Utica’s first-responders.

Utica Fire Chief Ben Brown looked at his year-to-date figures and noticed the overall call volume is up 17%. Starved Rock remains a hot

spot for medical calls.

The vast majority of calls were for minor injuries resulting from on-trail accidents, such as twisted ankles. Not counting a March suicide, first responders haven’t had a major fall or fatality in 2020 that put them at risk.

“I’d rather see trail injuries than major falls,” Brown said. “Incidents with injury are down, and we’d like to keep it that way.

Meals on Wheels.

Keenan Campbell, through Northwest Incident Support, secured a shipment of 700 pounds of dried potatoes, 650 pounds of pasta and 35 pounds of dried tomatoes that will go to Meals on Wheels for LaSalle, Bureau and Putnam

counties.

Campbell said the pandemic has changed the way many seniors are able to receive meals because senior centers and other gathering places where meals are served have limited hours and operations.

IDPH releases region-by-region contact tracing data

Even before the current novel coronavirus pandemic, contact tracing has long been recognized as one of the most effective ways to slow the spread of infectious diseases during outbreaks.

The Illinois Department of Public Health and Gov. JB Pritzker on Friday put an added emphasis on the benefits of contact tracing, with the governor speaking on the subject at his daily news conference while the IDPH began posting region-byregion numbers on the process of identifying cases and those they’ve come into contact with while providing answers and support.

“Today, I want to review contact tracing data,” Pritzker said Friday afternoon. “Across Illinois, our 97 local health departments, operated by counties and cities across the state, are each in charge of reaching out to people who have tested positive for COVID-19 locally and evaluating all of their contacts, determining from there who else in their communities may have been exposed.”

Statewide, COVID-19 cases by

potential exposure location, defined as being “gathered by asking cases to recall locations visited in the 14 days preceding symptom onset or specimen collection if symptoms are not present,” by IDPH revealed a wide set of locations where confirmed COVID-19 cases may have been.

At the top of the list: Other, with 4,180 cases, or 11.6% of the total breakdown.

Second: Bars and restaurants, with 3,877 cases, or 10.8% of the total breakdown.

After that, school (10.5%), a workplace (other than the office) at 10.3%, hospital or clinic (8.63%), business or retail (8.56%), office setting (5.7%), and private home (3.62%), were the most common locations for COVID19 location exposures listed.

With the number of cases continuing to climb across the state, so too will the workload of contact tracers.

The statistics of their efforts to this point have been released.

Of 191,960 confirmed cases state-

wide between Aug. 1 and Oct. 24, contact tracers have attempted to contact 133,017 [69.29%] of the sufferers and 120,517 [70.11%] of those designated “close contacts” — those who have been identified as having been within six feet of a reported case for 15 minutes from two days before the illness onset until the time the case was isolated.

Out of those attempts, contact tracers have successfully interviewed 102,864 [53.59%] of those with COVID-19 and 97,314 [56.61%] of their identified close contacts.

“Just like wearing a mask, answering a contact tracer’s call is a way to help keep your family safe and protect your community,” Pritzker said.

“And that’s going to be even more important with community transmission as high as it is right now.”

Kinzinger on his way to re-election in 16th Congressional District

Kinzinger, who has held the seat since 2012, garnered 67.3% of the vote, with a good percentage from at least 12 of the 14 counties report-

ing and 64.18% of the vote in Putnam County, as of 10:20 p.m. Nov. 3.

He was opposed by Dani Brzozowski, D-LaSalle.

Kinzinger wouldn’t declare victory over Brzozowski, but he said the numbers looked good enough that he felt comfortable saying he’d win reelection.

Kinzinger said Tuesday night. “As far as internal expectations, we’ve blown that away.”

Ramona was born Jan. 31, 1933, at home in Hennepin to Karland Olga (Olsen) Larson. There she participated in 4-H for sewing and cooking. She attended Hennepin one-room grade and high school. It was at a high school dance where she met her true love, Louis Noll, whom she later married on Sept. 23, 1949, in South Bend, Ind. She worked as a nursing assistant at St. Mary’s Hospital before becoming a homemaker and mother. She was an

grandchildren; a sister, Jean Strack; and several nieces and nephews.

She was preceded in death by her husband, Louis; one son, David Noll; two grandchildren; a great-grandchild; and two sisters and a brother.

active member of the Cherry School Board and Mothers’ Club, as well as a booster for Hall High School. She also drove around the area to ask survey questions for the Gallup Poll.

As her children became more interested in sports, so did she. Ramona was a coach for summer league girls’ and women’s softball. She was also a volleyball and softball referee for the area grade and high schools. In her spare time, she sold crafts, played cards and worked in the garden. On Jan. 18, 1983, she was named “Woman of the Week” by the News-Tribune.

Ramona was a longtime member of the Trinity United Church of Christ in LaSalle. There she was a council member, published the newsletter, taught Sunday school and was Sunday school superintendent. She enjoyed helping cook the potluck dinners, working with the children and making costumes for the holiday pageants.

Cade A. Kaszynski, 18, of Peru, was driving a 2017 Ford eastbound on North 850th Road approaching Route 89, failed to stop at the intersection and collided with a Buick driven by Bruce T. Acuff, 32, of Varna, police said.

Both drivers were transferred to OSF St. Francis Medical Center, Peoria, as was one of Kaszynski’s three passengers, 18-year-old Nicholas D. Cabal, of Streator.

A spokeswoman for St. Francis said Acuff would be discharged Nov. 4, Kaszynski was in good condition and Cabal is “stable.”

Two more of Kaszynski’s passengers, 17-year-old boys from Oglesby and Granville, also were taken to local hospitals but their identifying information was withheld and their conditions not available. The accident is under investigation and charges are pending, police said.

Peru, Spring Valley hospital deal gets OK from Springfield

BY TOM COLLINS TCollins@shawmedia.com Springfield has given the Peru and Spring Valley hospitals the OK to merge.

A spokeswoman for the Illinois Health Facilities and Services Review Board said Nov. 5 that the regulatory body has approved a change of ownership for St. Margaret’s Health and Illinois Valley Community Hospital, clearing the way for the hospitals to consolidate health care operations.

Agency spokeswoman Courtney Avery stated that approval was granted Nov. 2, and a public notice would be posted on the agency’s website no later than Nov. 9. Employ-

ees of both hospitals were reportedly notified Nov. 4 of the regulatory approval via email.

The state OK enables the hospitals to enter into an “affiliation” beginning Jan. 1.

Linda Burt, vice president of quality and community services for St. Margaret’s, said Thursday the two hospitals now will begin the “integration planning phase,” where the two sides talk nuts and bolts.

“There were things from an antitrust perspective that we can’t discuss until after the closure on Dec. 31 of this year,” Burt said.

Consolidation of services, merging of departments and eliminating positions won’t happen until later.

Burt said the process could take up to three years, although more likely is one to two.

“In the short term,” she said, “There won’t be a lot of changes.”

IVCH did not immediately return a request for comment.

St. Margaret’s and IVCH had signed a binding definitive agreement to consolidate their health care operations to form a regional health network. The new organization will be governed by SMP Health System, of which St. Margaret’s is a member, through a new regional parent company that will have board members representing the local communities historically served by the two health systems.

Both St. Margaret’s and IVCH had submitted certificate of exemption applications to the Illinois Health Facilities and Services Review Board for a change of ownership. With such Wapproval now in hand, IVCH will be known as St. Margaret’s Health – Peru. Likewise, St. Margaret’s Hospital will be known as St. Margaret’s Health – Spring Valley.

Once the affiliation is complete, the combined entities will conduct a thorough assessment of both facilities, the services provided and the needs of the communities that they serve.

It is anticipated that the full integration of the two organizations will take at least a year.

‘It’s A Bug’s Life’ HENRY — Marshall-Putnam Ag in the Classroom has been bugging around!

It’s a Bug’s Life was a success at Putnam County libraries. Participants learned about insect body parts when they built their own bug with playdough, googly eyes, pipe cleaners, pom poms and other craft objects. They also were quizzed on classifying bugs based on what they learned about insect body parts. Next, the participants talked about the environments insects live in and why they survive there. After learning about habitats, the participants learned about how insects can be helpful to farmers, gardeners, and even us.

Lastly, the participants made a life cycle bracelet which represented the monarch butterfly and its role in pollination.

One day after St. Bede announced last week it will not start basketball on Nov. 16, the first day of the scheduled IHSA season, Putnam County is heading in the same direction.

Putnam County athletic director Chris Newsome said that all signs are pointing to a recommendation from superintendent Carl Carlson to the PC board to follow the most recent guidance from IDPH, ISBE and the governor’s office as it relates to basketball season, and not play this winter.

Nov. 16 is the next scheduled board meeting for PC, and Newsome said, “the board ultimately will vote to go with the recommendation or to go against the guidance.”

Newsome said, unofficially, when he took a straw poll of Tri-County Conference athletic directors at their Nov. 4 meeting, seven of eight schools where fairly certain their schools would not go against the guidance of IDPH, ISBE and the governor either.

Ottawa Marquette announced last week, under the direction of the Catholic Diocese of Peoria, it would opt out of the winter season.

St. Bede, which is a part of the Peoria Diocese, followed suit.

“After careful consideration and out of an abundance of caution, St. Bede will follow the guidelines of the IDPH,” St. Bede athletic director Nick McLaughlin said. “This decision is based on the IDPH’s decision to move basketball from medium risk to high school due to the potential exposure to COVID-19. As the COVID-19 positivity rate in our region reaches very concerning new levels, we will continually strive to make decisions which prioritize the health, safety and well being of our student-athletes and school community.”

McLaughlin said if the IDPH changes its guidelines, the school would play.

Bureau Valley athletic director Brad Bickett also said it is unlikely BV would go against the IDPH’s guidance as well.

Hall and Princeton have yet to make an announcement of their intentions, though Hall athletic director Eric Bryant expected a special board meeting to be scheduled soon.

New wrestling season brings new challenges

While the IHSA stood firm that its winter basketball season will remain as scheduled, it is moving its wrestling season to the end of the school year.

The IHSA announced last week that the upcoming wrestling season, which was scheduled to start this month, would be moved to the new summer season from April 6 to June 26, 2021 due to safety concerns for COVID-19 as a high-risk sport.

“It is definitely going to be different not having wrestling this winter, but I am excited the IHSA made the decision to allow us the opportunity to compete,” Princeton coach Steve Amy said. “Having wrestling in the spring and into the summer months will present some different challenges, but at the same time we still get to wrestle so we will take those challenges as they come.”

Amy understands the concern about wrestling, because it “is a close contact sport. It doesn’t get much closer.”

But he doesn’t understand why it’s OK to have his 9-year-old son, Hawk, and other Princeton kids wrestle twice a week at a club in Bettendorf Iowa, but it’s not OK to wrestle in Illinois.

“We’ve been going there since May. I guess I’ll continue to do that.

Get more family time in,” Amy said.

St. Bede coach Sam Allen is not a big fan of the move at all, feel-

ing that there are ways that the sport could have remained where it was instead of putting the various sports in opposition. He feels that wrestling is as much a contact sport as basketball, so if basketball players are in action in the winter, so should the mat men.

“I think there are ways that we could have made this work under certain guidelines,” Allen said.

“At the pro level, they’re doing it.

At the college level, they’re doing it. They’ve proved it can be done, so it doesn’t seem necessary from my point of view because there are ways to do them safely … In addition, there’s the issue of conflicts with other sports, plus I don’t like the fact that’s its pushing it all the way back to the last possible moment. What if that season gets cancelled, too? Then no one has a season at all.

“I am surprised that there isn’t as much pushback over wrestling as there is for basketball. I think wresting people are just happy to have hope for a season. I’m grateful, too, but there just doesn’t seem to be a whole lot of data to back it up.”

Jerry Kriewald, who will be stepping down as PC/Hall coach after starting the co-op 10 years ago, was very much in favor of the move for the safety of every one involved during the pandemic.

“For everyone’s well-being, delaying all high-risk sports for a season isn’t so bad to avoid a potential situation,” he said. “We were concerned

in April with 2,000 daily infections and now we have 6,000. It seems like the logical choice with fewer interruptions for wrestlers to train and compete is to start in the spring.”

“Every sport works hard and goals are affected. Transitioning to a summer sport hopefully give us enough time to come up with a vaccine and allows our wrestlers to have not just 20 duals, but experience the life-changing State series.

Some students in their teens identify their character with IHSA sports and allow to be defined by them.”

Kriewald said the switch will prevent wrestlers from being set up for a big disappointment in the event they were forced to quarantine.

“We are in times that can change day to day. Wrestling is a sport that changes your daily diet and habits.

COVID can alter the weekly season in 12 hours,” he said. “Could you imagine losing 15 or 20 pounds of body fat and train for the ultimate match, then realize your goals are shattered two days before regionals, because an acquaintance you are around is affected or exposed and puts you in quarantine?

Area coaches do have concerns that athletes will now be forced to choose between sports with football now scheduled for Feb. 15-May 1, and baseball, track and boys tennis all May 3-June 26.

“During that spring/summer season is when quite a few of my wrestlers would be out for baseball, soccer, or track so either we will have

to share athletes or they will have to choose,” Amy said.

Matt Rebholz, who will take over the reins of the La Salle-Peru wrestling program from Ed Wrobleski whenever the season starts, agrees that mat programs at schools of that size and smaller could be hurt by the move.

“My first impression is that while I’m a little disappointed it’s being moved, I’m still happy there’s going to be a chance for a season,” he said, “but there will obviously be more conflicts with other sports and because we are a small, rural school, we will be competing with them within our school for athletes.

Right now, our hope is that we will have a team when the time comes, that’s our goal, and we’ll go from there.

“I’m very excited as this season is my first as the head coach, but you never want to see athletes not have a season and not have results for all the hard work they’ve put in.”

Kriewald himself had to make a choice between wrestling and his job as a franchise owner for Stanley Steemer, saying the April-May schedule would really conflict with his work responsibilities.

Amy said wrestling has prepared his kids to handle obstacles like this.

“The great thing about the sport of wrestling, it teaches you how to adapt and overcome when life throws you curve balls and anything else,” he said.

It also bothers me more than a little that his supporters so easily leave their morals behind.

Are they filled with pride as he brags, on tape, that women will let him do anything he wants because he’s such a celebrity? I won’t repeat the word he used because it’s base and so representative of his crassness.

Oh, and just a reminder, Mr. Kozma, Donald Trump DID call our soldiers losers and suckers.

I watched and heard him say it on TV myself. So it is not a lie, it’s a fact, just like so many other “facts” you are unwilling to admit.

Regarding COVID-19, researchers at Stanford University have turned Trump’s rallies into “a case study in wrongness” according to Daily Kos. Looking just at rallies held between June 20 and Sept. 22, they came up with a total of 30,000 cases. That means Donald Trump isn’t just ignoring

the pandemic, or even encouraging herd immunity. He is the nation’s single largest vector of disease. That is just a fact. And though you might want to stick your head in the sand or decide to reside in that alternate universe Donald Trump lives in, it will remain a fact!

Park Tavern holds its own in great fried chicken A friend of a friend said Alexander Park Tavern serves the best fried chicken in the Bureau, LaSalle and Putnam counties area.

Being the local fried chicken hound I am, I had to put the claim to the test.

I don’t like to crown one place or another the best, because I think it’s all a matter of taste, but after ordering the fried chicken family style at Park Tavern, I can see why anyone would rank it as their No. 1.

First of all, go family style.

It’s a lot of food, but they have to-go boxes.

The family style order at $13.95 includes three pieces of mixed chicken (you can request all white for $1.50 extra), a side of spaghetti and tortellini (ravs in the Illinois Valley), fries, salad or coleslaw, fritters and garlic toast.

The homemade fritters, which are lightly dusted with powdered sugar, are served hot before the meal, and they are amazing. The tortellini are not the classic O-shaped, meat-filled pasta but instead are a meat-filled button – and appear to be homemade.

And the generously salted thin crinkle-cut fries also were a highlight of the meal.

As if that weren’t enough food, I ordered deep-fried tortellini ($6.65) as an appetizer, and my dinner companion chose the deep-fried mozzarella cheese sticks ($5.50). I’ve seen deep-fried ravioli on lots of menus, and it’s always a favorite starter, but I’ve rarely seen deep-fried tortellini, so I had to give a try. It didn’t disappoint. It’s also served with a sizable helping of marinara sauce for dipping.

After trying the deep-fried tortellini, my dinner companion said: “I can tell this is going to be a good fried chicken place,” because of how good the batter was.

I came for the fried chicken, but I’d like to come back and try some of the other items on the menu, including the burgers, homemade soup

The fresh dessert lineup offers fruit pies, cake and cobbler.

The kitchen is open seven days a week, and Wednesday is Mexican Night.

Park Tavern is pandemic friendly. They have carryouts and curbside pickup. They also have a shaded canopy with plenty of spaced apart outdoor seating behind the restaurant, with hand sanitizer on the

table. And anyone who wishes can eat indoors as well.

The restaurant is located right next to a park with tennis courts and basketball hoops, making it a nice destination for families who may want to make more than a meal out of the trip.

I’m excited to try more on

my next return.
