COVID-19 mitigations begin Wednesday for LaSalle, Putnam counties’ region

Positivity rate remained above 8% for a third consecutive day

Wednesday in the health region that includes LaSalle, Bureau, Putnam, Marshall and Livingston counties.

The governor’s office made the announcement Sunday afternoon.

With the latest data released Sunday, the region surpassed 8% of tests coming back positive with the virus for the third consecutive day, which made it eligible for these mitigations under Gov. JB Pritzker’s Restore Illinois Plan.

“Region 2 has now sustained an average positivity rate of 8% or higher for three consecutive days, meaning that now every region in Illinois will soon be operating under resurgence mitigations,” Gov. JB Pritzker said in a news release. “I know that the vast majority of people in this state want to keep themselves safe, their families and children safe, their parents and neighbors and friends. I have always maintained enormous faith in the people of Illinois to do what’s right for each other. As cases, hospitalizations and deaths are rising across our state, across the Midwest and across the nation, we have to act responsibly and collectively to protect the people we love.”

More restrictions on indoor dining may come to LaSalle County’s region as its region has recorded more than 8% of positive COVID-19 tests coming back with the virus in three consecutive days, which triggers stricter mitigations under the governor’s Restore Illinois plan. rate as of Thursday, which was the latest data available from the Illinois Department of Public Health.

That would make all 11 regions under some mitigations in Illinois, as this region was the last holdout.

The mitigations eligible for the health region include: all bars closing at 11 p.m. and opening no earlier than 6 a.m., no indoor service at bars or restaurants, a limit to 10 guests in both indoor and outdoor gatherings, no party buses, gaming and casinos close at 11 p.m. (limited to 25% capacity) and a limit to fewer than 25 guests or less than 25% of overall capacity for recreational activities.

“The mitigation measures soon to be implemented across the entire state of Illinois have been estab-

lished to protect your health and the health of those around you,” IDPH Director Ngozi Ezike said. “These mitigation measures are not meant as a punishment but as a way to help all of us coexist with COVID-19 more safely.”

If the region has a positivity rate less than or equal to 6.5% over a three-day period, the region will return to lesser mitigations under the Restore Illinois Plan.

Along with having an 8% positivity rate for three or more days, the region also has had positivity increases for seven out of the last 10 days and hospitalization increases in five of the last 10 days.

‘The numbers are not a hoax, they are not a conspiracy’ Health department administrator responds to Region 2 resurgence mitigation In response to Sunday’s news that Region 2 would begin operating under resurgence mitigation beginning Wednesday, Nov. 4, Hector Gomez, Bureau, Putnam, Marshall Counties Health Department administrator, released a statement saying new confirmed case numbers and COVID-19-relat-

ed deaths are rising locally and statewide at alarming levels.

Gomez stated that the numbers are “not a hoax, they are not a conspiracy — they are a threat to the health of our communities and to our state and local economies.”

Bureau County has reported three COVID-19 deaths in the past five days. There have been a total of 24 COVID-19-related deaths in the Bureau, Putnam and Marshall counties service area. There have been 21 COVID-19-related deaths in Bureau County and three in Marshall County.

we need to be taking every step we can to slow the spread of this virus until effective medical approaches to it can be developed and deployed. Lawmaker says restaurants have been singled out in mitigations

Much of Rezin’s 38th Senate District lies within Region 2, which learned from the governor’s office Sunday that indoor dining and bar services will be shut down Wednesday as the positivity rate of COVID-19 tests surpassed 8% for a third consecutive day.

“Our restaurants are being forced to close despite the lack of data showing they are the culprit for the recent increase in COVID19 cases,” Rezin, R-Morris, said in a news release. “In fact, many local health departments show that

restaurants are very little to blame for outbreaks.

“When restaurants are being told that they must close their doors and lay off their employees, the governor owes them complete transparency regarding the data he claims to be using.”

In a press conference last week, Gov. JB Pritzker said there are dozens of studies and articles on outbreaks in bars and restaurants, saying the establishments are “spreading locations.”

Officials said the major issue with bars and restaurants is the need to remove a mask in order to eat or drink, which could lead to a further spread of COVID-19.

Last week, Sen. Rezin called on the Illinois Senate to hold a public hearing to shed greater light on the Pritzker administration’s mitigation rules.

“The legislature hasn’t met since the last week in May,” Rezin said. “Throughout this entire pandemic, the governor has chosen a go-it-alone approach, leaving the other, equal branch of government out of the process entirely.”

PEORIA — Among a host of high school honors — class valedictorian and a U.S. Military Academy appointment, for example — Owen Mallery ‘21 experienced a singular one at his graduation.

He was given a choice of sitting with his fellow students or his fellow school board members. He chose the students.

Mallery, a biomedical sciences major at Bradley University, is the first person in Illinois to attend and graduate from a high school while also member of its school board.

Back and neck injuries from a car accident left him physically unable to attend the academy and become a soldier but left him with an even greater appreciation of first responders and medical personnel than he gained as a teen member of the volunteer Hennepin Fire Department. When his college plans were altered, he looked about an hour from his hometown.

“Being on the school board and still on the fire department, I knew I wanted to stay closer to home,” he said.

Mallery remains on the fire department, where his father and grandfather both served, and responds to calls when he’s home.

He also goes back regularly for school board meetings.

Depending on class workloads and assignments, “I’d say I stay at home more than I stay (on campus),” Mallery said. “I grew up knowing community is a very important thing and giving back to that community is important.”

Hennepin has a population just above 700 and is the county seat for Putnam County, the smallest county by area in Illinois. The school district — Putnam County Community District 535 — has 850 students

“I felt being so young and having recently interacted with the faculty, I brought a very good perspective for the board,” he said.

“And I was more approachable for students.”

But there were concerns. Some teachers objected to his role but the Illinois attorney general gave the OK to continue. Occasionally, there was confusion when people thought a school board member would be older.

Similar confusion arose at times

on fire department calls. As a predominantly rural area, most emergency calls in the county are for medical issues. Mallery lives outside of Hennepin and sometimes responds in his personal vehicle to save time. He recalled his first call after being certified as a first responder — a pregnant woman in the midst of a snow storm.

“I was the first one there by 15 or 20 minutes. I didn’t know what to do. She was looking at me like, ‘you’re the help?’”

There are other, more tragic calls.

“I thought I was prepared for my first death on a call,” Mallery said.

“It really took me some time to be

OK with that. I remember sitting outside the fire station looking at the river for a couple hours. It’s an unfortunate part of the job.”

Coming to Bradley from 260-student Putnam County High School, where he was a top scholar, posed some challenges but this only fueled his competitive nature. A more pleasant surprise was the diversity on the Hilltop. “It was cool to see all the different backgrounds here.”

Mallery still feels drawn to his hometown but a possible re-election bid depends on medical school, where he wants to focus on emergency medicine or trauma surgery.

“Any time you can help someone, it feels amazing.”

North Central Bank, CBAI Foundation team up for scholarship program LADD/HENNEPIN — North Central Bank and the CBAI Foundation for Community Banking announces its annual scholarship program which enables Illinois high school seniors to enter a statewide essay-writing contest.

It is all part of a program sponsored by Illinois community banks and the CBAI Foundation for Community Banking to increase public awareness of locally owned banks and their contributions to the community.

North Central Bank is a member

of the Community Bankers Association of Illinois (CBAI), which formed the Foundation in 1996. A monetary award in the amount of $1,000 a year for up to four years of higher education will be given to the author of the best entry submitted to the CBAI Foundation by a participating Illinois high-school senior.

Up to 11 additional first-place $1,000 awards and 12 second-place $500 awards are available throughout the state. An additional $500 will be awarded to the high school of the overall winner.

All high school seniors, regardless of their financial need or plans for higher education, may participate. North Central Bank in Ladd and Hennepin are participating locations.

North Central Bank will also be offering monetary awards to local students. The same entries sent to the state competition will be judged locally.

North Central Bank is working with local high schools to invite seniors to write a one-page essay on the following theme:

The bells are ringing once again

GRANVILLE — In the 1970s, the Whitaker family donated a carillon to the United Church of Christ in Granville in memory of Whilamma Whitaker.

For many years, the chimes would ring out announcing noon and 6 p.m.

Songs were played for Christmas and other special occasions.

About 10 years ago, the carillon stopped playing on its own and had to be played manually only.

Thanks to the approval of the church’s memorial committee, a new stereo system was purchased and once again the residents of Granville can enjoy the chimes.

The chimes are set to chime on the hour on weekdays, 11 a.m. to 9 p.m. — three songs are played at noon and 6 p.m.

On weekends, the chimes play at 10 a.m. to 9 p.m.

The cost of the new system was substantially higher than planned. Anyone wishing to donate toward the carillon in memory of a loved one or their family can mail their donations to U.C.C. chimes at Granville UCC, P.O. Box 158, Granville, IL, 61326.

This month, members of the Putnam County Bar Association recognize John A Grivetti Jr. for reaching another milestone in his legal career — 50 years of service as a member of the Illinois Bar. ROGER C. ‘BIFF’ PERDEW PRINCETON — Roger C. “Biff” Perdew, 68, passed away on Sunday, October 25, 2020, at his home in Princeton, IL, surrounded by loved ones.

Roger was born on March 29, 1952, in Spring Valley, IL, to the late Edgar and Virginia (Law) Perdew.

Roger graduated from Putnam County High School in 1970. He spent most of his life working as a mechanic at the steel mill in Hennepin, IL, until it was closed down.

He also worked at Greenfield Retirement Home in Princeton until August of 2019.

He was one of the founding members of the “I Know I Ain’t Right” club. He belonged to the Steel Mill Workers Local Union #7367 and attended New Hope Church of the Nazarene in Princeton.

He liked researching his family ancestry and sharing his findings as he spent time with family and friends.

Henry Food Pantry receives new banner HENRY — The Henry Food Pantry, located in Henry, has switched pickup doors due to COVID-19 and has a new sign and banner provided by the University of Illinois Extension.

Director Adelaide Kern said the banner is “a great way to let people know that we are here and providing food to families in need.”

Local food pantries are utilizing a drive-through/pickup model to minimize contact due to COVID-19 and the University of Illinois Extension Illinois Nutrition Education program of Marshall, Putnam, LaSalle and Bureau counties is providing outdoor signs (through a special grant) with healthy messages to local food pantries as a new way to support partners during this difficult time.

Many questions remain after conflicting IHSA, IDPH guidance

IHSA is known for its March Madness, but there was plenty of October Madness abound last week.

On Tuesday, Oct. 27, Gov. JB Pritzker’s announced that the IHSA basketball was being moved to a high risk level for COVID-19 and its winter season was put “on hold.”

On Wednesday Oct. 28, the IHSA announced that its basketball season could proceed as scheduled, in defiance of the Illinois Department of Public Health and governor’s announcement the day before. .

The next day, Thursday, Oct. 29, Gov. Pritzker announced that the basketball season would move to the spring. The IHSA again did not agree, and said it would remain as scheduled for the winter. The IHSA is leaving the decision to play basketball up to each district or school However, Illinois State Superintendent of Education Carmen Ayala released a letter that day that said defying orders by the IDPH could “open schools up to liability and other ramifications.”

Putnam County High School athletic director Chris Newsome said it’s all made it a “lose lose” scenario for school districts.

“We want to play just like any other school. On the flip side, but we want to keep everyone safe and healthy,” Newsome said. “Our board of education has been placed in a tough spot. If the decision is to play, we are ready to continue implementing the protocols and mitigation strategies that have allowed our teams to use their contact days for the better part of the last two months without incident.

“If the decision is to not play, our coaches and student-athletes will continue working hard doing what they can allowably do in anticipation of playing later in the year.

The data shows that student-athletes attain better grades and have a higher attendance rate when in season compared to their non-athlete classmates.

“However, it’s hard to argue with erring on the side of caution regarding public health. Ultimately, we will respect the decision our board determines is in the best interest of our students. We will adapt and overcome. Our students and staff are a resilient bunch of individuals;

we will get through this.”

Newsome added that “we all know that the physical and mental health of our students and student-athletes alike is suffering due to the ongoing pandemic.”

Despite the IHSA announcing basketball could start as scheduled with practices on Nov. 16 and games Nov. 30, many questions remain.

“People have a lot of questions like what does this mean and how does this work if the state is saying one thing and the IHSA is saying another thing?” said La Salle-Peru athletic director Dan Le. “There is a lot of confusion and questions about what we can and can’t do or how we want to move forward. Verucchi’s Ristorante stands the test of time Sometimes when dining out, you want new and flashy, but other times you crave good, homemade favorites done right. It’s those nights when Verucchi’s likely always will fit the bill.

My three dining companions and I decided to go for a carryout from the popular Spring Valley institution, known for serving the best family-style chicken, pastas and classic Italian fare around. Verucchi’s has carved out a niche all its own during the last 100 years.

After my almost 30-minute drive there, my food was delivered to my car almost to the minute predicted, and stayed steaming hot.

We chose two orders of family-style chicken – four pieces of mixed fried chicken with salad, bread, choice of potato, and spaghetti and “ravs.” I also added an order of spaghetti and meatballs, the special of the day, an appetizer of fried polenta strips and for dessert, cannoli.

Pre-COVID, carryout family style came with coleslaw, instead of a salad, and fries as the potato choice, but I was happy to find the regular choice of salad and potato offered, likely because the restaurant is doing so much takeout. The salad and bread are always fresh and delicious, and seem like a nice little bonus to the meal.

We went with fries for one order and American fries for the other. Guys, let me tell you, American fries are the unsung hero here. They’re so buttery and salty and greasy and oniony with little browned bits that are heaven.

The chicken, for me, bests any in the Illinois Valley, with a light ultra crispy flaky batter and consistently good chicken inside.

The spaghetti and ravs also are a favorite. Even with two dining companions notoriously picky about their meat sauce, we didn’t have a drop left over of those sides.

I can’t recall ever having ordered plain old spaghetti and meatballs from a restaurant before, but I wanted to sample their meatballs, and it was the special. It’s offered with meat or marinara sauce, we chose meat, and comes with two good-sized meatballs full of flavor. They were the star of the dish.

The fried polenta got more of a mixed reaction, but only because we aren’t all polenta fans, and sometimes I just have to order something for myself. An order comes with four slabs, fried until crispy on the edges, then draped with melted cheese and served with a side of marinara sauce. It hits all the right

notes with the crisped edges, gooey cheese and hearty, chunky sauce.

The cannoli likewise is a personal favorite. But remember that the multiple pieces make it more likely dessert pirates will hijack some.

the cooking, have Verucchi’s on speed dial.
