Multiple choices face county voters on Nov. 6 Statewide, regional, local posts are up for grabs PCR STAFF news@putnamcountyrecord.com Putnam County voters have numerous decisions to make in the Nov. 6 election.

And for many of those decisions, there are options.

No fewer than nine contested races are on the upcoming ballot, not to mention a countywide proposition to increase the county’s corporate tax rate and three judicial retention propositions.

The contested races are (candidates listed in the same order as they appear on the ballot): Governor and lieutenant governor: Bruce Rauner/Evelyn Sanguinetti (Republican), J.B. Pritzker/Juliana Stratton (Democrat), Grayson Kash Jackson/Sanjeev Mohip (Libertarian), and William “Sam” McCann/ Aaron Merreighn (Conservative).

Three countywide offices are uncontested: county clerk and recorder, Daniel S. Kuhn (D); county treasurer, Kevin E. Kunkel (D); and county sheriff, Kevin L. Doyle (D).

Also uncontested is the office of regional superintendent of schools for LaSalle, Marshall and Putnam counties; the lone candidate is Christopher B. Dvorak (D).

Three judges in the 10th Judicial Circuit are seeking retention: Paul Gilfillan, Kevin W. Lyons and Kate Gorman. Voters are asked to vote “yes” or “no” on whether to retain them.

Putnam County has placed a proposition on the ballot to increase the corporate tax rate from 0.37 percent to 0.67 percent. Funds raised from the corporate tax go into the county’s general fund, which is used for the goods and services provided by the county.

For county residents who live within the Princeton Elementary School District, there is a proposition on the ballot to issue $35 million in school building bonds.

Clerk shares information on absentee voting HENNEPIN — Putnam County Clerk Daniel S. Kuhn announces that absentee voting for the upcoming Nov. 6 general election is now in progress.

“Any registered voter who expects to be absent from the county on Nov. 6 may make application by mail or in person to the county clerk to receive an official ballot,” Kuhn said.

He said anyone wishing to vote absentee by mail may call the county clerk’s office at 815-925-7129 and request an application. An official ballot will be mailed after the correctly completed, signed application is returned to the county clerk’s office.

Kuhn said the last day for the county clerk’s office to mail an absentee ballot is Nov. 1.

“Therefore, correctly completed applications for absentee ballots must be received no later than Nov. 1,” Kuhn said.

Anyone wishing to vote absentee in person may stop by the county clerk’s office between 9 a.m. and 4 p.m. Monday through Friday. The county clerk’s office will also be open on Saturday, Nov. 3, for in-person absentee voting from 9 a.m. to noon.

The last day for in-person absentee voting is Monday, Nov. 5, during regular office hours. Those who have questions or would like any further information are asked to contact the Putnam County Clerk’s Office at 815-925-7129.

Halloween celebrations are on tap across the county Halloween arrives Wednesday, Oct. 31, and communities in Putnam County have made plans for celebrating the big day.

The village of Granville will begin its Halloween celebrations with a parade line-up at Al Cioni Ford at 5 p.m. Oct. 31. Following the parade, there will be free hot dogs, chili and

drinks at Hopkins Park, as well as pumpkin coloring and a picture station. Trick-or-treating hours will be from 6 to 8 p.m.

The village of Hennepin will begin its Halloween celebration at the Hennepin Fire Department at 5 p.m. on Oct. 31 with hot dogs, drinks and other refreshments. Trick-or-treat-

ing will be from 5:30 to 7:30 p.m.

The village of Magnolia will be hosting a Halloween party at its fire department from 4:30 to 7 p.m., and trick-or-treating will be from 5 to 7 p.m. on Oct. 31.

McNabb’s time for trick-ortreating will run from 6 to 8 p.m on Oct. 31.

Good times with silly rhymes Popular children’s poet Kenn Nesbitt visits PCES students

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — During his visit to Putnam County Elementary School (PCES) on Oct. 25, Children’s Poet Laureate Kenn Nesbitt showed he’s got a great understanding of the sense of humor of children.

Nesbitt’s visit from Spokane, Wash., was sponsored through a grant from the Putnam County Educational Foundation.

The popular author hosted an assembly in the gym and visited classrooms during the day, and in the evening he appeared at an event for families.

The titles of some of Nesbitt’s many books include “My Cat Knows Karate,” “The Biggest Burp Ever,” “The Ultimate Top Secret Guide to Taking Over the World,” “The Armpit of Doom,” “Revenge of the Lunch Ladies” and “The Tighty-Whitey Spider.”

When asked what inspires his sense of humor, Nesbitt said, “It’s mostly from my own kids, but I also get a lot from my visits to schools and the interaction with students.

Putnam County elementary students laughed and clearly enjoyed themselves as Nesbitt read through several of his short and silly poems.

He then led students through a sing-a-long of some well-known favorites for which he’d written new lyrics, and also guided them

through an exercise of how to write poems of their own.

Students were also eager for the chance to ask Nesbitt questions at the end of his performance. One student asked when he wrote his first poem.

“1994, that’s like a hundred years ago,” he answered to laughter.

“I’ve lost count, but somewhere

around 1,500,” he told a student who asked how many poems he’d written.

“What’s your favorite book?” was the final question.

“My favorite book is definitely the dictionary. The dictionary is a good friend to a poet because it teaches you all about words and their meanings,” he said.

Dady: Health care for all, higher wages Candidate weighs in on issues with Shaw Media Editorial Board

Tariffs President Donald Trump’s tariffs have hurt local businesses and farms, not China, she said.

“I fail to see how destroying family farms is going to stop Chinese companies from stealing or engaging in U.S. technology theft and unfair practices.

I’m deeply concerned about that.”

A better strategy would be to isolate China by aligning with trading allies, she said.

BY BRENT BADER Shaw Media OTTAWA — Universal, single-payer health care is a topic congressional candidate Sara Dady says sparks enthusiasm from constituents.

She believes it would lead to a more competitive workforce and higher wages.

In a meeting Sept. 26 with the Shaw Media Editorial Board, Dady said by removing the burden from employers to cover the cost of health care, they’ll be able to raise the minimum wage to $15 an hour to meet or come close to meeting inflation demands.

Dady, who faces U.S. Rep. Adam Kinzinger, R-Channahon, in the Nov. 6 election, has met with voters across the 16th Congressional District – which includes Bureau, Putnam and LaSalle counties — and has found “a vast majority” of those 18 to 35 working two or three minimum-wage jobs, she said.

“You can’t live on $8.25 an hour working 40 hours a week ... when you try to support a family, you absolutely can’t do it.

“If you live in the United States and are working 40 hours a week, you should be able to afford a house, groceries, child care and save for retirement.”

Health care and pay raises Dady, a Rockford immigration lawyer, knows the burden employers carry.

“I realized the pay raises we were giving our employees were getting eaten up in those increased premiums,” Dady said. “So we started increasing the percentage of the premium we pay, and now we pay roughly 75 percent of health care premiums.”

That’s unsustainable, and is keeping businesses from being more competitive, she said, noting

Single-payer Medicare for all could save $2 trillion over the next 10 years and help provide mental health and drug treatment services to those in need. It would mean more consistent resources for those who need them and reduce the costs associated with repeated offenses, Dady said.

“We pay a lot more because we keep seeing the same people with mental health issues that don’t have access to treatment and care going in and out of our county jails, and in and out of our criminal justice system, who are unable to become productive members of society, because they don’t have access to the care they need.”

Taking the burden of health care off employers will leave them with more money to raise the minimum wage to $15 without having to cut staff, she said.

Dady supports regulated, not open borders, and says the immigration system, which sets immigrants up to

fail, needs to be reformed.

“When I hear people say ‘We just need to enforce the laws we have,’ well, that’s what we have been doing for the last 15 years. When you have bad laws, stepped-up enforcement doesn’t get you better results.”

Visas now are “expensive and complex,” she said, noting that agriculture visas were not issued last year until 22 days into the harvest season.

A broad legalization of the 11 million undocumented immigrants already integrated into communities, and a real worker visa program tied to market demands and issued on a timely basis, would reduce the money taxpayers are spending on civil detentions and immigration courts, and instead funnel them into the legalization process, which is funded by fees paid by immigrants, she said.

The problem lies with Republicans who obstruct reform, she said, identifying Kinzinger as one of those unwilling to join moderate Republicans in the discussion.

Many who support closed borders do so in an effort to curb the flow of drugs, but those resources would be better spent helping users curb addiction and reduce the demand, Dady said.

Immigration

Dady supports the Second Amendment, but believes that, like with all rights, there needs to be a balance between the individual’s rights and the responsibility to keep communities safe.

She wants to ensure the Bureau of Alcohol, Tobacco, Firearms and Explosives is adequately funded and reassess previous prohibitions on gun research and information.

One such prohibition keeps the government from compiling a centralized record of gun sales, which would allow fast access to information on whether an owner is convicted of a felony after acquiring a gun.

Another law prohibits the Centers for Disease Control and Prevention from studying gun violence.

“Congress is charged with making decisions based on good data and facts.

We need that data now,” Dady said.

Town halls Dady said she has a “broader understanding and commitment to representation” than to Kinzinger.

The two have been invited by 17 different organization to participate in candidate forums and debates, but he’s attended only one.

“When you get elected to this office, you represent all of the people in your district. Not just the people you agree with and not just the people who voted for you and not just the people who gave you money.”

She plans to hold four public town halls a year and to create constituent councils, which will bring together people of different background and political alignments, to come to a consensus on issues that directly affect them.

LASALLE COUNTY SHERIFF Single-vehicle accident At 7:35 p.m. on Oct. 22, deputies investigated a single-vehicle accident at East 875th Road and North 20th Road in Vermilion Township.

Shauni Biagini, 18, of Hennepin was southbound on East 875th Road when

she attempted to stop at the intersection.

When she applied her brakes, she lost control of her vehicle and went into the western ditch.

No injuries were reported, and no citations were issued.

MAGNOLIA — Betty L. Kidd, 94, of Magnolia passed away Saturday, Oct. 27, 2018, in Manor Court in Peru.

Betty was born April 29, 1924, in Pontiac to Arley and Ora (Shrigley) Cunningham.

She married John “Jack” Cole Kidd on Jan. 13, 1945. He preceded her in death on June 6, 1992.

She graduated from Magnolia High School. She and her husband owned and operated a dairy farm. When they gave up the dairy herd, she went to work for Magnolia Mutual Insurance and then Moews Seed Company.

Betty was one of the founders of the Illinois Girls Barrel Racing Association. She was a member of the Putnam County Trail Riders. Betty was an active 4-H leader with the Marshall-Putnam 4-H Club in the horse divisions. She also enjoyed bowling in many bowling leagues over the years.

Survivors include a son, Joe (Karen) Kidd of Fish Creek, Wis.; a daughter, Vicki (John) Ehrhardt of Wenona; a son, Mark (Lorri) Kidd of Paradise, Texas; a son, Todd (Lisa) Kidd of Summerville, S.C.; a brother, Bob

(Jean) Cunningham of Lacon; eight grandchildren; and seven great-grandchildren.

She was preceded in death by her parents; her husband; one sister, Phyllis Bestold; two brothers, Richard and Donald Cunningham; and one grandson, Deven Royce.

Services will be at 11 a.m. Thursday, Nov. 1, at the Methodist church in Magnolia with the Rev. Dr. Ron McNeill officiating. Burial will be in the Magnolia Cemetery in Magnolia.

Visitation will be held prior to the service, from 9 to 11 a.m., at the church.

In lieu of flowers, donations may be made to the Putnam County Food Pantry, Magnolia Township Preservation Association or the donor’s choice.

Pallbearers will be David Anderson Jr., John Kidd, Joe Blum, Craig McConville, Lee McQuilkin and Bill Lauf.

GRANVILLE — Helen Fiedler, 82, of Granville died at 7:23 p.m. Sunday, Oct. 14, 2018, in Aperion Care in Spring Valley.

Helen was born April 13, 1936, in Spring Valley to George and Ethel (Kuhl) Yauch Sr. She married Lewis Fiedler on Oct. 24, 1959, in Sacred Heart Church in Granville.

She worked for Gateway Services in the cleaning service department up until her retirement.

Helen is survived by a daughter, Kathleen (Chris) Pierson of LaSalle; one stepgrandson, Dylan (Jessica) Bryan of Peru, and one stepgreat-grandchild; one brother, George (Nancy) Yauch Jr. of Mark; and two nieces, Pam and Penny.

Helen was preceded in death by her husband, Lewis, in 1979; and her son, Steven in 1993.

Services were held Saturday, Oct. 20, at the Helmer-Shields Funeral Home in Granville with Deacon John Murphy officiating. Burial was in St. Mary Cemetery in Mt. Palatine. Cremation rites have been accorded.

Visitation was held prior to the service in the funeral home.

MCNABB — Nancy Dunbar, 89, formerly of McNabb, passed away Monday, Oct. 22, 2018, in Manor Court in Peru.

She was born Sept. 17, 1929, in McNabb, to Glen and Lemma (Heflin) Dunbar.

Nancy graduated in 1937 from Magnolia Swaney High School. She was a 1941 graduate of Illinois Wesleyan University, earning a degree in special education. She taught school in several school districts before returning back to live in Putnam County. She resided at Liberty Village in Peru since 2005.

Nancy was a member of the McNabb Methodist Church and Grace United Methodist Church in LaSalle.

She was a woman of strong faith and commitment to her church. She was gifted with a singing voice that she enjoyed sharing in church and during her daily life.

She is survived by her five nieces, Margie (Pete) Francisco of Spring Valley, Nancy (Daun Blain) Garber of Elgin, Gail (Dave) Keer of Venice, Fla., Linda (Greg) Hoskins of Mascoutah and Jerri (Dwight-deceased)

STREATOR — Tri-DENT Drug Task Force has arrested three Streator residents for cocaine or heroin possession in Streator and Ottawa.

Darryl D. Gullens, 32, of Streator was arrested at 3:28 p.m. Oct. 23 for unlawful delivery of a more than 15 grams of heroin, a Class X felony. He was transported to the LaSalle County Jail where he is being held in lieu of a $2 million bond.

Michael S. Magana, 31, of Streator was arrested at 5:43 p.m. Oct. 23 for unlawful delivery of a 1-15 grams of cocaine, a Class 1 felony.

He is being held in the LaSalle County Jail in lieu of a $1 million bond.

Khalid M. Norwood, 23, of Streator was arrested at 9:30 a.m.

Oct. 24 for two Class 1 felonies of unlawful delivery of 1-15 grams of cocaine, at the LaSalle County Courthouse in Ottawa. Norwood is being held in the LaSalle County Jail in lieu of a $1 million bond.

Is it the politician at home with his family, or the flash mob who shows up to protest at his front door without a permit?

Who is it that is involved in massive sex crimes? Is it the average person like you and me, or the rich and famous Trump haters like Harvey Weinstein and those of the alleged sexual slavery cult NXIVM? Nazis liked to repeat the same lies over and over again until some began to believe them. They also knew that many would believe a big lie over a

small one. Fake news, anybody?

Among the worst of the Nazis were the SS. They were the Gestapo and ran the concentration camps. They wore all-black uniforms and were more fanatical than the SA. When I look at those pictures of the ANTIFA and their battle flags, I can’t help but see the resemblance to the SS. How ironic, the ANTIFA flag colors are the same as the Nazis: black, red and white.

Perhaps those who want to point fingers at Nazis should read a little history. It is sort of like those who take out of context passages from the Bible because they have never read the Bible.

When they see legislation that, in their opinion, will undermine working families, they contact legislators and ask them to reject support or, at the very least, modify the wording — and they keep score.

Each election season, the Illinois AFL-CIO compiles a list of legislation, good or bad, affecting working families. They assemble the data and award each legislator a percentage score relative to how they voted.

The higher the score, the more worker friendly they are.

There are many legislators scoring in the upper 90 percentile, and there are many scoring single digits. There is a very pronounced line

of demarcation when viewing the entire publication. The Republican legislator with the highest lifetime voting record of supporting working families was Michael McAuliffe of the western suburbs at 54 percent, and the Democratic legislator with the lowest lifetime voting record is Scott Drury of the northern suburbs at 59 percent.

To take it a step further, the average lifetime voting record for every Republican legislator in the Illinois House is 20.2 percent, while the average lifetime voting record for every Democratic legislator in the House is 86.2 percent.

I will not insult you by presuming

you care who I would endorse in the upcoming election. There are many reasons we vote for who we do, but when we add up the numbers, we can see that the Democratic Party has, in fact, not abandoned working families — the Republicans just want you to think they have.

Local Republican state Rep. Jerry Long’s score of 11 percent is woeful.

Working men and women deserve better.

You decide. I already have.

GRANVILLE — As many as 3,500 infants die annually due to unsafe sleeping conditions — tragedies that several local moms are doing everything in their power to prevent.

Ashley Lamps of Spring Valley was the featured speaker at Putnam County Rotary’s Oct. 10 meeting, joined by Jodie Goetz and Jenna Gehm. Hosted by PC Rotarian Beth Acuncius, they shared their personal stories and the founding of the Aden Lamps Foundation — dedicated to safe sleep for infants.

In 2013, the Lamps’ 5-month-old son fell victim to SUIDS — Sudden Unexpected Infant Death Syndrome — while at a caregiver’s home.

Jodi’s newborn infant had died in 2010 due to unsafe sleep positioning

while breast-feeding at the hospital.

They have turned tragedy to a mission of saving children by educating parents and providing safe sleep packages to newborns through local hospitals and organizations.

The group urges parents and caregivers to never provide infants with baby blankets, pillows or crib bumpers that too often obstruct a baby’s ability to breathe. They advocate for babies to sleep on their backs in a blanket “sleep sack” that keeps them warm and safe, at least until their first birthday. The baby package they provide to each family includes the baby’s first sleep sack.

Putnam County fifth graders learn about soy lecithin HENNEPIN — Ask any fifth-grade student at Putnam County Elementary what makes NesQuick quick. They should be able to tell which ingredient is key to that result.

After participating in a recent University of Illinois Marshall Putnam Ag in the Classroom program, students now know about an ingredient called soy lecithin. It comes from soybeans. When asked what soybeans are used for, student replies were varied.

In fact, soybeans are used in hundreds of ways from food additives to products such as glues, inks and biodiesel fuel.

At the beginning of the lesson, students investigated some real soybeans. They prepared 10 beans for testing to see what percentage would germinate. Then they compared the ingredient list on containers of baking cocoa and NesQuick. The latter included soy lecithin.

The students placed a small amount of cocoa in some milk and observed what happened. It was easy to see that it did not mix in well. Repeating the same test with NesQuick, they could see it mixed with the milk effortlessly. “Soy lecithin acts as a surfactant, breaking down the bonds between the milk molecules and allowing the cocoa flavored product to mix with the milk,� explained Julie Read, AITC coordinator.

Soy lecithin is used in many food products to ensure a smooth texture. Most candies include this additive. Students were given the ingredient list for Hershey Kisses and found soy lecithin was included. They could now explain why. They also noted what other agriculture sources were part of making the candy.

The lesson concluded with each student receiving a Kiss — Hershey Kiss, that is!

Omicron Chapter members gather for meeting on Oct. 16 in Ottawa

OTTAWA — The Omicron Chapter of The Delta Kappa Gamma Society International met Oct. 16 at the Pitstick Pavilion in Ottawa.

Pamela Rightsel, Lambda State (Illinois) Ambassador, was the guest for the evening. She shared ideas to help the chapter develop chapter goals for the new biennium. Goals will be established for leadership development, membership, marketing and programs. She concluded her presentation with a tribute to Omicron Chapter and their past successes.

Mary Sue Myers, co-president, conducted the business meeting. The new budget was accepted and committee reports were given. Myers announced that she and Beverly Madsen attended the Creative Arts Retreat in Oregon, Ill. They shared the projects which they created.

25th annual Lutes reunion held Sept. 16 at Shandy’s in Henry

HENRY — The 25th annual family reunion of Edwin and Bertha Lutes was held Sept. 16 at Shandy’s (the old bowling alley) in Henry.

This 2018 reunion was hosted by Donnie and Maggie Lutes, Jim and Brenda Lutes and Sally, Toni Reaska and Don Rick, which had a successful year with over 100 family members that came together to celebrate.

There were a number of display boards with pictures and memories of the past, present and of all the loved ones that have passed away that will be forever in our hearts and will be remembered always (Blanche, Bob, Ronnie, Gloria and Joe Lutes).

Two days prior to the reunion, the reunion weekend started out with a brother and sister night on Sept. 14.

Many happy and sad stories were shared of their time growing up in the Marshall/Putnam county area when they got together at the home of Dean and Carol (Lutes) Ehnle in Wyoming, Ill. They also celebrated Gary and Rosie’s 50th anniversary and Mary’s 80th birthday.

LASALLE LASALLE — There is a good amount of planning that needs to go into creating a successful community garden. To help people and organizations build and maintain productive community gardens University of Illinois Extension created the Community Garden Webinar Series.

This series takes users through a variety of modules discussing the different steps that can be taken to develop a successful community garden.

Community gardens are started for a variety of reasons and provide numerous benefits to a community. They provide food to locations suffering from food insecurity, allow citizens to grow their food, beautify an abandoned lot, and much more. Research has shown that people

who participate in community gardens eat more fruits and vegetables.

The Community Garden webinar series is broken up into six modules.

• The first module goes through the steps needed to create a successful community garden.

• The second module discusses how you can go about planning your garden and different techniques that are used to plant gardens.

• The third module discusses different types of vegetables that are commonly grown in gardens and the basics on how to grow them.

• The fourth module discusses how to successfully start plants indoors from seeds for use later in the garden.

• The fifth module discusses basic community

garden care, including watering, fertilizing, pest control considerations and more.

• The sixth and final module discusses gardening safety and some of the considerations needed to make sure community gardens are safe and enjoyable for all.

Season tickets are $60, a nearly 15 percent savings over buying individual tickets. Season ticket holders are able to reserve individual seats before tickets go on sale to the general public. Angels start at $150.

For their extra donation, an Angel receives two season subscriptions, has top priority when ordering tickets for any of the season’s shows and is acknowledged in each show program as a supporter of Stage 212.

I feel like I could add some more leadership and accountability to the board. Not to say there isn’t leadership and accountability already on the board.

Those are two attributes I’ve had my entire life, and I feel like they’re essential in both local and national government.

I’ll listen to the people of the county and help lead the county forward. A long-term goal I have is to modernize the county board meetings in an effort to make them more transparent.

Is there a way the county can improve its financial situation with-

out further increasing taxes on its already overburdened residents?

First, we need to get our spending under control and work off of an operating budget, not just an appropriations budget. There are some overages that need to be looked at, and we can also look at consolidating departments and services within other governments.

None of these will be easy fixes, but these are things that can be done before we ask the taxpayer to foot the bill. We need to do some heavy lifting.

How can the county improve chances for further development in the Enterprise Zone despite the state’s unwelcoming business environment?

Putnam County has always been in a great spot geographically with the infrastructure of the Illinois River, rail, Route 80, 180 and 39 within miles of its borders. We also have a workforce waiting to be developed into professionals. The youth of the county will always be its greatest attribute, and we need to help develop trade and professional skills in

our workforce to make the county more attractive to business development. Not just in trades, but we need to develop the technology sector.

Why should voters cast their ballots for you: I grew up outside of Mark on a farm with my brothers Victor, Albert, Joseph and sister Helen and my parents Victor and Jane Lenkaitis. I learned many valuable lessons growing up on the farm. The most important lesson I learned from my parents and siblings was the value of hard work. Not just working hard, but doing the hard work the right way. I was lucky enough to marry my wife Jessica (Gonet) in 2010, and in 2015 we were able to move back to Putnam County and set our roots down in Hennepin Farms where we raise our three children Avery, Reese and Jennings. I worked for many years traveling the United States in an effort to someday move back to where I was raised and try to lend a hand to the county that gave me so much. I truly appreciate your consideration on Election Day.

Every taxpayer and especially a business owner would do the same thing on what they have control of in spending versus incoming revenue. So must the county board, for which the only thing they can control is the budget.

The second thing is to consolidate

programs and services wherever possible with other counties and other government bodies. This paradigm shift and outward thinking will reduce costs, improve inter-governmental relations, streamline efficiency, and utilize the county assets to the maximum benefit for the taxpayer, thus preserving the overall safety and county services to the residents and improving our way of life.

Third, I’d like to see the formation of a Putnam County Fire Protection District using the taxes already collected for fire protection. Properly run, by a separate board of trustees, the county residents could ultimately end up having a fulltime fire department and EMS under one building with 24-hour response, while still using the volunteer fire departments as back-up and support. I’m willing to work with the village fire chiefs to see this happen.

Is there a way the county can improve its financial situation without further increasing taxes on its already overburdened residents?

I hate increasing taxes. The voter is highly taxed as it is, I get it. Yet, I agreed to ask the county residents to see if they supported an increase in the general fund. If approved by voters, the funds will only allow the county to break even in finances. The county board will still need to be frugal in spending for future years. If the vote is NO, the next board members will need to look at everything again in the budget and try to balance it. Some people may not be happy with the decisions, nevertheless, it will have to done. Lastly, the county can always borrow money in a form of tax anticipation loans. This option, in my opinion, is the last resort, because the county becomes a slave to the lender. In the end, there are long days and difficult decisions ahead for county government.

ership that’s needed in these tough financial times. Buying a $12,000 time clock for a courthouse that employs less than 20 hourly employees is a huge waste of resources.

We cannot continue to ignore specific warnings from our auditors to increase income and/or decrease expenses. The county should be run more like a business, and that means not running at a loss.

We need to better trumpet all of the wonderful things that our county has to offer. The former LTV site is a perfect example of a location that can accommodate a business with access

to rails, interstates, and the Illinois River. We need to remind businesses of the high-quality workers that worked at the steel mill, and that this area can produce and promote high-quality materials.

Why should voters cast their ballots for you: I have been able to work within budgets at the fire protection district and still provide services in a cost-effective manner. This includes purchasing new equipment to help better protect the public. Working with budgetary constraints is nothing new to me. We need to realize and recognize the outstanding police work that we have in this county. I hope to bring some fresh ideas and perspectives to the county board and to help make this county a great place to live for all and to raise our kids.

ore taxes, no matter how different or seemingly revolutionary, will not solve the problems plaguing Illinois government. Fixing our state’s problems — including reducing property taxes, addressing our pension liability and limiting the tremendous influence of one lawmaker elected by only a sliver of the state — requires structural reforms.

There’s only one candidate in the race for Illinois governor who will fight for those reforms: Republican Gov. Bruce Rauner.

Rauner’s first term in office did not live up to the high hopes that many – us included – had for change in Illinois. His 44-point Turnaround Agenda for Illinois went largely unachieved because state lawmakers, led by House

Speaker Michael Madigan, wanted nothing to do with it.

This time, Rauner, 61, has simplified his message. He wants fair legislative maps to eliminate politicians’ ability to choose their voters. He wants term limits to prevent the rise of dominant career politicians such as Madigan. He wants property tax relief, through eliminating state mandates and empowering citizens to determine their property tax levies on a local basis, so that people stop leaving Illinois.

Rauner has a vast personal fortune in the hundreds of millions, but this time he’s facing an even wealthier challenger in Democrat J.B. Pritzker, 53, whose personal fortune Forbes pegs at $3.2 billion.

The centerpiece of Pritzker’s campaign is a graduated income

tax, details of which Pritzker scrupulously has avoided disclosing publicly. Although Pritzker has led some job-creation and public-improvement efforts, he never has held elective office, so it’s difficult to predict what kind of governor he would be.

However, we think voters should be concerned anytime a politician promises to raise taxes without saying who, exactly, will pay more.

In the case of Pritzker’s planned graduated income tax, it’s not clear how any plan would be implemented given that changing the taxing model would require a constitutional amendment.

Pritzker’s contention is that the graduated tax would allow the state to provide more support for local school districts and would allow a property tax cut. But again, where

are the details? When it comes to taxes in Illinois, we’re done trusting elected officials to do the right thing.

While Pritzker talks of raising taxes, Rauner talks of reforming the system. Efforts to change Springfield and Illinois so far have been met with resistance, but fundamental change never comes easy.

Change will not come at all if voters hand more power to Madigan and the state Democratic machine.

Illinois needs a governor who will fight hard for taxpayers against a legislative majority that has proved only too happy to increase fees and taxes rather than make tough decisions on spending.

Illinois needs structural reforms to thrive. Rauner is the candidate we trust most to do that. Rauner is endorsed.

Rezin endorsed in race for 38th District Senate S

tate Sen. Sue Rezin, a two-term incumbent Republican from Morris, is being challenged for her 38th District seat by Democrat Heidi Henry, of Marseilles, in the Tuesday, Nov. 6, election.

Rezin believes compromise and a better business environment are key in helping solve Illinois’ budget issues, as well as helping lower property taxes. Businesses look at “predictability and stability,” two components now missing from state finances and operations, she said.

“Our only answer has been to tax more. We need to freeze taxes, then take a breath and make changes,” she said. The revenue loss that would result from reduced taxes would be offset by revenue raised through a strengthened economy that would follow — revenue that could also help fund pensions.

arena, says she knows firsthand the financial difficulties faced by Illinois residents, as she and her husband were swamped with debt from their son’s medical treatment. In relation, she says she’s “more like the people that live here.”

A priority for Henry is addressing school funding, which she believes should not be so heavily supported by real estate taxes. A progressive tax is a way to bring “parity” to schools, she said, adding a 1 percent tax on an annual income of $78,000 is a good place to start.

Rezin is opposed to a progressive tax, noting it would encourage more taxation.

Tackling health care costs at the state level also is one of Henry’s priorities. While Illinois cannot afford universal health care, the creation of a bigger pool of insureds would reduce costs, she said. “Everyone is one disease, one heart attack away from bankruptcy,” she said.

As far as health care, Rezin says she’s not sure government is the answer, suggesting the private sector be more involved and prices kept transparent with Medicaid reform.

The two candidates also differ on whether the minimum wage should be raised. Henry would like to see it gradually move to possibly $13 an hour — up from the current $8.25.

She believes the increase wouldn’t hurt businesses, as workers would have more money to spend on products and services. Rezin says in her conversations with small business owners, they’ve told her they cannot afford a minimum wage increase.

Both candidates are open to term limits. Henry says she’ll support them if constituents want them, but campaign finance reform is a more important issue to tackle. Rezin suggested starting with term limits for party leaders, such as Speaker of the House Mike Madigan, who has held the spot for decades.

Henry described her campaign as more of a “grass seeds” effort than a “grassroots,” noting she does not have deep connections to Springfield or the Democratic Party.

While we commend Henry’s reasons for running, and she claims not to have close ties to Democrats now in Springfield, her political views mirror a traditional Democrat tax and spend approach — something not helpful to fixing Illinois’ significant problems.

Rezin has a record of being able to work across party lines as well as roll up her sleeves and work directly with constituents on local issues, noting she’s “fiercely protective of my district.” She’s been instrumental in creating a flood advisory group to address local flooding issues, settling landfill issues in Sheridan and pushing to allow for a standalone emergency room in Streator. Those efforts put her ahead in this race.

Rezin is endorsed.

Kinzinger’s views are best fit for 16th District A

dam Kinzinger is seeking a fifth term in Congress, his fourth representing the 16th Congressional District, which includes Bureau, LaSalle and Putnam counties.

Kinzinger, a Channahon Republican, is a veteran of the conflicts in Iraq and Afghanistan. An early opponent of President Donald Trump, he says he now supports him unequivocally for another term.

He is opposed by Democrat Sara Dady, a Rockford immigration attorney whose views stand in direct opposition in many cases: Dady supports a universal “Medicare for all” system while Kinzing-

er says it would be a disaster that would lead to long lines for health care.

He has voted to repeal the Affordable Care Act because he says it has forced too many people to change doctors, lose health care plans, and buy high-deductible plans that are virtually useless in everyday situations.

Kinzinger says his thinking has “evolved” on tariffs imposed on China, which he now supports because he says the country is ruthless in stealing American technology and in manipulating the market to keep out American goods. Dady says America’s farmers and manufacturers – especially smaller, family owned enterprises –

stand to be devastated by the trade war with China.

In the final evaluation, Kinzinger’s positions best match those of the 16th District. Although he supports the trade skirmish with China that has put farmers at a disadvantage and could lead many to store their soybeans this season, he says that money from tariffs collected on Chinese goods can be used to support ag interests.

In general, Kinzinger can be counted on to support measures that will foster American prosperity. He backed the Tax Cuts and Jobs Act, which will make federal income tax filing simpler for thousands of people in the district; he also points to the GDP growth and

falling unemployment since the act was passed in December 2017 as evidence it is helping middle-class Americans.

We’ve heard the repeated criticism from people who say Kinzinger is isolated from the district and reluctant to hold town hall meetings.

However, this seems more like rhetoric than a reasonable criticism. Kinzinger has met with constituents during this election cycle and is of necessity out of the district at times because members of Congress have to be in Washington to vote.

We think Kinzinger best matches with the views of the 16th District.

He is endorsed.

No candidate rises to top in race for 76th House E

ntering the election season, the 76th District State House seat was coveted highly by both parties.

When longtime Democrat Frank Mautino resigned in 2015 after serving two decades as state representative to become auditor general, the district, which both candidates agree splits down the middle, turned into a battleground for the parties, with each spending more than a million dollars in campaigning.

What’s at stake for the power brokers in Chicago and Springfield is whether the Democrats gain four seats for a supermajority.

Democrat Lance Yednock, a business representative for Local 150, is running against incumbent Republican Jerry Long, a former union truck driver.

There was a flashpoint in this narrative, however.

Following an investigation into a harassment complaint last month, the House Republican Organization withdrew its support from Long’s campaign and asked him to resign. Long refused, denying any wrongdoing.

Although the state party will not share a report of its investigation that involved interviews with Long’s staff, a spokeswoman for

the state’s party said a witness corroborated with complaints made against Long.

Perceived to have been an ally of Gov. Bruce Rauner when funding was flowing, Long has called the investigation a plot by the state GOP to remove him from office, because he became too contentious internally.

What we know is Long has admitted to touching a staff member on her neck, acknowledging he could feel her stress. He has said it was no more than like touching a co-worker on the shoulder. He’s also said contact wasn’t common in their working relationship.

Touching an employee in this manner is not OK, especially if a co-worker objects to it. Long should have admitted wrongdoing and apologized immediately. He issued an apology, but only two weeks after the incident, and has continued to call the allegations false.

While we are working with limited information on this investigation, Long could have handled this incident with more respect for his staffer. It also doesn’t add up for the state GOP to walk away from Long in a highly coveted race after already investing more than $50,000, especially when his votes have been in-line with the party.

In the aftermath of the incident, Long has branded himself as an independent against tax increases, including a progressive tax, and believes the economy will grow once the state removes barriers, such as over regulation. He’s tried to pass bills that would ease school districts from having to follow unfunded mandates. He’s also against raising the minimum wage and legalizing recreational marijuana.

His opponent Yednock is calling for middle-class tax reform in the shape of a progressive tax that asks millionaires and billionaires to pay more. He also wants a property tax freeze. He favors term limits across the board and is undecided on legalizing recreational marijuana.

Regarding his current position as a business representative for Operating Engineers Local 150, he’s uncertain whether he would end his job, if elected. He said it would be a conversation he would have with his fellow union members after the election, but this should be decided before Election Day. While the area has a strong union population, the district needs to know if Yednock will represent the entire district, and not just union interests. Though he took a moder-

ate tone during the interview with our editorial board, it’s difficult to feel comfortable with him as anything other than a hand-picked establishment candidate.

Yednock avoided answering directly whether he supports Michael Madigan as speaker. Yednock said he will vote for any bill if it’s best for the district, even if it means disagreeing with his party, but the fact Yednock had to tiptoe around his answer on voting for Madigan for speaker of the House is a sign of the control Madigan has.

We respect both candidates for running, but we believe each has shown qualities that are not in the best interest of our district.

We cannot in good conscience endorse Long with the allegations against him. Long has been disavowed by his party; if elected, he will be an ineffective representative.

However, Yednock does not match with the values we generally look for in candidates nor does he have a track record that would add more perspective that might make us consider a broader range of issues.

Yednock will support a continuation of the policies that are driving the state closer and closer to financial ruin.

Complete forms soon to get Christmas baskets Families wishing to receive a basket need to fill out, return forms by Sunday, Nov. 11 GRANVILLE — The Putnam County Food Pantry, in cooperation with local schools, organizations and churches, will again be preparing Christmas baskets for Putnam County families in need.

The baskets will contain the makings of a Christmas breakfast and dinner, toys and clothes for the children, and gifts for senior citizens.

The baskets will be ready for pickup between

8 and 9:30 a.m. on Saturday, Dec. 15 in Bonnuchi Hall at the Granville United Church of Christ, upstairs from the food pantry.

All families wishing to receive a basket must complete and return the request form or call Gayle Reno at 815-866-6484 by Sunday, Nov. 11.

Participants are asked to please include a specific wish list for your children, including what type and names of books, music, activities, toys, or jewelry they like, and specify if

their ears are pierced or not.

Forms are also available at the food pantry for clients who receive food on Saturday mornings. Please don’t fill out duplicate forms.

Regular clients of the pantry won’t receive a basket unless a form is completed.

Baskets will be delivered only to those who are shut-in or have no access to transportation. Deliveries will be made the morning of Dec. 15.
