District searches policy on building use after religious group inquiry Superintendent: Fellowship of Christian Athletes already active

BY STEVE LUNGER For Shaw Media GRANVILLE — Religious groups using school facilities became a matter of discussion at the Putnam County School Board meeting on Oct. 21.

An inquiry by a church group concerning the prospect of meeting at the high school for their worship services, along with a Freedom of Information Act request regarding the district’s stance and policies on such a use, prompted discussion about whether a distinction should be made between religious groups and non-religious groups who seek to use school facilities.

Having contacted the school attorney regarding the request, Superintendent Carl Carlson said: “We do allow other community groups to use our school facilities; whether that’s Cub Scouts, Rotary, Red Cross — we have a wide variety of that. The big reason I contacted our school attorney is that, to my recollection, it’s the first religious-based group that’s requested use of the facilities.”

Carlson added: “Currently we have a Fellowship of Christian Athletes group at the high school — it just got formulated at the end of last year. The staff that volunteer to take that on — it’s not a paid position, it’s not in their collective

bargaining — they can conduct activities outside of the school days as long as they have approval and it’s not interfering with a school scheduled activity Carl — and it’s by student Carlson choice.

Putnam “We’re finding that County School t h e s t u d e n t s a r e superintendent interested in participating, regardless of their affiliation. Four of the five districts I’ve worked in have a formal FCA group,” he said.

“With that, the district’s stance is that we don’t take a preference on one denomination over another.”

Carlson continued: “When I talked to our board attorney, he was simply cautious on whether we denied access, because it becomes discriminatory towards a group over others. Depending on how the board wants to proceed, we can alter our facility use policy, but he cautions on the scope of how much we want to change that, based on certain things.”

Regarding the school building, Carlson said: “The stance is that it’s a publicly supported building by local tax dollars. If a local group wants to use the facility, the district wants to be careful on denying that access, regardless

of affiliation.”

Carlson recommended that this become a topic for discussion at the next policy committee meeting.

State funding, water tank Carlson reported that the district received payment for the fourth quarter categorical sections for fiscal year 2018, and in fiscal year 2019, the state owes the district $206,580.04. Of this total, $129,000 is for transportation, $43,800 is for Preschool For All, $31,000 is for special education and $2,600 is for driver’s education.

When asked for an update on the progress on the junior high water tank replacement project, Carlson said the work is on pace, paperwork has been signed and the EPA plan is just about complete.

He added that the specification requirements for the building in which the new tank is housed have been changed, for the whole tank must be completely contained within a building, rather than partially enclosed. Carlson did not anticipate much of a difference in price utilizing the complete-building approach.

In addition, Carlson anticipates the district entering a bidding process for this work beginning in November, depending on what the scope of the work will be.

PUTNAM COUNTY DEATH INVESTIGATOR’S OFFICE

Authorities investigate drowning of man, 53 Victim fell out of a boat into the Illinois River on Friday Authorities are investigating the drowning death of a 53-year-old man in the Illinois River on Friday, Oct. 25.

In a news release issued Saturday, Oct. 26, Putnam County Death Investigator Bob Cofoid s a i d a fo re n s i c e x a m i n at i o n (autopsy) was prefor med on the body found in the Illinois River following a report that a person fell out of a boat during a boating

incident in Putnam County.

The preliminary investigation indicated that Audiel Trujillo Perez, 53, was located near the 201 mile marker on the Illinois River and was pronounced dead at 10:30 p.m. Friday, Oct 25, when the remains were transported to the Hennepin boat launch by Henry Fire Rescue.

A tactical search had been conducted by Hennepin Fire Rescue, Standard Fire Rescue, Henry Fire Rescue, Peru River Rescue, and Conservation Police. Also, the Putnam County Ambulance assisted

with evaluating the other occupants of the boat.

The Putnam County Death Investigator’s Office is awaiting final results from the autopsy, and toxicology is pending and may take four to six weeks before completion.

Perez died as a result from drowning.

The investigation is continuing with the state of Illinois Conservation Police, Putnam County Sheriff ’s Office, Putnam County States Attorney’s Office and the Putnam County Death Investigator’s Office.

Appointed in May, she’ll seek a full term in 2020 election HENNEPIN — Putnam County Circuit Clerk Carly R. Neubaum has announced she will pursue the office of circuit clerk in 2020.

Neubaum has been working in the office, first as deputy and later as chief deputy, since January 2015. She was appointed circuit clerk on May 1, 2019, when long-serving Circuit Clerk Cathy

If elected, Neubaum said she plans to maintain a professional and efficient office. She believes it is important to stay current on legislation to keep her office up to date.

All the children learned about how cider is made, stopped by the petting zoo, took a trip to the pumpkin patch to find their own pumpkin, stopped off in the orchard for a few apples, had some play time in the playground, and finished up the day with some fresh apple cider to wash down their apple cider doughnuts.

Revenue shortfall in the six figures

BY KIM SHUTE Shaw Media HENNEPIN — Putnam County Board has a way to go still to balance the books, and they’re looking for solutions to do so.

One option, which the board OK’d State’s Attorney Christina Judd Mennie to examine, is establishing a special service ordinance to bring in revenue.

If approved, the measure would likely be tied to public safety, for example a property tax, but it’s too early for the board to know exactly how it would be implemented.

Mennie, at the board’s regular meeting, said other counties she’s reached out to have indicated the process is time-consuming, so she was waiting for board approval to

move forward. If the ordinance is established, it can be rescinded after the county is made whole.

The board also established a budget line item that will replace a full-time position in the treasurer’s office with part-time help as a cost-saving measure. Treasurer Kevin Kunkel said he will do his best to run the office on part-time help only in order to keep costs down.

The board is looking to make up a $377,000 shortfall in revenues to balance the budget.

Also approved was the replacement of a county animal control administrator. The position was eliminated and will now be handled

by Putnam County Sheriff ’s Department. Deputy Jacob Bush will take over the duties, on his own time, not on sheriff ’s department time, it was noted at the meeting.

The board will approve the budget at next month’s meeting.

In other board news:

• The board approved construction

engineering costs for the Bottom Road Bridge. H.R. Green of Aurora was awarded the contract for $176,000. The project will go out for bid in January and is slated to start March 1. The project will be funded 80 percent with federal grants and 20 percent county funds.

• The treasurer announced Oct. 31 will be (tax) judgment day. The tax sale will begin Nov. 1. It is expected to bring about $45,000 into the general fund.

• The county received a $9,400 election security grant, which was used for a Windows update and additional firewall protection.

• Board members soon will decide cannabis zoning in advance of the Jan. 1 legalization of recreational marijuana. Board Chairman Steve Malavolti urged board members to start thinking about what they’ll want to include in the zoning ordinance.

“It’s out there. Whether you’re for or against it, it’s going to be here, and it’s revenue,” Malavolti said.

The board approved: • The Administrator and Teachers Salary and Benefits Report, totaling nearly $4 million in base salaries, with nearly $400,000 in retirement enhancements and more than $775,000 in other benefits — for a total of 77 employees.

• Adding AXA Advisors LLC to the Pen Serve Plan, the district’s third-party provider for 403(b) plans. This action adds no cost to the district and allows newer staff members with an established history with this company to continue with uninterrupted coverage.

• The hiring of John Husser, sixth grade boys basketball coach; A.J. Foster, seventh grade boys basketball coach; and Maricille Ellena, junior high Scholastic Bowl coach.

Dog found unhurt after being lost for 38 days ‘There had to be guardian angels looking out for him’

BY TOM COLLINS Shaw Media GRANVILLE — Have you ever had a pet wander away? How would you feel if your dog was found after 5 1/2 weeks?

A Granville widower is feeling relief after his 5-year-old blue heeler was found safe after 38 days wandering around Putnam County. Bob Erickson said he left Buddy with a caretaker who left the house door open.

Erickson expressed his gratitude to many neighbors and to Illinois Valley Animal Rescue, which issued an all-points bulletin for Buddy and provided Erickson with two live traps — baited with several varieties of dog food and pet treats — one of which worked successfully, though not before Erickson’s concerned friends and neighbors launched a lengthy search.

“We were out there morning, noon and night looking for that dog, and it wasn’t just us,” said Tami Whittle of LaSalle, rattling off a list of helpers concerned for Erickson after the recent loss of his wife, Betty.

Erickson got a call from friend Sarah Lucas, who saw Buddy nibbling on a dead raccoon on Route 71. Whittle recalled seeing the road kill near Boggio’s, giving her and Erickson a starting point for the search.

By the time Erickson got there, Buddy had wandered away and Erickson turned his attention to the nearby fields.

He thought to check the live traps, and Buddy was safely enclosed.

“I felt good,” Erickson said, admitting he worried about coyotes and hunger. “After looking for him all that time, I wondered if he would survive.

Buddy recognized him at once — “He knew it was me” — and showed no sign of injury. Buddy was indeed hungry, however, and Erickson estimates he lost 30 percent of his body weight.

“There had to be several guardian angels looking out for Buddy,” Whittle said, “and one of them had to be Mrs. Erickson.”

IVAR volunteers received the news happily but also with surprise at the length of Buddy’s absence.

“This was my first experience in 20 years of a lost dog gone for this long,” said Chris Tomsha, executive director of Illinois Valley Animal Rescue. “I usually can get them within a few days.

“I never doubted or lost faith that Buddy would be found.”

Erickson wasn’t as confident, but it was a joyful reunion.

“He’s glad to be home. He’s doing everything he did before he left. He looks out the window and sleeps in the bed with me,” he said.

WILLIAM ‘BILL’ DAWSON and Mary Donovan, and during his teen years, Mildred (Joel’s wife). When Joel started his family, his sons were like Bill’s younger brothers. Bill provided care for his mother until her death in 1979.

Bill received a Bachelor of Science in Education from Eastern Illinois University in 1953. He served as a teacher in the Army in Poitiers, France, for two years. Following his Army service, Bill moved to Chicago and began a career in life insurance underwriting. He joined Allstate Life Insurance Company six months after its formation in 1957 and was transferred to Allstate’s Menlo Park office in 1961. That same year he married Maureen “Mo” on Sept. 2. They lived on the West Coast until promotions at Allstate brought them back to Chicago in 1965.

Bill and Mo raised their three sons in Round Lake. Their home became the perfect place to host family, work and Quaker friends (and swim team cookouts). Thanksgiving and Fourth of July were regular big events on the lake.

This suited Bill well because he truly enjoyed being with people. He was known for his wit, bright smile and good nature.

The family moved to Libertyville for the boys’ high school years. Though still hosting Thanksgiving, these years centered on attending high school athletics and the community of swim team families.

Bill retired from Allstate in 1996. He was widely recognized in the industry for his technical expertise and beloved again for his humor and warmth. During his almost 40-year career, he handled the most complex cases. At Allstate, his colleagues were also close friends.

Bill and Mo fully enjoyed retirement.

They moved to Ashland, Ore., where Bill volunteered for fire watch and hiked the mountains around their home. He took classes at Southern Oregon University’s Life Long Learning Institute, enjoyed 15 years of theater at Oregon Shakespeare and made many friends. He continued to consult as a life underwriter until 2007.

Living in the West fed one of Bill’s

lifelong endeavors — The Driving Vacation. A master of the open road (though not always a master of the gas gauge), he loved to go on extended road trips. In the early years, the vacations were done in a VW bus.

Though the vehicle of choice changed in retirement, the adventures did not.

Bill and Mo have visited all of the lower 48 states. They moved to Gainesville, Fla., Thanksgiving 2011 to be close to family.

Bill was preceded in death by his mother, Agnes of Princeton; a cousin, Joel Hopkins of Granville; and his siblings, Patricia Midtskog of Woodenville, Wash., Don Dawson of Baltimore, Md., and Jack Dawson of Xenia, Ohio.

A Celebration of Life will be at 2 p.m.

Saturday, Nov. 23, at the Lake Forest Friends Meeting in Lake Forest. Please contact family for details.

Interment will be at 10 a.m. Sunday, Nov. 24, in the Granville Cemetery in Granville.

GAINESVILLE, Fla. — William “Bill” Dawson, 88, passed away Sunday, Sept.

8, 2019, at Haven Hospice in Gainesville, Fla. Bill is survived by his wife, Maureen; a son, Stewart “Mac” Dawson, and his wife, Kara, and grandsons, Danny and Drew of Gainesville, Fla.; a son, Paul Dawson, and his wife, Kathleen, and grandchildren, Sam and Maddie of Northbrook; a son, William “Bill” Dawson, and his wife, Lori, and grandchildren, Katie and Mac of Houston, Texas; cousins Tom and Jane Hopkins of Rochester, N.Y., Arch and Judy Hopkins of Granville, and Bob and Terri Hopkins of Portland, Ore.; and many beloved nieces and nephews.

Bill was born Aug. 9, 1931, in Muscatine, Iowa, to Agnes and Ralph Dawson.

Soon after his birth, Agnes, was stricken with rheumatoid arthritis — a condition that would leave her bedridden for the rest of her life. Bill was 13 months old when he went to live at the Hopkins family farm in Granville. He grew up on the farm, cared for by his cousin, Joel Hopkins, and great aunts, Cara Hopkins

WANDA GUMUSKI OGLESBY — Wanda Esther (Kuhn) Gumuski, 90, of Oglesby, passed away Sunday, Oct. 20, 2019, at her grandson’s home in Spring Valley, surrounded by her family.

She was born Jan. 11, 1929, to John and Ruth (Clausen) Kuhn. She married Thomas E. Gumuski on May 2, 1959, in the McNabb Lutheran Church.

She was a waitress at Garzanelli’s and she worked at Westclox before becoming a homemaker.

She was a member of the Oglesby Women’s Club, and loved spending time with her family.

She is survived by her son, Jeff Gumuski of rural Tonica; five grandchildren, Jeffrey, Joseph,

STEPHEN VOGLER Diamonte, Roberta and Wesley; two great-grandchildren; and one brother, Douglas Kuhn of Spring Valley.

She was preceded in death by her parents; her husband, Thomas, on July 7, 2007; one brother, Stanley; and two sisters, Dorothy and Kathrine.

Private graveside services were held at Oakwood Cemetery in LaSalle with the Rev. Marc Strand officiating.

Memorial contributions may be directed to the Illinois Valley Community Hospice.

GRANVILLE — Stephen Charles Vogler, 69, of Granville passed away Tuesday, Oct. 1, 2019, at St. Margaret’s Hospital in Spring Valley.

He was born June 22, 1950, in Spring Valley to Charles and Ella (Yearsley) Vogler.

He was the chief technical engineer at WLPO for over 50 years.

He enjoyed walking around town and would walk up to 25 miles each time.

He is survived by numerous cousins and his co-workers at WLPO. He was preceded in death by his parents.

A Celebration of Life will be at 11 a.m. Saturday, Nov. 2, at the United Church of Christ in Granville with the Rev. Dr. Ron McNeill officiating. Cremation rites have been accorded.

the book, “To Sleep with the Angels: The Story of A Fire,” Gibbons learned that the Queen of Heaven cemetery in Hillside, Ill., had 25 graves where children of the fire were interred. His parents were interred there as well, and he went to the memorial to pay his respects. At that point, it was the 50th anniversary of the fire. He began researching the fire in depth and got into contact with some of the survivors.

• Every Tuesday — A preschool story time will be at 11 a.m. for children ages 2 to 5. There will be stories, crafts, activities and more.

• Every Thursday — Wee Ones, 30 minutes of stories and songs ideal for little ones under 3 years of age, will be at 10 a.m.

Bluemer’s program,“USAF, Strategic Defenses, Yesterday and Today,” will take viewers on a tour through museums in Nebraska, South Dakota, Ohio and Georgia showing planes and missiles from yesterday and today.

Lunch that day will be served at 11:30 a.m. at no cost to those 60-plus.

Bryn Callahan, 17, state president of Children of the American Revolution, will present “The Orphan Train” as the program. His topic draws attention to the more than 10,000 orphaned and homeless children relocated to foster homes in Illinois from crowded cities

in the East between 1854 and 1929.

Records show that the Orphan Train stopped in Henry.

Callahan is a descendant of Richard Wilhelm Groharing, his 3-times-great-grandfather. Groharing found a new life in Illinois after being left in a New York City orphanage with his brothers. Callahan is eager to promote the history of the Orphan Train, and he seeks other descendants who had relatives on the trains.

BIRTHS ANNOUNCED Selene Lenore Kohr Ryan and Samantha (Radtke) Kohr of Putnam are the parents of a daughter, Selene Lenore, born Oct. 14 at St. Margaret’s Hospital in Spring Valley. She weighed 7 pounds, 10 ounces and measured 20 inches in length. Maternal grandparents are April and Bill Reaska. Paternal grandparents are Mike and Bonny Kohr. PCHS Theater Department will present ‘The Curious Savage’ Nov. 15-16 GRANVILLE — The Putnam County High School Theater Department will present “The Curious Savage,” written by John Patrick, on Friday, Nov. 15, and Saturday, Nov. 16.

“The Curious Savage” is the story of an elderly widow named Mrs. Savage, whose husband has left her $10 million. She intends to give the entire fortune away to people who wish to pursue their “foolish dreams,” but her stepchildren strongly object. To prevent her from doing away with their family’s wealth and ruining their legacy, they have her committed to a sanatorium called The Cloisters, and it is among the gentle residents there that she finds her true family.

The cast stars Jentsie Petersen as Ethel Savage, Austin Hack as Titus, Wesley Grimshaw as Samuel, Luna Gonzalez as Lily Belle, Hannah Henderson as Florence, Mavrick Holocker as Hannibal, Katrien Holocker as Mrs. Paddy, Ben Sylvester as Jeffrey, Lillian Sandberg as Fairy May, Kalyn Grant as Miss Wilhelmina and Paige Terando as Dr. Emmett.

Performances will be in the Putnam County High School auditorium.

The event, set for Friday, Nov. 1, is open to the public. Doors will open at 6 p.m. and Bunco will start at 7

p.m. The $10 ticket price includes entry into the event. Food and beverages are included in the ticket price.

IVSO will present concert on Nov. 3 LASALLE — The Illinois Valley Symphony Orchestra, directed

by Music Director and Conductor Daniel Sommerville, will present a concert at 3 p.m. Sunday, Nov. 3, in LaSalle-Peru Township High School’s Matthiessen Memorial Auditorium.

The concert will feature John Hagstrom, a trumpeter and member of the Chicago Symphony Orchestra, playing Alexander Arutiunian’s “Trumpet Concerto” in A- flat Major.

Admission to the concert is free for students K-12, and $5 for college students with a student ID. Hagstrom has been a member of the Chicago Symphony Orchestra since 1996. Before joining the CSO, he was principal trumpet of the Wichita Symphony Orchestra in Kansas and assistant professor of trumpet at Wichita State University. He graduated from the Eastman School of Music. He spent six years in the United States Marine Band in Washington, D.C., where he was principal trumpet for three years.

He has also worked extensively with Yamaha to create several professional trumpet designs. Yamaha has selected the Chicago Artist Model C Trumpet in 2006 to be their 10 millionth instrument ever produced.

In June of 2006, Hagstrom’s first solo CD was released on the Albany Records label. Recordings featuring Hagstrom include his performance of the Bellini Oboe Concerto and the Sachse Concertino with the Chicago Brass Choir, and he can be heard as lead trumpet on Daniel Barenboim’s recording on the Teldec label titled “Tribute to Ellington.”

The concert will also include Dvorak’s “New World Symphony” and “In Autumn” by Grieg.

Admission is by season membership or individual ticket, available online at ivso.org or at the door.

Adult tickets are $20, students K-12 free, and college with an ID is $5. The auditorium is handicapped accessible.

The Illinois Valley Symphony Guild will hold an after-concert reception. Guild Ambassadors will greet concertgoers, who at this time will have an opportunity to join the Guild (advocacy group) that greets concertgoers, ushers and hosts receptions. Both men and women are welcome to show their support for the IVSO by joining the IVSO Guild.

HENRY HENRY — The National Society Descendants of American Farmers (NSDOAF), founded in 2019, has announced the selection of Nancy Gillfillan of rural Putnam as Illinois Ambassador of this new society, which honors American farmer ancestors in the United States. Gillfillan was organizing regent of the Chief Senachwine Chapter, located in Henry, of the National Society Daughters of the American Revolution.

The NSDOAF was established to recognize the role of the American farmer who was so important in successfully founding the country. Membership is open to men and women and children who are lineal descendants of a farmer living within the present U.S. boundaries between July 4, 1776, and Dec. 31, 1900. Charter life membership is available

until Nov. 30, 2019. Regular life memberships can then be obtained.

A main objective will be to award higher education scholarships to students who follow in their ancestors’ footsteps. To educate, preserve and increase the knowledge of the history of early American farmers is another major purpose. The group will support patriotic, genealogical, literary, historical and social activities that inspire an appreciation of rural and country life as well as produce and distribute publications relating to the history and genealogy of American farmers.

A “farmer” is someone engaged in varying capacities in the agricultural industry, including but not limited to farmer, rancher, farm hand or person who owned a farm. Holding another

occupation at the same time does not prevent that ancestor from being a “farmer” where requirements are met. Ambassador Gillfillan’s goal is to promote the NSDOAF and educate individuals on how to honor a farmer ancestor. Ambassadors aim for members to learn about all aspects of farming as well as enjoy each other’s company. As people learn what farmers do and the knowledge they must have to exist, farmers will be appreciated even more, and the Ambassadors are there to teach others.

‘Strong Towns’ author recommends looking inward for future development

Cities’ focus should be on established infrastructure, not growing beyond means

As many cities are rushing to seek future investment on the outer edge of their city limits, Charles L. Marohn Jr. is asking what’s wrong with the established infrastructure in the heart of those cities.

Marohn gave a presentation to city officials and residents on Oct. 22 at Illinois Valley Community College in Oglesby about the importance of increasing a city’s focus on the buildings in its downtown rather than adding to an already difficult-to-maintain infrastructure.

It’s part of his mission to share this message through his nonprofit organization Strong Towns and book with the same name.

“We have created a machine that allows our cities to grow very, very quickly but is one that is costing long-term solvency,” Marohn said.

How did we get here, what does it mean?

Marohn said the trend began at the end of World War II when many cities, fearful that another depression was on the horizon due to demobilizing many people, took a page from the city of Detroit’s development book, which at the time was an innovative city and has since struggled to maintain its infrastructure.

“When you take a wealthy and successful city and you spread it out over a massive area, denuding the tax base and raising liabilities to extreme levels, you get the insolvency of Detroit,” Marohn said.

“Like every bankruptcy, it happens very slowly, then all at once,” he added.

He further used examples such as the town of Lafayette, La., which had a population of 33,000 at the end of World War II and has since increased three and a half times to 120,000. Their water system, which used to measure 5 feet of water per person, has increased 10 times that amount, and the number of hydrants per thousand people has increased 21 times that amount.

“While we’re able to grow very quickly, what we’re seeing is that we’re growing our liabilities even faster,” Marohn said. “This may be justified if we’re becoming wealthier, if we’re becoming more successful, if people are actually becoming more prosperous and are sufficient enough to be able to sustain all of this,” he added.

But the town of Lafayette is mirroring the rest of those across the country where families are in greater debt and their wealth has stagnated.

It’s part of what he considers a “bottom-up revolution,” which requires communities to embrace a little of the “chaotic” in order to end with smart long-term solutions.

He admits it can be a less attractive option in the short-term, as new buildings and new projects often appear to create new growth, drive the economy and make up insolvencies of the past, but they ultimately don’t help repair what’s already been built when it begins to crumble.

“At some point, the backlog of maintenance is going to be something where there’s a conscious decision of, ‘This neighborhood we fix, this neighborhood we let go,’ ” Marohn said.

Identifying ‘gaps’ in the community He asked those in attendance to walk their own streets and take in the amount of investment already paid by the community. If they notice curb and gutter, manhole covers, hydrants and more, then it could cost $2,000 to $4,000 a foot.

Then he said to look to the side of the road and

see what wealth it is creating.

“What you will discover, and it will become sickening to you, is that our cities are nothing but massive, massive gaps. They are huge, enormous gaps.

They are everywhere and overwhelming,” he said.

Marohn said he’s noticed many in local communities already in the form of an abundance of parking spaces when asked about them during the meeting.

He suggested many communities easily could cut 70 percent of their parking and still have an “abundance.”

“If you think of a place as being something that is creating wealth in your community, parking is an anti-place. It’s something that is actually denuding and destroying your wealth,” Marohn said.

One person said if people struggle to find parking, they may not visit a downtown at all.

Marohn said any attempt to add additional parking is usually done to compete with the parking of big-box stores on the outskirts of a city, which is a battle they will lose.

Instead, downtowns can compete with a variety of shops, local entrepreneurs, beautiful environments and pleasing aesthetics.

“You’ve destroyed your city so that I never have to experience more than a 20-foot walk,” Marohn explained. “I want your city to be so beautiful that it’s worthy of a six-block walk.”

Ultimately, Marohn said no community should undergo significant change but no community is exempt from change, and it starts by identifying where people struggle in the community when it comes to forming a business and finding the quickest and simplest way to help them.

“The challenge we have today is not how do we grow more and more in the current style. It’s how do we make better use of what we built,” Marohn said.

“And if we can go out and humble ourselves to observe where people struggle, respond to that struggle in the quickest way we can and continue to observe and iterate not only can we make the lowest risk, highest returning investment that is possible to make, not only are we building wealth and stability and prosperity throughout our community, but we cannot help but improve people’s lives in the process.”

Horizon House gets $173,000 respite services grant PERU — Horizon House of Illinois Valley Inc. received a $173,000 grant from the Illinois Department of Human Services, Division of Developmental Disability to provide voucher respite services in LaSalle, Bureau, Marshall and Putnam counties for families caring for individuals with an intellectual/developmental disability (I/DD).

The voucher respite program provides funding for planned or emergency care to an individual with an I/DD in order to provide temporary relief to families or other persons who are the primary caregiver of an individual with I/DD. Dan Fitzgerald, CEO of Horizon House, said: “We competed with many other agencies in the state for this grant. Only five grants were awarded throughout the state, and Horizon House was one of the five chosen.”

Fitzgerald continued, “We have a

great respite program with proven success, and we are happy to be able to expand those services to a larger audience.”

Respite provides families with a break from caregiving responsibilities and the stress associated with providing ongoing, continuous support for a person with I/DD. It helps keep families together and prevents unnecessary institutionalization of individuals.

This grant will enable Horizon House to make their respite services

available in an expanded multi-county area that includes the counties of LaSalle, Bureau, Marshall, and Putnam. Respite services are free if the eligibility requirements are met.

The level of service will be based on each family’s unique needs.
