Several blighted properties are on village board’s radar Demolition nears on one lot; second hazard catches board’s eye

BY STEVE LUNGER For Shaw Media HENNEPIN — It was a night occupied by legal considerations at the Oct. 16 Hennepin Village Board meeting.

Village attorney Sheryl Churney updated board members regarding the demolition status of the abandoned house at 511 E. Sycamore St. She stated that a notice that the property is subject to demolition has been placed in the newspaper three times. Also, notices have been mailed to the property owner, of which one has been served.

Additionally, the notice has been filed with the county clerk’s office for recording as required by statute, and a sign will be posted on the house.

Churney explained that if the property owner disputes the village’s notice to demolish, he has 30 days to file an action against the village to try to stop it. If he does not, the village has 120 days thereafter to demolish the structures at this location.

The process “is moving forward rapidly,” she said. Consequently, Churney recommended that the board get several estimates for the demolition and removal of the structures at the property for consideration at their next meeting.

“That work should be well under $25,000, so you don’t need to go through formal bid solicitations to get those options,” she said.

Churney also highlighted concerns about another neglected property in the village located at 228 E. High St. In view of the condition of the house, with gaping holes in the foundation, Churney expressed her view that this property should be a subject of a demolition proceeding.

“With the direction of the council, I’d like to go ahead and order the title work on that, so we can send out the appropriate notices and get that moving along because that is a hazard,” she said.

After much discussion, the board authorized Churney to draft a letter to the individual known to possess personal interest in the property, along with its current owner, out-

lining specific actions and improvements necessary to forestall the ultimate demolition of the house.

Also, Churney has been autho-

rized to order the title work that she recommended pursuing.

BY GOLDIE RAPP news@putnamcountyrecord.com GRANVILLE — Putnam County High School is hosting an exchange student from Colombia this school year.

Valentina Daza Gutierrez, 17, is staying at the home of Ryan and Brandy Sandberg in McNabb and studying her senior year at Putnam County High School.

She said so far, all the new experiences have been fun, and she has really enjoyed getting to know the culture and customs.

“It’s cold. It’s really different, but I really like it,” she said in a recent interview.

Gutierrez is here through the Putnam County Rotary’s Youth Exchange Program.

Debbie Buf fington, exchange counselor, said while Putnam County Rotary has hosted many short-term exchange students over the years, they are excited to be able to host the club’s first longterm student in 17 years, which is where the student stays here the entire school year.

choosing which classes to take, because she would have loved to try them all. She said she is especially enjoying her ceramics, chorus and physical education courses.

Aside from studies, Gutierrez is getting involved in extracurricular activities. She signed up to be a Pantera, because of her love for dancing. She’s looking forward to perfor ming at her first high school basketball game, which will be a first for her. Back home, they don’t have high school basketball.

“I really like Putnam County. It really was the best choice for a place to go. I really like the people, and I’m really happy here,” she said.

Gutierrez is looking forward to getting to know more about high school in the U.S. and is hoping to be able to teach her fellow classmates about the customs and cultures from the place she calls home.

“(Valentina) came and really fit in from the beginning,” Buffington said, adding she has been very involved in school programs and with the community.

Buffington added that Rotary members are always asking what Gutierrez has been up to or what she has planned next.

One of the biggest adjustments when Gutierrez first arrived in August was getting settled in a small town of 300 people. Where she comes from in Colombia, the average population is 200,000.

Learning that she would be staying

in a town the size of her school back home was a shock. However, she’s gotten accustomed to the quiet life McNabb has to offer.

Gutierrez said she especially has enjoyed getting to know her host family, who has kids almost the same ages as her siblings back home.

At school, Gutierrez enjoys the classes she’s taking. One thing that surprised her when signing up for classes was all the options she had to choose from. Back at school in Colombia, she explained how students take only the basic academic classes offered in the U.S. There are no vocational studies, or courses such as art, music or physical education.

PUTNAM — Jessica Louise Maupin, 34, of Putnam passed away Friday, Oct. 11, 2019, at her home.

Jessica was born Aug. 8, 1985, in Spring Valley to James A. and Jacquelynn (Chapman) Maupin.

Jessica graduated from Henry-Senachwine High School and attended Arrowhead College in Grand Rapids, Minn.

She enjoyed seeing her mother and brother in Deer River, Minn., and spending time taking her children places.

Surviving are her father, Jim of Putnam; her five children, Jennifer, Justine, Perrin, Joshua and Erica; and her brother, Joseph Maupin of Winona, Minn.

She was preceded in death by her mother, Jacquelynn; a son, Jacob; and a sister, Jamie Stillwell.

Visitation and services were held Friday, Oct. 18, at the Calvert & Johnson Memorial Home, “Downtown Chapel,” 416 Edward St. Henry. Pastor Tom Schrock officiated at the service. Burial was in the Henry Cemetery.

Memorials may be made to the education fund for her children, in care of Mid America Bank in Henry.

Putnam County Sheriff Kevin Doyle issues appeal to citizens in fight against crime HENNEPIN — Responding to the increasing number of people wanting to assist law enforcement officials and build a stronger partnership in the fight against crime, Sheriff Kevin Doyle announced that Putnam County citizens are being invited to become associate members of the Illinois Sheriffs’ Association.

Membership appeals will go out in the mail. Individuals choosing to join the voluntary program can do so for as little as $20, while business memberships begin at $50. The funding provides critically important technical resources, training and legislative support on key criminal justice issues.

Contributions are tax-deductible, and unlike other organizations in Illinois, the membership program does not solicit membership by telephone.

“With government funding becoming increasingly difficult to secure, the membership drive has taken on great importance than ever before,” Doyle said.

“The funding is vital to helping us carry out our mission of making our communities safer places to live, work and play.”

Theft of cigarettes On Oct. 8, the Putnam County Sheriff’s Office forwarded charges to the Putnam County State’s Attorney’s Office relating to theft charges against a 16-year-old from Hennepin.

The charges stem from a month-long investigation into the theft of cigarettes from a business in Hennepin.

Record number of scholarships are distributed OGLESBY — The Illinois Valley Community College Board has honored former 10-year trustee Melissa Olivero of Peru for her leadership and service to the college.

Olivero, who resigned in July, was elected to six-year terms in April 2009 and April 2015. She served as board vice-chairwoman for two years, then chairwoman from May 2013 to April 2017.

As chairwoman, she oversaw the opening of the Peter Miller Community Technology Center, student center and cyber café. An administrative law judge for the National Labor Relations Board, Olivero is a veteran of the U.S. Army and Army Reserves.

“Melissa and her husband, attorney Douglas Olivero, are among our most consistent and generous IVCC Foundation supporters,” said board chairwoman Jane Goetz at the Oct. 10 meeting.

“We will remember Melissa for her 10 years of positive leadership and wise guidance to the benefit of students, faculty, administration and the citizens of the district,” Goetz said.

She then presented Olivero a commemorative glass-encased clock.

In other business, the monthly campus update featured the Foundation.

This year’s scholarship distribution will reach a record $342,000 as all 268 students who applied received at least one $500 award.

The Foundation also funds instructional equipment, programs and building enhancement. Total Foundation support to the college exceeded $750,000 in fiscal 2019, Fran Brolley, director of Community Relations and Development, said.

• The Oct. 4 Counselor Connection attracted 17 high school counselors from 13 high schools. “Along with networking and relationship-building, the event showcases new and improved college programs to our feeder schools,” Corcoran said.

• With 31 tables registered, the Sept. 28 athletic department trivia night raised more than $6,000.

Del Monte is scheduled to close its vegetable processing plant by June 2020.

District II director visits with Chief Senachwine DAR chapter HENRY — Kathy Hughes of Rockford, District II director for the Illinois State Society NSDAR, visited the Chief Senachwine chapter on Oct. 5 at its regular meeting held at The Meeting Place in Henry. She spoke about female service veterans and their combat and non-combat roles from Revolutionary War times to modern conflicts. Her topic was “Combat Boots to High Heels.”

New members were welcomed in a ceremony hosted by Chaplain Diana Williamson and Registrar Sharon Bittner. Five new members in attendance were Tara Hufnagel of Henry; Nina Herridge of Lacon, and her daughter Molly Kercheval of Normal; Pat Henkins of Henry; and Lois Leslie of Wyoming. Five members unable to attend were Carol Byrd of Putnam; Megan and Stephanie

Herridge of Nebraska; Angie Earles of Henry; and Missy Henkins of Colorado. All received DAR gift bags that included a variety of DAR materials, small U.S. flags and copies of their approved membership applications. Their patriots had served during the Revolutionary War in Maryland, Massachusettes and Pennsylvania.

Information was shared from the Sept. 12-14 DAR Days meetings and from the District II meeting on Sept. 28 in LaSalle prior to members playing bingo with the veterans at the LaSalle Veterans Home. The Chief Senachwine members also donated items and money requested for the vets.

Members reported ringing bells on Constitution Day, Sept. 17. October is National Domestic Violence Month, and members may opt to participate

in the Oops! Program (Operation Old Purses — filling an old purse with a variety of items needed by a woman who might flee her home abruptly due to domestic violence). Filled purses will be donated to women’s shelters.

For the chapter’s participation on the NSDAR National Day of Service, Oct. 11, the founding date of NSDAR, members chose to hold a brief service at the grave of Real Daughter Clarissa McManners and to clean the stone of DAR Daughter Elizabeth Wikoff, both at the Henry Cemetery. Additionally, members donated items to various food pantries.

Members are asked to save unneeded calendars for donation to local nursing homes.

PC’s Ian Roach finishes fourth at state Putnam County senior shoots a 147 over 2 days

BY KEVIN CHLUM Shaw Media BLOOMINGTON — After getting constant updates on where he was at on the leaderboard during the state golf tournament as a junior, Putnam County senior Ian Roach didn’t want that this fall.

So after starting Saturday tied for third place, Roach had no idea that at one point he had slipped back to eighth place.

“The live scoring at state was interesting,” Roach said. “Last year when I was with (coach Ryan Harvey), I was always asking him where I was at. That’s probably not too good to do that to yourself because you want to try to focus on what your game is doing and not what everyone else is doing. I didn’t want to know where I was until the end.”

That mentality helped Roach shoot 1-under par on the final 13 holes to record a 3-over-par 75 on Saturday and a two-day score of 147 to place fourth in the IHSA Class 1A state tournament at Prairie Vista Golf Course in Bloomington.

“I think 3-over par my freshman year got second place, so I can’t be too upset,” Roach said. “It just shows how much progress I’ve made and how much my hard work has made me a better golfer, so it does mean a lot.”

Roach’s fourth-place finish put an exclamation point on a career that also included four state appearances and a 10th-place medal as a junior.

“It’s just cool to even see the Putnam County name on the leaderboard when you go on the IHSA website,” PC coach Chelsi Straughn-Niewinski said. “He played great. His goal was to win it or be in the top two, but he was happy in the end getting fourth. He went to state all four years and kept finishing higher and higher every year, so it’s a really

good accomplishment.

“He works really hard, so he deserved to have a nice finish like this.”

Roach had a tough start to the round as he started with back-toback pars before recording bogey, double bogey, bogey.

“After the first five holes he was 4-over-par,” Straughn-Niewinski

said. “He had a couple bogeys and had an unfortunate shot where he hit a cart path and kicked his ball out of bounds, so it was a really bad break.

He does a pretty good job of staying focused. He was down because he had three holes in a row with a bogey or double bogey, then he said he was focused on making a par, and he made par on the next four holes and got a couple birdies. It was good to see him pull it back together and not let it get out of control.”

After closing the front nine with four consecutive pars, he opened the back nine with three consecutive pars before recording a birdie on No. 13. He also had a birdie on No. 16.

“It was a little bit iffy because on the front nine I had a drive that went OB,” Roach said about his round. “I did have a lot of really good drives.

My irons weren’t super good, but good enough where I could get it on the green and two-putt most of the time or save a few pars and make a couple birdies. It was not as solid as the first day, but it was solid enough.”

Roach said he’s now ready to move forward with a golf career at IVCC on the horizon.

“Now looking forward to the future, I can say my highest place in state was fourth compared to when I was a freshman and I was 46th place,” Roach said. “It means a lot to cap it off (with a fourth place). … I’m happy and ready to move on to the future.”

PC senior Ben Cyr missed the final cut for the final round by just one stroke, shooting an 11-over 82. The final round is cut to the top eight teams and 24 individuals not on those teams.

Peoria Christian freshman Weston Walker won the individual title with a 143. Breese Mater Dei won the team title by a stroke over Althoff Catholic.

Ian Roach, Ben Cyr qualify for state; Ali Ciucci barely misses SHAW MEDIA At the Freeport Aquin Sectional, held Oct. 14 at Park Hills West Golf Course, Putnam County’s Ian Roach was the second individual qualifier, shooting a 76, while Ben Cyr of Putnam County was the eighth at 83.

Winnebago senior Marcus Smith was sectional medalist with a 69.

Port Byron Riverdale was crowned sectional champion, edging Winnetka Country Day North by one

stroke, 336-337.

When Putnam County senior Ali Ciucci and the rest of her foursome were done tallying their scores, there was only one thing for Ciucci to do in the St. Bede 1A girls golf sectional Oct. 14 at Spring Creek Golf Course. Wait.

One more group still had to come off the course for Ciucci to find out if her 91 was enough to earn her a

berth in the state tournament.

Unfortunately for Ciucci, the final scores pushed her out of contention for state, as the cutoff to qualify was an 89. “It’s frustrating and nerve-racking,” Ciucci said about the wait.

“Even though I didn’t make it, I’m still happy with what I shot. I know I worked hard and should be proud.”

Ciucci had the best score among area golfers at the sectional.

“My round was OK today,” Ciucci

said. “I had some holes where I goofed up. On a couple of the par 3s, I tripled them. Other than that, my short game was pretty good today. I was pretty consistent with that.”

PC freshman Gracie Ciucci ended her first high school season with a 106.

Normal University won the team title with a 321 led by individual medalist Reagan Kennedy, a freshman who shot a 71.

Putnam County’s Morgan Hundley on all-tourney team SHAW MEDIA WASHBURN — The No. 5-seeded Putnam County girls volleyball team took home fourth place in the Tri-County Conference Tournament, which wrapped up Oct. 17.

The Lady Panthers began tournament play by defeating No. 4 Peoria Christian, then fell to No. 1-seeded Ottawa Marquette before losing in the third-place match to Roanoke-Benson.

Fall driving can get risky when the deer get frisky SPRINGFIELD — With the onset of autumn, the school year is in full swing, pumpkin lattes are steaming — and Illinois deer are feeling amorous.

The Illinois Department of Transportation and Illinois Department of Natural Resources are reminding motorists to be vigilant during deer mating season as the animals become more active, especially in the early morning and evening hours.

“As the risk of deer-vehicle crashes peaks during fall, drivers can

help ensure they reach their destinations safely by remembering a few important tips,” said Acting Illinois Transportation Secretary Omer Osman.

“Most importantly, don’t veer for deer. While your first instinct when facing a deer in the headlights may be to swerve, doing so could cause you to lose control of the vehicle and increase the severity of a crash.”

Motorists are urged to consider the following safe driving tips during deer mating season:

• Be aware of your surroundings and pay attention to deer crossing signs.

• Scan the sides of the road for eye shine — the reflection of headlights in the eyes.

• Slow down if you see deer. They travel in groups, so more are likely nearby.

• Prepare for the unexpected. Deer can stop in the middle of the road or double back.

• If a collision is inevitable, try to glance the vehicle off the deer and

avoid swerving into the opposite lanes of traffic.

In 2018, there were 15,636 motor vehicle crashes involving deer in Illinois.

Of these, 14,998 resulted in damage to property or vehicles only, while 630 caused personal injuries. Eight of the crashes were fatal.

More than 40 percent of crashes involving deer in Illinois occurred in October, November and December, with November being the highest-risk month.
