McNabb, Lostant fire departments get critical equipment with federal grant

BY KIM SHUTE kshute@shawmedia.com MCNABB — McNabb and Lostant fire departments recently were awarded Assistance to Firefighters grants from the Department of Homeland Security for their joint grant application to purchase a Life Pack 15 Cardiac Monitor for each department.

The equipment totaled $90,000 and allowed each department to replace outdated equipment that is no longer serviceable. Without funding, it would have been a five- to six-year commitment to raise funds to purchase it new.

U.S. Rep. Adam Kinzinger, R-Channahon, toured the Putnam County EMS building Oct. 13 and got the opportunity to learn about the lifesaving equipment purchased through the grants.

Putnam County EMS Director Andy Jackson told Kinzinger that the equipment is used on nearly every call to evaluate patients’ heart rates and health, and, in fact, it had just been used to diagnose a massive heart attack in a man who otherwise would have died at home had he not been evaluated.

Kinzinger asked how recruiting is going for the next generation of firefighters and emergency responders. Jackson, Granville Fire Chief Brad Popurella and Cedar Point Fire Chief/Putnam County EMS Allen Haeffner agreed that the answer is not good.

Popurella said he started out at 15 years old learning the ropes, but there doesn’t seem to be an interest in a firefighting career like there used to be.

“I hate to sound like the old guy that says ‘back in my day’ but we just don’t see an interest in public service careers like there used to be,” he said. “Kids don’t want to commit the time to this and it’s a big commitment with the time and education required.”

“It’s a public perception problem,” Haeffner agreed, “After 9-11 first responders, police were all heroes but that all died down.”

He said local fire and EMS must accept responsibility for a lack of marketing those jobs to the younger generation of workers.

Kinzinger said he foresees a need

to shift education over the next 10 years, pointing out the exclusivity universities create by pricing out many students of average means.

“We need to start more recruiting out of high school,” Kinzinger said.

Early and mail-in voting totals are up this election

BY KIM SHUTE kshute@shawmedia.com HENNEPIN — Putnam County is seeing brisk traffic in early and mail-in voting, the county clerk reported last week.

Dan Kuhn told board members on Tuesday, Oct. 13, that his office has received about 1,000 requests

for mail-in ballots for the upcoming general election. Since early voting started, he reported about 200 residents casting their votes so far.

The board discussed whether to use available funds to purchase drop boxes to be used for future elections and potentially for other government payments like tax bills.

Kuhn said drop boxes come in at nearly $1,000 so it would behoove the county to purchase them with

non-taxpayer money. Drop boxes could be permanently installed and potentially monitored by camera.

The board also heard positive news from treasurer Kevin Kunkel who reported revenues to date are in the black. The general fund balance is at $2,659,000, whereas expenses to date are $2,333,000.

Strict budget cuts across the board have allowed the county to be in a better financial position despite a decline in sales tax revenues during the pandemic.

He reported that a sizable number of residents waited until the second tax installment to make payment, likely attributed to COVID-19. At this time about 500 ‘”friendly” reminders have been sent for late payments. A second certified mailer will be sent to those who haven’t yet made a payment.

Kunkel said his office still is working on refund checks for tax overages and expects to be able to mail refund checks in the near future.

Kinzinger says SCOTUS nomination being handled properly Rep. also talks about stimulus and President Donald Trump’s tweet about Illinois

BY KIM SHUTE kshute@shawmedia.com MCNABB — During a stop at the McNabb Fire Department, U.S. Rep. Adam Kinzinger took a few minutes to share his thoughts about the SCOTUS nomination process, a possible coronavirus stimulus package and a recent tweet from President Donald Trump.

Kinzinger, R-Channahon, when asked his thoughts on the Supreme Court nomination and whether

he believed it was being handled properly, answered in the affirmative.

“So the bottom line is [that] the president has a right to nominate, and the Senate has a right to approve a justice,” Kinzinger said Oct. 13. “I hope it will be a fair hearing for all sides, and I hope the will of the Senate will be heard.”

“I do believe it should be done now,” he said.

As for a possible COVID-19 stimulus package? Kinzinger is hopeful it will happen but has no illusions that it will happen in the lead-up to the election.

“Of course the ‘corona crystal ball’ changes every day,” he said.

“There’s a possibility of a breakthrough, but it’s probably more likely to happen after the election.

“Soon after the election,” he said.

Kinzinger said he disapproves of House Speaker Nancy Pelosi’s bill and hopes the sides can come together to pass something sooner rather than later. He recently voted against the $2.2 trillion legislative amendment on H.R. 925.

“The negotiations are between the White House [and] primarily [Treasurer Steve] Mnuchin and [Senate President Mitch] McConnell and Pelosi, so we [will] wait to see if they can come to a deal.”

Despite criticism from some corners that the focus now should be on stimulus package talks and not the SCOTUS hearings, Kinzinger doesn’t agree.

“You can walk and chew gum right?” he quipped. “They can do

the hearings and still litigate coronavirus.”

As for his response to Trump’s recent tweet about Illinois, where the president stated, “Illinois has no place to go. Sad, isn’t it? Vote Trump!,” Kinzinger said he hadn’t seen the tweet in question.

“Illinois is a great place to live and has a lot going for it,” he said.

“But it’s been mismanaged for a long time. You have an administration now that wants to raise taxes, including changing the constitution, and has a budget shortfall – Illinois deserves better.”

When pressed, he admitted there are a few tweets by the president that he wouldn’t have tweeted himself, but he does understand the sentiment that Illinois deserves better.

Lentz house decked out in Harry Potter theme this year

BY KEVIN CHLUM kchlum@shawmedia.com When Adam Lentz and his family moved to Henry six years ago, he noticed people didn’t seem to have the same Halloween spirit as his family.

“I’ve always had a love for Hal-

loween,” Lentz said. “I remember growing up and how awesome it was in the fall with the leaves, candy and pumpkins. It seemed like there were kids everywhere. Trick or treating was a huge deal. When we moved here, the first year we only had, like, four trick-or-treaters. I was like, ‘OK, what’s going on?’ It seemed like Halloween was kind of dwindling, at least in this area.

“We decided to do something about it. We started to decorate the house more and get more people to come out.”

The Lentz family started decorating their home, located at 920 Warren St. in Henry, four years ago and has gone more in-depth each year.

Every fall, the Lentzes choose a different theme.

One year, visitors encountered all the traditional Halloween monsters, and last year was pirates.

“Every year, we try to do something different to keep the kids engaged,” Lentz said. “We don’t want it too scary, but scary enough [that] they feel the fear but are able to overcome it and have fun. The

goal is to get kids involved and get that attraction toward Halloween.”

This October, the Lentz home, dubbed the “Henry Halloween House,” is decked out in a Harry Potter theme.

“A lot of people like Harry Potter.

I have two kids who love Harry Potter,” Lentz said. “It’s something more lighthearted because of everything going on with the virus, the violence, the hate, politics and all the other stuff going on. We wanted to do something a little more upbeat.

Regular clients of the Food Pantry will not receive a basket unless they complete a form. Baskets will be delivered only to those who are shut-in or have no access to transportation. Deliveries will be made the morning of December 19th, as well. We ask that you are home at the time of the delivery.

BY KEVIN HIERONYMUS khieronymus@bcrnews.com MCNABB — If you’ve ever golfed at Edgewood Park Golf Club, you’ve undoubtedly met the “tee man” or seen his work around the golf course.

Fran Aimone has given out more than 3,500 of his trademark striped tees at Edgewood Park. It’s his way as a share holder and board member of welcoming new golfers.

“I used those as conversation starters for people who have never been at Edgewood. How you doing?

Where you from? I give them tees to make them feel welcome. Made a lot of friends that way,” Aimone said.

“I just love going out there meeting people. I like representing Edgewood and make people feel good about coming. We get people from all over.”

Longtime Edgewood Park Course Superintendent Larry Ringenberg jokes he finds Aimone’s work at tee blocks all around the golf course throughout the day.

Aimone started his hobby with a salute to his Italian blood, striping tees in red and green. Once the Edgewood Ladies League saw Aimone’s work, he was asked to paint tees in pastel colors to be used as passouts for their play day.

His hobby expanded from there, providing tees in all colors for many groups.

He’s made black and gold tees for the Putnam County High School golf team and red and green for Verucchi’s Italian Restoranti play day. He also uses sports themes, including green and gold for Packers fans, blue and red for Cubs fans, orange and blue for Bears fans, gold and purple for Minnesota Vikings fans, black and gray for White Sox fans.

He’s also been known to hand out patriotic red and blue stripes on the white tees for the Fourth of July.

Most mornings, Helen Aimone will find her husband already out at the kitchen table striping tees. She said it keeps him out of trouble, but is also therapeutic for his hands that have been inflicted by Parkinson’s.

He buys tees in bundles of 500 and keeps a bag of sharpie markers in an assortment of colors nearby.

Aimone can finish a tee in about 30 seconds and said it depends on how many tees he handed out the previous day to determine how many he will stripe on a particular day.

He places the tees six to a small bag with special instructions: “Use three today and the other three when you come back. And don’t try to use them on any other course, because they won’t work to keep the ball going straight.”

Aimone, who will turn 79 in January, is going to keep striping tees as long as he can. He said he can paint two stripes on a tee in 30 seconds.

The tees also come in handy for Aimone, who golfs nearly every day at Edgewood Park, although he has been temporarily sidelined for medical reasons.

“As far as playing good golf, the parade has passed me by,” he said. “I

used to be a 4 handicap. Now I struggle to break 90.”

Sometimes he’ll play six holes with two balls, “but the problem with that, by the time I hit the second one I forget where the first one went,” he joked.

But he doesn’t lose nearly as many balls as he used to, “because I can’t hit them as far.”

Aimone golfed for many years and never had a hole-in-one. Then he had to switch from golfing from his natural left-handed side to right-handed, and got two aces in the span of three years, the first in 2000.

He still putts left-handed and said he’s known as the best putter at Edgewood.

“I have a 48-year-old putter. It’s the first oversized grip. It’s got 10 wraps of adhesive wrap on it,” Aimone said.

In his day, Aimone was known for his basketball talents. He stands as the all-time leading scorer (1,478 career points) at Hopkins High School in Granville, which became part of the Putnam County consolidation in the ‘60s. He averaged 24.2 ppg his senior year, once scoring 51 points in an 80-77 overtime win over Washburn on a badly sprained ankle.

Aimone, who played basketball at Illinois State University, was inducted into the Illinois Basketball Coaches Association in 2005.

Lentz said “it’s a process” to have a new theme each year and put up the decorations.

“It’s pretty much my wife and me,” Lentz said. “We invest in a bunch of new stuff. We’re able to reuse some of it, but we want something fresh and different every year. There’s definitely some cost involved in doing it and a lot of time to get it all up. But the looks on the kids’ faces makes it worth it.

“We usually start (putting up the decorations) in mid September, and it takes 2-3 weeks. I’m usually working about 60 hours per week. Whatever time I’m not at work, I work on it here and there. The closer it gets to Halloween, we’re always adding to it. I have a dragon on order that’s supposed to be here this week.”

The display will stay up through at least the first week of November.

In years past, the Lentz family has hosted a party and had activities for area children, but that can’t happen this year because of COVID-19.

MARY LOU SMITH GRANVILLE — Mary Lou Smith, 81, of Granville passed away on Wednesday, October 14, 2020, at CGH Medical Center, Sterling, IL. Services were held at 11 a.m. on Monday, October 19, 2020, at DysartCofoid Funeral Chapel, Granville, with Rev. Dr. Ron McNeill officiating. Burial was in Granville, Cemetery.

Visitation was held from 4 to 6 p.m. on Sunday, October 18, 2020, at Dysart-Cofoid Funeral Chapel, Granville.

Additional visitation was held Monday from 10 to 11 a.m., prior to the service.

Due to the pandemic, face coverings and social distancing will be encouraged.

Mary was born on April 10, 1939, in LaSalle to Thomas V. and Wilhelmina “Wilma” (Gingerich) Hardy. She married Clarence Smith in 1956 in Peru.

She was an associate worker at Wal-Mart and had previously worked at Country Catering for many years. She also worked at J. C. Whitney, Westclox,

We hope to raise some money for them but also raise awareness of what it is. People don’t have to put money in if they want to come out and enjoy [the display], but if people want to help out a good cause, we encourage them to throw something in.”

Mary was a member of the United Church of Christ. She enjoyed line dancing for many years and listening to country music. Mary had a very large garden and enjoyed canning and preparing food for her large family. She was a tremendous cook. She also had a collection of angels that she enjoyed.

Survivors include her husband, Clarence J. “Mac” Smith Sr. of Granville; four sons, Clarence “Jim” Smith Jr. of LaSalle, David R. Smith of Granville, Richard A. (Laila) Smith of LaSalle and Dale E. (Shelley) Smith of Ottawa; two daughters, Brenda S. (Bruce) Bouxsein of Davenport, Iowa, and Kathy J. Smith of Spring Valley; 20 grandchildren; 27 great-grandchildren; one great-greatgrandson; and numerous nieces and nephews.

She was preceded in death by her parents; three brothers, William Hardy, Ed Hardy and Robert Hardy; one sister, Leona Clark; and one grandson, Robert “Robbie” J. Smith.

10 To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article.

The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed.

EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.

ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly benefits millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people.

Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it.

This Amendment Would Make Illinois' Tax System Fair.

Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people.

Illinois' current tax system unfairly benefits millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people.

This amendment will help small business owners by creating a stable economic environment for their businesses to thrive.

While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate.

In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income.

The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois.

Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "flat tax" that penalizes middle-class and working people and benefits higher income individuals.

A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes.

Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems.

Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services.

While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "flat tax" rate continues to rely unfairly on taxes from middle and lower income earners.

Under Illinois' "flat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more.

Because of the way our current tax system is set up, the bottom fifth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers.

If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less.

Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less.

Over 95% of small businesses earn $250,000 or less a year in profits, and their owners will not see a tax increase under the new tax structure.

This change will generate additional revenue each year that can help address Illinois' budget deficit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters.

After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People.

Working people and essential workers like nurses, first responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year.

Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials.

When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

ARGUMENTS AGAINST THE PROPOSED AMENDMENT 1) The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

2) Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

3) In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income.

Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in Springfield.

Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deficit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse.

Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target.

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

Putnam County Rotary is part of a global effort to eradicate Polio As we now hope for a vaccine for COVID-19, we can imagine the helplessness, pain and loss felt by millions of families worldwide in the 1950s before a vaccine was found to prevent a different pandemic called polio.

Even 25 years after two different polio vaccines were discovered by Dr. Salk and Dr. Sabin, the polio virus continued to kill or paralyze as many as 1,000 children daily — commonly within days of exposure.

Still today — more than 60 years after the vaccines were discovered – new infections are reported in some countries, and the world remains at risk of a resurgence.

Rotary International entered the picture in 1985, at the peak of Polio’s devastation, determined to make a difference. Since then, in partnership with the World Health Organization, UNICEF, the CDC and the

The number of infections causing death and paralysis has decreased from 350,000 per year in 1985 to less than 100 thus far in 2020, but Rotary’s work is not nearly done. Volunteers have even placed their own

lives at risk on occasions to administer the vaccine, particularly in regions of Afghanistan and Pakistan where vaccinations are hindered by cultural and political opposition.

Two of three polio strains have been totally eradicated and Rotary hopes to eliminate the last with expanded vaccination programs supported by donor contributions.

Locally, Putnam County Rotary has been part of the global effort to eradicate the world of polio, raising funds and awareness of the disease and how we can help to prevent it.

John M. Hemphill, 63, of Spring Valley, was arrested Oct. 9 after police said he delivered less than one gram of crack cocaine to Tri-

Nicholas E. Panicucci, 21, of Oglesby, was arrested Oct. 8 after police said he delivered less than five units of a substance containing LSD. Panicucci also had a domestic battery charge.

Hemphill and Panicucci are both being held at LaSalle County Jail on $500,000 bond, needing $50,000

for release.

Hemphill appeared in court Friday, and a public defender was appointed.

His next court date is scheduled Oct. 30 in Judge H. Chris Ryan’s courtroom. Panicucci appeared in court Friday and said he will hire a private lawyer. His next court date is set for Oct. 22 in Judge Cynthia Raccuglia’s courtroom.

American Legion launches voter campaign GRANVILLE — The American Legion in Granville is mobilizing to fight voter apathy and get residents to cast their votes on Election Day, Nov. 3.

Members of American Legion Post 180 are urging their friends and neighbors to help stop the decline in voter participation and instead, get every eligible voter to the polls.

Commander Bill Haage, of Post 180, says the campaign in Putnam County, is part of the American

Legion’s nationwide “Get Out the Vote” program.

Haage said, “We’ve been doing this since 1920, but this year it is taking on added importance. There are so many important things happening in the world today that will shape how we lives our lives tomorrow.

Responding to an attack on President Trump To the Editor,

The Putnam County Record of 14 October 2020 contained a letter to the editor attacking President Trump on several issues.

One of these issues was his draft deferments during the Vietnam War. Yes, President Trump did receive four draft student draft deferments before his draft exemption due to bone spurs. You failed to mention the president’s opponent, former Vice President Joe Biden, received five student deferments before a draft exemption for asthma.

I assume that VP Biden’s deferments/exemption were not noteworthy or as egregious as those received

by President Trump. The writer referred to President Trump as a “draft-dodging coward” and undeserving of treatment at Walter Reed Hospital. Doesn’t Joe Biden deserve the same “draft dodging-coward” designation and undeserving of treatment at military hospitals?

If a writer wishes to attack a candidate on an issue, he should relate the opponents action on the same issue.

Social media led to rescue of stuffed animal

BY KEVIN CHLUM kchlum@shawmedia.com When Gracie Smith was on a family vacation in Illinois, her great aunt bought her a teddy bear at an antique shop in Sandwich.

“She got real attached to him and loved him,” her grandma, Pam George, said. “She held onto it the whole time we were there.”

While visiting Starved Rock State Park, the 5-year-old put her new teddy bear “in the perfect hole to rest.”

Unfortunately, she left the bear at Starved Rock.

“I was so sad,” said Smith, who lives in North Carolina.

When she realized that night that the bear was gone, she asked her grandma for help.

“She cried and told me to call the police and ask them to go find Mr. Bear,” George said. “I said, ‘Grace, the police don’t really do that.’ She kept insisting I call the police.

“Of course, I didn’t do that. I told

my daughter, who was still home in North Carolina, how Grace was so upset about losing this bear. She said she was going to try Facebook.”

The Facebook post that included a few photos of Smith with the bear was shared more than 1,300 times.

Former Starved Rock Lodge employee Edna Daugherty had been hiking and had actually photographed the bear in a crevice in a canyon wall.

She informed Starved Rock Lodge marketing director Kathy Casstevens that the bear was located at Council Overhang.

After dropping off a group for an “Autumn on the River” tour, Starved Rock Lodge activities director Laura Guerrero went to Council Overhang and found the bear.

“I happened to have been over at Lone Point Shelter on a tour, so I took a quick ride over to Council Overhang, took a walk over there, and there he was,” Guerrero said.

“I did a couple adventures with him. He got to ride on the trolley. I took pictures with him on the boat and over at Buffalo Rock as well.”

The bear is currently in Guerrero’s office waiting to be shipped back to

North Carolina.

“I’ve been in contact with her family,” Guerrero said. “Once I found it, I took a picture with the bear and sent it to them. They were extremely happy.”

Smith said she was “happy” she’d be getting her bear back.

“When I had him, I loved him,” she said.

Her grandmother was surprised when the bear was found.

“We were not thinking we’d find him,” George said. “I think it’s pretty amazing we found somebody who had him. We thought the chances of that were slim to none.”

Guerrero said she’s happy the little girl will be getting her bear back.

“I have a teddy bear I was very close to that I passed down to my daughter, so I know how important a teddy bear can be,” Guerrero said.

“I’ve had this bear for 20-plus years.

I’m glad my daughter is enjoying it.

If it ever got misplaced, I would want it back.”

Casstevens said the story of the bear shows the positive side of people.

St. Margaret’s, IVCH agree to consolidate healthcare operations

BY SHAW MEDIA St. Margaret’s Health in Spring Valley and Illinois Valley Community Hospital in Peru have signed a binding definitive agreement to consolidate their health care operations to form a regional health network.

The new organization will be governed by SMP Health System, of which St. Margaret’s is a member, through a new regional parent company that will have board members representing the local communities historically served by the two health systems.

Both St. Margaret’s and IVCH have recently submitted certificate of exemption applications to the Illinois Health Facilities and Services Review Board for a change of ownership. After the affiliation is complete, IVCH will be known as St. Margaret’s Health – Peru. Likewise, St. Margaret’s Hospital will

be known as St. Margaret’s Health – Spring Valley.

“We are extremely pleased that IVCH has chosen to partner with St. Margaret’s and the SMP Health System. SMP Health System is looking forward to working with our IVCH colleagues to create a vibrant healthcare network which will better serve the needs of the Illinois Valley community,” Aaron K. Alton, President/CEO of SMP Health System, said in a press release. “This new partnership will also help to expand the Mission of the Sisters of Mary of the Presentation.”

“Our collective efforts will allow us to better address the challenges we face in today’s healthcare climate,” added Tim Muntz, St. Margaret’s President/CEO in a press release. “This affiliation allows us the opportunity to enhance our operations and services, while also exploring the possibilities of bringing additional services to our community.”

St. Margaret’s and IVCH intend to finalize their affiliation by the end of this year, pending approval by the IHFSRB. Once the affiliation

St. Bede Regional will run in flights

BY KEVIN HIERONYMUS khieronymus@bcrnews.com In a word, the 2020 cross country season has been different.

Many meets, included all hosted by Princeton High School, have been run in waves with each school running separate races, rather than against one another. Winners have been determined by best times.

Similar formats will be utilized for many upcoming IHSA regionals.

At St. Bede, where Putnam County will compete, there will be eight 3-mile races with four girls’ races followed by four boys’ races. Girls races will begin at 9 a.m., followed by the boys approximately at noon.

The flights will match runners from

each school in this format: Flight 1 (No. 1s and individuals), flight 2 (2-3), flight 3 (4-5) and flight 4 (6-7).

The IHSA will be implementing reduced threshold for qualifying from regionals to sectionals. Rather than having the top seven teams advance as in the past, the IHSA will now take the first five placing teams from each 1A regional.

There is no change to the number of individual qualifiers (top 5 individuals at each regional who are not on advancing teams.

According to Kraig Garber of the IHSA, the reduction in teams was made for two reasons. First, it keeps the number of flights-per-gender in each class at a manageable number for hosts; and second, it makes it

more manageable in terms of gathering limits.

Other area schools competing at the St. Bede Regional include Fieldcrest, Hall, Henry, Mendota, Princeton and St. Bede.

Qualifying teams and individuals from the St. Bede Regional will advance to the Seneca Sectional on Saturday, Oct. 31. There will be no state meet this year.

Spectators will be allowed on the course at St. Bede. Coaches are reminded to instruct their fans and supporters to wear masks when arriving, and when they are talking to any official, coach or runner before and after the race, and also to practice social distancing while watching the race.

Lineup set for 12-team, 4-night Marseilles Shootout

Marseilles Holiday Tournament director Jeff Owens loves basketball, and will go to great lengths to give fans what they want, in whatever format he can devise, no matter what the obstacle or limitation.

The tournament as it was will not exist this year due to the COVID19 pandemic, but unless something else happens between now and the end of the year, there will be basketball in the Marseilles Grade School gym come Dec. 26-30.

Instead of a 16-team, winners/losers bracket event, this year’s MHT will be a shootout featuring several new teams and matchups, including an intriguing encounter between tourney host Marquette Academy and La Salle-Peru High School.

“We wanted to give the teams we had the chance to do something, and this is better than what we thought would happen – nothing,” said Owens. “It’s not a perfect world, but at least it’s some basketball for the holidays for some teams.”

The shootout will consist of four nights with three games played per night, at 1, 3 and 6 p.m.

The first day, Saturday, Dec. 26, will have St. Bede against Putnam County, followed by Seneca taking on Hall, and then Marquette meeting Kewanee Wethersfield.

On Monday, Dec. 28, play will start with Henry-Senachwine against Flanagan-Cornell. Then Woodland will take on Lexington, and finally it’s Dwight vs. Gardner-South Wilmington.

The Tuesday, Dec. 29, slate has Seneca doing battle with Lexington, GSW facing Henry, and an interesting encounter, the Crusaders squaring off against the L-P Cavaliers.

The final night, Wednesday, Dec. 30, sees Hall against Woodland, Flanagan-Cornell versus St. Bede, and Putnam County battling Dwight.

Owens said that he’d “love to” go back to the original format, but believes “those days are gone” for this year due to the decisions by some conferences to play within themselves in lieu of the holiday events.

“It was more difficult than I thought it was going to be, because at first we were going under the assumption that you could only play two games a week,” Owens explained. “Some conferences took Christmas off, some didn’t. … Now it looks like all that has changed and we can play multiple nights.

“Wethersfield wanted one game, and they got it. L-P was looking for a game and Tuesday was open, and they said they’d take it. Marquette’s playing both of them, two of the tougher teams in this, but Hop [MA coach Todd Hopkins] never shies away from tough competition. …

“Teams are looking for a place to go, saying, ‘The tournament we were at was canceled, can you get me two games somewhere?’ We’ve got them.”

Owens is still unsure if fans will be allowed into the games. The current number allowed in a gym during an indoor athletic event per IHSA pandemic restrictions is 50. Each team will likely account for 18 between players, coaches and managers, plus with the three officials, three scor-

Because the tournament and its concession stand have always been a key money-maker for Marseilles Grade School athletics, Owens has possibly come up with a way to both raise money and appease fans wanting basketball: stream the games on the internet behind a paywall.

He has considered even doing the same for the MGS games.

“That could be the most frustrat-

ing thing out of all this,” said Owens, “that mom and dad or grandma and grandpa can’t be in the gym to watch their kids play, as of right now.

“What the future holds, I don’t know. There’s a long way to go yet, so we’ll see what happens between now and then. It’s been described as we’re building a plane as we’re flying it, it’s changing so fast.

“We’ll have to be ready for anything … but right now, it looks like we’ve got a pretty good lineup.”

Follow the crowd to The Greenhorn Saloon Take a drive on Bedford Road, also known as U.S. 6, west of Route 47 in Morris for a couple blocks, and you will notice a place set back from the street that always has a full parking lot.

That’s The Greenhorn Saloon & Eatery, and the lot is full because people love to eat there.

I stopped in to find out why.

My dining companion and I decided to start with a couple of appetizers. She loves onion rings, so she ordered them.

They were listed on the menu as beer-battered, and they looked and tasted delicious.

Neither of us was a fan of the horseradish dipping sauce, but the ranch was very good.

I went with the house specialty, armadillo eggs.

There were only four on the plate, but that was more than enough. These hearty appetizers were a blend of pepper jack, Chihuahua and cheddar cheeses, poblano peppers, chorizo and fresh cilantro fried in a corn tortilla breading and served with fresh house-made salsa and chipotle ranch. Definitely different and quite filling. These could be a meal in themselves.

For our main courses, my companion ordered the chicken quesadilla, which was half the size of the plate and came with sour cream, salsa and guacamole on the side so you could dress it up however you like.

I ordered the brisket burger, which was a 1/3-pound patty topped with sliced beef brisket, white cheddar cheese, barbecue sauce and grilled onions. Meat as a condiment? Count me in. Also, both came with a choice of side, and we both picked fries.

They were seasoned and tasted like curly fries, but they were cut as normal fries.

After we finished the main course, we opted for dessert.

We ordered “The Horns” – a salted caramel-crusted brownie covered in whipped cream and chocolate sauce, with two inverted Drumstick ice cream

with such items as a brisket sandwich, salami, pepper jack cheese, bacon, shrimp, jalapeño poppers, mozzarella sticks, corned beef and wings.

Overall, it’s easy to see why so many people pack into The Greenhorn Saloon & Eatery. The inside is decorated well, and there also is a

good-sized patio for those who like to dine outdoors.

Putnam County clerk addresses political sign placement

Dan Kuhn, Putnam County clerk and election authority, has released the following information referring to political sign placement.

“Every election raises the question of where political signs for advertisement can legally be placed.

A clear and simple answer is, ‘Political signs can be placed on private property only after permission is granted by the property owner.’

Along with this ‘rule of thumb’ there are also other important points to consider relative to political signs:

• It is illegal for anyone to tamper with, deface or remove political signs that have been legally placed.

• The Illinois Election Code clearly states that no political signs can be placed within 100 feet from the entrance door of a polling place.

• Placing political signs on the right-of-way of state, county and township roads is illegal.

• Some village and subdivision ordinances clearly state that no political signs can be placed within their boundaries (Lake Thunderbird has such an ordinance).

• The representatives from the people who own utility poles (Ameren Illinois, formerly known as Illinois Power Company) state that they do not authorize any signs being placed on their poles. The signs pose a safety hazard to service personnel and they will be removed.

• Environmentalists encourage that no signs be placed on trees.

It is clearly understood that the candidates themselves do not place every sign, but it is the candidate that should be responsible for them if they are placed wrongfully and

it is the candidate that should take the necessary corrective action to ensure that his or her signs are properly placed.

I hope this clarifies the legalities and guidelines for political sign placement within Putnam County.

These same ‘rules’ apply to organizations that are proponents of or opponents to public questions being put forth to the voters.
