Deputy addresses board about budget concerns

Circuit Clerk encourages board to keep up with fee legislation

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Deputy Chad Haage shared his concerns with the Putnam County Board’s handling of their ongoing budget problems during the board’s Oct. 8 meeting.

Haage took issue with rumors of the board wanting to reduce vacation hours; increased insurance costs and changes; the professional responsibilities faced by law enforcement and emergency dispatchers; the difference between courthouse employees and sheriff ’s office personnel; the high costs of funding the county’s Emergency Management Agency (EMA); the proposed public safety tax; and the board’s creation of “preventable mistakes” and their “incompetence and lack of financial awareness.”

“In my opinion, you are attempting to climb out of this financial situation on the backs of the employees,” he said.

Haage said that being a 24-hour-aday, seven-days-a week, 365-days-ayear law enforcement agency means the Putnam County Sheriff ’s Office (PCSO) operates 100 percent of the time for 8,760 hours a year.

“The courthouse operates clerical offices 1,729 hours a year. That is 19.8 percent of the time,” he said. “Each (deputy) works 12-hour shifts, nights, weekends, holidays, and are put in extremely high-stress situations.

These individuals and our department cannot be and should not be compared to a clerical employee or office. I am in no way degrading the clerical employees or office, I’m just pointing out the difference.”

He continued by saying the board was looking to cut employees from the sheriff ’s office, and that the department is understaffed as it is, adding they need an additional two deputies at a minimum. He also described the types of dangerous situations deputies often find themselves in, including domestic situations, fights, drug overdoses, burglaries, neighbor disputes and many others.

Putnam County Sheriff’s Office should,” he said.

Haage was also critical of how much the county has been spending on its’ Emergency Management Agency, saying it could be done on a smaller scale and adding that the county hasn’t levied for it in years.

“There seems to be a more practical way for EMA to operate. One way would be to combine EMA services with another county or perhaps more than one county. Another option that’s been proposed to this board is for EMA to operate under the direction of the sheriff. This has been accomplished in many other counties,” he said.

He continued with a comparison of the services provided by both the Putnam County EMA and the sheriff ’s office.

“According to figures I was provided by one of the dispatchers, the PCSO handled 7,160 calls for dispatch from Jan. 1, 2018, through Sept. 30, 2018. Can you provide me with the amount of calls EMA handled in that time? It’s probably safe to say it’s not even close,” he told board members.

Haage also addressed the accusations from the public that the department’s wages are too high. There is a proven and significant wage disparity between the PCSO and other area law enforcement agencies that shows this isn’t true.

“The men and women that serve and protect this county are a great group of people. They maintain their required hours, they report to duty on their time off, if needed and other matters that you as a board and the public do not see,” he said, later adding “I don’t think you as a group have presented your best effort.”

Following Haage’s statements, Putnam County Board member William Holmes asked how much Haage was paid, and Putnam County Board Chairman Steve Malavolti told him

he should have addressed the county’s finance committee rather than the county board.

In other board news: • Putnam County Circuit Clerk Cathy Oliveri recommended the board keep up the state legislation regarding fines and fees. If a fine or fee has a range, such as $100-250, the county can only charge the lowest amount unless they have a resolution on file pertaining to that specific fine or fee. The amount of revenue provided to the county could be significant, as Oliveri said the amount of new fines and fees have recently increased from 12 to 115 because of new legislation.

• The board approved an intergovernmental agreement to share county highway engineering services with Marshall County.

• The board approved a new food sanitation ordinance after Putnam County Health Department official Kurt Kuchle announced there will be a new review scale for establishments serving food.

“There will be no more 100-point scale used. Instead, you’ll be able to read the complete reports and specific violations. This will provide for more transparency, and we’ll be conducting a lot of education until this takes effect on Jan. 1,” he said.

• The North Central Illinois Economic Development Corporation’s Ivan Baker reported that 600,000 people have left the state in the past eight years. He also said his efforts to sell the attributes of the Illinois Valley to corporate investors was nearly successful and may still be.

According to Baker, the area was one of two finalists chosen by an international company. They had been expected to announce their decision in August, but President Trump’s tariffs and decreased sales “spooked them,” and they’ve now delayed the project for a year.

Chairman Steve Malavolti’s response to concerns raised by Deputy Chad Haage

BY STEVE MALAVOLTI Chairman, Putnam County Board In response to Deputy Haage: The county board understands the frustration Deputy Haage expressed on the financial issues in the county. However, it would’ve been more constructive if he would have presented his concerns to the finance committee as whole, in a face-to-face discussion, instead of the way he did at the regular board meeting, which mainly came across as finger-pointing.

I disagree with the comments he presented because not every service the county provides to the public provides a means of generating income.

The county board or finance committee is not looking at cutting vacation.

Vacation is a set benefit and is earned throughout the year at different rates per employee.

However, the county does stress to take vacation in the year that it earned so that it allows the employee to recharge and rest fully for the demands of the job. It’s up the department heads to manage vacation time and when it is taken. It’s also up to the department heads to manage their office according on documentation of working hours and taking comp time if it is so authorized.

The county board does not and will

not manage office functions. The county board can only control budgetary spending and set courthouse hours.

As for insurance, based off past audits, county health insurSteve ance costs have doubled Malavolti since 2008 when it was Chairman, $194,647 and is currentPutnam ly at $378,554 for 2018.

County Board The county has not discussed insurance at the current finance meetings, but that does not mean it may be looked at in the coming years.

As for the ballot question for the increase of the General Fund, all money levied has a specific purpose.

The current levy for the county in 2018 is $1,801,000. From full levy amount, the General and Corporate only levy receives $1,092,500. Within the Corporate levied amount, the General Fund receives $555,000 for daily operations such as payroll, health insurance, operating materials and equipment purchases.

The rest of the county revenue has to be made up through other means.

Since 2014 there has been a decline in revenue. Last year’s spending for the General Fund was at $3,000,000, which was less than the previous four years. Within the General Fund,

Public Safety includes the Sheriff ’s Office and Emergency Management and is the largest portion of the county budget.

Both are out of the General Fund, but primarily, the Sheriff ’s Office and County Dispatching are the largest.

Emergency Management expenses in 2017 was $55,719, where the Sheriff department was at roughly $840,424 over four line expenditures. So when a decision was made to ask the public if they were in favor to increase the Corporate Fund rate from .37 to .67, the extra revenue will automatically be in support of the funding for Public Safety, for this is the largest part of the county’s budget.

Emergency management is a necessity for all county governments to have and having set plans in place to receive funds from FEMA. All federal dollars for disasters will funnel through Emergency Management. The Emergency Management Building is an asset to the county and is utilized by many entities. The county board is always looking for a better way to make Emergency Management more efficient to run and to utilize the building. The building was mainly built with grant money and is fully paid for. It’s a fully operational command post when the need arises.

Since June, the county finance

committee has requested all unnecessary spending cease. Each of the board members, to my knowledge, hasn’t taken any pay for attending meetings. We are here because the job needs to get done.

Also, at that time in June, the board presented all department heads that everything will be looked at for next year’s budget and spending. One in a financial managerial position that’s fiscally responsible cannot not look at everything the county spends money on. Desperate times call for desperate measures, the finance committee must do what’s best for the county finances, but yet try to keep the level of service to the public, especially with safety.

Again, it was sad to see a missed opportunity to promote the sheriff department and the cost savings that it does repeatedly, instead of pointing fingers and dwelling over why we got here.

Every county is experiencing a revenue shortage, and Putnam County is not the only one.

Yet this year, it looks like we didn’t have to make tax anticipation loans to keep the lights on and keep the people safe, which is a good thing.

The county board will always strive to stay out of debt, to think outside the box, and be as efficient as possible for the taxpayer.

UPDATED BIO BLITZ RESULTS

“We learned some lessons from the first Bio Blitz that we used to improve this year’s event, and people really enjoyed exploring the refuge, observing new species, and contributing to the data collection with fellow nature enthusiasts.” she said.

During the first Bio Blitz in 2015, researchers eventually tallied 675 species. Shortly after the 2018 event that number was easily passed with a preliminary total of 779. A brief time later the confirmed total rose higher to 792.

However, even those numbers would come to be surpassed. TWI recently announced the official tally has reached 883 species.

The sheer density of wildlife returning to the area is impressive, especially considering the numbers should keep climbing as the years-long rehabilitation process is ongoing.

“We’re also thrilled that with more participants searching, we were able to catalogue more of the refuge’s biodiversity,” TWI’s Vera Leopold said.

Another addition to this year’s event was the use of the iNaturalist species identification app.

“We thought we’d try iNaturalist as an alternate form of data collection people could use,” TWI’s Phoebe Thatcher said.

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The tally for this summer’s Bio Blitz species count at Hennepin’s Dixon Waterfowl Refuge has continued to climb and gives reason to celebrate the site’s progress in returning to its natural state.

For the past several years, the previously drained farmland has been undergoing its transformation with help from The Wetlands Initiative (TWI), a non-profit organization dedicated to restoring Midwestern wetlands.

Ecologists, researchers and 90 citizen scientists gathered on Aug. 3-4 to conduct a species count to gauge the site’s biodiversity.

During the 24-hour event, volunteers traversed the 3,000-acre site to identify as many species as possible, including plants, insects, reptiles, fungi, arachnids, birds, mammals, amphibians and fish.

“We had two goals: to increase our scientific knowledge of biodiversity at the refuge, as well as to give area residents an opportunity to experience the refuge’s unique plants and animals

• SPECIES Continued from Page 5 “It ended up working beyond our wildest dreams, with 667 confirmed species and 1,346 individual observations. It was awesome to watch the results rolling in after the Blitz.”

Of the 413 plant species compiled, 16 haven’t been previously recorded at the refuge. Some highlights were dwarf blazing stars, a rare species not often found in Illinois, and other rarities included prairie onion, swamp loosestrife, and dozens of others.

One hundred bird species have been identified residing in one of the site’s many ecosystems,

including 15 that have returned to the area since 2015. These include Ruby-throated Hummingbirds, Great-Hor ned Owls, American Kestrels, state-endangered Upland Sandpipers, state-endangered Common Gallinules, which are medium-sized marsh dwellers, and the state-threatened Least Bittern, a small member of the heron family.

Regarding insects, 293 species were identified, including the rusty patched bumblebee, an endangered species.

Other insects found were 141 species of moths; 12 species of ants; 31 varieties of butterflies; 17 types of dragonflies or damselflies; 24 species of beetles; 30 types of bees or wasps; eight arachnid species; and 38 other

members of the insect family.

Thirty-four varieties of fungi and slime molds were found, including one that is the second ever recorded in the state and the only one seen in the Upper Midwest/Great Lakes region.

Sixteen species of amphibians and reptiles were documented; seven types of fish; and 12 members of the mammal family were also identified.

TWI recently conducted their annual seed harvest at the site on the cool and rainy Saturday of Oct. 6. These seeds will now be dried, sorted and planted at different locations throughout the site before the warmth of next spring begins.

“With our unusually large group

of about 50 people, we were still able to collect a huge amount of seed of 16 different native species. There were 20 students volunteering from IVCC to get extra credit, and we’d like to thank their biology professor Lauri Carey, who also attended the Bio Blitz,” Leopold said.

oy Scout Joey Twardowski raised enough money for a soccer field at Putnam County High School in Granville as his Eagle Scout project. Twardowski raised $3,300 by selling meat sticks and candy bars for about two-thirds of the needed funds, with the rest coming from private donations. His Eagle Scout project took 164 hours and raised the funds for two soccer nets, paint machine, cones and flags. LOSTANT — Tanya (Johnson) Sipe, 41, of Lostant passed away Monday, Oct. 8, 2018, at OSF St. Francis Medical Center in Peoria. She was surrounded by her family and friends until she passed away from several medical complications.

Tanya was born Oct. 4, 1977, to Marty Johnson and Doreen (Hess) Jacobson.

She married Corey Sipe on Dec. 7, 2017.

She graduated from LaSalle-Peru High School. She worked at Hi Tech for eight years and was loved by all. She attended Ax Church in LaSalle.

Tanya’s family was her life’s joy; her children, her legacy. She was in love with her Mickey and Minnie Mouse collectibles. Photography was her cherished pastime.

Survivors include husband, Corey Sipe of Lostant; two sons, Tyler Johnson of Macomb and Kyle Sipe of Lostant; her mother, Doreen (Hess) Jacobson of Oglesby; her father and stepmother, Martin and Laurie Johnson of Oglesby; her father and mother, Dale and Becky Jacobson of Peru; one sister, Crystal (Johnson) Rollings of Ottawa; one broth-

er, Jason Johnson of Palatine; Grandpa Clifford Hess Sr.; one niece, Brooklynn Rollings; her mother- and father-in-law, Kathy and Lynn Sipe; a brotherin-law, Todd Sipe; and several aunts, uncles and cousins.

Tanya was preceded in death by her brother, “Little” Marty Johnson; an uncle, Art Hess; a cousin, Brent Zielinski; and her grandma, Betty Elizabeth Hess.

Services were scheduled for 10:30 a.m. Monday, Oct. 15, at the Dysart-Cofoid Funeral Chapel in Granville with the Rev. Cameron Graper officiating. Burial was scheduled in the Magnolia Cemetery in Magnolia.

Visitation was scheduled from 4 to 7 p.m. Sunday, Oct. 14, at the funeral home.

Contributions will be allocated by donor’s choice.

Pallbearers were Tyler Johnson, Kyle Sipe, Todd Sipe, Jason Johnson, Chad Zielinski and Matt Jacobson. Honorary pallbearers were Crystal Rollings, Brooklynn Rollings and Dale Jacobson.

PUTNAM COUNTY FOOD PANTRY

GRANVILLE — The Putnam County Food Pantry, in cooperation with local schools, organizations and churches, will again be preparing Christmas baskets for Putnam County families in need.

The baskets will contain the makings of a Christmas breakfast and dinner, toys and clothes for the chil-

dren, and gifts for senior citizens.

The baskets will be ready for pickup between 8 and 9:30 a.m. on Saturday, Dec. 15 in Bonnuchi Hall at the Granville United Church of Christ, upstairs from the food pantry.

All families wishing to receive a basket must complete and return the request form or call Gayle Reno

at 815-866-6484 by Sunday, Nov. 11.

Please include a specific wish list for your children, including what type and names of books, music, activities, toys, or jewelry they like, and specify if their ears are pierced or not.

Forms are also available at the food pantry for clients who receive food

on Saturday mornings. Please don’t fill out duplicate forms.

Regular clients of the pantry won’t receive a basket unless a form is completed. Baskets will be delivered only to those who are shut-in or have no access to transportation. Deliveries will be made the morning of Dec. 15.

HENRY — Women interested in research into their colonial ancestry are invited to supply information on the first three or four generations, which will then be tracked to see if they lead to a Revolutionary War ancestor. The goal would be membership in the Chief Senachwine Chapter National Society Daughters of the American Revolution.

The process requires supplying as many of the names, birth dates, death dates, and locations known about one’s parents, maternal and paternal grandparents, and maternal and paternal great-grandparents as possible. Often, an interested party might say that her parent, grandparent or great-grandparent came in the 1850’s or 1900’s — too late, the person believes, to trace back to a Revolutionary ancestor.

However, often the “late-comer” has married someone with roots tracing back to Revolutionary times, and the DAR connection can be proved.

The DAR national motto of all DAR chapters is God, Home and Country. Special interests are education, historic preservation and patriotism. Women in the DAR devote thousands of hours of service in their communities.

Any prospective member who is accepted into DAR before February 2019 will be awarded the title of charter member of the Chief Senachwine Chapter in Henry. It is considered an honor by many to join in the first year of a new chapter and earn the label of charter member.

SRRC’s Murder at the Casino on Oct. 26 will benefit local kids UTICA — Starved Rock Regional Center for Therapy and Child Development (SRRC) will hold its second annual murder mystery event on Friday, Oct. 26, at Grizzly Jack’s Grand Bear Resort in Utica.

Last year the event premiered at the Lone Buffalo and SRRC ended up adding a second date due to the popularity. SRRC has raised the bar this year not only with a larger venue, but also by teaming up with the murder mystery team, Murders and Missel-aneous, to write and perform the script.

Tickets include a full dinner, drink voucher, casino games and a complimentary photo booth to go with the Murder at the Casino theme.

“We are going all out to make this the best murder mystery event around, said Tracy Beattie, president & CEO of Starved Rock Regional Center for Therapy & Child Development. “You don’t want to miss everything this event has to offer. The casino tables, photo booth, delicious food, gorgeous venue and top notch acting crew will not disappoint.”

This event will allow SRRC to continue to be a champion of abilities by providing quality services to children with and without special needs. The goal is to raise over $10,000 to help local children to live, learn and play to their maximum potential.

Please include a specific wish list for your children including what type and names of books, music, activities, and toys they like. Forms are also available at the Food Pantry for clients who receive food on Saturday mornings. Please do not fill out duplicate forms.

Regular clients of the Food Pantry will not receive a basket unless they complete a form. Baskets will be delivered only to those who are shutin or have no access to transportation.

New historic home owners begin construction Site to be converted into bed and breakfast SHAW MEDIA

OTTAWA — Ottawa’s historic Cora J. Pope home has been vacant since 2013, but it may be ready to take new families in by March.

The building, 116 W. Prospect Ave., is in the process of being renovated to become a bed and breakfast, but most of those renovations are being done to bring the home back to the same design and state it would have been in when Milton Pope built the house in 1902 for his wife, Cora. With some modern updates, of course.

It’s a passion project for Larry Mitchell, and while he’s technically a co-owner of the project he prefers to think of himself as the building’s steward.

“It’s our responsibility,” Mitchell said. “We’re put here to take care of it because (the Pope family) is not here anymore.”

“We’re stewards of this property and we’ll continue to care for it and love it until I go, and when I go, I hope someone continues to do the same thing,” he added.

The owners closed on the building on Sept. 6, which was a long time coming since Mitchell first viewed the house nearly three years ago.

“I fell in love with this place the moment I walked through the door,” he said.

The owners — who also include Mitchell’s wife, Tonica native Elin Arnold-Mitchell, plus Dr. Patricia Hoagland and her husband, John Hoagland — immediately got to work on the building, which includes unveiling original hardwood floors that were covered with linoleum and carpet as well as updating the building’s utilities, such as electric and plumbing.

Some of the modifications were so the home could be used for the elderly. When Cora died in 1942, she bequeathed money for the 18-room mansion to be established as a home for the elderly, which closed in 2013 when it was down to one resident.

Mitchell calls the work “invigorating” as he had just unveiled a pocket door by the dining area, which likely hasn’t seen daylight in many decades.

Previously, the group also renovated the hilltop cottage house to the east of the property that is now being rented out.

The first two floors of the Cora Pope home are expected to be open to guests in March.

Further exterior work is expected in the future. the same pieces that were used in the original house design or through recreation. Luckily, some of the pieces reside in the mansion’s basement wherein a lot of old pieces, such as the columns that graced the mansion’s original western entrance as well as some windows, were kept for

storage, likely in the hopes someone like Mitchell would once again place them up around the home.

Some of the more modern additions will remain for now, such as a large fire escape that hangs on the side.

Mitchell said the owners are seeking a local landmark designation at

Tuesday night’s board meeting that may assist and give flexibility with some codes in order to return the home to its original appearance.

“All the decorative stuff had to be compromised to do the utilitarian thing,” Mitchell said. “Now that the home is returning to its original purpose, which is as a place for people to live and enjoy, we’re going to maintain safety but we’re going to do it in a more decorative fashion.”

The first two floors are expected to be available for rent in March and new bathrooms are being installed to best serve the up to four rooms that can be rented.

Mitchell’s excitement for the project is reinvigorated every time he unearths a new piece of the home that was thought forgotten and through talking to those in the community who share their stories and own relationships with the home.

He’s excited to open the doors to visitors next year, but estimates work will continue to the third floor as well as to the exterior after that.

“This is the rest of my life,” Mitchell said. “It doesn’t end in March, it just starts because in March other people will be able to enjoy it and I get to keep rebuilding the house as it was back then.”

IN BRIEF Christmas shopping trip Nov. 27 to support Farm Bureau Foundation The Bureau County Farm Bureau and the Marshall-Putnam Farm Bureau Foundations will host a trip to Chicago on Tuesday, Nov. 27.

The group will depart the Marshall-Putnam Farm Bureau Building in Henry at 6:30 a.m. and the Bureau County Farm Bureau Building in Princeton at 7 a.m.

They will then head up to Chicago for the day.

The first stop will be the Museum of Science and Industry to view their “Christmas Around the World” display. From there, they will be off to the Christkindlmarket, a German market located within Daley Plaza.

Lunch and shopping while downtown will be on your own. Daley Plaza is blocks away from the Christmas

window display at Macy’s (formerly Marshall Fields).

The group will head for home at 5:30 p.m. Snacks and drinks will be provided on the bus. The cost for the day is $75 for Farm Bureau members and $85 for non-members. All proceeds will go to the Farm Bureau Foundation.

Tickets are on sale for Perfectly Flawed evening to help substance abuse victims LASALLE — The Perfectly Flawed Foundation and presenting sponsor Miller Group Charitable Trust will once again host “A Perfectly Flawed Evening” and invites the

public to support their efforts to strengthen communities by investing resources in children, individuals and families affected by substance abuse.

This dinner/auction fundraiser will be Thursday, Nov. 15, at Senica’s Oak Ridge Golf Club in LaSalle. Doors will open at 5:30 p.m. Tickets are $65 each and include dinner, live and silent auctions, and raffles.
