Guerrini retires after 34 years with SVWC

BY KEVIN HIERONYMUS khieronymus@bcrnews.com SPRING VALLEY — Gone fishing will take on a whole new meaning for Bill Guerrini. He’s been fishing for a long time already.

Guerrini, aka “Walleye1,” has retired as executive director of the Spring Valley Walleye Club, effective Oct. 1, walking away from a club he founded 34 years ago.

“It’s been a hoot. Who would have thought it’d last that long?

It’s gone by so fast, you don’t even have time to blink some times,” Guerrini said.

“They’re all good memories. It’s been a 34-year honeymoon.”

Guerrini and his wife, Janice, have sold their business, Guerrini Financial Services, and building in Spring Valley, and will be moving to The Villages in Florida soon.

“One horizon closes and another opens up,” Guerrini said.

“We’ve vacationed there three or four years. We really like the area and the people down there. We’re looking forward to it.

“It’s going to be sad leaving the Illinois Valley. Jan and I are both 73. We’ve lived here all our lives.

It becomes time you got to do what you got to do. Get down there and stick your toes in the warm sand.”

Founding father Guerrini launched the Spring Valley Walleye Club in 1986. He was president of the Spring Valley Business Owners Association and they were made aware the Masters Walleye Circuit was looking for an Illinois site, and thought they would test the waters.

“We were like, ‘Yeah, we think we can do that.’ We’ve never run a tournament before. I put a bunch of guys together and we invited the MWC down to take a look at Barto Landing and one thing led to another and they liked it,” Guerrini said.

“We thought we better put a club together dedicated to any profit we make to put back in to the Illinois River, back in to the sauger program, so it keeps recycling itself back into good recreational use.

And that’s how it started 34 years ago.”

“I don’t think anybody would have known back then. We’ve enjoyed doing it, but quite honestly, we didn’t know the hell we were doing. We said, ‘We’ll do a tournament, put them in the water and see what happens,’” Guerrini said.

The secret to the Walleye Club’s MWC Tournament success over the years was its many volunteers.

“From the beginning, the whole thing has depended on volunteers.

One or two or three or five guys couldn’t do the whole thing,” Guerrini said. “At one time, when we were putting in 250 teams, this thing ran on 200 to 220 volunteers for the whole week. That’s an amazing total of people and they came from the whole area and all walks of life. Doctors and lawyers to laborers, you name it.

“Everybody wanted to put their time in and that’s how it became successful, honestly.”

Guerrini said it just wasn’t the city of Spring Valley that made the tournament successful, but rather the whole Illinois Valley.

“The whole Illinois Valley responded to this with open arms,” Guerrini said. “Motels and hotels

in the surrounding area, the surrounding towns, the surrounding park districts. The little village of DePue saved our butt once when the river flooded. It’s amazing.

You think it’s something you see all the time, but sometimes you don’t always see and that was really nice.”

What Guerrini finds most astonishing is how the boats evolved over the years.

“If you had a 60 outboard motor and a 9.9 kicker, man you were the top dog,” Guerrini said. “Gary Roach (aka Mr. Walleye) came in with a 60 tiller and it was the talk of the town. Everybody said, ‘Holy Moly, did you see the 60 tiller.’

Those are side motors on some of the boats now.

“They’re running 22-foot boats with 350 or 400 motors now. The size of the equipment, the power of the equipment, the cost of the equipment. That’s the amazing thing to see. You’ve got to go out and dig up a few glass jars in the back yard these days (to pay for these).”

Leaving a legacy Mike Hurliss, who served as tournament director for 15 year as Guerrini’s right-hand man, said Guerrini is really going to be missed.

“He is so organized and driven to help the community in any way he can. He used to be in almost every board that there was to help Spring Valley. Something he’s loved his whole life,” Hurliss said.

“He’s been the driving force for everybody in the club, and whole area is going to miss Bill. He taught me everything I know about the tournament. I was tournament director for 15 years, just following his lead he did for the first 15 years.

Because he’s so organized and so good at things like this, it made it easy to do.”

Guerrini joked that Hurliss has been such a good No. 2 man all those years, it felt like “he was No. 1 and I was No. 2.”

Moving forward The Walleye Club has scheduled what Guerrini calls a very, very important meeting on Oct. 20 at the Spring Valley Boat Club to determine how it will move forward.

Guerrini said it’s important that every member attends.

As Guerrini understands, the membership will elect a three-man board and divide the duties he’s been doing for 34 years.

Guerrini said the Walleye Club has been really fortunate to have “three young, energetic guys” like president Eric Maggio and past presidents Dave Hall and Corey Blair the past year to “take the bull by the horns and run with it.”

He said those three, along with president-elect Dean Soldati and Illinois Walleye Trail President and CEO Adam Sandor have made his decision to step away now very easy.

While he may be a thousand miles away, “Walleye1” won’t be too far away to help anyone back home.

“I’m as close as a phone call. You won’t know if I’m in Florida or Spring Valley. I’m willing to help,” Guerrini said. “The computer’s there and I’ve still got it in my noodle as long as I can remember what’s going on.”

Guerrini will be sure to pack his tackle box and rod and reel for the move to Florida.

“I think I’ll find a hole or two, yes. Might not be a walleye in it, but whatever’s biting, I’m going to try to catch,” he said.

Election judge training classes scheduled for Thursday, Oct. 22

HENNEPIN — Election judge training classes will be held on Thursday, Oct. 22. The letter that was sent to the judges had the incorrect day as Wednesday instead of Thursday. Dan Kuhn, clerk and election authority, apologized for the error.

The classes will be held at the Putnam County Office of Emergency Management (formerly the United Steelworkers

Union Hall) in Hennepin, located at 1120 Old Highway 26. The building will allow for social distancing due to the Coronavirus (COVID-19). They will follow protective measures and provide personal protective equipment.

Two classes will be held — the first at 2:30 and the second at 5:30 p.m. Anyone interesting in becoming an election judge is welcome to attend.

Deb Dewey case: Killer says judge made critical mistakes in 2018 trial

The convicted murderer in the Deb Dewey case wants a do-over trial, saying his 2018 jury trial was riddled with errors. Clifford Andersen also says prosecutors never proved he took a dime from his former sister-in-law.

Andersen, 70, who is serving a 60-year sentence for first-degree murder, was convicted in summer 2018 of killing Dewey and burying her in a shallow grave in Standard two years earlier. Anderson quickly appealed his conviction and maximum sentence, but the appellate defender’s office has been backlogged, and Andersen’s brief has finally been filed nearly two years after he appealed.

In the brief, appellate defender Dimitri Golfis wrote Andersen’s trial was “permeated with error.”

Golfis accused Andersen’s defense team of failing to argue a speedy-trial rights violation on his count of concealment of a homicidal death.

The judge, he said, violated Andersen’s right to a public trial by conducting jury selection in the jury room and erroneously admitted hearsay evidence.

“These errors created a pervasive pattern of unfair prejudice at

(Andersen’s trial),” Golfis wrote, asking the Third District Appellate Court for a new trial to correct the myriad mistakes.

But the single biggest flaw in the state’s case, Golfis wrote, was that prosecutors never proved Andersen took money off his sister-in-law.

Prosecutors had argued Andersen had a gambling problem and many debts for which he turned to Dewey. When Dewey finally halted her financial assistance, the state argued, Andersen grew enraged and killed her.

Golfis acknowledged that the state documented many cash withdrawals

by Dewey but never once proved it was Andersen who took the money.

“The state’s theory of motive — [Andersen] murdered Deborah because she stopped giving him money — was pure speculation,” Golfis wrote. “It was speculative because the state never presented any evidence at trial of Deborah giving [him] money or of [him] receiving money from Deborah.”

The appellate prosecutor’s office has until Tuesday, Nov. 10, to argue why Andersen’s conviction should stand, and then Golfis will issue a reply brief due Nov. 24. Oral arguments would follow. Dates are pending, but oral arguments are unlikely to be held until next year.

Kroll to help notify those affected in April cyber attack OGLESBY — The Illinois Valley Community College board approved an engagement with Kroll for data breach notification and communication support for $259,157 on Thursday.

Kroll is a corporate investigations and risk consulting firm that assists clients after data breaches.

The company will provide consumer identity monitoring, fraud consultation and identity theft restoration for students and staff who were potential victims of an April data breach in which the school’s email network and file servers were locked by an outside entity.

Kroll was recommended by the law firm of McDonald Hopkins. In their experience working with Kroll, McDonald Hopkins noted Kroll “provided the best client experience.”

In other business During Thursday’s board meeting, trustees also approved:

• Authorizing IVCC President Jerry Corcoran to begin preparing the 2020 tax levy. A tentative levy will be presented Nov. 12 for approval and a final levy Dec. 10.

• Protection, Health and Safety Projects for the 2020 tax year, which include $738,590 for a key card system upgrade and $100,419 for replacement of the Fireplace Lounge wheelchair lift with an ADA-compliant ramp. The latter project includes adding stairs off the Fireplace Lounge deck.

• Continuation of the cash farm lease with tenant Luke Holly for 146 acres of college farmland at $308.25 per acre, or $45,004.50 annually.

• Offering a 457(b) Deferred Compensation Plan through SURS. Employees can now deposit funds in either the TIAA-CREF-administered plan that was established in 2004 or the SURS plan.

• The annual $10,000 local match to support Project Success, the federally funded program serving about 165 low-income students, first-generation students and students with disabilities annually. Specifically, IVCC’s match helps low-income students offset tuition, books and supplies.

• High deductible health plan and health savings account contributions for full-time employees. In January, IVCC will contribute $2,500 for individual coverage and $5,000 for “employee plus one” and family coverage.

• A certificate in Advanced Dental Office Management for students seeking employment in a dental office, rather than chairside dental assisting. It incorporates more complex business courses in marketing and management.

• Accepted the retirement of longtime nursing instructor Deb Pumo, effective Dec. 31.

• Semester calendars for fall 2021, spring, summer and fall 2022 and spring and summer 2023.

The board learned • Corcoran said the foundation office is working on a 21st Century Scholars Society virtual ceremony to highlight this year’s class of scholars and Society members.

• Corcoran and Vice President for Business Services and Finance Cheryl Roelfsema met last week with Oglesby Mayor Dominick Rivara to further discuss the city providing

“Right now, all we need to do is wait and see what’s brought forward by the mayor and his team,” Corcoran said.

• Last week, Southern Illinois University’s new chancellor, provost and others met virtually with IVCC Student Services officials regarding “new and very attractive options” for IVCC students considering transfer to SIU through a “3 + 1” arrangement.

“In the student’s third year, they would pay IVCC’s tuition rate instead of SIU’s; in other words, a ‘2 + 2’ at the cost of a ‘3 + 1,’ ” Corcoran said.

• The Association of Community College Trustees recently published “Diversity, Equity & Inclusion (2020): A Checklist and Implementation Guide for Community College Boards.”

“We’re hoping it can be the focus of review by the college’s Diversity, Equity and Inclusion Committee under the auspices of the Strategic Leadership and Planning Council,” Corcoran said.

McNabb library will host virtual presentation on ‘Preparing Your Garden for Winter’

GRANVILLE — Trick-or-treat hours in the village of Granville will be from 5 to 7 p.m. on Saturday, Oct. 31. There will be no parade or activities in the park this year due to COVID-19 restrictions.

Residents should participate at their comfort level — have porch lights on if you are handing out candy. Trick-or-treating guidance from the Illinois Department of Public Health is as follows: • Anyone participating in trickor-treating, including those passing out candy, should maintain six feet of social distance and wear proper face coverings.

• Consider leaving individually wrapped candy (spaced apart) on a table in driveways or in front of walkways, sidewalks or any outdoor space where six feet of distance can be maintained.

• A Halloween costume mask is not a substitute for a cloth mask. Ensure that breathing is not impaired if a cloth mask is worn under a costume mask. If so, discard the costume mask.

Blood drive in McNabb MCNABB — Putnam County Methodist churches will host the next Red Cross Community Blood Drive in McNabb on Monday, Oct. 19, from 1 to 6 pm.

The drive will be held at Goldasich Hall in the McNabb Fire Department on Route 89, south of McNabb.

Putnam County Rotary presented each third grader with his and her own personal dictionary in a “Zoom” event held with Rotarians and students on Oct. 2.

The virtual experience did not detract from the project’s goal of emphasizing the importance of using an actual dictionary, where you see words in context, and where you can browse reference materials from American history to weights and measures, to the galaxy and beyond.

Among the presenters were club president Tina Dolder, literacy chair Adriane Shore, Scott Shore and school superintendent Carl Carlson.

Carlson challenged the students with a couple of wordfind activities using their new dictionaries. Rotarians also explained the bookplate on which each wrote his or her name, bearing the Rotary “four-way test” which, similar to “character counts,” emphasizes the importance of being truthful, fair to all con-

cerned, and friendly, while always acting in a manner that will be beneficial to all concerned. … and if students did not know the meaning of the word “beneficial,” they can now look it up!

This marks the project’s 14th year, and 16th class of recipients. In its first year of participation, the club had included fourth and fifth graders at Putnam County Elementary School to be “fair to all concerned!” As stated by Rotary, “In this day of digital shortcuts, printed books — and resource books in particular — still hold irreplaceable value in a student’s hands.”

The Dictionary Project is part of Rotary’s worldwide support of literacy and learning. The project has delivered more than 250,000 dictionaries this fall, and more than 33 million dictionaries since the national project’s founding in 1995.

CPASA, law enforcement agencies partner for Drug Take Back Day PRINCETON — Community Partners Against Substance Abuse Coalition (CPASA), Princeton Police Department and Spring Valley Police Department will partner with the Drug Enforcement Administration to host National Prescription Drug Take Back Day on Saturday, Oct. 24.

Locations will include Princeton Police Department, 605 Elm Place, and Spring Valley Police Department, 215 N. Greenwood St., from 10 a.m. to 1 p.m.

This is a great opportunity to dispose of and get rid of unused prescription pills and over- the-counter medication. This is also another way to prevent pill abuse and theft by ridding homes of potentially dangerous expired, unused and unwanted prescription drugs.

Please note, no needles or liquids will be accepted.

CPASA and its law enforcement partners have collected over 10,000 pounds (five tons) of prescription and over-the-counter drugs through participation in National Prescription Drug Take Back days and the use of permanent disposal boxes in

Bureau and Putnam counties since 2010.

The National Prescription Drug Take Back Day addresses a crucial public safety and public health issue.

According to the 2018 National Survey on Drug Use and Health, 9.9 million Americans misused controlled prescription drugs. The study shows that a majority of abused prescription drugs were obtained from family and friends, often from the home medicine cabinet.

The DEA’s Take Back Day events provide an opportunity for Americans to prevent drug addiction and overdose deaths.

CPASA also has the ongoing Prescription Drug Disposal Program boxes at the following locations: Bureau County Sheriff’s Office and Jail; Princeton Police Department; Spring Valley Police Department; Ladd Police Department; Walnut Police Department; Putnam County Sheriff’s Office; Granville Police Department; Marshall County Sheriff’s Office; and Henry Police Department. SHAW MEDIA STAFF PERU — St. Bede Academy has instituted a new strength and conditioning program this year, under the direction of coach Sam Allen.

Allen, who also teaches health/ PE and coaches wrestling, has been pushing for this kind of program.

“It was evident that in competition in other schools, we were lacking in that specific area, strength and conditioning,” Allen said. “Some kids go out and get a personal trainer and that’s great, but many kids can’t afford that, or don’t set their sights that high. So I just wanted more opportunities for the kids to get into the weight room and learn, both before and after school.”

Allen says he emphasizes consistency in his approach to conditioning.

“Proper technique is my biggest focus right now. I want it to last, so I’m instilling the idea of ‘technique before weight,’” he said. “We want them to be able to do a proper squat, for example, so that they reap the full benefits from that. If you’re only doing a little half squat, you’re not hitting that full muscle group. When

you do a full set of full squat, you feel a big difference right now. And I’m starting to see faces light up.”

Junior Ben Koyak says he’s already seeing results.

“I definitely have seen improvement, because I was not lifting as much as I should in the summer,” he said. “Coach Allen is always pushing me to be the best I can be, so now I’m more consistent and get more out of lifting than I used to.”

The Academy is using a relatively new program called “Platform” for both sports training and a new strength and conditioning class which was added to the PE curriculum this year. The program is especially useful for the hybrid learning model the Academy currently employs, with both live instruction and remote learning. Students in the weight room wear masks and maintain social distancing, with some exercises taking place in the hallway or outdoors.

Allen especially likes the breadth of the program.

“In addition to the weight program, it also has a whole curriculum designed for remote learning, based on exercises and workouts athletes

Extension will offer six-part online series about health for area youth Health is an important part of 4-H. After all, an entire H is devoted to it.

Just like exercise and nutrition are a part of good health, mental health plays an important role in our daily living.

University of Illinois Extension is hosting a six-part online series for youth ages 13 and older called “Your Thoughts Matter.” This statewide program will be facilitated by local Extension offices, and will help teens learn to define mental health, how to talk about it with family and friends, and how to help themselves and oth-

ers. The sessions will include information on topics such as defining mental illness, self-harm, depression, anxiety, media messages, helping others and exploring resilience.

Area youth are invited to join youth from across the state of Illinois to discuss topics affecting them during these weekly Zoom meetings. Meeting dates are Nov. 10, 17 and 24 and Dec. 1, 8 and 15, from 4 to 5 p.m. Central Time. Susan Sloop, 4-H Youth Development Educator for Clark, Crawford and Edgar counties, will be the moderator for the sessions, with adult

facilitators participating from each county that has youth registrants.

According to Sloop, “It’s very important for youth to understand the role of mental health in our overall well-being. We want to teach them to be part of the solution and give them the tools to promote action.”

Again this holiday season, the Putnam County Food Pantry in cooperation with local schools, organizations and churches will prepare Christmas baskets for families in need who live in Putnam County. The baskets contain makings of a Christmas breakfast and dinner, toys and clothes for the children and gifts for senior citizens. The baskets will be ready for pickup Saturday, December 19th between 8:00 a.m. and 9:30 a.m. in Bonnuchi Hall at the Granville United Church of Christ and upstairs from the Food Pantry.

Due to COVID-19 guidelines, you will need to remain in your vehicle and we will bring the baskets out to you.

All families who wish to receive a basket must complete and return the request form or call Gayle Reno at 815-339-6480 before Sunday, November 8th or risk not being able to get a basket. Please include a specific wish list for your children including what type and names of books, music, activities, jewelry and specify if their ears are pierced or not and toys they like. Forms are also available at the Food Pantry for clients who receive food on Saturday mornings. Please do not fill out duplicate forms.

Regular clients of the Food Pantry will not receive a basket unless they complete a form. Baskets will be delivered only to those who are shut-in or have no access to transportation. “I really do enjoy it,” says junior Bri Cain, who took the strength and conditioning PE class to prepare for cheerleading. “I feel it empowers me as a woman, that I can do the same thing as the guys. They’re super encouraging and supportive, too.

Her classmate Ava Manicki agrees, and has noticed both the physical and emotional benefits of regular workouts.

“I like being able to better my form, and it’s beneficial for the sports I play, mainly softball. I’ve noticed that I’ve gotten a lot stronger, and I’m more positive about things,” Manicki said.

Mendota man arrested after cocaine bust Drug task force said he tried to sell drugs in Ottawa area

Justin J. Waterworth, 30, of Mendota was charged with unlawful possession of a controlled substance with the intent to deliver (cocaine) and driving while revoked and picked up on two warrants from LaSalle and Kendall counties following a traffic stop Wednesday on Route 251 and North 41st Road, the Tri-County Drug Enforce-

ment Narcotics Enforcement Team said in a release issued Oct. 2.

The drug charge is Class 1 felony carrying 4-15 years in prison after agents seized approximately 3 grams of a substance containing cocaine, police said.

Waterworth was additionally charged with two counts of unlawful delivery of a controlled substance, a Class 1 felony and Class 2 felony, stemming from a Tri-DENT investigation on Waterworth in which he delivered cocaine to Tri-DENT on multiple occasions in the Ottawa area. Court records show the dates in question were May 12 and May 13.

Waterworth is being held in the LaSalle County Jail on $500,000 bond.

athletes, especially among the freshmen.

“So many girls don’t want to lift because they have the stereotyped image of a professional bodybuilder bulging with muscle,” he said. “But that’s not what strength and conditioning is about, and we have a core of freshmen girls who have been coming out regularly and will be our leaders in future years.”

SBA Athletic Director Nick McLaughlin is pleased with Allen’s efforts.

“In order for athletes to compete at a high level in each of their sports, strength training and conditioning plays a major role. Now we can make sure St. Bede athletes are receiving additional training they might not have had time to receive in a traditional practice,” he said. “Sam has coached or played multiple sports, has extensive background in strength and conditioning, and has developed strong relationships and rapport with St. Bede coaches and student-athletes, which makes him the perfect individual for this position.”

DAR chapter enjoys colorful Quilts of Valor program

HENRY — Members of the Chief Senachwine Chapter NSDAR enjoyed a program on Quilts of Valor presented

by Terry Johnson of Princeton at their Oct. 2 meeting online via Zoom.

Johnson, chairman of the Illinois Valley Quilts of Valor chapter, explained the mission of Quilts of Valor and displayed a number of quilts made by members of the quilting group destined for service members and veterans. Most quilts are created in red, white, blue and gold fabric and have stars within the patterns.

A volunteer quilter completes a quilt top which is then supplied with filler and a backing and sent to a quilter using a long-armed quilting machine. The public may suggest a quilt for a qualified recipient, with a quilt then presented to the service member or veteran who is encouraged to use the quilt as a cover for comforting and

healing. Prepared packets of cut materials and a pattern are available from Johnson.

Since its inception, the National Foundation has donated 250,000 quilts with 14,641 donated so far in 2020.

A quilt may cost as much as $250. The National Foundation website is www.qovf.org.

Oct. 11 was the National Society Daughters of the American Revolution “Day of Service,” commemorating the day when NSDAR was founded. Chapter members donated items to the food pantries of their choice.

Oct. 11 was also the NSDAR “Day of Prayer” when members were asked to remember the service to their communities, state and nation and to pray for NSDAR and peace.

The NSDAR motto is “God, Home and Country.”

The next Chief Senachwine meeting will be Nov. 6, when the guest speaker will be State Regent Sharla Luken.

LETTERS TO THE EDITOR ‘Not the America we should work for’ To the Editor, This nation cannot take any more of Trump. He is teaching children to lie. Case in point, a few months ago in Princeton Walmart, I came upon a young mother scolding her son for lying to her. His reply was, “President Trump tells lies, why can’t I?” If this youngster is learning this, how many others have gotten it? Trump was just released from a hospital that he should not have been in. Walter Reed is for American heroes, not draft-dodging cowards.

Remember, Vietnam veterans, Trump took five deferments to let you go to Nam in his place while he went to school and partied. Wonder how many heroes that did not come back would have liked to have gone to college?

Trump, after only three days in the hospital went to the White House and took off his mask putting how many others at risk? He proved he doesn’t care about anyone else. He made the statement that COVID-19 isn’t all

that bad. Tell that to the families of over 200,000 that have died because he did not act quick enough.

He everyday shows that he is a racist, backing white supremacy groups. Is this what you want your children to learn, to lie and to hate? That is not the America we should work for, enough of that.

For those who are down on the governor for his work on COVID-19, the numbers for Illinois are a lot better than most states, and if you want your child playing sports, would you rather have that child home and safe or getting sick?

Several years ago a referendum was soundly defeated and in my opinion rightfully so!

Were we ever given reasons why additional monies were needed?

Were we ever told what happened to over one million dollars in reserves that were spent foolishly or appropriately?

14 To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article.

The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed.

EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.

ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly benefits millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people.

Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it.

This Amendment Would Make Illinois' Tax System Fair.

Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people.

Illinois' current tax system unfairly benefits millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people.

This amendment will help small business owners by creating a stable economic environment for their businesses to thrive.

While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate.

In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income.

The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois.

Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "flat tax" that penalizes middle-class and working people and benefits higher income individuals.

A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes.

Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems.

Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services.

While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "flat tax" rate continues to rely unfairly on taxes from middle and lower income earners.

Under Illinois' "flat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more.

Because of the way our current tax system is set up, the bottom fifth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers.

If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less.

Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less.

Over 95% of small businesses earn $250,000 or less a year in profits, and their owners will not see a tax increase under the new tax structure.

This change will generate additional revenue each year that can help address Illinois' budget deficit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters.

After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People.

Working people and essential workers like nurses, first responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year.

Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials.

When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

ARGUMENTS AGAINST THE PROPOSED AMENDMENT 1) The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

2) Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

3) In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income.

Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in Springfield.

Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deficit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse.

Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target.

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

ST. BEDE CLASS 1A BOYS GOLF REGIONAL

SPRING VALLEY — ­ When St. Bede senior Nathan Potthoff stepped to the 18th tee with the final threesome during Tuesday’s IHSA Class 1A boys golf regional at Spring Creek Golf Course, all he really knew was he was in good shape to capture the individual championship.

What he didn’t know was the Bruins held just a two-stroke lead over Hinckley-Big Rock for the team title, although almost everyone gathered near the 18th green did, thanks to the IHSA’s phone app which tracked real-time scoring.

Potthoff recovered nicely after a

tough tee shot, and despite carding a bogey finished with a 1-overpar 73 to win by nine strokes and help St. Bede to its first postseason hardware since 1977 when the Bruins won a district title.

“I didn’t look at the leaderboard [on my phone] all day, I didn’t want to. I didn’t know how close the team score was until after my round was over, all I was focusing on was trying to finish up at even par,” said Potthoff, who had three birdies, 11 pars and four bogeys in his winning round.

“Things just really fell into place this year. I’m first glad we were able to have a season, and then have the regional and sectional here is cool. Then to win both the

team and individual title today, it’s pretty special.”

St. Bede [338] and HBR [339] each advanced to Wednesday’s sectional back at Spring Creek, while Hall [374] placed fourth and Putnam County [409] seventh.

Putnam County placed seventh with a team tally of 409, led by Chris Uzella with a 93. Also for PC, Josh Jessen had a 99, Gavin Cimei a 107, Lucas Wiesbrock a 110, Bryce Smith a 112 and Miles Walder a 126.

Adding to the Bruins’ winning tally were Jake Delaney [85], Logan Humpage [89], Owen Espel [91] and Brendan Pillion [91].

“Every time I walked back into the clubhouse, everyone was giving me updates,” said St. Bede coach Rich Cummings, his club once down 12 strokes late in the day. “I like the old way of posting scores as the the groups come in ... this new app is going to give me gray hair.

“The kids just did a tremendous job of coming back, but we also knew the back nine would probably be tough on the teams that haven’t played here before. Once we took the lead, we had a couple kids – Brendan Pillion and Owen Espel – in the final groups make big shots to maintain”

IVCC’s Roach wins regional title

Putnam County graduate and IVCC freshman Ian Roach was medalist in the NJCAA Division II Region IV Tournament He led the field with a 229 at PrairieView Golf Course in Byron .

Roach opened the tournament with a 76, shot a 74 in the second round, and capped his championship run with a 79.

As a team, IVCC carded a threeday score of 973 to place second at the NJCAA Division II Region IV Tournament to earn a berth in the national tournament in May.

The Eagles opened the tournament with a 320, followed by a 323 and a 330.

Bryant and Stratton won the region title with a 970.

IVCC sophomore Clay Wells placed sixth with a 239.

Rounding out the scores for the Eagles were Putnam County graduate Ben Cyr (248) and Fieldcrest alumnus Nick Mariotti (262).

The Eagles will compete in the NJCAA Division II National Tournament on May 18-21 at Swan Lake Resort in Plymouth, Ind.

Putnam County clerk addresses political sign placement

Dan Kuhn, Putnam County clerk and election authority, has released the following information referring to political sign placement.

“Every election raises the question of where political signs for advertisement can legally be placed.

A clear and simple answer is, ‘Political signs can be placed on private property only after permission is granted by the property owner.’

Along with this ‘rule of thumb’ there are also other important points to consider relative to political signs:

• It is illegal for anyone to tamper with, deface or remove political signs that have been legally placed.

• The Illinois Election Code clearly states that no political signs can be placed within 100 feet from the entrance door of a polling place.

• Placing political signs on the right-of-way of state, county and township roads is illegal.

• Some village and subdivision ordinances clearly state that no political signs can be placed within their boundaries (Lake Thunderbird has such an ordinance).

• The representatives from the people who own utility poles (Ameren Illinois, formerly known as Illinois Power Company) state that they do not authorize any signs being placed on their poles. The signs pose a safety hazard to service personnel and they will be removed.

• Environmentalists encourage that no signs be placed on trees.

It is clearly understood that the candidates themselves do not place every sign, but it is the candidate that should be responsible for them if they are placed wrongfully and

it is the candidate that should take the necessary corrective action to ensure that his or her signs are properly placed.

I hope this clarifies the legalities and guidelines for political sign placement within Putnam County.
