Board approves new ordinance to boost utility bill compliance Pay bills promptly, or else owe even more

BY STEVE LUNGER For Shaw Media GRANVILLE — Delinquent water and sewer bills will not stand in Granville.

The Granville Village Board approved a new ordinance Oct. 1 that revises timelines and increases fees for those who fail to pay water and sewer bills on time.

The new ordinance, drafted by village attorney Brad Po p u r e l l a , m ove s the due date of all water and sewer bills Brad from the 15th of each Popurella month to the third Granville Thursday of each month. village A 10 percent late attorney fee will be added to all bills not paid on time, and those who have not paid will have past-due cards mailed to them on the third Friday of the month — with payments due on or before the following Wednesday.

If payment still is not made, the water will be shut off on the fourth Thursday of the month and additional fees will be assessed — both to turn the water off and then to turn it back on again once the account becomes current.

In such a case, residents with past due bills will be charged $50 for the disconnection of their service and $50 for the reconnection of their service, if these actions occur during regular working hours of the public works department. If not, residents

will face greater fees of $150 for each action.

In the event of repeat offenders, fees will double the third time that the water must be disconnected and reconnected again.

This ordinance takes effect Jan. 1.

Board invests in equipment In other board action, Joe Glynn, field service operations manager with Total Environmental Service Technologies Inc., presented a combined proposal from G.L. Scheri Electric Co. and Complete Integration and Services for the engineering, installation, programming and testing of two blower variable frequency drives for use at the wastewater treatment plant, at a total cost of $33,440.

Though the village previously considered a soft-start system, Glynn pointed out an important distinction with variable frequency drives: “The soft-starts start the motor up slowly, but then ramp it up to full speed and that’s where it stays 24 hours a day; where a VFD will modulate depending on the oxygen in the tank.”

Glynn said this distinction means that VFDs enhance the prospect of greater savings on energy costs. He estimated savings of a minimum of $5,000 a year.

In addition, Glynn pointed out that with Ameren Illinois’ VFD incentives program, the village could expect to receive $10,000 toward the purchase.

Following discussion, the board unanimously approved the bid.

Street-patching update Village engineer Mike Richetta, of Chamlin and Associates, along with Kevin Moore, acting superintendent

of public works, reported that spray patch work on the streets is underway and should be completed soon.

Also, the VFW project is done, and though sealcoating had been slated for this year, it will not happen until the spring.

In his role as police chief, Moore said delivery has yet to be made on the new squad car purchased by the village. In addition, he recommended repairing the 2013 model before selling it. It may need a new torque converter, and a recall exists on its catalytic converter.

These repairs will be pursued with Al Cioni Ford of Granville.

Moore also reported that of the four new par t-time of ficers hired, two are already Jared patrolling on their own. The remaining Baker two continue to progGranville ress through their village training and should president be completed soon.

Trustee Jeff Greathouse reported on estimates for an electronic marquee sign to be installed at the village entrance. In view of costs ranging from $20,000 to $30,000, the board determined to consider other possibilities.

Upcoming events Village President Jared Baker outlined upcoming events: • The village Halloween party will be held Thursday, Oct. 31, with a parade at 5 p.m. and hot dogs and chili in the park.

• The Veterans Day dinner will be held at 6 p.m. Tuesday, Nov. 12.

• The village’s Christmas celebration will be from 10 a.m. to noon Saturday, Dec. 7.

Final property assessment multiplier unveiled It’s 1.0000, which is the same as it was last year HENNEPIN — Putnam County has been issued a final property assessment equalization factor of 1.0000, according to David Harris, director of the Illinois Depart-

ment of Revenue.

The property assessment equalization factor, often called the “multiplier,” is the method used to achieve uniform property assess-

ments among counties, as required by law. This equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts, fire protection districts).

comparing the price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments/county assessor.

If this three-year average level of assessment is one-third of the market value, the equalization factor will be one. If the average level of assessment is greater than one-third of market value, the equalization factor will be less than one. And if the average level of assessment is less than one-third of market value, the equalization factor will be greater than one.

A change in the equalization fac-

tor does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens. If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments increase.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual’s portion of tax responsibility is not changed by the multiplier.

If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result.

Under a law passed in 1975, property in Illinois should be assessed at one-third of its market value. Farm property is assessed differently, with farm homesites and dwellings subject to regular assessing and equalization procedures, but with farmland assessed at one-third of its agriculture economic value. Farm-

land is not subject to the state equalization factor.

Assessments in Putnam County are at 33.31 percent of market value, based on sales of properties in 2016, 2017 and 2018.

The equalization factor currently being assigned is for 2019 taxes, payable in 2020. Last year’s equalization factor for the county was 1.0000.

The final assessment equalization factor was issued after a public hearing on the tentative factor. The tentative factor issued in July 2019 was 1.0000.

Rotary members staying active in community

Several events are coming up; other programs underway

BY DAVE COOK For the Putnam County Record HENNEPIN — Putnam County Rotary Secretary Scott Shore recently provided an update on the group’s activities and also shared some of the details regarding upcoming projects and events to benefit the local community.

Members of the Putnam County Rotary recently visited the third-graders of Putnam County Elementary School for the 13th annual distribution of free student dictionaries.

Use of the dictionaries is worked into the curriculum so the students learn how to get the most out of their new educational gift. This program is part of the national Rotary’s efforts to encourage and support literacy and educational growth.

Following the presentation of the dictionaries, the enthusiastic students were challenged through a series of fun games requiring them to find words, definitions and other information contained within the dictionaries that include an atlas, weights and measurements, U.S. and world history, astronomy and more.

Earlier in September, the Putnam County High School Interact Club

hosted a blood drive in tribute of Sept. 11, which brought in a total of 36 donors. The drive collected 24 units of blood for the Red Cross, and there were 13 first-time donors among the participating students.

Shore also reported the family of Rotarian Brandy Sandberg is currently hosting a full-year exchange student, the first in 17 years, at their home in McNabb.

Valentina Daza Gutierrez is visiting from Colombia through the Rotary Exchange Program and is attending Putnam County High School this year as a senior. Shore said the talented Gutierrez will ideally experience two more host homes during her time in the United States per the Rotary’s hosting guidelines, which are intended to provide the broadest experience possible.

Shore added it would be a first experience for nearly all of them.

An evening Bunco fundraising event, “BUNCOWEEN,” is Scott scheduled for Friday, Shore Nov. 1, at Putnam County High School.

This year’s Putnam County Rotary Grant Project is to provide a “Little Free Pantry” to the Putnam County Community Center in Standard.

This mini-food pantry will be available all week, every week, to help provide extra food in a pinch for seniors and residents in need. It will include both a food cabinet and a new refrigerator.

World Polio Day The Putnam County Rotary is working with other area clubs to possibly host a joint fundraising event in recognition of World Polio Day on Oct. 24. More details will be announced as they are made available.

“The PCHS Interact Club will host this year’s all-county Halloween parade and party with kids’ carnival games and activities, on Sunday, Oct. 20, at the McNabb Fire Station and Goldasich Hall,” Shore said.

He said the event will likely be held from 1 to 3 p.m. on Oct. 20. The day may also include a pumpkin-carving event for all eight to nine Youth

working with the Peru Rotary to establish a new “Rotaract Club” at Illinois Valley Community College.

T his club will fill the ste p between the high school Interact Clubs and Rotary membership.

Shore reported several meetings have been held with administrators at the college and that there’s a core group of charter members who are ready to go.

A charter event will likely be held on campus in November. The Peru Rotary is sponsoring the new club, and two of its members will be serving as the faculty advisers at IVCC. Elderly, disabled residents apply first, others later Tri-County Opportunities Council’s Low Income Home Energy Assistance Program (LIHEAP) was made available starting Oct. 1 for the elderly (60-plus) and disabled applicants.

The program will be able to help with a one-time benefit toward utility energy bills.

On Nov. 1, disconnected households and families with children age 5 or under can start applying. Other low-income households can begin applying on Dec. 1.

Open enrollment for the Percentage of Income Payment Plan (PIPP) program will be available Oct. 1 to Dec. 31, or until funds are exhausted. PIPP applications will be taken on a first-come, first-served basis each month until available funding per county, per utility, and priority enrollment group is met.

To receive assistance, a household must be within 150 percent of the federal poverty income guidelines and provide the following information: • Proof of Social Security numbers for every member in the household.

• Proof of 30-day income for every household member 18 years

of age or older beginning with the date of the application.

• A copy of current and complete gas and electric bill within the past 30 days.

• Proof that the household received Temporary Assistance for Needy Families (TANF) or other benefits, such as from Medical Eligibility or the Supplemental Nutrition Assistance Program (SNAP), if receiving assistance from the Illinois Department of Human Services.

• Additional information may be requested at the time of application.

• The gross income for the 30 days prior to the application date cannot exceed the following: one-person

household, $1,561; two-person household, $2,114; three-person household, $2,666; four-person household, $3,219; five-person household, $3,771; six-person household, $4,324.

ILLINOIS SHERIFFS’ ASSOCIATION Sheriffs’ group offers scholarships The Illinois Sheriffs’ Association has announced it will be awarding $50,000 in college scholarships throughout the state for students pursuing higher education during the 2019-20 academic year.

The scholarships are to only be applied to tuition, books and fees. Students must be enrolled full-time at a certified institution within Illinois. There will be no

restriction on applicants because of race, age, creed, color, sex or national origin.

The only limitations are that applicants must be permanent Illinois residents; scholarships must be used at authorized institutions within the state; and students must be enrolled as a full-time student for the 2019-20 school year (excluding summer sessions).

Applications are available at the local sheriff’s office

or on the ISA website at www.ilsheriff.org. Students must complete the application, answer the essay question and return all required documentation to their county’s sheriff’s office by March 15, 2020 (must be postmarked by this date).

Living Legacy annual campaign kicks off

Goal is to raise $500,000 to support Perry’s new Family Health Clinic PRINCETON — The Perry Memorial Hospital Foundation announced the 2019 Living Legacy annual campaign at a kickoff event on Sept. 25.

The goal is to raise $500,000 for the Perry Memorial Family Health Clinic building, which is scheduled to open in February 2020.

The Perry Memorial Hospital Foundation’s mission is to enhance the quality of life, through philanthropy, for those served by Perry Memorial Hospital. Over the past 100 years, the availability of local health care through Perry has helped build a strong community.

Support for the Living Legacy campaign will help to provide and improve primary care for the future generations of families, children and grandchildren.

Sue Spratt, Perry Memorial Hospital Foundation chairwoman, said: “The Foundation’s goal has always been to enhance the quality of life, through philanthropy. We want to make a difference in the life and

Over the past five years, the Perry Memorial Family Health Clinic has actively recruited physicians and nurse practitioners to meet the communities’ future health needs and

increase access to primary care.

The team of four providers in 2014 has grown to 10 in 2019, including two internists — who are trained to diagnose, treat and manage longterm conditions — along with family physicians with vast experience

diagnosing and treating common illnesses and medical conditions, a part-time pediatrician and five nurse practitioners offering basic disease prevention and care coordination.

The Georgia Fay Estate left a generous $195,000 donation to be the foundation of Perry’s Foundation “Living Legacy” campaign to enhance and offer another 100 years of community care.

Fay’s life journey included her scheduled doctor visits. She was steadfast in receiving care from her Perry care team. She had a special place in her heart for the life connections she made. She valued the importance of local health care and the support it provided to the community she loved.

Her spirit will live on with her donation to the Perry Memorial Hospital Foundation. Her contribution will enhance patient care while promoting health and wellness during every stage of life.

While people may not use Perry’s health care services every day, Perry is here when needed — ready to provide the best care for residents and their loved ones. PUTNAM COUNTY SHERIFF’S OFFICE

HENNEPIN — Dorothy Marie Cioni, 90, of Hennepin, formerly of Granville, passed away Saturday, Sept. 28, 2019, at Heartland Health Care Center in Henry.

Dorothy was born Oct. 2, 1928, in Florid to Hans and Charlotte (Wiksten) Sandberg. She married Albert Cioni on Jan. 24, 1948. He passed away on May 28, 1998.

Dorothy graduated from Hopkins High School with the Class of 1946. She worked at Westclox and Granville Telephone Co. Dorothy, along with her husband Al, owned and operated Al Cioni Ford for 35 years.

Dorothy was a member of the Sacred Heart Catholic Church, the Keys Club and Home Extension.

Survivors include two sons, Richard (Karen) Cioni of Hennepin and Albert H. (Monnie) Cioni of Granville; two daughters, Brenda (Jerry) Bartoluzzi of Granville and Christine (Dave) Whitmore of Reston, Va.; one brother, James Sandberg of Evansville, Ind.; one sister, Charlotte (the late Earl) Yates of Killeen, Texas; 10 grandchildren; and 11 great-grandchildren.

She was preceded in death by her parents; her husband; three brothers, Sonny, John and Hans; and one sister, Lillian.

Driving suspended At 3:22 p.m. Oct. 6, Putnam County Sheriff’s Office arrested and charged Derrick J. Brown, 25, of Peoria with speeding and driving suspended following a traffic stop on Route 18 in Magnolia Township.

Brown was also wanted out of Williamson County on a warrant for failure to appear, traffic. Brown posted bond and was released with a Putnam County court date and a Williamson County court date.

Two-vehicle crash • The Putnam County Sheriff’s Office responded to a two-vehicle crash on Route 71 at Route 89 in Granville Township at 6:41 a.m. Sept. 30. A vehicle driven by James L. Petersen, 20, of Hennepin drove into the rear of a vehicle driven by Sara R. Lucas, 35, of Granville. No injuries were reported at the scene.

Petersen was issued a traffic citation for failure to reduce speed to avoid an accident. The sheriff’s office was assisted by Putnam County EMS and the Standard Fire Department.

ILLINOIS STATE POLICE Route 71 crash On Sept. 23, the Illinois State Police responded to a crash on Route 71 at Mennie Lane in the village of Mark. At approximately 7:10 a.m., a white 2007 Pontiac Grand Prix driven by Thomas Hirkala, 32, of Ladd was traveling south on Mennie Lane.

Hirkala stopped at the intersection of Mennie Lane and Route 71, then proceeded to turn left to travel east on Route 71.

A black 1998 Kenworth truck-tractor with semi-trailer, operated by Terrence Chambers, 60, of Lostant was traveling west on Route 71, approaching Men-

nie Lane. Hirkala’s vehicle was struck

by Chambers’ vehicle, causing the truck-tractor with semi-trailer to overturn and spill its load of corn.

Hirkala received minor injuries in the crash, and was transported to an area hospital. A passenger in Hirkala’s vehicle, Jamyson Wortz, 25, of Peru refused treatment at the scene. Chambers also refused medical treatment at the scene.

Hirkala was issued a citation for failing to yield to traffic at a stop intersection.

The scene was cleared at approximately 9:40 a.m.

LASALLE — On Sept. 17 at about 3:15 p.m., the Tri-County Drug Enforcement Narcotics Team (Tri-DENT), assisted by the LaSalle Police Department and Peru Special Investigations, conducted a controlled purchase of less than 1 gram of purported cocaine from Tyler W. Dennis, 24, of Wenona, and Maceo M. Johnston, 22, of DeKalb, in the 900 block of Third Street in LaSalle.

Following the controlled purchase, Dennis and Johnston left the area in a vehicle that was stopped by LaSalle Police. Both Dennis and Johnston were

taken into custody and transported to the LaSalle Police Department for further investigation.

Following further investigation, both Dennis and Johnston were charged with unlawful delivery of a controlled substance — cocaine (a Class 2 felony). Dennis and Johnston were later transported to the LaSalle County Jail to await a felony bond hearing.

Nationwide campaign taking place in October PRINCETON — Gateway Services has announced its participation in National Disability Employment Awareness Month, an annual awareness campaign that takes place each October.

The purpose of National Disability Employment Awareness Month is to educate about disability employment issues and celebrate the many and varied contributions of America’s workers with disabilities. This year’s theme is “The Right Talent, Right Now.” The history of National Disability Employment Awareness Month traces back to 1945 when Congress enacted a law declaring the first week in October each year “National Employ the Physically Handicapped Week.”

In 1962, the word “physically” was removed to acknowledge the employment needs and contributions of individuals with all types of disabilities. In 1988, Congress expanded the

week to a month and changed the name to National Disability Employment Awareness Month.

Throughout the month, Gateway will be sharing information on their Facebook page, along with a public “thank you” to area employers in

the local newspapers. A celebration is also being planned for individuals who obtained or maintained employment in the last year.

Finally, employers will be acknowledged for providing community employment opportunities or volunteer experiences for individuals.

“We are proud to be a part of this year’s National Disability Employment Awareness Month,” Tracy Wright, CEO of Gateway Services, said.

“We want to spread the important message that people with disabilities want to work and are capable of doing an amazing job,” Wright said.

Gateway’s CES program, in collaboration with the Department of Human Services Division of Rehabilitation, provides services to individuals with a variety of disabilities from Bureau, Marshall and Putnam counties, offering a number of strategies and opportunities for employment.

Yednock, IVCC to host free Job Fair

OGLESBY — State Rep. Lance Yednock, D-Ottawa, is helping local job seekers partner with local employers by working with the Illinois Valley Community College to host a job fair on Tuesday, Oct. 15, from 2 to 6 p.m. at the IVCC campus in Oglesby.

Local employers will be invited to participate to fill any openings.

“I want Illinois’ middle class to be stronger than it is, and that means helping people find jobs,” Yednock said. “It is tough to make ends meet, and with the sudden closure of the

Del Monte Foods in Mendota and the Hennepin Power Plant in our area, employers and employees need to work together to keep our economies going and ensure people know about what opportunities are available here.”

Yednock and IVCC will be hosting the joint job fair to help local businesses offer open employment opportunities. Because of limited space at the college, interested business owners must RSVP for this event in order to participate.

IN BRIEF Hennepin village president issues leaf-burning reminder HENNEPIN — The leaves are starting to fall, and Hennepin Village President Kevin Coleman reminds residents about the village’s burn ordinance.

The burning of leaves will be permitted from 10 a.m. to dusk on any day of the week. Fires must be extinguished by dusk and with no smoldering.

No burning is allowed within 24 hours of one-half inch of rain or more.

HENNEPIN — The Hennepin Pool has announced upcoming days-off activities.

On Friday, Oct. 11, the Hennepin Pool will be open from 1 to 5 p.m. for open swim. All general admission prices will be in effect.

On Monday, Oct. 14, the pool will sponsor a Movie and Popcorn Day in the community room.

The movie, “The Secret Life of Pets 2,” will start at 11:30 a.m. and should conclude around 1 p.m.

Popcorn and a beverage will be served during

the movie. Students in preschool through eighth grade are invited to this activity, however it is requested that preschoolers be accompanied by an adult. PCCC will host smart driver program STANDARD — The Putnam County Community Center will host an AARP driver safety program from 8:30 a.m. to 12:30 p.m. Monday, Oct. 28, and Tuesday, Oct. 29.

This classroom driver refresher course is designed especially for drivers age 50 and over. The program aims to help community members retain their driving competency. They will learn about driving strategies, understanding the effects of aging on driving, reducing the chance of having an accident and knowing when to retire from driving.

After completing the course, participants will receive a certificate

that can be presented to their automobile insurance holder that may entitle them to a discount.

A $15 fee for AARP members (with AARP membership card) and $20 fee for non-members is due on the first day of class, payable to AARP, for the instruction book and materials.

Participants must attend both days.

To register for the class, call 815339-2711. Lunch will be available both days following the class. Meals are provided at no cost to those 60 and over, however there is a suggested donation of $5. Meals are available for those 60 and over regardless of the ability to donate.

OTTAWA — “Omicron, the Greatest Show” was the theme of the Sept.

17 meeting of Omicron Chapter of the Delta Kappa Gamma Society International at Pitstick Pavilion in Ottawa.

Teresa Cameron of Ottawa, chairwoman of the Special Events committee, along with Mechthild Ferguson of Ottawa, Kay Carlson of Morris, Fran Ogden of Marseilles and Patty Hopkins of Ottawa, provided circus games, treats, prizes and circus-themed decorations as Omicron Chapter began its 82nd year.

The chapter remembered 40-year members Jean Naretto of Brace­ville and Charlotte Farrell of Morris, who passed away in July. Remembrances and memorials were read from both past and present members, as well as the Naretto family, who will be offering a scholarship in Jean’s name. The chapter also received a thank you from Cally Diss, Omicron’s Grant-in-Aid winner who is a senior at Southern Illinois University majoring in agriculture education.

Janna Greanias of Ottawa, personal growth and services chairwoman, thanked members for their donations of school supplies. Greanias

reminded members to bring additional school supplies next month and also keep collecting “loose change” to be given to area food pantries in November.

President Mary Sue Myers of Peru shared highlights of the Creative Arts Retreat she attended in June, and reminded members of important dates, especially the state convention in April 2020 to be held in St. Louis.

Marilee Applebee of Seneca shared with the members the plans for the upcoming promotional video about Omicron Chapter and Delta Kappa Gamma. Scripts are now being written by several members on various aspects of the organization. At the March 2020 meeting, which will be held at Seneca High School in Applebee’s classroom studio, the video will be put together by members, assisted by Applebee’s students.

The next meeting will be Tuesday, Oct. 15, at the Pitstick Pavilion with Omicron member Paula Freepartner assisted by other members presenting the program, “God Bless America.”

Ex-congressman planted the seeds for a powerful tribute WASHINGTON — There is power in names.

That is something of which former Illinois Congressman Paul Findley was keenly aware. Findley, a Republican from Jacksonville, died last month at age 98.

Findley, who served in the U.S. House from 1960 until 1982, was an early critic of American military involvement in Vietnam.

“We were looking for a way to send a message of our opposition,” said Stephen Jones, a former aide to Findley. “He had voted against extending the draft and reappointing General (Earle) Wheeler as chairman of the Joint Chiefs of Staff. But then we came up with the idea of putting the name of every servicemen killed in action into the Congressional Record.”

More than 35,000 names were initially entered into the record, throwing the Government Publishing Office into disarray and forcing the Congressional Record to be published a day late for perhaps the first time in modern history.

“It had an impact. More than 100,000 copies were printed and it became one of the most requested items from that office. To the best

COMMENTARY Scott Reeder of our knowledge, it was the first time all of those names became publicly available. Every six months, Paul would add names of additional people killed in action to the record.”

The printed names were read aloud at anti-war demonstrations, treasured by families of those slain, and stood as a silent testimony to the horrible cost of war.

Significance of Findley’s list In the years following the conflict, the list took on new significance.

“My father always believed that the architect for the Vietnam Memorial, Maya Lin, drew her inspiration to list all of the names on the memorial from the work he had done with the Congressional Record,” the congressman’s son, Craig Findley, told me this past week.

What is known, is that Lin used the list Findley had the Pentagon compile to inscribe the name of every American killed in Vietnam onto to the memorial, Jones said.

The black granite wall, with the names of 58,318 fallen soldiers carved into its face, was completed in late October 1982 and dedicated

in November 1982. The wall is V-shaped, with one side pointing to the Lincoln Memorial and the other to the Washington Monument.

Lin’s conception was to create an opening or a wound in the earth to symbolize the gravity of the loss of the soldiers, sailors, airmen and Marines.

The memorial is now the most visited site in Washington.

Mary O’Malley Bragg, of Mansfield, first visited the memorial with her mother to see her brother Freddy’s name.

“It was so emotional. There were people just like us standing there crying. Each name on that wall represents a whole universe.

“Each person on the wall is loved and is connected with others, and each name represents its own tragedy.”

A rubbing of Fred O’Malley’s name is framed and hanging in her home.

“It’s so nice that when friends visit Washington, D.C., they trace his name and share it with us. It reminds us that he is remembered and honored. I keep all of them.”

For Steve Watts, of Galesburg, visiting the wall is a means of coming to terms with a tumultuous era.

“The name of my cousin, Gale Vogler, is on that wall. He was five years older than me, and we weren’t close. But it was a controversial time. I remember being

worried about being drafted. I don’t like the word ‘closure.’ For me, going to the wall and seeing his name was like putting a period at the end of a sentence.”

Vogler was a standout athlete at United Township High School in East Moline.

For this writer, when I first stood in front of that black granite wall, I was a senior at Galesburg High School visiting our nation’s capital with a dozen of my classmates in April of 1983.

Although the war had ended only eight years earlier, for a teenager it was ancient history. It might as well have been the Romans and Carthaginians fighting in 264 B.C., Vietnam seemed a distant time, unrelated to me.

As I reached out and touched the black granite and my fingers traced a random name, a National Park ranger sidled next to me.

“Do you know the average age on this wall?” she whispered.

I shook my head, and she said, “19.”

I looked again into the wall and saw my 18-year-old self, reflected back among the names. A chill passed through me. These were men and women my age. The war became real.

health care providers continue to struggle with education and support.

Doctors deserve education to diagnose this disease earlier to slow the progression of the disease.

Families deserve answers. And most of all, victims of this disease deserve a cure so they can live their life to the fullest.

With early diagnosis, research, family support and education we want to spare this hardship for other families.

For these reasons, I have asked my elected officials to prioritize this vulnerable population. Increased research funding is vital, but so too are enhanced care and support services for individuals and their caregivers.

Thankfully, my congressman, Adam Kinzinger, is taking an active stance on this issue by co-sponsoring the bipartisan Improving HOPE for Alzheimer’s Act (H.R. 1873) and Younger-Onset Alzheimer’s Disease Act of 2019 (H.R. 1903). The two bills are critical to improving access to resources and enhancing quality of life for those affected by Alzheimer’s and other dementias.

Please join me in thanking Rep. Kinzinger for ensuring that Alzheimer’s is brought to the forefront of the congressional agenda. Together, we have the opportunity to help those struggling with this terrible disease until a prevention or cure is found.

BY SHANNON JENKINS news@putnamcountyrecord.com PONTIAC — For the past 17 years, Peoria Christian had won the Tri-County Conference golf tournament.

2018 will be the last time that happens, as Putnam County shut them down in their last season in the Tri-County by taking first place in the 2019 conference golf tourney on Oct. 2.

The Panthers finished with a team score of 347 to beat second-place Peoria Christian (352) by five strokes at the Pontiac Elks Golf Club in Pontiac.

Ben Cyr shot a 76 to lead the Putnam County boys, placing him second overall.

When asked what he thought about the season overall, Cyr said it had been a struggle because the team just didn’t have the numbers that they were used to in the past.

However, Cyr continued: “The team made it work and is now the conference champs. This hasn’t been done for 18 years, and we did it with a great group of kids making great memories.”

Ian Roach was just behind Cyr with a 77, placing him third overall. Roach said his “up and down game was solid as well as the iron game, but my driver was not reliable and straight.”

Cyr also commented about his frustration off the tee. “I only hit five greens in regulation, (but) my chipping and putting was phenomenal all day,” he said.

Coach Chelsi Niewinski felt the same way with the boys’ performances.

“Ben and Ian both put together solid rounds, as usual,” Niewinski said.

“They both aim to be right around par, so, of course, they can always pick a few shots out that they wish they could have back when they are

a few over par. But I was really happy with the rounds they put together, and it gave Ben second and Ian third overall, which is great. “ Senior Luke Olson finished with a 93 and sophomore Chris Uzella a 101. Both had some difficulties on the front nine but pushed through the second nine with improvement.

“Ben and Ian usually get the majority of the attention, but I was extremely proud of the other guys out there, too,” Niewinski said.

“Both Luke and Chris did not shoot the greatest on their first nine. They could have let that frustration carry out to their second nine, but they didn’t. They improved eight to 10 strokes each from their front nine to their back nine.

Without that, we don’t win.”

Niewinski was also pleased with the strong performance of freshman teammates Josh Jessen (103) and Ryan Hundley (109).

When asked what was different between the front nine and the back nine, Olson said: “We all wanted to win. I played better the second nine because the stakes were higher. We knew we needed to get hot to win.”

Uzella said, “I took my time on the back nine and put myself in a better position and scored better.”

Girls tournament Ali Ciucci (98) was the top medalist for the Lady Panthers in the girls Tri-County Conference golf tournament.

Ciucci noted her struggles on a par 5 hole.

“I had to take a couple shots to get out,” she said.

“On the other hand, my short game was very good that day, which helped me out a lot. I was pretty content with my overall score considering that Pontiac has always been a tough course Ali for me. I was thrilled with the win Ciucci for my senior year.”

Coach Niewinski remarked: “Ali was kind of the same story. She had a tough front nine but turned around and had an awesome back nine and was able to win medalist honors by two strokes.”
