BY GOLDIE RAPP Restaurants have been hit hard this year. Coronavirus and the restrictions created to prevent the spread have forced many to change the way they do business. Some businesses began allowing outdoor seating, others found ways to ramp up their carryout orders and all have dealt with lower seating capacity indoors, which was mandated by the state.

What businesses face now is the winter months, which historically are known as the slower months.

Businesses that relied on the outdoor seating to attract customers will also no longer have that option.

At Spratt’s Tavern in Hennepin, owner Jen Spratt said this fall and winter, she is going to start focusing on catering side of her business and providing deliveries to customers.

Business is always slower in the winter months until holiday parties begin, she said. But, this year Spratt is not banking on too many holiday get-togethers due to COVID. As she keeps her eye on decisions being made in Springfield to tackle the pandemic and also on the number of cases in Putnam County, she will also launch a new type of service at her business.

Once or twice a month, she will be offering a real dining take-out experience that will include hot food on real plates served with real silverware at the diner’s home. The meal will come with everything one will need for dinner — drinks, cups, fixings and even a box to place all the dirty dishes back into for someone to pick back up when the meal is over.

Spratt said it will be a good change from the Styrofoam meals.

“I think people are sick of eating out of Styrofoam,” she said.

The last few months have been challenging, but the community has been good to the business.

The slower winter months concern Hall, however. She said profit margins are not that great for a restaurant as it is and with food prices high and business down, it could put an even bigger strain on the restaurant.

While carry outs have helped keep the business going, Hall said it’s difficult to push the extras like drinks and desserts with the carryout option. Plus, many customers don’t leave a tip for the waitresses, which means less money for them.

Hall reminds customers that while the food wasn’t prepared and served inside the restaurant, it was still served in a container and prepared for eating. A tip for waitresses is still very much appreciated.

Jared Ortega and Tracy Fousekas, owners of Backwoods, a new restaurant in Mark, have faced an uphill battle since the beginning of the pandemic. Just when they were about to open their restaurant earlier this year, COVID hit and businesses were shutting down.

The health department put a halt

on allowing them to open.

Because they weren’t an establishment yet at that time, they also didn’t qualify for any relief or assistance.

“It hurt us and set us back far.

It’s been a struggle to get to this point, but thank god we’re able to get to where we’re at right now,” Ortega said.

Within the last two months, Ortega and Fousekas have finally been able to open for carryout orders.

The inside of their restaurant is still in the remodeling stages, but everything they’ve made so far will allow them to finished it by the of the this month.

The two made a big decision this past spring to move forward with their hopes and dreams, because ultimately they know deep down this is what they want to do for years to come.

“God is going to give you what you put into it and I’ve put by whole heart into this place. It’s going to be a success,” Ortega said.

The two stand behind their menu and are willing to face the hardships to fulfill their dream of being able to share their knack for cooking with the community.

Dan Kuhn, Putnam County clerk and election authority, has released the following information referring to political sign placement.

“Every election raises the question of where political signs for advertisement can legally be placed.

A clear and simple answer is, ‘Political signs can be placed on private property only after permission is granted by the property owner.’

Along with this ‘rule of thumb’ there are also other important points to consider relative to political signs:

• It is illegal for anyone to tamper with, deface or remove political signs that have been legally placed.

• The Illinois Election Code clearly states that no political signs can be placed within 100 feet from the entrance door of a polling place.

• Placing political signs on the right-of-way of state, county and township roads is illegal.

• Some village and subdivision ordinances clearly state that no political signs can be placed within their boundaries (Lake Thunderbird has such an ordinance).

• The representatives from the people who own utility poles (Ameren Illinois, formerly known as Illinois Power Company) state that they do not authorize any signs being placed on their poles. The signs pose a safety hazard to service personnel and they will be removed.

• Environmentalists encourage that no signs be placed on trees.

It is clearly understood that the candidates themselves do not place every sign, but it is the candidate that should be responsible for them if they are placed wrongfully and

it is the candidate that should take the necessary corrective action to ensure that his or her signs are properly placed.

I hope this clarifies the legalities and guidelines for political sign placement within Putnam County.

These same ‘rules’ apply to organizations that are proponents of or opponents to public questions being put forth to the voters.

Peoria’s incoming bishop ends welcome tour in Oglesby

Anyone hoping to meet the Peoria Diocese’s incoming bishop — the pandemic forced the diocese to close the ordination to the public — should know he plans to barnstorm the region over the next two years.

Coadjutor Bishop Louis Tylka celebrated Sunday Mass at Oglesby’s Holy Family Church, marking the end of a 12-stop “welcome” tour of as many vicariates within Peoria Diocese. But Tylka, who will take over for Bishop Daniel Jenky upon retirement in early 2022, said he’s not ready to shelve his walking shoes yet. He pledged to visit every parish in the 26-county diocese, even if it takes him two or three years.

“There’s 160 parishes and there’s one of me,” Tylka told Oglesby’s assembly, begging for patience as he meets his new flock.

About 100 members of the Oglesby parish came for a peek at the shepherd of a diocese that stretches from the Quad Cities to Champaign-Urbana. Jenky, 73 and battling mobility issues, had asked the Vatican to choose his successor now to ensure a seamless transition when he retires at 75. The Vatican obliged and Tylka has spent the past two months meeting the largest flock he’s ever shepherded.

Holy Family parishioners received him warmly. Willis and Jillian McCoy of Oglesby brought their children to meet their spiritual father and were favorably impressed.

“It was the first time ever meeting a bishop for me, so it was really exciting,” Willis McCoy said.

“He seems really strong in the Lord and eager to work with the rest of the fathers in the area.”

Paul and Shelly Breidenbach watched Tylka’s July 23 episcopal ordination via livestream, but were eager to meet him in the flesh and enjoyed speaking with him Sunday in a receiving line after Mass.

“We love the fact he’s going to try to make it to all 160 parishes,” Shelly Breidenbach said.

“I think it’s wonderful.”

Tylka said he’s been delighted with his reception to date and said the most-asked question has been how he likes living south of Interstate 80. In response, he’s quipped this isn’t his first time south of I-80, as he grew up in Hazel Crest, which is bisected by the freeway.

“People are concerned that I like it (here) and that I’m comfortable and feel welcome and I have been overwhelmingly welcomed with a lot of kindness and a lot of care,” he said. “I’m loving Central Illinois.”

A 50-year-old fan of the Chicago Blackhawks and the “Star Wars” films, Tylka was the youngest of six children (five older sisters, one recently deceased) born to Louis and the late Norma Tylka. His home parish was St. Joseph’s in Homewood and he graduated in 1992 from Niles College Seminary of Loyola University, where he transferred from Purdue University.

Tylka was ordained a priest on May 18, 1996,

by Cardinal Joseph Bernardin and served multiple assignments in the Archdiocese of Chicago before the Vatican notified him he’d been named a bishop on May 11, 2020. His episcopal ordination was held July 23 in Peoria, with limited attendees all wearing masks amid the COVID-19 pandemic.

While the pandemic is ongoing, Tylka did launch, on Aug. 1, a tour of the diocesan vicariates to meet not only with parishioners but also to better know some 400 priests and deacons who’ll answer directly to him in 18 months. Next up are stops of three Newman Centers, ending Nov. 8 in Champaign.

Asked to name his objectives, Tylka named only his desire to spread the Gospel — he adopted “Go Make Disciples” as his episcopal motto — and said he has no other set goals.

Tylka will travel well beyond the diocese in the next 12 months. He was supposed to have been Rome last month for episcopal training — “Baby Bishop School,” he quipped — but COVID-19 has postponed his training at the Vatican until September 2021. He hopes to meet Pope Francis (No. 1 on the list of those he wants to meet) when he next flies to Italy.

Starved Rock mostly recovered from derecho; Matthiessen still closed

BY TOM COLLINS tcollins@shawmedia.com Starved Rock State Park is mostly recovered from the derecho that felled trees and ripped shingles from roofs across the region.

Alvin Harper, site superintendent for Starved Rock and Matthiessen state parks, reported Friday that all but two trails in Starved Rock have been opened. Harper said the in-house crew had worked to remove fallen trees and clear obstructions, completing about 90% of the tasks. When staff were diverted to other projects, contractors were brought in to complete the remainder.

Harper advised visitors to watch for signs and to keep their senses sharp as they hit the trails.

“Most of the trails will be clear of obstructions,” Harper said, “but as always, people need to use good judgment on the trails.”

The two trails still closed are the Tonti Bridge Trail, which had been closed for several years for reasons that had nothing to with the derecho, and the connector trail from the Ottawa-Kaskaskia Canyon parking lot to the Illinois Canyon parking lot. Staff and contractors had hoped to clear the latter trail by week’s end, but a large tree continues to obstruct it.

Meanwhile, contractors still are working at Matthiessen, which sustained significant damage in the storm. Harper said they’d reevaluate the week of Oct. 4, when the park would be at least partially reopened.

“They’re making good progress,” he said.

“We’re still reevaluating the trails to get a good grasp of when we might be reopening.”

The closures have not kept away tourists.

Despite the closure of Matthiessen (or perhaps because of it), Starved Rock welcomed 294,591 visitors last month, a September record. Starved Rock has now set records in three of the past four months and, despite being closed the entire month of April and most of May, is on track to surpass 2 million visitors this year.

As of Friday, yearly attendance stood at 1,746,329, on pace for just more than 2.3 million and making 2020 the park’s sixth most-visited year.

The reopening of trails is consequential for LaSalle County tourism and especially for Utica.

The village’s fortunes are inextricably tied to Starved Rock, and the pandemic- and storm-related closures have put Utica through a seesaw year, with abysmal April sales followed by record-breaking sales in May and June when the park reopened.

Now, with no official Burgoo Festival, village businesses are banking on a big Fall Colors season to bring in cash before a winter season that figures to be hampered not only by cold but by the pandemic.

“Any additional trails that open at Starved Rock will ultimately attract more visitors to both Starved Rock and to the village of Utica,” Mayor David Stewart said. “Speaking with some

GRANVILLE — Illinois Valley Community College’s agriculture program has partnered with Mid-American Growers of Granville to strengthen its new cannabis production certificate.

The partnership allows IVCC ag students to learn about the quickly emerging local industry while preparing for employment.

The collaboration includes an internship at Mid-American Growers. The two-semester program beginning this fall focuses on production of both industrial hemp (fiber and oil) and marijuana

for recreational and medicinal use.

Interns will receive instruction from MAG cannabis production experts and will handle, study and grow live cannabis plants at the Granville facility.

A key course in the certificate, Introduction to Cannabis Production, began at IVCC in mid-August.

“Our students are learning about a quickly emerging local industry while positioning themselves for careers,” said IVCC President Jerry

Corcoran. “MAG, in turn, will use this to strengthen its workforce.”

MAG has more than 3.6 million-square-feet of greenhouse facilities on 231 acres and operates the largest hemp production facility in the world. A wholly-owned subsidiary of Red, White and Bloom, Inc., MAG is undergoing a major expansion into cannabis production.

MAG President Anne Hyde said, “We are pleased to partner with IVCC to help develop a capable and qualified cannabis industry workforce.”

Andy Johnston named president, chief executive officer of Carus LLC PERU — Andy Johnston was named Carus LLC’s next president and chief executive officer by its board of directors.

Johnston will join Carus on Monday, Sept. 28.

He brings more than 30 years of global experience in the chemical industry.

Most recently, he served as group vice president, Composites of Ashland LLC where he led the business to record sales and EBITDA growth, according to the press release.

During his 25-year tenure at Ashland, Johnston led multiple businesses and executed initiatives, including acquisitions, global expansion and innovation pipeline management. Prior to

that, Johnston spent nine years at ICI PLC in the United Kingdom and the US, where he served in a variety of technology and business leadership positions.

“We are thrilled and excited to welcome Andy to the next chapter in Carus’ growth strategy, as our next President & CEO,” said Inga Carus, chairman, in a press statement. “Andy has served in a variety of senior leadership roles and has a history of developing and executing new growth strategies. He has successfully demonstrated the ability to innovate and grow both the sales and EBITDA of multiple businesses.”

Strathclyde, Glasgow, Scotland where he earned a degree in Pure and Applied Chemistry. He also holds an MBA from The Ohio State University.

Business donates its cleaning services to cancer patients

Illinois Valley Clean Team takes part in Cleaning For a Reason LASALLE — Illinois Valley Clean Team, Inc. has been donating home cleaning services to local cancer patients for the past seven years through its partnership with nonprofit Cleaning for a Reason.

Owners Teresa and Casey Anderson, lifelong residents of the Illinois Valley, make a difference for cancer patients and their families.

“Now more than ever during this COVID-19 crisis, IVCT has been working hard to create a healthier environment for our clients, and especially the cancer patients we serve,” said Teresa Anderson in a press release.

The Illinois Valley Clean Team changed its cleaning standards after completing the certification for Global Biorisk Advisory Council Cleaning & Disinfection Principles with emphasis on SARS-CoV-2/ COVID-19.

“To slow the spread of infection, we are wearing masks and gloves,

providing a 10-point disinfection to high touch areas, and practicing social distancing when cleaning in a home,” Anderson said. “For our cancer patients, we are also providing our PUREguard service, a touchless electrostatic disinfection at the end of each clean.”

Since 2013, IVCT has supported 35 cancer patients with a donated value of $10,650 in cleanings.

Through partnership with Cleaning for a Reason, IVCT supports four homes per month for two consecutive months free of charge. This is an ongoing service to cancer patients residing in Ottawa, Marseilles, Streator, LaSalle, Peru, Oglesby, Utica, Tonica, Lostant, Mendota, Spring Valley, Ladd, LaMoille, Princeton, Granville and Hennepin.

Cleaning for a Reason partners with more than 1,200 residential cleaners throughout the United States and Canada to offer free house cleaning to any household battling cancer. He now joins his parents and sister, Paula, in a joyful reunion in heaven.

University of Iowa Class of 2024 sets yet another new academic benchmark IOWA CITY, Iowa — The incoming undergraduate class at the University of Iowa for fall 2021 has yet again topped previous records in achievement with a higher average high school grade point average (GPA), at 3.78, than any previous class. The average high school GPA for the classes of 2023 and 2022 were

3.76 and 3.71, respectively.

PC boys take fourth in Tri-County golf tournament

PONTIAC — To say that Wednesday was a red-letter day for Seneca would be grossly inappropriate, considering the results.

Make that a green-letter day and you’d be closer to the mark.

Noah Quigley, AJ Stiegler and Austin Marshall captured the second, third and fourth places in the final individual standings to lead the Irish to a wild, come-from-behind victory over Roanoke-Benson at the Tri-County Conference Meet at the Pontiac Elks Club Golf Course.

Seneca trailed by as many as 11 strokes late in the rain-soaked front nine, but pulled things together through a dry but windy back nine to escape with a 386-393 decision over the Rockets.

Marquette placed third at 407, followed by Putnam County (444), Midland (445), Woodland (456) and Henry-Senachwine (458).

The Lady Irish made it a sweep behind Rylee Stenzel. The junior’s score of 87 gave her medalist honors, leading the SHS ladies to a 464514 verdict over Roanoke-Benson, the only other league school to field a full team.

Putnam County got a team-best and sixth-place 100 from all-conference pick Chris Uzella for its fourthplace total. Josh Jenssen chipped in a 109, Gavin Cimei a 113 and John Wiesbrock a 122 for PC. “We didn’t do as well as we wanted to do,” PC coach Sydney Eustice said, “but with four freshmen, this first conference tournament was a good experience for them. It was tough, but they all had their moments.”

Seneca coach Bryan Erickson used the iwanamaker app to track the team scores by hole and told his players after a rough first nine holes they were “still in this thing.”

“I told them that the conditions were changing and if they could stay with it and be happy with bogey golf on the back, we had a chance,” said Erickson, “and sure enough, things started going our way. Multiple guys for us shot better in the wind.

Maybe because they concentrated more or maybe they didn’t want to turn in two bad nine-hole scores, I don’t know, but we turned things around and came out on top. It was a great comeback in pretty tough conditions.

“Rylee played well, had all parts of her game working today and had a fantastic round. An 87 in these conditions was outstanding

… Whether you’d consider it a girls championship or not with only two teams, we were the best today, the best two best teams in the Tri-County Conference.”

Noah Quigley fired off a 46-45-91 to place just behind the 88 by R-B’s DJ Norman in the race for medalist.

Stiegler trimmed his back nine by five for a 50-45-95 and Marshall dropped12 strokes for a 55-43-98.

Those performances, along with points earned for their regular-season efforts, earned them all a spot on the all-conference team, along with teammate Holden Flynn.

Owen Quigley added an 11th-place 102 for the Irish team total.

“In conditions like this, with the wind blowing 30 miles an hour, I’ll take second any day,” said Noah Quigley. “The biggest adjustment was clubbing up or clubbing down for the wind. I just tried to stay aggressive … and we really turned it on as a team in those last few holes. We’re pretty happy about it.”

Stenzel shot a 40 on her opening back nine, and though she struggled with the wind in her finish, she proved ready for next week’s regionals, as did teammates Laura Yegge with her runner-up 108, Mallory Sobokowich at 133 and Addison Stiegler at 136.

“I could have done better on my last nine, but the wind just beat me today,” Stenzel said. “My drivers and my irons were working and when they didn’t, my putter was saving me. I feel pretty good about my day.”

Marquette’s lone female, Kaitlyn Magoonaugh, had a rough day, finishing with a 112 that was still third among the ladies.

“Surprisingly, my driver and putter were working well for me today.

They don’t always,” said Zellers. “I actually feel like I could have done a little better, but with the conditions, it was OK.” For a consistent Woodland group, Nick Hoekstra was a surprise leader with a 111, while Nolan Bressi and Carter Ruff each contributed a 114 and Glen Ruff and Mason Sterling each a 117.

“We got a couple of holes in where it was decent, then it just erupted into a miserable day to play golf,” said Warriors coach Melissa Ruff.

“The kids did a good job taking it in stride, especially considering the conditions today. They’re all around their averages and I’m pleased with that.”

Sophomore Ayden Malavolti was unhappy with his Henry team-best 102, even though it placed him ninth and completed his all-conference season. His was followed by Mason

Johnson’s 112, a 117 by Gavyn Nave and a 127 by Nolan Dunshee for the Mallards.

“The greens were faster than I’ve been used to and the wind was pretty bad and it was harder to judge,” said Malavolti, “so I didn’t do very well in the rain and the pressure.

It was hard, but I should have done better.”
