State funding doing better this year But education dollars from last year haven’t been fully paid yet

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — While doing much better than during the years of Illinois’ multiyear budget standoff, Springfield is still behind in providing funding to the Putnam County School District.

“Which is ironic, since they’re the ones who mandated it,” Superintendent Carl Carlson said at the district’s Sept. 17 board meeting.

During the years Illinois operat-

ed without a budget and before the implementation of a revised funding formula, the local school district was owed several hundred thousand dollars, and the schools of the Illinois Valley were owed a total of several million dollars in mandated funding.

Currently, the state still owes the Putnam County School District $207,328.85 from fiscal year 2017-18.

This amount is comprised of more than $21,000 for special education funding; more than $141,000 for trans-

portation costs; almost $40,000 for early childhood education; approximately $2,600 for an agriculture grant; more than $800 for the Illinois Free Lunch Program; and more than $1,400 in other state revenue.

However, for the current fiscal year, the state owes only $135.20 for the lunch program.

“This is much better than it has been in a long time,” Carlson said.

Also during the meeting, the board approved its fiscal year 201819 budget.

Board eyes other streets needing repairs Leftover money from McCoy Street could pay for more fixes

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The village of Granville continues to benefit from the savings provided by the McCoy Street project’s unexpectedly lower costs.

During the board’s Sept. 18 meeting, members discussed looking for other areas in the community where road repairs are needed.

The McCoy Street project was initially expected to cost about $550,000, but was bid out for $368,000. This allowed the village to add approximately $35,000 worth of additions to broaden the scope of the improvements while still realizing substantial savings.

During the board’s previous meeting, village engineer Mike Richetta, of Chamlin & Associates, began discussions to once again add to the project. The new work addition would reconfigure the sidewalk and curbing on the northwest corner of the intersection at Hopkins and McCoy streets.

He had no financial figures then, but he now estimates the improvements could cost up to $52,000, but would likely be lower.

This new addition would increase accessibility and include a ramp, a new walkway, a foundation wall, new steps into Granville National Bank, and an ADA-compliant handrail.

Board member Tina Dolder suggested the village look elsewhere in the community to see where repairs where needed.

“I think we should do this now and be done with McCoy Street for a while,” Village President Jared Baker said. “We’ve got about $170,000

Water projects Richetta also reported on the progress of the village’s water treatment plant improvements.

The project will have a total cost of $552,000 and 75 percent of that will be funded through a federal development grant.

He said the project is progressing as expected and is about 80 percent completed. The board approved a payment of approximately $114,000.

Richetta also reported there was no news in regards to the EPA’s findings at the village’s waste water treatment plant.

The village received a quote of $10,800 to sandblast, primer and paint the lower portion of the water tower.

In other board news • Those residents confused by letters concerning either opting in or out of the village’s electrical aggregation program are encouraged to

contact the village hall. Secretary Tracie Haage said the letters are legitimate and that she’d be happy to explain what is required of residents.

Depending upon which program they belong to, residents have been receiving one of two separate notifications.

• The board approved a $500 donation to the PC Wellness after-school program. This program is for all grades and benefits local students.

Resident Sean Coleman spoke to the board to discuss a possible future donation to the Illinois Valley Animal Rescue (IVAR). He said the parking lot of the shelter was in poor condition and in need of gravel. He’s already secured a donation of about 40 tons of gravel from LaFarge Aggregates in Utica and was seeking either a financial donation or the use of the village truck and an employee to help haul the material to IVAR. “They do good work, don’t have much money, and are in need of some help,” he said of IVAR. The board will announce its decision at an upcoming meeting.

• At the board’s request, Josh Powell, of Rocket Communications, attended the meeting to describe his company’s new service to the village. Their tower was installed in February, and customers can now have wireless internet service with no data caps or overage fees. After a $200 installation fee, residents can purchase a standard package with a download speed of six MBPS for $49 per month.

Powell said, however, most customers choose the upgrade to 12 MBPS for $69 a month. Other selections include download speeds of 18 and 30 MBPS. Customers can use their own router or rent one for $7 a month. After installation costs are met, Rocket Communications also provides free service for churches and fire departments.

• The next Granville Village Board meeting is scheduled for 6:30 p.m. on Oct. 2.

Village’s text alert system is now available to residents

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — With vehicles regularly parking along the streets near Putnam County Elementary School, the path bus drivers and motorists must take is often winding and congested.

To ease their routes and increase safety for drivers and children in the area, the village of Hennepin is considering parking restrictions during school hours. Discussions during the village board meeting on Sept. 19 focused on the areas of Fifth and Sixth streets from High Street to the school.

The board will seek input from Principal Courtney Balestri and Johannes Bus Service, as well as from interested parents and area residents. The board will also need to decide how the potential changes

would be enforced.

“With cars parked on the sides of the street, everyone has to weave in and out of traffic, and with all the children running around at the same time, it feels unsafe,” Board member Karyn Christiansen said.

Following the recent burglaries of 18 vehicles, the village has contacted Rocket Communications to inquire about the installation of security cameras.

“We could have three cameras installed in different areas of the village and routed into and monitored by the sheriff’s office for five to six thousand dollars plus a yearly maintenance fee,” Board member Quentin Buffington reported.

If the village decides to pursue this option, the location of the cameras won’t be publicized.

• Village engineer Bill Shafer reported he felt the estimate to repair the drainage issue along Front Street near the docks was too high. He’ll be exploring alternatives and said the flooding occurs only during times of very heavy rain.

• Shafer also reported the EPA study concerning the possibility of endangered bats living in the area of the future footbridge project had come back clear. Once completed, the footbridge will span Coffee Creek and allow residents and visitors to walk from the village onto the Marquis Oak Ridge trail, which leads directly into the Dixon Waterfowl Refuge trail system.

Long gives his version of harassment complaint Streator Republican lawmaker says he won’t resign from seat

BY DEREK BARICHELLO Shaw Media State Rep. Jerry Long gave his account Sept. 19 of an incident that brought about harassment allegations, admitting he touched a former co-worker’s neck, but saying he doesn’t believe he did anything wrong.

A spokeswoman for the House Republican Organization said Long’s story doesn’t match what was found in an independent investigation and that the organization has a zero tolerance policy for harassment.

On Sept. 12, the House Republican Organization asked the Streator Republican to resign, and the organization, along with the Illinois Republican Party, withdrew support of his campaign.

Other state lawmakers, including

Rep. Tom Demmer, R-Dixon, and Sen. Sue Rezin, R-Morris, who either share or have adjacent districts to Long’s 76th, have asked for his resignation.

by Democrat Lance Yednock, of Ottawa, in a race considered a battleground between the two parties.

Long’s account On the Friday before Labor Day, Aug. 31, Long said one of his staff members called him to her computer, but he can’t recall what the two of them were looking at on the screen. He said the staff member was not feeling well.

“She was at the computer. I’m standing right behind, and I’m looking at it,” Long told The Times Wednesday. “She leans back. She goes, ‘Ah man I’m tense, I’m getting a migraine headache.’ And I grabbed her neck. Not grab. I touched her

neck. And I said: ‘You do feel tense.’

And then I said I’m going to grab my stuff and go.”

Long said he then took some interns to a pizza restaurant in Ottawa. When he returned from dinner, the staff member had left. He said he had never touched the complainant before this incident.

Long didn’t speak to the staff member all weekend and the co-worker didn’t answer her text messages Monday or Tuesday.

Long received a call later that Tuesday indicating a complaint had been made to the House Republican Organization and he was being investigated for harassment.

Long said initially investigators told him they were looking into “sexual harassment.”

“Once they realized the touch wasn’t sexual harassment, they said it’s a hostile work environment,” Long said.

Long said he couldn’t initially figure what the complaint was about, until he remembered about a day and a half later when his wife woke him up on her way to work.

“She walked out of the house. I laid

down, and five minutes later, my mind is wandering,” Long said. “I actually sat up quickly, holding my head. ‘I touched her neck. I touched her neck. I touched her neck.’ That’s how inconsequential it was.”

Eleni Demertzis, from the office of House Republican Leader Jim Durkin, said Long’s story was not the one received from the complainant.

The complainant issued a written statement last week through the House Republican Organization after Long told media he had done nothing wrong. Her name was withheld to respect a request for privacy.

“Rep. Long’s denial of his actions and behavior are troubling and disappointing.

“While there was an incident of physical harassment, the verbal abuse and abuse of power on a daily basis resulted in a hostile work environment that put anyone around him at risk.

“It is my sincere hope that Rep. Long resigns from his position and gets the help that he needs.”

Robo calls On Sept. 14, Long addressed his constituents on his Facebook page,

explaining the complaint stemmed from a disagreement with a staff member regarding a robocall.

“I refused to record HRO’s message and recorded my own message to the people I represent, which infuriated the (employee),” Long wrote then. “Rather than allow me the ability to speak my own mind and represent the 76th District, the HRO has used this simple disagreement as a way to pull their support.”

During the Sept. 19 interview, Long said he made the post to demonstrate the contentious relationship he had with the House Republican Organization.

He said he and the staff member were working on robocalls the staff member had written prior to the incident in question. He said the two of them were frustrated with the GOP organization.

“She wanted me to read it, and it didn’t sound like me,” Long said.

“It wouldn’t roll off my tongue. So I started scratching parts of it out and rewriting other parts. And I said, ‘Wow, who wrote this?’ ‘I did.’ ‘Sorry, no offense, this doesn’t sound like me.’ We reorganized it.

We did the robocall. We did the recording.”

Long said he didn’t raise his voice or slam his hand on the table during this interaction.

“My frustration has always been with the Republican party, they

constantly butted heads with me on running my campaign,” Long said.

On Sept. 13, Long told WCMY radio he was a “demanding boss”: “It’s not sexual harassment content.

What it is, is because the nature of this campaign being high pressure and high-paced, and I can be demanding. It’s extremely important to understand I expect a lot out of people. That’s what the allegation is.”

Long says HRO wants him out Long believes the complaints against him stem from his contentious relationship with the House Republican Organization.

“If they lose one seat, Democrats don’t gain the supermajority,” Long said. “They can afford to lose one seat. In 2016, they threatened to pull money three different times. I feel they were just ready to let the seat go, because of our contentious relationship. Maybe they feel they can cut their losses on this one, and gain another seat. So they can recoup what they’re going to lose here.

“I think they figure they can get enough representatives and senators to rise up against me, call me to resign,” Long said. “I’m not going anywhere. I was hired by the people to represent the people. I’m going to continue to represent the people.

If they decide to vote me out, then that’s up to them.”

Robert Milan, a former U.S. attorney for the Northern Illinois District, conducted the internal investigation, along with Andrea Gonzalez, both of Alvarez & Marsal. The investigation was a workplace investigation, not criminal. No report has been released, including to Long, who said he is requesting documentation.

“The facts brought forward by the complainant were corroborated by a witness and ultimately deemed truthful and founded by the independent investigators,” Demertzis said in a statement Sept. 19. “Leader Durkin and his leadership team stand by the independent investigator’s report and subsequent actions rendered to Rep. Long.”

The House Republican Organization said it was made aware of “Long’s behavior” over Labor Day weekend.

“We immediately brought in a third party firm to investigate these allegations, and upon completion of their report on Sept. 12, a decision was made to withdraw support of Rep. Long’s campaign, restrict access to all caucus resources and recommend he step down from his position,” Demertzis said in a statement last week. “The House Repub-

lican caucus and organization has a zero tolerance policy on harassment of any kind.”

There have been a series of harassment allegations in Illinois politics.

Last month, state Rep. Nick Sauer, R-Lake Barrington, resigned following a report of accusations he sent nude photos of an ex-girlfriend to other men online. Both Sauer and Long were first elected to the House in 2016.

Additionally, Democratic House Speaker Michael Madigan removed his chief of staff Tim Mapes after a House employee said she experienced years of harassment by Mapes, who also served as executive director of the Democratic Party of Illinois.

Democratic Sen. Ira Silverstein was cleared of sexual harassment, but was found to act in a manner “unbecoming of a legislator,” according to a Chicago Tribune report.

The speaker also dismissed longtime political worker Kevin Quinn after a letter was sent accusing him of sexual harassment and Madigan parted ways with lobbyist Shaw Decremer over abusive actions during House Democratic races.

LETTERS TO THE EDITOR President Trump has ‘no knowledge of Constitution’ To the editor: Every day, another detail we would rather not hear. Our executive branch is in chaos led by a president who leaves SO much to be desired.

Every day, we see “the leader of the free world” lean more and more toward an autocracy. He obviously has no knowledge of our Constitution, nor does he seem to care.

He thinks the Justice Department is there just to serve him, and he wants Jeff Sessions to use it to investigate and identify the person who wrote the New York Times op-ed so unflattering to him, even going so far as to call that person treasonous. Our freedom of speech amendment must have slipped his mind.

While Trump seems to admire dictatorships, it is distressing to have our leader praise our enemies, i.e.,

GRANVILLE — Thomas A. Boehm Jr., 55, of Granville passed away Tuesday, Sept.

18, 2018, at his residence, surrounded by his family and friends.

Tom was born Dec. 30, 1962, in Grand Forks, N.D., to Thomas and Josephine (Myer) Boehm. He married Sherri Bradley on Oct. 12, 1991.

He was a mechanic at Ag View FS in Princeton. Thomas took four years of college in Nashville Auto Diesel.

Survivors include his wife, Sherri of Granville; his mother, Josephine Boehm of Florida; one son, Matthew Boehm of Peru; two brothers, Chris and John; and two sisters, Anna and Verna. He was preceded in death by his father.

The family will be honoring his wishes to be cremated with no service.

CHESTERTON, Ind. — Rebecca Ann Dabler, 42, of Chesterton, Ind., formerly of Granville, passed away Monday, Sept. 17, 2018, in Chesterton Manor after a courageous battle with ovarian cancer for four years.

She was born April 14, 1976, in Spring Valley to Ronald and Ann (Biagi) Wink. She married Michael Dabler April 27, 2002, in the First Lutheran Church in Granville.

She graduated from Putnam County High School, class of 1994, and from Educators of Beauty in LaSalle in 1995.

She then went on to a career as a beautician.

She was a member of the First Lutheran Church in Granville and was secretary of the Ladies Auxiliary of American Legion Post 170 in Chesterton, Ind. She was a huge Cubs fan, Chicago Bulls fan with her favorite players being Michael Jordan and Dennis Rodman, and Indiana Hoosiers basketball fan. She was also an avid country music fan.

Rodrigues named 21st Century Scholar during 12th annual dinner OGLESBY — Lillian Rodrigues of Mendota was named a 21st Century Scholar at the 12th annual 21st Century Scholars Society dinner at Uptown Grill in LaSalle on Aug. 30.

Rodrigues, who received $3,000 for the award, plans to transfer to Northern Illinois University next fall to major in microbiology, eventually become a physician’s assistant and return home to practice rural medicine.

Johnson family donates $2,000 to IVCC Foundation OGLESBY — The Johnson family of Ottawa recently made a $2,000 donation to the Illinois Valley Community College Foundation.

Gayle and Jeremy Johnson both graduated from IVCC in the early 2000s before transferring to Illinois State University.

They are owners of JJ’s Pub in Ottawa and Gayle teaches at Lincoln Elementary School in Ottawa.

They were joined in the donation by Jeremy’s uncle, Larry Johnson. After serving in Vietnam, Larry attended IVCC in the early 1970s on the GI Bill before transferring to Illinois Wesleyan University. He also played and coached football at IVCC. Jeremy Johnson said, “I recommend IVCC to everyone considering college.”

IVCC President Jerry Corcoran lauded the Johnsons’ financial support and advocacy.

“Larry has a close, 45-plus-year association with IVCC, and Jeremy and Gayle also enjoy a rewarding connection with our college,” Corcoran said. “This generous gift will aid our Foundation’s mission of providing greater access to an IVCC education.

“It’s always gratifying to hear IVCC graduates like the Johnsons talk about the wonderful experiences they had while at IVCC and how our faculty and staff touched their lives.”

PERU — The River Valley Chapter of The Compassionate Friends invites bereaved parents, siblings, relatives and friends to join them at their Walk to Remember on Sunday, Sept. 30, at the east end of Baker Lake in Peru.

The cost to walk once around the lake is $10 and under 10 are free. Refreshments, along with raffles, are also planned. Pre-registration starts at 9 a.m.

The Compassionate Friends is a support group for parents and grandparents who have experienced the death of a child of any age and any cause. As the world’s largest self-help bereavement organization, The Compassionate Friends offers friendship, understanding, and hope to

families that have experienced the death of a child. There are more than 600 chapters in the United States.

“You do not need to be a member of The Compassionate Friends to join with us, and you do not need to walk around the lake,” said Rita Studzinski, chapter leader. “We welcome everyone who wants to join hands and hearts in remembering all children who have died too soon.”

is titled “From Then to Now.” A welcome ceremony will be held for the 10 new members approved by the National Society Daughters of the American Revolution since the chapter’s founding on Feb. 5, 2018. Four prospective members are currently

seeking approval of their connection to a Revolutionary soldier or non-combatant.

GROWMARK announces 2019 essay contest theme BLOOMINGTON — The theme for the 2019 GROWMARK essay contest is: “What does the future of agriculture look like to you, and what skills will you need to play a part in it?”

The contest is open to all high school FFA members in Illinois, Iowa, Missouri, Ohio and Wisconsin.

This is the 26th year for the program, sponsored by the GROWMARK System and FS member cooperatives, in conjunction with state FFA leaders, to help

young people develop their writing skills, learn about current issues affecting agriculture, and understand the unique role of cooperatives.

Students will write about their goals for a career in agriculture and explain the skills they will need to develop to be successful.

Essays will be submitted online. The deadline for all submissions is midnight Central time on Nov. 9. Additional program details have been sent to agriculture teachers and are

online at www.growmark.com/ company/youth-young-farmers/ pages/essay-contest.aspx.

Each state’s winner earns a $500 award, and the winner’s FFA chapter receives a $300 award. Four runners-up per state each win $125 awards.

The program is offered annually, and many agriculture teachers use it as part of their class curriculum. Past topics have included sustainability, careers in agriculture, and the cooperative principles.

The Putnam County Lady Panthers volleyball team won two of five matches at the Lady Comets Classic at Braidwood Reed-Custer on Saturday, Sept. 22.

PC went 1-2 in pool play, falling to Seneca 7-21, 8-21 and Princeville 9-21, 8-21 while defeating Bloom Township 21-16, 21-17.

In the third-place bracket, PC beat Bishop McNamara 21-25, 25-14, 15-13, but fell to Cissna Park 11-25, 22-25.

PC defeats Serena Madison Solomon had 14 assists, three digs, one service point, one ace, one kill and one block, while Skylar Grevengoed had 13 service points, seven digs, two service aces and two blocks in the team’s 25-8 and 25-17 win over Serena on Sept. 17. Savannah Tucker had eight service points, two service aces and two digs. Megan Wiesbrock had seven kills, three service points and one ace while Lindsey DiazDeLeon had seven digs, six service points, three kills and one service ace. Madelyn Dzierzynski had six digs, two service points and one service ace. Morgan Hundley had three kills and two digs. Kenzie Edens had one kill and one dig. Avery Lamis had one kill.

Putnam County Junior High boys baseball team won the 2A boys regional title with a 5-2 win over El Paso-Gridley on Sept. 17.

The Pumas scored twice in the first inning on a Josh Jessen single and three runs in the fourth when Carter Holmes and Andrew Pyszka had RBIs. Troy Petty was the winning pitcher for the Pumas, going six innings. He allowed five hits and two runs while striking out three. Pyszka threw one innings in relief.

Ryan Hundley was 2-3 at the plate.

Pumas fall in sectional finals

The Pumas fell to Germantown Hills 6-2 in Saturday’s sectional finals at Germantown Hills.

The game was tied at two with the Warriors batting in the bottom of the fifth when an error scored one run for Germantown Hills.

Pumas got on the board when Andrew Pyszka hit a 2-run homer in the fifth inning.

Pyszka led Putnam County going 3-4 at the plate.

Reese McCallister was the winning pitcher for Germantown Hills. He went three innings, allowing zero runs on one hit, striking out two and walking zero.

Petty took the loss for PCJH, surrendering five runs on two hits over 4 1/3 innings, striking out three and walking one.

Nate Bartman started the game for Germantown Hills. He went four innings, allowing two runs on four hits and striking out six Micheal Gordon went 2-for-3 at the plate to lead Germantown Hills.

Cross country runners compete in two races Boys, girl race at Mendota Putnam County’s Mike Dzierzynski placed second in the six-team race at Lake Mendota on Sept. 18. He ran the three mile course in 17:26. Other PC boys runners were Nick Mattern (21st place in 20:55), Joey Twardowski 22nd place in 21:01), Matt Haage (32nd place in 22:03) and Wes Grimshaw (36th place in 24:57). Annie Sabotta was the lone PC girl runner. She placed 15th in 25:41. There were 46 boys and 30 girls running the course.

Dzierzynski wins race Putnam County’s Michael Dzierzynski crossed the finish line first during a triangular race with Hall and Fieldcrest in 18:10 on Sept. 19 on his home course at the Putnam County Conservation District. Other Putnam County racers were Matt Haage (14th in 23:24), Nick Mattern (15th in 23:51), Joey Twardowski (17th in 24:05) and Wes Grimshaw (22nd in 27:26). Putnam County was third (69) behind Hall (39) and Fieldcrest (26). Annie Sabotta was the only Putnam County girl to race.

New teen support groups being formed

Illinois Valley Democrats plan to meet Thursday, Sept. 27

Farm-to-Table fundraiser dinner will be on Sept. 30 PRINCETON — The Arukah Institute is starting a new cohort of teen support groups, “Working Through Grief and Loss,” beginning Oct. 4.

The g rief sur rounding loss because of death, separation, physical/mental illness or other circumstance is difficult for teenagers to process alone. This group will build

trust among participants, followed by guided, interactive discussions and sharing.

Teens can expect to gain coping skills and a more hopeful perception of their situation, as well as forming lasting, healthy relationships with peers.

Register by calling the Arukah Institute at 815-872-2943. The cost is $75 for seven weeks, and scholarships are available.
