On Sept. 19 in Hennepin, the 10th Judicial Circuit Family Violence Coordinating Council hosted the “Hands Around the Courthouse” event to increase awareness of the children in the local court system. These are children who have suffered from trauma, neglect, abuse and poor parental choices through no fault of their own. Judge James A. Mack said this was “a call to action” to help the approximately 1,700 children involved. Members of Freedom House, the Youth Service Bureau of the Illinois Valley and the Court Appointed Special Advocates for Children (CASA) discussed their services and their need for additional help and volunteers. The group was welcomed by Hennepin Village President Kevin Coleman, and Pastor Brian Gonet of the Putnam County Community Church also spoke. Granville OKs plan to change billing for water, sewer service

Village has more than 150 accounts in delinquency

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — During its Sept.

17 meeting, the Granville Village Board accepted a proposal to change how residents are billed for water and sewer services in hopes that it will reduce the amount of overdue accounts.

Village secretary Tracie Haage reported to the board that there were currently 154 delinquent bills for the month, out of a total of 653 accounts. These represent approximately $19,000 in unpaid services, and of those, 24 were eligible to be “red tagged.” Those 24 accounts represented about $4,000.

Haage proposed moving the due date from the 15th of the month to the third Thursday of each month.

On the third Friday of each month, “past due” postcards will be mailed with payments due the following Wednesday.

If no payment is made, the water will be shut off that Thursday, and additional fees will be applied to the account. On/off fees will be $50 for each action, and repeat offenders will see those fees double after the third time their water is shut off.

Village attorney Brad Popurella will be preparing an ordinance for the board to approve next month, and the changes are expected to take effect on Jan. 1, 2020. Announcements of the change will be included with the water bills for the upcoming months, as well as online.

Residents will also receive a 2020 calendar with highlighted due dates in a future bill.

Public works Village engineer Mike Richetta reported spray-patch work will begin soon and that the planned sealcoating is expected to begin the first week of October.

The North Central Illinois Council of Governments (NCICG) is helping the village with an application for an Illinois EPA loan to help fund the future repair of the water main on Shafer Street from Main Street

to Hopkins Street. These loans can include forgiveness of a portion of the borrowed amount.

Board member Jim Pettit said the NCICG is also going to assist the village in seeking a grant to improve the community’s sidewalks through IDOT’s Safe Routes to School program.

The board discussed the need to clear the heavy growth of vegetation in the ditch on the north side of Silverspoon Avenue near the high school to improve water flow. Richetta cautioned against a proposal to clear all of the vegetation from the area because it would cause “highly detrimental” erosion. Instead, the village is considering the removal of most of the vegetation and the installation of rock.

The village is continuing its work to assist the VFW improve and expand its parking areas.

The board received two bids to fill the areas of exposed sewer line

along the creek near the waste water treatment plant with village materials. Ossola Construction of Granville bid $24,812 and Starline Construction of Ladd bid $13,915. The village accepted Starline’s bid, and while no start date was confirmed, the bidders were told the work was to be done before the first snow.

Cannabis sales tax ordinance The board approved a 3 percent sales tax ordinance for cannabis sales. Legalization of recreational cannabis goes into effect Jan. 1. Village President Jared Baker reported he’s heard of no recent interest in anyone opening a dispensary in Granville.

According to Popurella, an ordinance regarding this tax needed to be passed by Sept. 30 or the village would otherwise be forced to waive the potential tax revenue for a year.

During the public comment portion of the meeting, Granville resident Dave Thompson spoke in opposition of allowing the sale of cannabis in the village, saying there’s not enough known about it and that it would be bad for the community.

“I think $10,000 would be a more than fair price considering it’s a turn-key car that’s fully equipped,” Baker said.

Moore reported a mayor of a local community came to see the vehicle and was taken for a ride in it, but no offer was made, and Moore had no price to quote. After a discussion of the values of both the vehicle and its included equipment, the board could only agree they will put it up for a bid. A minimum bid amount has yet to be determined.

In other news • The hedge and bush in separate locations along Division Street,

which were both deemed public safety concerns because of how they block the view of traffic, have been found to partially be on village property after the areas were surveyed during other village work. The property owners will again be requested to trim their respective landscaping.

• The board discussed the purchase and installation of a new village sign to be placed along Route 71. The digital sign would be placed somewhere in the TIF district so it can be paid with those funds rather than from the village’s general fund.

• The board approved a $500 donation to the PC Wellness Fund for after-school activities.

The next Granville Village Board meeting will be at 6:30 p.m. Oct. 1.

Putnam County public defender enters guilty plea Bolin pleads guilty to battery, sentenced to a year of court supervision

BY TOM COLLINS Shaw Media OTTAWA — Putnam County’s public defender pleaded guilty Wednesday to a misdemeanor charge filed in LaSalle County Circuit Court in connection with a prostitution sting completed earlier this spring.

Roger Bolin, 65, pleaded guilty to one count of battery, a Class A misdemeanor, carrying up to a year in county jail.

However, under the plea presented to Chief Judge H. Chris Ryan Jr., Bolin was sentenced to a year of

court supervision, a non-reporting form of probation that would result in dismissal of the charge if and when it is successfully completed. Bolin’s record could remain Roger Bolin clean a year from now.

When Ryan asked for a factual basis for the plea, assistant LaSalle County State’s Attorney Jason Goode said the facts would show Bolin touched a woman, identified only as Nicky, on the shoulder. All other charges were dismissed as part of the plea.

Bolin declined an opportunity to address Ryan. Outside the court-

room, Bolin and Ottawa defense attor ney Dar rell Seigler both declined comment.

LaSalle County State’s Attorney Karen Donnelly, who was not in the courtroom, could not be immediately reached for comment.

Bolin’s plea comes on the heels of a ruling that may have spurred Wednesday’s plea. Last week, Ryan ruled investigators who organized the prostitution sting got the OK to make an “overhear” recording while nine men, including Bolin, allegedly tried to solicit prostitutes. But that recording may not be played for a jury.

James G. Schaefer of Peru, one of the nine suspected “johns,” hoped Ryan would throw out his case by barring the recording and everything in it, alleging the recording

was illegal. LaSalle County prosecutors urged Ryan to uphold the recording. He did neither.

In a mixed ruling, Ryan refused to suppress the recording and to kick the legs out from under Schaefer’s case.

The judge ruled that prosecutors cannot use the recording in making their case. The only way jurors will learn what was caught on tape is if prosecutors think a key witness is lying, in which case they can trot out the recording and let jurors decide whether to believe the witness or the tape.

With the inconclusive ruling in hand, the stage was set for both the prosecution and the defense to cut their losses and reach a plea for Bolin, and possibly for the remaining suspects.

Hennepin leaders decide to take no action on cannabis sales Board amends weapons ordinance and redefines village boundaries

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Hennepin Village Board members decided during their Sept. 18 meeting that their community of roughly 750 residents

is too small for a cannabis dispensary to be a viable business.

“We can’t even get a gas station, so I don’t see how we’d get a dispensary.

I don’t think we could expect them to be able to make enough sales here every day to survive,” Mayor Kevin Coleman said.

Legalized recreational cannabis in Illinois will go into effect on Jan. 1.

The board needed to take no action since they’re not going to pursue the

addition of a dispensary to their roster of local businesses. If they had, the board would have needed to establish a municipal taxation ordinance

by Sept. 30 to receive tax revenue from sales of the newly legal product.

However, village attorney Sheryl Churney did advise the board to review and possibly amend its zoning and other ordinances to address issues related to cannabis use and paraphernalia.

Firearms, weapons ordinance The board approved an amendment that expands upon the prohibition of the use of weapons within the village boundaries.

It is unlawful to discharge any handgun, shotgun, rifle or other firearm, as well as crossbows or bows and arrows within the municipal limits.

a used 1996 GMC street sweeper with 27,000 miles and 1,100 hours of use. If purchased, the village would be the third owner of the equipment that features a stainless steel water tank.

The board approved the potential purchase, pending inspection, which is not to exceed $14,800.

Members said the village owning its own sweeper would also allow for spot cleaning as needed.

Village engineer Bill Shafer recommended next year’s street projects include the repair of the edges along Morine Drive. The crumbling areas will be ground and overlaid with new asphalt.

Shafer also said the riverfront stair project was set to soon begin.

Board member Teresa Clausen announced the members of the Illinois Valley Antique Auto Club of Peoria will be visiting Hennepin on Saturday, Sept. 28. They’re expected to arrive at approximately 10 a.m. and will be touring the courthouse, the Pulsifer House and other historical attractions.

The leaves are starting to fall, and Coleman reminded residents of the village’s burn ordinance. The burning of leaves will be permitted from 10 a.m. to dusk on any day of the week.

The limits are west of Illinois Highway 26, south of Old State Highway 26 and north of Coffee Creek.

It’s also unlawful to discharge any weapon or instrument of any kind that is operated by means of compressed air or any compressed gas, or by metal, wooden or rubber spring action, including, but not limited to, crossbows and bows and arrows.

The board is concerned about and discussed the number of pools seen in the village without safety fences.

No action was taken, but the issue will continue to be discussed at future meetings, and ordinance vio-

lations may be issued to residents not in compliance.

Churney reported the easement paperwork has been finalized with KCK Marine and that the project to install a footbridge over Coffee Creek and into the trail system of the wetlands refuge is now able to move forward.

Coleman said he would be scheduling a meeting with the attorneys for The Wetlands Initiative in preparation for the construction of the bridge.

Coleman proposed the village purchase its own street sweeper. He said for what the village pays for street sweeping services, the purchase of a sweeper would pay for itself within three to four years.

Board amends enterprise zone abatements

Chief deputy sheriff will retire, go part-time because of budget cuts

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — During a Sept. 16 special meeting of the Putnam County Board, members approved additional steps to improve the county’s deteriorating financial condition.

Despite reductions in both staff and other department expenses that have totaled roughly $275,000, the county still has a significant six-figure budget deficit to surmount. Board Chairman Steve Malavolti said they are striving to keep the county’s expenses at $2.9 million a year, or lower.

The first action taken was to amend the abatement rates of the county’s portion of the Bureau-Putnam Enterprise Zone. With the exception of a separate levy for ambulance services, projects in the enterprise zone previously benefited from a 100 percent tax abatement for a decade. Following the amendment’s approval,

future projects will now receive an abatement of only 75 percent.

The board had previously been told many counties abate only a portion of their taxes for industries within their enterprise zones and remain successful. Board members hope the new amendment eventually provides some much-needed additional revenue for the county.

In 2018, the county tried to raise additional revenue through an election referendum to increase the corporate tax rate from .37 to .67, but it was rejected by more than 75 percent of local voters. While 620 voters approved, 1,882 opposed the increase.

At the .37 rate, the county collects about $553,000 a year. The increased rate would have collected about $1.04 million. Had it been approved, it would have closed the current deficit and likely prevented staffing cuts and discussions of service and benefit reductions.

With voters likely to be presented with another referendum to raise the tax rate and provide additional revenue, board members felt it was only right to ask the county’s industries to also face additional taxes. While

the enterprise zone amendment will help the county financially in the future, it won’t be a cure-all.

Supervisor of Assessments Tammy Mehalic previously presented the board with hypothetical figures under the newly approved amendment based on the addition of a $5 million project within the zone.

According to Mehalic, the abatement of 75 percent on a $5 million project would bring $12,350 in annual revenue to the county.

Sheriff’s staffing reduction Following previous cuts to allowed overtime for members of the Putnam County Sheriff ’s Office, as well as to replacement vehicle purchases, the board approved the retirement of Chief Deputy Chad Haage, with member Sheila Haage abstaining.

His retirement, after 25 years of service, will be effective Jan. 31, 2020. On Feb. 1, 2020, Haage will return to the sheriff ’s office as a part-time officer. He will not be allowed to work more than 999 hours per year. Sheriff Kevin Doyle said this move will hopefully prevent the loss of additional deputies.

“I’ve got nothing else to give. I’ve already lost one, and I don’t want to lose any more,” he said.

Doyle said that besides Haage, the sheriff ’s office has six full-time deputies, but he added that one of those is assigned to the Tri-DENT task force. Haage serves as the investigative officer, and Doyle said his limited availability in the future will be a challenge.

The board also approved a taxation ordinance that will allow the county to tax cannabis retailers 3.75 percent of their gross sales receipts if their business is located within an unincorporated area of the county.

Malavolti gave the board updated budget figures from the county’s department heads that include further potential cuts to their offices.

The board will be reviewing the figures and will further discuss them during a finance committee meeting scheduled for 8:30 a.m. Sept. 30.

“This is about as tight a ship as you can get,” board member Charlie Lenkaitis said after looking at the proposed figures.

“I told them to run as lean as possible,” Malavolti said.

GREG STEIL In recent years, Greg became especially concerned with protecting the natural environment around his home and his beloved Big Sandy Creek. He helped raise the alarm about the encroachment of industrial agriculture in Marshall-Putnam County, and everyone he met could be sure of his position. Greg felt that no fight was more important than this one, to protect the health of the land and people of the Illinois Valley.

Greg married Lois Marie Brown on Nov. 15, 1970. They have one daughter, Corrina (Jon) Birdseye, and a granddaughter, Amelia, in Seattle.

Greg was preceded in death by his parents and one brother, Patrick, who passed away in early childhood. He is survived by his wife, his daughter, son-in-law and granddaughter; his sister, Susan (William) Bathgate; two sisters-in-law, Janey (Roger Gabrielse) and Ida (Paul) Brown; and a brother-inlaw, Bruce (Roberta) Brown. His nieces and nephews include Reid (Sameer) Bathgate, Christian Bathgate, Brian {Michelle) Gabrielse, Kevin (Sarah) Gabrielse, Cindy (Brentton) Thompson, Angie (John) Tyler, Shannon (Beth) Brown, Anthony Brown and Joshua (Amanda) Brown.

Greg served in the U.S. Army, stateside, from 1966 to 1968.

The Helmer-Shields Funeral Home is assisting the family with arrangements. Per Greg’s request, there will be no services.

Domestic battery At 8:30 a.m. on Sept. 14, Corey B. Smythe, 43, of Putnam turned himself in on an original arrest warrant out of Putnam County for domestic battery. Smythe posted $5,000 cash bond and was released.

Failure to appear At 10:30 a.m. on Sept. 17, Deborah A. Capranica, 47, of Peru turned herself in at the Putnam County Sheriff’s Office on a failure to appear arrest warrant out of Putnam County for traffic charges. Capranica posted bond and was released.

Driving revoked At 2 p.m. on Sept. 18, the Putnam County Sheriff’s Office charged Dorthey J. Gray, 42, of Streator with driving revoked following a two-vehicle crash on County Highway 1075E in Granville Township. Gray was released on a notice to appear and given a Putnam County court date.

ILLINOIS STATE POLICE Trucks collide On Sept. 17, the Illinois State Police responded to a crash involving two commercial motor vehicles on Route 89 at County Road 405 North, near McNabb. A blue 2010 Kenworth three-axle fuel truck operated by 64-year-old Jo Hansen of McNabb stopped at an unguarded railroad crossing on Route 89, near County Road 405 North. Hansen had his emergency lights activated, and was checking to ensure the crossing was clear for his truck to proceed north across the railroad tracks.

A white 2013 Western Star truck-tractor with semi-trailer operated by Randall Baker of East Prairie, Mo., was traveling north on Route 89 and failed to observe Hansen’s vehicle stopped at the railroad crossing, resulting in a collision between the front of Baker’s vehicle and the rear of Hansen’s vehicle.

Hansen was transported to an area hospital with suspected minor injuries. Route 89 was closed for approximately one hour. No fuel or cargo spillage occurred. Baker was issued a citation for failing to reduce speed to avoid a crash.

New voter registration cards will be mailed by county clerk HENNEPIN — The Putnam County Clerk’s Office announced it is in the process of completing an update of the county’s list of registered voters, and new voter registration cards will be sent out to all of the county’s registered voters.

When cards are received, voters are asked to examine them and verify that the information is correct.

MAGNOLIA — On Sept. 15, 1947, Greg Steil was welcomed into this world by Joseph and Evelyn (Lindal) Steil in Rib Lake, Wis. On Sept. 18, 2019, at 6:15 p.m., Greg closed his eyes on this world and breathed his last breath in the company of his wife, his daughter and some of his dear friends. In the 72 years in between, he touched the lives of many in the Illinois Valley area and beyond.

Although he was one of the earliest rock ’n’ roll players in the Illinois Valley, Greg also loved classical music, which he learned from his father and Bugs Bunny cartoons.

He was mostly known as a traditional bluegrass, old-time and folk musician, and he spent his life playing, collecting, curating and promoting that music as well as winning awards for his fiddle playing. He was the director, for some years, of the Music in the Wild festival in Putnam County. He was a regular fixture at the Willow Folk Festival since its early days and there met many of the musicians he continued to play with throughout his life.

In addition to his passion for music, Greg was a respected woodworker, doing carpentry, hobby-craft construction, and instrument repair and rebuilding.

Everywhere he went, Greg would run into someone he knew. He was a conduit of friendships, connecting people from many generations, occupations and backgrounds.

MAGNOLIA — Charles Harold Perdew, 88, of Magnolia passed away at 2:15 p.m. Tuesday, Sept. 17, at his home.

Born Oct. 14, 1930, in Henry to Charles Haddon and Dorothy (Kapraun) Perdew, he was the grandson of Charles and Edna Perdew. He married Virginia Ann Martin on Nov. 24, 1950, in Magnolia. She preceded him in death on March 9, 2009.

He served his country in the U.S. Army during the Korean Conflict. He was employed as a mechanic, working at Bogner’s Machine Shop in Henry, and later was self-employed.

Harold will be remembered for his interest in muzzle loading shooting, guns and his antique cars. He was a member of the Charles Perdew Museum.

Surviving are his daughter, Katherine (Robert) Seibert of Henry; a daughter-in-law, Debbie Wright of Princeton; two grandchildren, Robert Brandon Seibert and Tabatha (Matt) Schafer; one brother, Edward (Jan) Perdew of Wisconsin; and a sister-in-law, Rosemary Perdew of Astoria.

He was preceded in death by his son, Gary Perdew; his parents; and one brother, Eugene.

Cremation rites have been accorded and a Celebration of Life service will be held at a later date.

Memorials may be made to the Putnam County Ambulance Service or to the Alzheimer’s Association.

MARK — Corinne Eckerd, 94, of Mark passed away Thursday, Sept. 19, 2019, at Cabin Livin in Hennepin.

She was born Sept. 22, 1924, in Mark to Joe and Tenerifa (Scaglioni) Zagnoni. She married Edwin E. Eckerd on Feb. 10, 1945, in Sacred Heart Catholic Church in Granville.

She graduated from Hopkins High School in the Class of 1943. She was a cook at the high school, and then became secretary for Hopkins High School and Putnam County High School.

She was a member of Sacred Heart Catholic Church, and the Altar and Rosary Society. She and her husband loved to travel and enjoyed staying in Arizona. They especially loved their trip to Italy. She enjoyed cooking.

Survivors include one sister, Alba (Bill) Ellena of Granville; one sister-in-law, Lowana Friar of Schaum­ berg; one brother-in-law, James Lettsome of Oak Brook; and numerous nieces and nephews.

She was preceded in death by her parents; her husband, Edwin, on Jan. 18, 2011; and five sisters, Cleofa Guisti, Mary McCarty, Ann Poggioli, Iva Faletti and Frances Bazzani.

Visitation was held Monday, Sept. 23, at the Dysart-Cofoid Funeral Chapel in Granville. A Mass of Christian Burial followed at Sacred Heart Catholic Church with Father Patrick DeMeulemeester officiating. Burial was in Sacred Heart Catholic Cemetery in Granville.

MAGNOLIA — Edward “Lee” LeRoy Carlson, 82, of Magnolia passed away Thursday, Sept. 19, 2019, at OSF St. Francis Medical Center in Peoria.

Lee was born Jan. 2, 1937, in Spring Valley to Sigfrid and Mildred (Munson) Carlson. He married Doris Mowers on July 16, 1983, in Magnolia.

He graduated from John Swaney High School. He also served in the U.S. Army.

Lee worked in the brickyard in Sparland for a couple of years. He also worked in the shipping department at Caterpillar in the Mossville plant for 35 years. He worked several years for G & J Fertilizer in McNabb, and he also worked at the McNabb Grain Co. for many years.

Lee was a member of the Magnolia American Legion. He was a former U.A.W. member while working at Caterpillar.

Survivors include his wife, Doris Carlson of Magnolia; three daughters, Monica Carlson of Henry, Sherie (Ray) Price of Sparland and Jane (Ken) Wright of East Moline; one son, William Miller of Magnolia; seven grandchildren, Amanda, Samantha, Katie, Jessie, Dalton, William Jr. and Terra; and nine great-grandchildren.

He was preceded in death by his parents.

Per his request, cremation rites have been accorded.

A graveside service, with full military honors, will be held at a later date in Friends Cemetery in McNabb.

This presentation will help to peel away decades of hearsay, misinformation, and media lies to reveal the real Lizzie Borden.

• At 6 p.m. Thursday, Oct. 10, Mike O’Connor will discuss the history of Hennepin’s steel mill, also known to some as “Big Blue.” Learn about the plant’s operations, the different companies that owned it, and the culture of the mill.

OGLESBY — A crowd estimated at 470 scholarship recipients, donors, family members and college staff attended the 23rd annual Illinois Valley Community College Foundation Scholarship Recognition Reception recently in the gym.

The event honored many of the 268 students receiving scholarships in 2019-20, and the donors who made the awards possible.

Bud Matthews of Brookfield, Wis., who along with his wife, Sandy, created a scholarship for Hall High School graduates, delivered the keynote address. In 1976, Matthews was recruited by IVCC football coach Vince McMahon and played two seasons for the Apaches before earning a football scholarship to Wayne State in Nebraska.

He would go on to earn bachelor’s and master’s degrees in business administration and a 38-year career with Hormel and Smithfield Foods, retiring in December as a senior vice president.

At age 16, Matthews lost his father and did the bare minimum academically to stay eligible for football. He recalled the pivotal moment senior year he met McMahon.

“I was playing pick-up basketball in Hall’s gym. Dan Darlington, future Morris High School Hall of Fame coach, was our first-year head coach at Hall.

“Coach called me over and introduced me to Vince McMahon.

Vince said, ‘Buddy, I want you to play football for me at IVCC this fall. I think you could be a heck of a tight end. We’ll help you get your grades up through classes this summer and if you’re willing to put the work in, there’s a chance you could get a scholarship to a four-year college.’

Sharing three lessons from his “Never, never list,” Matthews said, “Never stop learning — education really is your ticket to success.” He earned the MBA at 42 and Sandy returned to college in her mid-40s.

“Sandy was the first person in her family of nine to graduate from a four-year college. Today, she works with special needs children.

And we are both still learning.”

He also encouraged students to embrace adversity and “Never, never give up. Adversity is inevitable, it can teach us and it can strengthen us. Be better and learn from it.”

Finally, he urged: “Never, never stop giving. Helping one person may not change the world, but it just might change the world for that person. Vince McMahon changed the world for me. He gave me hope, faith, and the vision to see things not as they are but what they could be.”

OGLESBY — Dynamic Controls Inc. recently donated $10,000 to the Illinois Valley Community College Foundation to endow a scholarship for students seeking the Heating, Ventilation and Air-Conditioning (HVAC) certificate.

The first recipient of the scholarship, Guadalupe “Gio” Ortiz of Spring Valley, recently graduated from IVCC’s Adult Education “Bridge to Manufacturing” program. A father of four, Ortiz received $1,000 for tuition, books and educational expenses.

‘A disgusting, nasty person’ Clinician, patient, documentary filmmaker recall abortion doctor’s life

ksmith@shawmedia.com FORT WAYNE, Ind. – It’s been six years since Dr. Ulrich “George” Klopfer performed his last known abortion.

The vacant clinic building at 2210 Inwood Drive has cobweb-veiled windows and gas station coffee cups lined neatly along the window sill, suggesting the property has been neglected for years.

But residents who live and work nearby each have their own stories about the frail, gray-haired abortion doctor who, for years after the office closed, visited the building every week. He slept in the basement and left town the next day like clockwork.

“He would make the drive from Crete, Illinois, and best I could tell just went into the abortion facility and spent the night,” said Cathie Humbarger, executive director of Allen County Right to Life, which has a building next door to the clinic. “And the next morning you’d see him, depending on the season, either shoveling snow or trimming bushes.”

Klopfer, who acquaintances described as “lonely” and “reclusive,” died of natural causes Sept. 3. The discovery of more than 2,200 preserved fetal remains stored in cardboard boxes in the garage of his Will County home has left his family, former patients and colleagues in disbelief.

Many have speculated about why the abortion doctor, described as a “hoarder” by his neighbors in Crete, might have held on to those remains.

Some, such as Dr. Geoffrey Cly – who was Klopfer’s backup physician for three years – wonder whether it began as an attempt to cut corners and avoid the cost of safely disposing of biohazardous materials.

“Could he have started that process because he didn’t want to pay extra money?” Cly wondered. “ … Maybe that was an initial thought, but then it seems like it morphed into a pathological behavior, just collecting them and collecting them.”

Cly said Klopfer prided himself in helping women “avoid suffering” by ending their unwanted pregnancies, but the harm he caused them through “sloppy” procedures seemed to add to the women’s suffering. One woman had to undergo a hysterectomy after

Early career

Klopfer received a medical degree from the Chicago College of Osteopathic Medicine in 1971, and was licensed to practice in Illinois, Florida and South Dakota by the time he went to South Bend, Indiana, in 1978.

Klopfer began his career in 1974 performing abortions in Chicago. He would go on to operate three Indiana-based clinics in South Bend, Gary and Fort Wayne. Klopfer established his Fort Wayne clinic in a building across the street from the Statewood Baptist Church, and Humbarger soon established her Right to Life facility next door.

“As I looked out my window, I could see people going in and out of the abor-

tion facility. It was especially heart-wrenching on procedure day, which was Thursday,” Humbarger said. “I would see the women go in, and then when they came out after their procedure, many of them would be stumbling down the steps. They would have an arm around the person who brought them Geoffrey Cly and an arm around a staff member from the abortion facility, staggered to the car and pretty much collapse in the back seat.”

Serena Dyksen was 10 years old when she received an abortion from

Klopfer. She described the experience as the most “excruciating pain” she’d ever felt. During the procedure, Klopfer told her to “stop making noise,” she said.

“Many years later, I would find a journal of my mom’s where she wrote she could hear me screaming in the waiting room, but they would not allow her to come back with me,” Dyksen said.

When women began regularly presenting at emergency rooms with pain, infections and fetal remains in their uteruses, Cly wondered who was performing these seemingly “botched” abortions, and why he or she was allowed to practice medicine.

“That’s when I found out about this abortionist who only comes into town one day a week and then leaves, does

“The gospel of George Klopfer goes like this: ‘In the beginning, the air forces bombed my home and destroyed everything, and I saw a bunch of people die,’ ” Archer said.

“That painted every aspect of his life after that.”

Klopfer was 4 years old and living with his aunt near Dresden in February 1945 when

Archer and his wife, Amber Archer, spent a year filming a documentary about the abortion doctor’s career.

“Toward the end, he really seemed like he was looking for an answer for his life,” Amber Archer said. “He really did.”

During their interview with Klopfer, he spoke candidly about his experience in Dresden.

“Where we lived at that time, the Russian soldiers were driving through the fields with their AK-47s, shooting at anything and everything,” Klopfer told the Archers. “The house across the street from us was destroyed in the bombing – [not] the Dresden bombing, but another bombing, and most of that family got killed.

“So, ahh ... the effects of the war may have probably not have had a positive effect on my perception, OK?” The Archers later confirmed that Klopfer could have lived in Dresden at the time of the bombing raids, and the story seemed to check out, they said.

Klopfer’s downfall

Between 2010 and 2013, Cly said he treated only one woman with an infection related to an abortion procedure performed by Klopfer.

“In those three years, he cleaned himself up and he wasn’t as sloppy. … He didn’t leave any more pieces inside women, so I felt like some of

the women were protected.”

By 2013, complaints against Klopfer became more frequent, however.

“I would tell [women], ‘Look, if you’re going to do an abortion, do not do it in town,’ ” Cly said. “Do not do it with George Klopfer because your life will be in jeopardy.”

That year, Klopfer was accused of failing to report that he had performed abortions on 13-year-old girls in Gary and South Bend, and of omitting information on mandatory reports, among other complaints.

It’s unclear to police and prosecutors why the wellknown abortion doctor was hoarding the remains of thousands of fetuses in the garage of his Crete Township home.

Investigators have determined the fetal remains dated from 2000 to 2002. The remains were sealed in small, plastic bags, containing formalin, a chemical used to preserve biological materials, and stored in 70 cardboard boxes.

Will County authorities are working with the Indiana Attorney General’s Office to transfer the remains to their custody for their investigation.

Only hours before a news conference, investigators with the Indiana Attorney General’s Office and local police began searching Klopfer’s Fort Wayne clinic. After spending more than seven hours searching through the clutter reportedly inside, investigators began loading boxes of Klopfer’s belongings into a large U-Haul truck Thursday.

It wasn’t immediately clear what, if anything, was found.

A search of the doctor’s Indiana clinic turned up no more remains, but thousands of patient medical records were discovered, authorities have said.

“It all goes to the God complex,” Mark Archer said. “He was just nasty. He was just a disgusting, nasty person.”

In 2014, Klopfer was charged in Indiana with failing to report to state officials within three days of performing an abortion on a 13-yearold girl. He ultimately entered a pretrial diversion program and was sentenced to $330 in fees and 24 hours of community service.

The same year, the Indiana State Department of Health filed a complaint to close Klopfer’s Women’s Health Pavilion facility in South Bend, where Klopfer performed his last documented abortion Nov. 5, 2015.

His license to practice medicine in Indiana was suspended the next year.

not provide any coverage or emergency care for the patients he’s doing abortions on,” Cly said.

In 2010, Cly agreed to work as Klopfer’s backup physician and provide care for patients who required treatment after their abortions. They met in person only once, to finalize paperwork regarding their relationship.

“He had a guard who was outside, and she was reportedly pretty tough,” Cly said. “I remember her having a weapon – she was an armed guard, and she would sit up on the stairs out there.”

Early in their conversation, Klopfer offered a troubling piece of information about his childhood in Germany, where he witnessed the Allied firebombing of Dresden during World War II, in which more than 22,000 people were killed.

“He was somehow relating that to … how many lives of women and children were killed in the bombing, and somehow that was OK then, but it’s not OK to have abortions now,” Cly said.

“I thought, ‘Oh, my gosh. Is he getting revenge on the Americans because of what the Americans did to his people during the war?’ That was a question I had in my mind, and now knowing the keeping of several thousand babies’ remains and the other perverted stuff that I heard he was saying to women, and the way he treated women during abortions, I think that is a more valid theory now.

“It’s sad, sick and disgusting.”

End-of-summer celebration Perdew Museum will hold open house and picnic on Sunday HENRY — The Perdew Museum Association will host an endof-summer open house and picnic on Sunday, Sept. 29, at the Perdew Museum, located at 914 Front St. in Henry.

Hot sandwiches, tea and lemonade will be served at noon, and those bringing a dish or other beverages to share will be appreciated. Entertainment will be provided by the Henry Torpedo Boys, who will begin playing at 1 p.m.

This summer, Larry Kerestes, a talented decoy carver and artist from Streator, held decoy carving classes at the local high school and at the Perdew Museum in memory of Norm Crook. He’ll be demonstrating how to paint a duck decoy at the open house, beginning at 1 p.m., and anyone wanting to observe and

learn this art will be welcome.

The Perdew Museum was built to hold the tools used and the items made by Charles Perdew (1864-1963) and his wife, Edna. Perdew was known worldwide for his carved duck and crow decoys, wild fowl sculptures, and duck and crow calls.

Edna was also an artist and painted the decoys, as well as her own artwork.

The Perdew Museum Board of Directors actively participates in community events. Volunteers open the museum to the public from 2 to 4 p.m. every Sunday, from May through September. Anyone interested in helping to preserve the museum and the legacy of the Perdews is welcome to become a member of the Perdew Museum Association. Freedom House needs volunteers Informational meeting will be held Oct. 1 PRINCETON — Freedom House is in great need of volunteers to support victims and families impacted by domestic violence and sexual assault. Volunteers primarily serve as on-call medical advocates and crisis hotline workers.

For community members wishing to learn more, Freedom House will hold an informational session from 5:15 to 6:15 p.m. Tuesday, Oct. 1, at 440 Elm Place in Princeton. Snacks and beverages will be served.

People wishing to volunteer will receive in-depth training in a series of free classes running from Oct. 29 to Nov. 19 at Freedom House’s facility in Princeton. The training

MTPA awarded $2,500 grant MAGNOLIA — The Magnolia Township Preservation Association has been awarded a $2,500 America’s Farmers Grow Communities grant sponsored by the Bayer Fund, a philanthropic arm of Bayer.

The MTPA is a small non-profit providing quarterly programs on the history of Magnolia Township, a museum featuring local history artifacts and genealogical records

and research for local families, businesses, and community entities. The MTPA provides presentations at Putnam County Junior High School that meet state mandated instruction at grade levels seven and eight spotlighting local history. The MTPA project of replacing the main entry door with a secure ADA accessible door is now possible due to the generosity of the Bayer Fund.

FFA members will hold food drive

GRANVILLE — The Putnam County FFA will hold a trick-ortreat canned food drive Friday, Oct. 18, and Sunday, Oct. 20.

Members of the Putnam County FFA will be going from door to door in Granville, Mark, Standard,

McNabb, Hennepin and Magnolia collecting non-perishable food items to provide for the food pantry.

These foods must have reasonable due dates on them. Donations may be left in a plastic bag.

Strong showing at Rock Falls Invite

Putnam County High School graduate Michael Dzierzynski, a freshman at the University of Wisconsin - Platteville, finished 35th out of 76 runners in the men’s 8,000meter crosscountry run at the Tom Hoffman Invitational held at the University of Wisconsin - Whitewater.

Dzierzynski finished with a time of 30:29.6 at the event, which was held Sept. 14.

McKenna Solomon had five service points (two aces) and two kills; Gabbie Smith had five service points (four aces) and six assists; Avery Lamis had three service points, two kills and three digs; Olivia Lamis had two service points, three kills and four digs; Caitlyn Cioni had four kills and one dig; Sophia Harris had three kills and two blocks; Emma Edens had three digs; and Melanie Trinadad had one dig. The JV team lost, 21-25, 22-25, while the freshman team won, 16-25, 25-16 and 15-9. The Lady Panthers were cheered on by an enthusiastic fan section.

RIVER BEND FOOD BANK | HALL TOWNSHIP FOOD PANTRY

Mobile food pantry coming to Spring Valley Sept. 28 All families in need are invited to come SPRING VALLEY — On Saturday, Sept. 28, the River Bend Food Bank from Davenport, Iowa, will bring a refrigerated truck filled with food to distribute from the shelter located in Kirby Park in Spring Valley.

Clients of Hall Township Food Pantry, plus any and all families in need, regardless of where they

live, are invited to come for food.

No proof of income is required, but only one person per household may pick up food. (This person will sign in so that they can keep track of numbers for Feeding America.)

Distribution will begin promptly at 11 a.m. No appointment is necessary, and food will be distributed on a first-come basis. Persons interested in coming for food are asked to arrive after 10:15 a.m. to allow the truck plenty of space to park and unload.

Guests are asked to bring containers for food — laundry baskets work great. Volunteers will help guests collect the food and then take the cart filled with food to their vehicles.

Individuals who participated in the mobile pantry in DePue last month were astounded by not only the amount of food available, but the quantity of each food item they received. With winter coming, this is the perfect opportunity to stock up on foods.

Project Success of Eastern Bureau

County is the sponsor Hall Township Food Pantry, as well as this event. Funds to purchase the food are raised through a variety of fundraisers. The next fundraiser will be Sunday, Oct. 6, at Applebee’s in Peru. A flapjack breakfast will take place from 8 to 10 a.m. Tickets are available from any board member or at the pantry.
