BY KIM SHUTE HENNEPIN — Putnam County Board is asking residents on election day to approve a tax increase intended to shore up public safety and courthouse operations.

The board is asking for a property tax increase of .0025%, which translates to $5.65 per $100,000 property value per year.

Board member Charlie Lenkaitis last Tuesday gave the first in a series of informational talks meant to explain what the board is asking for and why they’re asking for it.

Lenkaitis explained that when he came on the board in 2018, it was with the intention of helping to straighten out the budget crisis caused by declining corporate revenue. To date, the board has been successful in cutting about $1 million out of a $3 million budget, but the county is feeling those effects with cuts to sheriff’s office and courthouse funding.

“Putnam County Sheriff’s Department is the only law agency in the county available for 24/7 dispatch and services,” Lenkaitis said. “We need to be able to keep deputies on the road and we need to have more than one deputy on shift for their safety.”

Lenkaitis told residents that even with the 0.0037% increase, Putnam County still would be below LaSalle, Bureau and Marshall counties in taxes.

“There are an increasing number of public safety mandates and updates we are required by law to make,” he continued, “And we have to come up with that money somewhere.”

Lenkaitis said the last time the county increased taxes for the general fund was in the 1970s.

get without asking taxpayers for more money,” Lenkaitis explained, “There’s little area left to cut — we’re running all offices on bare bones right now.”

Lenkaitis said with the financial effects of COVID-19, sales tax is down, for one thing, the budget is going to be stretched to its maximum capacity.

The upcoming budget will require the board to squeeze another $200,000 in cuts where its already stretched to the limit, he said.

Lenkaitis said the board could have asked for more, but they aren’t looking to pad the budget or build a surplus at this time, they just want to be able to cover all the county’s expenses.

“We’re not looking to create a slush fund. All money will go to services and we will keep a tight budget,” he promised.

Namely he said, the increase would go to the sheriff’s office and courthouse operations.

Currently, he says the sheriff’s office, helmed by Kevin Doyle, is doing the best they possibly can under the financial circumstances, but residents and deputies deserve better.

Brzozowski will speak in Granville Sept. 26 GRANVILLE — Dani Brzozowski, the Democratic nominee for Congress in the Illinois 16th District, kicked off a robust socially-distanced Park Tour series last month.

HENRY — The Marshall-Putnam 4-H Federation will host a Red Cross blood drive from 1 to 6 p.m. Wednesday, Sept. 30, at the Marshall-Putnam Farm Bureau in Henry.

“Hosting a blood drive coincides with 4-H’s core values of giving back to the community,” said Anne Scheel, 4-H program coordinator. “With a simple blood donation, we have the ability to help save the life of someone who could be a coworker, loved one or neighbor.”

Blood is routinely transfused to patients with cancer and other diseases, premature babies, organ transplant recipients and trauma victims, according to the Red Cross.

The short amount of time it takes to

donate can mean a lifetime to a patient with a serious medical condition. All eligible donors are urged to join in the selfless act of giving blood.

Donors of all blood types are needed, especially those with types O negative, B negative and A negative. According to the Red Cross, type O negative is the universal blood type that can be safely transfused to anyone, and is often used to treat trauma patients.

Hopkins Alumni Association will meet on Oct. 1 GRANVILLE — The Hopkins Alumni Association monthly meeting will be at 1:30 p.m. Thursday, Oct. 1, at the home of Peg Gonet, 104 S. Archie Drive in Granville.

Mask are required and if cool, bring a jacket. President Bob Peterson will conduct the business meeting. The election of officers will be held.

HENNEPIN — Responding to the increasing number of people wanting to assist law enforcement officials and build a stronger partnership in the fight against crime, Putnam County Sheriff Kevin Doyle has announced that citizens are invited to become Associate Members of the Illinois Sheriffs’ Association.

Membership appeals will go out in the mail shortly, Doyle said in a news release. Individuals choosing to join the voluntary program can do so for as little as $20, while business memberships begin at $50. The funding provides critically important technical resources, training and legislative support on key criminal justice issues.

Contributions are tax-deductible, and unlike

other organizations in the state, the Membership Program does not solicit membership by telephone.

“With government funding becoming increasingly difficult to secure, the membership drive has taken on great importance than ever before,” said Doyle. “The funding is vital to helping us carry out our mission of making our communities safer places to live, work and play.”

The program is committed to its “No Telemarketing” policy and only sends invitations to citizens to become members by mail. Individuals that do not receive a membership appeal and would like more information can visit online at www.ilsheriff.org or may call/write to Illinois Sheriffs’ Association, 401 E. Washington, Suite 1000, Springfield, IL 62701 or

call 217-753-2372. Residents can also become members of the program by contacting the sheriff’s office.

The Membership Program was formed to provide citizens with an opportunity to lend their support to more effective law enforcement and to help local law enforcement officers protect the lives and property of citizens.

“As the need for building stronger public-private law enforcement partnerships in this country continues to escalate, programs such as this continue to grow in importance,” Doyle said.

“I encourage everyone receiving a membership appeal to consider joining forces with us by becoming an associate member. It is a valuable investment in the future.”

‘Earn and Learn’ opportunity arrives for IVCC agriculture students

OGLESBY — Illinois Valley Community College agriculture students now have the ability to pursue an “Earn and Learn” career with GRAINCO FS and AgView FS. Under the partnership, select ag students will enjoy paid internships, summer jobs and two years’ reimbursement of all educational expenses while completing the Associate of Applied Science degree in agriculture and guaranteed fulltime employment with one of the companies for three years.

Employment includes an hourly salary with overtime potential, paid time off, 100% employer-funded pension, a flexible spending account, a health savings account, profit-sharing, training and career advancement opportunities within the companies as well as within parent company GROWMARK. The program will launch this fall, with students beginning internships this spring. At least one student will be selected by each company annually.

“This is a tremendous long-term career opportunity for our students and a pipeline to qualified, well-prepared employees for GRAINCO and AgView,” IVCC President Jerry Corcoran said. “It speaks to how far our agriculture program has come and how well respected it is.”

Looking for ways to use up fresh summer fruit? Look no further than this browned butter shortbread — a nutty, crunchy cookie base that perfectly balances ripe juicy, stone fruits.

kshute@shawmedia.com This month I think I’ve found the perfect dessert — browned butter peach shortbread.

Stone fruits are amazingly versatile; they’re great on their own, ripe off the tree, and also hold up well in baked dishes and desserts.

The shortbread base for these is slightly different than your typical shortbread (which by the way is delicious), because of the browned butter that gives it a rich nutty flavor. The cookie base is on the thinner side, giving the bars a crunch that’s a perfect compliment to the fruit.

The natural sweetness of the peaches (or nectarines or plums) is amplified by cooking and contrasts with the richness of the cookie.

These are rich tasting, so a small one is satisfying.

one said she definitely could pick up the richness of the browned butter in the shortbread and said she’d like to try it with other fruits like strawberries or cherries.

My little “Mikey likes it” is a big fan of peaches and plums (I used both when I made it), so she really

liked the flavor of the fruit in these.

I also handed out samples to a few foodie friends who gave them a stamp of approval, which makes it pretty unanimous among my camp that they’re a keeper.

If you’ve never browned butter before, don’t be intimidated, it’s not

difficult. Once butter is melted over medium heat, it will start to foam and bubble as the water evaporates and it will start to develop browned bits at the bottom of your pan. If you have a light colored pan, like enamel, that’s ideal so you can see what you’re working with.

Once you start to see the browned bits, keep a close eye, it only takes a minute to go from browned to burnt and if you burn it, there’s no salvaging it. Those little browned bits, which are toasted milk solids, give the butter that nutty toasted flavor so scrape them from the bottom of the pan as they develop and make sure to keep them with your finished butter.

Watch a video tutorial if you’re not feeling confident to get a look at how it goes. Once you do it, you’ll see that it’s not as intimidating as it may seem.

Brown butter shortbread showcases tart sweetness of fruits

• FRUIT Continued from Page 7 Since I only had one peach on hand when I made these, I used that plus a couple plums and I liked how the flavors melded, so feel free to experiment with peaches, nectarines, plums, pluots or even other fruits.

The bars hold up well in the refrigerator, but if your experience is anything like mine, you won’t need to worry about leftovers.

Peach shortbread Courtesy of Smitten Kitchen Ingredients: 1 cup (7 ounces or 200 grams) white sugar 1 teaspoon (5 grams) baking powder 2 3/4 cups, plus 2 tablespoons (12 5/8 ounces or 359 grams) cups, all-purpose flour (or you can measure 3 cups and remove 2 tablespoons flour) 1/4 teaspoon cinnamon 1/8 teaspoon freshly grated nutmeg 1/4 teaspoon (2 grams) salt 1 cup (2 sticks or 8 ounces or 227 grams) cold, unsalted butter 1 large egg 2 peaches, pitted and thinly sliced (between 1/8 and 1/4-inch thick)

Brown your butter: Melt butter in a small/medium saucepan over medium-low heat. It will melt, then foam, then turn clear golden and finally start to turn brown and smell nutty. Stir frequently, scraping up any bits from the bottom as you do. Keep your eyes on it; it burns very quickly after it browns and the very second that you turn around to do something else. Set it in the freezer until solid (about 30 minutes).

Preheat the oven to 375°F (190°C). Butter a 9-by-13-inch pan, or spray it with a nonstick spray.

In a medium bowl, stir together sugar, baking powder, flour, salt and spices with a whisk. Use a pastry blender, fork or your fingertips, blend the solidified brown butter and egg into the flour mixture. It will be crumbly. Pat 3/4 of the crumbs into the bottom of the prepared pan, pressing firmly.

Tile peach slices over crumb base in a single layer. Scatter remaining crumbs evenly over peaches and bake in preheated oven for 30 minutes, until top is slightly brown and you can see a little color around the edges. Cool completely in pan before cutting into squares.

Illinois 4-H recognized those enrolled in 4-H as a senior in high school with a 4-H memorabilia tassel.

During 2020, Illinois 4-H youth faced challenges during the COIVD19 pandemic with school closures, 4-H cancellations and 4-H exhibitions being moved to a virtual format.

Community Foundation announces Women Inspired Network grant opportunities LASALLE — The Women Inspired Network, an initiative of the Starved Rock Country Community Foundation, will award $10,000 in grant funding to one or more local charities again this year. The organization, comprised of women throughout LaSalle, Bureau and Putnam counties, has awarded more than $35,000 in the past three years to local charitable organizations who support and enhance the lives of women and children in our region.

The funds for the awards are contributed by members and friends of WIN throughout the year and are then awarded through a competitive grant process. Applications for grant funding can be submitted until Sept. 30, 2020, by any nonprofit organization with a mission that includes empowering women and children to lead their best lives. Applications for

funding will be reviewed by the Grant Review Team and finalists will present their case for support at the next WIN meeting on Oct. 22. All members are encouraged to attend and guests are welcome.

Grant funding will be awarded at the annual Celebration of Giving on Nov. 8.

Ninety-six percent of the funds contributed throughout the year to the Network are returned to the community through annual grants and used to grow the WIN Endowment which will support women and children throughout Starved Rock Country in perpetuity.

Cheri Bustos (D) – Bustos, an East Moline Democrat, was elected in 2013 and is running for a fifth term in office. She’s chairwoman of the Democratic Congressional Campaign Committee, comes from an agriculture background, and formerly worked in health care and journalism.

Esther Joy King (R) – King, an East Moline Republican, is a real estate lawyer and small-business owner. Her parents were Christian missionaries, she previously served as an aid worker in Kabul, Afghanistan, and she’s in the U.S. Army Reserve as a Judge Advocate General’s Corps officer.

U.S. SENATOR

Dick Durbin (D) – The incumbent Democrat, Durbin has held his current seat since 1996 and serves in a leadership position. He’s been in the party’s No. 2 spot since 2005.

Mark Curran (R) – A Republican from Lake County, Curran served as the county’s sheriff from 2006 to 2018, when he was unseated by Democrat John Idleburg. Curran, who billed himself as a reformer, ran as a Democrat in the 2006 sheriff’s race but switched parties in 2008.

Marie Newman (D) – Newman, a Democrat, unseated incumbent Rep. Dan Lipinski in the primary race. She’s a resident of La Grange and has worked as a marketing consultant.

Gov. Pat Quinn appointed her to a task force to formulate best practices to combat bullying in schools.

Mike Fricilone (R) – Fricilone, a Republican, has served on the Will County Board since 2012 and is the minority leader on the board.

He’s been a resident of Will County for more than 30 years and is the executive director of Midwest Office Interiors in Woodridge.

Sean Casten (D) – The Democratic incumbent, Casten won his congressional seat as part of the blue wave that swept Democrats into office across the suburbs in 2018. A businessman with a background in clean energy, Casten defeated six-term incumbent Republican Peter Roskam that year.

Jeanne Ives (R) – Ives, a Republican from Wheaton, served three terms in the Illinois House of Representatives before running against then-incumbent Gov. Bruce Rauner, nearly defeating him in the Republican primary. While in the statehouse, Ives represented the state’s 42nd district for six years.

Laib is a native of Joliet who served eight years in the Army and went on to earn a bachelor’s degree from the University of St. Francis, a master’s degree from Biola University and a Master of Theology from Trinity Evangelical Divinity School.

Biden, a Democrat, served as vice president under President Barack Obama. Prior to that, he was the U.S. senator for Delaware from 1973 to 2009.

Jim Oberweis (R) – A Republican from Sugar Grove, Oberweis has a background as businessman and has served as state senator for the 25th district since January 2013. He previously ran for this seat in 2008 and has made other bids for statewide and federal office.

16th DISTRICT

Adam Kinzinger (R) – Kinzinger, who sits on the committee of foreign affairs, is seeking his fifth term in the 16th District – sixth Congressional term overall. The Channahon Republican is an Air Force veteran and still serves in the Air National Guard.

25th DISTRICT

Rep. Karina Villa (D-West Chicago) – Villa is finishing her first term in the Illinois House. A first-generation American, she worked as a school social worker and as a school board vice president before joining the General Assembly.

Jeanette Ward (R-West Chicago) – Ward served four years as an at-large member of Elgin Area School District U46. With two four-year degrees and a Master of Business Administration, she is a product manager for an industrial chemical company.

37th DISTRICT

Win Stoller (R-Germantown Hills) – Stoller is making his first bid for elected office. He has a background in accounting and is CEO of an office furniture dealership.

Marcus Throneburg (I-Kewanee) – Throneburg is a former pastor and past Bureau County Board member.

Although he filed to run as an independent, he now is a write-in candidate, having been removed from the ballot because he voted in an established party primary in March.

Brian Sager (D-Woodstock) – Sager has been part of city government since 1989 and is completing his fourth term as mayor. Ron Doweidt (R-Bolingbrook) – Doweidt is a financial adviser and precinct committee member. He also has served as a Woodridge open land commissioner and worked on campaigns for city and county candidates.

John Cook (I-Freeport) – Cook has been a certified machinist for Honeywell for 23 years. He has been a freelance columnist since 1992, writing on local issues, and sued the city of Freeport in 2008 when it attempted to sell its Carnegie library building, now used as City Hall, as a pro se litigant in a 30-month action.

Seth Wiggins (D-Dixon) – Wiggins is a U.S. Air Force veteran, including active duty in Afghanistan, and continues to serve in the Wisconsin Air National Guard. He was a criminal prosecutor for the Winnebago County State’s Attorney and assistant Whiteside County state’s attorney before entering private practice.

Tom Demmer (R-Dixon) – Demmer has been in the General Assembly since 2013 and is a deputy House minority leader. He also is director of innovation and strategy for the nonprofit KSB Hospital system in Lee and Ogle counties.

Harry Benton (D-Plainfield) – Benton is an iron worker. He was elected to the Plainfield Village Board in April 2019.

HENRY — The Chief Senachwine Chapter honored three generations of one family, buried in the Henry Cemetery, on Sept. 5 during a drive-through re-dedication, due to COVID. Honorary Chapter Regent Nancy Gillfillan announced the beginning of the ceremony with a Native American wooden flute call.

With some members remaining in their cars and others wearing masks and observing social distancing, Chapter Regent Dolores Dace named the honorees and introduced Chaplain Diana Williamson who provided the Invocation.

Illinois State Recording Secretary Sharon Bittner recited the history of Elizabeth Bainbridge Wikoff, daughter of New Jersey Revolutionary soldier Sgt. John Bainbridge. Elizabeth married William Wikoff in 1817 and moved with their family from New Jersey to Fulton County, Ill., and

then to the Henry, Ill., area in 1849, where they farmed. The chapter members re-dedicated the NSDAR marker at her grave and recognized this daughter of a Revolutionary War solder.

The group also recognized the son of William and Elizabeth B. Wikoff, Lt. Peter Wikoff, who served in the Civil War from 1862 to the end of the war. He participated in numerous battles in the Western theater of war and even traveled with Gen. Sherman on his “March to the Sea.” He survived the Civil War and was buried in 1888 in the Henry Cemetery near his parents and three wives.

A daughter of Peter Wikoff and his third wife was also honored.

Elizabeth Wyckoff (with the spelling now changed) Dewey was honored as a great-granddaughter of Revolutionary soldier, John Bainbridge. Elizabeth married Benjamin

Dewey in 1909 in Henry and in 1910 helped organize a DAR chapter in Henry, the Christopher Lobingier Chapter. She served as regent of the chapter in 1925 and helped raise funds to build and furnish DAR Constitution Hall in Washington, D.C. Mrs. Dewey served two years on the IL Ellis Island Committee and two years later attended the DAR National Congress in Washington, D.C. Upon her return she presented the local chapter with a gavel made from wood cut from a tree at Jamestown. If anyone has news of this gavel, the Chief Senachwine Chapter would be interested in its location. Mrs. Dewey passed in 1971 and is interred in the Henry Cemetery.

The group also honored Real Daughter Clarissa McManners with a floral tribute and words of remembrance. MIss McManners was the daughter of a Revolutionary soldier as well as a member of a DAR chapter and was previously honored by a re-dedication by the Chief Senachwine Chapter.

The ceremony closed with prayers

and a tribute for men and women serving our country in a variety of ways plus “Amazing Grace” played

by Gillfillan.

Following the commemoration at the cemetery, members re-located to the shelter at Stoner Park for their business meeting called to order by Regent Dolores Dace. After opening ceremonies, the group heard reports of officers and chairmen, adopted the proposed 2020-21 budget, complimented Sheila Schrowang, Constitution Week chair, on her news coverage, and discussed the Illinois State Organization’s first virtual state conference on Aug. 14-16.

Oct. 11 was announced as the NSDAR Day of Prayer and this year is also the NSDAR Day of Service.

Donating to a local food pantry was decided as the chapter’s service project.

The next meeting will be at 1:30 p.m. Friday, Oct. 2, at the First Presbyterian Church of Henry with presenter Terry Johnson featuring “Quilts of Valor” that are given to service veterans.

Judd on July 1, 2020, and that Letters of Office as Executor were issued on September 3, 2020 to Charles Judd, who may be contacted c/o his attorney as set forth below.
