This dragonfly, photographed sunning itself at the Dixon Waterfowl Refuge, was surely appreciative of the warmth following the several wet days of near continuous rain last week. The pleasant weather is predicted to continue this week with plenty of sun and high temperatures ranging from the mid-70s to the low 80s and nighttime lows in the 50s. It was also announced this week the annual seed harvest at the refuge will be held from 9 a.m. to noon on Oct. 6.

GRANVILLE — With Granville’s McCoy Street project now mostly completed, the village board’s attention is beginning to turn toward its sewers and water plants.

During the Sept. 4 board meeting, village engineer Mike Richetta, of Chamlin & Associates, presented the board with the possible blueprint to reconfigure the sidewalk and curbing on the northwest corner of the intersection at Hopkins and McCoy streets.

The plans would increase accessibility and could include a ramp, a new walkway, new steps into Granville National Bank, and an ADA compliant handrail.

Richetta didn’t have a cost estimate

for the improvements, but after the board was in agreement with the idea of improved accessibility, he said he’d have more information before the next Jared Baker meeting on Sept. 18.

The improvements Granville will be included in village president the already budgeted expenses of the overall McCoy Street project.

Richetta also reported the major improvements being made to the water treatment plant were going well.

“We should have the new brine system ready to go in early October.

About 50 to 60 percent of the work is completed, and we’re scheduling plant shutdowns based on the amount of available water in the tanks, so the village will never be out of water,” he said.

Board member Jim Petit asked Richetta to work on a list of maintenance items that could be started at the waste water treatment plant in preparation of the new EPA requirements the village is expecting.

Petit also mentioned the possibility of receiving grant funds through new legislation from state Sen. Sue Rezin in regard to flooding and stormwater issues.

One of the possible causes of the increased contaminant levels at the waste water plant is inflow into the storm system from the creek running alongside the pipe. The challenge for the village is the difficult terrain and inaccessibility of the area, especially for any heavy equipment that would likely be needed during repairs.

The board agreed it would be easier to survey the miles-long area in the early winter, after vegetation has died back and before snow covers the area.

The village also agreed to seek bids on the overall scope of the project, so they’d have an idea of the sure-to-be-significant expenses.

The board also agreed the project to install a sidewalk to Casey’s General Store was more complicated than initially thought, and that it would require a survey of the area to understand what would be needed during construction.

Henderson’s murder trial set for December Concealment charges dropped by prosecution

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The murder trial for Richard A. Henderson has been scheduled to begin Dec. 17.

Henderson, 26, is charged with three counts of murder for the death of 16-year-old Diamond Bradley of Spring Valley. Bradley was last seen on Jan. 23. She was reported missing the next day and found stabbed

to death alongside a rural Putnam County road on Jan. 27.

Henderson was taken into custody on Feb. 5 after investigators linked him to Bradley Richard A. through interviews, Henderson surveillance footage and cell phone data.

He was initially charged with the Class 3 felony of concealment of a homicidal death and was being held on a $1 million bond. Public Defender Roger Bolin successfully got that charge dropped during a

Sept. 6 status hearing.

Bolin has argued the 120-day limit of the Speedy Trial Act has been exceeded, and Putnam County State’s Attorney Christina Judd-Mennie agreed to drop the charge to focus on the murder charges.

The three additional felony murder charges entered on Aug. 30 each carry concurrent $1 million bonds with 10 percent to apply. Henderson has entered pleas of not guilty on all counts and will decide whether to have a bench or jury trial at a Sept.

13 status hearing.

A ‘Golden’ education for preschoolers Putnam County’s Preschool For All program receives state recognition

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The dedication and commitment of the educators for Putnam County’s Preschool For All program has recently earned them an important acknowledgement from the Illinois State Board of Education.

The Putnam County educators were awarded “Gold Status” through the state’s ExceleRate Illinois system for having met the highest educational standards.

Designed to provide continuous encouragement for quality early educational programs, the “Circle of Quality” awards those deserving of recognition.

Previous to the promotion, the Putnam County educators had earned “Silver Status.”

According to Putnam County School District Superintendent Carl Carlson, the “Circle of Quality” designations take into account numerous standards of the preschool program.

The Illinois State Board of Education conducts monitoring visits, and assessors collect evidence using the Early Childhood Environmental Rating Scale-Third Edition and a state board compliance checklist.

According to Putnam County Primary School Principal Ronda Cross, Putnam County educators worked to improve their program in a multitude of areas, attended training, and implemented several new procedures to the preschool program.

“We’re thrilled the state evaluator recognized the high quality implementation of the new evaluation scale. The preschool team members put in the time, did the preparation and have the passion for providing the best to our students for the Gold Quality Status. They’re very deserving of this recognition,” Cross said.

The ExceleRate Illinois Circles of Quality allows parents the opportunity to verify their children are enrolled in a quality early childhood educational program. Their website includes a database parents can use to search for qualified early learning

programs, including licensed child care centers, school-based preschool programs and licensed family child care homes. Parents can search the county and be supplied with a list of area programs and their ratings based on supplied criteria.

The website also includes educational materials and tips for parents, as well as a series of links to educational, health and safety-related information.

Each Preschool For All program is awarded a rating based on those scores. Rating levels include “Licensed,” “Bronze,” “Silver” and “Gold.” Based on the most recent assessments, the Putnam County Preschool For All program earned the elite distinction of “Gold.”

“As superintendent, I can’t begin to express how incredible this is to the preschool program, our staff, our students, and our families,” Carlson said.

“The district is filled with talented and dedicated people working to do what’s best for our students.

This is a great example of one of the awesome programs within our district. This recognition is extremely difficult to earn, and everyone has been working very hard for this. On behalf of everyone, I want to congratulate and thank them for their continued efforts and dedication.

Teachers invited to apply for Ag in Classroom grants Foundation posts applications online The Illinois Agriculture in the Classroom program and the IAA Foundation, along with the Illinois Farm Bureau, announce their 201819 Classroom Grant program.

Teachers are urged to apply for classroom grants, up to $300, to incorporate new and exciting agriculture-related topics into their existing classrooms.

In addition, four $250 special book grants are available for teachers to easily incorporate lessons tied to the Common Core Learning Standards, into their existing language arts and social studies curriculums.

“Our teacher grants are an added bonus for teachers looking to incorporate new and creative ideas into their classrooms during these financially challenging, school funding times,” said Kevin Daugherty, education director, Illinois Agriculture in the Classroom.

Teachers are urged to contact their local agriculture literacy coordinator for ideas and assistance in applying for their grants.

“Bureau County offers a variety of topics easy for teachers to incorporate into their current curriculum,” said Lori McCarter, Agriculture in the Classroom coordinator for Bureau County.

The 2018-19 teacher grant applications are found at www.agintheclasroom.org, under Teacher Resources/Grants. Grants are available in electronic format and are due by Oct. 1.

Each year, the Illinois Agriculture in the Classroom program reaches more than 60 percent of all attendance centers in the state of Illinois.

I want to thank my fellow Rotarians and everyone who contributed in any way to a successful 2017-18 Rotary year. My goal as Club President was to do projects that were not just tried and true, but that would be fun and include our villages, businesses, schools and children, the people of our county, and that would get Rotary’s name in the news.

From Senior Day at the MP fair, our first project of the year and Keith and Denise Boggio once again supporting us by allowing us to have Road Apple Bingo during their Craft fair, the year just got better.

The Primary School “Only One You” project was fun with a lesson for the students. The donation of the “Buddy Bench” by Phil Hansen was the best way to end the project. I can’t thank Carl Carlson and Ronda Cross enough for all their support.

Planting 50 trees on a cold, rainy Saturday at each of the villages and schools was accomplished thanks, to the support of Dan Cioni, Ryan Hartman and the Boyle family. Then, as snow fell, we delivered over 700 poinsettias to our senior citizens thanks to Color Point.

I loved all that the High School and Junior High Interacts clubs accomplished, locally and internationally. The students performed hundreds of service hours and have so much to be proud of.

Our Polio Grant with the 8th Graders not only taught them about the devastation of Polio, but also gave me a way to say thank you to my first Standard Grade School Principal, Delmo Marchesi, a polio survivor who taught me about courage and strength. Starting out this project with our award-winning Harvest Home “End Polio Now” float made community members remember how far the fight against polio has come, with Rotary being in the forefront in eradicating this disease.

Our 50/50, Toys in the Pantry, 71-89 and Afterglow fundraisers showed us all the generosity of so many throughout our county and beyond. I can’t thank Dave Cook of the Putnam County Record and Ali Brayboy and Julie Niewinski of the LaSalle News Tribune who not only printed our articles and pictures but who wrote stories about our successes and created special pages that brought Putnam County Rotary into so many homes, showing the great things our Club was doing.

Rotary is about “service Above Self, giving back, supporting our communities, making family a priority and doing for others. I hope my year as President showed everyone that Rotary is so much more than eating dinner and sitting around talking! The last “duty” of my year before passing the gavel to this years President Brandy Sandberg was choosing Luke and Megan Holly as this years “Community Service Above Self” award. This young couple are truly what Rotary’s mission is about as they quietly perform each aspect that include service to others, giving back to their communities and schools and most importantly they do this while putting family first.

I want to thank the Club members and people of Putnam County, the officers and Board I had the honor to work with, for making my year all that it was. And, of course I need to thank my Mom, Brother and kids…Quentin, Nathan, Amanda, Neil, Abigail and Quincy for their unending, never wavering love and support. I am who I am and do what I do because of each one of them. My heart overflows everyday with pride, thanks and love because of them.

I look forward to continuing to be a part of this amazing service organization, working with not just its members but the people of our great little county.

GRANVILLE — Alan Richard Biccochi, 68, of Granville passed away Friday, Sept. 7, 2018, at OSF St. Francis Medical Center in Peoria.

Alan was born Nov. 16, 1950, in Spring Valley to Joseph “Ducky” and Betty (Pfab) Biccochi. He married Melissa “Missy” Abraham on Sept. 12, 1997.

He graduated from Hall High School. Alan worked as a body man at Gene Ballerine’s Dealership in Spring Valley, he was the parts manager at Al Cioni’s Ford Dealership in Granville and he also worked at NAPA as a delivery person.

Alan loved his Chicago Cubs and his Chicago Bears. He also enjoyed going to car shows.

Survivors include his wife, “Missy” Biccochi of Granville; three children, Ryan (Theresa) Smith of Henry, Damien Smith of Granville and Scott (Ariel) Smith of Tonica; one sister, Leslee (Neal) McMillan of Winter Haven, Fla.; three brothers, Paul (Michelle) Biccochi of Ladd, Steve (Beth) Biccochi of Ladd and Randy Biccochi of Ladd: and seven grandchildren.

He was preceded in death by his parents and one brother, David Biccochi.

A gathering of family and friends will be from 5 to 7 p.m. Friday, Sept. 14, at the Dysart-Cofoid Funeral Chapel in Granville. Cremation rites have been accorded.

BELLEVILLE — Edward J. Myers passed away Monday, Aug. 20, 2018, in Belleville.

He was born Aug. 23, 1935, in Chicago to Edward and Marion (Shortess) Myers.

He spent his younger life in Granville, never forgetting his happy years there. He often spoke of his old friends and neighbors. Many in Granville may remember that he was a passionate fan of the Cubs and Bears. In his senior years, he was cared for by the staff at St. Paul’s Home in Belleville. The family is deeply grateful for all the years of compassion and kindness they showed to him.

Surviving are two brothers, Frank of Scottsdale, Ariz., and Thomas of Lakeway, Texas. His entire family will always remember with great fondness Ed’s beautiful soul.

He was preceded in death by his mother, father and stepfather, William O’Keefe; a sister, Margie; and his grandparents, Frank and Deborah Shortess.

A memorial service will be held at a later date. He will buried in the Granville Cemetery.

The Helmer-Shields Funeral Home in Granville is assisting the family with arrangements.

ESMOND — Julia M. Weiss, 95, of Esmond, formerly of Hennepin, passed away Thursday, Sept. 6, 2018, at her residence, with her loving family by her side.

Julia was born April 15, 1923, in Ladd to Albert and Lena (Brassea) Tasi. Julia and Manley Weiss were married on Jan. 5, 1942.

Julia and Manley moved to Hennepin in the late 1940s and quickly became fervent members of the community. Together they purchased a city block, on what was then the outskirts of town, and built their first home which is now the Hennepin Village Hall.

After making Hennepin their home, they built, owned and operated Hennepin Landing & Marina until retiring.

Julia was a business woman known as “Boss” to most, but she was also a confidant, daughter, wife, sister, mother, friend and pillar of strength and courage. Julia’s first love was her family. She also

A memorial service will be at 11 a.m. Friday, Sept. 14, at the Dysart-Cofoid Funeral Chapel in Granville with the Rev. Dola Gregory officiating. Burial will be in Riverside Cemetery in Hennepin.

Cremation rites have been accorded. A memorial gathering will be held prior to the service, from 10 to 11 a.m., at the funeral home.

MARK — Theresa E. Dove, 98, of Mark passed away Friday, Sept. 7, 2018, at Cabin Livin in Hennepin with her loving family by her side.

Theresa was born Sept. 21, 1919, in Mark to August and Della (Mareta) Bassi. She married John C. Dove on March 10, 1944, in Texas. He preceded her in death on April 27, 2007.

She graduated from Hopkins High School in the class of 1937. Theresa worked in the production line at Westclox.

She was secretary for Seneca Shipyards and was librarian at the Granville Library.

Theresa enjoyed cooking, playing cards and reading.

Survivors include one son, Terry (Joyce) Dove of Granville; two grandchildren, Mike (Jessie) Dove of Hennepin and Jeff (Dawn) Dove of Princeton; and four great-grandchildren, Travis, Josh, Erin and Jake.

She was preceded in death by her parents; her husband; two brothers, Albert and James; and one son, Kevin.

A Mass of Christian Burial was held Tuesday, Sept. 11, at Sacred Heart Catholic Church in Granville with Father Patrick De Meulemeester officiating. Burial was in Sacred Heart Catholic Cemetery in Granville.

Visitation was held Monday, Sept. 10, at the Dysart-Cofoid Funeral Chapel in Granville, and prior to the service Tuesday at the church. A rosary was recited on Monday at the funeral home.

STANDARD — Patricia A. Tonioni, 75, of Standard died Monday, Sept.

3, 2018, at her residence.

She was born April 1, 1943, in Petersburg, Ind., to Joseph and Dorothy (Luttrull) Strong. She married Valentino “Bundy” Tonioni in 1979.

Patricia graduated from O’Fallan High School and went to college and became an LPN. She continued her education and attended Illinois Valley Community College and became a registered nurse.

She was a registered nurse at Spring Valley Nursing Home and Heritage Manor in Peru.

Survivors include one son, Tim Lang of Cutler Bay, Fla.; one daughter, Tammy Lang of Magnolia; two stepsons, Allen Tonioni of Arizona and Travis Tonioni of Tennessee; one stepdaughter, Cindy Spellich of Oglesby; two grandchildren, Tadeo Lang of Washington state and Emperatriz Lang of Miami, Fla.; three stepgrandchildren, Nikki Tonioni of Peru, Chris Tonioni of Bloomington and Jessa Mary Rose Tonioni of Arizona.

She was preceded in death by her parents; her husband, “Bundy” Tonioni on Jan. 9, 2014; two brothers, Robert and Michael; one sister, Sandra; and two stepsons, Greg and Michael Tonioni.

Failure to reduce speed to avoid an accident At 2:37 a.m. on Aug. 31, the Putnam County Sheriff’s Office arrested and charged Sheridan M. Wright, 38, of Henry, with failure to reduce speed to avoid an accident, improper lane usage, DUI alcohol, DUI .08 or more, and operating an uninsured motor vehicle. Wright was released on a notice to appear and was given a Putnam County court date.

Domestic battery At 12:30 a.m. on Sept. 2, the Putnam County Sheriff’s Office arrested and charged Edward L. Ponce, 43, of Putnam, with domestic battery at his residence following an altercation with a family member. Ponce later appeared in front of a judge and bond was set. He later posted bond and was released with a Putnam County court date.

IN BRIEF Perino family makes gift for St. Bede Science Center PERU — St. Bede Academy alumnus Angelo Perino, his wife, Andrea, and their family have made a gift to the newly constructed Science Center and Legacy Project.

In recognition of the gift, St Bede Academy has named the building the Perino Science Center. The official public dedication took place the afternoon of Sunday, Aug. 19, beginning with a celebratory Mass with a ribbon cutting, open house and tours immediately following.

“We are immensely grateful to the Perino family for their latest example of their extraordinary support of St. Bede Academy. The loyal friendship and leadership of our St. Bede family in support of the Legacy Project have helped to secure St. Bede’s future,” said Abbot Philip Davey, O.S.B. “The Perino Science Center will enhance a wide array of much-needed science classrooms and activity space for our students and have a lasting impact for many generations to come.”

Designed to enhance the overall St. Bede experience, the 17,500-squarefoot the Perino Science Center will be a focal point of students’ academic life,

offering state of the art Physics, Chemistry and Biology Labs, vastly expanded study, and student activity space to serve students throughout the year.

It will also accommodate the school’s hospitality needs for fundraisers and summer camps.

“As we worked on campus planning in recent years, the need for a new science center and commons, integrating student and academic life, continued to be an essential addition to our campus,” said Ted Struck, superintendent. “Angelo and Andrea and our Legacy Project supporters share that vision with us and have put student life first in their support of St. Bede’s future with their generous gifts to accomplish this project.”

The Science Center provides spacious state-of-the-art laboratories for biology, chemistry and physics totaling nearly 4,500 square feet of dedicated space for academic learning.

The new addition is home to a 2,800 square-foot student commons which offers plenty of space for place to students study independently or in small groups. New bathrooms and an elevator complete the commons area, which offers updated facilities and ADA accessibility.

Rotary-Interact picnic hosts Rotary district governor GRANVILLE — Putnam County Rotarians and Interact members enjoyed a picnic and special guest at Hopkins Park in Granville on Aug. 23. Introduced by PC Rotary President Brandy Sandberg, Rotary District Governor Kathy Kwiat-Hess of Rockford addressed the Rotary Board, and later all participants, to share the opportunities to participate in club, community and global service projects.

Kwiat-Hess also shared Rotary International’s vision for growth in youth and young adult membership

and service with this year’s theme, “Be The Inspiration!”

Members of the high school and junior high school Interact Clubs, both sponsored by Rotary, spoke impressively about their own clubs’ past projects and service goals for the coming year. It was welcome to see that Rotary’s future is in good hands.

PCHS Interact’s first project will be a Red Cross blood drive on Friday, Sept. 14, at the high school, from 9 a.m. to 1 p.m. Appointments and walk-ins are welcome.

Gateway Services topic at PC Rotary GRANVILLE — Tracy Wright, CEO of Gateway Services in Princeton, spoke to Putnam County Rotarians on Aug. 30, sharing the successes and future of services for disabled adults in Putnam, Bureau and Marshall counties.

Since its founding in 1970 with a staff of three, Gateway has grown to a staff of 120 and a budget of over $5 million, offering day programming, job placement and support, group housing with 24-hour support, therapy and counseling services, and management of the BPART rural transportation system with 35 vehicles serving all residents of the three counties.

BPART partners with the Putnam County Community Center in Standard to provide a local base for very low-cost transportation to medical appointments, IVCC, shopping

or wherever desired, locally and regionally including Peoria. There is no charge to residents over 60 years of age.

Trips are to be scheduled 24 hours in advance to allow for individual routing, by calling 877-874-8813 or email www.RideBPART.org. Last year alone, Tracy said, BPART provided 3,455 rides in, to, or from Putnam County.

Independent housing, or CILA homes, continue to be a large part of the services provided. Gateway is seeking to expand that program to provide staff-supported housing options in Putnam County.

Tracy was hosted by Rotarian Adriane Shore, who added that she has seen many positive changes as the organization has grown over the past two decades she has served on the Gateway Board.

MAGNOLIA — “Can a kid make it through winter eating only snow and ketchup?” The first line in the book “11 Experiments That Failed”, by Jenny Offill amused young listeners gathered at the Putnam County Library in Magnolia.

This summer program was provided by University of Illinois Extension Marshall Putnam Ag in the Classroom. The book explains what happened when 11 silly questions were explored using scientific procedure. Each experiment included a question, hypothesis, what you need, what to do and what happened.

Following the story, Julie Read, M-P AITC coordinator, provided the children with supplies to make “slime”. She explained that slime was originally called “silly putty” and is an example of an experiment that failed. In the 1940’s, scientists were attempting to create a synthetic form of rubber. Failing at that, the substance they did make

ended up becoming the popular toy known as “silly putty”. Using simple household ingredients, the children proceeded to make their own sample. One key ingredient was inadvertently left out and the children quickly experienced the “12th experiment that failed!” When they realized the mistake they corrected the problem and children were able to take home their sample.

Chief Senachwine chapter to honor Constitution Week HENRY — The Chief Senachwine Chapter NSDAR will celebrate Constitution Week with two displays of Constitution Week materials, located at the Henry-Senachwine Grade School and High School.

Constitution Week was initiated by the National Society Daughters of the American Revolution with a petition requesting Congress to dedicate Sept. 17-23 of each year to commemorate Constitution Week. Congress adopted the resolution, and President Dwight D. Eisenhower signed Public Law #915 on Aug. 2, 1956, naming Sept. 17-23 as Constitution Week.

Because Congress originally adopted the Constitution on Sept.

17, the day leading off Constitution Week was once entitled Citizenship Day; however, recent legislation has renamed the day Constitution and Citizenship Day. Also mandated was a provision that federally-funded schools and agencies provide instruction and information about the Constitution during Constitution Week.

The U.S. Constitution, the foundation of our way of life, emphasizes the duty of each citizen to protect, defend, and preserve the Constitution. It affords Americans the opportunity to keep alive the memories of the men and women who secured our nation’s independence. Their bravery and sacrifice made possible the liberties we enjoy today.

According to DAR President General Ann Dillon, “In 1787 the framers created a Constitution that translated into law the ideals upon which our nation was built. Their vision was so forward-thinking that their words still guide us today. No American history education can be complete without a thorough understanding of the impact the Constitution has had on the lives of American citizens past and present.”

The bride-elect graduated from Putnam County High School in 2008, received a bachelor’s degree in early childhood education in 2012 from Northern Illinois University and a master’s degree in mathematics education in 2018 from Western Governors University. She is a third-grade teacher/high school golf and basketball coach for the Putnam County School District.

Her fiancé graduated from St. Bede Academy in 2012 and received a bachelor’s degree in marketing and management in 2015 from North

Where have all the state’s teachers gone?

Stopgap action, more incentives part of the plan to fill vacancies

T

he agriculture teacher at my local high school recently up and left, days before the school year started, heading for greener pastures in the private sector, leaving the school district in the lurch. He’s not alone.

School leaders in low-paying rural districts as well as in the goodpaying but challenging Chicago public schools are scrambling to fill teacher vacancies. Many will do with marginal staff, substitutes, online and distance learning (over Internet) course offerings. Not fair to the students.

When I was a boy post-WWII, talented women were steered into teaching, because they had few other career choices other than nursing and secretarial work. Not today. They go to law and medical school, where they now outnumber men, and are beseeched to go into computers and the sciences, where their numbers are still low.

Today, teachers and parents often steer youngsters away from teaching. In this space a couple of years ago, I reported on responses, from a group of excellent teachers I know, to the question: Would you recommend teaching as a career?

UNDERSTANDING ILLINOIS Jim Nowlan Most said “No,” even though they mostly found their teaching careers rewarding. The lament I heard most often was that of “the pressure to teach to the standardized tests.” It takes the zest out of teaching, the teachers said.

Then there is the lack of parental support. One recently retired teacher told me only 20 percent of his pupils’ parents came to parentteacher conferences — and they are, you guessed it, the parents whose children are doing just fine.

Others said teaching could be a good career, but not in Illinois, where state budget problems put pensions and future pay boosts in peril.

New teachers in Illinois are under a new pension program. They must teach until 67 — rather than until their 50s as in the past — and will receive, according to one student of pensions, benefits about the same as for Social Security. (Illinois teachers are not covered by Social Security.)

I talked with Jim Rosborg, an award-winning superintendent at Belleville who now heads a teacher preparation program at McKendree University, and Jason

Leahy, executive director of the state principals’ association.

The shortages stem, the two educators agree, from both fundamental issues like low pay and poor pensions for newbie teachers, as well as ill-advised policy barriers to entry into the field.

Rosborg cites the change in the test in Illinois for students for entry into the education major, at about the junior year in college.

He said that under the old Basic Skills Test, college education departments were seeing 80 percent to 90 percent of their students pass. In 2012, the state education agency replaced that test with a Test of Academic Proficiency, and only 15 percent to 30 percent have been passing each year, according to Rosborg.

“The test is screwed up. Students have to pass all four portions of the test, such as math and English, when they may not need proficiency in all fields.

“Potentially great teachers can’t get into education!”

Rosborg also cited an example of a new bureaucratic rule that limits teacher flexibility: Teachers certified to teach at the elementary level are no longer qualified to teach kindergarten.

Leahy points out as well that successful people interested in a second career in teaching, such as early-retired engineers, have to

jump through too many education coursework hoops to become licensed to teach.

“We have sharp people who are teaching at our community colleges who can’t teach in high schools,” he said.

As a result, the numbers taking state-administered tests to become licensed and certified to teach in Illinois are down, dramatically.

In 2012-13, 51,400 took such tests in our state; in 2016-17, just 13,500 took the tests. Special ed test-takers dropped from 5,000 to 2,000. Numbers taking the tests in sciences, math and computer science fell from 1,769 to 680.

What to do? This past year, the Legislature enacted stopgap measures. For example, teachers licensed in other states no longer have to take the Illinois licensure test. Substitute teachers, another area of severe shortages in some areas, no longer need hold bachelor’s degrees.

For the long run, the good old law of supply and demand will have to work its magic. If you want me to teach, pay me decently, now and in retirement, and show me some respect.

Until then, low-paying and troubled districts will probably have to do with less than the best, if they can find anyone.

LETTERS TO THE EDITOR Confederate flag column showed ‘misguided logic’ To the editor: This letter is in response to the article by Scott Reeder [“Confederate flag on pickup stands for intolerance,” Aug. 15] complaining about the Confederate flags he saw on a pickup truck in Springfield, Illinois.

There is so much wrong with this article, but space limits my attempt at rebuttal. Nevertheless, I will make my attempt, because as a great man said, “Our lives begin to end the day we become silent about things that matter.”

To begin with, that flag is not a symbol of white supremacy. It represented the Southern states that did not want the Northern states

telling them how to live, much like the rebellion against the English king. I wonder if Mr. Reeder would consider California wanting to break away from the rest of the U.S. as treason, or the sanctuary cities fighting ICE to be unpatriotic.

The Civil War was not fought just for the sake of slavery, though that was an issue. True, many a plantation relied on slaves, just as Californian farms need hard-working, lowly-paid illegals, excuse me, dreamers.

Scott goes on to complain about the false image of the noble Confederate generals. He evidently knows nothing about Stonewall Jackson or Robert E. Lee. In a like manner, he probably never heard of the devastation caused by Sherman’s March

I can understand him being upset because he does not like what he thinks that flag stands for, but that is just something he has to live with. Being as he is a journalist and claims to be offended by people being racists, then I would think he would be more concerned with the likes of Maxine Waters’ followers burning an American flag outside her office and encouraging people to kill white men, or the New York Times editor Sarah Jeong who had posted similar things on Twitter before they were taken down.

Misguided logic, however perceived to be noble, is not only part of the problem but dangerous as well.

f you take a dim view of our political parties, you’re in sterling company. So did George Washington.

In his famous Farewell Address, he warned us against “the baneful effects of the spirit of [political] party.” A political party, he wrote, “agitates the community with ill-founded jealousies and false alarms, kindles the animosity of one part against another, foments occasionally riot and insurrection. It opens the door to foreign influence and corruption. …” It’s safe to say he was not a fan.

So it’s with some trepidation that I want to speak up in favor of political parties.

For well over 165 years, they have played a key role in our representative government. They are the best stage I know for broad economic, political, and social change. It’s hard for me to imagine a democracy without them.

This is in part because we live in a very different country from the one George Washington led. The United States today is not just geographically bigger, but immeasurably larger in both population and diversity.

And that’s where our two great parties, for the most part, have excelled: they accommodate different inter-

ests, opinions, and views.

Our system does not have enough consensus-building mechanisms; the parties are crucial to this. Strong political parties that can unite groups with different interests have been a source of powerful change in our history.

Of course, more than building consensus within a party is needed.

Even though the American people prefer bipartisanship, the parties too often prefer to lambast each other.

But legislation passed on a party line vote rarely stands the test of time.

To work properly, our system needs a broader consensus — and party-line votes do not provide it.

The really effective legislation in our history — Social Security and Medicare, for instance — was passed with solid, bipartisan support.

Our parties also play a lubricating role in the mechanisms of democracy. They get out the vote and educate voters. They teach many thousands of ordinary Americans what the

nuts and bolts of democratic participation look like.

They choose, train, and promote candidates who are (for the most part) worthy of holding public office.

They play an important role in funding elections, financing the system, and giving candidates a platform.

In short, they’re a personnel system for government office.

To be sure, Americans divide rather sharply on their support of political parties — not just on which they support, but on whether to support them at all. Many avoid identification with them. Others become ardent loyalists. Still others follow them regularly, but not slavishly.

At the moment, more people define themselves as independent than as a member of one or the other party, but the two parties together still command a majority of the electorate.

I am a member of a party, and have certainly been disappointed in its performance on occasion. Yet I’ve never felt that my disappointment was grounds for abandoning the party. Nor, on the other hand, have I ever felt that my loyalty was grounds for despising the other party.

I cringe when I hear a member of either party express hatred or accuse the other party of disloyalty.

Both parties are patriotic, both want the best for their country — even if they have different ideas about what “best” means. That’s part of the democratic dialogue, after all.

That’s why I also get uncomfortable with unswerving loyalty to any political party. I think political parties have to earn our loyalty by their performance. And in particular, by their ability to move the nation forward legislatively.

George Washington was right, of course, in pointing out some of the risks of people joining together to form organized parties. But he didn’t fully recognize their role as consensus-builders — their concern with transcending differences and political factionalism and arriving at stances designed to appeal to political majorities both in elections and in legislatures.

The most successful party officials I know have made consensus-building a priority, both within their own parties and across partisan lines. In a country as diverse and divided as ours, that’s not a baneful effect at all.

Sara is a small business owner who understands our struggle to provide health care for ourselves, our families and our employees. Sara supports affordable health care for all.

Her opponent votes to cut it.

We all know that the federal minimum wage of $7.25 is not a livable wage and that government handouts will not replace losses from tariff wars. Sara supports fairer pay and stable markets.

Separating children from their parents is cruel and does not replace

workable immigration law. Sara is uniquely qualified to work across the aisle to create just such law.

Our young people are concerned with Social Security. Our current representative supports benefits for current retirees but is eerily quiet about the future. Sara knows the importance of this benefit for all of us, including young working adults.

Tax breaks for the wealthy only make them more wealthy and burden us with an additional 1.2 TRILLION DOLLARS of debt. Our cur-

rent representative voted for that deal. Sara Dady supports legislation that helps us build a stronger middle class.

Our current representative is part and parcel of the current dysfunctional Congress and supports the chaos in the Oval Office. He thinks we will vote for him because we always have. I think he is wrong.

We have a choice in November. My choice is Sara Dady.

The Putnam County Junior High School’s baseball team’s record was improved to 14-2 with four wins.

PC 6, Fieldcrest 3 Even though Putnam Co Jr gave up three runs in the fifth inning, they still defeated Fieldcrest Middle School Knights 6-3 on Aug. 27.

The Pumas opened up scoring in the first inning, when Austin Mattingly grounded out, scoring one run.

Jackson McDonald took the win for the Pumas. He went four and a third innings, allowing two runs on one hit and striking out seven. Ryan Hundley threw two and two-thirds innings in relief and recorded the last eight outs to earn the save. PCJH tallied six hits in the game. Andrew Pyszka and Josh Jessen each had three hits.

PC 5, El Paso-Gridley 1 Putnam County snagged a late lead and defeated El Paso-Gridley 5-1 on Aug. 30. The game was tied at one with the Pumas batting in the top of the seventh when Andrew Pyszka homered on a 2-0 count, scoring two runs. Pyszka took the win for Putnam County. He surrendered one run on three hits over five and two-thirds innings, striking out 11.

Ryan Hundley and Nicholas Currie entered the game out of the bullpen and helped to close out the game in relief. Pyszka and Austin Mattingly each collected two hits to lead the Pumas.

Household hazardous waste collection Sept. 15 PRINCETON — The Illinois Environmental Protection Agency and the Bureau County Farm Bureau will conduct a free household hazardous waste collection project from 8 a.m. to 3 p.m. Saturday, Sept. 15, in the Bureau County Farm Bureau parking lot, 535 Elm Place, Princeton. This project will be open to all Illinois residents.

To participate, residents should bring their waste to the collection site during the event hours. The

household wastes will be unloaded and separated into different categories for disposal.

The IEPA asks that participants remain in their vehicles during the unloading process. This will allow the contractors to more quickly unload vehicles and help decrease the time spend waiting in line.

Accepted items: florescent bulbs, medicine (liquid/pill), household batteries, aerosol pesticides, cleaning products, hobby chemicals, oil-

based paints, lawn chemicals, used motor oil, pool chemicals, aerosol paints, drain cleaners, paint thinners, insecticides, herbicides, antifreeze, pesticides, gasoline, mercury and solvents.

Items unable to accept: agricultural waste, ammunition, biological waste, business sector waste, cell phones, commercial waste, controlled substances, explosives, electronics, farm oil, fireworks, fire extinguishers, hypodermic needles,

institutional waste lead, acid batteries, propane tanks, smoke detectors, sharps and tires.

Do not bring latex paint. Latex paint is not hazardous and it can be dried or absorbed and discarded with regular trash.

No agricultural, business, industrial or school waste will be accepted.

This program will run rain or shine.
