Granville continues variety of infrastructure improvements

Board approves yearly budget

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — A variety of projects were discussed by the Granville Village Board and Kevin Moore, acting superintendent of Public Works and Streets, during the Sept. 3 meeting.

Moore reported he had walked along the creek in the area between the village’s waste water treatment plant and the “monkey nest” neighborhood and discovered two places where the sewer lines were exposed.

Future plans for the area will include filling in the exposed portions and covering them with riprap from the village’s existing supply that was built up as a result of other improvement projects.

The areas will also be inspected annually to prevent future damage.

“That will be a good use of recycled material,” Village President Jared Baker said.

Moore also reported on problems with manhole covers near Hennepin and Division streets and the recent water main project.

Work continues on the development of maintenance plans for the waste water treatment plant, and Moore said he was still waiting on information from Ameren in regards to variable frequency drive motors and soft-start systems for the plant’s generator. Estimates will also be sought for the repair of the plant’s exterior floodlights.

Other public works projects included a variety other improvements to village buildings, such as painting, and siding and gutter repairs.

Moore then shared a request from the local Veterans of Foreign Wars post for help with improving their parking area.

The middle portion of Poole Avenue, Jared between Laughlin Baker Avenue and Willow Granville Street, which is on village the post’s south side, president has been grown over, so the board agreed to clear and lower the area to help with drainage and to redefine the street.

The village will then help the group to establish a new parking area.

Switching to his role as police chief, Moore told the board he expected to soon take delivery of the village’s new patrol vehicle. The outgoing 2013 car has roughly 121,000 miles on the odometer, and half of the existing equipment won’t be

transferable to the new one. Moore advised inviting the local communities interested in possibly purchasing the vehicle to visit and then “see what they’re willing to offer.”

He also reported that the three part-time officer candidates have passed some of their initial training requirements and will continue through the training and certification processes.

In other news • The board approved the village’s fiscal 2019-20 budget. The combined estimated revenues total $1,427,500, and total expenditures are projected to reach $1,325,540.

• A .14 per month increase will be seen in residents’ waste management costs effective the next billing cycle to offset an industry-wide increase in recycling costs.

• Village garage sales are scheduled to be held Sept. 27-28.

IN BRIEF HENNEPIN — At noon on Thursday, Sept. 19, at the Putnam County Courthouse in Hennepin, the 10th Judicial Circuit Family Violence Coordinating Council will host a “Hands Around the Courthouse” event.

Sen. Duckworth tours Marquis’ ethanol plant She calls on Trump to fix ethanol exemptions

BY JEANNINE OTTO Shaw Media HENNEPIN — U.S. Sen. Tammy Duckworth toured the Marquis Energy ethanol plant in Hennepin Sept. 3 and called on the Trump administration, along with her fellow senators, to take action to stop the bleeding in the U.S. ethanol industry.

Duckworth’s visit, which included a tour of the plant with Mark Marquis, CEO of Marquis Energy, focused attention on the issue of small refinery exemptions.

Those exemptions have been granted in large numbers to major oil companies, including Exxon and Chevron, under the Trump administration, prompting claims from the ethanol industry and farm groups of abuse of the refinery exemption program.

“Bailing out billion-dollar oil companies at the expense of American farmers goes against the goals of the RFS (Renewable Fuel Standard) and it hurts the Midwest,” Duckworth said after her tour.

In June, Duckworth and a bipartisan group of her fellow senators introduced the RFS Integrity Act. The bill would make the small refinery exemption application process viewable to the public.

Music makes a return to junior high curriculum

BY DAVE COOK news@putnamcountyrecord.com MCNABB — Previously at Putnam County Junior High, only students in the extracurricular activities of band and choir received musical education.

However, this year, the junior high as expanded its curriculum to provide daily musical training to all students through a general music and music appreciation class. The school district now has three fulltime music educators.

“I think musical education is important because it cultivates the traits of teamwork and self-discipline while also helping to round out their education,” music teacher Kristin Klypchak said.

As students begin to understand the fundamentals of creating music, one of the first items used to help them put it all together is the use of the classroom’s “boomwhackers.”

To play a boomwhacker, the only required skill is to strike it against

your hand. These provide an inexpensive alternative to instruments such as a xylophone, and they also allow for several students to partic-

ipate at once while learning to work together as a group.

The class will then expand their new knowledge through the use of the new SmartMusic software program. This interactive training program retains the use of color-coded musical notations and lets them see what they’re playing as they move through the song, as well as identifying their errors.

“I’m also able to assess their practice, and they can use the program to follow along and see their growth as musicians. They also get to hear how their instrument fits in with everyone else in the group as they practice,” Klypchak said.

She said her students have enthusiastically responded to the class and that they are eagerly working toward their first performances.

Klypchak said it can be a challenge to address all the ideas she’s been presented, but is thankful for their excitement.

“We could use some more instruments, but we’ve gotten great support from our music boosters.

Duckworth said she is working on getting co-sponsors for the bill and hopes to move it out of committee, but she voiced concerns that it could be held up from a full Senate vote.

“Everything depends on Mitch McConnell and whether it comes to the floor for a vote, and it’s highly unlikely that he would allow that to progress, but I am going to continue to work on that and also to find a House companion as well,” Duckworth said.

After the announcement in mid-August that the U.S. Environmental Protection Agency had granted another round of refinery exemptions, 31 in all, Marquis Energy announced that it was cutting production at its Necedah, Wis., ethanol plant.

Marquis said the Hennepin plant continues to run at its full, 100-million-gallon capacity. The Hennepin plant was built in 2007 and uses 130 million bushels of corn a year, producing a million gallons of ethanol every day and about 3,000 tons of dried distiller grains, a byproduct of ethanol production, which is used as livestock feed.

“Our plant here at Hennepin is one of the most efficient in the world, and we are still running this plant at full rate. There are a lot of plants that have reduced their run rate because of the profitability situation that is all tied back to these small refinery exemptions,” Marquis said.

In his view, Marquis said, the best solution to help ethanol producers and farmers who supply corn to the plants would be to reallocate the gallons lost in the small refinery exemptions.

“I’m a little bit concerned about this supposed announcement that’s going to come out is not going to reallocate those gallons back into blending ethanol, that there are going to be some infrastructure programs and some flex-fuel vehicle programs that really won’t have any immediate help for the ethanol industry,” Marquis said.

Marquis added that the exemption issue and the continuing exemptions could put a crimp in rural support for Trump as the 2020 election season nears.

“I was a Trump supporter from day one. I thought maybe a business guy could fix some of the things with the economy, and I think he’s done that to some degree, created more jobs and a good economy. With regard to supporting agriculture, I think we feel like we have been let down a little,” Marquis said.

He said he hopes that farmers and other elected officials, including House members, speak up as well.

“I think our corn grower friends are going to have to talk to their representatives and the message is going to have to get to the White House that if you are planning on having farmers on your side in 2020, it’s got to be different than it is now because this isn’t working,” Marquis said.

GRANVILLE — Evelyn E. Burress, 93, of Granville passed away Sunday, Sept. 1, 2019, at Manor Court in Princeton.

Born Aug. 25, 1926, in Granville to Edwin and Nellie (Sparling) Wallin, she married James Burress July 29, 1946, in Manlius.

She graduated from Hopkins High School, and also attended Illinois Valley Community College. She was a clerk in admissions at Perry Memorial Hospital in Princeton. She also worked in numerous factories.

She was a member of VFW Ladies Auxiliary, the Granville Keys Club, Putnam County Belles & Beaus Square Dance Club and Hopkins Alumni.

Gramma Burress was the center of our family, and her home was the place where the family gathered for holidays, birthdays and celebrations. She always had her grandchildren’s favorite treats whenever they would come after school or to visit.

Musical education has been linked to improved test scores, math and language skills, comprehension, memory, self-esteem, hand-eye coordination, listening skills, problem solving and creativity. While speaking to junior high students, another benefit of the new music class was revealed.

“It helps calm me down for the rest of the day,” seventh-grader Brooklyn Brester said.

She also said she enjoys the opportunities for self-expression the class provides.

Fellow student Traxton Mattingly said he enjoys getting to try a variety of instruments and also mentioned the soothing effects of the new class. “It calms me down,” he added.

School administrators are well aware of the benefits of bringing music education to all students.

“Music is an important part of a well-rounded education, and I like that we’re exposing kids to it every day. I want them to be able to find something about music that they like, because then they’ll be able to enjoy it for the rest of their life,” Principal Mike Olson said.

Klypchak said a performance is scheduled for Oct. 11 during the music boosters’ spaghetti dinner fundraiser at Putnam County High School.

The choir is expected to perform Jan. 17 during a Peoria Rivermen game.

The Granville UCC hosted Bible school in the evenings the week of July 29. There was an average of 50 children and 20 adult helpers. “To Mars and Beyond” was the theme. With Bonucchi Hall being staged as the Mars Outpost and EP-3 as their guide, the children learned Bible verses and did crafts, played games and “experiments.” The Bible school was sponsored by the Granville UCC, Lutheran churches and Putnam County Community Church.

10 Bible school held at Granville United Church of Christ

During June and July, members from the Marshall-Putnam 4-H Tech Wizards STEM club and the Saratoga Leadaways Community Club participated in the National Great Rivers Research and Education Center’s Illinois River Watch stream sampling.

Illinois River Watch is a citizen scientist program utilizing trained individuals to sample macro-invertebrates to determine the health of a stream. Sampled streams included Gimlet Creek in Sparland, and Sandy Creek and Shaw Creek in Hopewell Township. The youths used specialized nets and techniques to collect macro-invertebrates as small as 500 microns (0.02 inches) in length.

Along with collecting specimens, water discharge was measured and a habitat survey at all three sites was conducted. The specimens were then put under a microscope and sorted, classified and recorded. These results were then used to calculate the health and quality of the stream. Following confirmation of the results, the information is made publicly available at www.

‘Bells Across America’ celebration planned for 3 p.m. on Sept. 17 HENRY — Celebrate the 232nd year of the signing of the Constitution of the United States of America with the “Ringing of the Bells” in conjunction with “Bells Across America,” which marks the beginning of Constitution Week, Sept.

17-23. The Constitution of the United States of America was signed on Sept. 17, 1787.

Local churches, courthouses, veteran homes, city governments, city and county employees, 4-H clubs, Boy and Girl Scouts, and other clubs such as Rotary and Mason members,

individuals, schools, police stations and firehouses will join other villages, towns and cities across the USA by ringing their bells simultaneously from coast to coast for two minutes commemorating the signing of the Constitution.

Individuals who would like to take part in the observation but do not own bells can use the bell ringer on their cellphone.

Everyone is invited to join Chief Senachwine Chapter NSDAR in the celebration by ringing bells at 3 p.m. on Sept. 17.

M-P 4-H will host open house HENRY — Now is the time to think about joining 4-H for the 201920 4-H year. 4-H members range in age from 8 to 18. Youths who are 5 to 7 years of age may join 4-H as a Cloverbud member.

To learn more about this program, Marshall-Putnam 4-H will host an open house from 3 to 5 p.m. Saturday, Sept. 28, at the University of Illinois Extension, Henry office, at 509 Front St. There will be refreshments and giveaways. Staff will be available to help register at 4honline.com.

4-H is the largest out-of-school youth program in the country. There are 6 million kids across the county in 4-H, and 200,000 of them live in Illinois.

Marshall-Putnam 4-H offers many ways to be involved: traditional community clubs, SPecial INterest (SPIN) clubs, Teen Teachers and school programs. Registration began

Sept. 10. There is a community club for every community in Marshall and Putnam counties. HENRY — The Chief Senachwine Chapter NSDAR will celebrate Constitution Week with two displays of Constitution Week materials, located at the Henry-Senachwine Grade School and the Henry Public Library.

Constitution Week was initiated by the National Society Daughters of the American Revolution with a petition requesting Congress to dedicate Sept.

17-23 of each year to commemorate Constitution Week. Congress adopted the resolution, and President Dwight D. Eisenhower signed Public Law 915 on Aug. 2, 1956, naming Sept. 17-23 as Constitution Week.

Because Congress originally adopted the Constitution on Sept. 17, this day leading off Constitution Week was once titled Citizenship Day; however, recent legislation has renamed the day Constitution and Citizenship Day. Also mandated was a provision that federally-funded schools and agencies provide instruction and information about the Constitution during Constitution Week.

The U.S. Constitution, the foundation of Americans’ way of life, emphasizes the duty of each citizen to protect, defend, and preserve the Constitution.

It affords Americans the opportunity to keep alive the memories of the men and women who secured the nation’s independence. Their bravery and sacrifice made possible the liberties all enjoy today.

According to former DAR President General Ann Dillon, “In 1787 the framers created a Constitution that translated into law the ideals upon which our nation was built. Their vision was so forward-thinking that their words still guide us today. No American history education can be complete without a thorough understanding of the impact the Constitution has had on the lives of American citizens past and present.”

Royal Princess Party planned at the Reddick Mansion OTTAWA — The Reddick Mansion Association is inviting young ladies between 5 and 9 years old to a Royal Princess Party from 1 to 3 p.m. Saturday, Sept. 21, and Sunday, Sept. 22.

The cost is $25 per child, and each party is limited to 30 princesses. Reservations and permission slips are required and should be submitted by Wednesday, Sept.

Stage 212 and Robert D. Manahan will present ‘Married to Broadway’ on Sept. 14 LASALLE — An Illinois Valley man who made it big on Broadway is returning to share his talents with the area in a special, one-night-only concert.

“Married to Broadway” stars the “Sharpe Family Singers,” featuring Broadway leading man Ron Sharpe, originally of Oglesby, his wife Barbra Russell, a Broadway leading lady in her own right, and three of their talented adult children.

Ron and Barbra met when they played the romantic leads of Marius and Cosette in “Les Miserables.” Being married on stage hundreds of times led to them being married in real life.

Broadway played a large role in bringing the wonderfully talented couple together, so not only are they married to each other, but to Broadway as well.

Ron is the only actor to have played both male leads of “Marius” and “Jean Valjean” in “Les Miserables” on Broadway. His other Broadway credits include featured roles in the original productions of “The Scarlet Pimpernel,” “The Civil War,” Disney’s “King David” and “Titanic.” As for Barbra, in addition to performing the lead role of Cosette, her theatrical credits

include leads in “The Little Shop of Horrors,” “Oklahoma,” “Side by Side

by Sondheim,” “The Mystery of Edwin Drood” and “The Fantasticks.”

The Putnam County High School girls varsity volleyball team opened the season against Wethersfield, falling 23-25 and 22-25, with the junior varsity also recording a loss.

Savanah Tucker led the team with 9 digs followed by Emma Edens with 8. Morgan Hundley recorded 6 assists and Gabby Smith had 5. Leading with attacks was Avery Lamis with 4 and Olivia Lamis and Sophia Harris with 3 apiece. Hundley and Avery Lamis both tied with 4 service points each.

The Lady Panthers then headed to Galva to record their first win, 25-20, 25-20. Avery Lamis led the Lady Panthers in service points with 8, 5 being aces, with Tucker recording 7.

The fun and whimsy will be led by Mad Hatter host Sean Walsh, local musician who can be heard mornings on 96.5 the Wolf and afternoons on 99.3 WAJK, and the 2019 Queen of ’ARTs, who will be announced and crowned at the event.

Reigning Queen of ’ARTs Kathy Casstevens, marketing director at Starved Rock State Park, will crown

the new Queen of ’ARTS from among three queen candidates who will be chosen by online votes or by paper ballots provided by the candidates.

Guests are invited to wear their favorite “mad” or fancy hats to the event, and prizes will be awarded.

Fancy dress is not required.

The Mad Hatter Ball will feature a light buffet, “unbirthday cake” for dessert and a cash bar. Al and Jeanne Brown will perform live. Guys on the Radio will provide DJ music. There also will be a silent auction, as well as raffle items and a balloon burst with a $500 prize in one of the balloons.
