Providing the key to aging well

September is National Senior Center Month

BY DAVE COOK news@putnamcountyrecord.com STANDARD — September is National Senior Center Month, and the Putnam County Community Center (PCCC) is well prepared to support the month’s theme of “The Key to Aging Well.”

The theme for 2019 is designed to highlight how centers share their knowledge through programming and resources that make a positive difference in the lives of older adults.

“The PCCC regularly provides information and assistance with a variety of available services, outreach, congregate meals, transportation and our Medical Equipment Lending Closet,” PCCC Director Michelle Halm said.

In addition to those resources, the PCCC also offers a number of other

services and programs on a monthly basis, including music therapy; exercise classes twice a week; enrollment events for programs providing financial assistance with Medicare for those who qualify; free glucose and blood pressure screening; bingo, bunco, cards, crafts and monthly birthday lunches; outreach visits to Putnam County libraries; and more.

“We also do group outings, present special interest programs, and bring in talented musicians. This coming grant year, beginning in October, it will be the first time we’ve been funded to provide programming and entertainment for our participants, and we couldn’t be more thrilled to have a budget to work with,” Halm said.

PCCC staff are also trained through the Senior Health Insurance Program (SHIP) to give help with Medicare questions. Medicare beneficiaries are encouraged to schedule a time each year to visit the center and review their plans to ensure they’re on the plan best suit-

Halm said the term “senior center” turns a lot of people off, but added it’s all about perspective and how people choose to view it.

“We’re here to help older adults in our area live their best possible lives and provide a place where they can come and feel welcomed and be part of something,” she said.

Working with many other organizations in the state, Halm also said she frequently sees how seniors in other areas of Illinois are underserved because of a lack of funding.

“As the smallest county in the state, Putnam County is very fortunate to have a resource like this, and we deeply appreciate the support we receive from our community,” she said.

Election security

The board approved a maximum of $2,000, paid from the county’s fund for contingencies, to meet the estimated costs of amending the Bureau-Putnam Enterprise Zone ordinance.

The ordinance currently abates 100 percent of property taxes for 10 years for new businesses or projects with the zone, with an exception for an ambulance levy. Under the new amendment, the county will abate 75 percent of the taxes for the same period.

The need to amend the ordinance became more of an issue as the county began struggling more to meet its financial obligations. Board member Luke Holly was the only member present who objected to the abatement change, saying it creates a “zone within a zone” because Bureau County will still offer 100 percent abatement, and that it could drive away prospective businesses.

The board approved about $2,200 for costs associated with upgrading the county clerk’s firewall for the State Board of Elections’ mandate regarding cyber security. County Clerk Dan Kuhn said there’s roughly $10,800 available through a state-funded election security grant to reimburse the county for related costs.

Upgrading the firewall had a total cost of about $3,700. The county’s 911 Fund met $1,400 of that expense, leaving the balance of roughly $2,200.

Kuhn said the county has spent about $8,000 so far for election security upgrades, including approximately $4,400 to upgrade Windows 10.

The grant will also cover one-third of the costs to upgrade the server shared with the office of the supervisor of assessments and the treasurer’s office, but a final total for that expense was currently unknown.

The next meeting of the Putnam County Board is scheduled for 8:30 a.m. Sept. 9.

DAVENPORT, Iowa — Palmer College of Chiropractic in Davenport, Iowa, held its Homecoming festivities Aug. 8-10.

Continuing Education speakers spoke on subjects pertinent to chiropractic and the health field. Twenty-four hours of education were available in this three-day period. Subjects included topics on documentation, diagnosis, philosophy, neuroimmunology, nutrition, balance, pediatrics and clinical cases.

Dr. Alan Yepsen attended these classes to stay current on issues and developments in the health industry. Chiropractors in the state of Illinois are required to obtain 150 hours of CE in a three-year period. Sixty of these hours have to be Category 1, classroom hours.

Dr. Yepsen is a 1984 graduate of Wyanet High School, a 1987 graduate of Illinois Valley Community College and a 1990 graduate of Palmer College. He has practiced in Granville for the last the past 27 years.

OGLESBY — The Illinois Valley Community College board recently honored Dr. Rose Marie Lynch for the landmark contributions she’s made to the college since arriving in 1970.

Board Chairwoman Jane Goetz unveiled a plaque topped with a photo from the 1970s of Lynch and mentor Dr. Mary Margaret Weeg.

Goetz then read the plaque text: “Illinois Valley Community College expresses its profound gratitude to two of its preeminent humanities leaders: Dr. Rose Marie Lynch and her mentor, Dr. Mary Margaret Weeg. Hired by Dr. Weeg in 1970, ‘Rosie’ went on to become an award-winning IVCC journalism and English instructor over a 32-year career.

As executor of Dr. Weeg’s estate, Rosie Jane skillfully handled the Goetz largest gift in IVCC’s Chairwoman, history, a $1.2 million Illinois Valley bequest. IVCC named Community its beautifully-refur- College Board bished auditorium of Trustees the Dr. Mary Margaret Weeg Cultural Centre in 2017. We will always remember and cherish Rosie for her continued role in that unprecedented donation and for the countless other kindnesses she graciously performed for IVCC and its students.”

The plaque will be displayed near the entrance of the Weeg Cultural Centre.

After a public hearing, the board adopted the 2020 budget. Operating revenues and expenditures are balanced at about $22.3 million. Revenues increased less than 1 percent, and expenditures decreased slightly less than 1 percent from the 2019 budget.

Total budget revenues are about $32.1 million, a 1.4 percent increase, and expenditures are $32.3 million, a decrease of 6 percent, from last year’s budget.

The $220,000 deficit is in the tort and auxiliary enterprises funds and is covered with existing fund balances in those funds.

Trustees also approved: • The purchase of Nebraska Book Co. software maintenance from PrismRBS for $12,026.

• The payment of the Continuing Education Center trip “Meet me in

Missouri” for $50,770 to Are We There Yet?, plus $5,150 to Green River Lines for bus service. Costs are recovered through fees charged to participants.

He expects to receive a master’s in pure mathematics from Northern Illinois University this month.

New school year: Quiet start, higher enrollment District in sound financial shape as tentative budget OK’d

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Carl Carlson, Putnam County School District superintendent, reported during the school board’s Aug. 19 meeting that the new school year began quietly and with a higher enrollment than last year.

The district anticipated an enrollment of 835 students, but this year’s total has reached 862, five more than last year’s enrollment of 857. The high school estimated it would have 63 incoming freshmen, but 75 have registered.

Financially, the information provided by Carlson shows the district should be well funded as the board prepares to approve the finalized budget for the next fiscal year at its September meeting.

The district is estimating revenue of $11.5 million. For each of the

past three years, the district has received more revenue than anticipated.

In fiscal year 2019, it was estimated the district would receive $11.1 million, Carl and actual revenue Carlson was nearly $11.3 milPutnam lion.

County School The evidence-based superintendent funding calculations of the district estimate the total net contribution from the state for the next fiscal year should be more than $900,000.

The revenue provided by the Corporate Personal Property Replacement Tax (CPPRT) is estimated at slightly more than $3 million.

Last fiscal year, the district anticipated $2.2 million in CPPRT revenue, but actually received $2.6 million.

Anticipated expenditures for the next fiscal year total $12.8 million. For the past three years, the district has overestimated its expenses.

In fiscal year 2019, the district

anticipated $12.8 million in expenses, but successfully kept expenditures down to only $11.1 million.

“The district’s goal is to maintain a strong fiscal responsibility,” Carlson said.

In other news: • High school music teacher Natalie Hulstrom shared with the board her appreciation of the support provided by having additional music educators, as well as new technology.

Students now have access to the interactive software training program SmartMusic.

“Sixty-five kids a day are involved with our music programming,” she said.

• Primary school Principal Ronda Cross reported on the success of the Putnam County Book Bus summer reading program.

She said 352 books were checked out by students over their summer vacation, and she credited the success to adjustments in the schedule of the Book Bus’s route.

worked better for families, and we seem to found the ‘sweet spot’ in regards to the schedule for the bus,” she said.

• The board approved Carlson moving forward in researching the possible purchase of a small auxiliary vehicle.

Carlson has spoken with Granville’s Cioni Ford about purchasing a 2017 Ford Explorer with roughly 36,000 miles for an estimated $29,000.

He added the cost of the vehicle would easily be offset by the district not having to pay rental fees to the bus company every time they need an additional vehicle for extra-curricular activities.

“I think this is the type of purchase where it’d be good for us to keep it within our district,” Carlson told the board.

• The board approved the renewal of the $3 million IHSA catastrophic insurance policy for $991, which is $30 less than last year.

The next Putnam County School District Board of Education meeting is scheduled for 6:30 p.m. Monday, Sept. 16.

PERU — Beverly “Boo” Camatti, 81, of Peru died Tuesday, Aug. 27, 2019, in her home surrounded by her family, after a short illness. Beverly was born Jan. 26, 1938, in Standard to Bernard and Elsie Doyle. She married Clarence Camatti. She graduated from Hopkins High School. She was a homemaker and a stay-at-home mom.

Time to declare ‘Jesse White Day’ in Illinois

I

n 1998, Jesse White was elected to lead an Illinois Secretary of State’s office that was mired in scandal.

Four years earlier, a truck driver who had paid a bribe to obtain an Illinois license caused a crash that killed six children near Milwaukee.

That led to an FBI investigation into a licenses-for-bribes scandal dubbed “Operation Safe Road” – and in the weeks after White’s election, people began pleading guilty. The corruption probe eventually led to the downfall of White’s predecessor, former Gov. George Ryan, who was sentenced to prison after a single term as governor.

Meanwhile, the everyday experience at Secretary of State offices around Illinois was every bit as bad as stereotypes suggest. We can sum it up in a word: brutal.

In the 21 years since, White has brought drastic changes for the better. The scandals are over. Use of technology has decreased wait times at offices. Stronger DUI laws, reforms in teen driving guidelines and truck driver licensing practices have made the roads safer for all.

The expanded organ and tissue donor program has grown to more

than 5 million people and saved lives.

White has shown integrity many times as well, including in 2009, when he refused to certify Gov. Rod BlagojevJesse White ich’s appointment Illinois of Roland Burris to secretary of the U.S. Senate in the state wake of revelations the governor had tried to auction off the seat to the highest bidder.

Voters have recognized White’s service and character time and again, handing him landslide victories in six statewide elections.

Amazingly, he has received more than 60 percent of the vote in each of his five re-election bids.

White, a Chicago Democrat, became the first African-American elected secretary of state in 1998.

Now in the first year of his sixth consecutive term, he has held the post longer than anyone in state history. He still works daily for the people of Illinois, leading a state agency that provides more direct public service than any other.

He has a decades-long track record of serving with honor and

competence. In fact, he has accomplished more in terms of public service than most people could hope to accomplish in five lifetimes.

White served in the U.S. Army as a paratrooper in the 101st Airborne Division, and later in the Illinois National Guard and Reserve. He was a third baseman in the Cubs’ farm system who played two seasons of Triple-A ball in Salt Lake City and learned from the great Ernie Banks.

In 1959, White founded the internationally acclaimed Jesse White Tumbling Team to provide a positive outlet for children living in public housing in the Chicago area.

The tumblers still perform today, with more than 200 young people set to make more than 1,500 performances this year.

Before he was a public servant, White was a student at Alabama State College in Montgomery in the 1950s, where he experienced racial discrimination in the Jim Crow South. While there, he attended a church where Martin Luther King Jr. was pastor, and participated in the Montgomery Bus Boycott organized by King and Rosa Parks.

White has said it was King who

inspired him to enter public service and help people.

Rather than be turned off by racial injustice, White worked to make America better. He eventually spent 16 years in the Illinois General Assembly, followed by eight as the Cook County Recorder of Deeds before his record-breaking run as head of Illinois’ largest government agency.

There are few politicians with a biography as inspiring as Jesse White, who has taken Illinois from the nadir of Operation Safe Road to truly providing safe roads for citizens.

We are calling on the Illinois House, Senate and Gov. J.B. Prtizker to declare a statewide “Jesse White Day.” The Honorable Jesse White is truly an Illinois treasure, and the time is right to recognize his remarkable service to our state.

All Illinoisans, and particularly younger ones, should appreciate the value of White’s lifelong service and leadership. The recognition will not only spotlight an exemplary individual – it might inspire others to follow in his footsteps, as King’s leadership inspired White himself.

I spent an hour Saturday afternoon wandering through the tiny library that serves my community.

I thumbed through the biographies and traced my fingers on the bindings of the history books.

A library is an ironic place for me to be. I’m not supposed to be able to read.

I was born with a condition called dyslexia. When I was learning to read, letters would jumble. Words somehow didn’t connect into sentences in the same way they did for other children.

When I was in third grade, my teachers said I just wasn’t trying.

People ask me sometimes: What was the toughest time in your life?

My answer is always the same: third grade.

What made it so painful was I had two teachers who refused to see my potential.

But my mother knew better. Each week, she would load me up in the car and take me to the Galesburg Public Library. It was an effort that changed my life. We would walk through the children’s section and together we would pick out Dan

Frontier books and Tom Swift tales.

I was transported far from the sterile hallways of Coldbrook School to magical realms of pioneers and scientists. The world became a more interesting place.

For at least an hour a day, my mother and I would read together.

I steadily became a better reader.

Within two years, I was in the top reading group of my school.

Today, I read four newspapers every day and at least one book a week. I have a master’s degree.

I can’t imagine a world without printed words.

But Americans are reading less and less. From 2003 to 2018, the average amount of time adult Americans spent reading for personal interest per day fell by six minutes, to less than 16 minutes per day, according to the U.S. Bureau of Labor Statistics. That’s just sad.

Bookstores are closing. Libraries are disappearing. And newspapers are struggling.

Somehow, the joy of reading isn’t being instilled as it should.

I thought about that this week as my three daughters returned to school. My youngest entered third grade this year. I pray her year is better than mine was.

On Saturday, I saw my 11-year-old with her nose in a library book.

I asked her what she was reading about. She replied, “I’m reading about a girl growing up in India when it became two countries.”

I saw the sparkle in her eyes as she explained what she had learned. I had to smile. Books are nourishment for the soul.

Spring Creek wins IVWGI title

MCNABB — Home cooking did not pay off for Edgewood Park in this year’s Illinois Valley Women’s Golf Invitational.

Neighbor Spring Creek captured the low gross team championship in Sunday’s IVWGI event at Edgewood Park Golf Club, breaking the host club’s streak of four straight titles on its home course dating back to 1996.

Spring Creek was bolstered by third-place finisher Lorri Kierski (93), A Flight winner Bonnie Marusich (89) and thirdplace Alicia Yuvan (94), along with B Flight winner Gina Elias (100).

Spring Creek also had the low net score of 282, but IVWGI rules do not permit the same team to win both awards. The low net title then went to Deer Park (294).

Cheri Russell of Morris won her second individual crown in four years, her third since 2010, with a low score of 81.

Mary Stander (107) of Wyaton Hills was the C Flight winner, with Jan Booker (107) of Edgewood second.
