GRANVILLE — Putnam County High School Principal Clayton Theisinger earned a doctorate in educational leadership from the University of Nebraska this past May. He wrote his dissertation on the relationship between school climate and ninth grade on-track rates in Illinois high schools. He choose to research this topic after learning Clayton the importance of fos- Theisinger tering meaningful transitions between school settings. “As a high school principal, I specifically observed how students transitioned between the final year of junior high and their first year of high school. I was familiar with some research on the topic as well as the accountability factors that were beginning to take shape in the state of Illinois,” he said. “I paired this familiarity of the research with my informal observations and found a gap in research regarding the relationship between school climates and student success in ninth grade. I firmly believe the more we as educators understand how to foster meaningful anniversaries, promotions, etc., are welcome items for the paper. Some fees may apply. and fluid transitions between schools, the more we can provide opportunity for our students to achieve success.” Theisinger said his post-doctoral career plan is to eventually serve as a superintendent in an Illinois school district. “However, my immediate plan is to continue as principal and provide the best education possible for the students, staff, families and community within Putnam County,” he said. A highlight of his doctoral journey was getting to interact with professionals all across the United States and world. “We often see schools and education within the vacuums of our own communities. While we should emphasize the local needs of students and their schools, interacting with and understanding how others lead and carry out education broadens the opportunities we can provide in our local communities,” he said. “These interactions beyond Illinois have helped me better understand education as an institution and bring new ideas to our region.” Theisinger said he believes his studies throughout his dissertation have already helped his professional
career. “I have changed several ways in which I communicate and involve others in decision-making and planning processes. Specifically, I hope to encourage others in viewing school climate as more than the interactions and processes within a school’s walls. As evidenced in my findings, our school climate involves families and the community in shaping the education and learning of our students,” he said. Putnam County Schools Superintendent Carl Carlson congratulated Theisinger on his academic and personal achievement. “The energy and commitment he brings as the high school principal continues to improve the learning environment and overall culture of the school,” he said. Theisinger also holds two master’s degrees. One in education leadership from the University of St. Francis, which he earned in December 2015. The second, in special education from Illinois State University, which he earned in May 2014. Theisinger also holds a Bachelor of Science in education from Bradley University, which he earned in May 2010.

Putnam County fire departments train together BY SHANNON JENKINS Special to the PCR On Sunday, Aug. 15, the fire departments of Putnam County, Hennepin, Granville, McNabb, Magnolia and Standard participated in a training activity to work on drafting water from the river to use as a supplemental water supply. The water drafted from the river was then ran through a series of relay pumps to multiple
engines. Water flow and pump pressures were closely monitored throughout the activity. Hennepin Fire Chief Neil Buffington was pleased with the outcomes of the day and noted appreciation for the presence of Spring Valley Fire Chief Todd Bogatitus, who came to observe and provide input if needed. “This was the first time in a while that all the county departments got together and did this kind of training. Drafting from a porta tank or
drafting from the river is a lot different than hooking to a town hydrant for water supply,” Buffington said. “It was a very valuable training for all that were involved.” Buffington also noted that with the success of the activity the department was able to present to the board a proposal for an installation of a dry hydrant, which was approved and will be installed sometime in the near future.

IVCC finishes fiscal year in good shape despite pandemic
Illinois Valley Community College finished the fiscal year in a “strong financial position,” Vice President for Business Services and Finance Cheryl Roelfsema said Tuesday at the board’s audit-finance committee meeting. Revenues in the general fund, which is comprised of the education and operations and maintenance funds, were at 99% of the budget, Roelfsema said. Credit hours, budgeted at 53,000, were just under 51,000. Roelfsema also presented audit-finance with the tentative fiscal 2021 budget, projecting credit hours at 51,000, state funding at just over $2
million and a 5% increase in property tax revenue. Overall, revenues are projected at $32.1 million, less than 1% over 2020. Expenditures of $32.5 million are up less than 1% over the previous year. Revenues and expenditures in the general fund are balanced at $22.5 million, an increase of 1.4% over 2020. The budget is not expected to result in a tax increase. The general fund includes a $600,000 contingency to protect the college against uncertainties regarding enrollments during the pandemic and the possibility that state support could decrease if the proposed income tax increase fails at the Nov.
3 ballot. “All of these uncertainties make it important to have a contingency to cover revenue shortages or invest in personnel, infrastructure, or equipment to effectively deliver instruction,” Roelfsema said. The tentative budget will be presented to the full board Thursday, Aug. 13, with final passage expected Thursday, Sept. 10. The 80-page document will be available for public viewing in the Business Office, Room C338, or online at www.ivcc. edu/businessservices/financial-budgets/Budget_FY21_tentative.pdf. The audit-finance committee also reviewed Information Technology
Service’s plans for the coming academic year that include implementation of a student planning module, lab upgrades, installation of a self-service financial aid module and network firewall upgrades. The committee also examined a dual-credit, dual-enrollment report on the number of high school juniors and seniors taking IVCC courses at their schools. Withdrawals, caused mainly by the move to online instruction during the pandemic, resulted in a drop in credit hours and a decrease in head count of 86 students (842 students in 2019-20, down from 928 in 2018-19).

ing what the board has done to cut spending and balance a responsible budget. They will also be explaining what the money would be used for to fund the county and giving a detailed explanation of how much each cit-

‘Drive Sober or Get Pulled Over’ HENNEPIN — As Labor Day and the unofficial end of summer near, Putnam County Sheriff’s Office is partnering with law enforcement agencies throughout the state to stop impaired driving and help save lives. “While celebrations marking the last days of summer may look different this year than in times past, the potential remains for an increase in number of impaired drivers on the roads,” said Sheriff Doyle. “Impaired driving kills more than 10,000 people in the United States each year. Please plan ahead for a safe ride home before you leave the house. It truly is a matter of life or death.” The high visibility “Drive Sober or Get Pulled Over” enforcement campaign runs from Aug. 20 through
the early-morning hours of Sept. 8. During this period, motorists in Putnam County can expect to see stepped-up impaired driving patrols and seat-belt enforcement, particularly at night when seat belt usage rates are at their lowest. Speeders and distracted drivers should also be aware. If you’re celebrating this Labor Day, remember to designate a sober driver and don’t let friends or family members drive drunk. Even a small amount of alcohol can impair judgment and reaction times, making driving unsafe. The Labor Day “Drive Sober or Get Pulled Over” campaign is made possible by federal highway safety funds administered by the Illinois Department of Transportation.
GRANVILLE — The Putnam County High School Interact Club will sponsor a blood drive for the American Red Cross from 1 to 6 p.m. Friday, Sept. 11, at the Granville American Legion, 209 N. McCoy St. The event will be open to students, community members, faculty and staff. The event is co-sponsored by Putnam County Rotary Club. Donating blood is a fitting way to remember the fallen and to honor the first-responders of Sept. 11, according to organizers. The Red Cross will give away T-shirts to every donor at this drive. Also, units donated will earn Red Cross scholarship money — the more donors give, the more the Red Cross gives in PCHS scholarship dollars at the end of the school year. All donors, and particularly students, are urged to eat breakfast and lunch plus drink plenty of fluids before donating. Students who are 16 years of age also can donate with their parent’s

Putnam County High School Interact Club will host blood drive on Sept. 11 in Granville
KATHLEEN ‘KATHY’ D. SPRATT Born: January 20, 1946 Died: August 23, 2020 HENNEPIN — Kathleen “Kathy” D. Spratt, 74, of Hennepin passed away on Sunday, August 23, 2020, at her home with her loving family by her side after a hard-fought battle with cancer. Kathy was born in Iowa on January 20, 1946, and was lovingly picked to spend her life as the daughter of Edward and Faye (Galli) Gleason. After graduating Hennepin High School, she chose Ron Spratt to be her husband on January 30, 1965, at St. Patrick’s Catholic Church. Kathy and Ron then spent the next 55 years building their life together. In addition to building her family, Kathy worked for 38 years as a teller at the Putnam County Bank (North Central Bank), as well as working at J & L Steel and Ray’s Place during high school. Never content to be on the sidelines, Kathy was very active in her community. She was a member of St. Patrick’s Catholic Church, was on the Hennepin Village Board for over 15 years, and the

Hennepin Fourth of July committee for 20 years. She was awarded the Larry Wilt Citizen of the Year Award in 1995. She was also known as a second mother to many of the “kids” in the neighborhood. Kathy was also immensely proud of her family and one of her favorite activities was being the “cruise director” of the annual family trip to Minnesota with her husband, her boys and grandchildren. She also loved to find shells and sand dollars on her winter trip with Ron to Bonita Springs and evening sunsets were her favorite time of the day. Surviving is her husband, Ron; their children, Ron Jr. (Teri) Spratt of Chanhassen, MN, and their children Hayley, Kaitlyn and Austin; and Rob (Jennifer) Spratt of Hennepin and their children, Maggie and Dylan. She was preceded in death by her parents and in-laws. A Mass of Christian Burial was Thursday, August 27, 2020, at St. Patrick’s Catholic Church, Hennepin. Burial was at Riverside Cemetery, Hennepin. tcollins@shawmedia.com It was Julie Repsel’s turn screening visitors at the hospital door when a woman looked at her closely. “Are you the Huey Lewis nurse?” Yes, indeed. Repsel and friend Mary Milashoski, both nurses at Illinois Valley Community Hospital in Peru, appear in a video released last week by Huey Lewis and the News. Earlier this summer, the band recorded, “I Am There for You,” a tribute to those battling the coronavirus pandemic. Through social media, the band invited essential workers to film themselves singing along, dancing and/or holding aloft signs with song lyrics to be included in the music video. “And I thought, ‘That would be kind of fun,’ ” Repsel said. She easily persuaded Milashoski to join in a selffilmed segment, “never dreaming that it would happen, that they would pick us.” But selected they were. Repsel received earlier this week an email notification saying the video was released. To their great surprise, they appear four times in the 4-minute, 13-second video. Milashoski said she was bowled over that their footage was even used, let alone inserted repeatedly into a fulllength music video. “It was amazing,” she said. “The best I had hoped for was a blip, but it was much more than we expected.” Repsel, an emergency room nurse, and Milashoski, a nursing supervisor,

They filmed their segment in a closed floor with no patients “so we knew it wouldn’t bother anybody” and, with the tape rolling, simply cut loose at the end of a 12-hour shift. Even if their recording hadn’t been used, Repsel said, the mere act of breaking into song provided a much-needed release after months of stress. “Work has just been so much,” Repsel said. “It was nice to have some fun and to be able to smile for the first time in how many months.” “There’s been so much change and so much put on you,” Milashoski said. “It was just a fun thing, and I thought it was so cool he put a song to it.” It didn’t hurt that both women grew up in the 1980s, when Huey Lewis dominated the pop charts (the band scored 19 top-10 singles during that era) and had both day-dreamed of starring in a music video. They also saw Huey Lewis live three years ago at small venue in Michigan. Notably, one of the segments selected shows Repsel and Milashoski holding a sign that reads, “We love you, Huey!” Neither has actually met Huey Lewis, nor have they received any

VIRTUAL 4-H FAIR
HENRY — The COVID-19 pandemic brought many challenges to everyone this year. How to still give 4-H members an opportunity to showcase their projects consumed all in 4-H. The state 4-H office was able to figure it out. The youth were able to display their projects virtually.
Many 4-H’ers start working on their project for the 4-H Show in September, when the new 4-H year begins. They look forward to displaying their projects and seeing all their friends on the fairgrounds at the 4-H Show. This virtual show was a new process for everyone. Many
navigated the FairEntry program to get all the pictures, reports and videos uploaded for judging. Response from many of the judges was that they missed the face-to-face conversations with the youth, but they were happy to be a part of the virtual process.

Putnam County Library District announces upcoming programs The Putnam County Library District has announced programs for September.
All Putnam County libraries • Monday, Sept. 7 — All libraries will be closed for Labor Day. They will reopen on Tuesday, Sept. 8. • Friday, Sept. 11 — All libraries will be close at noon for a staff meeting and be closed for the remainder of the day.
Hennepin • Thursday, Sept. 3 — Victor Croasdale will present “Attractions Around the United Kingdom” at 6:30 p.m. The presentation will be done in person and virtual on Facebook and Zoom. A Zoom link will be posted on the website. Participants will be able to visit places such as Manchester Oldham and Saddleworth, The historic “Huddersfield Narrow Canal,” North Wales and Angelsey, Haworth and the Brontë home, Carlisle, Hadrian’s Wall, Falkirk wheel, Tay Bridge, Edinburgh, Forth Bridges, Newcastle, Portsmouth Hastings and site of the famous battle in 1066, and London and the Greenwich observatory. • Thursday, Sept. 10 — Heinz Suppan will present “Ottawa Rescue Case on Jim Gray” at 6:30 p.m. The presentation will be done in person and virtual on Facebook and Zoom. A Zoom link will be posted on the website. Suppan will discuss the Underground Railroad that was organized to help runaway slaves seek freedom. The Northern District of the Illinois State Supreme Court became the scene of a hearing of a runaway slave, Jim Gray, who had been arrested in Union County in southern Illinois. • Thursday, Sept. 17 — A virtual handon science sphero training will be at 6 p.m. Participants can check out a sphero from the library for online training. There is a limit of 11 spheros across the county to check out; limit 1 per household. Patrons will learn the basic use of the sphero robot and the materials that come included. This is part of the IEEE Chicago Section Grant. A Zoom link will be posted on the website. • Thursday, Sept. 24 — Dennis Stroughmatt will present “Mussels, Moonshine, & Music: Mississippi Valley Migrant Life in the Early 20th Century” at 6:30 p.m. The presentation will be both in person and virtual on Facebook and Zoom. A Zoom link coming will be posted on the website. In time almost forgotten, the Midwest and upper South were once home to thousands of Americans who lived and worked on the rivers as sharecroppers, fishermen, mussel shellers, button cutters, traveling minstrels and even moonshiners. Work was their life, and the work was hard. But though they were the backbone of industry in cities like Muscatine and Cairo, they
played too, enjoying the music of Memphis and St. Louis along with their ways. Stroughmatt will use both performance and presentation. • Thursday, Sept. 17 — Grab and go craft event.
