No state funds released until legislators do something

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The Putnam County School Board approved the tentative budget for the school district for the upcoming fiscal year and it will be on display for the next 30 days. But, Superintendent Carl Carlson described the act of trying to create an accurate budget during the state’s current financial mess as “trying to predict the unpredictable.”

He said while the district had received its third mandated payment from the state for last fiscal year, he added he was unsure of when, or even if, the final payment would be made. The state currently owes the district more than $294,000 from the last school year.

Common sense hygiene will help prevent illnesses

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — As the popularity of growing your own garden and eating healthy, locally-sourced food continues to gain in popularity, another branch of that movement has been related to an increase in illnesses caused by unsanitary practices — backyard poultry.

Health departments in the Illinois Valley have seen an increase in illnesses caused by Campylobacter and Salmonella bacteria. In a press release from the Bureau-Putnam-Marshall (BPM) Health Department, it’s reported the Centers for Disease has investigated eight multi-state human outbreaks

“Representative (Jerry) Long is in a tough spot. He doesn’t want to support a bailout of Chicago schools, but if SB1 fails it will otherwise harm other school districts,” he said.

Carlson said the district would prefer either the new funding formula provided by the passage of SB1 or a compromise, rather than letting it die on the floor and having to begin anew.

“This could be a historic time. If nothing is done by the end of September those schools with no funds and no ability to borrow will be forced to close their doors,” he said, after assuring the board that PC schools weren’t in that position, but added other schools in the Illinois Valley would be, such as Streator Elementary.

Neither Bureau or Putnam counties have had any cases of Salmonella reported, but LaSalle County has had 15.

“We have no problem with backyard poultry, but we’re trying to get the word out that people who keep chickens still need to be safe and follow basic hygiene practices. Chickens are farm animals, not pets, and when they’re brought into homes they can expose families to fecal material and illness causing bacteria,” BPM Public Health Administrator Diana Rawlings said.

St. Bede projects continue

School will get a new track and science center/ student commons

BY GOLDIE RAPP news@putnamcountyrecord.com PERU — Two major construction projects at St. Bede Academy (SBA) are moving along well this summer. SBA is getting a new track and science center/student commons area.

The track project began this past spring and is expected to be completed within the next month after the final seal coat is applied.

As previously reported, the track was made possible by the family and friends of fallen U.S. Marine Thomas Heitmann, a Mendota native and 2002 SBA graduate.

Heitmann died serving his country a year after he began a project to build a track facility at SBA. Through donations and fundraising efforts, family and friends were able to offer a $200,000 lead gift to begin the track project.

will be ongoing throughout this next school year, administrators and teachers have decided to look at the building project as a learning opportunity, rather than an imposition on the school.

Teachers have plans to bring the project into their classrooms. Struck said this will be a huge learning opportunity for students.

Those who are interested in pursuing a career in architecture will have the option to job shadow the project’s architect.

The physics teacher is looking forward to incorporating the study of geothermal wells into his lessons. The new addition will be heated and cooled by 14 geothermal wells.

Rawlings also said unsanitary practices involving fresh eggs is risky behavior.

“If you’ve ever seen an egg after it’s been laid, it’s covered in fecal material. Eggs need to be properly washed before being stored and eaten. If you’re cooking with unwashed eggs and not washing your hands and keeping your kitchen clean,

While Salmonella won’t usually make poultry sick, it can be serious if passed to people. It causes many of the same symptoms as Campylobacter, and it also carries the same increased risk for infants, seniors and those with compromised immune systems.

“Live poultry might have Salmonella germs in their droppings and on their bodies, even when they appear healthy and clean. The germs can get on cages, coops, feed and water dishes, hay, plants and soil in the area where the birds live and roam.

Germs also can get on the hands, shoes and clothes of people who handle or care for the birds,” said Jenny Barrie of the LaSalle County Department of Health.

OBITUARIES&LOCAL NEWS GRANVILLE — Drusilla Leslie Stanard, 68, of Granville passed away at her residence on Sunday, Aug. 20, 2017.

Drusilla was born May 28, 1949, in Peoria to Joseph and Bernadine (Nolan) McDaniels.

She married Robert “Bob” Stanard on Dec. 31, 1979, in Peoria.

Drusilla was previously a volunteer for Putnam County Ambulance and enjoyed playing bingo. She was the direct support caregiver at Gateway.

Survivors include her husband, Robert of Granville; her mother, Bernadine Nolan of Peoria; one son, Erick (Julie) Knickerbocker of Princeton; and five grandchildren, Christian, Brandon, Jacob, Isaac and Joseph Knickerbocker.

She was preceded in death by her father; her son, John; and her stepfather, Floyd Nolan.

A gathering of family and friends was held Thursday, Aug. 24, at the Dysart-Cofoid Funeral Chapel in Granville. Cremation rites have been accorded.

Ameren isn’t shutting your power off

BY DAVE COOK HENNEPIN — According to Putnam County Sheriff Kevin Doyle, phone scammers have begun a clever and complicated new scam which not only targets homeowners, but also businesses.

Posing as representatives of Ameren, the utility company, the scammer will leave a message stating the victim’s account is overdue, and immediate payment is required to avoid having their service shut off.

“When you call back, the phone is answered as though you’ve called Ameren, and there’s even a prompt system where you have to push different numbers, so it looks like it’s directing your call,” Doyle said.

To further the illusion the call is legitimate, the thieves have also found a way to have the victim’s proper account number and address.

“I don’t know how they’re getting that information, but Ameren doesn’t do business like that; they’ll send several notices prior to shutting someone’s power off,” Doyle said.

The Federal Trade Commission said impostor scams have bypassed identity theft as the most common consumer complaint, and 77 percent of those consumers said they were first contacted by phone.

Ameren reported its become aware of an increase in scam-related calls throughout its service territory and said businesses are often targeted. They offered advice in how to detect a scam.

“We’ll never demand personal or financial information for an immediate payment, and we always offer several methods to pay your bill, but impostors will generally just provide one option, such as a prepaid card. Customers can also always contact our call center, and our e-customers can pay online. For those without access to these options, we also have services though grocery stores in some communities where they can pay their bills,” Ameren representative Marcelyn Love said.

From the classroom to the field IVCC’s two-year ag degree program expects a healthy yield first semester.

The second semester of the first year includes the subjects of agricultural economics, general education, precision agriculture and agricultural marketing. With these classes, students can earn 16 credit hours.

The fall semester for the second year includes instruction in soil science, general education, agricultural sales, agricultural credit and finance, and agricultural business management.

Students completing this semester will accumulate 16 credit hours.

The final semester of the two-year program features classes in microcomputer applications in agriculture, an agriculture internship, an internship seminar, general education and an agricultural elective.

This final semester will earn students 13 credit hours which will bring the two-year credit hour total to 60.

“It’s not too late to join other students beginning their ag careers at IVCC. There’s still room, and we’d love to have more students join us. There’s tremendous opportunity in the ag industry,” said ag instructor and program coordinator Willard Mott in a press release.

Fall courses for IVCC’s growing ag program include introductory courses in field crop science, agricultural mechanics, general education, agriculture business management and ag industry. A first-year student seeking to earn an associate of applied science degree in agricultural business can earn 15 credit hours during their

The U.S. Department of Agriculture has projected there will be roughly 60,000 agricultural job openings a year, and they also estimate there will only be 35,000 graduates to fill those positions.

IVCC has established a healthy internship program among area agri-businesses, and Mott said he believes it will lead to future employment for many students.

Future plans call for an agronomy degree and student organization.

Mott is a graduate of the University of Illinois College of Agriculture, Consumer and Environmental Sciences. He was the ag instructor for 11 years at Bureau Valley High School.

Jumping on to a good memory W

hen I was a little girl, my grandfather built my cousin, Debbie, and me a little table. He built us each these pint-sized tables; we could use them for whatever we pleased. As children, we made sure those tables got a lot of use.

We colored in our coloring books on them. We crafted items from Play-Doh on them.

We did homework on them, and I think we even sat at those tables when we were lucky enough to have a TV dinner served to us in front of the TV. Those tiny tables belonged to us and to nobody else. Grandpa crafted them out of spare wood he had in the machine shed, and then he sanded and painted them. To say we were proud of them was an understatement.

As a little girl, I remember taking great care of my table. If a stray crayon mark happened on the table or a drop of gravy from a TV dinner found the surface, I worked tirelessly to clean the smudge from the painted surface. I was always taught to take good care of my things, but I somehow knew the table was special — perhaps because Grandpa had made it for me.

The tabletop wasn’t exactly perfect for a desk, since two boards had been nailed together to make the top. While it was smooth, if you were writing on a piece of paper and your pencil hit that tiny space between the two boards, the pencil would poke right though the paper. We didn’t really fret about it; it was just a small obstacle we learned to overcome.

That table was built 50-plus years ago. I can no longer remember what color Grandpa painted it — it’s a toss up between white, pink or brown. I do know he also made us each a small, four-legged stool. I think my stool was white, and Debbie’s stool was yellow. For some reason, I think our names were even painted on the top, though that memory is rather foggy.

As I got a bit older, Grandpa continued to make things for us, but I have to tell you I wasn’t as thrilled with some of his projects. The majority of my friends lived in Princeton, and I was basically the only farm kid in the group of girls I had become friends with.

One particular item I remember was the jump rope Grandpa

Terri Simon had made for me. He had this machine that twisted twine together to make a fairly thick rope. I helped him use it all the time. It was fun.

But then Grandpa decided he would make me a jump rope with his rope-maker. He even made rope handles, which he covered with black electrical tape. This jump rope was clearly a heavy duty one — while the little girls from town were constantly having their jump ropes break or have the handles come a part, it would have had to take some mix of brute strength and tornado winds to damage this rope. I bet if I still had it today, it would look the same as it did back then.

The reason I’m bringing this up is because I remember my friends making fun of my grandfather-made jump rope.

They laughed at it, and they laughed at me. The pride of having something Grandpa has

friend of mine, Frank Lapuh, passed away earlier this year.

We kind of came from different worlds, but we always hit it off.

We attended Hopkins High School.

Frank was two years older than me -my sister, Patty Lou, was in his class.

They were seniors in 1945 and I was a sophomore.

At our school, seniors always willed something to an underclassman. Well, Frank, who was very well built and a strong person, willed his body to me.

There was a reason for this because I weighed 115 pounds and had a 28-inch waist. Everyone got a good laugh when Frank willed his body to me.

He was a great guy. I was always happy when I saw him.

••• As one gets older, you have so many experiences and memories. I never did look my age when I was young.

I remember after Jeanne and I were married, I was farming an 80-acre farm between Cedar Point and Standard.

There was a 240-acre farm for rent south of McNabb. The farm was owned by a lady who lived in the Peru Hotel.

I got an appointment with her to meet in the hotel lobby. I took Jeanne with me. We were sitting there on a couch when she came in. She sat down by me, and after shaking hands, she looked me up and down and said, “I can’t rent my farm to you, you are not dry behind your ears yet.”

Also, on our honeymoon, we were both 21 years old. We started dating our freshman year at Hopkins High School. We had dated each other for eight years. We headed for New Orleans and stayed in hotels in cities because this was before motels.

We stayed in a hotel in Jackson, Miss., one night. The next morning I went to get something. As I walked down the hallway, I met this older couple. They asked me to help them take their suitcases down to the lobby. I did, and when we got down to the lobby, the man took

Also, one in five women will be raped in their lifetime in the U.S. Consider this: Eighty percent of new businesses in the U.S. fail and one in five Americans receive some form of government assistance.

made especially for me quickly disappeared to the giggles of my friends. Consequently, I “lost” that jump rope a lot, but Grandpa always came through and made me another one — reminding me I should be more careful and take care of my things.

All I really wanted was a cheap, white jump rope from Hornsby’s, which probably cost all of 89 cents back then — maybe even less. But no, you could lasso steers and wild mustangs with the rope I was supposed to play with on the playground. Consequently, I spent a lot of time watching my friends jump rope, while my homemade jump rope was hidden in my locker.

Today, I think back on those days of yesteryear, and I’m ashamed of my antics. I’m not sure how many jump ropes Grandpa actually made for me to replace the “lost” ones, but I do know he spent a considerable amount of time doing so.

And now, I’m old enough and wise enough to realize he only kept replacing them to make his granddaughter happy. Shame on me. What I wouldn’t give to have one of those jump ropes

right now.

But what I do still have is that wooden table he made for me.

I sits on my front porch with an enamel basin of flowers on it. Whether we’re sitting and relaxing on the front porch or opening the front door to welcome friends, I see that table. A bit dilapidated from the years and the weather, it is precious to me, and I wouldn’t trade it for any new piece of furniture that might catch my eye.

I guess I’ve come full circle.

From that proud little girl sitting at the table Grandpa built for me, to hiding jump ropes in the back of my locker, to the adult who has grown up enough to realize how important those hand-crafted items from Grandpa really are.

Thanks goodness most of us grow up and become aware of what’s really important. For me, I’ll take that 50-plus-yearold table made by my grandfather any day over something new and flashy. I just wish I could tell him so.

After historic tax hike, the real pain has just begun

T

he infamous budget impasse is over. But rather than rejoice, Illinoisans should recoil.

The pain that washed over Illinois’ most vulnerable residents as the state stiffed service providers for more than two years won’t recede for long. High tide will come again. And the levees are still busted.

First, take the tax hikes.

The state will eat a 32 percent larger chunk out of most workers’ paychecks, retroactive to July 1. Many of the businesses that employ those workers will begin paying one of the highest corporate income tax rates in the nation.

Totally lost in Springfield’s rush to raise taxes was the disturbing reality that Illinois’ tax base is shrinking. Data from the state’s Commission on Government Forecasting and Accountability show tax revenues are down from this time last year.

When tax dollars are declining even when the tax rate stays the same, that’s a sure signal the state’s economy is in bad shape. The state’s economy was flailing before the impasse. It’s still flailing.

Illinoisans have seen the worst income growth in the nation in the recession era, at 0.8 percent per year. The income tax hike wipes out nearly an entire year’s worth of that tepid growth.

But, of course, Illinoisans were told the budget deal was about more than just taxes.

This budget was about ensuring residents with autism get the services they need. This budget was about protecting residents suffering under domestic abuse.

This budget was about assisting residents who need a hand up to attend college.

But this budget provides no real security to any of those groups.

Consider the state’s key spending categories from 2000 to 2015. Total state revenues over this time increased a healthy 57 percent. Spending on culture and the environment decreased 59 percent.

Excluding pensions, spending on higher education decreased 8 percent. Spending on human services increased 10 percent.

Spending on public safety increased 12

COMMENTARY Austin Berg percent. Spending on K-12 education increased 35 percent, excluding pensions.

On the other hand, spending on Medicaid increased 141 percent. Spending on state-employee insurance increased 166 percent. And spending on state-employee pension benefits increased 586 percent.

Ask your lawmaker what this tax-hike budget did to address these warped priorities. The answer is nothing.

Illinoisans know from experience that these priorities cripple the state. They’re the reason the 2011 tax hikes were an utter failure. Taxes went up. Debt exploded. The credit rating dipped. And those in need of state assistance were no better off.

But forget about state services. And forget about taxes. This budget was all about avoiding a “junk” credit rating.

Republicans who sided with House Speaker Mike Madigan to pass this budget seemed especially concerned with this distinction, trumpeting in the media and on the House floor that their vote to hike taxes would save the state from becoming junk.

But this budget doesn’t save the state from junk. A ratings agency even said as much.

All that revenue wouldn’t be enough to mask the “further deterioration” of Illinois’ unpaid bills and pension crisis, according to Moody’s Investors Service.

So what will Illinoisans get in return for their compulsory new investment in state government?

A tanking economy, a credit rating on its way to junk and a system that refuses to put people in need at the front of the line.

In Springfield, that’s called compromise.

GRANVILLE — Participating in Putnam County Rotary’s Sisterhood of Schools Exchange Program, Putnam County High School graduate Grace Lamboley, senior Ryan Caulfield and science teacher Alisa Stewart spent six weeks this summer in Bolivar, Argentina.

Recently returning, they were hosted by PC Rotarian Brenda Bickerman to tell about their travels.

Hennepin Pool will be closed for repairs HENNEPIN — The Hennepin Pool will be closed from Wednesday, Sept. 13, through Monday, Oct. 9, for repairs to the mechanical room.

All six-month memberships will be extended by

For those donating at the high school, Red Cross scholarship money is earned, based on units donated — the more donors give, the more Red Cross gives in scholarship dollars.

She was born Sept. 7, 1917, and was raised in Toluca. She married Sisto Patarozzi of Mark on Nov. 24, 1938, and has been a resident of Mark since.

Her husband, Sisto, died in 1970. She worked for 32 years at Granville Hardware Store, retiring in 1986.

She has two daughters, Palma Lyons of Byron and Valerie Hrovat of McNabb. She also has eight grandchildren and 14 great-grandchildren.

“You’re A Good Man, Charlie Brown” (Revised) is a fresh approach to the 1967 classic, based on the beloved comic strip by Charles Schultz. Sally Brown joins Charlie Brown, Linus, Lucy, Schroeder, Snoopy, and a lively ensemble cast in this charming revue of vignettes and songs. Two new songs, “Beethoven Day” and “My New Philosophy,” have been added to the 12

wonderful numbers of the original version, which include “My Blanket and Me,” “The Baseball Game,” “Little Known Facts,” “Suppertime” and “Happiness.”

Fifth annual Artisan Market at Hornbaker Gardens PRINCETON — The fifth annual Artisan Market at Hornbaker Gardens will be from 10 a.m. to 4 p.m.

“I’m really proud of myself and everyone that’s helped me. In the beginning, I didn’t think these plans would actually happen, and now a year-and-ahalf later, here we are and here it is,” she said.

Rudolph was quick to note the many people who volunteered their time and efforts to help see the project through. Josh Schnaiter at Prairie Nursery and Landscaping in Princeton was instrumental in guiding the project during the construction phase and members of the Utica Garden Club donated and helped plant perennials to spruce up the courtyard.

An anonymous donor provided a peaceful pink stone water fountain.

Another person donated lighting for the courtyard that allows it to shine even at night.

“As time went on, (the project) gained a bigger following, and more people wanted to help out with it,” Rudolph said.

BY GOLDIE RAPP news@putnamcountyrecord.com PERU — Katrina Rudolph of Princeton just finished a community service project at Valley Regional Cancer Center (VRCC) in Peru and earned her Girl Scout Gold Award — an achievement she’s been working toward for a year and one-half.

The Gold Award is equivalent to the Eagle Scout Award, by being the highest honor in a Girl Scout can earn.

Rudolph organized, designed and helped construct a peaceful outdoor courtyard at the cancer center for patients and their families to enjoy during treatments. The outdoor space is wheelchair accessible and includes seating under shade trees.

Rudolph spent more than a year selling memory bricks for the courtyard.

The bricks are engraved to honor the survivors of cancer and remembers those who fought the fight.

Operation Courtyard, which was what Rudolph dubbed her project, was developed in honor of her grandfather who battled leukemia.

Now seeing the final product, Rudolph said she’s excited to see the thing she’s put her heart and soul

are now ongoing. And an open house in honor of the project is in the works.

Rudolph said Operation Courtyard has taught her many things including responsibility and leadership skills.

“It was very much my project and I had a lot of help, but it was me that had to make the decisions and decide when I wanted to do work on it and make sure it was a priority,” she said.

And while a Gold Award project only requires 80 hours of work, Rudolph was proud to say she had recorded up to 180 hours.

“You put your heart and soul into something and then to see it finally put together — I’m really excited for the future and to see what happens with it,” she said.

The courtyard currently includes 75 bricks, and 80 more will be added soon.

Although Rudolph will no longer actively sell bricks for the courtyard, they will continue to be available for purchase. Bricks are $50 for family and friends and $100 for businesses. Counseling center will focus on helping with mental health issues

BY GOLDIE RAPP news@putnamcountyrecord.com PRINCETON — The doors are now open at Open Doors Community Counseling center, which is a new program of Gateway Services.

The center provides counseling to community members who are 18 years of age and are Medicaid-eligible in Illinois.

Historically, Gateway Services has been a provider for people with intellectual or developmental disabilities, but this new program is expanding services to anyone in need.

Open Doors Community Counseling is staffed with two clinicians including Ashley Holcman, licensed clinical professional counselor, and Mike Miroux, qualified mental health professional.

The two have spent more than a year building the program from the ground up with Gateway’s Director of Professional Services Sherry Dziadon.

Holcman said Gateway was looking at different services needed in the community and realized the lack of aid for people with Medicaid. Many agencies currently are not accepting Medicaid patients because services

are full, which in turn has left a huge gap to fill for these patients seeking assistance.

“We’re unique here as in we’re preparing to take on just Medicaid patients right now and really go after this segment of our community that’s really needing more resources,” Miroux said.

The new counseling center does have plans to expand its program to be able to serve more than just Medicaid patients, but Holcman said it’s one step at a time.

“Our hope for the future —next year, hopefully, is to be able to offer services to people with insurance and then slide and scale for people who have nothing,” she said.

The site is approved by the Illinois Department of Human Services to provide Medicaid community health services including mental health assessment, treatment plan development, therapy/counseling, crisis intervention, consultation services and transition linkage and aftercare services.

Holcman and Miroux plan to work closely with other community organizations and social services to address critical issues such as substance abuse,

mental illness, homeless and poverty.

“It takes a village to tackle those problems, but we feel strongly that to make our community successful and make are agency successful we work together with other organizations,” Miroux said.

Holcman and Miroux are currently working on outreach with local doctors and hospitals, as well as service providers such as Bureau County Health Department and Tri-County Opportunities Council.

“We’re really looking at partnering with others in the community and we welcome them to contact us to meet and talk about how we can help and how they can help our clients here that we see,” Miroux said.

Open Doors Community Counseling emphasizes best practices and works to build on strengths and successes of clients to help guide them toward solutions, goals and regain a level of wellness.

“We have a lot of counseling approaches that are found to be very effective in treating issues,” Miroux said.

While statistics show one in four people have a mental health illness or diagnosis, Holcman said

The program provides services to residents in Bureau, Putnam and Marshall counties. they’re trying to reduce the stigma and make others realize this is something everyone either knows somebody struggling with or even may be struggling with themselves.

“Counseling can be very effective in treating anxiety, depression and mood and personality disorders. There’s no shame in reaching out for help,”

she said.

Holcman has been working in the counseling field for nine years in a number of mental health settings.

She earned a Master of Science in Education in Counseling from Northern Illinois University. She is also a National Board Certified Counselor.

Plow Creek Fellowship to close

TISKILWA — Plow Creek Fellowship, an intentional Christian community established in 1971, a mile south-east of Tiskilwa, is announcing the close of its operations at the end of 2017. At its peak, the community had up to 100 participants in worship and common meals.

Plow Creek Fellowship has been widely known for its u-pick strawberries and its sales of garden-fresh produce at area farmer’s markets.

Plow Creek Fellowship members shared in a common treasury. It was closely affiliated with Plow Creek Mennonite Church, a member of the Mennonite Church, USA. The fellowship was guided by a commitment to share life, needs and resources, according to the teachings of Jesus and the practice of the early church as told in Acts 2-4.

Peace-making and solidarity with refugees gained the community both respect and criticism. Over the years, many weary city-dwellers took retreats at Plow Creek, appreciating the natural beauty of its woodland trails, starry nights,

campfires and good potluck food.

Plow Creek Fellowship was the site of several summer camp meetings for Shalom Mission Communities of which Plow Creek Fellowship was a member. One camp meeting in 2008 hosted a music festival with inspiring teachings for more than 700 campers.

One of Plow Creek Fellowship’s most well-known members was writer and pastor, Rich Foss, who for a decade, wrote a weekly column in the Bureau Valley Chief until his death in January 2017. Rich’s passing, plus the deaths of David Gale and Jim Harnish in late 2016, left only a dozen members who concluded it was time to close up community operations and pass the property on to another non-profit ministry.

This turned out to be Hungry World Farm, an offshoot of Willow Springs Mennonite Church.

Hungry World Farm is a new organization applying for not-for-profit status. It will receive the Plow Creek Farm and transition it into a new ministry utilizing the facilities

and farmland. The idea of Hungry World Farm began through local conversations and a review of other farmbased ministries that teach about growing and consuming healthy food. Dennis Zehr of Coneflower Farm in Tiskilwa and Calvin Zehr, pastor of Willow Springs Mennonite Church in Tiskilwa, created a proposal which Plow Creek Fellowship accepted.

Hungry World Farm will focus on the following activities: Educating people about food production, distribution, and consumption; addressing spiritual hunger in people’s’ lives; training local and international interns in farming techniques; and providing retreats for holistic growth and health.

The transition will officially take place at the end of 2017.

Illinois Environmental Protection Agency Public Notice Draft Revised Clean Air Act Permit Program Permit Hennepin Power Station The Illinois EPA is planning to issue a revised Clean Air Act Permit Program (CAAPP) permit for the Hennepin Power Station located at R.R. #1, Hennepin, (Putnam County). The facility is a coal-fired power plant owned by Dynegy Midwest Generation, LLC. The Hennepin Power Station is located in a potential Environmental Justice (EJ) community pursuant to Illinois EPA’s EJ Public Participation Policy. Information about EJ in Illinois may be found at: http://www.epa.illinois.gov/topics/environmental-justice The revised CAAPP permit for the Hennepin Power Station is intended to settle an administrative appeal of the initial CAAPP permit currently stayed by the Pollution Control Board (PCB Case No. 2006072). The planned changes to the permit to settle the appeal would be made under the CAAPP’s procedures for a significant modification of a permit (Section 39.5(14)(c) of the Environmental Protection Act).

As part of these changes, the Illinois EPA also plans to approve the Compliance Assurance Monitoring Plan submitted by Dynegy Midwest Generation for emissions of particulate matter from the coal-fired boilers.

Additional changes would be made to the CAAPP permit so that certain air pollution control requirements that were not applicable at the time of initial permit issuance would be incorporated in to the CAAPP permit. These planned changes would be made under the procedures for reopening of a CAAPP permit (Section 39.5(15)(c) of the Act).

Based on its review, the Illinois EPA has made a preliminary determination that these revisions would meet the applicable standards for issuance and has prepared a comprehensive draft CAAPP permit reflecting all permit revisions for public review. The Illinois EPA is accepting comments on the revisions which must be postmarked by midnight on September 29, 2017. If sufficient interest is expressed in the draft CAAPP permit, a hearing or other informational meeting may be held. In addition to implementing Title V of the CAA, CAAPP permits may also contain Title I Conditions, (i.e., conditions established under the pre-construction permit program for new and modified emission units, pursuant to Title I of the Act) that have been established brand new denoted as T1N or that have been revised denoted as T1R. The revised permit does not contain revisions that are identified as T1R revisions or T1N additions.

Catholic Consolidated School classmates plan all alumni reunion

BY LYLE GANTHER news@putnamcountyrecord.com SPRING VALLEY — Former classmates, family and friends are invited to the first and only all alumni reunion of Catholic Consolidated School in Spring Valley, which closed its doors in 1970, on Sept. 9.

“We are hopeful for a large turnout,” said Carol (Jesiolowski) Maltas of Spring Valley, who graduated from the school in 1967. “At our last reunion, we came up with the idea to have an all alumni reunion in conjunction

with our 50th reunion.”

Maltas indicated one of the challenges is finding someone from every class to represent each class at the reunion.

The reunion will be kicked off with a Mass celebrated by Father Bob Spilman and Father Duane LeClerq at noon at Immaculate Conception Church, which has been closed since June 2016, but will again be used for this special Mass.

Reunion activities will be held from 2 to 8 p.m. at Kirby Park in Spring Valley. Father LeClerq will give a blessing at 2:30

p.m. There will be three food vendors (Verucchis, Bula’s Food Truck, and Jose and Marie Cruz), a beer and wine garden sponsored by Spring Valley Fire Department, and live music from Dick Verucchi and Steve Sharp Band.

The oldest living graduates of the school may be Jane Kunkel of Spring Valley, who is 90 years old, who graduated in 1941, and Bea (Marenda) Verucchi of Spring Valley, who graduated in 1938. Both women are planning to attend this reunion, Maltas said.

The Immaculate Conception Church Free School was opened in 1886. It was replaced by a new school in 1888, which was torn down and replaced by a brick school in 1913. In 1968 and 1969, seventh- and eighth-grade classes were sent to public

school at Lincoln and JFK. The school was first run

by Dominican sisters of Minnesota and then the Franciscan nuns from Peoria took over later. Father John Power, who served from 1884-1907, started the first school and church.

He also started St. Marga-

ret’s Hospital by donating 24 acres of land and is buried in the cemetery by the hospital.

Committee members planning the reunion are Marianna (Huenenburg) Haycraft, John Spoeri, Kathy (McCann) Mathews and Maltas.

All women in the Illinois Valley area are encouraged to come take a relaxing break as they celebrate God’s bounty and learn about new ways to enjoy vegetables.
